छुट्टैराज्यको सन्दर्भमा हिल कंग्रेसले भन्यो -सासंद जसवन्त सिंहले मुद्दालाई राष्ट्रियकरण गरेन
मनोज वोगटी, कालिमन्युज, कालेबुङ, 17 अक्टोबर। राष्ट्रिय दल कंग्रेसलाई दार्जीलिङको जनताले समर्थन नगरेकोले नै गोर्खाहरूको छुट्टैराज्यको मुद्दाले राष्ट्रिय मान्यता पाउन नसकेको हिल कंग्रेसका सचिव दिलिप प्रधानले बताएका छन्। 'सबैले अहिले नै गोर्खाल्याण्ड राज्य हुन सक्दैन भनेपछि कंग्रेसले उसो भए युनियन टेरिटोरी त हुन सक्छ, यस मुद्दाको निम्ति हिल कंग्रेसले केन्द्रको कंग्रेसलाई सहमत गराउन सक्छ भनेर नै कंग्रेसले युटीको मुद्दालाई प्राथमिकता दिएको थियो। यसै मुद्दाको निम्ति हिल कंग्रेसले जनतालाई समर्थन माग्दै विधान सभा चुनाउ लडेको थियो, डर जनताले यो मुद्दालाई समर्थन नगरेर जीटीएलाई समर्थन गर्यो' प्रधानले ठाडै भने। 'अहिले सबैले धोका भयो भन्दैछन' तिनले थपे। गोर्खा जनमुक्ति मोर्चाले गोर्खाल्याण्डको आन्दोलन भन्दा हिल कंग्रेसले समर्थन दिएको भन्दै प्रधानले यस अघि सुवास घिसिङलाई पनि समर्थन गरेको पनि दोहोर्याए। 'जसले पनि ईमान्दाररुपले छुट्टै राज्यको कुरा उठान गरे कंग्रेसले समर्थन गर्यो। कंग्रेसले क्षेत्रीय मुद्दाहरूलाई त प्राथमिकता त दिन्छ नै, छुट्टै राज्यको राष्ट्रिय मुद्दालाई पनि समर्थन गरेको हो। जनताले कंग्रेस राष्ट्रिय दल हो, यसले गोर्खाल्याण्ड राज्यको कुरा उठान गर्नुपर्छ भन्छ भने कंग्रेसलाई समर्थन पनि गर्नु पर्यो। कुन जनाधार देखाएर कंग्रेसले मुद्दाको उठान गर्ने? मुद्दा उठाउ, भनेर मात्र त भएन नी'-प्रधानले सोझो कुरा पनि राखे। तिनले मोर्चाले जीटीए थापेपछि फेरि सबै क्षेत्रीय दल एक हुने र संयुक्तरूपमा आन्दोलन गर्ने हल्ला त सुनिँदैछ, तर अब कुनै पनि संयुक्त मञ्चको कार्यनीति त मुद्दामा निहित ईमान्दारिता पनि हेर्नै पर्ने भएको जनाएका छन्।
'अहिलेसम्म कंग्रेसलाई दलीय सहमतिको पत्र कसैबाट पनि आएको छैन। आएछ भने पार्टीको जिल्ला समितिमा बैठक गरेर समर्थन गर्ने नगर्ने निर्णय गरिनेछ।' अघिबाट जिल्ला युवा कंग्रेसको अध्यक्ष रहेका प्रधानलाई अहिले पश्चिम बङ्गाल प्रदेश कंग्रेसका अध्यक्ष प्रदीप भट्टाचार्यले दार्जीलिङ जिल्ला कंग्रेसको सचिवको रूपमा नियुक्त गरेका छन्। जिल्ला कंग्रेसको सचिव भएपछि तिनी पहिलोपल्ट पत्रकारहरूसित बोलिरहेका थिए। 'कंग्रेसलाई समर्थन गरेको खण्डमा कंग्रेसले छुट्टैराज्यको मुद्दालाई राष्ट्रियरूप दिने छ'-तिनले भने। अहिले युवा कंग्रेसको बुथ समिति चुनाउको निम्ति व्यस्त रहेका प्रधानले छुट्टैराज्यको मुद्दाले राष्ट्रिय स्वरुप पाउन नसक्नुमा पहाडका क्षेत्रीय दलहरूको राजनैतिक असचेतता, गलत निर्णयहरू अनि गलत मान्छेलाई पहाडको सांसद बनाउनु रहेको बताए।
'बीजेपीका सांसद जसवन्त सिंहले मुद्दालाई राष्ट्रिय मान्यताको निम्ति प्रस्तुत गर्नु पर्ने हो। तिनले दार्जीलिङ जिल्लाको ससाना समस्याहरूको समाधानको निम्ति मुद्दालाई राष्ट्रियस्तरमा नराख्नु कंग्रेसको भूल होइन। तिनले संसदमा मुद्दाको व्याख्या क्षेत्रीय समस्यासित जोडेर गरे। त्यसैको फलस्वरूप अहिले जीटीए पाइएको छ' तिनले भने,'जीटीए जिल्लाको विकासको निम्ति यसकारण उपयुक्त छ किन भने दुइवटै आन्दोलनले पहाडमा रहेका आर्थिक संसाधनहरू नष्ट गरेर जनतालाई अभावमा पार्यो।' तिनलाई कंग्रेसका सांसद इन्द्रजित खुल्लरले पनि मुद्दालाई राष्ट्रियस्तरमा उठान गरेनन् नी, भनेर सोधिएको प्रश्नको उत्तरमा खुल्लर र सिंहको चुनावस्थितिमा आकास पातालको फरक रहेको बताए। 'खुल्लरलाई दागोपाप थापेपछि सांसद बनाइएको हो। खुल्लरसित उठाउनुपर्ने मुद्दा थिएन। तिनी दागोपापका सांसद थिए। जसवन्त सिंहलाई त गोर्खाल्याण्ड मुद्दाको निम्ति सांसद बनाइएको थियो। तिनको काम गोर्खाल्याण्डको मुद्दा उठान गर्नु मात्र थियो। त्यही काम सिंहले गरेनन्।
तिनले संसदमा काम नगरेपछि जिल्ला कंग्रेसले कुन आधारमा चाप दिने हो?' कंग्रेस कै सांसद दावा नर्बुलाले भने धेरैपल्ट मुद्दाको उठान गरेको अनि केन्द्रको कंग्रेस मुद्दाबारे अवगत रहेको भए पनि जिल्लामा सांसदलाई बल दिने कुनै कार्यक्रम नभएकोले काम हुन नसकेको पनि बताए।
सक्षम प्रतिनिधि खोज्दै युवा कंग्रेसको बुथ चुनाउ
मनोज बोगटी, कालिमन्युज, कालेबुङ, 17 अक्टोबर। दललाई सही मानकमा जनतासित सामाञ्जस्य गराउँदै जनमुद्दालाई तृणमूलस्तरबाट नै सम्बोधन गर्न अल इण्डिया युथ कंग्रेसले विकास गरेको नयॉं तक्निकलाई दार्जीलिङ जिल्लामा लागू गर्ने कार्य भइरहेको छ। राहुल गान्धीले राजनैतिक सत्ता र स्वार्थ लोलुपताको कारण अथवा डर्टी पोलिटिक्सबाट पछि बसेका प्रत्येक समाजका सही नेतृत्व दिने युवाहरूलाई अघि ल्याउन नेतृत्व छनौट प्रक्रियाको विकास गरेका हुन्।
दार्जीलिङ जिल्लामा युवा कंग्रेसलाई सही नेतृत्व दिने, जनताको आवाज बोक्न सक्ने शिक्षित र सचेत युवा खोज्दै विधानसभा क्षेत्रमा बुथ समितिको चुनाउको प्रक्रिया शुरू गरिएको छ।
आज जिल्लाभरि नै बुथ समितिको निम्ति उम्मेद्वारिता गर्न जिल्लाका युवावर्गले नामाङ्कन पत्र भरे। कालेबुङ विधानसभा क्षेत्रको मोठ 210 बुथको निम्ति नामाङ्कन पत्र भर्ने युवाहरूले कंग्रेसको महकुमा कार्यालयमा भीड जमाएको थियो। 'मोठ 630 आसनको निम्ति युवाहरूले नामाङ्कनपत्र भर्ने छन्' -जिल्ला कंग्रेसका सचिव दिलिप प्रधानले भने। तिनी अनुसार एक बुथ समितिमा अध्यक्ष, सचिव अनि सहसचिव गरी तीन आसन रहनेछन्। चुनाउ प्रकियालाई जनवरी महिनादेखि नै शुरू गरिएको हो। आज दोस्रो चरणमा युवाहरूले नामाङ्कन पत्र भरेका हुन्।'22 जनवरीको दिन कालेबुङका 30 युवाहरूले नामाङ्कन बुझाएका थिए। आज लगभग सय भन्दा धेरले नामाङ्कन बुझाइसकेका छन्। बेलुकीसम्म धेरैले बुझाउने आशा गरिएको छ' प्रधानले थपे।
कालेबुङका तीनवटै खण्डबाट नामाङ्कन बुझाउन कंग्रेस कार्यालय धाएको देखियो। दिलिप प्रधान अनुसार सर्वभारतीय युवा कंग्रेसले पठाएका एसिस्टेन्ट रिटर्निङ अफिसरहरू इन्द्रजित, सौरभसिंह अनि अविनाशको देखरेखमा नै गणतान्त्रिक पद्धतिमा नामाङ्कन पत्र भरिएको छ।
'18 अक्टोबरको दिन नामाङ्कनमाथि पुनर्जॉंच हुनेछ अनि 22 अक्टोबरको दिन चुनाउ हुनेछ' -प्रधानले भने। तिनी अनुसार विधानसभा क्षेत्रको चुनाउपछि तीन खण्डका विजयी उम्मेद्वारहरूबाट नै महकुमा समितिका पदाधिकारीहरको चुनाउ गरिने छ। त्यसपछि प्रत्येक महकुमा समितिका पदाधिकारीहरूबीच नै जिल्ला समितिका पदाधिकारीहरूको चुनाउ हुनेछ। ' म युवा कंग्रेसका अध्यक्ष थिएँ। अहिले मलाई जिल्ला युवा कंग्रेसको अध्यक्षबाट पदोन्नति गरेर जिल्ला कंग्रेसको सचिवकोरूपमा नियुक्त गरिएको छ। यसै खालीपद्को निम्ति यो चुनाउ भइरहेको छ' -प्रधानले स्पष्ट पारे। तिनले युवाहरूको सक्रियता युवा कंग्रेसमा धेरै रहेको बताइरहेको भए पनि 630 आसनको निम्ति कूल 130 युवाहरूले मात्र नामाङ्कनपत्र भरेको देखिएको छ।
नगरपालिकाद्वारा छापा- रेष्टुरेन्टमा ताला
मनोज बोगटी, कालिमन्युज, कालेबुङ, 17 अक्टोबर। कालेबुङ नगरपालिकाले आज पनि नगरमा छापा मार्यो। छापा मार्नुको कारण थियो नगरमा भइरहेको अवैद्धतालाई हटाउनु अनि वैधानिक प्रशासनिक क्षमता स्थापित गर्नु। यसै क्रममा नगरपालिका खाद्य निरीक्षक सञ्जय प्रधान, लाइसेन्स निरीक्षक साहिर अहमदले दलबल लिएर नगरको निरीक्षण गरे। छापामार अवधी नगरै कै मेनरोडको मौर्य रेस्टुरेन्टमाथि अधिकारीहरूले ताला झुण्डाउनु पर्यो। अचानक नगरपालिकाको दलबलले छापा मार्ने क्रममा बाहिर सफा देखिने यो रेस्टुरेन्टको भन्साकोठाको फोहोर देखेर अधिकारीहरू तिनछक्क परे।
कति मैला खानेकुरा यो रेस्टुरेन्टमा बिक्रि गरिँदो रहेछ भन्ने कुरा चाल पाएपछि अधिकारीहरूले तत्कालै रेस्टुरेन्ट मालिकको लाइसेन्स जफत गरियो। 'यस्तो अस्वस्थ खाना बिक्रि गर्ने यो रेस्टुरेन्टको लाइसेन्स पनि रद्द हुन सक्छ'खाद्य निरीक्षक सञ्जय प्रधानले पत्रकारहरूलाई भने। यता रेस्टुरेन्ट मालिकको स्पष्टिकरण भने बेग्लै छ।' मेरो बिल्डिङ बनिँदैछ। कर्मचारीहरू कम छन्। बनिँदै गरेको बिल्डिङ अनि कर्मचारीहरूको अभावको कारण सरसफाई गर्न सकिरहेको थिइनँ।' रेस्टुरेन्ट मालिक हीरालाल गुप्ताको बहाना यस्तो थियो। एकातिर बिल्डिङ बनिँदै गरेकाले सफाई गर्नु नभ्याएको अनि यसको कारण जताततै मैला थुप्रिएको यो रेस्टुरेन्टमा कोही पनि स्वास्थ्य सचेतले कुनै पनि खाने कुरा त खॉंदैनन् नै तर नगरको व्यवस्ताले ग्रसित जसले पनि यहॉं कुनै पनि खाने कुरा खान्छन् उनीहरू स्वस्थ रहन्छन् भन्न सकिन्न।
एकातिर पर्यटकको सिजन लागेको छ अर्कोतिर रेस्टुरेन्ट बन्द गरेर बिल्डिङ बनाइरहन पनि नसक्ने हीरलालले चिचिको पनि लोभ पापाको पनि लोभ गर्नाले अब बिल्डिङ नबनिञ्जेलसम्मको निम्ति पर्यटन मौसममा पनि आफ्नो रेस्टुरेन्ट बन्द गर्नु पर्यो। रेस्टुरेन्ट त बन्द भयो नै अझ हीरालाललाई लाइसेन्स नै रद्द गर्ने हो कि भन्ने त्रास पनि रहेको छ। नगरपालिकाले होटल र रेस्टुरेन्टमा अचानक छापा मार्ने कार्यले होटल र रेस्टुरेन्ट व्यवसायीहरूलाई सतर्क बनाएको छ। नगरपालिकाले बेलाबेला यस्ताखाले नागरिकहीतको कर्तव्य त निभाइरहेको छ तर यसलाई निरन्तरता नदिनाले नगरपालिका नगरवासीमा बद्नाम पनि रहेको छ। कालेबुङको नगरपालिका प्रशासन आफ्नो कर्तव्यमा घरिघरि बौरिने अनि त्यसपछि चुपचाप बसेर अवैद्ध र गैरकानूनी काम गर्न दिइरहने चालाको कारण नगरपालिका विभिन्न आरोपहरूकरो शिकार रहेको कुरालाई नगरपालिकाले 'मुटुमा खिल्ने हो कि फेरि पुरानै रोग दोहोर्याउने हो' उता दलबल टोलीले छापा मार्दा यता नगरवासीले कुरा काटिरहेका थिए।
यता आज नगरपालिकाको टोलीले अगिबाट नै अन्तिम आदेश दिइसकेका तर आदेशको पालना नगर्ने फुटपाते पसलहरूलाई पनि उठायो। फुटपाते पसलहरू त उठायो नै पसलका सामानहरू पनि जफत गरियो। अन्तिम आदेश पाएर पनि नटेर्ने फुटपाते फसलेहरूसित अचानक भएको छापाको बेला ट्वाल्ल पर्नु बाहेक अर्को विकल्प थिएन। बिक्रि गर्न राखिएका फलहरू नगरपालिकाले मैलाको डस्टबीनमा हालिदियो भने अन्य सर सामाग्रीहरू नगरपालिकाको वाहनमा लादेर नगरपालिका कार्यालय पुर्याइयो। नगरपालिकाका अधिकारीहरूले तर केवल दुइचार वटा पसलहरू मात्र उठाउन पाए किन भने छापाको खबर पाएर धेरै नै फुटपाते फसलेहरूले सुइँकुच्चा ठोकिसकेका थिए। यसरी नै अघि पनि नगरपालिकाले पसलहरू हटाउने कार्य गरेको थियो तर धेरैदिन नगरप्रशासन मौन रहेकोले फेरि पनि विस्तारै फुटपाते पसलहरू बड्न थालेको थियो। फेरि पनि नगरपालिकाले धेरै दिन शिथिल बने फुटपाते पसलेहरूले पसल फिजाउने निश्चित रहेको छ। यता पसल उठाएर मात्र समस्याको समाधान नहुने कुरा पसलेहरूको छ। उनीहरू अनुसार उनीहरूलाई पसलको विकल्प पनि दिनुपर्छ।
सडीएको खाना राख्ने दोकानको विरुद्ध नगरपालीकाले ग-यो कार्वाही
डी के वाइबा, कालिमन्युज, कालेबुङ १७ अक्टोबर : अहिले पहाडमा होटल एंव रेस्टुरेन्ट व्यवसाहीहरुको चाँदी कटाइ चलिरहेको छ। आन्दोलन पछि शान्त बनेको पहाडमा दैनिक पर्यटकहरुको आगमनमा दिनो दिन बृद्धी भइरहेको कारण होटल व्यवसायीहरुको पनि राम्रो कमाई भईरहेको छ। पर्यटकहरुको आगमनमा राम्रो कमाई गरिरहेका शहरका होटलहरुमा पाक्ने खादयान्न भने कति स्वास्थ्यको निम्ति लाभदायक छ भन्ने कुरामा भने खाना खाने मानिसहरुलाई समेत निधो गर्ने फुर्सद छैन । जस्को राम्रो फाइदा व्यापारीहरुले उठाईरहेका छन् । पर्यटकहरुको आगमन अनि पुजाको राम्रो व्यवसाय चलिरहेका समयमा आफ्ना खाना पकाउने किचनहरुको कति साफ सफाई गरिरहेका छन् व्यापारीहरुले त्यो सहजै भन्न नसकिएता पनि आज नगरपालीकाले छापा मारेको एउटा होटलमा भने सडीएको खादयान्नहरु मात्र फेला पारे। जसको कारण तत्काल व्यापार लाईसेन्स जफ्त गरेर दोकान बन्द गर्नु पर्यो नगरपालीका कर्मचारिवर्गले। कालेबुङ नगरपालीकाका स्वास्थ्य निरिक्षक संजय प्रधानको नेतृत्वमा रहेको टोलीले आज यहाँको मेनरोड स्थित होटल मौर्यमा छापा मार्दा खाना पकाउने किचनमा सडीएका खादयान्नहरु मात्र फेला पारे।
बाहिरबाट हेर्दा सानदार देखिने होटलमा यति सडीएका खानाहरु राखिन्छन् भनेर कसैले सोंच्न समेत नसक्ने उक्त होटलमा कुहिएका खानाहरु फेला पारेपछि तत्काल व्यापार लाईसेन्स जफ्त गर्दै होटल बन्द गर्ने निर्देश प्रधानले दिए। तिनले पत्रकारहरुसंग कुराकानी गर्दै उक्त होटलको व्यापार लाईसेन्स जफ्त गरेको अनि नगरपालीका नियम अनुरुप कर्वाही गर्ने पनि जानकारि गराए। अर्कोतिर यस सम्बन्धमा आफ्नो प्रतिक्रिया व्यक्त गर्दै होटलका मालीक हिरालाल गुप्तले हाल दोकानमा काम गर्ने मानिसहरुको कमी रहेको कारण दोकान सफा गर्न नभ्याएको बताए। आफ्नो दोकान बनिने कार्य भइरहेको कारण साफसफाई क्रमबद्ध भईरहेको बताउँदै ति सडीएका खादयान्नहरु भने फ्याँक्न राखेको पनि तिनले बताए । यस सम्बन्धमा स्वास्थ्य निरिक्षक प्रधानले यदी दोकान निर्माण कार्य भईरहेको छ भने दोकानमा सडीएका खानाहरु राखेर किन व्यापार गरिरहेको भनेर प्रश्न गर्दा दोकानका मालीक हीरालाल गुप्त केही बोल्न सकेनन् । अर्कोतिर लाईसेन्स निरिक्षक साहिर अहमदले व्यापार लाईसेन्स जफ्त गर्दै जबसम्म दोकानको निर्माण कार्य पुरा हुँदैन तबसम्म व्यापार गर्न नपाउँने बताउदै यदि व्यापार गरिएको भेट्टाइए दोकान संधैको निम्ति बन्द गरेर कानुनी कार्वाही गर्ने चेतावनी पनि दिए।
Clean-up on hill pavements
RAJEEV RAVIDAS,TT, Kalimpong, Oct. 17: The Kalimpong municipality to-day seized goods worth arou-nd Rs 35,000 from hawkers occupying pavements along the roads of the town and sealed a restaurant for running it under unhygienic conditions.
The seizures were part of the civic body's drive to free the footpaths of all encroachments, ensure a hassle-free walk for pedestrians and spruce up the look of the town.
The items seized today included fruits, vegetables, clo-thes and hardwares.
“We have been issuing wa-rnings to encroachers but they don't seem to pay heed. We are determined to continue our drive,” said Sanjay Pradhan, the sanitary inspe-ctor of the municipality who led the drive along with the licence inspector.
Pradhan said the items were seized from footpaths along Main Road and DS Gurung Road.
“We have also seized go-ods from hardware stores al-ong DS Gurung Road as they were displayed on the footpath,” he said.
Pradhan added that the municipality had provided sp-aces at Haat Bazar and CK Chowk for hawkers to sell th-eir wares.
“However, only about 45 per cent of them have shifted to these places, the rest keep coming back to the footpaths,” he said.
The licence of a restaurant on Main Road was seized today after the officials found the kitchen unhygienic. “The containers were dirty beyond belief. We also found garbage stored near the kitchen,” said an official.
Morcha trip to gauge Telangana stand
VIVEK CHHETRI, TT, Darjeeling, Oct. 17: Gorkha Janmukti Morcha chief Bimal Gurung and other senior leaders of the party today left for New Delhi to “clearly know the Centre's mind” on the creation of Telangana state, party sources said today.
Morcha insiders said the leadership could not sit “smugly” if Delhi went ahead with the formation of Telangana and would have to restart with “renewed vigour” the movement for Gorkhaland.
The fresh agitation for Telangana has cast a shadow on the formation of the Gorkhaland Territorial Administration and the peace that the Darjeeling hills have been witnessing ever since the tripartite pact for the arrangement was signed by the state, the Centre and the Morcha.
Although Gurung was tight-lipped about the visit, party sources said he was expected to meet Union home minister P. Chidambaram and Union finance minister Pranab Mukherjee.
Those accompanying Gurung include Morcha general secretary Roshan Giri, spokesperson and MLA Harka Bahadur Chhetri and central committee member Jyoti Kumar Rai.
“Our leaders are keeping tabs on the developments regarding Telangana,” said a source. “They will try and gauge the mood of the Centre on the Telangana issue. We cannot sit idle and laud the GTA while Telangana is formed.”
A section in the Morcha wants the party to intensify the agitation for statehood as soon as possible if the team believes that there are “positive indications” on the formation of Telangana state.
“We might be happy with the development packages announced by Bengal chief minister Mamata Banerjee. But if a separate Telangana state is formed, we cannot simply sit idle. It is a serious issue for us and we will have to plunge headlong into a more intensified agitation,” said the source.
As long as Telangana is not created, the Morcha can be content with the formation of the GTA. “Otherwise, we have very little option before us,” said a Morcha leader.
“It is a question of political survival. We have promised the people of the Darjeeling hills a separate state and we have raised their hopes. We have told them that the GTA is a step forward in that direction. Now, if Telangana is formed, we cannot carry on happily with the GTA. We have to go in for a long and sustained agitation to attain our ultimate goal.”
During her visit to Darjeeling last week, chief minister Mamata Banerjee after announcing a slew of projects said: “Whatever you ask from me, I will give you....I am ready to give my life. But I am not ready to give up Darjeeling.”
In the five minutes that Gurung spoke at the same programme as Mamata, he had said about the chief minister: “She has given us what we thought, what we expected. She has won our hearts.”
The sources said the Morcha leadership might immediately resume the statehood agitation if it believed that the Centre was on the verge of forming Telangana.
The Morcha team will also inquire about the Rs 1,000 crore demand made by the party for relief and rehabilitation in the aftermath of the September 18 earthquake.
High relief compensation rate demanded for high altitude areas
Prabin Khaling, KalimNews, Gangtok, October 17: Calling their relief work at halt for the time being the Lachung Dzumsa relief group has requested the state government to increase the compensation amount to be given to the house owners.
“We request the government to provide what is called “high altitude compensation” for the people of North Sikkim” Chewang Namgyal, the Pipon of Lachung said while talking with Sikkim Express.
According to him the construction materials which are transported from the capital costs much higher in transportation for the people residing in North Sikkim. He said even the government employees working in high altitude gets the special allowance and same are with the government contracts.
“So the government should increase the compensation amount keeping the matter into consideration” Pema Wangdi, another member of the Dzumsa said. “We also expect that the government would repair all the monasteries, chortens and other public properties which were extensively damaged due to the earthquake” he added.
The Pipon also informed that the relief work carried out by the Lachung Dzumsa Team has been brought to brief halt from today. The Twenty membere team headed by the two Pipons had been working in reaching the relief materials at Lachung for the past 20 days.
“There are many members who are in the government services and have been helping in the relief we have decided to stop for a few days” the Pipon informed. He said any one interested to provide relief can be directly contacted with the Pipon at 94344-09241.
However the relief work of the government and other NGOs would continue, it was informed. Stating that the North Sikkim is at it’s best to bring back the normalcy after the September 18 earthquake the team has also thanked all the individuals, army, STDC, different clubs, NGOs and associations for their support towards the quake victims.
“The restoration of roads may take some time but the mobile connectivity is yet to be restored at Lachung” the Pipon added. Stating that the tourism in Sikkim has been worstly affected and it is now the responsibility of the every tourism stake holders to bring back the tourism of Sikkim to its past glory.
225 sites await heritage tag
TT, Siliguri, Oct. 17: North Bengal University has compiled a list of 225 structures that will be placed before the state heritage commission in November to be declared heritage sites.
“We have short-listed 225 sites in Darjeeling, Cooch Behar, Jalpaiguri and North and South Dinajpur districts. Now, we are compiling the details of these structures and will submit them to the state heritage commission for its approval to give heritage tags to these sites,” said Ananda Gopal Ghosh, the co-ordinator of the nodal committee at the varsity entrusted with the task of scouting for sites that can be accorded heritage status.
The yearlong project that started in September last year is the first initiative by the state government to record heritage sites in north Bengal. The NBU had been entrusted with the task by the commission.
Ghosh said Darjeeling district had the highest number of structures on the list (80), followed by Cooch Behar (70).
“Darjeeling has a lot of colonial structures and hence, the highest number of sites has been selected from the district. Cooch Behar is another district with rich heritage. These sites and the details will be first scrutinised by the heritage commission before endorsing them as heritage sites,” he said.
The first hydel project in India built in 1897 at Sidrabong near Darjeeling, St Paul’s School, Jalapahar Cantonment area established in 1848, Burdwan Palace and Lal Kothi (initially a palace belonging to the royal family of Cooch Behar) are some of the sites picked up in Darjeeling for the heritage tag.
The house owned by Nobel laureate Rabindranath Tagore at Gauripur, Bhutan House, Dr. Graham’s Homes, Damsang Fort built by Lepcha king Gyabo Achuk in 1690 at Algarah are some of the sites chosen from Kalimpong.
As far as Kurseong is concerned, Goethals Memorial School, Victoria Boys’ School and Dowhill Girls’ School are among the structures that figure in the list.
Jenkins School established in 1861, the 110-year-old ABN Seal College, MJN Hospital, Sagardighi, Magazine House, Bramho Samaj, Methliganj SDO office and Mathabhanga High School are the sites recommended for the heritage status in Cooch Behar.
Baptist Church, European Club, Town Club, Aryanath Samaj, Buxa Fort and Chalsa polo ground have been selected from Jalpaiguri.
“Mosques have mostly made it to the list in North and South Dinajpurs,” said Ghosh.
The aim of recording these sites, Ghosh said, was to promote them as prominent tourist locations. Another purpose is the proper maintenance of these sites, he said. The varsity has categorised the sites as colonial structures, archaeological ruins, graveyards and religious institutions.

यता आज नगरपालिकाको टोलीले अगिबाट नै अन्तिम आदेश दिइसकेका तर आदेशको पालना नगर्ने फुटपाते पसलहरूलाई पनि उठायो। फुटपाते पसलहरू त उठायो नै पसलका सामानहरू पनि जफत गरियो। अन्तिम आदेश पाएर पनि नटेर्ने फुटपाते फसलेहरूसित अचानक भएको छापाको बेला ट्वाल्ल पर्नु बाहेक अर्को विकल्प थिएन। बिक्रि गर्न राखिएका फलहरू नगरपालिकाले मैलाको डस्टबीनमा हालिदियो भने अन्य सर सामाग्रीहरू नगरपालिकाको वाहनमा लादेर नगरपालिका कार्यालय पुर्याइयो। नगरपालिकाका अधिकारीहरूले तर केवल दुइचार वटा पसलहरू मात्र उठाउन पाए किन भने छापाको खबर पाएर धेरै नै फुटपाते फसलेहरूले सुइँकुच्चा ठोकिसकेका थिए। यसरी नै अघि पनि नगरपालिकाले पसलहरू हटाउने कार्य गरेको थियो तर धेरैदिन नगरप्रशासन मौन रहेकोले फेरि पनि विस्तारै फुटपाते पसलहरू बड्न थालेको थियो। फेरि पनि नगरपालिकाले धेरै दिन शिथिल बने फुटपाते पसलेहरूले पसल फिजाउने निश्चित रहेको छ। यता पसल उठाएर मात्र समस्याको समाधान नहुने कुरा पसलेहरूको छ। उनीहरू अनुसार उनीहरूलाई पसलको विकल्प पनि दिनुपर्छ।

The seizures were part of the civic body's drive to free the footpaths of all encroachments, ensure a hassle-free walk for pedestrians and spruce up the look of the town.
The items seized today included fruits, vegetables, clo-thes and hardwares.
“We have been issuing wa-rnings to encroachers but they don't seem to pay heed. We are determined to continue our drive,” said Sanjay Pradhan, the sanitary inspe-ctor of the municipality who led the drive along with the licence inspector.
Pradhan said the items were seized from footpaths along Main Road and DS Gurung Road.
“We have also seized go-ods from hardware stores al-ong DS Gurung Road as they were displayed on the footpath,” he said.
Pradhan added that the municipality had provided sp-aces at Haat Bazar and CK Chowk for hawkers to sell th-eir wares.
“However, only about 45 per cent of them have shifted to these places, the rest keep coming back to the footpaths,” he said.
The licence of a restaurant on Main Road was seized today after the officials found the kitchen unhygienic. “The containers were dirty beyond belief. We also found garbage stored near the kitchen,” said an official.
Morcha trip to gauge Telangana stand
VIVEK CHHETRI, TT, Darjeeling, Oct. 17: Gorkha Janmukti Morcha chief Bimal Gurung and other senior leaders of the party today left for New Delhi to “clearly know the Centre's mind” on the creation of Telangana state, party sources said today.
Morcha insiders said the leadership could not sit “smugly” if Delhi went ahead with the formation of Telangana and would have to restart with “renewed vigour” the movement for Gorkhaland.
The fresh agitation for Telangana has cast a shadow on the formation of the Gorkhaland Territorial Administration and the peace that the Darjeeling hills have been witnessing ever since the tripartite pact for the arrangement was signed by the state, the Centre and the Morcha.
Although Gurung was tight-lipped about the visit, party sources said he was expected to meet Union home minister P. Chidambaram and Union finance minister Pranab Mukherjee.
Those accompanying Gurung include Morcha general secretary Roshan Giri, spokesperson and MLA Harka Bahadur Chhetri and central committee member Jyoti Kumar Rai.
“Our leaders are keeping tabs on the developments regarding Telangana,” said a source. “They will try and gauge the mood of the Centre on the Telangana issue. We cannot sit idle and laud the GTA while Telangana is formed.”
A section in the Morcha wants the party to intensify the agitation for statehood as soon as possible if the team believes that there are “positive indications” on the formation of Telangana state.
“We might be happy with the development packages announced by Bengal chief minister Mamata Banerjee. But if a separate Telangana state is formed, we cannot simply sit idle. It is a serious issue for us and we will have to plunge headlong into a more intensified agitation,” said the source.
As long as Telangana is not created, the Morcha can be content with the formation of the GTA. “Otherwise, we have very little option before us,” said a Morcha leader.
“It is a question of political survival. We have promised the people of the Darjeeling hills a separate state and we have raised their hopes. We have told them that the GTA is a step forward in that direction. Now, if Telangana is formed, we cannot carry on happily with the GTA. We have to go in for a long and sustained agitation to attain our ultimate goal.”
During her visit to Darjeeling last week, chief minister Mamata Banerjee after announcing a slew of projects said: “Whatever you ask from me, I will give you....I am ready to give my life. But I am not ready to give up Darjeeling.”
In the five minutes that Gurung spoke at the same programme as Mamata, he had said about the chief minister: “She has given us what we thought, what we expected. She has won our hearts.”
The sources said the Morcha leadership might immediately resume the statehood agitation if it believed that the Centre was on the verge of forming Telangana.
The Morcha team will also inquire about the Rs 1,000 crore demand made by the party for relief and rehabilitation in the aftermath of the September 18 earthquake.
High relief compensation rate demanded for high altitude areas
