KalimNews, 13 December: With the victory of Gorkha Janmukti Morcha candidates in Mirik Municipality GJM still remains as the one and only political party having majority supporters. In the civic election held on 11 December and the result declared today it manifested that election mandate was in favour of GJM and in all the five seats GJM won with a very good margin. Out of the nine wards in the four wards GJM candidates were declared winner uncontested.
In Ward no 2 GJM candidate Arun Ghising secured 411 votes while Pemba Tshering Bhutia an independent candidate secured 265 votes. In ward no. 6 Bikram Tamang of GJM secured 311 while independent candidate Bijay Tamang secured 172. L.B.Rai Ex chairman and GJM candidate of ward no. 7 secured 433 while Roshan Tamang ( independent) receivesecured 277 votes. In ward 8 GJM candidate Jyoti Gahatraj secured 467 votes while Krishna Sarki an independent candidate secured 225 votes In ward no 9 Meena Gurung of GJM secureded 381 while is independent candidate Bijay Tamang secured 246 votes.
Morcha in civic chief post dilemma
VIVEK CHHETRI, TT, Darjeeling, Dec. 13: The Gorkha Janmukti Morcha today won in all five wards of Mirik municipality but the party is in a double bind with at least two prominent leaders in the race for the post of chairperson.
Morcha supporters in Mirik were elated after all five candidates of the party won the elections (see chart) by comfortable margins. Elections to the five seats were held on Sunday.
The prominent winners are L.B. Rai (Ward 7), a central committee member of the Morcha who had been the chairman of the Mirik municipality for two terms, and Arun Ghisingh (Ward 2), the vice-president of the Morcha’s Mirik Mahukuma Samiti.
Bimal Gurung hasn’t made up his mind yet if he will nominate any of these two leaders or opt for a lesser known face for the chairperson’s post.
In fact, the party president had admitted in public before the polls that there was a tug-of-war in the party for the chairmanship in Mirik.
He hinted that Independents had filed nominations in the five wards as senior leaders had tried to scuttle each other’s prospects of becoming the chairperson.
“Even if you win and come, I will not make you the chairman,” Gurung had said at a public meeting in Darjeeling on November 20, alluding to the polls to the five wards in Mirik.
“I had earlier told the central committee members that they should not contest the elections and give an opportunity to committed party workers. The problem in Mirik has cropped up because the central committee members tried to project their own candidates and at the end, they could not be made to withdraw the nominations,” he had said.
Morcha had won four of the nine wards in Mirik uncontested.
Senior Morcha leaders today admitted in private that the party was in a dilemma
“There are two leaders who are holding responsible positions in the Morcha. So, it is very important that the right person is appointed the chairman by keeping the party’s unity intact,” said a leader.
While 54-year-old L.B. Rai has administrative experience, Arun Ghisingh is relatively young (32) and was one of the first leaders to drum up support for the Morcha after its formation in 2007.
Although both Rai and Ghisingh wield considerable influence in Mirik, a councillor from the comparatively lower rung could also be elevated to the post.
“If a neutral person is anointed, the only issue is whether the two senior leaders will be comfortable working with him,” said an observer.
The decision to appoint the new chairman has been left to Gurung.
Asked who would be the nominee for the chairman, Morcha general secretary Roshan Giri said: “The announcement will be made in a few days after a decision is taken by the party president. The important thing is that the Morcha has won all four municipalities in the Darjeeling hills and this is enough indication that the people are solidly behind the party and Bimal Gurung.”
Ghisingh said all winners were ready to accept Gurung’s choice.
“The decision regarding the next chairman of the Mirik municipality will be taken by our party president and all the nine Morcha councillors will accept it,” said Ghisingh.

Globalization and Cultural Practices in Mountain Areas
PIB, KalimNews, 13 December: The Governor of Sikkim Shri B.P.Singh said the development policies for fragile mountain environment require a holistic approach that adequately addresses the economic, social and environmental concerns. He said the stress should be on sustainable development with a long term vision. Inaugurating the 10th Conference on Globalization and Cultural Practices in Mountain Areas: Dynamics, Dimension and Implication at Chintan Bhavan in Gangtok today, the Governor said a special focus on mountain regions is quite justified as hills cover 22 per cent of global land surface and 12 per cent of the world population. But the primary concern arises from the fact that poverty is wide spread and deep seated in the mountains with nearly 80% people living below the poverty lines in these areas. Referring to the 18th September earthquake in Sikkim, the Governor said it has brought to the fore the debate between the traditional and the modern. He said the use of modern technology – made more accessible by globalization – can make houses earthquake resistant. He urged the people in the mountainous areas to take full advantage of opportunities that come their way as a result of globalization and modernization.
Addressing the conference, founding Vice-Chancellor of Sikkim University Prof. Mahendra P. Lama said the Universities should endeavor to produce skilled, motivated and technically sound human resources to harness and conserve the rich and profuse natural resources. He said the Sikkim University is designing two full schools – School of Indigenous and Folk Studies and School of Sustainable Development and Livelihood Management focusing on the regions core competence and strategic advantages. He said Sikkim University has already started 19 academic and professional programes including five M.Phil/Ph.D programmes and five integrated programmes at the University level. Stating that University’s curriculum is now inter-disciplinary, Prof Lama said Sikkim University is perhaps the first University in the country to have non-conventional Schools and initiate courses and programmes like ethno-botany and social medicines, mountain music, oral history, horticulture-floriculture management, border studies mountain bio technology, winter sojourn museum and integrated China studies programme.
The major objective of the two-day conference beginning today is to explore the multi facets of globalization and its likely impact on the mountain societies. It will also look into how the ethos and values of mountain communities are coping with the new principles and ideologies brought about by the globalization, focusing primarily on the Himalayan region.

मनोज बोजगटी, कालिमन्युज, कालेबुङ, 13 दिसम्बर। आखिर सही प्रश्नको उत्तर सहीरुपले नै दिन सांसद जसवन्त सिंहको राजनैतिक कर्तव्य हो। गोर्खाल्याण्ड टास्क फोर्सले चेपारोमा पारेपछि सांसद जसवन्त सिंहलाई भन्न करै लाग्यो, छुट्टै राज्य माग्ने हो भने जीटीए रद्द गर्नुपर्छ। किन भने तिनलाई थाहा छ जीटीए छुट्टै राज्यको मुद्दा थन्काएर थापिएको दल बचाउँने मुद्दा हो। जीटीए ग्रहण गर्दा सांसद जसन्त सिंहलाई सांसद बनाउनुको औचित्य नै विवादमा पर्ने थियो। तिनी सम्पूर्ण गोर्खाहरूको दृष्टिकोणमा ठगार र गद्दार राष्ट्रिय नेताकोरुपमा चिनिने थिए। वास्तवमा तिनलाई गोर्खाहरूको निम्ति देशमा छुट्टै राज्य हुनुपर्छ भन्ने कुरा थाहा छ। तर जसले पनि मुद्दाको वकालत गरिरहेको छ उसको नियत नै छुट्टै राज्य बनाउने नभएपछि अनि आफ्नै भूलको कारण वकालती गर्ने दल राजनैतिक असुविधामा पर्दै गएपछि सुरक्षा कवच चाहिने भएकोले जीटीएमा लागेपछि सांसदले के गरुन्। तिनलाई जिताएर पठाएकोमा कृतज्ञतास्वरुप केन्द्रिय नेताहरूसित जीटीएको निम्ति भेटाउन करै लाग्यो। तिनी जीटीए गठन हुने कुराले यसकारण ढुक्क थिए कि अब छुट्टै राज्य गोर्खाल्याण्डको मुद्दा उठाउने तिनको मूल दायित्व नै सकियो।
तर गोर्खाल्याण्ड टास्क फोर्सले तिनलाई भेटेपछि तिनले कुरा बुझे। सही कुरा बताउने सही मौका रहेको सम्झिए अनि भनिदिए, जीटीए रद्द नगरी छुट्टै राज्य गोर्खाल्याण्ड माग्न सकिँदैन। तिनले यसो त भनिदिए तर पर्यो मोर्चा फन्दामा। मोर्चा जति सक्दो जीटीए गठन गर्नको निम्ति विभिन्न राजनैतिक चलखेलमा लागेको छ।
केन्द्र र राज्यलाई तर्साउन युवा मोर्चाको छुट्टै राज्य गोर्खाल्याण्ड आन्दोलनको हाउ देखाइरहेको छ भने तराई र डुवर्सको असुविधा पनि हटाएर बाटो खुल्ला राखेको छ। तर राज्य र केन्द्र भने जीटीए गठन गर्ने पक्षमा छैन। मायावतीले उत्तरप्रदेशलाई चारभागमा बॉंड्ने भएपछि त अझ जीटीए गठनको औचित्य नै सङ्कटमा परेको छ। किन भने ममता व्यानर्जीले केन्द्रलाई जीटीएपछि गोर्खाल्याण्डको कुरा नउठ्ने कुरामा केन्द्रलाई आश्वस्त गराएको छ। जीटीएको सम्झौताको बेला पी.चिदम्बरम उपस्थित हुनुको एउटा कारण ममताले छुट्टै राज्यको आवाजलाई दबाएर समस्या समाधान गरेको हो होइन भन्ने कुरा बुझ्न रहेको बताइन्छ।
त्यसै कारण ममता व्यनर्जीले चारपल्ट बङ्गाल विभाजन हुँदैन भनेर प्रश्न गर्दा त्यसको समर्थनमा नेतासित नै मोर्चा समर्थकहरूले थप्पडी मारेर मात्र नपुगेर नाचेर पनि समर्थन गरेका थिए। तर चिदम्बरमलाई जीटीए पनि स्थायी समाधान होइन भन्ने कुरा राम्ररी नै थाहा छ। मायावतीले छुट्टै राज्य आन्दोलनकारीहरूलाई बल पुर्याउने कार्य गरेपछि अहिले जीटीए गठन गर्नु फेरि छुट्टै राज्यको मुद्दाको निम्ति अर्को आन्दोलनको परिस्थिति तयार पार्नु रहेको कुरा केन्द्रले बुझेको छ। यसै परिस्थितिलाई अध्ययन गरिरहेका पहाडका दलहरुले अहिले गोर्खाल्याण्ड टास्क फोर्स बनाएर केन्द्रिय नेताहरूलाई जीटीए नै गोर्खाहरूको समस्याको समाधान होइन भन्ने कुरा बुझाउन शुरू गरेको छ। यो कुरा दिल्लीमा जीटीए र गोर्खाल्याण्डको मुद्दामा चासो राख्नेहरूमा डडेलो सल्किए जस्तै पुग्न थालेको बताइन्छ। सही समयमा सही कुरा नउठाए छुट्टै राज्य गोर्खाल्याण्डको मुद्दा सधैँको निम्ति हराउने स्पष्ट रहेकोले टास्क फोर्स मात्र होइन पहाडका विभिन्न राजनैतिक अनि अराजनैतिक दलहरूले पनि दिल्लीमा आफ्नो पक्षको कार्य शुरू गरिसकेको छ।
दार्जीलिङका केही अराजनैतिक सङ्गठनहरूले पनि दिल्लीमा केन्द्रिय नेताहरूसित भेटेर जीटीएलाई धोका रहेको बताउने अनि छुट्टै राज्यले मात्र गोर्खाहरू सुरक्षित रहने कुरा बुझाउन शुरु गरेको सूत्रले बताएको छ। यस्तो अवस्थामा मोर्चा कै सांसद जसवन्त सिंहले पनि जीटीए रद्द गर्नुपर्ने बताएपछि दिल्लीमा छुट्टै राज्यको निम्ति कार्य गरिरहेको गोर्खाल्याण्ड टास्क फोर्स र अन्य सङ्गठनहरूलाई बल त मिलेको नै छ यता मोर्चालाई भने अप्ठ्यारोमा पारिदिएको छ। मोर्चा जो, जीटीए गठन गर्नको निम्ति जोन बारलालाई मनाएर तयारीमा बसेको छ।
बारलालाई जीटीएभएपछि नै जीटीए सभाले जीएटीए भनेर नाम परिवर्तन गर्ने बताइदिएकोले जोन बारलाले पनि ठूलाठूला सपना देख्न शुरू गरिसकेका छन्। यसकारण तिनलाई राज्य कमिटी झीङ्गाको टाउको जत्रो पनि लागेको छैन। केन्द्र सरकार अन्नाको मसलाले नै व्यस्त छ, त्यहीँमाथि एफडीआई र अन्य मुद्दाले अल्झिरहेको बेला मायावतीको अर्को झट्का अनि गोर्खाल्याण्ड टास्क फोर्सले शुरू गरेको सचेतना कार्यक्रमले जीटीएतिर फर्किन केन्द्रले उचित मानेको छैन। यसै कारण अब दलीय अस्तित्व बँचाउन पहाडमा जीटीए भर्सेस छुट्टै राज्य गोर्खाल्याण्डको मुद्दाबीच घमासान हुने लक्षण देखापरेको छ।
जसवन्त सिंहले नै बताई दिए जीटीए छुट्टै राज्यको बाधक हो-आरबी
मनोज वोगटी, कालिमन्युज, कालेबुङ, 13 दिसम्बर। आउट साइडर सांसदहरूले झुक्याउँछ भनिएकै हो। जसवन्त सिंहले दार्जीलिङमा घरै बनाएर पनि छुट्टै राज्यको कुरा उठाउँछु, यहीं बस्छु र लड्छु भनेका थिए। तिनलाई जिताइयो तर तिनी संसदमा कुरा उठाउन खोज्दा खोज्दै हराए। धोका भएको थाहा पाएर क्रामाकपाले जसवन्त सिंहले राजीनामा दिनुपर्छ भन्ने माग गरेको हो। क्रामाकपाले शंका गरेको ठीक भयो। सांसद जसवन्त सिंह अर्को इन्द्रजित खुल्लर भए। आइटसाइडरले फेरि पनि धोका दिए। गोर्खाल्याण्ड टास्क फोर्सले चाप दिँदा तिनले सत्य कुरा ओकले। तिनले पनि प्रमाणित गरे जीटीए छुट्टै राज्यको मार्गमा बाधा हो भन्ने-क्रामाकपा अध्यक्ष आरबी राईले कालेबुङमा यसो भने। क्रामाकपा आञ्चलिक समितिले दिल्लीमा गर्ने धर्नाबारे साङ्गठानिक रिव्युको निम्ति कालेबुङ आएका राईले जीटीए छुट्टै राज्यको मार्गमा बाधा रहेको सांसदले नै बताइदिएपछि अरुले भनिरहनु नपरेको पनि बताए।
तिनले भने, वास्तवमा जसवन्त धेरै ठूला नेता हुन्। तिनले झुटको खेती गर्ने विमल गुरूङ जस्तो क्षेत्रीय नेताको हुकूम मान्ने कुरा नै थिएन। मदन तामङको हत्यापछि पक्राउ पर्ने डरले नै विमल गुरूङहरूले केन्द्र र राज्य सरकारसित मिलेर छुट्टै राज्यको मुद्दा दबाउन जीटीए थापेका थिए। तिनले अझ थपे, सांसद जसवन्तको कुराले प्रमाणित गर्यो, छुट्टै राज्यको मुद्दा त्यागेर जीटीए थापिएको थियो। त्यसकारण जीटीए रद्द नगरी छुट्टै राज्य हुँदैन भन्ने सत्य कुरा तिनले ओकल्नु करै लाग्यो। वास्तविकता दिल्लीमा नै थाहा पाइन्छ। वास्तवमा केन्द्रलाई छुट्टै राज्यको विकल्प नै जीटीए भनेर बताइएको छ। जीटीएले दार्जीलिङको विकास होला तर आन्दोलन केवल दार्जीलिङको विकासको निम्ति गरिएको थिएन। सम्पूर्ण देशभरिका गोर्खाहरूको राजनैतिक सुरक्षा अनि चिह्नारीको सवालमा आन्दोलन गरिएको थियो। तर विमल गुरूङले जीटीएसित छुट्टै राज्यको मुद्दा साट्यो। त्यसको फलाफल अहिले एकएक गर्दै आउँदैछ। अब जनताले पनि बुझ्नुपर्छ, झुटको खेती गरेर जनताको आकांक्षाको विरोधमा राजनैतिक स्वार्थ राख्नेहरूको विरुद्धमा जाग्नुपर्छ।
Hole in fire safety tools in Kalimpong
TT, Dec. 13: A team of civic officials and fire brigade personnel today detected violation of fire safety norms at four nursing homes and the subdivisional hospital in Kalimpong.
The inspections to ascertain the preparedness of the health centres to tackle accidental fire were carried out following the blaze at AMRI Hospitals in Calcutta. Around 90 patients were suffocated to death in the tragedy.
The loopholes in the fire safety systems at the hospitals in Kalimpong were noticed by the team that was made up of licence inspector of the civic body and health officials.
“Even fire extinguishers were not in order at the private hospitals. Although the nursing homes produced documents to show that the cylinders were serviced and in a working condition, a physical check suggested otherwise. The cylinders did not contain the liquids needed to fight fire,” said licence inspector Sanjay Pradhan.
He said those in charge of the clinics claimed that the fire extinguishers were serviced by a Calcutta-based company. “The documents also showed that all the cylinders were replenished in October and November.”
However, officials at the subdivisional hospital admitted that fire extinguishers were out of service. They told the team that the equipment could not be replenished with the fire-fighting liquid because of lack of funds.
The team asked all the health centres to get the fire extinguishers serviced in the presence of officials from the municipality and the fire brigade.
The Calcutta blaze has spurred the authorities into action elsewhere also.
In Raiganj, the fire service department asked the municipality not to pass the plan of any multi-storied building unless the application accompanies a fire safety certificate.
“According to rules, if a building has four floors or more, it is incumbent upon the developer to obtain fire safety certificate from the fire department. Such buildings should have at least two staircases, a water reservoir underground or overhead and a fire alarm system,” said Dipak Nandi, the fire protection officer of North Zone of the fire department.
Nandi said the department had held a meeting with the developers a year back. “At the meeting, we elaborated on the need to take fire safety measures. But the builders were not bothered to take the preventive measures and that is why we have written to the Raiganj municipality.”
Mohit Sengupta, the chairman of Raiganj municipality, said the multi-storied buildings would be inspected by the civic body. “A joint team of fire officers and representatives of the public works department and the power distribution company will be formed to check each building,” said Sengupta.
The Siliguri Municipal Corporation continued with its drive to crack down on hospitals that flouted fire safety norms. The civic officials visited some nursing homes today and asked them to relocate facilities like staff canteen and maintain the fire safety equipment.
“We will prepare a report on the status of each private nursing home in and around Siliguri and submit it to north Bengal development minister Gautam Deb in a fortnight,” said Maitrayee Chakraborty, the member, mayor-in-council of the SMC.

धेरजसो अस्पतालहरूमा नै अग्निकाण्डमा बचाउपक्षको निम्ति कुनै पनि पूर्वयोजनाहरू तयार नभएको आज देखियो। अग्निकाण्ड हुँदा आपतकालीन स्थितिमा अप्नाउनपर्ने सचेतनालाई लिएर आज कालेबुङ अग्निशमन विभाग अनि कालेबुङ नगरपालिकाले संयुक्त रूपमा नगरको विभिन्न अस्पतालहरूको निरीक्षण गर्यो। दार्जीलिङको जिल्लापालबाट नै 7 दिनभित्रमा अग्निकाण्ड हुँदा बचाउपक्षको निम्ति के-कस्तो योजनाहरूको तयारी रहेको छ भन्नेबारे रिपोर्ट बुझाउनुपर्ने अग्निशमन विभागलाई आदेश भएपछि आजदेखि यस अभियान शुरू गरेको हो। यस भ्रमणअवधी कालेबुङ महकुमा अस्पतालमा पनि कुनै पूर्वधारहरूको तयारी नरहेको भेटियो।
कालेबुङ अस्पतालमा अग्निकाण्डहरू हुँदा पानीको व्यवस्था पनि नरहेको अनि फायर एक्सटेंग्युसरहरू पनि काम नलाग्ने अवस्थामा रहेको भेटियो। अस्पतालपक्षबाट बताएअनुसार छ महिना अघिदेखि नै अस्पतालमा रहेको फायर एक्सटेंग्युसरहरू काम नलाग्ने भइसेेकेको छ। यस विषयमा स्वस्थ्य विभागमा दुइपल्ट पत्रचार गरिसकेको भएपनि कुनै पहल नभएको बताइएको छ। अग्निशमन विभागका अधिकारी सुकराज सुब्बाले बताए अनुसार कालेबुङ महकुमा अस्पतालले अग्निकाण्ड जस्तो आपतकलीन स्थितिको निम्ति अहिलेसम्म कुनै पूर्वयोजनाहरू तयार पारेको छैन। अस्पतालमा आकाशबाट परेको पानीलाई जमिनमुनी भएपनि जम्मा गर्ने सुझाउ दिइएको छ। योसँगै यथाशीघ्र फायर एक्सटेंग्युसरहरू लगाउनुपर्ने अनि फायर डिटेक्टरहरू पनि हुनपर्ने बताइएको छ।

फायर इण्डिया लिमिटेडका एजेन्टहरूले रिफिल गरेको कागज अस्पतालमा भेटिएपनि फायर एक्सटेनग्युजरको प्लन्जरले काम नगरेको अनि डायाफम मक्किसकेको भेटियो। फायर एक्सटेंग्युसरहरू बनाउने काममा नीजि कम्पनीका एजेन्टहरूले पैसा लुट्ने मात्र काम गरिरहेको थाहा लहागेपछि अग्निशमन विभागसँग सम्पर्क गरेर नै फायर एक्सटेंग्युसरहरू लगाए उचित हुने अग्निशमन विभागका अधिकारी सुकराज सुब्बाले बताए। यसरी नै मल्लिक नक्सिङ होममा पनि एउटा मात्र रहेको फायर एक्सटेंग्युसरहरू त्यही पनि काम नलाग्ने अवस्थामा नै भेटियो भने सेवा सदन अस्पतालमा 6 वटा फायर एक्सटेंग्युसरहरू रहेको भएपनि कतिवटामा ड्राइ केमिकल पाउडरहरू सकिएको भेटियो। यसबाट स्पष्ट भएको छ कि कालेबुङमा कुनै दिन यस्तै भयानक अग्निकाण्ड भए बचाउ पक्षहरूको निम्ति कुनै अस्पतालहरू पनि सचेत छैन।

मनि तामंग कालिमन्युज, कालेबुङ,१३दिसम्बर: कोलकताको एउटा गैरसरकारी अस्पताल आम्रीमा लागेको भयावह आगलागी घटनापछि,कालेबुङका विभिन्न नरसिङहोम अनि महकुमा अस्पतालमा पनि सर्तकता गराउने कार्य शुरु भएको छ|आज अग्नीशमन बिभागका ओसि सुकराज सुब्बा,मनोज थापा,नगरपालिका स्वास्थय निरिक्षक संजय प्रधान,साहिर अहमद्,अनि स्वास्थ्य बिभागका सह सिएमओएच डा ई लिङदो रहेको टोलीले शहरको विभिन्न नरसिङहोम अनि महकुमा अस्पतालको अग्निशमन ब्यवस्थाको परिदर्शन गरे|तिनीहरुले अस्पतालको आपदकालिन ब्यवस्था बारे पनि जाचबुझ गरे|टोलीले यँहाको आर्दश नरसिङहोम,सेवासदन,डा मलिक नरसिङ होम,कालेबुङ क्लिनिक,अनि महकुमा अस्पतालमा भ्रमणको समय आपदकालिन ब्यवस्थाको निम्ति अस्पताल कतृपक्षलाई केहि आवश्यक ब्यवस्था ग्रहण गर्ने निर्देश दिँए|निरिक्षण गर्दा कतिपय नरसिङहोम र अस्पतालमा अग्निश्मन यंत्रपातिहरु ठिक नरहेको पनि भेट्टाइयो|यता अग्निशमन बिभागका फायर ओसि सुकराज सुब्बाले कुनैपनि समय अस्पतालहरुमा अग्नीकाण्ड हुनसक्ने कारणले आफुहरुले अस्पतालकर्तीपक्षलाई सतर्क गराउन यो निरिक्षण कार्य गरेको जनाए|
मदन तामङको हत्याको बार्गेनिङ नै जीटीए हो-आरबी राई
मनोज वोगटी, कालिमन्युज, कालेबुङ,13 दिसम्बर। केही दिन अघि मात्र कालेबुङमा गोर्खा जनमुक्ति मोर्चाको युवा सङ्गठनका नेताहरूले र्याली निकाल्दै क्रामाकपाको विरोध गरेको थियो। एक नेताले भनेका थिए, गोजमुमोलाई मदन तामङको हत्या दल भन्छ विपक्षी। तर अब मदन तामङको हत्याको बेला भएको आरबी राईको फोन ट्यापिङको पनि खुलासा हुनुपर्छ। आज त्यसैको जवाबमा आरबी राईले कालेबुङ नै आएर भने, युवा मोर्चासित त्यस्तो ट्यापिङ छ भने सार्वजनिक गरोस्। पेपरमा दियोस्। सबैलाई देखाइदियोस् अनि मोर्चाका ठूला नेताहरूको ट्यापिङसित दॉंजोस्। भ्रम हटिहाल्छ। हत्यारा को थिएछन्, पत्तो पाइहाल्छ।
तिनले थपे, मोर्चाका नेताहरूले हत्या गर भनेको फोन ट्यापिङ पेपरमा सार्वजनिक भएको छ। पढे होलान् नै युवाहरूले। तिनीहरूलाई भनिराख्छु, त्यही ट्यापिङको कारण तिनका नेताहरूले मुद्दा बेचेका छन्। ट्यापिङले स्पष्ट पारेको छ हत्यारा को हुन्। तर उनीहरू खुल्लम खुल्ला हिँडिरहेका छन्। केन्द्र र राज्य सरकारले त्यही हत्यालाई मुद्दा बेच्ने बार्गेनिङ बनाएको छ। ठूलो कुरा गर्यो कि अप्ठ्यारोमा पर्छन् मोर्चाका ठूला नेताहरू। मदन तामङको हत्याको कारण नेताहरूले छुट्टै राज्यसित जीटीए साटेको हो। तिनले हत्या सम्बन्धमा सीबीआईले कार्य गरिरहेको बताउँदै यस अघि पनि गोरामुमोले छत्र सुब्बाकाण्डसिल आफूलाई मुछेको बताउँदै भने, त्यसबेला घिसिङ हमला काण्डको मास्टर माइण्ड आरबी राई हो भनेका थिए। तिनले छत्र सुब्बाको विरुद्धमा एफआईआरसम्म गरेका थिएनन्। वास्तविकता छत्र सुब्बाको मुक्तिपछि स्पष्ट भयो।
बाध्यतामा छ युवा मोर्चा
आरबी राईले मोर्चाले छुट्टै राज्यको मुद्दासित जीटीए साटेको भए पनि जनता खुशी नरहेको बताए। तिनले मोर्चाकै समर्थकहरू पनि जीटीएसित खुशी नरहेको स्पष्ट पार्दै उदाहरण युवा मोर्चालाई नै देखाए। तिनले भने, युवाहरू लगाममा बस्न रुचाउँदैनन्। धेरै हद इमान्दार हुन्छन्। यसकारण केन्द्रिय कमिटीले जीटीए भनेको उनीहरूलाई मन परेको थिएन। जीटीए जनताको मुद्दा नरहेको अनि मोर्चाले जीटीए थापेर गोजमुमोलाई पुरानै गोरामुमो बनाइरहेको कुरा युवा मोर्चाले बुझेको छ। यसकारण कारण जे सुकै होस्, तर जीटीए भन्न नसकेर नै युवा मोर्चाले छुट्टै राज्य गोर्खाल्याण्ड भनिरहेको छ।
उनीहरू मुद्दा दबाउने हामी बँचाउने
गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङले केही दिन अघि क्रामाकपाको नाम नै सुन्न नमाने पनि पत्रकारहरूले सोधेको प्रश्नको उत्तर दिँदै क्रामाकपालाई हत्यारा दल बताएका थिए। तिनले क्रामाकपा माकपाबाट आएको अनि माकपा हत्यारा रहेको बताउँदै गोजमुमो भने गोरामुमोबाट नआएको अपत्यारिलो कुरा गरिराखेर गएका थिए। त्यसबारे पनि आरबी राईसित प्रतिक्रिया सोद्धा तिनले भने, माकपासित गोरामुमो मिलेर मुद्दा दबाउन नै दागोपाप थापेको हो। विमल गुरूङ गोरामुमो कै प्रोडक्ट हुन्।
सुवास घिसिङले माकपा सरकारले बोरा टक्टकाएर छैटौं अनुसूची दिएको बताएका थिए। अहिले विमल ममता सरकारले बोरा टक्टकाएर जीटीए दिएको भन्दै उफ्रिए। गोरामुमो माकपालाई मुद्दा बेच्दै दागोपाप थाप्ने दल थियो, हामी त्यही माकपाको विरोधमा छुट्टै राज्यको निम्ति आएका हौं। अहिले मोर्चाका नेताहरू मुद्दा बेच्दै एमएलए र सांसद भए, हामी छुट्टै राज्यको निम्ति नै एमएलए र सांसदको पद छोडेर आएका हौं। तिनले भन्नु पर्दैन जनताले बुझेका छन् यो कुरा। क्रामाकपालाई नष्ट गर्न गोरामुमो, माकपा, धनीहरू, भ्रष्टहरू लागेकै हो, गोजमुमो पनि लाग्छ। यसलाई हामीले स्वाभाविकरुपले लिएका छौं। हामीलाई थाहा छ गोजमुमोले हामीलाई जित्दैन। क्रामाकपाको सङ्गठन दिनोदिन नै बलियो भएर गइरहेको छ। उनीहरूको युवा मोर्चाले फेरि पहाडमा नै छुट्टै राज्य भन्दा हाम्रा सङ्गठनहरूले दिल्लीमा धर्ना दिइरहेको हुनेछ। पटना, कुछविहार, कोलकाता, दिल्लीतिर कार्यक्रम गरिरहेको छ।
विधायकको मुखमा बनरोटी
राईले मोर्चाले झुक्याएर जनताको साथ पाइरहेको तर त्यो पनि स्थायी नरहेको बताउँदै भने, क्रामाकपालाई दबाउने त कुनै पनि चलखेल सफल हुँदैन। किन भने क्रामाकपा फोस्रे दल होइन। उनीहरूसित फोस्रे नेता र राजनैतिक कार्यक्रम छ। उनीहरूको विधायक डा. हर्कबहादुर छेत्रीलाई नै हेर्दा हुन्छ। विधायक भएपछि एसेम्ब्लीमा रोइ कराई गरेर पनि छुट्टै राज्यको मुद्दा उठाउँछु भन्ने मान्छेको मुखमा बनरोटी खॉंदिएको छ। न तिनको हात चल्छ, न खुट्टा। खै तिनले छुट्टै राज्यको मुद्दा उठाएको? मोर्चाले जालझेलको सहारा लिन्छ हामी लिँदैनौं। हाम्रो मुखमा बुच्चो खॉंदिएको छैन। उनीहरूको बुच्चो खोलियो कि त मदन तामङ देखाइदिन्छ। हामी आफ्नो कार्यक्रम गर्दै जानेछौं। क्षेत्रीयस्तरमा जनतालाई छुट्टै राज्यको औचित्य बुझाउनु पर्दैन। तरै पनि कतिपय साङ्गठानिक कार्यक्रम क्षेत्रीयस्तरमा पनि चल्नेछ। मोर्चा क्रामाकपासित डराउनु हुँदैन। उनीहरू डराउनुपर्छ भने इतिहाससित डराउनुपर्छ। किन भने मोर्चालाई इतिहासले क्षमा गर्ने छैन।
सत्य र असत्यबीच लडाईं
राईले अहिले सत्य र असत्यबीच लडाईँ चलिरहेको बताए। तिनले मोर्चाले राज्य र केन्द्र सरकारसित मिलेर अनेकौं प्रलोभन देखाउँदै, मसल र मनि पावरको बलमा जनतालाई त्रसित राखेर राजनीति गरिरहेको बताउँदै भने, उनीहरू मुद्दा दाबीलाई कमजोर पार्न सरकारसित मिलेर राजनीति गर्ने पर्यो, क्रामाकपा मुद्दा दबाउने विरुद्धमा लडाईँ गर्ने पर्यो। तरै पनि मोर्चाले छुट्टै राज्य भन्यो भने हाम्रो समर्थन हुन्छ। अब इमान्दार र स्वार्थी, सत्य र असत्य, असली र नक्कली छानिने स्थिति हो। जनताले समीक्षा र पर्यवेक्षण गर्नुपर्छ। जनताको पनि मुद्दाको निम्ति योगदान गर्ने सही समय आउने छ। मोर्चाको त्रासबाट जनतालाई बाहिर निकाल्नुपर्छ। त्यसको परिस्थिति निर्माण गरिनेछ।
कालेबुङलाई एक स्वर्णपदक अनि चार कास्य पदक
मनि तामंग, कालिमन्युज, कालेबुंग, 13 दिसम्बर: अल इण्डिया सिसेनकाइ सितोरियो कराँते डु फेडरेशनले गत १० अनि ११ दिसरम्बरको दिन आयोजना गरेको पश्चिमबंग राज्य इन्टर स्कुल अनि सिनियर कराँते डु च्याम्पियनसिप २०११-को खेलमा कालेबुङका पाँच जना कराँते खेलाडीहरुले दार्जीलिङ जिल्लालाई प्रतिनिधितत्व गरेका थिए| जसमा सुसन थापा, इशा गुरुङ, रितेश बराइली, अभिशेक मुखिया, अभिनाश आले रहेका थिए|सो खेलमा सुसन थापाले एक स्वर्णपदक हत्याएका छन् भने अन्या चार जनाले कास्य पदक हत्यएका छन्|उक्त खेल कोलकताको एस ए इ मा सम्पन्न भएको थियो|आज कालेबुङ आइपुगेका सो टोलिका सिनियर सुसन थापाले पत्रकाहरुलाई जानकारी दिए|उक्त खेलमा कुल १६ जना कालेबुङबाट छ्नौट भएको थियो तर आथिर्क अवस्था ठिक नभएकोले ११ जनाले सो खेलमा भाग लिन नसकेको थापाले जनाए|
Morcha in civic chief post dilemma
VIVEK CHHETRI, TT, Darjeeling, Dec. 13: The Gorkha Janmukti Morcha today won in all five wards of Mirik municipality but the party is in a double bind with at least two prominent leaders in the race for the post of chairperson.
Morcha supporters in Mirik were elated after all five candidates of the party won the elections (see chart) by comfortable margins. Elections to the five seats were held on Sunday.
The prominent winners are L.B. Rai (Ward 7), a central committee member of the Morcha who had been the chairman of the Mirik municipality for two terms, and Arun Ghisingh (Ward 2), the vice-president of the Morcha’s Mirik Mahukuma Samiti.
Bimal Gurung hasn’t made up his mind yet if he will nominate any of these two leaders or opt for a lesser known face for the chairperson’s post.
In fact, the party president had admitted in public before the polls that there was a tug-of-war in the party for the chairmanship in Mirik.
He hinted that Independents had filed nominations in the five wards as senior leaders had tried to scuttle each other’s prospects of becoming the chairperson.
“Even if you win and come, I will not make you the chairman,” Gurung had said at a public meeting in Darjeeling on November 20, alluding to the polls to the five wards in Mirik.
“I had earlier told the central committee members that they should not contest the elections and give an opportunity to committed party workers. The problem in Mirik has cropped up because the central committee members tried to project their own candidates and at the end, they could not be made to withdraw the nominations,” he had said.
Morcha had won four of the nine wards in Mirik uncontested.
Senior Morcha leaders today admitted in private that the party was in a dilemma
“There are two leaders who are holding responsible positions in the Morcha. So, it is very important that the right person is appointed the chairman by keeping the party’s unity intact,” said a leader.
While 54-year-old L.B. Rai has administrative experience, Arun Ghisingh is relatively young (32) and was one of the first leaders to drum up support for the Morcha after its formation in 2007.
Although both Rai and Ghisingh wield considerable influence in Mirik, a councillor from the comparatively lower rung could also be elevated to the post.
“If a neutral person is anointed, the only issue is whether the two senior leaders will be comfortable working with him,” said an observer.
The decision to appoint the new chairman has been left to Gurung.
Asked who would be the nominee for the chairman, Morcha general secretary Roshan Giri said: “The announcement will be made in a few days after a decision is taken by the party president. The important thing is that the Morcha has won all four municipalities in the Darjeeling hills and this is enough indication that the people are solidly behind the party and Bimal Gurung.”
Ghisingh said all winners were ready to accept Gurung’s choice.
“The decision regarding the next chairman of the Mirik municipality will be taken by our party president and all the nine Morcha councillors will accept it,” said Ghisingh.

Globalization and Cultural Practices in Mountain Areas
PIB, KalimNews, 13 December: The Governor of Sikkim Shri B.P.Singh said the development policies for fragile mountain environment require a holistic approach that adequately addresses the economic, social and environmental concerns. He said the stress should be on sustainable development with a long term vision. Inaugurating the 10th Conference on Globalization and Cultural Practices in Mountain Areas: Dynamics, Dimension and Implication at Chintan Bhavan in Gangtok today, the Governor said a special focus on mountain regions is quite justified as hills cover 22 per cent of global land surface and 12 per cent of the world population. But the primary concern arises from the fact that poverty is wide spread and deep seated in the mountains with nearly 80% people living below the poverty lines in these areas. Referring to the 18th September earthquake in Sikkim, the Governor said it has brought to the fore the debate between the traditional and the modern. He said the use of modern technology – made more accessible by globalization – can make houses earthquake resistant. He urged the people in the mountainous areas to take full advantage of opportunities that come their way as a result of globalization and modernization.
Addressing the conference, founding Vice-Chancellor of Sikkim University Prof. Mahendra P. Lama said the Universities should endeavor to produce skilled, motivated and technically sound human resources to harness and conserve the rich and profuse natural resources. He said the Sikkim University is designing two full schools – School of Indigenous and Folk Studies and School of Sustainable Development and Livelihood Management focusing on the regions core competence and strategic advantages. He said Sikkim University has already started 19 academic and professional programes including five M.Phil/Ph.D programmes and five integrated programmes at the University level. Stating that University’s curriculum is now inter-disciplinary, Prof Lama said Sikkim University is perhaps the first University in the country to have non-conventional Schools and initiate courses and programmes like ethno-botany and social medicines, mountain music, oral history, horticulture-floriculture management, border studies mountain bio technology, winter sojourn museum and integrated China studies programme.
The major objective of the two-day conference beginning today is to explore the multi facets of globalization and its likely impact on the mountain societies. It will also look into how the ethos and values of mountain communities are coping with the new principles and ideologies brought about by the globalization, focusing primarily on the Himalayan region.
सांसदको वयानले पार्यो मोर्चालाई फन्दामा
मनोज बोजगटी, कालिमन्युज, कालेबुङ, 13 दिसम्बर। आखिर सही प्रश्नको उत्तर सहीरुपले नै दिन सांसद जसवन्त सिंहको राजनैतिक कर्तव्य हो। गोर्खाल्याण्ड टास्क फोर्सले चेपारोमा पारेपछि सांसद जसवन्त सिंहलाई भन्न करै लाग्यो, छुट्टै राज्य माग्ने हो भने जीटीए रद्द गर्नुपर्छ। किन भने तिनलाई थाहा छ जीटीए छुट्टै राज्यको मुद्दा थन्काएर थापिएको दल बचाउँने मुद्दा हो। जीटीए ग्रहण गर्दा सांसद जसन्त सिंहलाई सांसद बनाउनुको औचित्य नै विवादमा पर्ने थियो। तिनी सम्पूर्ण गोर्खाहरूको दृष्टिकोणमा ठगार र गद्दार राष्ट्रिय नेताकोरुपमा चिनिने थिए। वास्तवमा तिनलाई गोर्खाहरूको निम्ति देशमा छुट्टै राज्य हुनुपर्छ भन्ने कुरा थाहा छ। तर जसले पनि मुद्दाको वकालत गरिरहेको छ उसको नियत नै छुट्टै राज्य बनाउने नभएपछि अनि आफ्नै भूलको कारण वकालती गर्ने दल राजनैतिक असुविधामा पर्दै गएपछि सुरक्षा कवच चाहिने भएकोले जीटीएमा लागेपछि सांसदले के गरुन्। तिनलाई जिताएर पठाएकोमा कृतज्ञतास्वरुप केन्द्रिय नेताहरूसित जीटीएको निम्ति भेटाउन करै लाग्यो। तिनी जीटीए गठन हुने कुराले यसकारण ढुक्क थिए कि अब छुट्टै राज्य गोर्खाल्याण्डको मुद्दा उठाउने तिनको मूल दायित्व नै सकियो।
तर गोर्खाल्याण्ड टास्क फोर्सले तिनलाई भेटेपछि तिनले कुरा बुझे। सही कुरा बताउने सही मौका रहेको सम्झिए अनि भनिदिए, जीटीए रद्द नगरी छुट्टै राज्य गोर्खाल्याण्ड माग्न सकिँदैन। तिनले यसो त भनिदिए तर पर्यो मोर्चा फन्दामा। मोर्चा जति सक्दो जीटीए गठन गर्नको निम्ति विभिन्न राजनैतिक चलखेलमा लागेको छ।
केन्द्र र राज्यलाई तर्साउन युवा मोर्चाको छुट्टै राज्य गोर्खाल्याण्ड आन्दोलनको हाउ देखाइरहेको छ भने तराई र डुवर्सको असुविधा पनि हटाएर बाटो खुल्ला राखेको छ। तर राज्य र केन्द्र भने जीटीए गठन गर्ने पक्षमा छैन। मायावतीले उत्तरप्रदेशलाई चारभागमा बॉंड्ने भएपछि त अझ जीटीए गठनको औचित्य नै सङ्कटमा परेको छ। किन भने ममता व्यानर्जीले केन्द्रलाई जीटीएपछि गोर्खाल्याण्डको कुरा नउठ्ने कुरामा केन्द्रलाई आश्वस्त गराएको छ। जीटीएको सम्झौताको बेला पी.चिदम्बरम उपस्थित हुनुको एउटा कारण ममताले छुट्टै राज्यको आवाजलाई दबाएर समस्या समाधान गरेको हो होइन भन्ने कुरा बुझ्न रहेको बताइन्छ।
त्यसै कारण ममता व्यनर्जीले चारपल्ट बङ्गाल विभाजन हुँदैन भनेर प्रश्न गर्दा त्यसको समर्थनमा नेतासित नै मोर्चा समर्थकहरूले थप्पडी मारेर मात्र नपुगेर नाचेर पनि समर्थन गरेका थिए। तर चिदम्बरमलाई जीटीए पनि स्थायी समाधान होइन भन्ने कुरा राम्ररी नै थाहा छ। मायावतीले छुट्टै राज्य आन्दोलनकारीहरूलाई बल पुर्याउने कार्य गरेपछि अहिले जीटीए गठन गर्नु फेरि छुट्टै राज्यको मुद्दाको निम्ति अर्को आन्दोलनको परिस्थिति तयार पार्नु रहेको कुरा केन्द्रले बुझेको छ। यसै परिस्थितिलाई अध्ययन गरिरहेका पहाडका दलहरुले अहिले गोर्खाल्याण्ड टास्क फोर्स बनाएर केन्द्रिय नेताहरूलाई जीटीए नै गोर्खाहरूको समस्याको समाधान होइन भन्ने कुरा बुझाउन शुरू गरेको छ। यो कुरा दिल्लीमा जीटीए र गोर्खाल्याण्डको मुद्दामा चासो राख्नेहरूमा डडेलो सल्किए जस्तै पुग्न थालेको बताइन्छ। सही समयमा सही कुरा नउठाए छुट्टै राज्य गोर्खाल्याण्डको मुद्दा सधैँको निम्ति हराउने स्पष्ट रहेकोले टास्क फोर्स मात्र होइन पहाडका विभिन्न राजनैतिक अनि अराजनैतिक दलहरूले पनि दिल्लीमा आफ्नो पक्षको कार्य शुरू गरिसकेको छ।
दार्जीलिङका केही अराजनैतिक सङ्गठनहरूले पनि दिल्लीमा केन्द्रिय नेताहरूसित भेटेर जीटीएलाई धोका रहेको बताउने अनि छुट्टै राज्यले मात्र गोर्खाहरू सुरक्षित रहने कुरा बुझाउन शुरु गरेको सूत्रले बताएको छ। यस्तो अवस्थामा मोर्चा कै सांसद जसवन्त सिंहले पनि जीटीए रद्द गर्नुपर्ने बताएपछि दिल्लीमा छुट्टै राज्यको निम्ति कार्य गरिरहेको गोर्खाल्याण्ड टास्क फोर्स र अन्य सङ्गठनहरूलाई बल त मिलेको नै छ यता मोर्चालाई भने अप्ठ्यारोमा पारिदिएको छ। मोर्चा जो, जीटीए गठन गर्नको निम्ति जोन बारलालाई मनाएर तयारीमा बसेको छ।
बारलालाई जीटीएभएपछि नै जीटीए सभाले जीएटीए भनेर नाम परिवर्तन गर्ने बताइदिएकोले जोन बारलाले पनि ठूलाठूला सपना देख्न शुरू गरिसकेका छन्। यसकारण तिनलाई राज्य कमिटी झीङ्गाको टाउको जत्रो पनि लागेको छैन। केन्द्र सरकार अन्नाको मसलाले नै व्यस्त छ, त्यहीँमाथि एफडीआई र अन्य मुद्दाले अल्झिरहेको बेला मायावतीको अर्को झट्का अनि गोर्खाल्याण्ड टास्क फोर्सले शुरू गरेको सचेतना कार्यक्रमले जीटीएतिर फर्किन केन्द्रले उचित मानेको छैन। यसै कारण अब दलीय अस्तित्व बँचाउन पहाडमा जीटीए भर्सेस छुट्टै राज्य गोर्खाल्याण्डको मुद्दाबीच घमासान हुने लक्षण देखापरेको छ।

मनोज वोगटी, कालिमन्युज, कालेबुङ, 13 दिसम्बर। आउट साइडर सांसदहरूले झुक्याउँछ भनिएकै हो। जसवन्त सिंहले दार्जीलिङमा घरै बनाएर पनि छुट्टै राज्यको कुरा उठाउँछु, यहीं बस्छु र लड्छु भनेका थिए। तिनलाई जिताइयो तर तिनी संसदमा कुरा उठाउन खोज्दा खोज्दै हराए। धोका भएको थाहा पाएर क्रामाकपाले जसवन्त सिंहले राजीनामा दिनुपर्छ भन्ने माग गरेको हो। क्रामाकपाले शंका गरेको ठीक भयो। सांसद जसवन्त सिंह अर्को इन्द्रजित खुल्लर भए। आइटसाइडरले फेरि पनि धोका दिए। गोर्खाल्याण्ड टास्क फोर्सले चाप दिँदा तिनले सत्य कुरा ओकले। तिनले पनि प्रमाणित गरे जीटीए छुट्टै राज्यको मार्गमा बाधा हो भन्ने-क्रामाकपा अध्यक्ष आरबी राईले कालेबुङमा यसो भने। क्रामाकपा आञ्चलिक समितिले दिल्लीमा गर्ने धर्नाबारे साङ्गठानिक रिव्युको निम्ति कालेबुङ आएका राईले जीटीए छुट्टै राज्यको मार्गमा बाधा रहेको सांसदले नै बताइदिएपछि अरुले भनिरहनु नपरेको पनि बताए।
तिनले भने, वास्तवमा जसवन्त धेरै ठूला नेता हुन्। तिनले झुटको खेती गर्ने विमल गुरूङ जस्तो क्षेत्रीय नेताको हुकूम मान्ने कुरा नै थिएन। मदन तामङको हत्यापछि पक्राउ पर्ने डरले नै विमल गुरूङहरूले केन्द्र र राज्य सरकारसित मिलेर छुट्टै राज्यको मुद्दा दबाउन जीटीए थापेका थिए। तिनले अझ थपे, सांसद जसवन्तको कुराले प्रमाणित गर्यो, छुट्टै राज्यको मुद्दा त्यागेर जीटीए थापिएको थियो। त्यसकारण जीटीए रद्द नगरी छुट्टै राज्य हुँदैन भन्ने सत्य कुरा तिनले ओकल्नु करै लाग्यो। वास्तविकता दिल्लीमा नै थाहा पाइन्छ। वास्तवमा केन्द्रलाई छुट्टै राज्यको विकल्प नै जीटीए भनेर बताइएको छ। जीटीएले दार्जीलिङको विकास होला तर आन्दोलन केवल दार्जीलिङको विकासको निम्ति गरिएको थिएन। सम्पूर्ण देशभरिका गोर्खाहरूको राजनैतिक सुरक्षा अनि चिह्नारीको सवालमा आन्दोलन गरिएको थियो। तर विमल गुरूङले जीटीएसित छुट्टै राज्यको मुद्दा साट्यो। त्यसको फलाफल अहिले एकएक गर्दै आउँदैछ। अब जनताले पनि बुझ्नुपर्छ, झुटको खेती गरेर जनताको आकांक्षाको विरोधमा राजनैतिक स्वार्थ राख्नेहरूको विरुद्धमा जाग्नुपर्छ।
Hole in fire safety tools in Kalimpong
TT, Dec. 13: A team of civic officials and fire brigade personnel today detected violation of fire safety norms at four nursing homes and the subdivisional hospital in Kalimpong.
The inspections to ascertain the preparedness of the health centres to tackle accidental fire were carried out following the blaze at AMRI Hospitals in Calcutta. Around 90 patients were suffocated to death in the tragedy.
The loopholes in the fire safety systems at the hospitals in Kalimpong were noticed by the team that was made up of licence inspector of the civic body and health officials.
“Even fire extinguishers were not in order at the private hospitals. Although the nursing homes produced documents to show that the cylinders were serviced and in a working condition, a physical check suggested otherwise. The cylinders did not contain the liquids needed to fight fire,” said licence inspector Sanjay Pradhan.
He said those in charge of the clinics claimed that the fire extinguishers were serviced by a Calcutta-based company. “The documents also showed that all the cylinders were replenished in October and November.”
However, officials at the subdivisional hospital admitted that fire extinguishers were out of service. They told the team that the equipment could not be replenished with the fire-fighting liquid because of lack of funds.
The team asked all the health centres to get the fire extinguishers serviced in the presence of officials from the municipality and the fire brigade.
The Calcutta blaze has spurred the authorities into action elsewhere also.
In Raiganj, the fire service department asked the municipality not to pass the plan of any multi-storied building unless the application accompanies a fire safety certificate.
“According to rules, if a building has four floors or more, it is incumbent upon the developer to obtain fire safety certificate from the fire department. Such buildings should have at least two staircases, a water reservoir underground or overhead and a fire alarm system,” said Dipak Nandi, the fire protection officer of North Zone of the fire department.
Nandi said the department had held a meeting with the developers a year back. “At the meeting, we elaborated on the need to take fire safety measures. But the builders were not bothered to take the preventive measures and that is why we have written to the Raiganj municipality.”
Mohit Sengupta, the chairman of Raiganj municipality, said the multi-storied buildings would be inspected by the civic body. “A joint team of fire officers and representatives of the public works department and the power distribution company will be formed to check each building,” said Sengupta.
The Siliguri Municipal Corporation continued with its drive to crack down on hospitals that flouted fire safety norms. The civic officials visited some nursing homes today and asked them to relocate facilities like staff canteen and maintain the fire safety equipment.
“We will prepare a report on the status of each private nursing home in and around Siliguri and submit it to north Bengal development minister Gautam Deb in a fortnight,” said Maitrayee Chakraborty, the member, mayor-in-council of the SMC.

मनोज बोगटी, कालिमन्युज, कालेबुङ,13 दिसम्बर। कोलकाताको एएमआरआई अस्पतालमा झै भयानक अग्निकाण्ड कालेबुङको कुनै पनि अस्पतालहरूमा दोहोरिए बॉंच्ने कुनै पूर्वाधारहरूको भने तयारी छैन।
धेरजसो अस्पतालहरूमा नै अग्निकाण्डमा बचाउपक्षको निम्ति कुनै पनि पूर्वयोजनाहरू तयार नभएको आज देखियो। अग्निकाण्ड हुँदा आपतकालीन स्थितिमा अप्नाउनपर्ने सचेतनालाई लिएर आज कालेबुङ अग्निशमन विभाग अनि कालेबुङ नगरपालिकाले संयुक्त रूपमा नगरको विभिन्न अस्पतालहरूको निरीक्षण गर्यो। दार्जीलिङको जिल्लापालबाट नै 7 दिनभित्रमा अग्निकाण्ड हुँदा बचाउपक्षको निम्ति के-कस्तो योजनाहरूको तयारी रहेको छ भन्नेबारे रिपोर्ट बुझाउनुपर्ने अग्निशमन विभागलाई आदेश भएपछि आजदेखि यस अभियान शुरू गरेको हो। यस भ्रमणअवधी कालेबुङ महकुमा अस्पतालमा पनि कुनै पूर्वधारहरूको तयारी नरहेको भेटियो।
कालेबुङ अस्पतालमा अग्निकाण्डहरू हुँदा पानीको व्यवस्था पनि नरहेको अनि फायर एक्सटेंग्युसरहरू पनि काम नलाग्ने अवस्थामा रहेको भेटियो। अस्पतालपक्षबाट बताएअनुसार छ महिना अघिदेखि नै अस्पतालमा रहेको फायर एक्सटेंग्युसरहरू काम नलाग्ने भइसेेकेको छ। यस विषयमा स्वस्थ्य विभागमा दुइपल्ट पत्रचार गरिसकेको भएपनि कुनै पहल नभएको बताइएको छ। अग्निशमन विभागका अधिकारी सुकराज सुब्बाले बताए अनुसार कालेबुङ महकुमा अस्पतालले अग्निकाण्ड जस्तो आपतकलीन स्थितिको निम्ति अहिलेसम्म कुनै पूर्वयोजनाहरू तयार पारेको छैन। अस्पतालमा आकाशबाट परेको पानीलाई जमिनमुनी भएपनि जम्मा गर्ने सुझाउ दिइएको छ। योसँगै यथाशीघ्र फायर एक्सटेंग्युसरहरू लगाउनुपर्ने अनि फायर डिटेक्टरहरू पनि हुनपर्ने बताइएको छ।
कालेबुङ अग्निशमन विभागका अधिकारी सुकुराज सुब्बा, नगरपालिकाका एसआई सञ्जय प्रधान, लाइसेन्स इन्सपेक्टर शाहिर अहमद, महकुमा अस्पतालका एसीएमओएच डा. ई. लिङ्गदो आदिको टोलीले आज आदर्श नर्सिङ होम, सेवा सदन अस्पताल, मल्लिक नर्सिङ होम, कालेबुङ क्लिनिक आदिको भ्रमण गर्यो। कालेबुङ क्लिनिकमा अग्निकाण्डमा बचाउको निम्ति राखिएको एउटै फायर एक्सटेंग्युसर पनि काम नलाग्ने अवस्थामा भेटिएन। नीजि कम्पनीका एजेन्टहरूले केही महिनाअधि फायर कालेबुङ क्लिनिकको एक्सटेंग्युसरहरू रिफिल गरेको जस्तो गरेर केवल पैसा ठग्ने काम मात्र गरिरहेको पनि आज निरीक्षकहरूले बताए।
फायर इण्डिया लिमिटेडका एजेन्टहरूले रिफिल गरेको कागज अस्पतालमा भेटिएपनि फायर एक्सटेनग्युजरको प्लन्जरले काम नगरेको अनि डायाफम मक्किसकेको भेटियो। फायर एक्सटेंग्युसरहरू बनाउने काममा नीजि कम्पनीका एजेन्टहरूले पैसा लुट्ने मात्र काम गरिरहेको थाहा लहागेपछि अग्निशमन विभागसँग सम्पर्क गरेर नै फायर एक्सटेंग्युसरहरू लगाए उचित हुने अग्निशमन विभागका अधिकारी सुकराज सुब्बाले बताए। यसरी नै मल्लिक नक्सिङ होममा पनि एउटा मात्र रहेको फायर एक्सटेंग्युसरहरू त्यही पनि काम नलाग्ने अवस्थामा नै भेटियो भने सेवा सदन अस्पतालमा 6 वटा फायर एक्सटेंग्युसरहरू रहेको भएपनि कतिवटामा ड्राइ केमिकल पाउडरहरू सकिएको भेटियो। यसबाट स्पष्ट भएको छ कि कालेबुङमा कुनै दिन यस्तै भयानक अग्निकाण्ड भए बचाउ पक्षहरूको निम्ति कुनै अस्पतालहरू पनि सचेत छैन।

मदन तामङको हत्याको बार्गेनिङ नै जीटीए हो-आरबी राई
मनोज वोगटी, कालिमन्युज, कालेबुङ,13 दिसम्बर। केही दिन अघि मात्र कालेबुङमा गोर्खा जनमुक्ति मोर्चाको युवा सङ्गठनका नेताहरूले र्याली निकाल्दै क्रामाकपाको विरोध गरेको थियो। एक नेताले भनेका थिए, गोजमुमोलाई मदन तामङको हत्या दल भन्छ विपक्षी। तर अब मदन तामङको हत्याको बेला भएको आरबी राईको फोन ट्यापिङको पनि खुलासा हुनुपर्छ। आज त्यसैको जवाबमा आरबी राईले कालेबुङ नै आएर भने, युवा मोर्चासित त्यस्तो ट्यापिङ छ भने सार्वजनिक गरोस्। पेपरमा दियोस्। सबैलाई देखाइदियोस् अनि मोर्चाका ठूला नेताहरूको ट्यापिङसित दॉंजोस्। भ्रम हटिहाल्छ। हत्यारा को थिएछन्, पत्तो पाइहाल्छ।
तिनले थपे, मोर्चाका नेताहरूले हत्या गर भनेको फोन ट्यापिङ पेपरमा सार्वजनिक भएको छ। पढे होलान् नै युवाहरूले। तिनीहरूलाई भनिराख्छु, त्यही ट्यापिङको कारण तिनका नेताहरूले मुद्दा बेचेका छन्। ट्यापिङले स्पष्ट पारेको छ हत्यारा को हुन्। तर उनीहरू खुल्लम खुल्ला हिँडिरहेका छन्। केन्द्र र राज्य सरकारले त्यही हत्यालाई मुद्दा बेच्ने बार्गेनिङ बनाएको छ। ठूलो कुरा गर्यो कि अप्ठ्यारोमा पर्छन् मोर्चाका ठूला नेताहरू। मदन तामङको हत्याको कारण नेताहरूले छुट्टै राज्यसित जीटीए साटेको हो। तिनले हत्या सम्बन्धमा सीबीआईले कार्य गरिरहेको बताउँदै यस अघि पनि गोरामुमोले छत्र सुब्बाकाण्डसिल आफूलाई मुछेको बताउँदै भने, त्यसबेला घिसिङ हमला काण्डको मास्टर माइण्ड आरबी राई हो भनेका थिए। तिनले छत्र सुब्बाको विरुद्धमा एफआईआरसम्म गरेका थिएनन्। वास्तविकता छत्र सुब्बाको मुक्तिपछि स्पष्ट भयो।
बाध्यतामा छ युवा मोर्चा
आरबी राईले मोर्चाले छुट्टै राज्यको मुद्दासित जीटीए साटेको भए पनि जनता खुशी नरहेको बताए। तिनले मोर्चाकै समर्थकहरू पनि जीटीएसित खुशी नरहेको स्पष्ट पार्दै उदाहरण युवा मोर्चालाई नै देखाए। तिनले भने, युवाहरू लगाममा बस्न रुचाउँदैनन्। धेरै हद इमान्दार हुन्छन्। यसकारण केन्द्रिय कमिटीले जीटीए भनेको उनीहरूलाई मन परेको थिएन। जीटीए जनताको मुद्दा नरहेको अनि मोर्चाले जीटीए थापेर गोजमुमोलाई पुरानै गोरामुमो बनाइरहेको कुरा युवा मोर्चाले बुझेको छ। यसकारण कारण जे सुकै होस्, तर जीटीए भन्न नसकेर नै युवा मोर्चाले छुट्टै राज्य गोर्खाल्याण्ड भनिरहेको छ।
उनीहरू मुद्दा दबाउने हामी बँचाउने
गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङले केही दिन अघि क्रामाकपाको नाम नै सुन्न नमाने पनि पत्रकारहरूले सोधेको प्रश्नको उत्तर दिँदै क्रामाकपालाई हत्यारा दल बताएका थिए। तिनले क्रामाकपा माकपाबाट आएको अनि माकपा हत्यारा रहेको बताउँदै गोजमुमो भने गोरामुमोबाट नआएको अपत्यारिलो कुरा गरिराखेर गएका थिए। त्यसबारे पनि आरबी राईसित प्रतिक्रिया सोद्धा तिनले भने, माकपासित गोरामुमो मिलेर मुद्दा दबाउन नै दागोपाप थापेको हो। विमल गुरूङ गोरामुमो कै प्रोडक्ट हुन्।
सुवास घिसिङले माकपा सरकारले बोरा टक्टकाएर छैटौं अनुसूची दिएको बताएका थिए। अहिले विमल ममता सरकारले बोरा टक्टकाएर जीटीए दिएको भन्दै उफ्रिए। गोरामुमो माकपालाई मुद्दा बेच्दै दागोपाप थाप्ने दल थियो, हामी त्यही माकपाको विरोधमा छुट्टै राज्यको निम्ति आएका हौं। अहिले मोर्चाका नेताहरू मुद्दा बेच्दै एमएलए र सांसद भए, हामी छुट्टै राज्यको निम्ति नै एमएलए र सांसदको पद छोडेर आएका हौं। तिनले भन्नु पर्दैन जनताले बुझेका छन् यो कुरा। क्रामाकपालाई नष्ट गर्न गोरामुमो, माकपा, धनीहरू, भ्रष्टहरू लागेकै हो, गोजमुमो पनि लाग्छ। यसलाई हामीले स्वाभाविकरुपले लिएका छौं। हामीलाई थाहा छ गोजमुमोले हामीलाई जित्दैन। क्रामाकपाको सङ्गठन दिनोदिन नै बलियो भएर गइरहेको छ। उनीहरूको युवा मोर्चाले फेरि पहाडमा नै छुट्टै राज्य भन्दा हाम्रा सङ्गठनहरूले दिल्लीमा धर्ना दिइरहेको हुनेछ। पटना, कुछविहार, कोलकाता, दिल्लीतिर कार्यक्रम गरिरहेको छ।
विधायकको मुखमा बनरोटी
राईले मोर्चाले झुक्याएर जनताको साथ पाइरहेको तर त्यो पनि स्थायी नरहेको बताउँदै भने, क्रामाकपालाई दबाउने त कुनै पनि चलखेल सफल हुँदैन। किन भने क्रामाकपा फोस्रे दल होइन। उनीहरूसित फोस्रे नेता र राजनैतिक कार्यक्रम छ। उनीहरूको विधायक डा. हर्कबहादुर छेत्रीलाई नै हेर्दा हुन्छ। विधायक भएपछि एसेम्ब्लीमा रोइ कराई गरेर पनि छुट्टै राज्यको मुद्दा उठाउँछु भन्ने मान्छेको मुखमा बनरोटी खॉंदिएको छ। न तिनको हात चल्छ, न खुट्टा। खै तिनले छुट्टै राज्यको मुद्दा उठाएको? मोर्चाले जालझेलको सहारा लिन्छ हामी लिँदैनौं। हाम्रो मुखमा बुच्चो खॉंदिएको छैन। उनीहरूको बुच्चो खोलियो कि त मदन तामङ देखाइदिन्छ। हामी आफ्नो कार्यक्रम गर्दै जानेछौं। क्षेत्रीयस्तरमा जनतालाई छुट्टै राज्यको औचित्य बुझाउनु पर्दैन। तरै पनि कतिपय साङ्गठानिक कार्यक्रम क्षेत्रीयस्तरमा पनि चल्नेछ। मोर्चा क्रामाकपासित डराउनु हुँदैन। उनीहरू डराउनुपर्छ भने इतिहाससित डराउनुपर्छ। किन भने मोर्चालाई इतिहासले क्षमा गर्ने छैन।
सत्य र असत्यबीच लडाईं
राईले अहिले सत्य र असत्यबीच लडाईँ चलिरहेको बताए। तिनले मोर्चाले राज्य र केन्द्र सरकारसित मिलेर अनेकौं प्रलोभन देखाउँदै, मसल र मनि पावरको बलमा जनतालाई त्रसित राखेर राजनीति गरिरहेको बताउँदै भने, उनीहरू मुद्दा दाबीलाई कमजोर पार्न सरकारसित मिलेर राजनीति गर्ने पर्यो, क्रामाकपा मुद्दा दबाउने विरुद्धमा लडाईँ गर्ने पर्यो। तरै पनि मोर्चाले छुट्टै राज्य भन्यो भने हाम्रो समर्थन हुन्छ। अब इमान्दार र स्वार्थी, सत्य र असत्य, असली र नक्कली छानिने स्थिति हो। जनताले समीक्षा र पर्यवेक्षण गर्नुपर्छ। जनताको पनि मुद्दाको निम्ति योगदान गर्ने सही समय आउने छ। मोर्चाको त्रासबाट जनतालाई बाहिर निकाल्नुपर्छ। त्यसको परिस्थिति निर्माण गरिनेछ।
कालेबुङलाई एक स्वर्णपदक अनि चार कास्य पदक
मनि तामंग, कालिमन्युज, कालेबुंग, 13 दिसम्बर: अल इण्डिया सिसेनकाइ सितोरियो कराँते डु फेडरेशनले गत १० अनि ११ दिसरम्बरको दिन आयोजना गरेको पश्चिमबंग राज्य इन्टर स्कुल अनि सिनियर कराँते डु च्याम्पियनसिप २०११-को खेलमा कालेबुङका पाँच जना कराँते खेलाडीहरुले दार्जीलिङ जिल्लालाई प्रतिनिधितत्व गरेका थिए| जसमा सुसन थापा, इशा गुरुङ, रितेश बराइली, अभिशेक मुखिया, अभिनाश आले रहेका थिए|सो खेलमा सुसन थापाले एक स्वर्णपदक हत्याएका छन् भने अन्या चार जनाले कास्य पदक हत्यएका छन्|उक्त खेल कोलकताको एस ए इ मा सम्पन्न भएको थियो|आज कालेबुङ आइपुगेका सो टोलिका सिनियर सुसन थापाले पत्रकाहरुलाई जानकारी दिए|उक्त खेलमा कुल १६ जना कालेबुङबाट छ्नौट भएको थियो तर आथिर्क अवस्था ठिक नभएकोले ११ जनाले सो खेलमा भाग लिन नसकेको थापाले जनाए|
