GJM raises '24 points' with Mamata over Gorkhaland bill
PTI, Ahead of the discussion on a bill seeking more autonomy for Gorkhaland, members of Gorkha Janmukti Morcha met Chief Minister Mamata Banerjee with their list of proposed changes to the proposed law claiming the draft is different from what was promised in the July 18 declaration.
A GJM team, including general secretary Roshan Giri and party MLA Harka Bahadur Chettri met Banerjee, Parliamentary Affairs Minister Partha Chatterjee and Chief Secretary Samar Ghosh to place their demands and objections to the Gorkhaland Territorial Administration Bill, 2011 which is scheduled to come up for discussion in the state Assembly tomorrow.
The GJM said it has noticed several 'discrepancies' in the Bill vis-a-vis the Memorandum of Agreement signed in Darjeeling on July 18 and has asked for necessary amendments before it comes up for discussion.
Giri said they had raised '24 points' and maintained Banerjee has assured them that the government would accept the points which would be brought in the form of official amendments tomorrow.
Pointing out the 'discrepancies', Giri said, "The Bill only mentions about executive powers and not financial and administrative powers. The government has agreed to incorporate the transfer of financial and administrative powers in the Bill."
"The agreement says that the Chief Executive of the GTA will nominate 14 members to its Executive Council, whereas the Bill says two of the Executive Council members will be nominated by the Governor," he said.
The GJM would not accept this because the Governor already has powers to nominate five general members to the council, Giri said, claiming "they (government) have agreed to consider the GJM viewpoint in this regard." 

GTA Bill in House today, govt may accept GJMM demands
SNS, KOLKATA, 1 SEPT: Following objections from the Gorkha Jan Mukti Morcha (GJMM) leadership, the state government is considering to move several amendments to the Gorkha Territorial Administration (GTA) Bill which will be placed before the House tomorrow. The state Cabinet gave its approval to the Bill today.
Although parliamentary affairs minister Mr Partha Chatterjee, after the Cabinet meeting, said “whatever was discussed will be placed before the Assembly”, it was learnt that the government may place amendments clarifying the issues raised by the GJMM, including the one on giving financial and administrative powers to the body.
The treasury Bench is likely to move amendment making the quorum one-third and dropping the term “Sabha", thereby restricting the nomenclature to GTA only. The GJMM had objected against the composition of the executive council and demanded all nominated members should be chosen by them. Earlier two of the fourteen nominated members were to be chosen by the Governor. The state government may accept this, too.
The tenure of the principal secretary may be fixed at a minimum of two years. The GJMM had also expressed dissent since the Bill did not mention about their ethnic identity. This issue may be addressed as well.
“Actually, in certain areas the language of the Bill did not reflect what was discussed during negotiations. For instance, executive power includes administrative and financial powers as well. Moreover, they had expressed concerns that the Bill was not explicit about GTA's authority in creation of posts. These issues may be addressed through the amendments," said a source.
The state government is not expecting any hiccups in passing the Bill tomorrow in the House.
Earlier in the day, a delegation of the Gorkha Jan Mukti Morcha comprising Mr Roshan Giri, Mr Triloke Narayan Dewan, Mr Harka Bahadur Chettri and Mr LB Periyar today met chief minister Miss Mamata Banerjee and handed her a 24-point amendment proposal regarding the GTA Bill.
They also submitted a memorandum to the chief secretary, Mr Samar Ghosh, at Writers’ Buildings expressing reservation over certain clauses over the GTA Bill.
Talking to reporters after the meeting, Mr Giri said: “The Bill only mentions about executive powers and not financial and administrative powers, which we have been demanding for long. The agreement had said the Chief Executive of the GTA would nominate fourteen members to its Executive Council, whereas the Bill says the Governor will nominate two of the Executive Council members. The GJMM would not accept this because the Governor already has powers to nominate five general members to the proposed Council. Moreover, the Bill is not clear on how the proposed Rs 200 crore Central assistance would be provided to the new administration. We have placed our amendments and the chief minister has assured us that the government would look into the matter.”
According to sources, the proposed Bill on the GTA will cover the three Hill sub-divisions, Darjeeling, Kalimpong and Kurseong, and the Lohagarh Tea Garden, Lohagarh Forest, Rangmohan, Barachenga, Panighata, Chota Adalpur, Paharu, Sukna Forest, Sukna Part-I, Pantapati Forest I, Mahanadi Forest, Champasari Forest, Salbari Chhat Part II, Sitong Forest, Sevoke Hill Forest, Sevoke Forest, Chhota Chenga and Nipania mouzas of Siliguri sub-division.  
जीटीएको खेस्रामा हेरफेर छ भने गोर्खाल्याण्डको आन्दोलन गर-फोरम
मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 सितम्बर: आज विधानसभा सदनमा केन्द्रिय कानून मन्त्रालयमा पुगेर व्यापक हेरफेर भएको बील नै प्रस्तुत हुने हो होइन सबैले प्रतीक्षा गरेका छन्‌। आजसम्म नै अन्योलको परिस्थिति बनाइएको कारण बील पारित हुने नहुने सन्दर्भमा मोर्चा शिवर समेतबाट पक्कापक्की कुनै कुरा अघि आएको छैन। यता जुन किसिमले खेस्रामा व्यापक हेरफेर गरिएको बताइएको छ, त्यो पनि स्पष्ट छैन। वास्तवमा कुन कुन कुरा कहॉंकहॉं र कसरी हेरफेर भएको छ भन्ने कुरा पनि स्पष्टसित मोर्चाका विधायकहरूले खुलाएका छैनन्‌। विधायकहरूकोमा मात्र आइपुगेको खेस्राबारे स्टडी फोरम नै बेखरबर छ। फोरमका सदस्यहरूले हेर्न नपाएकोले वास्तवमा नै के के हेरफेर भएको हो भन्ने कुराको पक्कापक्की कुरा अघि आएको छैन। 

विधायकहरूले बताए अनुसार जति पनि हेरफेर छ त्यो मोर्चाको पक्षमा छैन। त्यत्तिकै पारित गरियो भने मोर्चालाई धेरैवटा असुविधा हुनेछ। चारैतिर जीटीएको चर्चा चलिरहेको भए पनि यसमुद्दालाई लिएर अर्को विपक्ष पार्टी क्रामाकपाले भने कुनै कुरा गर्न उचित नहुने बताएको छ। क्रामाकपा महासचिव तारामणि राईले बताए अनुसार क्रामाकपालाई नजाने गाउँको बाटो सोध्नु छैन। तर जीटीएले सम्पूर्ण गोर्खाहरूको चिह्नारी भने बोक्दैन, यही महत्वपूर्ण कुरा हो। राईले भने, जीटीए सरकार र मोर्चाबीच अन्डरस्ट्याण्डिङ हो। यसमाथि भन्नु छैन। भन्नु के छ भने जनताले सत्य कुरालाई बुझ्दै जानुपर्छ। किन भने आन्दोलन पैसाको निम्ति गरिएको थिएन, चिह्नारीको निम्ति गरिएको थियो। 
छुट्टै राज्य भयो भने यस्ता विकास त कति हुन्छ हुन्छ। राज्य नपाईँञ्जेल आन्दोलन सकिँदैन, जो मोर्चाले बिसाए पनि क्रामाकपाले अघि लगिरहेको छ। अर्कोतिर पिपल्स फोरमका महासचिव प्रवीण गुरूङले जीटीएलाई राखेर राज्य र मोर्चाले नाटक देखाइरहेको बताएका छन्‌। तिनी अनुसार जीटीएमा बिजुलीको बील, अस्थायीलाई स्थायी गर्ने,जीएलपीलाई नियुक्ति दिने अनि तराई डुवर्स गाभ्ने कुरा हस्ताक्षरित खेस्रामा थिएन। यसले पछि समस्या गर्ने देखेपछि राज्य सरकारसित नाटक गर्दै हेरफेर गरिएको अनि यी कुराहरू हटाइएको बताउने काम भइरहेको छ। तिनले भने, वास्तवमा बील र खेस्रामा कुनै हेरफेर छैन। मोर्चा र राज्य सरकारले नाटक मात्र देखाइरहेको छ। यदि सॉंच्चै नै असुविदा छ भने मोर्चाले यसको विरोध गरोस्‌ अनि फेरि गोर्खाल्याण्डको आन्दोलनमा उत्रियोस्‌। 
मोर्चाले यसो गर्ने छैन किन भने राज्य सरकारसित मिलेर मोर्चाले नाटक खेलिरहेको छ अनि नाटकका पात्रहरू भने विधायकहरू हुन्‌। तिनले भने अनुसार सरकारले चाहे मोर्चालाई जुनै पनि स्थान दिन सक्छ। चाहे त्यो तिहाड जेल होस्‌ चाहे सर्किट हाउस्‌। तिनले भने,  मोर्चाले आफै मागेकोले दिनेले सुनको थालमा नदिएर पातमा दिँदा मोर्चाको स्वाभिमानमा लागेको हो भने बङ्गाल सरकारको विरूद्ध आन्दोलन गर्नुपर्छ। किन भने मोर्चाले ठान्ने हो भने यो अपमान मोर्चाको मात्र होइन जीटीए क्षेत्रका विकास चहाने जनताको पनि हो। तिनले मोर्चाले जीटीएको खेस्रामा के के हटाइएको छ, त्यो नदेखाइञ्जेलसम्म मोर्चाको इमान्दारिता नखुट्टिने पनि तिनले जनाएका छन्‌।
जीटीएको बील ल्याइने दिन कोलकातामा लेप्चाहरूले निकाल्ने महाजुलूस - आजदेखि शुरु भयो अनिश्चितकालीन धर्ना
 
मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 सितम्बर:   उता गोर्खाहरूको निम्ति बङ्गालको विधानसभामा 2 सितम्बरको दिन जीटीएको बील ल्याइने छ अनि अर्कोतिर कोलकातामा नै लेप्चाहरूले लेप्चा डेभलोपमेन्ट काउन्सिलको निम्ति महाजुलूस निकाल्ने भएको छ। लेप्चाहरूको आन्दोलनले आज 23 दिन टेक्यो तर सरकारपक्ष अझसम्म कानमा रुवा खॉंदेर बसेकाले कोलकातामा महाजुलूस निकाल्ने भएको छ। अहिलेसम्म लेप्चाहरूको दाबीलाई लिएर सरकारपक्षले कुनै हस्तक्षेप नगरेकोले दिनोदिन नै लेप्चाहरूको आन्दोलनले गम्भीररूप ग्रहण गरिरहेको छ। 2 सय जना लेप्चा प्रतिनिधिहरूले 9 अगस्तदेखि नै कोलकातामा धर्ना दिइरहेका छन्‌। उनीहरूले उठाइरहेको आवाज सुन्नको साटो पुलिस प्रशासन लगाएर जेलमा हाल्ने अनि आन्दोलनकारीहरूलाई तर्साउने काम मात्र सरकारले गरिरहेकोले लेप्चाहरू सरकारप्रति उदासीन हुँदै गइरहेका छन्‌। 
यता भोलि कोलकाता विधानसभामा जुन जीटीएको बील ल्याइने भएको छ, त्यसमा लेप्चाहरूको निम्ति कुनै आरक्षण अथवा सहुलियतहरूको उल्लेख गरिएको छैन। गोर्खाल्याण्डको आन्दोलन हुँदाहुँदै विकासको निम्ति गोजमुमोले जीटीएमा हस्ताक्षर गरेपछि नै यता लेप्चाहरूले पनि आसममा गोर्खाहरूको गोर्खा डेभलोपमेन्ट काउन्सिल भए जस्तै दार्जीलिङमा पनि लेप्चा डेभलोपमेन्ट काउन्सिल हुनुपर्ने मागमा आन्दोलन शुरू गरेका छन्‌। आन्दोलनलाई राज्यकेन्द्रित बनाउँदै कोलकातामा धर्ना दिइरहेको भए पनि अहिलेसम्म लेप्चाहरूले पहाडमा भने कुनै दह्रो कार्यक्रम गरेका थिएनन्‌, तर कोलकातामा सरकारबाट बेवास्ता भए पनि डटेर लडिरहेका आन्दोलनकारीहरूको आत्मबल बढाउन आजदेखि लेप्चाहरूले कालेबुङको महकुमा अधिकारीको कार्यालय अघि अनिश्चितकालीन धर्ना शुरू गरेको छ। 
आज कालेबुङ क्षेत्रका प्रतिनिधिहरूले अंशग्रहण गरेको भए पनि भोलिदेखि चारै महकुमा कालेबुङ, दार्जीलिङ, खरसाङ र शिलगढीका प्रतिनिधिहरूको विशाल समूहले महकुमा अधिकारीको कार्यालय अघि अनिश्चितकालीन धर्ना दिने भएका छन्‌। लेप्चा युथ एशोसिएसनका सहसचिव तशु थिङले बताए अनुसार जबसम्म कोलकाताका आन्दोलनकारीहरूले सकरात्मक उपलब्धी हासिल गर्दैन तबसम्म धर्ना हुनेछ।  तिनले भने, अब लेप्चाहरूको आवाजलाई सरकारले सुन्नै पर्ने समय आइसकेको छ, किन भने अहिलेसम्म हामीले सरकारलाई हेर्‍यौं। अल्पसंख्यक, आदिवासी तथा प्रचीनवासीहरूको भाषा, संस्कृति सम्बर्धनको निम्ति सरकारी आदेश र नीति छ। कुनै पनि पक्षबाट लेप्चाहरूको निम्ति न त राज्यले न त केन्द्रले कुनै पहल गर्‍यो। अहिलेसम्म हामीलाई अन्देखा र उपेक्षा मात्र गरिएको छ। 
लेप्चाहरू भूमिपूत्र रहेको नातामा अनि संविधानले दिएको अधिकारको आधारमा हाम्रो मागलाई सरकारले मान्न पर्नेछ। तिनले  लेप्चाहरूको आन्दोलनलाई जति नै अन्देखा गरेपनि आन्दोलनको प्रक्रिया गम्भीर हुँदै जाने बताउँदै तिनले भने, यो अनिश्चितकालीन धर्नालाई पनि सरकारले सुनेन भने यहीँबाट हजारौं लेप्चाहरूले अनिश्चितकालीन भोकहड्‌ताल गर्नेछन्‌। त्यसलाई पनि अनदेखा गरिए लेप्चाहरूसित हजारौं कार्यक्रम छ।  जबसम्म सरकारको पक्षबाट मुख्य मन्त्रीले हाम्रो समस्यालाई सम्बोधन गर्दैन आन्दोलन जारी रहनेछ। यता लेप्चाहरूको मागलाई पहाडका कुनै पनि दलले सहयोग गरिरहेको छैन। पहाडको निम्ति भर्खर मात्र गोजमुमोलाई मनाएर दागोपापभन्दा केही अधिक क्षमताको जीटीए थमाउन सक्षम भइरहेका बेला त्यही ठाउँबाट लेप्चाहरूले पनि आन्दोलन गर्दा पार्टीहरूलाई असुविधा भएको हो कि भन्ने शंका बढेर गएको छ। यता लेप्चाहरूले बताए अनुसार जीटीएले लेप्चाहरूको माग पुरा गर्न सक्दैन किन भने जीटीएभित्र लेप्चाहरूको निम्ति कुनै पनि अधिकार राखिएको छैन। 
Mahasweta Devi lends support to Lepchas  
SNS, SILIGURI/KOLKATA, 1 SEPT: The people belonging to the Lepcha community, historically acknowledged as the autochthones of the Darjeeling Hills, are feeling enthused by the empathy the noted writer and social activist, Mahasweta Devi (see sns photo), has shown to the community’s cause.  Over 250 Lepchas clad in their traditional attire have been staging a sit-in at Subodh Mullick Square in Kolkata for the past 21 days, demanding fulfilment of three demands linked to their struggle for cultural existence in the Hills.
“We have received no official response from the Mamata Banerjee-led government as yet. The same is the case with the Union home ministry to which we served a deputation in April last year. We are being subjected to the same apathy. But we have confidence in the new chief minister of the state. She would mete out justice, we are convinced,” said the chief coordinator, the Lepcha Rights Movement, Mr NT Lepcha.
Mahasweta Devi, whose contribution to the Adivasi welfare has turned into a legend, today turned up at the Lepchas’ sit-in and expressed empathy for the three demands the community has been striving for.
The demands include constitution of a Lepcha Development Council under the state government, recognition of the Lepcha script, known as the oldest one in the Mongoloid fringe of India, as a medium of instruction for the schools located in the Hills and the reservation of seats for the community in Parliament and West Bengal Assembly.
“The writer has not just empathised with our cause but regaled us by rendering Tagore songs at the sit-in congregation. We also presented her with a translation of Tagore’s Gitanjali done by one member of the Lepcha Association, based in the Darjeeling Hills. We are grateful to her who has become a living embodiment of the aspirations of the long forlorn people all over the country,” Mr Lepcha said.
“The writer has assured us that she would take up the issue with the chief minister. We are relieved by the assurance. We are now looking forward to the chief minister showing sympathy for the cause involving the fast-dwindling ethnic community which has been struggling for the preservation of its culture without any intention to dabble in the turbulence of politics,” he added. 

बिजुलीको बीलमाथि नागरिक अधिकार मञ्चको गिद्धे दृष्टि 
मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 सितम्बर:  गोर्खा जनमुक्ति मोर्चाले बिजुलीको बील मोर्चाले नै तिर्छ भनेपनि अथवा जीटीएमा नै मिलाएको कुरा गरेपनि बिजुली विभागले भने अघिल्ला बीलहरू पठाउन छोडेको छैन। बील बारम्बार आइरहेकोले कुन बील तिर्नुपर्ने कुन नतिर्नु पर्ने विषयमा व्यापक अन्योलता खडा भए पनि आज नागरिक अधिकार मञ्च र उपभोक्ता मञ्चका अध्यक्ष एन.पी.दिक्षितले सबैलाई खबरदार गर्दै केवल अगस्त महिनादेखिको बील मात्र उपभोक्ताहरूले तिरिदिने अपील गरेका छन्‌। तिनी अनुसार विभागले बील पठाउने काम नै हो तर उपभोक्ताहरूले याद राख्नुपर्छ कि जस्तै बील आए पनि अगस्त महिनादेखिको बील मात्र तिरिनेछ। अहिले कसैलाई जुलाई अगस्त, सेप्टेम्बरको बील आइरहेको छ भने कतिलाई अगस्त, सेप्टेम्बर, अक्टोबरको बील आइरहेको छ। जुन बील आइरहेको छ त्यसमा  अहिलेसम्म नतिरिएका बील पनि खामिएको छ। यो समस्या नयॉं भने होइन। जबदेखि मोर्चाले बील अगस्तदेखि मात्र तिर्नुपर्छ भन्यो तबदेखि नै उपभोक्ताहरू अन्योलमा छन्‌। अन्योलताको कारण एउटै छ, त्यो हो विभागले बारम्बार अघिल्लो बीलसित नै नयॉंबील पनि खामेर पठाउनु। 
यता अधिकारीहरूलाई प्रश्न गर्दा उनीहरूले अगस्तदेखि मात्र उपभोक्ताहरूले बील तिर्ने सम्बन्धमा आधिकारिकरूपले निर्देश विभागलाई आएको छैन। यसो हुँदा विभागले त्यही नियम लागू गरिरहेको छ जो अघि थियो। विभागीय अधिकारी अनुसार विभागलाई उपभोक्ताहरूले अगस्तदेखि बील तिर्ने सम्बन्धमा सरकारी सूचना आएको भए यसरी बील पठाइने थिएन। पार्टीले अगस्तदेखि बील तिर्ने निर्देश गर्नु अर्कै कुरा हो अनि विभागीय नियम अर्कै कुरा हो। विभागलाई निर्देश आएमा अगस्तदेखि नै बील सबैले पाउनेछन्‌। मोर्चाले घोषणा नै गरेपनि विभागबाट नतिरिएको बील पनि आउने हुनाले उपभोक्ताहरू व्यापक अन्योलमा परिरहेका छन्‌। नागरिक अधिकार मञ्चका अध्यक्ष एन.पी.दिक्षितले यो अन्योलता हटाउनको निम्ति मोर्चा महासचिवलाई फोन पनि गरे। गिरीले उपभोक्ता निश्चिन्त रहनु पर्ने अनि अगस्तदेखि मात्र बील तिर्नुपर्ने स्पष्ट पारेपछि दिक्षितले भने, पार्टीले बारम्बार अगस्तदेखि बील तिर्नुपर्ने बताइरहेको छ। यसकारण अन्योलतामा पर्नुपर्ने कुनै कारण छैन। हामी अनुरोध गर्छौं कि कसैले पनि अघिल्लो बील तिर्नु पर्दैन। 
कालेबुङमा बिजुलीलाई लिएर व्यापक असन्तुष्टि बढिरहेको बेला बीलको कुराले अझ त्यसमा घिउ थप्ने काम गरिरहेको छ। कालेबुङमा रहेको दुइवटा कार्यालय विरोध हुँदा हुँदै पनि सिलगढी सारिएकोले यसै पनि कालेबुङका उपभोक्ताहरू खुशी छैनन्‌। कार्यालय तराई सारेपछि नै बिजुली सम्बन्धमा व्यापक समस्या देखापरिरहेको छ। अधिकारीहरूले कार्यालय सारे पनि आफूहरूले उपभोक्तालाई असुविदा हुन नदिएको कटिबद्धता एकातिर जनाइरहेका छन्‌ भने अर्कोतिर बिजुलीको अनियमित्तालाई नियन्त्रण गर्ने सामाग्री तराई सारिएको कार्यालयबाट कालेबुङ ल्याउन ढिलो हुँदा आइपरेको समस्या भने उपभोक्ताहरूले नै भोग्न परिरहेका छन्‌। के देखिएको छ भने बिजुली समस्याको कारण विभाग होइन, यसमस्याको उपार्जक उपभोक्ताहरू आफू हुन्‌। किन भने असहयोग आन्दोलनको बेला बील नतिर्नुपर्ने सुविधा पाएका मौकाखोरहरूले अवैद्धरूपमा प्रशस्त बिजुली हुकिङ गरेका छन्‌, जो अहिलेसम्म पनि रहेको छ। अधिकारीहरूले उपभोक्ताहरूलाई अनुरोध गर्दै अवैद्ध जडान हटाइदिने अनि नहटाए कार्वाही गर्ने समेतको चेतावनी दिएका छन्‌।
पूजा सम्पन्न
 
मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 सितम्बर:  आज हाट बजार व्यापारी सङ्गठनले तीन दिने गणेश चतुर्थी अनि तीज पर्वलाई समापन गर्‍यो। आज अन्तिम दिन हाटबजारमा समापन पूजा गरिएको थियो। बिहान 9 बजीदेखि शुरू भएको पूजामा वरिपरिका भक्तहरूको व्यापक उपस्थिति थियो। यस अवसरमा स्थानीय शिवशक्ति भागवत परिवारले भजन अनुष्टानको आयोजना गरेको थियो भने दिउँसो होम पनि गरिएको थियो। बेलुकी 9 बजीदेखि पूजाको अवसरमा स्थानीय कलाकारहरूलाई लिएर साङ्गीतिक कार्यक्रम पनि गरिएको थियो भने यसैबीच कालेबुङ महकुमा अधिकारी एलएन शेर्पालाई सम्वर्धना पनि जनाइयो।

मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 सितम्बर: 12 माइल स्थित गोलाईमा नै बाटैमा वाहन निकालेर मरम्मतिको काम गर्ने एउटा ग्यारेजलाई त्यहॉंबाट हटाउनुपर्ने माग गर्दै आज चालक महासङ्घले थानामा ज्ञापन चढाएको छ। अलगढा अनि कालेबुङ चालक महासङ्घका अध्यक्ष साङ्गे भोटिया नि छिरिङ दोर्जी भोटियाले थाना प्रभारीलाई ग्यारेजको कारण त्यस ठाउँमा दुर्घटनाको व्यापक सम्भावना बढेकोले ग्यारेजमाथि प्रशासनिक हस्तक्षेप हुनुपर्ने माग राखेका छन्‌। यस अघि पनि गोलाईमा ग्यारेजको कारण दुइवटा दुर्घटना भइसकेको पनि उनीहरूले थानालाई जनाएका छन्‌। उनीहरू अनुसार सो बाटो भएर पेदोङ, अलगढा अनि सिक्किम जाने बहानहरू गुड्‌ने गर्छ तर बाटैमा बाहन राखेर मरम्मति गर्ने भएकोले दुर्घटनाको सम्भावना बढेको छ।

मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 सितम्बर:  भूटान कराते किड्‌स क्लबको आयोजनामा सम्पन्न थिम्पू ओपन कराते प्रतियोगिताबाट कालेबुङ एसयूएमआइ नवौं श्रेणीका विद्यार्थी भूपेन मिजारले एक स्वर्ण अनि दुइ रजत पदक हत्याउन सफल भएका छन्‌। उक्त कराते प्रतियोगिता रोएल भूटान आर्मी हेडक्वाटर लुङटुङपुगमा सम्पन्न भएको थियो। यस कराते प्रतियोगितामा कालेबुङका सुसन थापा पनि दार्जीलिङ कराते डु एशोसिएसनबाट रेफरीको निम्ति चयन भइ अंशग्रहण गर्न पुगेका थए। भूटानको राजधानीमा खेलाइएको थिम्पू ओपन कराते च्याम्पियनशीपमा भारतको सातवटा राज्यहरूबाट 120 जना प्रतियोगीहरूले अंशग्रहण गरेका थिए। 
आज पत्रकारहरूसँगको एक भेटघाटमा एक स्वर्ण अनि दुइ रजत पदक हत्याउने भूपेन मिजारले यस खेलप्रति खुशी व्यक्त गर्दै आगामी दिनमा पनि उत्कृष्ट खेल प्रदर्शन गर्न आफू प्रयासरत रहने जनाए। मीजार लगायत अन्यहरूलाई कालेबुङमा कराते प्रशिक्षण दिइरहेका अनि आफू स्वयं पनि राष्ट्रिय लगायत अन्तराष्ट्रिय खेलहरूमा अशंग्रहण गरिसकेका सुसन थापाले आर्थिक अवस्थाको कारण पहाड़का प्रतिभाशाली खेलाडीहरू अधि बढ्न असमर्थ बन्ने जनाए। तिनले सबैको सहयोगको पाए आगामी दिनमा उत्कृष्ट खेलहरू प्रदर्शन गर्ने अनि करातेप्रति इच्छुक विद्यार्थीहरूलाई सही प्रशिक्षण दिएर पहाड़बाट पनि राष्ट्रिय लगायत अन्तराष्ट्रिय स्तरहरूमा नै खेलाड़ीहरू जन्माउन प्रयासरत रहने जनाए। 

Tax non-payment takes toll on trade - Merchants fail to buy goods from outside state

Vivek Chhetri,TT, Darjeeling, Sept. 1: The non-payment of sales tax by the traders in the Darjeeling hills because of the Gorkha Janmukti Morcha’s call for a non-co-operation movement is posing a major problem for the business community in stocking up their goods just when the tourist season is looking good. 
The shop owners cannot purchase goods from outside Bengal as they cannot furnish the waybills, which are mandatory for the inter-state trade. The sales tax department can give waybills only if it is satisfied that the traders have cleared all dues. 
For the first time since 2007, Darjeeling is expecting a high footfall of visitors and most of the hotels have already been booked for the coming season. 
However, traders who primarily need to bring in goods from outside Bengal are at the receiving end. “Since the tourists’ inflow was not too high in the past three years, we did not really need to bring in goods from outside Bengal. However, we are expecting a very good season and it is necessary for us to bring items from outside the state. 
But we are now facing problems,” said a trader who deals in handicrafts that is brought from various parts of India. The problem arises from the fact that more than 1,100 registered traders in the hills have not paid their sales taxes since 2008. The traders cannot generate a waybill as they haven’t cleared the sales taxes. 
“The sales tax department is computerised and if anyone needs to get a waybill, the software finds out whether dues have been cleared or not. If the dues are not cleared, the way-bills cannot be generated,” said a trader. The waybills can be obtained for free and have to be sent to the outstation traders. Then, the goods are sent from outside Bengal along with the waybills. 
Products which are not accompanied by the way-bill can be seized by the commercial tax officials at any checkpost. The Morcha said it had already written to the Centre to waive off the entire outstanding dues accumulated during the three years of non-co-operation movement. However, for the traders time is running out. 
“We need to stock up on goods this month or else, we will not have enough items to sell,” said a trader. The traders are also in a dilemma as outstanding sales tax dues are accumulating with every passing day. A district official said the sales tax dues had touched the Rs 25-crore mark. If a trader, who sells items worth more than Rs 10,000 a month, doesn’t file his tax returns, he has to pay a fine of Rs 2,000 for the first month followed by Rs 500 every month. 
Those whose transaction is less than Rs 10,000 will have to pay a fine of Rs 500 for the first month followed by Rs 200 for every month’s delay. The percentage of sales tax differs from one product to another. 
“If it’s a gold item, the sales tax is levied at 1 per cent and if it is garment, it is 4 per cent. There is a list for all items,” said a sales tax official. “Since we have not heard anything from the government (regarding the waiver), we are adding this fine, which comes to around Rs 67,000 per trader on an average,” said an official. 
Another trader said apart from the Rs 67,000 fine, the businessmen were also levied an interest at the rate of around 10 per cent per month on the dues. 
“The interest on my tax dues has reached Rs 4 lakh mark,” said the trader. The business community hopes that the Morcha will clinch a waiver from the government. “However, at the back of the mind, we are worried that if the government mounts pressure, it will be difficult to clear all the dues at one go. Even medium traders have outstanding dues amounting to around Rs 2-3 lakh,” said a trader.
‘Black day’ call

The Dooars Terai United Movement Committee, a forum of organisations opposed to Gorkhaland, will observe a “black day” tomorrow when the bill on Gorkhaland Territorial Administration will be tabled in the Assembly.
Diversion opposed

Rajeev Ravidas, TT, Kalimpong, Sept. 1: Residents of Lohapool and Suntaley along NH31A have opposed the construction of a diversion by the Border Roads Organisation in the area as it will hit the the economy of the villages and instead, wanted the highway to be widened. 
The BRO that maintains the highway had plans to build a viaduct on the highway 1km ahead of Lohapool. The new route would join NH31A 1km after the village. Sagar Lama, convener of the Gorkha Janmukti Morcha’s highway block, said the construction of the viaduct would mean that hundreds of vehicles that ply on the road every day would avoid the villages and the business would suffer losses. 
He added that apart from Lohapool and Suntaley, neighbouring villages like Mungpoo, Sitong, Rongchok and Rolak would also suffer economically if vehicles took the new route. 
“A vast majority of the people in these villages are totally dependent on the highway since there is no other source of employment (in the area),” he said. People travelling up and down the highway often stop at Lohapool for refreshment and to buy fresh vegetables, seasonal fruits and cow milk. Several eateries are also lined up along the 2km stretch that sell knick-knacks apart from food. The BRO had proposed a diversion so that vehicles could avoid the narrow and congested area. 
According to Lama, about 10,000 people live in the villages along the highway and there are around 200 households in Lohapool and Suntaley. He added “majority” of the population earn their livelihood by selling items on the highway. Residents of the area had sent a petition to the BRO few months back saying they were ready to dismantle any structure, temporary or permanent, for the sake of widening the highway. They have also pledged not to seek any compensation for pulling down the structures. Lama said he had taken up the matter with local MLA Harka Bahadur Chhetri and the leader sent a letter to the BRO asking them not to construct the diversion. 
“I personally feel that there is no need to create a viaduct bypassing the existing route,” Chhetri said in his letter addressed to the officer commanding, 87 Road Construction Company of the BRO. BRO officials said the petition had been forwarded to the Union ministry of road transport and highway. “This is a matter that cannot be decided at our level. It is for the ministry to take a call,” said an official.   
One mosquito coil equals 100 cigarettes 
IANS , Sep 1, 2011: Smoke emitted from one mosquito repellant coil is equivalent to those of 100 cigarettes, thus causing harm to a large number of people in India, an expert said Wednesday. "Not many people know about it, but the damage done to your lungs by one mosquito coil is equivalent to the damage done by 100 cigarettes. This was according to a recent study conducted in Malyasia," said Chest Research Foundation director Sandeep Salvi. 
He was speaking at the conference 'Air Pollution and Our Health', organised by the Centre for Science and Environment (CSE) along with the Indian Council for Medical Research and the Indian Medical Association. 
Salvi said there is a lack of awareness about the impact of air pollution on human health. 
Pointing out the "lack of research culture" among Indian doctors, Salvi said that indoor air pollution too is a health risk factor. 
Participants at the event, which included doctors and health researchers, also spoke about vehicular air pollution in the capital. 
According to estimates, about 55 per cent of Delhi's population lives within 500 metres from main roads - and is, therefore, prone to a variety of physical disorders. 
"The vehicular pollution is a major concern for the environment. The rising incidents of genetic disorder has a lot to do with air pollution. India loses one million children under five because of respiratory problems every year," said Sanjeev Bagai, the chief executive officer of Batra Hospitals. 
He said industries also contribute to the air pollution and these need to be shifted out of the capital.
