Reminder on plains pockets - Morcha prod to bring Dooars - Terai under GTA
The President is expected to give her assent to the bill on Gorkhaland Territorial Administration for the hills after January 16, Morcha general secretary Roshan Giri said.
TT, Jan. 9: The Gorkha Janmukti Morcha today urged the Centre and the Bengal government to speed up the process of bringing the Gorkha-dominated pockets of the Terai and Dooars under the new administrative set-up for the Darjeeling hills.

The home ministry has sent the GTA bill passed by the Bengal Assembly in September to several ministries for feedback. “The replies are likely to be submitted by January 16. After this, the bill will be sent to the President for her assent,” Giri said after a meeting with central and Bengal government officials in New Delhi today.
The Morcha leader said the Centre had agreed to release immediately Rs 93 crore for development of the hills even before the GTA was formed.
“The state government has submitted a project report of Rs 279.6 crore for the development of the hills. The Centre had agreed to provide an annual assistance of Rs 200 crore for three years after the formation of the GTA. But during the meeting it was conveyed to us that the Centre would immediately release Rs 93 crore to the DGHC so that development projects could be launched without waiting for the GTA to be formed,” said Giri.
A seven-member review committee headed by the Bengal home secretary has also been set up to scrutinise the cases against the Gorkhaland agitators, he said.
The hour-long meeting was attended by additional secretary in the ministry of home affairs B. Bhamathi, Bengal home secretary G.D. Gautama and DGHC administrator and convener of the territory committee Anil Verma.
“Our demand is to include (Gorkha dominated areas of) the Terai and the Dooars in the GTA. The high-powered committee dealing with the territory issue has me three times. We want the committee to meet as soon as possible to make the recommendations,” said Giri.
The Morcha repeated its demand that “Gorkha youths” should be inducted into the police service and the paramilitary and the army.
“P. Chidambaram had promised to recruit Gorkha youths into paramilitary forces which are under the home ministry’s jurisdiction. But we will need to take up the issue of recruitment of the Gorkha youths into the Indian Army with the defence ministry, and their induction into the police with the Bengal government,” he said. By “Gorkha youths”, Giri was referring to the Gorkhaland Personnel, a voluntary squad of lathi-wielding youths raised by the Morcha apparently for crowd control at its party meetings.
Giri said the Centre was looking into the Morcha demand that all hill communities, except the Scheduled Castes, be brought under the Scheduled Tribe category.
“It was agreed that the ministry of home affairs would write to the ministry of social justice and the ministry of tribal affairs on the inclusion of the hill communities in the Scheduled Tribe list,” Giri said.
“The meeting was good. The next review meeting would be held in two months,” said Giri.

SNS, SILIGURI, 9 JAN: It has been decided at the tripartite meeting held in New Delhi involving the Centre, the state government and the GJMM that the Gorkhaland Territorial Administration Bill would be sent to the President for her assent soon after completion of inter-ministerial consultation.
“Both the Centre and the state government have assured in course of the dialogue that they would do everything to expedite the GTA implementation,” said the GJMM general secretary, Mr Roshan Giri over the phone from New Delhi.
This is the second review meeting since the GTA was signed on 18 July last year. The first tripartite review meeting was held in Delhi in September last year.
“Several important issues related to the GTA agreement came up for discussion and we clarified our stance. We particularly stressed on expediting the progress pertaining to the expansion of the GTA’s geographical jurisdiction that the Shymal Sen Committee has been looking into. We would keep insisting on inclusion of the Terai and the Dooars in the GTA’s geographical contours as a prelude to the GTA elections,” Mr Giri said.
Dwelling on the details, Mr Giri said that several matters related to transfer of reserved forest, environment department, recruitment in Army and police, schools and colleges and also the police cases slapped against the GJMM activists during Gorkhaland agitation had come up during the three-way parleys.
According to the administrative sources, the Union home department additional secretary, Mrs B Bahmathi, the state home secretary, Mr GD Gautama, the Darjeeling Gorkha Hill Council administrator, Mr Anil Verma and the GJMM general secretary, Mr Roshan Giri were present at today’s meeting. It has been learnt that review was made with regard to more than 31 clauses as enshrined in the GTA agreement.
“The ambience at the meeting was cordial and warm,” a senior administrative official said, adding the administration would take up elections to the autonomous body once the GTA Act comes into force. “The state government would first issue the election notification. After that the delimitation exercise involving 45-constituencies would begin. Things would clear up soon, he added.
GJMM youth wing defers rally for Gorkhaland
SNS, KURSEONG, 9 JAN: The GJMM's youth affiliate has decided to defer a series of public meetings in support of statehood, but will continue with its planned signature campaign.
While the GJMM leadership is reviewing the progress of the Gorkhland Territorial Agreement (GTA in New Delhi, its youth wing has stepped up the Gorkhaland agitation with the signature campaign in Kureseong, which will continue until February, according to a Gorkha Jan Mukti Yuva Morcha (GJMYM) spokesman.
However, softening its stance a bit, the affiliate has decided to defer its proposed public meetings in support of the statehood cause. “We have taken our decision in view of the GTA stalemate. However, the signature campaign will continue,” said the affiliate general secretary, Mr Priyavardhan Rai.
The public rallies were slated to be held in Kurseong on 7 January, in Mirik on 12 January, in Kalimpong 22 January, in Siliguri on 29 January and in Darjeeling on 5 February.
“We are of the view that when the Centre and the state government have taken up the implementation of the 18 July GTA agreement in earnest we should desist from precipitating the situation,” Mr Rai said.
He said the GJMYM leadership would write to the Prime Minister, the Union home minister, leader of the Opposition in the Parliament and the chief minister regarding the statehood demand.
Mr Rai said the Hills will remain in turmoil until the century-old demand for Gorkhaland becomes a reality. "We do not know when the long-standing Gorkhaland demand would become a reality. However, we cannot sit idle even if the GTA is constituted," he said. "We would keep campaigning for the statehood demand at the grassroot-level across the Hills."
Notably, the GJMM youth wing had kicked off the renewed statehood stir by organising a public meeting at Mangpoo in Kalimpong sub-division on 18 December last year.
Snowfall in Tiger Hill
SNS, DARJEELING, 9 JAN: The upper ridges of the Tiger Hill today received the second spell of snowfall this year with a few trickles at about 3 p.m. In Tiger Hill, about 10 km from Darjeeling, the temperature dipped to 0 degrees Celsius and it is likely to receive heavy
snowfall tonight and tomorrow. It can be mentioned that Sandakpu,Falut and Manebhanjang, about 72 km from Darjeeling, have already received the first snowfall of the season on 1 December.
For the past few days the temperature in Darjeeling remained at 3-4 degrees Celsius during the day and 1-2 degrees Celsius at night, indicating snowfall in the coming days.
Mr Mrinal Rana, a team leader for tourists, said: “Just a few days before a snowfall the weather is neither too cold nor warm, just like today. It is likely that within 2-3 days snowfall will take place in Darjeeling as well.”
Today it rained in Darjeeling when it snowed in Tiger Hill. Mr Suraj Sharma, a hotel owner, said: “The flow of tourists in Darjeeling these days is less but if snowfall takes place in Darjeeling the tourists will come back.”

डी के वाइबा, कालिमन्यूज, कालेबुंग, 9 जनवरी : 18 जुलाईको 2011 दिन गोजमुमो, राज्यसरकार, केन्द्र सरकार माझ पिन्टेल भिलेजमा जीटीएमा सम्झौता भएपनि यसको गठन भने हुन सकेको छैन। जीटीए सम्झौता भएको 6 महिना भित्र यसको चुनाव हुनपर्ने भएता पनि यसको ग़ठनमा बिलम्ब भएको कारण चुनावको कुनै छाँट देखिएको छैन। मोर्चाले जीटीए गठनमा दिनो दिन बिलम्ब भइरहेको सन्दर्भमा राज्य सरकारलाई पुन: छुट्टै राज्यको आन्दोलन चर्काउँने चेतावनी थुप्रै दिइसकेको छ। राज्य सरकारले भने जीटीए गठनको सरकारी प्रक्रिया जारी रहेको बताईरहेको छ। तर वास्तविकतामा भने आजसम्म यसको कुनै प्रक्रिया अघि बडेको छाँट देखिएको छैन। किन भने सम्झौताको 6 महिना भित्र जीटीएको व्यव्स्था ठिक गर्न चुनाव हुनपर्ने लेखिएको भएता पनि तराई डुवर्सको भु भाग बिषय लिएर गठन भएको हाई पावर कमिटिको कार्य कुनै उत्साह जनक देखिएको छैन।
सोहि बिषयहरु बारे आज मोर्चा, राज्य अनि केन्द्र सरकारका प्रतिनिधीहरुमाझ दोस्रो समिक्षा सभा सम्पन्न भयो। जीटीए गठनको प्रक्रिया कतिसम्म अघाडी बडेको छ भन्ने बिषयमा बसेको दोस्रो समिक्षा सभामा गोजमुमो महासचिव रोसन गिरी, दागोपाप प्रशासक अनिल बर्मा, पश्चिम बंगालका गृह सचिव जीडी गौतम अनि केन्द्र सरकारका गृहमंत्रलायका अतिरिक्त सचिव बी वाहनवतीले भाग लिएका थिए। उक्त सभामा जीटीएको सम्झौता यता यसको गठनको निम्ति के कति उपलब्धि भयो भन्ने बिषयमा चर्चा परिचर्चा भएको गोजमुमो महासचिव रोशन गिरीले टेलिफोनिक कुराकानीमा जानकारी दिए । तिनले जीटीए गठनमा अझै केहि बिलम्ब हुनसक्ने जानकारी दिदै आगामी मार्च महिना भित्रमा यसको पूर्ण गठन हुनसक्ने जानकारी दिए। सभामा जीटीए कहिले दार्जीलिंग पहाडमा लागु गराउँने हुन भन्ने बिषयमा बिशेष चर्चा भएको तिनले जानकारी दिएका छन। दिल्लीमा आज बसेको सभामा सरकारी पक्षबाट आजसम्म के केस्ता उपलब्धि भएको छ भन्ने बिषयमा अवगत गराएको बताउँदै सरकारलाई मोर्चाको पक्षबाट जीटीएका युवाहरुलाई सेना,पुलिस, अर्धसैनिक बलहरुमा भर्ना लिने बिशेष प्रावधान मिलाउँनु पर्ने माग गरेको तिनले थप बताए।

जीटीएको चुनाव पछि मात्र दार्जीलिंगले जिल्ला परिषदको अनुहार देख्न पाउँने ?
डी के वाइबा, कालिमन्यूज, कालेबुंग, 9 जनवरी :दार्जीलिंग पहाडमा पंचयत चुनाव नभएको कारण ग्रामीण ईलाकाका मानिसहरुले बिभिन्न समस्याहरु झेल्न परिरहेका छन।
जीटीएमा सम्झौता भए पछि पंचायत चुनाव हुने हल्ला केहि अघि चले तापनि चुनाव भने हुन सकेन। फलस्वरुप अहिले ग्राम पंचायत जनप्रतिनिधी बिहिन रहेको छ। केहि महिना अघि दार्जीलिंग पहाडको तीनवटा नगरपालीकामा चुनाव सकिसकेको छ तर पंचायत चुनाव भने नहुँदा बिकाश ग्रामीण ईलाकाका मानिसहरुलाई पनि चाहिन्छ भन्ने कुरा उठेको थियो । यस बिषयमा गोजमुमो प्रमुख बिमल गुरुंगले जीटीए गठन पछि मात्र पंचायत चुनाव र जीटीए चुनाव हुने बताए पछि सबै हल्लाहरु साम्य भएको थियो। अहिले आएर जीटीए पुन पंचायत चुनावको चर्चा हुन थालेको छ। यस बिषयमा मोर्चाका शिर्षस्थ नेताहरुले पनि सोचिरहेको सुत्रमार्फत जानकारी पाईएको छ।
मोर्चाले पंचायत चुनावबारे सोचिरहेको भएता पनि तराई डुवर्स नगाभिए सम्म चुनाव गराउँन नदिने पनि सुत्रले बताएको छ। यस बिषयमा मोर्चाका प्रवक्ता एव कालेबुंगका बिधायक डा हर्कबहादुर छेत्री संग कुराकानी गर्दा पंचायत चुनाव हुनभन्द अघि सरकारले दार्जीलिंग पहाडमा ख़ण्ड अनि ग्राम पंचायतहरुको संख्या बडोत्तरी गर्नु पर्ने बताएका छन। तिनले जीटीएमा १५० वटा ग्राम पञ्यात र २४ वटा खण्ड बनाइनुपर्ने मोर्चाको माग रहेको बताउँदै पंचायत चुनाव तराई डुवर्सको भुभाग गाभिएर हुने बताएका छन। पहाडमा हुने पंचायत चुनाव त्रिस्तरीय हुने वा कस्तो हुने भन्ने बिषयमा बोल्दै तिनले हाल दुई स्तरीय नै हुनए अनि पछि जीटीएको चुनाव पछि त्रिस्तरीय हुने जानकारीदिए। जीटीएको चुनाव अघिनै हुने पंचायत चुनाव गोरामुमोको समयको झैं दुइ स्तरीय नै हुनेछ| यसको अर्थ पञ्चायत र खण्ड बढेपनि पहाडमा त्रिस्तरीय पञ्चायत चुनाउ हुन जीटीए नै पर्खन पर्नेछ| अहिले दुइस्तरीय चुनाउ भइहाल्ने अनि पछिबाट जीटीएको सीमाङ्कन पूर्ण भइसकेर जीटीए अस्तित्वमा आएपछि नै त्रिस्तरीय पञ्चायत चुनाउ गराउन मोर्चाले पहल गर्ने भएको आज मोर्चा प्रवक्ता एवं कालेबुङका विधायक डा. हर्कबहादुर छेत्रीले बताए| तिनले भने, मोर्चा राज्य अनि केन्द्र सरकारमाझ भएको त्रिपक्षीय सम्झौतामा स्पष्ट लेखिएको छ पहाडमा त्रिस्तरीय पञ्चायत चुनाउ गराइनेछ| पहिलेको जस्तो ग्राम पञ्चायत, पञ्चयात समिति अनि त्यसको माथि दोगापाप हाम्रोमा हुँदैन| हाम्रोमा जिल्ला परिषद थपिएको हुन्छ अनि त्यसको माथिबाट जीटीए हुन्छ| तर जीटीए बनिएपछि नै त्रिस्तरीय पञ्चायत सम्भव रहेको छेत्रीले बताए|
हाल दुइस्तरीय पञ्चायत चुनाउ हुने लगभग तय रहेको छ भने मोर्चाको खण्ड अनि पञ्चायतहरूलाई बढोत्तरी गर्ने कुरा अहिले महत्वपूर्ण विषय रहेको छ|यता महकुमा अधिकारी एलएन शेर्पाले बताएअनुसार अहिले पञ्यायत चुनाउको हल्ला चलिरहेको भएपनि विभागीय पक्षलाई कुनै निर्देश आएको छैन| दार्जीलिङ पहाडमा यतिका वर्षसम्म पञ्चायत चुनाउ नभएकोले गाउँले विकासको मुख देख्न पाएको छैन यसैले महकुमा अधिकारी एल. एन. शेर्पाले धेरै वर्षअघि नै पहाडमा पञ्चायत चुनाउ हुनपर्ने विचार पोखे| एउटा ग्राम पञ्चायत कार्यालय धाउन समेत पनि ५-६ घण्टाभन्दा अधिक समय हिँड्नपर्ने अवस्था गाउँमा रहेको अनि बाटो समेत नहुँदा गॉंउहरू अहिले सोंचनीय बनिसकेको पनि महकुमा अधिकारीले बताए| यसैले खण्ड र पञ्चायतहरूको बढोत्तरीसँगै यथाशीघ्र पञ्चायत चुनाउ गराउन उचित रहने पनि तिनले बताए| अर्कोतिर संयुक्त खण्ड विकास अधिकारी नर्बु सी. शेर्पाले पनि खण्ड र पञ्चायतको बढोत्तरी हुनैपर्ने बताए| ग्राम पञ्चायतले गर्न नसकेको काम पञ्चायत समितिले गर्ने अनि त्यसपछि पनि नभएको जिल्ला परिषदले गर्ने बताउँदै दार्जीलिङ पहाडमा अहिलेको अवस्थालाई हेर्दा हुनसके त्रिस्तरीय पञ्चायत चुनाउ गराउन आवश्यक रहेको शेर्पाले बताए|
१९७३ सालमा बङ्गालमा पञ्चायती राज व्यवस्थाको ऐन बनिएको भएपनि १९७८ सालमा यो व्यवस्था राज्यमा लागु भयो| दार्जीलिङ पहाडमा पनि चलिरहेको पञ्चायती राज व्यवस्था २००४ मा दार्जीलिङ पहाडमा राजनैतिक उतरचडाउको कारण अहिलेसम्म हुनसकेको थिएन| फलस्वरूप जीटीएको हस्ताक्षरपछि गोर्खा जनमुक्ति मोर्चाले अहिलेलाई दुइस्तरीय अनि पछिबाट त्रिस्तरीय पञ्चायत चुनाउ हुनपर्ने माग गरेपछि ८ वर्षपछि फेरि पहाडमा पञ्चायत चुनाउ हुने देखिएकोले विकास पर्खेर बसेको गाउँमा आशा जागेर आएको छ| स्मण रहोस दार्जीलिंग पहाडको तीनवटा महकुमा भित्र हाल मोठ 112 वटा ग्राम पंचायातहरु रहेको छ। उक्त ग्राम पंचायतहरु अहिले जनप्रतिनिधीहरु बिहिन रहेको छ। जसको कारण ग्राम पंचायत मार्फत हुनपर्ने बिकाशका कार्यहरु सुचारु हुन सकिरहेको छैन। बिशेष पंचायात कार्यलयहरुमा पर्याप्त कर्मीहरुको अभावमा पनि कतिपय बिकाशका कार्यहरु हुन सकिरहेको छैन । यदि धेरै समय पछि तीनवटा महकुमा क्षेत्रमा खण्डहरु र ग्राम पंचायातहरुको संख्याहरुको बडोत्तरी हुन सके ग्रामीण ईलाकाका मानिसहरुले थुप्रै बिकासका अनुहारहरु देख्न पाउँने थिए कि भन्ने झिनो आशा देखिएको छ।
डी के वाइबा, कालिमन्यूज, कालेबुंग, 9 जनवरी :दार्जीलिंग पहाडमा पंचयत चुनाव नभएको कारण ग्रामीण ईलाकाका मानिसहरुले बिभिन्न समस्याहरु झेल्न परिरहेका छन।
जीटीएमा सम्झौता भए पछि पंचायत चुनाव हुने हल्ला केहि अघि चले तापनि चुनाव भने हुन सकेन। फलस्वरुप अहिले ग्राम पंचायत जनप्रतिनिधी बिहिन रहेको छ। केहि महिना अघि दार्जीलिंग पहाडको तीनवटा नगरपालीकामा चुनाव सकिसकेको छ तर पंचायत चुनाव भने नहुँदा बिकाश ग्रामीण ईलाकाका मानिसहरुलाई पनि चाहिन्छ भन्ने कुरा उठेको थियो । यस बिषयमा गोजमुमो प्रमुख बिमल गुरुंगले जीटीए गठन पछि मात्र पंचायत चुनाव र जीटीए चुनाव हुने बताए पछि सबै हल्लाहरु साम्य भएको थियो। अहिले आएर जीटीए पुन पंचायत चुनावको चर्चा हुन थालेको छ। यस बिषयमा मोर्चाका शिर्षस्थ नेताहरुले पनि सोचिरहेको सुत्रमार्फत जानकारी पाईएको छ। मोर्चाले पंचायत चुनावबारे सोचिरहेको भएता पनि तराई डुवर्स नगाभिए सम्म चुनाव गराउँन नदिने पनि सुत्रले बताएको छ। यस बिषयमा मोर्चाका प्रवक्ता एव कालेबुंगका बिधायक डा हर्कबहादुर छेत्री संग कुराकानी गर्दा पंचायत चुनाव हुनभन्द अघि सरकारले दार्जीलिंग पहाडमा ख़ण्ड अनि ग्राम पंचायतहरुको संख्या बडोत्तरी गर्नु पर्ने बताएका छन। तिनले जीटीएमा १५० वटा ग्राम पञ्यात र २४ वटा खण्ड बनाइनुपर्ने मोर्चाको माग रहेको बताउँदै पंचायत चुनाव तराई डुवर्सको भुभाग गाभिएर हुने बताएका छन। पहाडमा हुने पंचायत चुनाव त्रिस्तरीय हुने वा कस्तो हुने भन्ने बिषयमा बोल्दै तिनले हाल दुई स्तरीय नै हुनए अनि पछि जीटीएको चुनाव पछि त्रिस्तरीय हुने जानकारीदिए। जीटीएको चुनाव अघिनै हुने पंचायत चुनाव गोरामुमोको समयको झैं दुइ स्तरीय नै हुनेछ| यसको अर्थ पञ्चायत र खण्ड बढेपनि पहाडमा त्रिस्तरीय पञ्चायत चुनाउ हुन जीटीए नै पर्खन पर्नेछ| अहिले दुइस्तरीय चुनाउ भइहाल्ने अनि पछिबाट जीटीएको सीमाङ्कन पूर्ण भइसकेर जीटीए अस्तित्वमा आएपछि नै त्रिस्तरीय पञ्चायत चुनाउ गराउन मोर्चाले पहल गर्ने भएको आज मोर्चा प्रवक्ता एवं कालेबुङका विधायक डा. हर्कबहादुर छेत्रीले बताए| तिनले भने, मोर्चा राज्य अनि केन्द्र सरकारमाझ भएको त्रिपक्षीय सम्झौतामा स्पष्ट लेखिएको छ पहाडमा त्रिस्तरीय पञ्चायत चुनाउ गराइनेछ| पहिलेको जस्तो ग्राम पञ्चायत, पञ्चयात समिति अनि त्यसको माथि दोगापाप हाम्रोमा हुँदैन| हाम्रोमा जिल्ला परिषद थपिएको हुन्छ अनि त्यसको माथिबाट जीटीए हुन्छ| तर जीटीए बनिएपछि नै त्रिस्तरीय पञ्चायत सम्भव रहेको छेत्रीले बताए|
हाल दुइस्तरीय पञ्चायत चुनाउ हुने लगभग तय रहेको छ भने मोर्चाको खण्ड अनि पञ्चायतहरूलाई बढोत्तरी गर्ने कुरा अहिले महत्वपूर्ण विषय रहेको छ|यता महकुमा अधिकारी एलएन शेर्पाले बताएअनुसार अहिले पञ्यायत चुनाउको हल्ला चलिरहेको भएपनि विभागीय पक्षलाई कुनै निर्देश आएको छैन| दार्जीलिङ पहाडमा यतिका वर्षसम्म पञ्चायत चुनाउ नभएकोले गाउँले विकासको मुख देख्न पाएको छैन यसैले महकुमा अधिकारी एल. एन. शेर्पाले धेरै वर्षअघि नै पहाडमा पञ्चायत चुनाउ हुनपर्ने विचार पोखे| एउटा ग्राम पञ्चायत कार्यालय धाउन समेत पनि ५-६ घण्टाभन्दा अधिक समय हिँड्नपर्ने अवस्था गाउँमा रहेको अनि बाटो समेत नहुँदा गॉंउहरू अहिले सोंचनीय बनिसकेको पनि महकुमा अधिकारीले बताए| यसैले खण्ड र पञ्चायतहरूको बढोत्तरीसँगै यथाशीघ्र पञ्चायत चुनाउ गराउन उचित रहने पनि तिनले बताए| अर्कोतिर संयुक्त खण्ड विकास अधिकारी नर्बु सी. शेर्पाले पनि खण्ड र पञ्चायतको बढोत्तरी हुनैपर्ने बताए| ग्राम पञ्चायतले गर्न नसकेको काम पञ्चायत समितिले गर्ने अनि त्यसपछि पनि नभएको जिल्ला परिषदले गर्ने बताउँदै दार्जीलिङ पहाडमा अहिलेको अवस्थालाई हेर्दा हुनसके त्रिस्तरीय पञ्चायत चुनाउ गराउन आवश्यक रहेको शेर्पाले बताए|

GTA a blunder, Darjeeling on the boil: CPI-M
IANS, South 24 Parganas (West Bengal), Jan 8 (IANS) Terming the creation of the Gorkhaland Territorial Administration (GTA) a 'blunder', the Communist Party of India-Marxist (CPI-M) said Sunday Darjeeling was on the boil and the Gorkha Janmukti Morcha (GJM) will soon resume its violent ways.
'The West Bengal government has made a blunder by signing the GTA pact. This has strengthened the hands of the GJM. Darjeeling, which is on the boil, will soon erupt as the GJM will resume its demand for a separate state and resort to its violent ways,' former chief minister and CPI-M politburo leader Buddhadeb Bhattacharjee said at a party rally in Harinavi in this West Bengal district.
On July 18, a tripartite agreement was signed between the GJM and the Trinamoll-Congress-led state and central governments for setting up a new autonomous, elected GTA, a hill council armed with more powers than its predecessor Darjeeling Gorkha Hill Council (DGHC) formed in the late 1980s.
Bhattacharjee, in a scathing attack on the Mamata Banerjee government, said the state was lagging behind others on all fronts under the new regime.
'More than 60 percent of the population lives in villages and their condition is pitiable. The farmers are losing their lands and getting debt-ridden. Many are committing suicide. The rural employment scheme of the central government has fallen flat because of faulty implementation by the state government,' he said.
He also said the state was losing on the industry front as well because of the government's ineptness.
'The investors are apprehensive of coming to Bengal because they know the government will not help them in getting lands. Why would they come here if the government is not supportive? Unless there is industry there wont be any employment generation and so unemployment in the state has been constantly rising,' said Bhattacharjee.
He also attacked the government on the law and order front, alleging anti-socials were getting patronage from Banerjee's Trinamool Congress which has led to the steady rise in the crime chart across the state.
Bhattacharjee said the government has taken a back step and 'jeopardised' the power stability of the state by hindering the 1,600 MW power plant proposed by the erstwhile Left Front regime at Burdwan's Katwa.
The Banerjee government has refused to buy the remaining 550 acres of the 1,100 acres required for the plant to be built by the National Thermal Power Corporation (NTPC) and asked it either to construct the plant on the available land or directly purchase the remainder.

युवा मोर्चाको आन्दोलन केवल नाटक मात्र हो – प्रताप खाति
डी के वाइबा, कालिमन्यूज, कालेबुंग, 9 जनवरी :गोरानिमो पछि अभागोलिले पनि युवा मोर्चाको आन्दोलनमा टिप्पणी गरेको छ। गोर्खालिगले युवा मोर्चाको आन्दोलन कोलकताबाट संचालित मात्र नभएर ममता ब्यानर्जीले मोर्चालाई नै कटपुतली बनाएको आरोप लगाएको छ।
अखिल भारतीय गोर्खालीगका महासचिव प्रताप खातीले युवा मोर्चाको वास्तविक अनुहार अहिले सबैले स्पष्टसित चिन्न थालेको बताउँदै आन्दोलन केवल नाटक मात्र रहेको दाबी गरे। तिनले भने, जीटीएमा हस्ताक्षर गर्ने पार्टीको कुनै पनि सङ्गठनले छुट्टै राज्यको आन्दोलन गर्न सक्दैन भनि जनाउँदै यो केवल जनताको आँखामा धुलो हाल्ने काम हो भनि बताए।मोर्चाले जीटीएमा हस्ताक्षर गरेता पनि यसको गठनमा बिलम्ब भएको कारण जनता भुल्याउँन युवा मोर्चालाई अघि लागाएको बताउँदै यो सबै देखावटी मात्र हो भनि दाबी गरे। खातीले मोर्चाको सबै चाल बुझिसकेको कारण युवा मोर्चाको आन्दोलनलाई ताला झुण्डाईदिएको बताए।
अखिल भारतीय गोर्खालीगका महासचिव प्रताप खातीले युवा मोर्चाको वास्तविक अनुहार अहिले सबैले स्पष्टसित चिन्न थालेको बताउँदै आन्दोलन केवल नाटक मात्र रहेको दाबी गरे। तिनले भने, जीटीएमा हस्ताक्षर गर्ने पार्टीको कुनै पनि सङ्गठनले छुट्टै राज्यको आन्दोलन गर्न सक्दैन भनि जनाउँदै यो केवल जनताको आँखामा धुलो हाल्ने काम हो भनि बताए।मोर्चाले जीटीएमा हस्ताक्षर गरेता पनि यसको गठनमा बिलम्ब भएको कारण जनता भुल्याउँन युवा मोर्चालाई अघि लागाएको बताउँदै यो सबै देखावटी मात्र हो भनि दाबी गरे। खातीले मोर्चाको सबै चाल बुझिसकेको कारण युवा मोर्चाको आन्दोलनलाई ताला झुण्डाईदिएको बताए। अब युवा मोर्चाले आन्दोलन गर्न सक्दैन भन्ने दाबी गर्दै खातीले मोर्चाले छुट्टै राज्यको मुद्दासित जीटीए साटेको कुरा उनीहरू कै सासंद जसवन्त सिंहबाट स्पष्ट भएको बताएका छन। जसवन्त सिंहले छुट्टै राज्य प्राप्त गर्नु हो भने जीटीए त्याग्नुपर्छ भनिसकेका छन् भन्दै यसको अर्थ गोर्खाल्याण्डको सट्टामा मोर्चाले जीटीए थापेको पनि बुझिन्छ भने। जीटीएले नै सम्पूर्ण गोर्खाहरूको चिह्नारी र राजनैतिक सुरक्षा नदिने कुरा गोर्खाल्याण्ड टास्क फोर्सले दिल्लीलाई बुझाइसकेको छ। खातीले मदन तामङ हत्याकाण्डको दोषबाट बॉंच्नको निम्ति नै मोर्चाले गोर्खाल्याण्डको मुद्दालाई जीटीएसित साटेको होभन्दै गोर्खा जनमुक्ति मोर्चा र विमल गुरूङ मदन तामङको काउण्टर नेता हुन् भनि दाबी गरे। मदन तामङ गोर्खाल्याण्डप्रति इमान्दार रहेको कारण कुनै न कुनै दिन मदन तामङले यो मुद्दालाई पार लगाएर नै छाड्ने थिए। यसैकारण मोर्चाले मदन तामङको हत्या गरेको हो किन भने मोर्चालाई छुट्टै राज्य होइन जीटीए थाप्नु थियो।
तिनले अझ भने, जनतालाई थाहा हुनुपर्ने, जब विमल गुरूङ 28 नम्बर समष्टीको भ्रमणमा थिए, त्यसैबेला मोर्चाले गोर्खाल्याण्डको मुद्दासित अर्को दागोपाप थाप्न लागेको कुरा मदन तामङले खुलासा गरेका थिए, त्यसबेला विमल गुरूङले मदन तामङले झुटो बोलेको बताएका थिए तर अहिले आएर मदन तामङको भविष्यवाणी पुरा भयो। को झुटा थिए भन्ने कुरा मोर्चाले जीटीए थापेर प्रमाणित गर्योा। तिनले जीटीए थाप्नैको निम्ति मदन तामङको हत्या गरिएको समेत बताएका छन्। तिनले भने, किन भने मदन तामङले घुँडा घसेर जीटीएको विरोध गर्ने थिए। जसरी गोरामुमोको छैटौं अनुसूचीलाई डस्टविनभित्र हालिदिए, त्यसरी नै जीटीएलाई पनि डस्टविनभित्र हाल्ने थिए। तिनले युवा मोर्चाको आन्दोलनप्रति कटाक्ष गर्दै भने, खै के भयो युवा मोर्चाको आन्दोलन ? डा. हर्कबहादुर छेत्री अनि रोशन गिरीलाई चाबी लगाउने वित्तिकै युवा मोर्चाको आन्दोलन सकिनुले के स्पष्ट पारेको हो जनताले बुझ्नुपर्छ।
तिनले अझ थपे, वास्तवमा जीटीए ढिलो भएकोमा जनता असन्तुष्ट छ भन्ने देखाउनु युवा मोर्चालाई मोर्चाले प्रयोग गरेको थियो, त्यो पनि प्रमाणित भयो। तिनले के पनि बताए भने, देश, काल र परिस्थिति अनुसार केवल जनसभा गर्नुलाई आन्दोलन भनिँदैन। अब पहाडमा जनसभा गर्नु, भोकहड्ताल गर्नु, जीएल नम्बर लगाउनु, भित्तामा गोर्खाल्याण्ड लेख्नुलाई आन्दोलन कसैले भन्छ भने त्यो दागोपाप थाप्नुको आन्दोलन बाहेक अर्को केही पनि होइन भनेर बुझ्नुपर्छ। दिल्लीमा केही नगरी पहाडमा जनसभा गर्नु छुट्टै राज्यको निम्ति गरिएको कार्यक्रम हुने छैन। युवा मोर्चालाई ममताले ताला लगाइसकेको छ। युवा मोर्चाले आन्दोलन गर्न सक्दैन। यसै क्रमम्आ अभागोलि नेता खतिले मानिसहरुलाई बड्दो जीटीए प्रतिको आक्रोस रोक्न मोर्चाले युवा मोचालाई अघि लागाएर जन्अताको अनुहारमा मोसो दल्न खोजेको आरोप लगाए। तिनले अब युवा मोर्चाले कुनै पनि हालतमा आन्दोलन अघि बडाउँन नसक्ने दाबी गर्दै यो सबै नाटक सिवाय केहि होइन भन्ने बताए।
लाभाबासी हिउँको प्रतिक्षामा
मणि तामङ, कालिमन्युज, लाभा: आज साँझतिर लाभामा हल्का फुल्का हिँउ झरेको समाचार प्राप्त भएको छ भने दुइ तिन दिन भित्रमानै हिमपात हुने सम्भावना रहेको स्थानिय मानिसहरुले बताएका छन्| मौसम बिभागले यसपाली भारतभरिनै अत्याधिक जाडो हुनसक्ने अघिबाटनै मौसम फोरकास्ट गरि सकेको छ|
बिगतको तुलनामा यसबर्ष जाडो अधिक रहेको छ| अहिले घडि विश्वमानै मानिसहरु जाडोको चपेटमा परिरहेको छन्| यता पहाडको सम्पुर्ण इलाकामानै जाडो अत्याधिक बडेको छ| कालेबुङ शहरमा दोकान पाठ व्यवसायहरु गर्ने मानिसहरुले पनि जाडोको कारणले पसलहरु समयमानै बन्द गरेको देखिन्छ| अर्कोतिर,प्राप्त जानकारी अनुसार कालेबुङ शहरदेखी ३३-किलोमिटर टाँडा रहेको पर्यटक स्थल लाभामा हिमपात हुने सम्भावना रहेको थाहा लागेको छ|
बिगतबर्ष ३१ दिसम्बर २०१० को लाभामा हिमपात भएको थियो भने यसबर्ष पनि हिँउ पर्ने सम्भावना अधिक रहेको जानकारी पाइएको छ| कठ्याङ्ग्रीने जाडो खप्दै पनि लाभाबासी हिउँको प्रतिक्षामा बसिरहेको छन्| हिँउ परेपछि लाभाको मुहारनै हिमाचल अनि स्वीट्र्जर्ल्याण्डमा परिणत हुन्छ| क्षेत्रमा हिँउ परेपछि स्थानिय मानिसहरु रमाई-रमाई हिँउको डल्ला बनाएर एक अर्कालाई हिर्काउने खेल्छन् भने कालेबुङ शहर लगायत विभिन्न क्षेत्रका मानिसहरु पनि लाभामा परेको हिँउ हेर्न घुइचो लाग्ने गर्छन्| देशी अनि बिदेशी पर्यटकहरु पनि हिँउको मजा लिन जाडोको समयमा लाभा घुम्न आउने गर्दछ|
लाभाबासी हिउँको प्रतिक्षामा

बिगतबर्ष ३१ दिसम्बर २०१० को लाभामा हिमपात भएको थियो भने यसबर्ष पनि हिँउ पर्ने सम्भावना अधिक रहेको जानकारी पाइएको छ| कठ्याङ्ग्रीने जाडो खप्दै पनि लाभाबासी हिउँको प्रतिक्षामा बसिरहेको छन्| हिँउ परेपछि लाभाको मुहारनै हिमाचल अनि स्वीट्र्जर्ल्याण्डमा परिणत हुन्छ| क्षेत्रमा हिँउ परेपछि स्थानिय मानिसहरु रमाई-रमाई हिँउको डल्ला बनाएर एक अर्कालाई हिर्काउने खेल्छन् भने कालेबुङ शहर लगायत विभिन्न क्षेत्रका मानिसहरु पनि लाभामा परेको हिँउ हेर्न घुइचो लाग्ने गर्छन्| देशी अनि बिदेशी पर्यटकहरु पनि हिँउको मजा लिन जाडोको समयमा लाभा घुम्न आउने गर्दछ|
