गोरामुमो प्रार्थी दाहालले सबैभन्दा पहिले गरे नामाङ्‌कन- एकैचोटी गोर्खाल्याण्ड हुँदैन भनेर नै दार्जीलिङ हिल काउन्सिलको कुरा उठाएका हौं-दाहाल
मनोज बोगटी, कालिमन्युज, कालेबुङ, 26 मार्च। मोठ चारवटा दलबाट दार्जीलिङ जिल्लाको तीनवटा आसनको निम्ति उम्मेद्वारहरूको नाम घोषणा गरेको भए पनि सबैभन्दा पहिले गोरामुमो उम्मेद्वारले नै भरे नामाङ्‌कनपत्र। गोर्खा राष्ट्रिय मुक्ति मोर्चा, गोर्खा जनमुक्ति मोर्चा, भाकपा अनि कंग्रेसबाट प्रार्थीहरूको सूची सार्वजनिक गरिसकिएको छ भने नामाङ्‌कन भने कसैले भरेका थिएनन्‌। कालेबुङ आसनको निम्ति गोरामुमोबाट सबैभन्दा पहिले नामाङ्‌कन पत्र भर्ने काम आज भयो। 

गोरामुमो प्रमुख सुवास घिसिङले 22 मार्चको दिन पहाड़का तीन आसनका उम्मेद्वारहरूको नाम घोषणा गरेका थिए। कालेबुङ उम्मेद्वार प्रकाश दाहाल सिलगढ़ीबाट 36 जना समर्थकहरूसित पॉंचवटा वाहन लिएर कालेबुङमा नामाङ्‌कनपत्र भर्न आइपुगेका थिए। तिनले आफ्नो चुनावी मुद्दा दार्जीलिङ हिल काउन्सिल नै रहेको बताएका छन्‌। यता मोर्चाले एकैपल्टमा गोर्खाल्याण्ड राज्य नहुने अनि स्टेप बाई स्टेप नै जानुपर्छ भनिरहेको बेला दाहालले पनि मोर्चाले झैं टिप्पणी गरे। 
तिनले भने, एकैपल्टमा गोर्खाल्याण्ड हुने भए त हामी गोर्खाल्याण्डको निम्ति नै लड्नेथियौं। तर सोझै गोर्खाल्याण्ड नहुने भएकोले नै हामीले धारा 244,2 अनुसार छैटौं अनुसूची अन्तर्गत लेजिसलेटिभ क्षमता युक्त अधिकारको दाबी गरेका हौं। यसको निम्ति पनि केन्द्र र राज्य सरकारले षड़यन्त्र गर्‍यो। लोकसभामा बील पुगिसकेको पनि यसलाई रोकेर राख्ने काम भयो। वास्तवमा यसलाई बुझ्नेहरूको कमी भयो र गलत प्रचार गरेर आफ्नै अधिकारलाई लात मार्ने काम भयो। छैटौं अनुसूची भयो भने, हाम्रा प्राथमिक आवश्यकताहरू पूरा हुनेछन्‌। सामाजिक, आर्थिक, शैक्षिक मात्र होइन सबै क्षेत्रमा समस्याहरू छन्‌। पहिले ती समस्याहरू समाधान हुनुपर्छ। हामीले छैटौं अऩुसूचीपछि राज्य भएका धेरै देखेका छौं। हाम्रो प्रयास पनि त्यतैतिरको छ। अब जनताले बुझ्नुपर्छ। गोजमुमोको दवदवामा आफ्नो जीत कसरी निश्चित हुनसक्छ भन्ने आशा गरिएको हो भन्ने प्रश्नको उत्तरमा तिनले भने, गोजमुमो गोर्खाल्याण्ड भनेर आयो। 
यसलाई हामीले नकरात्मक लिएनौं। हेरौं न त कसरी सोझै गोर्खाल्याण्ड हुन्छ भनेर हामीले विरोध गर्ने काम गरेनौं। कुनै अवरोध पनि खड़ा गरेनौं किन भने हामी पनि गोर्खाल्याण्ड नै चहान्छौं। हामी बोलेको खण्डमा अशान्ति हुनसक्थ्यो। यसैकारण बोलेनौं। किन भने जे पनि हुँदैथियो राम्रै हुँदैथियो। त्यसबेला हाम्रा समर्थकहरू हामी कता जानु भन्दै आए। हामीले उनीहरूलाई मोर्चामा बसेर काम गर्ने निर्देशन दिएका थियौं। हामीलाई विश्वास छ कि 80 प्रतिशत जनता हामीसित नै छन्‌। तिनले छैटौं अनुसूचीले जनताका आधारभूत र मुख्य आवश्यकतालाई पूरा गर्ने बताउँदै यसको उपभोगपछि नै राज्यसम्म पुग्न सकिने बताए। 
तिनले मोर्चाले गोर्खाल्याण्डको मुद्दालाई ड्रप गरेको भनेर लगाइरहेको आरोपबारे प्रश्न गर्दा तिनले भने, ड्रप गरेको हो, र ड्रप गरेपछि गोर्खाल्याण्डको कुरा नै हुँदैन भने फेरि त्यसलाई भङ्ग गरेर अर्को व्यवस्थाको कुरा कसरी आउँछ। ड्रप फ्याक्टर होइन। तिनले चुनाउको प्रचारको निम्ति आफू कालेबुङमा नै बस्ने बताउँदै आफूहरूले धेरै केही भनिरहन पनि नपर्ने बताउँदै भने, हाम्रो कुरा लगभग अहिले धेरैले बुझिसकेका छन्‌। अहिले हाम्रो कुराको वास्तविकता हामीले नबताई स्पष्ट भइसकेको छ। हामीले जित्यौं भने जनताका प्राथमिक आवश्यकताहरू पूर्ण गर्न अनि दाबीलाई ठीकसित अघि बढ़ाउन काम गर्नेछौं।
Income Tax exemption legislature
Prabin Khaling, KalimNews, GANGTOK, March 26: The Sikkim Legislative Assembly today passed a resolution proposed by Chief Minister Pawan Chamling requesting the Union government to provide income tax exemption to the left out categories of persons without Sikkim Subject certificates settled in Sikkim prior to the enactment of the Sikkim Subject Regulation 1961.
The left out categories of people who could not secure inclusion of their names in the erstwhile Sikkim Subject Register and hence deprived from exemption of Income tax have also been defined in the resolution.
First in the lot are all persons who have or had agricultural land in the rural areas and have been ordinarily residing in Sikkim prior to the enactment of Sikkim Subject Regulation, 1961. The second left out category are all old settlers, ie, the business community who have been residing continuously and have permanently settled in Sikkim prior to the enactment of the Sikkim Subject Regulation, 1961.
The third and final left out category, for whom the income tax exemption is sought, are all persons whose father or husband have or had been in Sikkim government service before December 31, 1969 and who have permanently settled and are continuously residing in Sikkim.
“These are the left out categories of people who could not secure inclusion of their names in the erstwhile Sikkim Subject Register and hence deprived from exemption of Income Tax now”, said Chamling in his resolution.
Narrating the saga of income tax extension in Sikkim, the Chief Minister said that the direct tax laws was extended to Sikkim in 1988 and enforced in 1989. The extension and enforcement of direct tax laws, more particularly, the Income Tax Act, 1961 was objected by the people of Sikkim as being against the spirit of the Constitution, more particularly, Article 371F, he said.
However, more unfortunately, the then government headed by Nar Bahadur Bhandari agreed to the enforcement of the direct tax laws with effect from April 1, 1995, Chamling said adding that this proposal was not agreed to by the then finance minister.
The Chief Minister highlighted how the present Sikkim Democratic Front, which came to power in 1994, took up the income tax issue and was finally successful in resolving the ‘vexed, sensitive and emotive’ issue of extension and enforcement of direct tax laws when the Finance Act was amended in 2008 which provided income tax exemption to Sikkim Subject certificate holders.
However, with the extension and enforcement of the direct tax laws in Sikkim, certain categories of persons have been left out and the necessity to consider their inclusion also for income tax exemption has now surfaced which needs to be addressed, Chamling said.
The resolution was seconded by Gangtok MLA Dorjee Namgyal Bhutia while Zoom-Salgahari MLA Madan Cintury, Namchi-Singithang MLA Binod Kumar Rai and Barfung MLA Sonam Gyatso Bhutia participated in the discussions on the resolution.
Replying to the discussions, the Chief Minister said the resolution is aimed to provide justice to the Sikkimese people left out from the purview of income tax exemption. There are many people who have settled in villages for a long time without Sikkim Subject certificates and there are also old government employees who have contributed to the development of Sikkim, he said.
The earlier resolution seeking income tax exemption was a private member’s resolution and this time, the government itself has introduced the resolution which will submitted to the Centre with lot of hopes, the Chief Minister said.
Chamling added that the government wants that the Sikkim Subject certificate should not be misused so that the benefits including income tax exemption attached to it remains forever. I have always this fear that the Sikkim Subject certificate is misused and hence, we have introduced the Pink Card system which is basically a smart card form of the Sikkim Subject certificate, he said.
Pink Cards will be easy to carry and show to offices and safe the Sikkim Subject certificate from wear and tear, said Chamling. For those who don’t have Sikkim Subject Certificates and are residing in Sikkim prior to 1975, we want to give Green Cards, he said.
Members of the old business community, who had lined up outside the Assembly, expressed their gratitude to the Chief Minister by offering him khadas after today’s proceedings ended.
