Nicole Tamang murder accused in Nepal, CBI tells high court
PTI, Kolkata: The CBI today informed the Calcutta high court that Nicole Tamang, prime accused in the murder of All India Gorkha League chief Madan Tamang, has fled to Nepal after escaping from CID custody and steps were being taken for a red-corner notice against him.
CBI counsel Himangshu Dey submitted a report before a division bench comprising Chief Justice JN Patel and Justice Asim Kumar Roy stating that it had credible information that Tamang had fled to Nepal.
He said that at 7 am on March 11, Tamang was seen crossing the Indo-Nepal border.
Interception of the mobile phones of Tamang's relatives also indicated that he was in Nepal, Dey submitted.
The CBI counsel said steps were being taken to issue a red corner notice against him and Interpol has already been informed.
The matter would be taken up for hearing again on July 21, when the CBI would have to file another progress report.
Madan Tamang was murdered in broad daylight on May 21 last year at Chowrasta in Darjeeling town where he was to address a public meeting.
Nicole, a Gorkha Janmukti Morcha central committee member, absconded after the murder and was arrested by the CID on August 15 from a hideout at Bijonbari in Darjeeling.
He disappeared from CID custody in Pintail village near Siliguri on August 21.
While the CID had claimed that Nicole had fled from its custody, his wife Prema Tamang filed a petition in the high court alleging foul play by the state investigating agency and prayed for a CBI probe.
Prema had filed a habeous corpus petition in the high court asking the police to produce her husband before the court.

An activist of the Gorkha Janamukti Morcha (GJM), Nikol Tamang had escaped from the custody of West Bengal's Criminal Investigation Department in August last year and remained untraced since.
According to CBI counsel Himangshu Dey, the report states that Nikol Tamang is alive and was recently spotted at different places in Nepal.
“He was seen near the Indo-Nepal border on March 17 this year. The Indian Government will soon approach Interpol to issue a red notice against Tamang so that he cannot flee from Nepal and can be arrested by the Nepalese police,” Mr. Dey told The Hindu, adding that the full report on the CBI's investigation in the case will be submitted before the court on July 21.
ABGL leader Madan Tamang was killed on May 21 last year by a group of suspected GJM supporters at Darjeeling and Nicole Tamang was alleged to have led the attack.
After taking up the investigation, the State CID had filed a charge sheet on August 30 in the Darjeeling court in which names of several prime accused persons mentioned in the first information report were dropped.
30 named
Thirty persons were named in the charge sheet in connexion with Madan Tamang's murder.
Nikol Tamang managed to give the CID sleuths a slip on August 22 last year as he fled from Pintale village near Siliguri town where he was brought for interrogation.
With the CID clueless about the whereabouts of Nikol Tamang, the Calcutta High Court asked the CBI to take over the case in January this year.

उता तेलङ्गनाको निम्ति राजीमाना दिइनेः यता परिषद्को निम्ति जुट्ने
मनोज वोगटी, कालिमन्युज, कालेबुङ, 23 जून। छुट्टैराज्य कै निम्ति भइरहेको तेलङ्गनानाको आन्दोलनलाई श्रीकृष्ण आयोग समेतले भत्काउन सकेन भने गोर्खाल्याण्ड आन्दोलनलाई परिषद्ले नै भत्काइसकेको छ। वाम सरकारलाई किनारा लगाएपछि ममता व्यानर्जीले दार्जीलिङलाई जुन स्वायत्ता र आर्थिक प्याकेज दिएर गोर्खाल्याण्ड आन्दोलनकारी गोर्खा जनमुक्ति मोर्चालाई मनाउने काम गर्यो, यसको निम्ति केन्द्र सरकार ममता म्याजिकदेखि प्रशन्न छ।
ममताले भारतमा नै कुनै पनि छुट्टैराज्यको सवाललाई ठाड़ो विरोध गरेको कारण नै केन्द्र सरकारले तेलङ्गनाको मुद्दामाथि पक्कापक्की निर्णय गर्न सकेको छैन। यद्धपि आन्द्र प्रदेशका कंग्रेस मन्त्री, सासंद अनि विधायकहरूले केन्द्रलाई 1 जुलाईसम्मको अल्टिमेटम दिइसकेको छ। यदि 1 जुलाईसम्म केन्द्रले तेलङ्गना मुद्दालाई लिएर कुनै पनि चुडान्त निर्णय नगरे आन्दोलनलाई निचोड़मा पुर्याउन कंग्रेसी नेतृत्वहरूले रणनीति तयार गरिसकेका छन्। बीबीसीले उल्लेख गरे अनुसार आन्द्रका कंग्रेसी नेताहरूले यसै महिनाको अन्तिमसम्म कुनै निर्णय नगरे पार्टीलाई त्यागपत्र सुम्पने निश्चित भइसकेको छ। यदि आन्द्रका कंग्रेसी नेताहरूले हाइकमाण्डमा त्यागपत्र बुझाए कंग्रेसलाई यति ठूलो झट्का लाग्नेछ कि यसको भरपाइ कतै पनि सम्भव हुने छैन।
सोनिया गान्धीलाई पत्र पठाउँदै भनिएको छ, छुट्टैराज्यबाहेक कुनै पनि विकल्प स्वीकार्य हुनेछैन। यसै महिनाको अन्तसम्म कुनै चुडान्त निर्णय नगरिए पार्टीका सबै नेताहरूले दललाई राजिनामा दिने छन्। अहिलेसम्म 11 जना सांसद, 6 जना मन्त्री, 22 जना विधायक अनि 9 जना पार्षदले राजिनामा पत्र कंग्रेसी नेता जन्ना रेड्डीसमक्ष जमा गरिसकेका छन्। राजिनामा पछि 5 जुलाईदेखि आमरण अनशन गरिने तय भइसकेको छ। कुनै पनि परिस्थितिमा राज्य लिएरै छोड्ने पक्षमा आन्दोलनकारीहरू रहेको हैदरावादका पत्रकार उमर फारूकले जनाएका छन्। तिनी अनुसार तेलङ्गना आन्दोलनकारीहरूको निम्ति राज्यको साटो दार्जीलिङ मोडल बोकेर केन्द्र बसेको छ, तर यसले तेलह्गना आन्दोलनकारीहरूलाई कुनै परक पर्नेवाला छैन।
दार्जीलिङका आन्दोलनकारीहरू झैं आर्थिक प्याकेज र स्वायत्ता चहानु हो भने श्रीकृष्ण आयोगको रिपोर्टलाई दुत्कार्ने थिएनन्। ममता व्यानर्जीले सहजरूपमा नै दार्जीलिङको छुट्टैराज्यको समस्या समाधान गरिदिएपछि तेलङ्गनाका आन्दोलनकारीहरूलाई केन्द्रले प्रेसर शुरू गरिसकेको छ। यही कुरा बुझेकोले आन्दोलनकारीहरू अझ सशक्त बनेका छन् भने केन्द्रका व्यवहारको कारण नै आन्द्रमा कंग्रेस नेताहरूलाई पार्टी चलाउन गाह्रो परिरहेको छ। श्रीकृष्ण आयोगलाई ठाड़ै विरोध गरिएको कारण केन्द्रले तेलङ्गनाको मुद्दालाई लिएर केही बोल्ने आँट गरेको छैन। दार्जीलिङको मोडल झैं स्वायत्ता र आर्थिक प्याकेजको कुरा तेलङ्गनाका आन्दोलनकारीहरूसित राख्ने परामर्श ममता व्यानर्जीले केन्द्रलाई दिएको छ। तर आन्द्रका कंग्रेसी नेताहरूले सोनिया गान्धीलाई पत्र लेख्दै आउँने संसदसत्रमा तेलङ्गनाको बील ल्याइनुपर्ने अनि यसको घोषणा यसै महिनाको अन्तमा गर्नुपर्ने दवाब राखिदिएको छ।
कंग्रेस कोर कमिटीका सदस्यहरूले गृहमन्त्री पी.चिदम्बरम अनि वित्तमन्त्री प्रणव मुखर्जीलाई आन्द्रको परिस्थितिमाथि जानकारी दिइसकेका छन्। यता ममताले गोर्खाल्याण्डको मुद्दालाई सधैँभरिको निम्ति अन्त गर्दै स्वायत्ता र आर्थिक प्याकेजले आन्दोलनकारी गोर्खा जनमुक्ति मोर्चालाई सहमतिमा ल्याइसकेपछि तराई र डुवर्सको सीमाङ्कनको प्रक्रिया चलिञ्जेलसम्म दागोपापलाई नै चलाउनको निम्ति 30 जूनमा बोर्ड अफ एडमिनिष्ट्रेशन गठन गर्ने तय भइसकेको छ। कलकत्ताका पत्रकार पार्थ मुखोपाध्याय अनुसार मोर्चाले राखेको सीमाह्कनको कुरालाई ममता व्यानर्जीले ठाडो विरोध गरिसकेकी छन्। यसको निम्ति केवल औपचारिकता मात्र मेट्ने काम हुनेछ। मोर्चा परिषद्को निम्ति मात्र नभएर बोर्ड अफ एडमिनिष्ट्रेशनको निम्ति पनि साह्रै उत्सुक रहेको छ।
पहाड़का विधायकहरू अहिलेदेखि नै पहाड़को विकासको निम्ति क्षेत्र भ्रमणमा लागिसकेका छन्। यता ममता व्यानर्जीले पनि मन्त्रीहरू पठाएर मोर्चाको मन जित्ने प्रयासलाई जारी राखेकी छन्। पहाड़को जिम्मा वोर्डलाई दिने भएपनि तिनले गोर्खाल्याण्डलाई स्वीट्जरल्याण्ड बनाउने प्रणलाई स्थीर नै राखेकी छन्। तिनी चहान्छन् मोर्चाले होइन ममता र तृणमूलले नै पहाड़को विकासको माइलखुट्टी तय गरोस्, यसो हुनसक्यो भने ममताले केन्द्रमा आफ्नो प्रभुतालाई दह्रो गर्न सक्नेछिन्, जसको कारण कंग्रेसले देशको कुनै पनि कुनामा उठिरहेको छुट्टैराज्यको मागमाथि बोल्न अघि ममतालाई दसपल्ट सोंच्नुपर्नेछ। यस हिसाबले मोर्चाले केवल गोर्खाल्याण्ड आन्दोलनलाई मात्र असर गरेको छैन, देशभरि भइरहेको छुट्टैराज्य आन्दोलनकारीहरूलाई पनि असुविधामा हालेको अनुमान गरिन थालिएको छ।
पहाड़मा आउने परिषद्ले तेलङ्गनाका आन्दोलनकारीहरूलाई कतिको असर गर्ने हुन्, त्यो 5 जुलाईदेखि नै थाहा पाइने छ। यति मात्र होइन छुट्टैराज्यको निम्ति आन्दोलनकारीहरूमा रहेको स्वार्थ पनि यहीँबाट छुट्टिने भएको छ ।
गान्तोक वरिपरीबाट 42 जना बाल-बालिका उद्दार
उत्पिडनको शिकार बनेका बालबालिकालाई सीआईडीले मु्क्ति प्रदान गऱ्यो
प्रविण खालिंग, कालिमन्युज, गान्तोक, 23 जून। मानवताको सीमा नाघेर 10 देखि 16 वर्ष हरदर उमेर भएका अतिनै निरिह अवस्थामा उत्पिडन र बाल मजदूरी गराइएको 42 जना नानी उद्दार गरेको छ। सिक्किम पुलिसको अपराध अनुसंधान शाखा (सीआईडी), गैर सरकारी संस्थाहरू लगायत सचेत चिकित्सकहरूका टोलीले राजधानीको विभिन्न ठाउँमा आज बिहान 5 बजी देखि शुरु गरेको छापा अभियानमा मानवता नै जर्जर पारिएर घरमा काली केटीको नामले प्रसिद्धि पाइसकेका 31 जना केटी अनि 11 जना केटालाई उद्दार गरेको छ। पिडीतहरूमा अधिकांश आदीवासी रहेको छ भने केही गोर्खाली तथा सिक्किमे पनि रहेको पुलिस सूत्रले बताएको छ। सिक्किम पुलिसका प्रवक्ता डीआइजी एस श्रीधर रावले दिएको जानकारी अनुसार आज बिहान सीआईडी ब्राञ्चको तत्परतामा छापा अभियान चलाइएको थियो। बिहान पाँच बजीदेखि चलाइएको अभियानमा पश्चिम बंगालको डुवर्स क्षेत्रको अधिकांश बाल-बालिका उद्दार गरिएको छ भने केही मात्रमा सिलगढी, बिहार, झारखण्ड र छेउछाउका रहेका छन्। यसका साथै सिक्किमको बरदाङ र अन्य केही ठाउँका बाल-बालिका पनि रहेको बताइएको छ। मानवताको खुल्ला हत्या हुनेगरेको नव धढ्यानहरूको समाजको कृतिम अनुहार छर्लङ्ग पार्ने कार्य सीआईडीले गरेको छ।
छापामा सबैभन्दा धेरै डेप्लोप्मेन्ट एरियाबाट18 जना, डीपीएचबाट 5 जना, तादोङबाट 7 जना, देउरालीबाट 2 जना, सियारीबाट 4 जना, पीएनजी स्कूल परिसरबाट 1 जना, तिब्बत पथबाट 4 जना अनि बाइपासबाट 1 जनालाई सीआईडी र गैर सरकारी संस्थाका प्रतिनिधिहरूले बिहान सडकमा फोहोर फ्याँक्न आएका यी बाल मजदूरहरूलाई उद्दार गर्ने अभियान सफलताको साथमा सम्पन्न गरे।
डीआइजीले दिएको जानकारी अनुसार बाल मजदूरी पनि मानव तस्करीकै एउटा आयम भएको हुनाले यसलाई गम्भीरतासित लिएर सिक्किम पुलिसको सीआईडीले आफ्नो अभियान थालेको बताए। अर्कोतिर यो अभियानमा सबै व्यक्ति विशेषको घर-घर गएर जाँच गर्न सकिने स्थिति नभएको हुनाले निश्चित क्षेत्रमा यसबारे सीआईडीका जवानहरू तैनाथ गरेर विभिन्न काममा आएका यी बाल-बालिकाहरूलाई उद्दार गर्ने कार्य गरिएको बताए। राजधानीमा सिर्जित नवधढ्यानहरूको प्रायः घरहरूमा काली केटी अथवा घरमा कामगर्ने बाल-बालिका देखिने गर्छ यद्यपी यस माथि कुनै कार्वाही भएको जानकारी थिएन्। यसकारण पुलिसको यो कार्वाहीलाई आम र सचेत नागरिकहरूले सराहना गरेको छ।
उद्दार गरिएका यी बाल-बालिकाहरूलाई छापा टोलीसित रहेको चिकित्सकहरूले स्वस्थ्य जाँच गरेको छ भने उनीहरूलाई न्यायको निम्ति राज्यको बाल कल्याण बोर्डसमक्ष सीआइडीले प्रतिवेदन पेश गर्नेछ। यसैगरि अहिले उद्दारगरिएको बाल-बालिकाहरू मध्ये बालिकाहरूलाई ममतालय नामक अस्थाई पुनःवास केन्द्रमा पठाइऩे छ भने बालकहरूलाई शुभलक्ष्मी नामक गैर सरकारी संगठनलाई अस्थाई समयको निम्ति जिम्मा लगाउने निर्णय गरेको प्रवक्ता रावले बताएका छन्। यसैगरि उद्दार गरिएको बाल-बालिकाहरू मध्ये कसैले 16 वर्ष पुगे भन्ने गरेको भएपनि उनीहरूको अवस्था र शारिरिक बनावटले गर्दा 12 देखि 13 वर्षभित्रका हुनसक्ने सम्भावना व्यक्त गरिएको छ। यसैले पूर्ण जानकारीको निम्ति सीआईडीले सबै कार्वाही निरन्तर जारी राख्दै छानविनलाई निरन्तरता दिएको छ। उद्दार गरिएको बाल-बालिकाहरूमध्ये 11 जनालाई तुरन्तै स्याहार र उपचारको खाँचो रहेको पनि चिकित्सक र सम्बन्धित निकायले खुट्याएरको छ।
राज्यमा यस्ता पिड़ितहरूको निम्ति अहिलेसम्मे पुनःवासको निम्ति कुनै भवन र केन्द्र स्थापित नभएकोले समस्या देखा परेको छ। उद्दार गरिएकाहरूमध्येका केही माता-पिताले आफै आफ्नो नानी जिम्मा लिन पनि गान्तोक आइपुगेको गैर सरकारी संस्थाका प्रतिनिधिहरूले बताएका छन्। अर्कोतिर पुलिसले पनि छिमेरी राज्यका सम्बन्धित निकाय सित यसबारेमा सम्पर्क गरेर पारिवारिक अवस्था र बाल-मजदूर ओसार प्रसारको नेटवर्क पत्तो लगाउने प्रयासथालेको छ। यसैगरि केही बाल-बालिकाहरूलाई भने अहिले बस्दैआएकै मालिकको घरमा शिक्षाको अधिकार, व्यावसायीक शिक्षाको अधिकार आदि सुनिश्चित गर्ने प्रतिश्रुतिमा पुनः फर्काइऩे व्यवस्था गरिएको पनि बताइएको छ। यद्यपी यसमाथि अब सीआइडीले सोझो निगरानी राखेर कार्य गर्ने छ। यदी त्यसरी फर्काइको बच्चाहरूलाई पुनःउत्पिडन र शिक्षाबाट बञ्चित गरिएको खण्डमा कानुन सम्मत कार्वाही गरिने बताइएको छ।
अर्कोतिर बाल-बालिका तस्करीमा निक्कै ठूलो गिरोह नै सक्रिय रहेको हुनसक्ने पनि आशंका व्यक्त गरिएको छ। यसकारण सिक्किममा यसको माग भएपनि अब सप्लाइ गरिने राज्यमा पनि यसबारे सतर्कता लिइऩु पर्ने सचेतहरूले मन्तव्य व्यक्त गरेका छन्।
सीआईडीले बालमजदूर निरोधक कानुन 1986को धारा 3 अनि देशको संविधानको धारा 21 अनि 21 (क) अन्तर्गत मामिला दर्ता गरेरे विस्तृत कार्वाही र छानवीन शुरु गरेको छ। यसका साथै यी बाल-बालिकाहरूको मूल थलो र परिवारिक अवस्थादेखि लिएर बेच बिखन गरिएको हो होइन सबै पत्तो लगाउने कार्य पनि थालेको छ।
24 घण्टाको प्रयास पछि गान्तोक-नाथुला सड़क खुल्यो, बन्द हुने आशंका यथावत
प्रविण खालिंग, कालिमन्युज, गान्तोक,23 जून। गान्तोक-नाथुला हाईवे (जेएन रोड) गत 24 घण्टाको लगातार प्रयास पछि आज बिहान लगभघ 9ः30 बजी हल्का वाहनहरूको निम्ति खोलिएको छ। यद्यपी झरी पर्नसाथै पुनः अवस्था अझ गम्भीर भएर पैह्रो चल्ने सम्भावना प्रबल रहेको छ। पैह्रोले जेएन रोडको 9 माइलमा लगभग 15 मिटर हिस्सा चुट्टिएर गएको थियो। लगातार 24 घण्टाको कार्य पछि वाहन छिर्ने सडक बनाउऩ सीमा सडक संगठन (बीआरओ) को दुइवटा डोजर संचालन गरेर चुडिएर गएको सडकमा माटो भर्ने कार्य पछि आजदेखि भारत-चीन सीमा व्यापारको हल्का वाहन तथा अत्यावश्यक सेनाको सानो वाहनहरूको निम्ति सडक खुला गरिएको छ। चेकपोष्टको पुलिस निरिक्षक सुश्री सावित्री प्रधान, सेरेथाङ थाना प्रभारी छोले छिरिङ भोटिया अनि ट्रावल एजेन्ट एसोसिएशनका प्रतिनिधिहरूको उपस्थितिमा लगातार बीआरओका जवानहरूलाई सडक खोल्ने प्रयासमा मद्दत पुऱ्याए पछि काम फत्ते भएको थियो। यतिले मात्र पनि स्थिति सामान्य बन्ने छाँट भने छैन किन भने 9 माईल क्षेत्रनै अहिले पूर्ण सम्वेदनशील बनेको छ भने कुनै पनि क्षण ठूलो झरी पर्नसाथै सडकको अस्तित्व नै मेटिने छ भने छेवैको सम्वेदनशील पुल पनि भत्किने अवस्थामा पुगेको छ। यसका साथै आज शुरु भएको सडकमा पर्यटकहरूलाई पठाउन खतरा हुने भएकोले आज पनि पर्यटकहरूको निम्ति छाङ्गु नाथुला र बाबामन्दीरको निम्ति वाहन परमिट प्रदान नगर्ने निर्णय लिएको सुश्री प्रधानले बताइऩ्। यसैगरि केही दिनसम्म सडकको अवस्था अझै हेर्ने चेकपोष्ट पुलिसले बताएको छ।
यद्यपी आज नाथुला व्यापारको निम्ति जाने व्यापारीहरूको वाहन भने छिरेको भए पनि पानी परेको खण्डमा वाहन फर्कन असुविधा हुनसक्ने निश्चित छ।
नयाँ सडक र चौडा सडक निर्माणको क्रममा शूरू भएको कार्यले पनि यो सडकलाई असर पुऱ्याउने कार्य भएको छ। जसले गर्दा केही वर्ष अघि गाडे घाउजस्तो बन्न पुगेको 9 माईलको पैह्रो पुनः बल्झिने अवस्थामा पुगेको छ बने एउटा ठूलो झरीले गान्तोकसित भारत-चीनको सीमा नाथुला र वरिपरिका क्षेत्र पूर्णरूपमा विच्छेद हुने आंशका यथावत रहेको छ।
Centre turns down Bodo state plea
NISHIT DHOLABHAI, TT, New Delhi, June 23: The Centre today turned down the NDFB (Progressive)’s demand for a Bodoland state during talks with the outfit.
Two suspension of operations agreements with NDFB (P) and Dima Halam Daoga (Nunisa) were extended by six months each after separate talks of these outfits were held with the Centre.
“We have asked the government what it wants to give if it is not willing to give statehood,” the publicity secretary of the NDFB, S. Sanjarang, said.
The outfit, he said, had already discussed the matter with interlocutor and former Intelligence Bureau director, P.C. Haldar.
“It is up to the government now,” he said after the talks, adding that the Centre has said the government is not in the mood to give in to any statehood demand now.
General secretary Govinda Basumatary, self-styled home secretary N. Gerena, the outfit’s finance secretary D. Detsung, besides Sanjarang, participated in the talks with the joint secretary (Northeast), Shambhu Singh, home ministry officials and those of the Intelligence Bureau.
A change in attitude was seen in the DHD too. The Dimasa group had first submitted its charter of demands on 23 September 2004 demanding a Dimaraji state. As that was not acceptable to the government, the DHD reworked its demands and asked for a “state within a state” on January 31, 2008.
The bone of contention, as it is usually seen in the Northeast, is in the government’s demand that both outfits should reconcile. Chairman of DHD (N), Dilip Nunisa, said the outfits have already reconciled “among cadres and brothers” and on February 2 last year “3,000 of them” joined his outfit.
The government insists that they should come together to sign a common memorandum of settlement. “That is only to divert the major issue,” said Nunisa, upset with the government according more importance to the violence-prone DHD (J) or Black Widow faction. Their leader Jewel Gorlosa is still in jail and a comprehensive peace treaty cannot be worked out until he is bailed out and engaged in talks.
“The government has to get back to us on the demand for a state-within-a-state. The joint secretary (Northeast) has assured us that the solution to our problem is nearing,” Nunisa told The Telegraph.
In any case, the outfit will hold another round of discussion with Haldar on Friday, sources said.
Sources said that the home minister, P. Chidambaram, wants to resolve most of the disputes in the Northeast within a stipulated time frame. As a result, although the Centre is aggressive, it is also ready to give several concessions especially to development schemes on health and education.
Nunisa was accompanied by self-styled major Yathong, the outfit’s general secretary, assistant general secretary Maiju Dimasa, commander-in-chief Pranab Dimasa and his deputy, Nairing Dimasa.
Deb target in CPM suicide
TT, Siliguri, June 23: A CPM leader hanged himself at his house in Siliguri, hours after he was interrogated by police on a complaint that he had forcefully purchased land from a widow.
The CPM demanded a high-level inquiry into Tapan Debnath’s death and alleged that the police had pursued the case against him at the instance of north Bengal development minister, the Trinamul’s Gautam Deb.
The 61-year-old Debnath, a member of the CPM’s Dabgram local committee, was found dead at his house in Janatanagar Colony this morning. Sources said a widow in her 50s had lodged a complaint with Bhaktinagar police station yesterday, alleging that Debnath had hoodwinked her into selling a three-cottah plot to him for Rs 1.50 lakh three years back.
“Minister Gautam Deb was with Gayatri Sau when she came to the police station to file the complaint. The minister told the police to probe into the complaint and find out if Debnath had used coercive tactics to grab the land. Later, the CPM man was summoned to the police station and released after interrogation. Today, he was found dead in his house,” said a police source.
The Jalpaiguri superintendent of police, Anant Kumar, said Debnath had committed suicide and the police were probing further.
CPM leader and former minister Asok Bhattacharya smelt foul play in Debnath’s death. “We demand that the police conduct a high level inquiry to find out whether it was a case of suicide or somebody had instigated him to take the drastic step. The north Bengal development minister had gone to the police station and interfered in the case against Debnath,” Bhattacharya told journalists at the CPM office here this afternoon.
The party called 12-hour bandh in Janatanagar Colony tomorrow, demanding a fair probe into the death.
Jibesh Sarkar, another state committee member of the CPM, said: “We urge the police to find out if Debnath committed suicide because of mental pressure created by north Bengal development minister and whether any police officer was involved in this connection..”
Debnath’s son Ajay said he was not filing any complaint with the police. “My father used to be a CPM member and I am not connected to politics. The CPM leaders may have given statements in connection with my father's death and they are free to make them. I have lost my father, and no complaint will bring him back.”
Deb said he had just escorted a distressed woman to the police station and asked the officers to look into her allegation. “I hardly know the woman. She came to my home yesterday morning weeping and sought my help. She said a person had taken possession of her land by paying much less than the actual valuation of the plot.”
The minister said he had come to know about Debnath’s suicide. “I had never met Debnath and had no clue about police investigation. His death is unfortunate. But the CPM is trying to politicise his death. I express my condolence to his family members and will definitely meet them.”
Darjeeling to get new off display breeding center endangered Himalayan animals
Amitava Banerjee, HT, Darjeeling, June 23, 2011:The Padmaja Naidu Himalayan Zoological Park (PNHZP) Darjeeling, is all set to start an off display breeding centre for rare and endangered Himalayan species, specially snow leopards and red pandas at Tobgay Danra on the way to Peshok around 20 km from Darjeeling town. The forest department has allott
ed 5 hectares of forest land for this.
The PNHZP was founded in 1958 and specializes in the captive breeding of endangered Himalayan species including Snow Leopard, Red Panda, Tibetan Wolf; Blue Sheep, Himalayan Tahr and Satyr tragopan (crimson horned pheasant.) At present all these animals are being bred in enclosures at the PNHZP premises in Darjeeling.
The PNHZP is the coordinating zoo for the red panda breeding programme (Project Red Panda) in India. Under this programme red pandas are bred in captivity at PNHZP, Gangtok zoo in Sikkim and Itanagar zoo. The first breeding success under the Project Red Panda came in 1994.
Since then there have been around 40 Zoo bred Pandas at the PNHZP, many of the animals sent to other high altitude zoos. At present the Red Panda population stands at 9 males, 5 females including a male cub and a female cub.
PNHZP is the pioneer zoo to have initiated the captive breeding programme of snow leopards. In 1986 this programme had been started with 4 snow leopards. At present there are 4 males, 3 females. "There have been 52 births in captivity. Most of the animals have been given out to other high altitude zoos" stated AK Jha, director, PNHZP.
"Our main aim is to release the zoo bred animals in the wild. We had got immense success on 14th November 2003 when 2 zoo bred radio collared red pandas were released in the wild in the forests of Garibans. However this has not been tried out for the snow leopards” remarked Jha.
"We will be sending a proposal to the Central Zoo Authority for the off display breeding centre at Topgey Danra which is located in the Sinchal Wildlife Sanctuary. The survey is already complete. The state government will be providing the necessary funds for building the infrastructure" stated Jha.
With this off display breeding centre the animals will not be disturbed as visitors will not be allowed. They will have ample space also. Each enclosure will be of an area of half hectare each. Initially a pair of red pandas and a pair of snow leopards will be kept.
"We will try to hone the hunting skills of the zoo bred snow leopards. Once the animals are equipped for the wild we can try to reintroduce the zoo bred snow leopards in the wild" stated the Director.
Recently Hiten Burman, forest minister, government of West Bengal had visited the PNHZP along with Bratya Basu, higher education minister. "We will further upgrade the infrastructure of the Zoo" stated Hiten Burman.
While Burman christened the Red Panda cubs Ram and Janaki and a blue sheep cub "Nilu," Basu named a blue sheep cub "Bonny".

दार्जीलिङका आन्दोलनकारीहरू झैं आर्थिक प्याकेज र स्वायत्ता चहानु हो भने श्रीकृष्ण आयोगको रिपोर्टलाई दुत्कार्ने थिएनन्। ममता व्यानर्जीले सहजरूपमा नै दार्जीलिङको छुट्टैराज्यको समस्या समाधान गरिदिएपछि तेलङ्गनाका आन्दोलनकारीहरूलाई केन्द्रले प्रेसर शुरू गरिसकेको छ। यही कुरा बुझेकोले आन्दोलनकारीहरू अझ सशक्त बनेका छन् भने केन्द्रका व्यवहारको कारण नै आन्द्रमा कंग्रेस नेताहरूलाई पार्टी चलाउन गाह्रो परिरहेको छ। श्रीकृष्ण आयोगलाई ठाड़ै विरोध गरिएको कारण केन्द्रले तेलङ्गनाको मुद्दालाई लिएर केही बोल्ने आँट गरेको छैन। दार्जीलिङको मोडल झैं स्वायत्ता र आर्थिक प्याकेजको कुरा तेलङ्गनाका आन्दोलनकारीहरूसित राख्ने परामर्श ममता व्यानर्जीले केन्द्रलाई दिएको छ। तर आन्द्रका कंग्रेसी नेताहरूले सोनिया गान्धीलाई पत्र लेख्दै आउँने संसदसत्रमा तेलङ्गनाको बील ल्याइनुपर्ने अनि यसको घोषणा यसै महिनाको अन्तमा गर्नुपर्ने दवाब राखिदिएको छ।
कंग्रेस कोर कमिटीका सदस्यहरूले गृहमन्त्री पी.चिदम्बरम अनि वित्तमन्त्री प्रणव मुखर्जीलाई आन्द्रको परिस्थितिमाथि जानकारी दिइसकेका छन्। यता ममताले गोर्खाल्याण्डको मुद्दालाई सधैँभरिको निम्ति अन्त गर्दै स्वायत्ता र आर्थिक प्याकेजले आन्दोलनकारी गोर्खा जनमुक्ति मोर्चालाई सहमतिमा ल्याइसकेपछि तराई र डुवर्सको सीमाङ्कनको प्रक्रिया चलिञ्जेलसम्म दागोपापलाई नै चलाउनको निम्ति 30 जूनमा बोर्ड अफ एडमिनिष्ट्रेशन गठन गर्ने तय भइसकेको छ। कलकत्ताका पत्रकार पार्थ मुखोपाध्याय अनुसार मोर्चाले राखेको सीमाह्कनको कुरालाई ममता व्यानर्जीले ठाडो विरोध गरिसकेकी छन्। यसको निम्ति केवल औपचारिकता मात्र मेट्ने काम हुनेछ। मोर्चा परिषद्को निम्ति मात्र नभएर बोर्ड अफ एडमिनिष्ट्रेशनको निम्ति पनि साह्रै उत्सुक रहेको छ।
पहाड़का विधायकहरू अहिलेदेखि नै पहाड़को विकासको निम्ति क्षेत्र भ्रमणमा लागिसकेका छन्। यता ममता व्यानर्जीले पनि मन्त्रीहरू पठाएर मोर्चाको मन जित्ने प्रयासलाई जारी राखेकी छन्। पहाड़को जिम्मा वोर्डलाई दिने भएपनि तिनले गोर्खाल्याण्डलाई स्वीट्जरल्याण्ड बनाउने प्रणलाई स्थीर नै राखेकी छन्। तिनी चहान्छन् मोर्चाले होइन ममता र तृणमूलले नै पहाड़को विकासको माइलखुट्टी तय गरोस्, यसो हुनसक्यो भने ममताले केन्द्रमा आफ्नो प्रभुतालाई दह्रो गर्न सक्नेछिन्, जसको कारण कंग्रेसले देशको कुनै पनि कुनामा उठिरहेको छुट्टैराज्यको मागमाथि बोल्न अघि ममतालाई दसपल्ट सोंच्नुपर्नेछ। यस हिसाबले मोर्चाले केवल गोर्खाल्याण्ड आन्दोलनलाई मात्र असर गरेको छैन, देशभरि भइरहेको छुट्टैराज्य आन्दोलनकारीहरूलाई पनि असुविधामा हालेको अनुमान गरिन थालिएको छ।
पहाड़मा आउने परिषद्ले तेलङ्गनाका आन्दोलनकारीहरूलाई कतिको असर गर्ने हुन्, त्यो 5 जुलाईदेखि नै थाहा पाइने छ। यति मात्र होइन छुट्टैराज्यको निम्ति आन्दोलनकारीहरूमा रहेको स्वार्थ पनि यहीँबाट छुट्टिने भएको छ ।
गान्तोक वरिपरीबाट 42 जना बाल-बालिका उद्दार
उत्पिडनको शिकार बनेका बालबालिकालाई सीआईडीले मु्क्ति प्रदान गऱ्यो
प्रविण खालिंग, कालिमन्युज, गान्तोक, 23 जून। मानवताको सीमा नाघेर 10 देखि 16 वर्ष हरदर उमेर भएका अतिनै निरिह अवस्थामा उत्पिडन र बाल मजदूरी गराइएको 42 जना नानी उद्दार गरेको छ। सिक्किम पुलिसको अपराध अनुसंधान शाखा (सीआईडी), गैर सरकारी संस्थाहरू लगायत सचेत चिकित्सकहरूका टोलीले राजधानीको विभिन्न ठाउँमा आज बिहान 5 बजी देखि शुरु गरेको छापा अभियानमा मानवता नै जर्जर पारिएर घरमा काली केटीको नामले प्रसिद्धि पाइसकेका 31 जना केटी अनि 11 जना केटालाई उद्दार गरेको छ। पिडीतहरूमा अधिकांश आदीवासी रहेको छ भने केही गोर्खाली तथा सिक्किमे पनि रहेको पुलिस सूत्रले बताएको छ। सिक्किम पुलिसका प्रवक्ता डीआइजी एस श्रीधर रावले दिएको जानकारी अनुसार आज बिहान सीआईडी ब्राञ्चको तत्परतामा छापा अभियान चलाइएको थियो। बिहान पाँच बजीदेखि चलाइएको अभियानमा पश्चिम बंगालको डुवर्स क्षेत्रको अधिकांश बाल-बालिका उद्दार गरिएको छ भने केही मात्रमा सिलगढी, बिहार, झारखण्ड र छेउछाउका रहेका छन्। यसका साथै सिक्किमको बरदाङ र अन्य केही ठाउँका बाल-बालिका पनि रहेको बताइएको छ। मानवताको खुल्ला हत्या हुनेगरेको नव धढ्यानहरूको समाजको कृतिम अनुहार छर्लङ्ग पार्ने कार्य सीआईडीले गरेको छ।
छापामा सबैभन्दा धेरै डेप्लोप्मेन्ट एरियाबाट18 जना, डीपीएचबाट 5 जना, तादोङबाट 7 जना, देउरालीबाट 2 जना, सियारीबाट 4 जना, पीएनजी स्कूल परिसरबाट 1 जना, तिब्बत पथबाट 4 जना अनि बाइपासबाट 1 जनालाई सीआईडी र गैर सरकारी संस्थाका प्रतिनिधिहरूले बिहान सडकमा फोहोर फ्याँक्न आएका यी बाल मजदूरहरूलाई उद्दार गर्ने अभियान सफलताको साथमा सम्पन्न गरे।
डीआइजीले दिएको जानकारी अनुसार बाल मजदूरी पनि मानव तस्करीकै एउटा आयम भएको हुनाले यसलाई गम्भीरतासित लिएर सिक्किम पुलिसको सीआईडीले आफ्नो अभियान थालेको बताए। अर्कोतिर यो अभियानमा सबै व्यक्ति विशेषको घर-घर गएर जाँच गर्न सकिने स्थिति नभएको हुनाले निश्चित क्षेत्रमा यसबारे सीआईडीका जवानहरू तैनाथ गरेर विभिन्न काममा आएका यी बाल-बालिकाहरूलाई उद्दार गर्ने कार्य गरिएको बताए। राजधानीमा सिर्जित नवधढ्यानहरूको प्रायः घरहरूमा काली केटी अथवा घरमा कामगर्ने बाल-बालिका देखिने गर्छ यद्यपी यस माथि कुनै कार्वाही भएको जानकारी थिएन्। यसकारण पुलिसको यो कार्वाहीलाई आम र सचेत नागरिकहरूले सराहना गरेको छ।
उद्दार गरिएका यी बाल-बालिकाहरूलाई छापा टोलीसित रहेको चिकित्सकहरूले स्वस्थ्य जाँच गरेको छ भने उनीहरूलाई न्यायको निम्ति राज्यको बाल कल्याण बोर्डसमक्ष सीआइडीले प्रतिवेदन पेश गर्नेछ। यसैगरि अहिले उद्दारगरिएको बाल-बालिकाहरू मध्ये बालिकाहरूलाई ममतालय नामक अस्थाई पुनःवास केन्द्रमा पठाइऩे छ भने बालकहरूलाई शुभलक्ष्मी नामक गैर सरकारी संगठनलाई अस्थाई समयको निम्ति जिम्मा लगाउने निर्णय गरेको प्रवक्ता रावले बताएका छन्। यसैगरि उद्दार गरिएको बाल-बालिकाहरू मध्ये कसैले 16 वर्ष पुगे भन्ने गरेको भएपनि उनीहरूको अवस्था र शारिरिक बनावटले गर्दा 12 देखि 13 वर्षभित्रका हुनसक्ने सम्भावना व्यक्त गरिएको छ। यसैले पूर्ण जानकारीको निम्ति सीआईडीले सबै कार्वाही निरन्तर जारी राख्दै छानविनलाई निरन्तरता दिएको छ। उद्दार गरिएको बाल-बालिकाहरूमध्ये 11 जनालाई तुरन्तै स्याहार र उपचारको खाँचो रहेको पनि चिकित्सक र सम्बन्धित निकायले खुट्याएरको छ।
राज्यमा यस्ता पिड़ितहरूको निम्ति अहिलेसम्मे पुनःवासको निम्ति कुनै भवन र केन्द्र स्थापित नभएकोले समस्या देखा परेको छ। उद्दार गरिएकाहरूमध्येका केही माता-पिताले आफै आफ्नो नानी जिम्मा लिन पनि गान्तोक आइपुगेको गैर सरकारी संस्थाका प्रतिनिधिहरूले बताएका छन्। अर्कोतिर पुलिसले पनि छिमेरी राज्यका सम्बन्धित निकाय सित यसबारेमा सम्पर्क गरेर पारिवारिक अवस्था र बाल-मजदूर ओसार प्रसारको नेटवर्क पत्तो लगाउने प्रयासथालेको छ। यसैगरि केही बाल-बालिकाहरूलाई भने अहिले बस्दैआएकै मालिकको घरमा शिक्षाको अधिकार, व्यावसायीक शिक्षाको अधिकार आदि सुनिश्चित गर्ने प्रतिश्रुतिमा पुनः फर्काइऩे व्यवस्था गरिएको पनि बताइएको छ। यद्यपी यसमाथि अब सीआइडीले सोझो निगरानी राखेर कार्य गर्ने छ। यदी त्यसरी फर्काइको बच्चाहरूलाई पुनःउत्पिडन र शिक्षाबाट बञ्चित गरिएको खण्डमा कानुन सम्मत कार्वाही गरिने बताइएको छ।
अर्कोतिर बाल-बालिका तस्करीमा निक्कै ठूलो गिरोह नै सक्रिय रहेको हुनसक्ने पनि आशंका व्यक्त गरिएको छ। यसकारण सिक्किममा यसको माग भएपनि अब सप्लाइ गरिने राज्यमा पनि यसबारे सतर्कता लिइऩु पर्ने सचेतहरूले मन्तव्य व्यक्त गरेका छन्।
सीआईडीले बालमजदूर निरोधक कानुन 1986को धारा 3 अनि देशको संविधानको धारा 21 अनि 21 (क) अन्तर्गत मामिला दर्ता गरेरे विस्तृत कार्वाही र छानवीन शुरु गरेको छ। यसका साथै यी बाल-बालिकाहरूको मूल थलो र परिवारिक अवस्थादेखि लिएर बेच बिखन गरिएको हो होइन सबै पत्तो लगाउने कार्य पनि थालेको छ।
24 घण्टाको प्रयास पछि गान्तोक-नाथुला सड़क खुल्यो, बन्द हुने आशंका यथावत
प्रविण खालिंग, कालिमन्युज, गान्तोक,23 जून। गान्तोक-नाथुला हाईवे (जेएन रोड) गत 24 घण्टाको लगातार प्रयास पछि आज बिहान लगभघ 9ः30 बजी हल्का वाहनहरूको निम्ति खोलिएको छ। यद्यपी झरी पर्नसाथै पुनः अवस्था अझ गम्भीर भएर पैह्रो चल्ने सम्भावना प्रबल रहेको छ। पैह्रोले जेएन रोडको 9 माइलमा लगभग 15 मिटर हिस्सा चुट्टिएर गएको थियो। लगातार 24 घण्टाको कार्य पछि वाहन छिर्ने सडक बनाउऩ सीमा सडक संगठन (बीआरओ) को दुइवटा डोजर संचालन गरेर चुडिएर गएको सडकमा माटो भर्ने कार्य पछि आजदेखि भारत-चीन सीमा व्यापारको हल्का वाहन तथा अत्यावश्यक सेनाको सानो वाहनहरूको निम्ति सडक खुला गरिएको छ। चेकपोष्टको पुलिस निरिक्षक सुश्री सावित्री प्रधान, सेरेथाङ थाना प्रभारी छोले छिरिङ भोटिया अनि ट्रावल एजेन्ट एसोसिएशनका प्रतिनिधिहरूको उपस्थितिमा लगातार बीआरओका जवानहरूलाई सडक खोल्ने प्रयासमा मद्दत पुऱ्याए पछि काम फत्ते भएको थियो। यतिले मात्र पनि स्थिति सामान्य बन्ने छाँट भने छैन किन भने 9 माईल क्षेत्रनै अहिले पूर्ण सम्वेदनशील बनेको छ भने कुनै पनि क्षण ठूलो झरी पर्नसाथै सडकको अस्तित्व नै मेटिने छ भने छेवैको सम्वेदनशील पुल पनि भत्किने अवस्थामा पुगेको छ। यसका साथै आज शुरु भएको सडकमा पर्यटकहरूलाई पठाउन खतरा हुने भएकोले आज पनि पर्यटकहरूको निम्ति छाङ्गु नाथुला र बाबामन्दीरको निम्ति वाहन परमिट प्रदान नगर्ने निर्णय लिएको सुश्री प्रधानले बताइऩ्। यसैगरि केही दिनसम्म सडकको अवस्था अझै हेर्ने चेकपोष्ट पुलिसले बताएको छ।

Centre turns down Bodo state plea
NISHIT DHOLABHAI, TT, New Delhi, June 23: The Centre today turned down the NDFB (Progressive)’s demand for a Bodoland state during talks with the outfit.
Two suspension of operations agreements with NDFB (P) and Dima Halam Daoga (Nunisa) were extended by six months each after separate talks of these outfits were held with the Centre.
“We have asked the government what it wants to give if it is not willing to give statehood,” the publicity secretary of the NDFB, S. Sanjarang, said.
The outfit, he said, had already discussed the matter with interlocutor and former Intelligence Bureau director, P.C. Haldar.
“It is up to the government now,” he said after the talks, adding that the Centre has said the government is not in the mood to give in to any statehood demand now.
General secretary Govinda Basumatary, self-styled home secretary N. Gerena, the outfit’s finance secretary D. Detsung, besides Sanjarang, participated in the talks with the joint secretary (Northeast), Shambhu Singh, home ministry officials and those of the Intelligence Bureau.
A change in attitude was seen in the DHD too. The Dimasa group had first submitted its charter of demands on 23 September 2004 demanding a Dimaraji state. As that was not acceptable to the government, the DHD reworked its demands and asked for a “state within a state” on January 31, 2008.
The bone of contention, as it is usually seen in the Northeast, is in the government’s demand that both outfits should reconcile. Chairman of DHD (N), Dilip Nunisa, said the outfits have already reconciled “among cadres and brothers” and on February 2 last year “3,000 of them” joined his outfit.
The government insists that they should come together to sign a common memorandum of settlement. “That is only to divert the major issue,” said Nunisa, upset with the government according more importance to the violence-prone DHD (J) or Black Widow faction. Their leader Jewel Gorlosa is still in jail and a comprehensive peace treaty cannot be worked out until he is bailed out and engaged in talks.
“The government has to get back to us on the demand for a state-within-a-state. The joint secretary (Northeast) has assured us that the solution to our problem is nearing,” Nunisa told The Telegraph.
In any case, the outfit will hold another round of discussion with Haldar on Friday, sources said.
Sources said that the home minister, P. Chidambaram, wants to resolve most of the disputes in the Northeast within a stipulated time frame. As a result, although the Centre is aggressive, it is also ready to give several concessions especially to development schemes on health and education.
Nunisa was accompanied by self-styled major Yathong, the outfit’s general secretary, assistant general secretary Maiju Dimasa, commander-in-chief Pranab Dimasa and his deputy, Nairing Dimasa.
Deb target in CPM suicide

The CPM demanded a high-level inquiry into Tapan Debnath’s death and alleged that the police had pursued the case against him at the instance of north Bengal development minister, the Trinamul’s Gautam Deb.
The 61-year-old Debnath, a member of the CPM’s Dabgram local committee, was found dead at his house in Janatanagar Colony this morning. Sources said a widow in her 50s had lodged a complaint with Bhaktinagar police station yesterday, alleging that Debnath had hoodwinked her into selling a three-cottah plot to him for Rs 1.50 lakh three years back.
“Minister Gautam Deb was with Gayatri Sau when she came to the police station to file the complaint. The minister told the police to probe into the complaint and find out if Debnath had used coercive tactics to grab the land. Later, the CPM man was summoned to the police station and released after interrogation. Today, he was found dead in his house,” said a police source.
The Jalpaiguri superintendent of police, Anant Kumar, said Debnath had committed suicide and the police were probing further.
CPM leader and former minister Asok Bhattacharya smelt foul play in Debnath’s death. “We demand that the police conduct a high level inquiry to find out whether it was a case of suicide or somebody had instigated him to take the drastic step. The north Bengal development minister had gone to the police station and interfered in the case against Debnath,” Bhattacharya told journalists at the CPM office here this afternoon.
The party called 12-hour bandh in Janatanagar Colony tomorrow, demanding a fair probe into the death.
Jibesh Sarkar, another state committee member of the CPM, said: “We urge the police to find out if Debnath committed suicide because of mental pressure created by north Bengal development minister and whether any police officer was involved in this connection..”
Debnath’s son Ajay said he was not filing any complaint with the police. “My father used to be a CPM member and I am not connected to politics. The CPM leaders may have given statements in connection with my father's death and they are free to make them. I have lost my father, and no complaint will bring him back.”
Deb said he had just escorted a distressed woman to the police station and asked the officers to look into her allegation. “I hardly know the woman. She came to my home yesterday morning weeping and sought my help. She said a person had taken possession of her land by paying much less than the actual valuation of the plot.”
The minister said he had come to know about Debnath’s suicide. “I had never met Debnath and had no clue about police investigation. His death is unfortunate. But the CPM is trying to politicise his death. I express my condolence to his family members and will definitely meet them.”
Darjeeling to get new off display breeding center endangered Himalayan animals
Amitava Banerjee, HT, Darjeeling, June 23, 2011:The Padmaja Naidu Himalayan Zoological Park (PNHZP) Darjeeling, is all set to start an off display breeding centre for rare and endangered Himalayan species, specially snow leopards and red pandas at Tobgay Danra on the way to Peshok around 20 km from Darjeeling town. The forest department has allott
ed 5 hectares of forest land for this.
The PNHZP was founded in 1958 and specializes in the captive breeding of endangered Himalayan species including Snow Leopard, Red Panda, Tibetan Wolf; Blue Sheep, Himalayan Tahr and Satyr tragopan (crimson horned pheasant.) At present all these animals are being bred in enclosures at the PNHZP premises in Darjeeling.
The PNHZP is the coordinating zoo for the red panda breeding programme (Project Red Panda) in India. Under this programme red pandas are bred in captivity at PNHZP, Gangtok zoo in Sikkim and Itanagar zoo. The first breeding success under the Project Red Panda came in 1994.
Since then there have been around 40 Zoo bred Pandas at the PNHZP, many of the animals sent to other high altitude zoos. At present the Red Panda population stands at 9 males, 5 females including a male cub and a female cub.
PNHZP is the pioneer zoo to have initiated the captive breeding programme of snow leopards. In 1986 this programme had been started with 4 snow leopards. At present there are 4 males, 3 females. "There have been 52 births in captivity. Most of the animals have been given out to other high altitude zoos" stated AK Jha, director, PNHZP.
"Our main aim is to release the zoo bred animals in the wild. We had got immense success on 14th November 2003 when 2 zoo bred radio collared red pandas were released in the wild in the forests of Garibans. However this has not been tried out for the snow leopards” remarked Jha.
"We will be sending a proposal to the Central Zoo Authority for the off display breeding centre at Topgey Danra which is located in the Sinchal Wildlife Sanctuary. The survey is already complete. The state government will be providing the necessary funds for building the infrastructure" stated Jha.
With this off display breeding centre the animals will not be disturbed as visitors will not be allowed. They will have ample space also. Each enclosure will be of an area of half hectare each. Initially a pair of red pandas and a pair of snow leopards will be kept.
"We will try to hone the hunting skills of the zoo bred snow leopards. Once the animals are equipped for the wild we can try to reintroduce the zoo bred snow leopards in the wild" stated the Director.
Recently Hiten Burman, forest minister, government of West Bengal had visited the PNHZP along with Bratya Basu, higher education minister. "We will further upgrade the infrastructure of the Zoo" stated Hiten Burman.
While Burman christened the Red Panda cubs Ram and Janaki and a blue sheep cub "Nilu," Basu named a blue sheep cub "Bonny".
