मोर्चाभित्र द्वन्द् ? मनोज वोगटी, कालिमन्युज,कालेबुङ, 13 सितम्बर। गोर्खाल्याण्ड टेरिटोरियल एड्मिनिष्ट्रेशनको बील पास गर्दै सरकारको ट्रेजरी बेञ्चमा बसेर जीटीएको पक्षमा आधा घण्टाभन्दा धेरै टिप्पणी गर्ने मोर्चाका विधायक डा.हर्कबहादुर छेत्री कालेबुङ फर्किने वित्तिकै दुइवटा महत्वपूर्ण कुरा पत्रकारहरूलाई सुनाए। एउटा थियो जीटीएमा संरक्षित बन विभाग समावेश नभएको कुरा अनि अर्को थियो जीटीएमा तराई डुवर्सको सीमाङ्कनको रिपोर्ट पुग्न अघि नै जीटीएको चुनाउ हुने। डा. छेत्रीको यस वयानले तराई डुवर्सलाई मात्र हल्लाएन पहाडलाई पनि हल्लायो। जीटीएको चुनाउको कुरा दार्जीलिङको तीनवटा महकुमामा हुने कुरा सम्झौता पत्रमा उल्लेखित छ। जीटीए मुनी रहने त्रिस्तरीय पञ्चायतको चुनाउको निम्ति चारवटा महकुमा रहनुपर्ने भए पनि यो चुनाउसमेत तीनवटा महकुमा अथवा दागोपाप क्षेत्रलाई लिएर गरिने कुरा पनि सम्झौता पत्रमा उल्लेखित छ। यता चुनाउ र तराई-डुवर्सको सीमाङ्कनको प्रक्रिया समानन्तर रहने जस्तो अन्योलपरक कुरा पनि लेखिएको छ। डा. छेत्रीले सीमाङ्कन र जीटीएको चुनाउ मामिलामा सबैलाई स्पष्ट गर्दै विवादित मन्तव्य दिए पनि क्रमैले मोर्चा अध्यक्ष अनि महासचिवको फरक टिप्पणीले अझ अन्योलपरक स्थितिको उपार्जन गरेको थियो।
यस विवाद सम्बन्धमा कालेबुङको एक च्यानलसित कुराकानी गर्दै डा.हर्कबहादुर छेत्रीले भनेका छन्, यता जीटीएको चुनाउको प्रक्रिया हुँदै गर्छ अनि उता सीमाङ्कनको निम्ति हाइपावर कमिटीले आफ्नो प्रक्रिया जारी राख्छ। तर तिनले तराई र डुवर्सको सीमाना स्पष्ट भइसकेपछि अनि मोर्चाले दाबी गरेको सबै मौजाको समावेशपछि मात्र चुनाउ हुने कुरै गरेनन्। तिनको वयानले मोर्चाले दाबी गरेको सबै मौजा जीटीएमा नपस्ने संकेत गरेका छन् भने यसले उत्पन्न गर्ने विवादलाई चुनाउको माहौल र यसको कारण लगाइने कोड अफ कन्डक्टको परिस्थितिले प्रतिक्रिया र विवादलाई ढाकछोप गर्ने परिस्थिति उत्पन्न हुन सक्नेसम्मको शंका उत्पन्न गरेको छ। मोर्चा प्रवक्ता डा.हर्कबहादुर छेत्रीले च्यानलसित कुराकानी गर्दै एउटा कुरालाई निक्कै प्राथमिकतासित उठान गरेका छन्, तिनले भने अनुसार मोर्चाले गर्न सक्ने सबै प्रक्रिया गरिसकेको छ। अब डुवर्सवासीले नै जीटीएमा पस्ने नपस्ने कुराको निर्णय गर्नुपर्छ। तिनले भने,अरू कुरामा नअल्झिएर डुवर्सवासीले जीटीएमा अन्तरभुक्त हुनको निम्ति आफ्नो पक्षबाट अहिलेदेखि नै दवाबी कार्यक्रमहरू गर्न पर्छ।
तराई र डुवर्सको निम्ति कमिटी बनाइएको छ, यो कमिटीलाई रिझाउने काम तराई र डुवर्सको हो। डा. छेत्रीले तराई र डुवर्सको रिपोर्ट पुग्न अघि नै चुनाउ हुने कुरा गरेर भविष्यसम्मको निम्ति गतिलै विवाद जन्माएका छन्। वास्तवमा नै यस्तै भयो र दाबी गरेको मौजा जीटीएमा पसेन भने त्यस उता तराई-डुवर्स र पहाडबीच द्वन्द्व शुरू हुनेछ। मोर्चाले हाइपावर कमिटीमा तराई र डुवर्स कै प्रतिनिधिहरू राखिदिएका छन्। कमिटीले जनताले चाहेको र मोर्चाले दाबी गरेको सबै मौजा जीटीएमा हाल्न सकेन भने दोष ती प्रतिनिधिहरूको नै मानिनेछ। डा. छेत्रीले जुन आउनेवाला असुविधालाई ध्यानमा राखेर सॉंचो कुरा राखिदिएका छन्, यसको विवाद अझ पनि सेलाएको छैन।
यता जीटीएको बील पारित गरेर आउने डा.हर्कबहादुर छेत्रीले दिएको वयानलाई तराईको स्टडी फोरम सदस्य पी. अर्जुनले नीजि मन्तव्य बताएका छन्।
तर डा.छेत्रीले दिएको मन्तव्यलाई कसैले पनि नीजि मन्तव्य मानेका छैनन्। यता मोर्चा अध्यक्ष विमल गुरूङले पनि चुनाउ हुने कुरा गर्दागर्दै विवाद आए पछि तराई र डुवर्सको अन्तरभुक्ति नभइ चुनाउ नहुने कुरा गरेपछि विवाद अडिएको छ। अध्यक्षले मोर्चाले दाबी गरेको सबै मौजा समावेश भएपछि मात्र चुनाउ हुने भनेर गरेको कुरालाई विश्वास गरिएको छ। डा. छेत्रीको वयानको लगत्तै मोर्चा महासचिव रोशन गिरीले सरकारलाई तराई र डुवर्सको अन्तरभुक्ति भएर मात्र चुनाउ गराउने सम्बन्धमा अपील गरिने बताएर फेरि अर्को विवाद खडा गरिदिएका थिए। एउटै मोर्चा शिविरबाट महत्वपूर्ण विषयमाथि फरक फरक मत अघि आउनु शंकाको कुरा त छँदै छ, अर्कोतिर मोर्चाभित्र पनि द्वन्द्ले आकार लिइरहेको कुरालाई पनि संकेत गरेको छ। बाटोबिनाको हाट मनोज वोगटी, कालिमन्युज,कालेबुङ, 13 सितम्बर। बृटिशकालीन हाट त लाग्यो तर बाटो नै छैन। यस्तो अवस्था देखियो कागेमा। 1968 मा दार्जीलिङ जिम्माभरि नै भीषण पैह्रो गएको थियो। त्यसै बेला कागेको बुधबारेमा विशालरूपले लाग्ने हाटलाई पैह्रोले तहस नहस पारेपछि हाट बन्द भएको थियो। हाट बन्द भएपछि स्थानीय कृषक अनि व्यापारीहरूलाई जुन संकट आएको थियो त्यसलाई केही हद भरथेग पेदोङ अलगढा अनि कालेबुङ हाटले गरिदिएको थियो। बुधबारेमा बेचिने सामानहरू यी बजारहरूमा ल्याएर पनि स्थानीय कृषकहरूले गुजारा गरिरहेका थिए।
बुधबारको दिन हाट लाग्ने भएकैले बुधबारे नाम बसेको बुधबारे हाट आहिले आइतबारे हाटमा रुपान्तर भएको छ। आइतबारमा हाट त लाग्यो तर व्यापारीहरू त्यहॉं पुग्न अघि एकपल्ट सबै कुरालाई माया मार्नुपर्ने अनि जुवा नै खेल्नुपर्ने स्थिति छ। पेदोङदेखि कागेसम्मको 18 किलोमिटरको बाटोलाई व्यवस्थित नगरिए यहॉं लागेको हाट त सुक्ने नै छ हाट लागेपछि स्थानीय कृषकहरूले सजाएको सपना पनि तुहिने छ। यहॉं अहिले जुन बाटो छ, त्यो गाडी हिँड्ने होइन खच्चड हिँड्ने स्तरको रहेको छ। स्थानीय बिरबल शर्माले भने, यस्तै बाटोमा अहिलेसम्म यातायात गरियो। कति दुर्घटना भयो त्यसको हिसाब छैन। कसले बनाइदिने, विभागमा गयो पैसा नै छैन भन्छ। अब भने जीटीएबाट बनिने हो कि भन्ने आशा गरिएको छ। कागे मात्र होइन बरमेक, बेन्दा, गेरोक, लिङसेखा,सैले जस्ता सुदुवर्ती बस्तीहरू पनि यही बाटो भएर जान्छ। कुनै खोलाको किनार झैं देखिने बाटोमा मुश्किलले फोरह्विल गाडीहरू चल्छ, यसैमा चढेर कागेका विद्यार्थीहरू पेदोङ, अलगढा अनि कालेबुङ स्कूल धाउँछन्। विद्यार्थी किशोर राईले भने, महिनामा दस दिन चॉंही स्कूल गइन्छ, गाडी बाटैमा बिग्रिएपछि कसको के लाग्छ? एक कृषकले पनि थपे, हामी त गोडीमा नै डोको पनि बोकेर आउँछौं, गाडी बिग्रियो भने डोकोमा नै समान चुइँचुइँ बोक्छौं। बिरबल शर्माले बताए अनुसार यो बाटोलाई पीच सडकमा रुपान्तर नगरेसम्म कागेको दुःख सधैँलाई हुनेछ। पेदोङदेखि मुक्ति पुलसम्मको बाटो केईडीले उहिल्यै कहिले बनाइदिएको हो तर मरम्मति छैन। अहिले ढुङ्गेघारी भएको छ। यस्तै ढुङ्गेघारीमा गाडी कुदाइन्छ। एक चालकले भने, यस्तोबाटोमा वाहन चलाउन आदत नै भइसक्यो। पीचमा पुग्दा त गाडी चलाएको जस्तो नै लाग्दैन। बिरबल शर्माले भने अनुसार बाटो बनिएमा यहॉंका विरामीहरूको निम्ति ठूलो कल्याण हुने छ, किन भने बाटो राम्रो नभएकोले नै धेरैले नै अकालमा ज्यान गुमाउनुपर्छ। यता स्टडी फोरमका सदस्य डा.आरबी भूजेलले बताए अनुसार यो क्षेत्रलाई पर्यटनस्थलको रूपमा विकास्न सकिए, यस क्षेत्रको निम्ति आर्थिक आधारमा निर्माण हुनेछ। यस्ता पर्यटनस्थलहरू प्रसस्तै छन् तर यी सबैलाई व्यवस्थित गर्नको निम्ति बाटो नै अनिवार्य रहेको छ। बीरबल शर्माले दागोपापका अभियन्ताहरूको खेलाइँचीले नै बनिएको एकैवर्षमा बाटो बिग्रिएकोले कागेले दुःख पाएको बताए। कागेमा शुरू भएको हाटबाट धेरैले नै आम्दानीको बाटो खोज्न थालेका त छन् तर उनीहरूलाई एउटै असुविधा छ बाटोको। यसपल्टको व्यवस्थाले बाटो त बनाउँला तर पुरानै किसिमको काम गराई हो भने बाटो भएको नभएको केही अर्थ रहने छैन-एक शिक्षकले भने। जीएलपीको निम्ति राज्यले बलियो प्रोजेक्ट तयार पारेको दाबी मनोज वोगटी, कालिमन्युज, कालेबुङ, 13 सितम्बर। हाल मोर्चा महचसिव रोशन गिरी जीटीए रिभ्यू कमिटिको बैठकको निम्ति कोलकतामा नै छन्। हिजो बैठकमा गिरीले गोर्खाहरूलाई पनि भारतको सेना, अर्धसैनिक बल अनि पुलिसमा भर्ना गर्नको निम्ति प्रावधान हुनुपर्ने कुरा उठाएका थिए। त्यसै अवधी जीटीए अन्तरगत जीएलपीहरूले पाउनपर्ने सहूलियत अनि रोजगार सम्बन्धि बङ्गालको केन्द्रिय गृहसचिव समर घोषसित बैठक गरेको साथै राज्यले पनि जीएलपीको भविष्यलाई गम्भिरतापूर्वक लिँदै मोर्चाको सुझाउ अनुरूप केन्द्रलाई चॉंड़ै बलियो प्रोजेक्ट तयार पारेर पठाउने जीएलपी प्रमुख कर्णल आलेले आज बताए। गोर्खाल्याण्डको आन्दोलनकाल अवधी मोर्चाले स्वंयसेवकको रूपमा गठन गरेको जीएलपीलाई जीटीए अन्तर्गत मोर्चा अनि राज्यले हाल गम्भिरतापूर्वक लिइरहेको बताउँदै कर्णल आलेले भने, जीएलपीलाई लिएर हामीले गम्भिरतापूर्वक सोंचिरहेका छौं।
जीटीए कार्यान्वयन नै जीएलपी नानीहरूले पनि पर्खिरहेका छन्। उक्त विषयमा रोशन गिरीले समर घोषसँग भेट गरेपछि राज्यले जीएलपीको निम्ति बलियो प्रोजेक्ट तयार पारेर पठाउने भएको छ। जीटीएमा जीएलपीहरूको निम्ति रहेका प्रावधानहरू सम्बन्धमा तिनले भने, ममताले अघिबाटै 15000 जीएलपीहरूलाई राज्य पुलिस अनि अर्धसैनिक बलमा प्राथमिकता दिने बताइसकेकी छन्।
शारीरिक असक्षम अनि योग्यताको आधारमा रहल जीएलपीहरूलाई जीटीए अन्तरगत ग्रुप सी. अनि ग्रुप डी को पोस्टहरूमा नियुक्त गरिनेछ। जीटीएमा जतिपनि प्रावधानहरू आउँछ त्यसमा जीएलपीहरूलाई पनि शैक्षिक योग्यताको आधारमा प्राथमिकता दिइनेछ। तिनले जीएलपीका जवानहरू पनि विमल गुरूङमाथि आशा राखेर बसेको बताउँदै गुरूङले उनीहरूलाई व्यवस्थित गर्ने आशा प्रकट गरे। आलेले जीटीए अन्तर्गत थुप्रै लघु उद्योगहरूको निर्माण गरिने अनि यसैमा पनि जीएलपीहरूलाई प्रमुखता दिने पनि तिनले बताए। जीएलपीलाई लघु उद्योगहरूमा रोजगार उपलब्ध गराउने कुरामा सरकारले पनि सहमति दिइसकेको पनि तिनले जनाए। तिनले अघि पन्ध्र हजार जीएलपीले भर्ना लिएको भए पनि अहिले धेरैले जीएलपी छोडेको अनि घर गएको सम्बन्धमा बताउँदै जीएलपीहरू बाध्यताको कारण घर फर्किएको तर अहिले जीटीए भएपछि धेरैले नै फर्किँनको निम्ति आवेदन गरिरहेको बताए। तिनले आवेदन गर्ने जीएलपीहरूलाई अहिले क्याम्पमा भने नराखेको तर उनीहरूको निम्ति पनि केही सोंचिएको तिनले थपे।
जीएलपीको गठन गरिएको गोर्खाल्याण्ड आन्दोलनको निम्ति थियो तर मोर्चाले गोर्खाल्याण्डको मुद्दालाई अहिलेको परिस्थितिमा स्थगित गर्दै जीटीएमा सम्झौता गरेपछि अनि जीटीएमा नै जीएलपीलाई रोजगार उपलब्ध गराएर व्यवस्थित गरिएपछि फेरि पनि मोर्चाले गर्ने भनिएको गोर्खाल्याण्डको आन्दोलनमा के जीएलपीको गठन हुन्छ त भन्ने प्रश्न गर्दा तिनले त्यसबेलाको परिस्थिति अनुसार केन्द्र कमिटीले नै निर्णय गर्ने बताउँदै भने, यो पोलिसी मेटर हो,यसको योजना र नीतिमाथि मोर्चाको केन्द्रिय समितिले जुन आदेश दिन्छ, हामी त्यसैलाई शिरोपर गर्नेछौं। अहिले गोर्खाल्याण्डको निम्ति गठन गरिएको जीएलपीलाई मोर्चाले अहिले सामाजिक कार्यमा व्यस्त राखेको छ। मोर्चाले जीटीए थाप्ने भए पछि नै जीएलपी जवानहरूको लक्ष्य र उद्देश्यमा लचिलोपन ल्याइएपछि जवानहरू हरेश खाएर घर फर्कन थालिसकेका थिए तर जीटीए ग्रहण गरेपछि रोजगारको आशाले उनीहरू क्याम्प फर्कन थालेका छन्।

Norbula injured
KalimNews: Former MP and INTUC trade union leader Dawa Norbula is injured in a motor accident and admitted in a nursing home at Pradhan Nagar, Siliguri. According to the sources, his vehicle was hit by a SIT bus which lost control over it . Police sources said that Norbula was coming to Siliguri while his vehicle was hit by a bus near Methibari and the bus is seized.
K.B.Watar CPM leader who was also coming to Siliguri to attend a party meeting saw the injured MP and took him to Sukuna Health Center along with the injured driver Ambukey Sarki and Sherab Sherpa. Norbula's right leg, hand and chest bears grievious injury but he is saved, said a party member.
UNI, Siliguri, Sep 13: Congress leader and former MP from Darjeeling Dawa Narbula was critically injured when the four wheeler he was travelling in collided head-on with another vehicle on NH 55 at Methibari under Sukna police out post in Siliguri today.
Sources said the MP along with his adopted son and driver was on his way to Siliguri from Darjeeling when the accident took place.
All of them were seriously wounded in the mishap and admitted to a private nursing home at Pradhannagore here.
Police said a complain had been lodged by the MP's family at the police station concerned and added investigation in this respect was on.
Aspiring DJ stabbed to death in Bangalore - Victim’s childhood friend from Sikkim arrested, police clueless about motive of murder

TT, Gangtok, Sept. 13: The only son of a senior bureaucrat in the Sikkim government has been stabbed to death allegedly by his childhood friend in Bangalore.
The body of 18-year-old Ishwar Basnett was brought here today. It was accompanied by the boy’s father O. P. Basnett, an additional director in the state human resource development department, and his uncle Janga Basnett, additional director-general of police.
Ishwar was stabbed in the chest by a pair of scissors in his apartment at Sanjay Nagar in Bangalore on Friday following an argument with the friend. He succumbed to his injuries in a hospital there on Saturday afternoon.
The accused, Prasanna Khawas, 18, is also from Sikkim. He has been arrested and a murder case under Section 302 of the IPC was registered against him at Sanjay Nagar police station, said Janga Basnett.
An official of the Sanjay Nagar police station confirmed the arrest. “Prasanna has been arrested in connection with the murder. He is presently in judicial custody and investigations are on. There was a quarrel between the two and Prasanna stabbed him,” the police officer told The Telegraph over phone.
The police arrested Prasanna while the injured teenager was being taken to the hospital.
“The other residents of the building where Ishwar used to stay informed the police about the incident. The accused has confessed to stabbing Ishwar. The Bangalore police do not know why the fight took place and the reason will come out in the course of investigation,” said Basnett.
Ishwar had reached Bangalore earlier this month to pursue a course to train as a DJ at a musical institute. He had rented a room at Sanjay Nagar and was staying alone. His school friends, including Prasanna, are also in Bangalore, pursuing degree in various colleges.
Ishwar’s cousin also stays in Bangalore. She said Ishwar had managed to call his father on his mobile phone around 5.30pm on Friday to say he had been stabbed by Prasanna after an argument. “Two other friends were in the adjoining balcony when the attack took place. His father called me up and I rushed to where Ishwar stayed. He had already been taken to the hospital by his friends. When I reached the hospital around 6.30pm, Ishwar had been admitted to the intensive care unit and he was not in a state to speak to me,” she said over phone from Bangalore.
This is the second unnatural death of a Sikkimese student outside the state this month. On September 6, 16-year-old Yalem Rai had allegedly hanged himself in his hostel at a boarding school in Kurseong. Rai, a Class X student, was the son of the senior private secretary of the human resource development minister of Sikkim. His parents had rejected the suicide theory and demanded an investigation into “the murder”.
Ishwar’s uncle Basnett had an appeal for parents. “As the uncle of the victim, I would appeal all the parents who want to send their children outside Sikkim for higher studies to know where and with whom their children are staying and find out more about their social circles.
IT park plan for job-starved hills - Partha tells Morcha to draw up proposal

VIVEK CHHETRI, TT, Darjeeling, Sept. 13: The Mamata Banerjee government has decided to set up an IT park in the hills and has asked the Gorkha Janmukti Morcha to help draw up a plan, the proposal coming at a time when job opportunities in Darjeeling have stretched to the seams.
The government decision has come as a welcome relief to the hills where the setting up of any industry, except for tea and tourism, is not much viable given the terrain.
The tourism sector has employed nearly 1 lakh of the 3.5 lakh employable people who live in the Darjeeling hills, said an industry observer. The tea sector employs around 70,000 people, followed by the cinchona plantation which employs around 6,000.
“In terms of jobs, the tea and tourism sectors are stretched to the maximum. The IT park will be a big relief. The cinchona plantation is not financially very strong. The hills are growing, we need jobs. A lot of people from the hills, almost a generation, have left to work in the IT sectors elsewhere, specially the BPOs,” said Poonam Kumar Sharma, a lawyer from Darjeeling.
The details of the Darjeeling IT project is not yet known, as a site for the park has to be identified and an infrastructure plan drawn up first.
Commerce and industries minister Partha Chatterjee today asked Morcha general secretary Roshan Giri to help the government draw up the proposal to set up the park.
“We also wanted an IT park in the hills so that there were more employment opportunities. During our meeting with Partha Chatterjee, he asked us to help the government draw up a proposal to set up a project in the hills. We have welcomed the decision,” said Giri, who is in Calcutta since yesterday to examine provisions of the GTA bill for implementation, over the phone.
The Gorkhaland Territorial Administration Bill will put in place a new authority for the hills.
The Morcha delegation, which also included the party’s central committee member Jyoti Kumar Rai, demanded that the gardens run by the West Bengal Tea Development Corporation should pay Puja bonus at the rate of 20 per cent as agreed upon by other gardens in the hills and the plains.
While Pandam, Rangaroon and Rangmuk-Cedar, are under the WBTDC, a government agency, in the hills, the corporation runs Hilla and Moua in the Dooars. “We were surprised to find that the WBTDC had decided to disburse bonus at 8.33 per cent this year. This is when most of the gardens have agreed on a 20 per cent bonus,” said Giri.
The 20 per cent bonus is the highest prescribed in the Plantation Labour Act, 1951. The minimum rate according to this Act is 8.33 per cent. “We are confident that the state government will agree to disburse the bonus at the rate of 20 per cent. The minister has asked for files related to these gardens from the chief secretary,” said Giri.
The Morcha leader said the state government was also thinking of setting up a nurses’ training institute in the hills, a promise made by Mamata Banerjee during her visit to the region last year when she was the railway minister.
TMC packs N Bengal panels with own people
Pinak Priya Bhattacharya, TNN,Sep 14, 2011, JALPAIGURI: Far from weeding out dalatantra as Trinamool Congress chief Mamata Banerjee had promised before the 2011 assembly polls, the ruling Trinamool has packed all the three policy-making bodies of North Bengal -Uttar Banga Unnayan Parshad (UBUP), Jaigaon Development Authority (JDA), and Siliguri Jalpaiguri Development Authority (SJDA) - mostly with people close to Trinamool.
Most of the MLAs other than Debaprasad Roy of Congress and Udayan Guha of the Forward Bloc did not find a place in the committees. Even the heads of civic bodies of Siliguri and Jalpaiguri have been kept out of the committee - something which never happened since the SJDA was floated in 1980.
According to norms, district magistrates and sabhadhipatis of the six North Bengal districts and the divisional commissioner are all members of the UBUP. But this apart, the parshad has place for six more people in the executive committee. During the last term, MLAs from North Bengal were accommodated in the UBUP. That, however, did not happen this time. The government nominated rebel RSP-turned-Trinamool leader Joachim Buxla in the executive committee. Buxla was an RSP MP from Alipurduar and joined Trinamool only after he was denied a ticket in 2009.
Similarly, a Trinamool leader from Cooch Behar has been nominated chairman of the JDA, ignoring Kalchini MLA Wilson Champramari. Initially, Goswami was pitted against Udayan Guha in Dinhata in the 2011 assembly polls, but was later withdrawn from the fray.
Worse, the heads of the civic bodies of Siliguri and Jalpaiguri were kept out of the committee - the first such incident since SJDA was floated in 1980. Instead, Trinamool Congress councillors Ranjan Silsharma, Jyotsna Agarwal and Chandan Bhowmik were handpicked for the SDJA with Congress MLA Sankar Malakar the only representative in the SDJA.
"This is utter nepotism. I strongly feel that the civic heads of Siliguri and Jalpaiguri and the Jalpaiguri MLA should have been made members of the body. Their Congress identity should not have come in the way of their making it to the SJDA, a body that was formed to speed up development of Siliguri and Jalpaiguri, How can the body develop a place neglecting the local government?" said former North Bengal University professor Manas Dasgupta.
Jalpaiguri Municipality chairman Mohon Bose was also unhappy. "I am surprised. The civic bodies of Jalpaiguri and Siliguri are not outside the purview of the municipal affairs' department. Why is this attitude?" he said.
SJDA chairman and Siliguri Trinamool MLA Rudranath Bhattacharya refused to comment on the selection process. "I have nothing to say on the committee as this was decided by the urban development ministry. I can only say that I won't take a partisan stance while executing my duties," said Bhattacharya.”

12 wagons of a coal laden goods train coming from Assam derailed at Shymaktala near Alipurduar in the wee hours but there was no report of any casualty or injury, divisional railway manager, Alipurduar SN Singh said.

"We are preparing For that we are getting ready and preparing the required infrastructure for functioning of the GTA," he said. Only a formal nod from GJM president Bimal Gurung was now awaited. For proper implementation of different clauses of the memorandum of agreement signed between GJM, the state government and the Centre, a series of talks with Kolkata and Delhi would now be necessary. In Monday's discussions, the possibility of appointment of members of th GJM's youth brigade in the state police and the army were discussed. Giri discussed with the home secretary also about setting of the three-tier panchayat system in the hills and how the panchayats would function to accelerate development. Panchayat bodies in the hills had turned defunct since 2004 as there was no election. Moreover, the panchayat system in the hills was a two-tier one, with gram panchayats and panchayat samities but no zilla parishad. Till now, the outgoing Darjeeling Gorkha Hill Council was functioning also as the zilla parishad. Giri discussed the issue of giving proper status to scheduled tribes in the hills, as there was a sizeable tribal population. Giri said that scheduled castes should also get their dues., he said. GJM leaders would soon hold a meeting with the Backward Classes Commission so that people of backward classes had better opportunities. An official said in the hills about 30 per cent of the population were tribals and about 18 per cent were scheduled castes. The task of delimitation of constituencies for holding the GTA elections would also have to be taken up. While the state government wants the process of holding the elections and the survey for inclusion of additional areas in Dooars and Terai to continue as parallel processes, GJM wants the elections to be held after completion of the process of inclusion of new areas. Giri refused to comment on the progress in inclusion of Dooars and Terai areas to GTA, saying that a high power committee for identification of areas was doing its job.
Rs 500cr plan for north Bengal - Development projects announced, funds hope pinned on Delhi
TT, Calcutta, Sept. 12: The Mamata Banerjee government has decided to initiate a string of development projects for north Bengal at an estimated cost of Rs 500 crore, more than half of which it hopes to receive from the Centre.
Key areas such as health, education, infrastructure development and culture will be covered under the projects, it was decided at the inaugural meeting of the reconstituted North Bengal Development Council (NBDC) at Writers’ today. Chief minister Mamata Banerjee chaired the meeting.
“We decided on a number of projects for the development of the six north Bengal districts. Various issues pertaining to the overall socio-economic uplift of the region featured in the meeting,” north Bengal affairs minister Gautam Deb told reporters.
The NBDC has an annual budget allocation of Rs 200 crore, which the state government has already disbursed. The council will also get Rs 30 crore from the Union government under the Central Rural Infrastructure Development Fund.
Deb said the state hoped to get the remaining Rs 270 crore from the Centre under the Central Backward Regions Grants Fund. The minister said the NBDC would draw up detailed project reports (DPRs) and submit it to the chief minister before the Pujas in the first week of October.
“If the Centre is satisfied that the funds will be utilised for the uplift of the backward areas, getting funds will not be a problem,” Deb said. Around 70 per cent of north Bengal is backward, sources said.
The Centre has been asking for a blueprint of the state’s development plans before disbursing more funds.
“The chief minister will look into the DPRs and fine-tune them before giving her approval,” Deb said. He said work on the projects would start after the Pujas and “will hopefully be completed in three months”. “We hope to complete most of the projects in three months. The remaining will be done by the end of this financial year,” he added.
The minister said five district hospitals in north Bengal would be modernised and upgraded at a cost of Rs 50 crore. “We are creating a database of the infrastructure needs of all north Bengal hospitals,” Deb said. “We will meet public works department officials to chalk out the details of our plan for the hospitals.”
The NBDC will hold a meeting with tribal development department officials to assess how much funds will be needed for the uplift of tribals.
The NBDC’s projects include setting up a Hindi-medium college in the Dooars, an agricultural university in South Dinajpur’s Balurghat, more Industrial Training Institutes and madarsa colleges, Nepali academies in Darjeeling and Mungpoo, an auditorium for a century-old Nepali girls’ school in Mungpoo, a 30km heritage zone in Cooch Behar and a permanent building in Jalpaiguri for the circuit bench of Calcutta High Court.
The government has also decided to renovate a house in Mungpoo that Tagore used to visit. The houses of folk poets Abbasuddin and Naib Ali Tipu in Cooch Behar will be renovated.
The government will carry out a “special audit” of the NBDC’s finances in the past 11 years. “Special focus will be laid on the Rs 48 crore that was supposedly spent on projects by the erstwhile council last year. These projects have no utilisation certificates,” Deb said.

PR, KalimNews, Golaghat 11th Sept 2011: The 4th Binnenial Conference of All Assam Gorkha Students’ Union (AAGSU), Golaghat Colleges’ Unit and the 7th Romailo Vetghat was held at the Debraj Roy College auditorium on Sunday with a day long colourful program. The program began at 9 am with hoisting of the AAGSU flag by Chabit Bista and floral tributes to the martyr by Sita Devi Dewan president and gen secy respectively of the Golaghat colleges’ unit AAGSU followed by literary program and stage ragging and introduction for the freshers which was co-hosted by literature secretary Binod Pradhan, Parishma Limboo.
The open session being dedicated in memory of Martyr Birbal Limboo which began at 1pm was presided over by Chabit Bista, president AAGSU, GCU was attended by host of dignitaries and distinguished guests. Prominent among them were all former president and secretaries the unit, Digambar Chetri, Organising Secy AAGSU, Kamal Pradhan, Jt. Convenor, Delhi Gorkha Students’ Union, Prem Newar and Moni Kr. Limboo president and gen secy respectively of the AAGSU, Golaghat Dist. Committee, Rajen Thakuri former Asst. Gen Secy AAGSU and Rajesh Khanal; Education Secy. GDC,AAGSU, Members and representatives of other college and regional unit of AAGSU. Dr. Anil Kr. Baruah, Principal D R College and Dr. Roshan Sarma, Associate Professor; Dept. of Botany, D R College graced the occassion as Spcl Guest of Honour while Mohen Bora, president AASU Golaghat Regional Unit and Bhoben Tulsiari; president All Bodo Students’ Union (ABSU); Golaghat Town Unit attended as special invitee.
Addressing the open session as the Chief Guest Mr. Nanda Kirati Dewan, Information and Publicity Secy. AAGSU outlined the presence of Gorkha students union in Assam which dates back to pre-independence days in 1946 at Tezpur under today’s Sonitpur district of Assam along with the Assam Prantia Akhil Bharatiya Gorkha League. It took thirty long years to organize in entire state lastly on 26th Dec 1976 All Assam Gorkha Students’ Union (AAGSU) came into existence under Dr. Harka Bahadur Chetri and Dambar Mani Pradhan as the founder president and gen secy and the legacy thereafter have been carried on. He made a nostalgic statement, ‘My times with the AAGSU, GCU were the most cherishing and challenging times, cherishing because each and every moment today are nostalgic also challenging because the existence and continuity was the big question which dominantly is on better and positive side’, recalling the days in 2005 when the AAGSU Golaghat Colleges’ Unit was formed under his visionary leadership. He congratulated all who have been attached with the unit and thanked one and all for their wholesome effort for being social and for humble submission to be students’ activist.
‘Being students today, you will be mainly focused on your studies and career, keeping the values and principle of the organization intact in you, for it teaches you the social values of life that makes each one of you a complete individual and responsible citizen of the nation’, the top AAGSU leader said welcoming the fresher’s to different colleges, paramedical, poly technique institutes and higher secondary schools of Golaghat.
Reacting sharply on the Indo-Bangla land swap deal wherein Assam had to surrender more than 2000 bighas of land to the neighbouring country Bangladesh the AAGSU leader squarely slammed the UPA government at the centre and the congress govt in the state. Coming down heavily on the Chief minister Tarun Gogoi he said, ‘Thousands of indegenious Assamese people are loosing land every day due to flood and erosion in Dhemaji and Lakhimpur dist of Assam and government have shown no interest in giving adequate relief and rehabilitations to people, where as readily agreed to give large stretch of land to the Bangladeshi without even discussing it in the Assembly or in the cabinet. This is total autocratic rule and sheer betrayal with the people of Assam who gave them absolute majority just hundred days back. ‘We condemn it in the strongest word vehemently and shall be a part of any joint movement throughout Assam either lead by the AASU or KMSS’, Dewan said elaborating on need of joint protest like the India Against Corruption movement to protest the Indo-Bangla land swap deal and the big dams. He appealed all community organizations including the KMSS and AASU who have been spearheading the protest for a united fight under one banner like ‘Assam against Bigdams’, and slammed the administration for brutally attacking the unarmed KMSS protesters at Jamugurighat.
In his concluding remarks he wished the new executive committee under Bikash Shrestha and Moni Kr. Thapa respectively president and gen secy to carry forward the union to scale greater heights. Mr. Dewan through out his deliberation was seen as emotional and proud for his subordinates success.
Moni Kr. Limboo, Gen Secy. Golaghat Dist. AAGSU speaking as appointed speaker informed the role of Gorkhas in the nation building process since pre-independence and categorically pointed out the role played by the Gorkhas of Golaghat in Assam Agitation and SPCDC and Gorkha Autonomous Council movement. Slamming the district administration for failing to provide security to lives and property along the Assam-Nagaland border in around Merapani he said, ‘Administration have totally failed in controlling the dispute and aggression of Nagas’,he further added,’Gorkhas being the frontier savers will not tolerate to give away even a single inch of land to Nagaland undemocratically’. He appealed both the state government to settle the border disputes amicably with a honourable solution.
Limboo congratulated Ms. Parishma Limboo who got elected with a record margin to the post of Vice President of DR College Students’ Union and Priyanka Rana who got elected as Girls Common Room Secy.
Dr. A K Bora, principal of D R College released the mothpiece of Golaghat colleges’ unit ‘SAAINO-Milan Haamro’ and addressing the Gorkha freshers and commiting to the AAGSU leadership to extend all support to GCU, AAGSU and Gorkha students in Golaghat. He appreciated the efforts of the students for bringing out the historical document the mouthpiece which stand as the testimony. Members of AASU,ABSU and other AAGSU leaders too addressed the gathering. After swearing in ceremony of new executive committee and felicitation of successful students and Mr. and Miss Freshers a colourful cultural program was organized the evening to commemorate the celebrations. Romailo Vetghat is flagship annual program of the Golaghat Colleges’ Unit AAGSU in Golaghat since 2005. |
