मनोज वोगटी, कालिमन्युज, कालेबुङ, 22 जून। नेपाली बोली कै कारण नेपालका चन्द्र कालेबुङमा पक्रा परे। नेपाली बोली कै कारण नेपालबाट भारत झर्दै विदेश उड्ने चन्द्रको सपना पनि कठघरामा पुग्यो। विदेश पञ्जीकरण कार्यालयमा कागज जॉंच पड्ताल गराउन आएका नेपाल तनहू जिल्लाका चन्द्रबहादुर बस्नेत अनि तिनका सहयोगी दार्जीलिङ जिल्लाको गोरूबथान खण्ड निवासी मनोज तामाङ जॉंच पड्तालकै अवधी 'फ्रड' पाइएपछि जाकिए। भएको के थियो भने तनहू नेपालका चन्द्र बस्नेतले विदेश उड्नको निम्ति नेपालबाट भिसा पाउन सकेनन्। तिनलाई जसरी भए पनि विदेश हुइँकिनु थियो। तिनलाई के बुद्धि आयो भारतीय नागरिक भएर विदेश उड्ने चक्करमा तिनको भेट गोरूबथान निवासी दिवस तामङसित भयो। दिवस विदेश जानेहरूलाई पठाउने एजेन्टको काम गरिरहेका थिए। चन्द्रले पूर्ण भरोषापछि सहमतिमा नै दिवसलाई भारू 30 हजाररुपियॉं थमाइदिएको थियो।
कालेबुङ थानाले जनाए अनुसार दिवस तामाङ जो एजेन्ट बताइएको छ, उसलाई केही दिन अघि मात्र नारी तस्करको रूपमा मतिगढ़ा पुलिसले पक्राउ गरेको छ। तिनी अहिले पनि पुलिसको हिरासतमा नै छन्। यता दिवसले चन्द्रलाई विदेश पठाउनको निम्ति पासपोर्ट बनाउन गोरूबथान निवासी नै शेखर तामाङका नागरिकता अनि कागजपत्र प्रयोग गरेका थिए। शेखरलाई चन्द्र बनाएर विदेश पठाइदिने योजना दिवसको थियो।
सोही कागजपत्र जॉंच गराउनको निम्ति चन्द्रलाई गोरूबथान कै मनोज तामङले कालेबुङको विदेशी पञ्जिकरण कार्यालयमा लिएर आएका थिए। पञ्जीकरण अधिकारी लोपसाङ तामाङले आधिकारिकरुपले जॉंच पड्तालको निम्ति सोधपुछ शुरू गरे। जतिपल्ट सोधपुछ गरेपनि चन्द्रले नेपालमा बोलिने बोलीको ढॉंचामा नै उत्तर दिने काम गरेकोले तिनी गोरूबथानको नभएर नेपालको हुन सक्ने शंका शुरू भयो। तिनलाई परिचयपत्र मागियो, तर तिनीसित परिचयपत्र नै थिएन। शंका पूर्ण भएपछि तिनलाई कालेबुङ पुलिसले पक्राउ गरेर सोधपुछ भएपछि तिनलाई 'फ्रड' मानेर कठघरामा हुलियो।
जानकारी अनुसार जसको कागजपत्र दिवस तामङले प्रयोग गरेका थिए तिनी दिवसका काकाका छोरा हुन्, जो राज्य बाहिर छन्। दिवसले घरमा भएको कागजपत्र अनुमतिबिना नै प्रयोग गरेका थिए। मनोज तामङ दिवस तामङको दाजु हुन् जो चन्द्रलाई आफ्नो वाहनमा कालेबुङ लिएर आएका थिए। कालेबुङ पुलिसले वास्तविकता अघि ल्याउनको निम्ति जॉंच प्रक्रियालाई द्रुत गरेको छ भने दोषी चन्द्र अनि मनोजलाई 14 दिनको पुलिस हिरासतमा राखिएको छ। चोर होस्, कि हत्यारा, ठगार होस् कि आतङ्की जसलाई पनि कालेबुङ यति सजिलो क्षेत्र छ, जहॉं आफ्नो स्वार्थको काम बनाउन धेरै सजिलो छ। कालेबुङभित्र यस्ता अपराधिक कार्यहरू यति बिध्न बढेर गइरहेको छ कि यसलाई पुलिस प्रशासनले गम्भीर लिएन भने कालेबुङले आफ्नो मर्यादा सधैँ भरिको निम्ति गुमाउन सक्ने छ। एउटा युनिपे नामक कम्पनीले कालेबुङका धनी नागरिकहरूको यति धेरै धन लुटेर एजेन्ट चम्पट कसेको छ, जसको पर्दाफास अझ पनि हुन सकेको छैन।
Hills imbroglio: Solution likely in mid-July
SNS, Siliguri/KOLKATA, 22 JUNE: The final ‘settlement’ of the long dragging Darjeeling hills tangle may be deferred till mid-July in view of the flood situation in some parts of the state and other pressing issues, including the Singur uncertainty.
Neither the north Bengal development minister, Mr Gautam Deb, nor the GJMM media secretary, Dr Harka Bahadur Chhetri, seems to have any knowledge about when the long-awaited tripartite settlement would be inked. It was decided during the meeting, involving the state government officials and the GJMM delegation led by the party general secretary, Mr Roshan Giri earlier this month, that the final memorandum of settlement would be signed in a fortnight in Darjeeling in the presence of the chief minister, Miss Mamata Banerjee.
Mr Deb said: “It is difficult to say anything on the tripartite meeting. The chief minister herself is looking into the matter. She alone can enlighten,” he said. On the other hand, Mr Chhetri, said that they had not yet received any official communication either from the Centre or from the state government. “Miss Mamata Banerjee and the Union home minister would fix the date according to their convenience,” he said.
Meanwhile, the state government has prepared a draft agreement based on the minutes of the bipartite agreement between the state government and Gorkha Jan Mukti Morcha (GJMM). Copies of the draft agreement were sent to both the ministry of home affairs (MHA) and the GJMM for approval before the tripartite agreement is signed in Delhi.
The GJMM has also sent the state government a detailed copy of the draft including their demands that were resolved in bipartite meeting. State government is also setting up a committee to look into the territorial demands of the GJMM.
Want Bodoland? Let Mamata show the way
NISHIT DHOLABHAI, TT, New Delhi, June 22: The government may not yield to the demand for Bodoland in the talks this week, bolstered by Mamata Banerjee’s success with the Gorkha Janmukti Morcha.Two outfits, the National Democratic Front of Boroland (Progressive) and Dima Halam Daogah, led by Dilip Nunisa, will hold talks with the government tomorrow.
While the Centre’s stand on a new state may be made clear to the NDFB, the DHD will be told to reconcile with rival outfit DHD (Jewel).
For the faction of the NDFB led by Govinda Basumatary, which is in talks with the government, there are few options but to raise this demand.
Sitting in peace camps, they fear losing credibility while the Bodo People’s Front led by the dynamic Hagrama Mohilary rules the autonomous district area.
“They can always point out lacunae in development and the government is always willing to assist,” said a government official, ruling out any ambiguity on the issue.
Ambiguity on the Telangana issue has already cost the government dearly, as even the ruling Congress in Andhra Pradesh is demanding a separate state.
Sources said the NDFB might be clearly told that there is no possibility at present of deciding upon a separate Bodoland state.
An idea or two may be borrowed from the Bengal chief minister.
Mamata claimed yesterday that the Gorkhaland “problem was solved” through the tripartite agreement that could be signed by this month-end. Although the Gorkha Janmukti said the statehood issue would remain, the GJM has not rejected Mamata’s claim of solving the problem.
Similarly, the Centre and the Assam government are marshalling all the political wisdom while tackling the statehood and autonomous areas demands.
“The Dilip Nunisa group should sort out the differences with the Gorlosa group before signing a memorandum of settlement,” said a government source. The government is in a mood to “get over with” the problems in Assam over the next few years and DHD may sign the first memorandum of settlement.
Jewel Gorlosa has been in jail in Assam after he was picked up in Bangalore in 2009. For the NDFB’s anti-talks faction, meanwhile, these are difficult times.
The outfit’s former chief, Ranjan Daimary is in jail in Guwahati while key functionary Songibjit is in Myanmar. Recent setbacks include the arrest of S. Brahma alias Sagrid in Hyderabad and the killing of a senior leader last week in Meghalaya.
Govt wants tea wage at Rs 90 - Labour minister to tour gardens to ensure benefits for workers
AVIJIT SINHA,TT, Siliguri, June 22: Labour minister Purnendu Bose said today the daily wage of workers in tea gardens of the Dooars and the Terai should be fixed at a minimum of Rs 90 and he would visit north Bengal to see the living condition of tea labourers.
Tea workers in the plains are paid Rs 67 a day at present, but a new wage deal was supposed to come into effect on April 1. A meeting convened by the state labour department here yesterday to fix the new wage remained inconclusive as trade unions rejected the planters’ offer of Rs 5 hike.
“Our (labour) officers have rejected the planters’ offer outright and have asked them to come with a better proposal in the coming days,” said Bose.
The minister noted that tea estates and unions in the Darjeeling hills had reached on an agreement in April to revise the wage from Rs 67 to Rs 90.
“The government feels planters in the Dooars and the Terai should think of fixing the wage at Rs 90 or a higher amount. It has to be ensured that tea workers should also get a minimum wage of Rs 162-165 like other labourers in the state,” Bose told The Telegraph over phone from Calcutta.
In fact, no minimum wage has been fixed for workers in the state and the Rs 162-165 the minister referred to was an amount recommended by the previous Left government
“The erstwhile Left Front government had made certain recommendations on fixing minimum wage for workers. To my knowledge, the minimum wage recommended by them was Rs 162-165. We will check the files concerned and hope that the minimum wage is fixed soon,” said Bose.
Apart from the wages, a tea worker receives certain other benefits from estate owners under the Plantation Labour Act. “If these benefits are converted into monetary terms and are added to the existing wage, the remuneration comes around Rs 102-105. This should be increased to Rs 162-165, meaning a hike of around Rs 60,” said the minister.
The government is also worried about the living conditions of garden dwellers. The minister said the labourers often aired a lot of grievances and he would see that all benefits due to them were made available by the garden owners.
“During wage negotiations, planters always talk about the benefits they provide to the workers. However, we have information that several labour quarters are in pitiable condition, disbursement of ration is irregular, the hospitals and dispensaries do not function properly and there are not enough schools for children in the garden,” said Bose.
“I and labour department officials will visit north Bengal next month to know the real picture and will take necessary steps if lapses are noticed. We will not tolerate economic deprivation of the workers.”
Trade union leaders have welcomed the minister’s stand. “He seems to have a clear idea of the tea industry and the state of affairs,” said Alok Chakraborty, the Darjeeling district president of the Intuc. “We want the minister to take part in the wage talks for a positive outcome. If he can ensure that each worker and his family in the tea belt is given stipulated benefits, it would be another achievement.”
The Co-ordination Committee of Planters’ Associations has refused comment. “We would prefer to talk to the minister before making any comment,” said a CCPA office-bearer.
No takers for Didi's canton model for Telangana
TOI, HYDERABAD: The Switzerland model of autonomy that West Bengal chief minister Mamata Banerjee claims she has convinced those seeking a Gorkhaland in her state to accept has added to a certain confusion in the minds of those seeking Telangana as to what exactly the model is.
While speaking at the meet-the-press programme in New Delhi on Tuesday, Mamata had said: "In response to the demand for carving out a separate state out of Darjeeling made by the Gorkhaland Janamukti Morcha (GJM), I offered them autonomy on the lines of that which exists in Switzerland. They accepted it," she said. Switzerland is divided into Cantons or administrative districts. Derived from the French word for 'corner' or 'district', canton (from which the word cantonment is also derived) is an independent administrative zone and are small in terms of area and population as opposed to districts or provinces. Apart from Switzerland, cantons exist in Belgium, Bolivia, Bosnia, Canada, Costa Rica, Ecuador, El Salvador, Lebanon and Luxembourg.
The Swiss cantons are by far the best known. Each canton in this European country has its own constitution, legislature, government and courts. They are responsible for healthcare, welfare, law enforcement, public education as well as taxation.
According to sources, what Mamata offered the Gorkhaland separatists is autonomy with regard to local laws, Gorkha as the official language in the province and a financial package. The Gorkhaland council, which will rule the region, will be elected by the people through democratic elections. However, the council will not have the powers to enact laws. In the context of Telangana, the separate state advocates have already rejected the offer of greater autonomy and a financial package. The sixth option that was recommended as the best one by the Srikrishna Commission was maintaining status quo and constituting a Telangana Regional Council with financial and legislative powers.
But those fighting for Telangana argue that all such councils are useless and powerless and cite the existence of two such boards in the past including the Telangana Regional Development Board set up by former chief minister Y S Rajasekhara Reddy which largely remained defunct as it had no financial or administrative powers. "Whatever the model advocated by Mamata is unacceptable to the people of Telangana. Unlike other places, Telangana was an independent entity that was forcibly merged with the Andhra region of the erstwhile Madras presidency. This merger was opposed then itself and all the provisions that were drafted later to convince the Telangana people like gentlemen's agreement, six-point charter and Presidential Order have remained only on paper. Creation of a separate state is the only option left," said Rajya Sabha member K Keshava Rao.
The Telangana advocates say the autonomy and freedom offered by Mamata can satisfy the Gorkhaland separatists, but cannot be applicable to Telangana as the demand for a separate state has been on for the last 60 years and that the fight was for independence from the oppression of the people of the other two regions for which the only solution is the division of AP into two states.
Atop Everest, ambition soars
VIVEK CHHETRI, TT, Darjeeling, June 22: Premalata Agarwal might have scaled the highest peak on earth at the age of 45 but her ambition continues to soar higher.
Premalata, a homemaker, became the oldest woman from India to climb Mt Everest on May 20 this year but she is not yet ready to sit on her laurels. The mother of two has already started nursing dreams to climb all the highest peaks in every continent within the next two years.
The mountaineer, who was born at Sukhiapokhri, 20km from Darjeeling, today said: “Within the next two years, I want to climb the highest peaks in every continent. I am confident of achieving this goal.”
The Everester was always inspired by the Himalayas as seen from Darjeeling and even though she left Sukhiapokhri after her marriage in 1982, her spirit of adventure did not leave her.
“I had joined a gym at Jamshedpur and in 2000 the gym authorities took us for a trek to the neighbouring hill. My elder daughter, Priyansha, also joined us. I came third and was also given an award. I was thrilled and wanted to enrol my elder daughter in a mountaineering course. But my mentor, Bachendri Pal — the first Indian woman to climb Everest in 1984 — said I, too, could climb the mountain,” said Premalata.
Soon the mother-daughter duo found themselves heading to Nehru Mountaineering Institute at Uttarkashi for a 21-day adventure course and Premalata’s determination to make a mark in the mountaineering fraternity continued to grow stronger.
She came back to Darjeeling in 2003 to complete a 15-day basic course at the Himalayan Mountaineering Institute where she was adjudged the best student. From 2004 Premalata became part of several Tata Steel Adventure Foundation (TSAF) trips and scaled Island Peak (Nepal, 20,600ft) in 2004, Karakoram Pass (18,300ft) and Mount Stok Kangri (20,150ft) in 2006, and the inaugural Indian women’s Thar Desert Expedition in 2007.
In 2008, she also scaled Mt Kilimanjaro in Tanzania — the highest volcanic mountain in the world.
The Thar expedition involved a 40-day camel safari from Bhuj in Gujarat to the Wagah border in Punjab and Premalata found a place in the Limca Book of Records for this feat.
Today, during a felicitation ceremony organised by the Darjeeling Marwari Sahayak Samity, Premalata sounded confident of breaking more records.
Asked if funds would be a problem, she said: “Funds, it seems, is always a major issue for mountaineers but I am lucky to have Bachendri Pal as my mentor. Her presence helped me a lot and I think funds would not be a problem in my future endeavours.
Asok to file suit against NBU head
TT, Siliguri, June 22: Former urban development minister Asok Bhattacharya today said he would file a suit against the vice-chancellor of North Bengal University for allegedly defaming him and his party by accusing them of “interfering in some affairs of the varsity.”
“After going through the vice-chancellor’s statement that he made last week, I found out that the allegations are baseless, false and politically motivated. It was done with a wrong intention to defame me and my party and I have decided to file a suit against him for trying to malign us by wrongly implicating us,” Bhattacharya said at a media conference here.
Vice-chancellor Arunabha Basumajumdar had accused the CPM leaders of subjecting him and his family to mental torture. “Some local CPM leaders have been telling me that I should work according to their instructions regarding all matters of the varsity…I and my family have been made victims of unbearable torture for having resisted their interference,” he had said.
Basumajumdar had also blamed a CPM coterie in the varsity for indulging in corruption and irregularities in various departments.
“We have already started taking legal advices in this regard. Just because we are no longer in power, the vice-chancellor is trying to win confidence of the ruling political party (read Trinamul) by making baseless comments against us,” Bhattacharya said.
Basumajumdar had said on Saturday that people from the CPM had threatened him and his family with dire consequences through anonymous letters and phone calls.
“He joined NBU on 2008, and claims that since then he has faced interference from the CPM leaders including me. I am curious to know whether the vice-chancellor can furnish any letter, phone call records or similar proofs to prove our intervention. He has alleged that some CPM leaders tried to meet him and give him some unsolicited advice on the affairs of the varsity. Why can’t he name those people then? These indicate the hollowness of the allegations levelled against us,” said Bhattacharya.
Jibesh Sarkar, a state committee member of the CPM, said: “If we had remained silent after the allegations, people would have misinterpreted us. We thus spoke today to clarify our stand.”
Fear propels clean-up drive - Landslide worry prompts action
RAJEEV RAVIDAS, TT, Kalimpong, June 22: Early landslides, long before the soil is saturated with water, have prompted the administration and the local people to carry out a regular drain cleaning drive.
The administration led the way this time by cleaning the clogged drains of the town on June 5, World Environment Day, with the active involvement of the residents. And, unlike in the past, the exercise has not been reduced to a daylong ritual only.
Municipality workers are since then conspicuously cleaning drains with a proactive participation from students. On Sunday, the residents of 8th Mile cleared a jhora of all construction material like sand and stones that had been dumped into it. The accumulated muck was restricting the free flow of rainwater downstream. “The fire brigade personnel helped us in the cleaning operation,” said Yakub Tamang, who was part of the drive.
Experts are worried that the threshold level of landslides has been upset. This time the mudslips have occurred after a long dry spell and not at the end of monsoon — usually September — when the earth is saturated with water and the hills are vulnerable. A landslide on Friday in Kurseong killed a man and his three children. Yesterday, The Telegraph had quoted expert Subir Sarkar saying: “A triggering mechanism like the rain is needed for a landslide to occur. But this time the rainfall was neither heavy nor of greater intensity, which suggests the threshold level for landslides to occur has been disturbed. One of the reasons could be that landslide preventive measures have not been put in place.”
As part of such preventive measures, a few days back, the students of the Scottish Universities’ Mission Institution planted 2,700 saplings at Sindebung, a landslide-prone village adjoining the town. The school has an ambitious plan to plant 10,000 saplings in and around the town.
“Our next round of plantation programme will be held at Lower Bongbusty in the next few days,” said Nava Ratna Pradhan, the principal of SUMI.
Save The Hills, an NGO working on the landslide issue, said the heightened level of awareness among the people was a welcome development, even if the pro-active drive was propelled more by fear.
“As someone told me, the fear of landslides is the beginning of awareness. Now that the monsoon is upon us, the people can only do what they are doing now like cleaning the drains and jhoras. Major prevention work cannot be taken up. If the level of preparedness is good, we can at least save lives,” said Praful Rao, the STH president.
In the area of preparedness as well, the relief department of the administration is more active this year. Relief teams have been seen visiting places, especially the vulnerable ones, advising people and assuring them of help.
“We have prepared teams of civil defence volunteers and also have contingents of the National Disaster Response Force on standby. We have also stocked sufficient basic equipment like shovels and ropes that would be needed in rescue operations during landslides,” said an official of the rescue department.
But some experts said only cleaning of jhoras would not do.
“Cleaning of jhoras and drains are not adequate measures to prevent landslides. These are at best short-term measures. There are no signs of long-term planning,” said a member of an NGO.
The administration has still not taken up long-term works like construction of retention walls along jhoras and on land vulnerable to landslides. “These are steps the administration had not taken at any point of time. Plantation is also part of the long-term plan, which has not been put in place,” said the NGO member.

प्रविण खालिंग, कालिमन्युज, गान्तोक, 22 जून। भारत-चीनको सीमामा स्थित नाथुला भञ्जाङसित जोड्ने अति सम्वेदशील जवहारलाल नेहरू मार्ग (जेएन रोड)को 9 माइल क्षेत्रमा हिजो राती लगभग 1 बजी गएको भयावह पैह्रोले भारत-चीन सीमाको नाथुला, छांगु, बाबा मन्दिर आदी पर्यटकीय स्थलसित सिक्किमको सम्पर्क टुट्यो। यसले भारत-चीनको सीमा व्यापारमा पनि प्रभाव पर्ने स्पष्ट भएको छ। पैह्रोबाट मुश्किलले बचाएर आज 12 वटा नाथुला व्यापारको निम्ति जाने वाहन छिराएको तर भोलिदेखि भने उक्त वाहन पनि छिर्न नसक्ने स्थिति रहेको चेकपोष्टका प्रभारी पीआई सावित्री प्रधानले जानकारी दिएकी छन्। उनले भने, हिजो राति लगभग 1 बजी 9 माइल र यसकै छेउमा गएको दुइवटा पैह्रोलो जएन रोड पूर्वरूपमा ध्वस्त भएको छ। उनले बताएअऩुसार लगभग 15 मिटर सडक चुट्टिएर गएको छ। जसले गर्दा आज पर्यटक र आम मानिसहरूको वाहन चलाचल थप्प रह्यो। चेकपोष्ट द्वारा जारी गरिने छांगु, नाथुला अनि बाबा मन्दिरजाने पर्यटकहरूको निम्ति आज पास जारी गरिएन भने भोलिदेखि पनि लगभग हप्ता दिनसम्म पास जारी गर्ने स्थिति नहुने उले बताएका छन्।
आज दिनभरि सडकमा यातायात सुचारू गर्ने प्रयासमा सिक्किम पुलिस, सीमा सडक संगठन (बीआरओ) लागी परेको भए पनि पैह्रोको भयावह स्थितिले गर्दा यातायात सुनिश्चित हुन सकेन। अर्कोतिर आज राति पनि पानी परेको खण्डमा स्थिति अझ गम्भीर हुनसक्ने सम्भावना रहेको बताउँदै स्भवत भोलिदेखि नाथुला व्यापारमा पनि प्रभाव हुनसक्ने बताइएको छ। सडक खोल्ने प्रयासमा ट्रावल एजेन्ट एसोसिएशन अफ् सिक्किम (टास), का प्रतिनिधी, डेञ्जोङ वेलफेयर एसोसिएशनका अध्यक्ष फुर्बा शेर्पा स्वंय घटनास्थलमा पुगेर सहयोग पुऱ्याउने कार्य गरिरहका छन्। अर्कोतिर बीआरओले अहिले चुट्टिएर गएको सडकलाई पर्खाल लगाएर सुचारू गर्ने प्रयास गरिरहेको भए पनि यसको निम्ति समय लाग्ने बताइएको छ। छांगु, बाबमन्दिर र नाथुलाजस्तो पर्यटनको महत्वपूर्ण क्षेत्रलाई जोड्ने यो मार्गलाई विस्तार गर्ने तथा डबल लेनिङको कार्य चलिरहेको हुनाले त्यसै पनि सडको अवस्था दुखदायी रहेको छ। यसका साथै सडक पैह्रोग्रस्त हुँदा वर्खे पर्यटनमा भने गहिरो असर पर्ने छ भने नाथुला सीमा व्यापार पूर्णरूपमा बाधित हुने देखिएको छ।
कालेबुङ थानाले जनाए अनुसार दिवस तामाङ जो एजेन्ट बताइएको छ, उसलाई केही दिन अघि मात्र नारी तस्करको रूपमा मतिगढ़ा पुलिसले पक्राउ गरेको छ। तिनी अहिले पनि पुलिसको हिरासतमा नै छन्। यता दिवसले चन्द्रलाई विदेश पठाउनको निम्ति पासपोर्ट बनाउन गोरूबथान निवासी नै शेखर तामाङका नागरिकता अनि कागजपत्र प्रयोग गरेका थिए। शेखरलाई चन्द्र बनाएर विदेश पठाइदिने योजना दिवसको थियो।
सोही कागजपत्र जॉंच गराउनको निम्ति चन्द्रलाई गोरूबथान कै मनोज तामङले कालेबुङको विदेशी पञ्जिकरण कार्यालयमा लिएर आएका थिए। पञ्जीकरण अधिकारी लोपसाङ तामाङले आधिकारिकरुपले जॉंच पड्तालको निम्ति सोधपुछ शुरू गरे। जतिपल्ट सोधपुछ गरेपनि चन्द्रले नेपालमा बोलिने बोलीको ढॉंचामा नै उत्तर दिने काम गरेकोले तिनी गोरूबथानको नभएर नेपालको हुन सक्ने शंका शुरू भयो। तिनलाई परिचयपत्र मागियो, तर तिनीसित परिचयपत्र नै थिएन। शंका पूर्ण भएपछि तिनलाई कालेबुङ पुलिसले पक्राउ गरेर सोधपुछ भएपछि तिनलाई 'फ्रड' मानेर कठघरामा हुलियो।
जानकारी अनुसार जसको कागजपत्र दिवस तामङले प्रयोग गरेका थिए तिनी दिवसका काकाका छोरा हुन्, जो राज्य बाहिर छन्। दिवसले घरमा भएको कागजपत्र अनुमतिबिना नै प्रयोग गरेका थिए। मनोज तामङ दिवस तामङको दाजु हुन् जो चन्द्रलाई आफ्नो वाहनमा कालेबुङ लिएर आएका थिए। कालेबुङ पुलिसले वास्तविकता अघि ल्याउनको निम्ति जॉंच प्रक्रियालाई द्रुत गरेको छ भने दोषी चन्द्र अनि मनोजलाई 14 दिनको पुलिस हिरासतमा राखिएको छ। चोर होस्, कि हत्यारा, ठगार होस् कि आतङ्की जसलाई पनि कालेबुङ यति सजिलो क्षेत्र छ, जहॉं आफ्नो स्वार्थको काम बनाउन धेरै सजिलो छ। कालेबुङभित्र यस्ता अपराधिक कार्यहरू यति बिध्न बढेर गइरहेको छ कि यसलाई पुलिस प्रशासनले गम्भीर लिएन भने कालेबुङले आफ्नो मर्यादा सधैँ भरिको निम्ति गुमाउन सक्ने छ। एउटा युनिपे नामक कम्पनीले कालेबुङका धनी नागरिकहरूको यति धेरै धन लुटेर एजेन्ट चम्पट कसेको छ, जसको पर्दाफास अझ पनि हुन सकेको छैन।
Hills imbroglio: Solution likely in mid-July
SNS, Siliguri/KOLKATA, 22 JUNE: The final ‘settlement’ of the long dragging Darjeeling hills tangle may be deferred till mid-July in view of the flood situation in some parts of the state and other pressing issues, including the Singur uncertainty.
Neither the north Bengal development minister, Mr Gautam Deb, nor the GJMM media secretary, Dr Harka Bahadur Chhetri, seems to have any knowledge about when the long-awaited tripartite settlement would be inked. It was decided during the meeting, involving the state government officials and the GJMM delegation led by the party general secretary, Mr Roshan Giri earlier this month, that the final memorandum of settlement would be signed in a fortnight in Darjeeling in the presence of the chief minister, Miss Mamata Banerjee.
Mr Deb said: “It is difficult to say anything on the tripartite meeting. The chief minister herself is looking into the matter. She alone can enlighten,” he said. On the other hand, Mr Chhetri, said that they had not yet received any official communication either from the Centre or from the state government. “Miss Mamata Banerjee and the Union home minister would fix the date according to their convenience,” he said.
Meanwhile, the state government has prepared a draft agreement based on the minutes of the bipartite agreement between the state government and Gorkha Jan Mukti Morcha (GJMM). Copies of the draft agreement were sent to both the ministry of home affairs (MHA) and the GJMM for approval before the tripartite agreement is signed in Delhi.
The GJMM has also sent the state government a detailed copy of the draft including their demands that were resolved in bipartite meeting. State government is also setting up a committee to look into the territorial demands of the GJMM.
Want Bodoland? Let Mamata show the way
NISHIT DHOLABHAI, TT, New Delhi, June 22: The government may not yield to the demand for Bodoland in the talks this week, bolstered by Mamata Banerjee’s success with the Gorkha Janmukti Morcha.Two outfits, the National Democratic Front of Boroland (Progressive) and Dima Halam Daogah, led by Dilip Nunisa, will hold talks with the government tomorrow.
While the Centre’s stand on a new state may be made clear to the NDFB, the DHD will be told to reconcile with rival outfit DHD (Jewel).
For the faction of the NDFB led by Govinda Basumatary, which is in talks with the government, there are few options but to raise this demand.
Sitting in peace camps, they fear losing credibility while the Bodo People’s Front led by the dynamic Hagrama Mohilary rules the autonomous district area.
“They can always point out lacunae in development and the government is always willing to assist,” said a government official, ruling out any ambiguity on the issue.
Ambiguity on the Telangana issue has already cost the government dearly, as even the ruling Congress in Andhra Pradesh is demanding a separate state.
Sources said the NDFB might be clearly told that there is no possibility at present of deciding upon a separate Bodoland state.
An idea or two may be borrowed from the Bengal chief minister.
Mamata claimed yesterday that the Gorkhaland “problem was solved” through the tripartite agreement that could be signed by this month-end. Although the Gorkha Janmukti said the statehood issue would remain, the GJM has not rejected Mamata’s claim of solving the problem.
Similarly, the Centre and the Assam government are marshalling all the political wisdom while tackling the statehood and autonomous areas demands.
“The Dilip Nunisa group should sort out the differences with the Gorlosa group before signing a memorandum of settlement,” said a government source. The government is in a mood to “get over with” the problems in Assam over the next few years and DHD may sign the first memorandum of settlement.
Jewel Gorlosa has been in jail in Assam after he was picked up in Bangalore in 2009. For the NDFB’s anti-talks faction, meanwhile, these are difficult times.
The outfit’s former chief, Ranjan Daimary is in jail in Guwahati while key functionary Songibjit is in Myanmar. Recent setbacks include the arrest of S. Brahma alias Sagrid in Hyderabad and the killing of a senior leader last week in Meghalaya.
Govt wants tea wage at Rs 90 - Labour minister to tour gardens to ensure benefits for workers

Tea workers in the plains are paid Rs 67 a day at present, but a new wage deal was supposed to come into effect on April 1. A meeting convened by the state labour department here yesterday to fix the new wage remained inconclusive as trade unions rejected the planters’ offer of Rs 5 hike.
“Our (labour) officers have rejected the planters’ offer outright and have asked them to come with a better proposal in the coming days,” said Bose.
The minister noted that tea estates and unions in the Darjeeling hills had reached on an agreement in April to revise the wage from Rs 67 to Rs 90.
“The government feels planters in the Dooars and the Terai should think of fixing the wage at Rs 90 or a higher amount. It has to be ensured that tea workers should also get a minimum wage of Rs 162-165 like other labourers in the state,” Bose told The Telegraph over phone from Calcutta.

“The erstwhile Left Front government had made certain recommendations on fixing minimum wage for workers. To my knowledge, the minimum wage recommended by them was Rs 162-165. We will check the files concerned and hope that the minimum wage is fixed soon,” said Bose.
Apart from the wages, a tea worker receives certain other benefits from estate owners under the Plantation Labour Act. “If these benefits are converted into monetary terms and are added to the existing wage, the remuneration comes around Rs 102-105. This should be increased to Rs 162-165, meaning a hike of around Rs 60,” said the minister.
The government is also worried about the living conditions of garden dwellers. The minister said the labourers often aired a lot of grievances and he would see that all benefits due to them were made available by the garden owners.
“During wage negotiations, planters always talk about the benefits they provide to the workers. However, we have information that several labour quarters are in pitiable condition, disbursement of ration is irregular, the hospitals and dispensaries do not function properly and there are not enough schools for children in the garden,” said Bose.
“I and labour department officials will visit north Bengal next month to know the real picture and will take necessary steps if lapses are noticed. We will not tolerate economic deprivation of the workers.”
Trade union leaders have welcomed the minister’s stand. “He seems to have a clear idea of the tea industry and the state of affairs,” said Alok Chakraborty, the Darjeeling district president of the Intuc. “We want the minister to take part in the wage talks for a positive outcome. If he can ensure that each worker and his family in the tea belt is given stipulated benefits, it would be another achievement.”
The Co-ordination Committee of Planters’ Associations has refused comment. “We would prefer to talk to the minister before making any comment,” said a CCPA office-bearer.
No takers for Didi's canton model for Telangana
TOI, HYDERABAD: The Switzerland model of autonomy that West Bengal chief minister Mamata Banerjee claims she has convinced those seeking a Gorkhaland in her state to accept has added to a certain confusion in the minds of those seeking Telangana as to what exactly the model is.
While speaking at the meet-the-press programme in New Delhi on Tuesday, Mamata had said: "In response to the demand for carving out a separate state out of Darjeeling made by the Gorkhaland Janamukti Morcha (GJM), I offered them autonomy on the lines of that which exists in Switzerland. They accepted it," she said. Switzerland is divided into Cantons or administrative districts. Derived from the French word for 'corner' or 'district', canton (from which the word cantonment is also derived) is an independent administrative zone and are small in terms of area and population as opposed to districts or provinces. Apart from Switzerland, cantons exist in Belgium, Bolivia, Bosnia, Canada, Costa Rica, Ecuador, El Salvador, Lebanon and Luxembourg.
The Swiss cantons are by far the best known. Each canton in this European country has its own constitution, legislature, government and courts. They are responsible for healthcare, welfare, law enforcement, public education as well as taxation.
According to sources, what Mamata offered the Gorkhaland separatists is autonomy with regard to local laws, Gorkha as the official language in the province and a financial package. The Gorkhaland council, which will rule the region, will be elected by the people through democratic elections. However, the council will not have the powers to enact laws. In the context of Telangana, the separate state advocates have already rejected the offer of greater autonomy and a financial package. The sixth option that was recommended as the best one by the Srikrishna Commission was maintaining status quo and constituting a Telangana Regional Council with financial and legislative powers.
But those fighting for Telangana argue that all such councils are useless and powerless and cite the existence of two such boards in the past including the Telangana Regional Development Board set up by former chief minister Y S Rajasekhara Reddy which largely remained defunct as it had no financial or administrative powers. "Whatever the model advocated by Mamata is unacceptable to the people of Telangana. Unlike other places, Telangana was an independent entity that was forcibly merged with the Andhra region of the erstwhile Madras presidency. This merger was opposed then itself and all the provisions that were drafted later to convince the Telangana people like gentlemen's agreement, six-point charter and Presidential Order have remained only on paper. Creation of a separate state is the only option left," said Rajya Sabha member K Keshava Rao.
The Telangana advocates say the autonomy and freedom offered by Mamata can satisfy the Gorkhaland separatists, but cannot be applicable to Telangana as the demand for a separate state has been on for the last 60 years and that the fight was for independence from the oppression of the people of the other two regions for which the only solution is the division of AP into two states.
Atop Everest, ambition soars

Premalata, a homemaker, became the oldest woman from India to climb Mt Everest on May 20 this year but she is not yet ready to sit on her laurels. The mother of two has already started nursing dreams to climb all the highest peaks in every continent within the next two years.
The mountaineer, who was born at Sukhiapokhri, 20km from Darjeeling, today said: “Within the next two years, I want to climb the highest peaks in every continent. I am confident of achieving this goal.”
The Everester was always inspired by the Himalayas as seen from Darjeeling and even though she left Sukhiapokhri after her marriage in 1982, her spirit of adventure did not leave her.
“I had joined a gym at Jamshedpur and in 2000 the gym authorities took us for a trek to the neighbouring hill. My elder daughter, Priyansha, also joined us. I came third and was also given an award. I was thrilled and wanted to enrol my elder daughter in a mountaineering course. But my mentor, Bachendri Pal — the first Indian woman to climb Everest in 1984 — said I, too, could climb the mountain,” said Premalata.
Soon the mother-daughter duo found themselves heading to Nehru Mountaineering Institute at Uttarkashi for a 21-day adventure course and Premalata’s determination to make a mark in the mountaineering fraternity continued to grow stronger.
She came back to Darjeeling in 2003 to complete a 15-day basic course at the Himalayan Mountaineering Institute where she was adjudged the best student. From 2004 Premalata became part of several Tata Steel Adventure Foundation (TSAF) trips and scaled Island Peak (Nepal, 20,600ft) in 2004, Karakoram Pass (18,300ft) and Mount Stok Kangri (20,150ft) in 2006, and the inaugural Indian women’s Thar Desert Expedition in 2007.
In 2008, she also scaled Mt Kilimanjaro in Tanzania — the highest volcanic mountain in the world.
The Thar expedition involved a 40-day camel safari from Bhuj in Gujarat to the Wagah border in Punjab and Premalata found a place in the Limca Book of Records for this feat.
Today, during a felicitation ceremony organised by the Darjeeling Marwari Sahayak Samity, Premalata sounded confident of breaking more records.
Asked if funds would be a problem, she said: “Funds, it seems, is always a major issue for mountaineers but I am lucky to have Bachendri Pal as my mentor. Her presence helped me a lot and I think funds would not be a problem in my future endeavours.

“After going through the vice-chancellor’s statement that he made last week, I found out that the allegations are baseless, false and politically motivated. It was done with a wrong intention to defame me and my party and I have decided to file a suit against him for trying to malign us by wrongly implicating us,” Bhattacharya said at a media conference here.
Vice-chancellor Arunabha Basumajumdar had accused the CPM leaders of subjecting him and his family to mental torture. “Some local CPM leaders have been telling me that I should work according to their instructions regarding all matters of the varsity…I and my family have been made victims of unbearable torture for having resisted their interference,” he had said.
Basumajumdar had also blamed a CPM coterie in the varsity for indulging in corruption and irregularities in various departments.
“We have already started taking legal advices in this regard. Just because we are no longer in power, the vice-chancellor is trying to win confidence of the ruling political party (read Trinamul) by making baseless comments against us,” Bhattacharya said.
Basumajumdar had said on Saturday that people from the CPM had threatened him and his family with dire consequences through anonymous letters and phone calls.
“He joined NBU on 2008, and claims that since then he has faced interference from the CPM leaders including me. I am curious to know whether the vice-chancellor can furnish any letter, phone call records or similar proofs to prove our intervention. He has alleged that some CPM leaders tried to meet him and give him some unsolicited advice on the affairs of the varsity. Why can’t he name those people then? These indicate the hollowness of the allegations levelled against us,” said Bhattacharya.
Jibesh Sarkar, a state committee member of the CPM, said: “If we had remained silent after the allegations, people would have misinterpreted us. We thus spoke today to clarify our stand.”
Fear propels clean-up drive - Landslide worry prompts action

The administration led the way this time by cleaning the clogged drains of the town on June 5, World Environment Day, with the active involvement of the residents. And, unlike in the past, the exercise has not been reduced to a daylong ritual only.
Municipality workers are since then conspicuously cleaning drains with a proactive participation from students. On Sunday, the residents of 8th Mile cleared a jhora of all construction material like sand and stones that had been dumped into it. The accumulated muck was restricting the free flow of rainwater downstream. “The fire brigade personnel helped us in the cleaning operation,” said Yakub Tamang, who was part of the drive.
Experts are worried that the threshold level of landslides has been upset. This time the mudslips have occurred after a long dry spell and not at the end of monsoon — usually September — when the earth is saturated with water and the hills are vulnerable. A landslide on Friday in Kurseong killed a man and his three children. Yesterday, The Telegraph had quoted expert Subir Sarkar saying: “A triggering mechanism like the rain is needed for a landslide to occur. But this time the rainfall was neither heavy nor of greater intensity, which suggests the threshold level for landslides to occur has been disturbed. One of the reasons could be that landslide preventive measures have not been put in place.”
As part of such preventive measures, a few days back, the students of the Scottish Universities’ Mission Institution planted 2,700 saplings at Sindebung, a landslide-prone village adjoining the town. The school has an ambitious plan to plant 10,000 saplings in and around the town.
“Our next round of plantation programme will be held at Lower Bongbusty in the next few days,” said Nava Ratna Pradhan, the principal of SUMI.
Save The Hills, an NGO working on the landslide issue, said the heightened level of awareness among the people was a welcome development, even if the pro-active drive was propelled more by fear.
“As someone told me, the fear of landslides is the beginning of awareness. Now that the monsoon is upon us, the people can only do what they are doing now like cleaning the drains and jhoras. Major prevention work cannot be taken up. If the level of preparedness is good, we can at least save lives,” said Praful Rao, the STH president.
In the area of preparedness as well, the relief department of the administration is more active this year. Relief teams have been seen visiting places, especially the vulnerable ones, advising people and assuring them of help.
“We have prepared teams of civil defence volunteers and also have contingents of the National Disaster Response Force on standby. We have also stocked sufficient basic equipment like shovels and ropes that would be needed in rescue operations during landslides,” said an official of the rescue department.
But some experts said only cleaning of jhoras would not do.
“Cleaning of jhoras and drains are not adequate measures to prevent landslides. These are at best short-term measures. There are no signs of long-term planning,” said a member of an NGO.
The administration has still not taken up long-term works like construction of retention walls along jhoras and on land vulnerable to landslides. “These are steps the administration had not taken at any point of time. Plantation is also part of the long-term plan, which has not been put in place,” said the NGO member.

प्रविण खलिंग, कालिमन्युज, गान्तोक,22 जून। राज्यपाल बीपी सिंहले पाकिमबहाट रानीपूससम्मको हाइवे विकास गर्नके निम्ति पूर्वोत्तर परिषदलाई एनएवसीपीआर अन्तर्गत एक हजार करोड रूपियाँ आवन्टन गर्ने माग गेरको छ। नयाँ दिल्लीमा पूर्वोत्तर राज्य विकास मन्त्रालयलाई एक हजार करोड रूपियाँको माग राखेका छन्। पूर्वोत्तर क्षेत्रिय विकास मन्त्रालय (डोनर) का मंत्री बीके हेमण्डीक अनि पूर्वोत्तर परिषदका अध्यक्षको उपस्थितिमा सम्पन्न बैठकमा पाकिममा निर्माणाधिन हवाई अड्डाको निर्माण कार्य पुरा भए पछि राज्यमा बड्ने पर्यटकीय सम्भावनालाई ध्यानमा राखेर उनले पाकिम रानीपूल हाईवेको विकास हुनुपर्ने बताउँदै यसको निम्ति रकमको माग गरेका छन्।नयाँ गान्तोकको परियोजनालाई ध्यानमा राखेर यसको निम्ति कार्य गर्नु आवश्यक रहेको बताउँदै उनले यो माग पेश गरेका हुन्। यसैगरि राज्यपाल सिंहले राज्यमा निर्माणाधिन रहेको 575 पलङयुक्त सुपर स्पेशियलिटी हस्पिटलको निम्ति पनि डोनरले ध्यान दिनुपर्ने माग गरे।यसैगरि पूर्वोत्तर क्षेत्रा बीएसएनएलको गुणस्तर सेवा मा पनि विकास गरिनुपर्ने दिशामा उनले जोड दिए। उनले यसको निम्ति आफ्नो मन्तव्य व्यक्त गर्दै भने, साइबर युगमा क्षेत्रिय एकिकरणको निम्ति इन्टरनेट सबै भन्दा महत्वपूर्ण संसधान भएको हुनाले पूर्वोत्तर राज्यमा बीएसएनएलको सेवा सठीक र गुणस्तरीय हुन नितान्त आवश्यक छ। अर्कोतिर पूर्वोतिर हेरौं नीति अनुसार भारत सरकारले सिक्किमलाई दक्षिण एशियायी मुलुकहरूसित सम्पर्क स्थापित गर्ने दिशामा कार्य गर्न अनुपति दिनुपर्ने तथा सरकार प्रमुखहरूको सम्मेलन आयोजनको निम्ति सिक्किमलाई अनुमति प्रदान गरेको खण्डमा सिक्किमले यो कार्य गर्ने बताए। यसैगरि पूर्वोत्तर क्षेत्रको विकासको निम्ति केन्द्र सरकारले यस क्षेत्रमा वित्तीय संस्थानहरू खोल्ने अनुमति प्रदान गर्नुपर्ने माग राखे।
भारत-चीन नाथुलासित सम्पर्क टुट्यो -

प्रविण खालिंग, कालिमन्युज, गान्तोक, 22 जून। भारत-चीनको सीमामा स्थित नाथुला भञ्जाङसित जोड्ने अति सम्वेदशील जवहारलाल नेहरू मार्ग (जेएन रोड)को 9 माइल क्षेत्रमा हिजो राती लगभग 1 बजी गएको भयावह पैह्रोले भारत-चीन सीमाको नाथुला, छांगु, बाबा मन्दिर आदी पर्यटकीय स्थलसित सिक्किमको सम्पर्क टुट्यो। यसले भारत-चीनको सीमा व्यापारमा पनि प्रभाव पर्ने स्पष्ट भएको छ। पैह्रोबाट मुश्किलले बचाएर आज 12 वटा नाथुला व्यापारको निम्ति जाने वाहन छिराएको तर भोलिदेखि भने उक्त वाहन पनि छिर्न नसक्ने स्थिति रहेको चेकपोष्टका प्रभारी पीआई सावित्री प्रधानले जानकारी दिएकी छन्। उनले भने, हिजो राति लगभग 1 बजी 9 माइल र यसकै छेउमा गएको दुइवटा पैह्रोलो जएन रोड पूर्वरूपमा ध्वस्त भएको छ। उनले बताएअऩुसार लगभग 15 मिटर सडक चुट्टिएर गएको छ। जसले गर्दा आज पर्यटक र आम मानिसहरूको वाहन चलाचल थप्प रह्यो। चेकपोष्ट द्वारा जारी गरिने छांगु, नाथुला अनि बाबा मन्दिरजाने पर्यटकहरूको निम्ति आज पास जारी गरिएन भने भोलिदेखि पनि लगभग हप्ता दिनसम्म पास जारी गर्ने स्थिति नहुने उले बताएका छन्।
आज दिनभरि सडकमा यातायात सुचारू गर्ने प्रयासमा सिक्किम पुलिस, सीमा सडक संगठन (बीआरओ) लागी परेको भए पनि पैह्रोको भयावह स्थितिले गर्दा यातायात सुनिश्चित हुन सकेन। अर्कोतिर आज राति पनि पानी परेको खण्डमा स्थिति अझ गम्भीर हुनसक्ने सम्भावना रहेको बताउँदै स्भवत भोलिदेखि नाथुला व्यापारमा पनि प्रभाव हुनसक्ने बताइएको छ। सडक खोल्ने प्रयासमा ट्रावल एजेन्ट एसोसिएशन अफ् सिक्किम (टास), का प्रतिनिधी, डेञ्जोङ वेलफेयर एसोसिएशनका अध्यक्ष फुर्बा शेर्पा स्वंय घटनास्थलमा पुगेर सहयोग पुऱ्याउने कार्य गरिरहका छन्। अर्कोतिर बीआरओले अहिले चुट्टिएर गएको सडकलाई पर्खाल लगाएर सुचारू गर्ने प्रयास गरिरहेको भए पनि यसको निम्ति समय लाग्ने बताइएको छ। छांगु, बाबमन्दिर र नाथुलाजस्तो पर्यटनको महत्वपूर्ण क्षेत्रलाई जोड्ने यो मार्गलाई विस्तार गर्ने तथा डबल लेनिङको कार्य चलिरहेको हुनाले त्यसै पनि सडको अवस्था दुखदायी रहेको छ। यसका साथै सडक पैह्रोग्रस्त हुँदा वर्खे पर्यटनमा भने गहिरो असर पर्ने छ भने नाथुला सीमा व्यापार पूर्णरूपमा बाधित हुने देखिएको छ।
