घिसिङलाई विमलको चेतावनी -19 देखि अर्को चरणको आन्दोलन हुनेछ-विमल
मनोज बोगटी, कालिमन्युज, कालेबुङ,8 अप्रेल | गोरामुमो प्रमुख सुवास घिसिङ दार्जीलिङ पुग्दा गोजमुमो प्रमुख विमल गुरूङ कालेबुङ आइपुगे। तिनले भोटिया ट्राइबल, ट्राइबल एशोसिएसन, शेर्पा एशोसिएसन डेण्ड्रुग किदूले संयुक्तरूपमा आयोजना गरेको चुनावी सभालाई सम्बोधन गर्दै भने, सुवास घिसिङ पहाड़ चढ्यो भन्दैछ, तिनी आउन्। अहिले चुनाउको आचार संहिताले हाम्रो हात बॉंधेको छ। कानून र आचार संहिताको कदर गर्छौं तर याद राखोस् 18 अप्रेलदेखि उता हाम्रो अर्को चरणको आन्दोलन हुनेछ। तिनले सुवास घिसिङलाई नै लक्ष्य गर्दै यसप्रकारका चेतावनी दिए कि अहिले मोर्चा आचार संहिताको कारण केही गर्न सक्दैन तर चुनाउ सक्ने वित्तिकै मोर्चा फेरि आन्दोलनमा उत्रिन्छ अनि त्यसबेला घिसिङलाई जनताले सही जवाब दिनेछन्।
यद्धपि तिनले कुनै अशान्ति नहुने पनि बताए। तिनले भने, हामीले रिजेक्ट गरिसकेकाहरूको उत्थान गर्नु हुँदैन। यहॉं हामीले खेदाएकाहरू फेरि आएका छन् रे। 19 देखि अर्को चरणको आन्दोलन हुन्छ, सबैले याद राखोस्। तिनले सुवास घिसिङलाई बङ्गाल प्रशासनले पूर्ण सुरक्षा दिएर पहाड़ हुलेकोमा आपत्ति जनाउँदै भने, घिसिङ को हुन् र बङ्गालले यति सुरक्षा दिइरहेको छ? प्रधानमन्त्रीले पनि यति सुरक्षा पाएका छैनन्। मेरो त सुरक्षा गार्ड पनि फर्कायो। भन्यो कि केश छ अरे ममाथि, गार्ड राख्नु हुँदैन अरे।
घिसिङले 12 सयको हत्या गरेका छन् के घिसिङको केश छैन? उनको केश कहिले विड्र भयो? यो त अन्याय हो। तिनले अझ भने, मलाई पदयात्रा गर्नमा रोक लगायो, जङ्गलमा 144 धारा लगायो अनि गोली ठोक्यो। बङ्गालमा अन्धा कानून छ। तिनले सी.के प्रधानको हत्या गर्नेहरू खुल्लम खुल्ला हिँड़िरहेको आरोप लगाउँदै भने, कालेबुङमा खेदाएकाहरू छिरेका छन् अरे, सी.के प्रधानका हत्या गर्ने छिरिङ शेर्पा खुल्ला छाती गरेर हिँड़िरहेका छन्। उनीहरूलाई बङ्गालले किन रोक्दैन? अब जनता सतर्क हुनुपर्छ। हामी हिंसा चहॉंदैनौं। तिनले भोटिया शेर्पा वा कुनै पनि समुदायसित विश्वासले जोड़िएर बसेको भए पनि अहिले चलिरहेको हुरीदेखि सबैलाई जोगिएर बस्नुपर्ने पनि बताए। तिनले आफू भोट माग्न नआएको तर सबैले बुझेर भोट दिनुपर्ने बताउँदै भने, यसपाली तर्क गर्न सक्ने हर्कबहादुर छेत्रीलाई विधानसभा पठाउँदैछौं। तिनले गोर्खाल्याण्डको निम्ति काम गर्नेछन्। काम गर्न नसके फर्काइनेछ।

मनोज बोगटी, कालिमन्युज, कालेबुङ,8 अप्रेल | पहाड़का भूमिपुत्र लेप्चाहरूको भाषिक, साहित्यिक, समाजिक, शैक्षिक कुनै पनि क्षेत्रको विकासको निम्ति बङ्गाल सरकार र केन्द्रले वास्ता नगरेकोले लेप्चाहरूले यसपालीको विधानसभा चुनाउलाई बहिष्कार गरेको सिलगढ़ीबाट इण्डिजेनस लेप्चा ट्राइबल एशोसिएसनले घोषणा गरेपनि आज इण्डिजेनस लेप्चा ट्राइबल फोरमका अध्यक्ष पवल सिमिकले यो घोषणा नै चुड़ान्त नरहेको स्पष्ट पारेका छन्। आज बिहान इण्डिजेनस लेप्चा ट्राइबल एशोसिएसनका अध्यक्ष ल्याङसोङ तामङसाङ अनि मोर्चा अध्यक्ष विमल गुरूङबीच गोप्य बैठक भएको थियो भने दिउँसो विमल गुरूङले जिल्लाभरिका लेप्चा प्रतिनिधिहरूसित सेन्टेनेरी हलमा भेटघाट गरेका थिए। सोही भेटघाट क्रायक्रममा सिमिकले हिजो गरिएको घोषणा नै चुडान्त नरहेको स्पष्ट पारेका हुन्। गुरूङ र तामसाङबीच के के कुराकानी भयो दुवैपक्षले खुलासा गर्न चाहेनन्।
हिजो लेप्चाहरूले भोट नहाल्ने घोषणा गरेपछि विमल गुरूङले आज लेप्चा प्रतिनिधिहरूसित भेटघाट गर्न चाहेको अनि तिनलाई सम्मान गर्दै आफूहरूले गुरूङसित भेटघाट गरेको तामसाङले बताए। गुरूङले केवल तामसाङसित मात्र भेटेनन् तिनले जिल्लाभरिका लेप्चा प्रतिनिधिहरू सित पनि भेटे। लेप्चा प्रतिनिधिहरू सित गुरूङले भेटघाट गरेपछि नै भोट नहाल्ने कुरा चुड़ान्त नरहेको फोरमले घोषणा गरेको छ। पवल सिमिकले भने, हाम्रा दाबीहरूलाई दुवै सरकार मात्र होइन राजनैतिक दलहरूले पनि अनदेखा गरे। आज विमल गुरूङले भेट्न चाहे, हामी खुशी छौं। अझ भोट आउन दस दिन छ। भोट नहाल्ने कुरा नै चुड़ान्त होइन। यता विमल गुरूङले पनि लेप्चा समुदायसित कुराकानी गर्दै भने, हामी गोर्खाल्याण्डको आन्दोलन गरिरहेका छौं।
आज तपाईँहरूले मलाई दस्तावेज चढ़ाउनु भयो। ठीक ठाउँमा चड़ाउनु भयो। केन्द्र र राज्यलाई भनिरहनु पर्दैन। राज्य भएपछि सबै कुराको समाधान भइहाल्छ। डा.हर्कबहादुर छेत्री विधायक भएर गएपछि तपाईंहरूको आधा समस्या समाधान हुनेछ। अहिले हाम्रोमा व्यवस्था छैन। व्यवस्था आएपछि सबै कुराको समाधान भइहाल्नेछ। दिल्ली र कलकत्तामा होइन कुरा दार्जीलिङमा नै मिल्छ। कुरा टेवलमा ल्याइनु पर्छ। हाम्रो सम्बन्ध राम्रो हुनुपर्छ। म शासन चलाउने भए दिने थिएँ। आन्दोलन गर्दैछु। सहयोग गर्नुपर्छ। तिनले मोर्चाले प्राधिकरणको कुरा छोड़िसकेको अनि जबसम्म विमल गुरूङ रहन्छ तबसम्म गोर्खाल्याण्ड बाहेक कुनै पनि कुरा नहुने पनि बताए। तिनले भने, अब प्राधिकरण भन्यो भने मलाई श्राप लाग्नेछ। किन भने तीन जना गोर्खाल्याण्डको निम्ति शहीद भएका छन्।
लीगको चुनावी घोषणा पत्र सार्वजनिक - गोर्खाल्याण्ड लक्ष्य गणतन्त्र मूलमन्त्र
मनोज बोगटी, कालिमन्युज, कालेबुङ,8 अप्रेल | अखिल भारतीय गोर्खालीगले आज चुनावी घोषणा पत्र सार्वजिनक गरेको छ। घोषणापत्र सार्वजनिक गर्न लीग कार्यकारी अध्यक्ष दावा शेर्पा, प्रताप खाती, लीगको कालेबुङ उम्मेद्वार त्रिभुवन राई अनि के.एन सुब्बाको उपस्थिति रहेको थियो। एक पत्रकार सम्मेलनद्वारा घोषणा पत्र शेर्पाले सार्वजनिक गर्दै लीगको लक्ष्य गोर्खाल्याण्ड अनि मूल मन्त्र गणतन्त्र रहेको जनाएका छन्। लीगको घोषणापत्रमा उल्लेख गरिए अनुसार जनताको मुद्दाको वकालत गर्नेहरू विसाउनी, सिँड़ी तथा खुड़्किलोको नाममा प्राधिकरण वा सेटअप भित्राउन आतुर छन्। तर गोर्खाल्याण्ड नै जनताको आकांक्षा हो।
आन्दोलनको नाममा जनपीड़क कार्यक्रम गरेर जनतालाई सताउने राजनीतिको विरूद्ध लीग कटिबद्धरूपले लागिपर्ने बचनबद्धता घोषणापत्रमा उल्लेख गरिएको छ भने पहाड़मा गणतन्त्रको वहाली गर्न पनि लीगले कटिबद्धता देखाएको छ। कुलैनबारी, चियाबारी, पर्यटन, शिक्षा, कृषि उद्योगहरूको विकास मात्र होइन पानी बत्ती र बासस्थानसम्मको समस्या समाधानको निम्ति पनि लीग बचनबद्ध रहेको बताइएको छ। रोगजारमुखी औध्यौगिक ईकाइहरूको स्थापना, स्वरोजगार योजनाहरूको विकास लगायत हाइटेक स्फ्टवेयर ईकाइहरूसमेतको विकास र कार्यान्वयनमा लीगले कार्य गर्ने जनाइएको छ। भारतको मानव सर्वेक्षण विभागले पारित गरेको रिपोर्टले लेप्चाहरूलाई अन्याय गरेको अनि दार्जीलिङका लेप्चाहरूले सिक्किमबाट सर्टिफिकेट लिन बाध्य भइरहेको कुराको उठान गर्दै लेप्चाहरूलाई लेप्चाकैरूपमा चिन्हित गरिनुपर्ने सम्बन्धमा ठोस पहल गर्ने पनि उल्लेख गरिएको छ।
गोर्खाल्याण्डको निम्ति प्राइवेट बील ल्याउँछु भन्ने अनि 2011 को पन्द्र अगस्तमा गोर्खा मुख्यमन्त्रीले मेलाग्राउण्डबाट जनतालाई सम्बोधन गर्ने जस्ता सफाझुट बोल्ने भाजपाका सांसद राजीव प्रताप रुड़ीले गोर्खाहरूलाई नेपालका नागरिक बताएको कुरासमेतको जिकिर गरिएको घोषणापत्रमा लेप्चाहरूलाई अन्याय गर्ने भारतको सर्वेक्षण रिपोर्टले गोर्खाहरूलाई पनि नेपालको नागरिक बताएको उल्लेख गर्दै गोर्खा अनि गोर्खाल्याण्ड विरोधी शक्तिसित लड्न लीगसित सबै अघि आइदिने अपील पनि गरिएको छ। मदन तामङका हत्याराहरूलाई दण्ड दिलाउनको निम्ति गोर्खाल्याण्डको निम्ति कटिबद्ध जनताले लीगलाई सहयोग गरिदिने अनि मदन तामङको गोर्खाल्याण्डको सपनालाई साकार पारिदिने अपील पनि घोषणापत्रमा उल्लेख गरिएको छ।
मेन्च्युमा गोरामुमोको पहिलो चुनावी सभा सम्पन्नकालेबुङ,8 अप्रेल। छैटौं अनुसूचीको मुद्दालाई अघि राखेर विधानसभा चुनाउ लड़िरहेका गोरामुमो उम्मेद्वार प्रकाश दहालको निम्ति चुनावी प्रचारको निम्ति गोरामुमोले कोठे बैठक गर्न शुरू गरेको छ। आज कालेबुङका उम्मेद्वार प्रकाश दाहालको निम्ति गोरामुमोले मेन्च्यु गाउँ तारखोलामा पहिलो चुनावी सभा गर्योो जहॉं गोरामुमो कालेबुङ शाखाध्यक्ष दावा शेर्पा, सचिव सी.के कुमाई, उपाध्यक्ष मौरिस कालिकोटे, सहसचिव रोशन राई लगायल जीएनडब्ल्युकी गायत्री मुखिया तथा अन्यको उपस्थिति रहेको थियो। कार्यक्रमलाई अध्यक्षता गर्दै शरण राईले छैटौं अनुसूची नै वैधानिक अनि उपयुक्त मुद्दा रहेको बताउँदै मानिसहरू प्राधिकरणको मुद्दाले अन्योलमा परेको बताए। तिनले छिटै गोर्खाल्याण्ड हुन नसकेपनि बैधानिक र बलियो व्यवस्था नै पहाड़को निम्ति हुनुपर्ने जसबाट गोर्खाल्याण्डसम्म पुग्ने माग्र निर्माण हुनुपर्ने बताए। प्रकाश दाहालले पनि छैटौं अनुसूचीबारे स्पष्ट पारे। लगभग दुइसय जना समर्थकहरूको उपस्थितिमा भएको सभामा सी.के.कुमाई दावा शेर्पा, रोशन राई अनि मौरिस कालिकोटेले पनि गोरामुमोले दाबी गरेको छैटौं अनुसूचीको बैधानिकपक्षबारे स्पष्ट पारे|
Passing out Parade
Gangtok, 8 April: The Passing out Parade of 143 Forest Guard trainees 2010-2011 batch was held at the Sikkim Armed police camp Pangthang on April 8. The programme was co-hosted by Forest, Environment and Wildlife Management Department and Sikkim Armed Police and Sikkim Police. The Chief Minister, Mr Pawan Chamling was the Chief Guest of the occasion and he was accorded Guard of Honour at Quarter Guard in his arrival. Thereafter, he was escorted to the parade ground where the main function was held. The Chief Minister inspected the parade of four Forest Guards contingents which was led by Parade Commander Mr Ashish Bhujel.
On the occasion, the trainees who had performed well in various categories like rock climbing, cross country, indoor, outdoor, shooting etc. and also in theories were awarded with certificates and trophies by the Chief Guest where he also announced to give cash incentive to them.
The Chief Minister in his speech said that 143 Forest Guard who had successfully completed their training should be responsible in all respect. The genuine passion to work with sincerity and dedication should be created in them and should be reflected in their work. Further, they should be disciplinarian to serve the interest of the people. The career has started from today onwards and should have the zeal to reach the newer height, as the saying goes ‘sky is the limit’ said the Chief Minister and also congratulated them for the successful completion of the training. Besides, he also mentioned that streamlining of the delivery of services to the rural populace should be the priority as they have to deal mainly with them and stressed that the people should not suffer at any cost. Speaking furthermore, he said that through decentralized, transparent and participatory approach, the well being of the society is measured.
Stressing more on the ongoing Green Mission, the Chief Minister mentioned that these Forest Guards should have the inner feelings to beautify all the vacant lands thereby making Sikkim eco-hub of the country. He also highlighted about the plants survival rates which need to be increased, nurtured, cared, preserved and conserved. The plantation method should be effective and result oriented said the Chief Minister.
The Chief Minister asked the department to create mass awareness regarding forest fires which create havoc in the forest but also has adverse effect to the society as a whole.
The PCCF cum Secretary Forest Mr. S.T.Lachungpa presenting the report expressed that 143 Forest Guards completed their six months long training on various categories in the state along with exposure trip outside the state to familarise with modern equipments. 143 Forest Guards comprises of 44 female and 99 male trainees who were trained at Police Training Centre, Yangyang and SAP Camp Pangthang respectively.
Other highlights of the programme were band display by Sikkim Police and SAP and demonstration on forest patrolling.
Yuksam (West Sikim),8 April: One Day Block level Orientation Programme on Village Development Action Plan was org. by SIRD, Karfectar in collaboration with Yuksam BAC at the conference hall of BAC Yuksam on 7th of April 2011.The programme started with offering of Khada to Shri P.N Tamang Director SIRD who chaired the Programme as the chief Guest. This was followed by welcome address by shri Roshan Subba, P.I Yuksam.
Shri H.K Sharma, Addl. Director ,who was the resource person informed that following Block Level Orientation programme VDAP preparation at the GPU level will be initiated wherein Participatory Rural Appraisal tools such as transect walk, resource mapping, seasonal calendar, village history, wealth ranking, problem tree, matrix ranking, VENN diagram are used to get information from the villagers . He further stated that this plan will also lay down the road-map for realizing the Mission of a Poverty Free Sikkim.
It will prioritize inclusive growth due to its focus on the development of poorest of the poor.
Shri Jitendra Singh Raje ,ADC(Development) informed that the Village Development Action Plan (VDAP) is an innovative initiative of the Government of Sikkim to usher in democratic decentralization, need based planning and empowerment of the Panchayati Raj Institutions with Swiss expertise in Mission mode. It will help in achieving the vision of the State Government in making Sikkim a poverty free state. The VDAP process will help to evolve a “need based” planning mechanism from a “demand based” one.
This was followed by an open House discussion wherein many questions were put forward by the panchayats, members of Gram Planning Forum and other participants which were satisfactorily answered by the resource persons. Shri P.N Tamang Director SIRD/Chief Guest urged all the Panchayat to work sincerely so that the programme becomes successful. He also urged various line departmental officers to extend full support & timely assistance to the PRI members. Shri Prem Kaushik, Field facilitator Rakdong Tintek ,BAC & Shri Sushil Tamang, Field Facilitator ,Yuksam BAC also shared their experience to the gatherings about VDAP.
The programmed ended with vote of thanks by A.E, BAC,Yuksam Shri Hissey Bhutia .
The next step is to provide handholding support at the GPU level during the plan preparation. Next on the agenda is to start VDAP plan preparation from 8th of April onwards covering 51 wards under 9 Gram Panchayat Units falling under Yuksam BAC with the help of RMDD Head Office & SIRD Karfecter.

Prabin Khaling, Gangtok,8 April:Fire Saftey and Disaster Mitigation Educational Awareness Program was organized at Modern Sec, School on 07th April, 2011 on the initiative of Principle Modern Sec. School. The educational program was conducted under the leadership of Dy. Chief Fire Officer Prakash Rai accompanied by Fire Station officer Suvash Subba and Fire personnel from Gangtok
Fire Station. The subject included simple self-help techinique during natural and men made disaster and operational hints of Fire Extinguishers. There was active participation from the students and teachers on the subject and displayed creativity and self interest in learning the subject and displayed examplinery courage and creativity. The knowledge of various utility service provided by SF&ES was explained the subject was also included as how to cope-best by the individual with responsibility in an emergency with the concept that an aware and prepare citizens can be better able to mitigate the impact of disaster with the feeling of self co-ordination and self belonging to the society and further exchange of knowledge, information, techniques skills between the community under the capacity building to come forward to put its idea and suggestion from the locality and society.

मनोज बोगटी, कालिमन्युज, कालेबुङ,8 अप्रेल | गोरामुमो प्रमुख सुवास घिसिङ दार्जीलिङ पुग्दा गोजमुमो प्रमुख विमल गुरूङ कालेबुङ आइपुगे। तिनले भोटिया ट्राइबल, ट्राइबल एशोसिएसन, शेर्पा एशोसिएसन डेण्ड्रुग किदूले संयुक्तरूपमा आयोजना गरेको चुनावी सभालाई सम्बोधन गर्दै भने, सुवास घिसिङ पहाड़ चढ्यो भन्दैछ, तिनी आउन्। अहिले चुनाउको आचार संहिताले हाम्रो हात बॉंधेको छ। कानून र आचार संहिताको कदर गर्छौं तर याद राखोस् 18 अप्रेलदेखि उता हाम्रो अर्को चरणको आन्दोलन हुनेछ। तिनले सुवास घिसिङलाई नै लक्ष्य गर्दै यसप्रकारका चेतावनी दिए कि अहिले मोर्चा आचार संहिताको कारण केही गर्न सक्दैन तर चुनाउ सक्ने वित्तिकै मोर्चा फेरि आन्दोलनमा उत्रिन्छ अनि त्यसबेला घिसिङलाई जनताले सही जवाब दिनेछन्।
यद्धपि तिनले कुनै अशान्ति नहुने पनि बताए। तिनले भने, हामीले रिजेक्ट गरिसकेकाहरूको उत्थान गर्नु हुँदैन। यहॉं हामीले खेदाएकाहरू फेरि आएका छन् रे। 19 देखि अर्को चरणको आन्दोलन हुन्छ, सबैले याद राखोस्। तिनले सुवास घिसिङलाई बङ्गाल प्रशासनले पूर्ण सुरक्षा दिएर पहाड़ हुलेकोमा आपत्ति जनाउँदै भने, घिसिङ को हुन् र बङ्गालले यति सुरक्षा दिइरहेको छ? प्रधानमन्त्रीले पनि यति सुरक्षा पाएका छैनन्। मेरो त सुरक्षा गार्ड पनि फर्कायो। भन्यो कि केश छ अरे ममाथि, गार्ड राख्नु हुँदैन अरे।
घिसिङले 12 सयको हत्या गरेका छन् के घिसिङको केश छैन? उनको केश कहिले विड्र भयो? यो त अन्याय हो। तिनले अझ भने, मलाई पदयात्रा गर्नमा रोक लगायो, जङ्गलमा 144 धारा लगायो अनि गोली ठोक्यो। बङ्गालमा अन्धा कानून छ। तिनले सी.के प्रधानको हत्या गर्नेहरू खुल्लम खुल्ला हिँड़िरहेको आरोप लगाउँदै भने, कालेबुङमा खेदाएकाहरू छिरेका छन् अरे, सी.के प्रधानका हत्या गर्ने छिरिङ शेर्पा खुल्ला छाती गरेर हिँड़िरहेका छन्। उनीहरूलाई बङ्गालले किन रोक्दैन? अब जनता सतर्क हुनुपर्छ। हामी हिंसा चहॉंदैनौं। तिनले भोटिया शेर्पा वा कुनै पनि समुदायसित विश्वासले जोड़िएर बसेको भए पनि अहिले चलिरहेको हुरीदेखि सबैलाई जोगिएर बस्नुपर्ने पनि बताए। तिनले आफू भोट माग्न नआएको तर सबैले बुझेर भोट दिनुपर्ने बताउँदै भने, यसपाली तर्क गर्न सक्ने हर्कबहादुर छेत्रीलाई विधानसभा पठाउँदैछौं। तिनले गोर्खाल्याण्डको निम्ति काम गर्नेछन्। काम गर्न नसके फर्काइनेछ।

मनोज बोगटी, कालिमन्युज, कालेबुङ,8 अप्रेल | पहाड़का भूमिपुत्र लेप्चाहरूको भाषिक, साहित्यिक, समाजिक, शैक्षिक कुनै पनि क्षेत्रको विकासको निम्ति बङ्गाल सरकार र केन्द्रले वास्ता नगरेकोले लेप्चाहरूले यसपालीको विधानसभा चुनाउलाई बहिष्कार गरेको सिलगढ़ीबाट इण्डिजेनस लेप्चा ट्राइबल एशोसिएसनले घोषणा गरेपनि आज इण्डिजेनस लेप्चा ट्राइबल फोरमका अध्यक्ष पवल सिमिकले यो घोषणा नै चुड़ान्त नरहेको स्पष्ट पारेका छन्। आज बिहान इण्डिजेनस लेप्चा ट्राइबल एशोसिएसनका अध्यक्ष ल्याङसोङ तामङसाङ अनि मोर्चा अध्यक्ष विमल गुरूङबीच गोप्य बैठक भएको थियो भने दिउँसो विमल गुरूङले जिल्लाभरिका लेप्चा प्रतिनिधिहरूसित सेन्टेनेरी हलमा भेटघाट गरेका थिए। सोही भेटघाट क्रायक्रममा सिमिकले हिजो गरिएको घोषणा नै चुडान्त नरहेको स्पष्ट पारेका हुन्। गुरूङ र तामसाङबीच के के कुराकानी भयो दुवैपक्षले खुलासा गर्न चाहेनन्।
हिजो लेप्चाहरूले भोट नहाल्ने घोषणा गरेपछि विमल गुरूङले आज लेप्चा प्रतिनिधिहरूसित भेटघाट गर्न चाहेको अनि तिनलाई सम्मान गर्दै आफूहरूले गुरूङसित भेटघाट गरेको तामसाङले बताए। गुरूङले केवल तामसाङसित मात्र भेटेनन् तिनले जिल्लाभरिका लेप्चा प्रतिनिधिहरू सित पनि भेटे। लेप्चा प्रतिनिधिहरू सित गुरूङले भेटघाट गरेपछि नै भोट नहाल्ने कुरा चुड़ान्त नरहेको फोरमले घोषणा गरेको छ। पवल सिमिकले भने, हाम्रा दाबीहरूलाई दुवै सरकार मात्र होइन राजनैतिक दलहरूले पनि अनदेखा गरे। आज विमल गुरूङले भेट्न चाहे, हामी खुशी छौं। अझ भोट आउन दस दिन छ। भोट नहाल्ने कुरा नै चुड़ान्त होइन। यता विमल गुरूङले पनि लेप्चा समुदायसित कुराकानी गर्दै भने, हामी गोर्खाल्याण्डको आन्दोलन गरिरहेका छौं।
आज तपाईँहरूले मलाई दस्तावेज चढ़ाउनु भयो। ठीक ठाउँमा चड़ाउनु भयो। केन्द्र र राज्यलाई भनिरहनु पर्दैन। राज्य भएपछि सबै कुराको समाधान भइहाल्छ। डा.हर्कबहादुर छेत्री विधायक भएर गएपछि तपाईंहरूको आधा समस्या समाधान हुनेछ। अहिले हाम्रोमा व्यवस्था छैन। व्यवस्था आएपछि सबै कुराको समाधान भइहाल्नेछ। दिल्ली र कलकत्तामा होइन कुरा दार्जीलिङमा नै मिल्छ। कुरा टेवलमा ल्याइनु पर्छ। हाम्रो सम्बन्ध राम्रो हुनुपर्छ। म शासन चलाउने भए दिने थिएँ। आन्दोलन गर्दैछु। सहयोग गर्नुपर्छ। तिनले मोर्चाले प्राधिकरणको कुरा छोड़िसकेको अनि जबसम्म विमल गुरूङ रहन्छ तबसम्म गोर्खाल्याण्ड बाहेक कुनै पनि कुरा नहुने पनि बताए। तिनले भने, अब प्राधिकरण भन्यो भने मलाई श्राप लाग्नेछ। किन भने तीन जना गोर्खाल्याण्डको निम्ति शहीद भएका छन्।

मनोज बोगटी, कालिमन्युज, कालेबुङ,8 अप्रेल | अखिल भारतीय गोर्खालीगले आज चुनावी घोषणा पत्र सार्वजिनक गरेको छ। घोषणापत्र सार्वजनिक गर्न लीग कार्यकारी अध्यक्ष दावा शेर्पा, प्रताप खाती, लीगको कालेबुङ उम्मेद्वार त्रिभुवन राई अनि के.एन सुब्बाको उपस्थिति रहेको थियो। एक पत्रकार सम्मेलनद्वारा घोषणा पत्र शेर्पाले सार्वजनिक गर्दै लीगको लक्ष्य गोर्खाल्याण्ड अनि मूल मन्त्र गणतन्त्र रहेको जनाएका छन्। लीगको घोषणापत्रमा उल्लेख गरिए अनुसार जनताको मुद्दाको वकालत गर्नेहरू विसाउनी, सिँड़ी तथा खुड़्किलोको नाममा प्राधिकरण वा सेटअप भित्राउन आतुर छन्। तर गोर्खाल्याण्ड नै जनताको आकांक्षा हो।
आन्दोलनको नाममा जनपीड़क कार्यक्रम गरेर जनतालाई सताउने राजनीतिको विरूद्ध लीग कटिबद्धरूपले लागिपर्ने बचनबद्धता घोषणापत्रमा उल्लेख गरिएको छ भने पहाड़मा गणतन्त्रको वहाली गर्न पनि लीगले कटिबद्धता देखाएको छ। कुलैनबारी, चियाबारी, पर्यटन, शिक्षा, कृषि उद्योगहरूको विकास मात्र होइन पानी बत्ती र बासस्थानसम्मको समस्या समाधानको निम्ति पनि लीग बचनबद्ध रहेको बताइएको छ। रोगजारमुखी औध्यौगिक ईकाइहरूको स्थापना, स्वरोजगार योजनाहरूको विकास लगायत हाइटेक स्फ्टवेयर ईकाइहरूसमेतको विकास र कार्यान्वयनमा लीगले कार्य गर्ने जनाइएको छ। भारतको मानव सर्वेक्षण विभागले पारित गरेको रिपोर्टले लेप्चाहरूलाई अन्याय गरेको अनि दार्जीलिङका लेप्चाहरूले सिक्किमबाट सर्टिफिकेट लिन बाध्य भइरहेको कुराको उठान गर्दै लेप्चाहरूलाई लेप्चाकैरूपमा चिन्हित गरिनुपर्ने सम्बन्धमा ठोस पहल गर्ने पनि उल्लेख गरिएको छ।
गोर्खाल्याण्डको निम्ति प्राइवेट बील ल्याउँछु भन्ने अनि 2011 को पन्द्र अगस्तमा गोर्खा मुख्यमन्त्रीले मेलाग्राउण्डबाट जनतालाई सम्बोधन गर्ने जस्ता सफाझुट बोल्ने भाजपाका सांसद राजीव प्रताप रुड़ीले गोर्खाहरूलाई नेपालका नागरिक बताएको कुरासमेतको जिकिर गरिएको घोषणापत्रमा लेप्चाहरूलाई अन्याय गर्ने भारतको सर्वेक्षण रिपोर्टले गोर्खाहरूलाई पनि नेपालको नागरिक बताएको उल्लेख गर्दै गोर्खा अनि गोर्खाल्याण्ड विरोधी शक्तिसित लड्न लीगसित सबै अघि आइदिने अपील पनि गरिएको छ। मदन तामङका हत्याराहरूलाई दण्ड दिलाउनको निम्ति गोर्खाल्याण्डको निम्ति कटिबद्ध जनताले लीगलाई सहयोग गरिदिने अनि मदन तामङको गोर्खाल्याण्डको सपनालाई साकार पारिदिने अपील पनि घोषणापत्रमा उल्लेख गरिएको छ।
मेन्च्युमा गोरामुमोको पहिलो चुनावी सभा सम्पन्नकालेबुङ,8 अप्रेल। छैटौं अनुसूचीको मुद्दालाई अघि राखेर विधानसभा चुनाउ लड़िरहेका गोरामुमो उम्मेद्वार प्रकाश दहालको निम्ति चुनावी प्रचारको निम्ति गोरामुमोले कोठे बैठक गर्न शुरू गरेको छ। आज कालेबुङका उम्मेद्वार प्रकाश दाहालको निम्ति गोरामुमोले मेन्च्यु गाउँ तारखोलामा पहिलो चुनावी सभा गर्योो जहॉं गोरामुमो कालेबुङ शाखाध्यक्ष दावा शेर्पा, सचिव सी.के कुमाई, उपाध्यक्ष मौरिस कालिकोटे, सहसचिव रोशन राई लगायल जीएनडब्ल्युकी गायत्री मुखिया तथा अन्यको उपस्थिति रहेको थियो। कार्यक्रमलाई अध्यक्षता गर्दै शरण राईले छैटौं अनुसूची नै वैधानिक अनि उपयुक्त मुद्दा रहेको बताउँदै मानिसहरू प्राधिकरणको मुद्दाले अन्योलमा परेको बताए। तिनले छिटै गोर्खाल्याण्ड हुन नसकेपनि बैधानिक र बलियो व्यवस्था नै पहाड़को निम्ति हुनुपर्ने जसबाट गोर्खाल्याण्डसम्म पुग्ने माग्र निर्माण हुनुपर्ने बताए। प्रकाश दाहालले पनि छैटौं अनुसूचीबारे स्पष्ट पारे। लगभग दुइसय जना समर्थकहरूको उपस्थितिमा भएको सभामा सी.के.कुमाई दावा शेर्पा, रोशन राई अनि मौरिस कालिकोटेले पनि गोरामुमोले दाबी गरेको छैटौं अनुसूचीको बैधानिकपक्षबारे स्पष्ट पारे|
Passing out Parade
Gangtok, 8 April: The Passing out Parade of 143 Forest Guard trainees 2010-2011 batch was held at the Sikkim Armed police camp Pangthang on April 8. The programme was co-hosted by Forest, Environment and Wildlife Management Department and Sikkim Armed Police and Sikkim Police. The Chief Minister, Mr Pawan Chamling was the Chief Guest of the occasion and he was accorded Guard of Honour at Quarter Guard in his arrival. Thereafter, he was escorted to the parade ground where the main function was held. The Chief Minister inspected the parade of four Forest Guards contingents which was led by Parade Commander Mr Ashish Bhujel.
On the occasion, the trainees who had performed well in various categories like rock climbing, cross country, indoor, outdoor, shooting etc. and also in theories were awarded with certificates and trophies by the Chief Guest where he also announced to give cash incentive to them.
The Chief Minister in his speech said that 143 Forest Guard who had successfully completed their training should be responsible in all respect. The genuine passion to work with sincerity and dedication should be created in them and should be reflected in their work. Further, they should be disciplinarian to serve the interest of the people. The career has started from today onwards and should have the zeal to reach the newer height, as the saying goes ‘sky is the limit’ said the Chief Minister and also congratulated them for the successful completion of the training. Besides, he also mentioned that streamlining of the delivery of services to the rural populace should be the priority as they have to deal mainly with them and stressed that the people should not suffer at any cost. Speaking furthermore, he said that through decentralized, transparent and participatory approach, the well being of the society is measured.
Stressing more on the ongoing Green Mission, the Chief Minister mentioned that these Forest Guards should have the inner feelings to beautify all the vacant lands thereby making Sikkim eco-hub of the country. He also highlighted about the plants survival rates which need to be increased, nurtured, cared, preserved and conserved. The plantation method should be effective and result oriented said the Chief Minister.
The Chief Minister asked the department to create mass awareness regarding forest fires which create havoc in the forest but also has adverse effect to the society as a whole.
The PCCF cum Secretary Forest Mr. S.T.Lachungpa presenting the report expressed that 143 Forest Guards completed their six months long training on various categories in the state along with exposure trip outside the state to familarise with modern equipments. 143 Forest Guards comprises of 44 female and 99 male trainees who were trained at Police Training Centre, Yangyang and SAP Camp Pangthang respectively.
Other highlights of the programme were band display by Sikkim Police and SAP and demonstration on forest patrolling.
Yuksam (West Sikim),8 April: One Day Block level Orientation Programme on Village Development Action Plan was org. by SIRD, Karfectar in collaboration with Yuksam BAC at the conference hall of BAC Yuksam on 7th of April 2011.The programme started with offering of Khada to Shri P.N Tamang Director SIRD who chaired the Programme as the chief Guest. This was followed by welcome address by shri Roshan Subba, P.I Yuksam.
Shri H.K Sharma, Addl. Director ,who was the resource person informed that following Block Level Orientation programme VDAP preparation at the GPU level will be initiated wherein Participatory Rural Appraisal tools such as transect walk, resource mapping, seasonal calendar, village history, wealth ranking, problem tree, matrix ranking, VENN diagram are used to get information from the villagers . He further stated that this plan will also lay down the road-map for realizing the Mission of a Poverty Free Sikkim.
It will prioritize inclusive growth due to its focus on the development of poorest of the poor.
Shri Jitendra Singh Raje ,ADC(Development) informed that the Village Development Action Plan (VDAP) is an innovative initiative of the Government of Sikkim to usher in democratic decentralization, need based planning and empowerment of the Panchayati Raj Institutions with Swiss expertise in Mission mode. It will help in achieving the vision of the State Government in making Sikkim a poverty free state. The VDAP process will help to evolve a “need based” planning mechanism from a “demand based” one.
This was followed by an open House discussion wherein many questions were put forward by the panchayats, members of Gram Planning Forum and other participants which were satisfactorily answered by the resource persons. Shri P.N Tamang Director SIRD/Chief Guest urged all the Panchayat to work sincerely so that the programme becomes successful. He also urged various line departmental officers to extend full support & timely assistance to the PRI members. Shri Prem Kaushik, Field facilitator Rakdong Tintek ,BAC & Shri Sushil Tamang, Field Facilitator ,Yuksam BAC also shared their experience to the gatherings about VDAP.
The programmed ended with vote of thanks by A.E, BAC,Yuksam Shri Hissey Bhutia .
The next step is to provide handholding support at the GPU level during the plan preparation. Next on the agenda is to start VDAP plan preparation from 8th of April onwards covering 51 wards under 9 Gram Panchayat Units falling under Yuksam BAC with the help of RMDD Head Office & SIRD Karfecter.

Prabin Khaling, Gangtok,8 April:Fire Saftey and Disaster Mitigation Educational Awareness Program was organized at Modern Sec, School on 07th April, 2011 on the initiative of Principle Modern Sec. School. The educational program was conducted under the leadership of Dy. Chief Fire Officer Prakash Rai accompanied by Fire Station officer Suvash Subba and Fire personnel from Gangtok
Fire Station. The subject included simple self-help techinique during natural and men made disaster and operational hints of Fire Extinguishers. There was active participation from the students and teachers on the subject and displayed creativity and self interest in learning the subject and displayed examplinery courage and creativity. The knowledge of various utility service provided by SF&ES was explained the subject was also included as how to cope-best by the individual with responsibility in an emergency with the concept that an aware and prepare citizens can be better able to mitigate the impact of disaster with the feeling of self co-ordination and self belonging to the society and further exchange of knowledge, information, techniques skills between the community under the capacity building to come forward to put its idea and suggestion from the locality and society.
