KalimNews: Sikkim police arrested Prashant Subba of Kalimpong for attempting to abduct and threatening a businessman of Gangtok. On the receipt of a complain and information Sadar Police nabbed a person of 10th mile Kalimpong from Arithang who threatened to Kidnap & kill two sons of Ramesh Agarwal a businessman of MG Marg. Subba demanded a ransom of Rupees 2 lac. 25 years old Subba previously use to work in the firm owned by Ramesh Agarwal .Subba made calls from several booths to threat the businessman.The culprit fell into a trap of Sadar Police within one & half hour later he called up that Businessman through phone.
TT, Gangtok: A youth was arrested from Arithang on Tuesday for allegedly trying to extort money from a businessman who runs a hardware shop at MG Marg. Police said Prashant Subba, 25, had been demanding Rs 2 lakh from Ramesh Agarwal since October 29. He had written letters and had made several phone calls to Ramesh to ask for the money. Subba had also threatened to kill Ramesh’s 8-year-old son if the amount was not paid. On Tuesday Ramesh lodged a police complaint after he got a call from Subba asking him to drop the money at a shop in Arithang. Policemen in mufti were on watch where Subba had come to collect the money. He was arrested from a tailor’s shop in Arithang.
ABAVP leaders who joined hands with GJM may face expulsion
ENS, Kolkata, 2 Nov:The Akhil Bhartiya Adivasi Vikash Parishad (ABAVP) is mulling “stern disciplinary action” against five senior leaders of the outfit who joined hands with Gorkha Janmukti Morcha leaders and announced the merger of their group with the ABAVP on Sunday.
The senior leadership of ABAVP hinted that the five leaders, including John Barla, Tezkumar Toppo and Nicodin Minze, are likely to be expelled from the party.
“We will be holding a meeting of the working committee of the ABAVP on Wednesday and decide on the issue of expulsion of th e five leaders. We will initiate disciplinary action against those who shared the dais with GJM president Bimal Gurung,” said Birsa Tirkey, president of ABAVP.
“According to rules and regulation of the ABAVP, no leader can take any individual decision without communicating it to the party, and the decision cannot be announced unless it is approved by the party. The ABAVP executive committee and the working committee did not have any hint of the five leaders decision to join hands with the GJM,” added Tirkey.
Meanwhile, local committee of tribals held meeting in 12 areas of Terai and Dooars. They passed a resolution saying that they will not withdraw their objection on inclusion of mouzas of Terai and Dooars in the Gorkhaland Territorial Administration (GTA).
जी एण्ड एटीए-ले चुल्यायो अन्तरबिरोधको पहाड
मनोज वोगटी, कालिमन्युज, कालेबुङ, 1 नोभेम्बर। गोरामुमोलाई हटाएर गोजमुमो आएपछि यति धेरै अन्तरविरोधी घटनाक्रमहरु देखापरेको छ, जसले कहीं न कहीँबाट दार्जीलिङ जिल्लाबाट छुट्टै राज्यको निम्ति गरिएको आन्दोलन र मुद्दालाई अन्योलताको जालोले बेर्ने कार्य भइरहेको छ। शुरूमा गोजमुमोले छुट्टैराज्यको निम्ति आन्दोलन गरेको थियो अनि यसको निम्ति तराई र डुवर्सको भूमि एकै इञ्च पनि नछोड्ने घोषणा गरेको थियो। अहिले आएर त्यही तराई र डुवर्सको अन्तरभुक्ति केवल बिकासको निम्ति गरिएको गोर्खा जनमुक्ति मोर्चाको ठोकुवा छ। छुट्टैराज्यको निम्ति तराई र डुवर्सका क्षेत्रहरू प्रस्तावित छुट्टैराज्यको मानचित्रमा हाल्नको निम्ति नै सीमाङ्कन अनिवार्य बनेको थियो, यसैको निम्ति जीटीएमा हाइपावर कमिटीको गठन गरियो।
गठजोड विकास कि छुट्टैराज्यको निम्ति ?
अहिले आएर आविपसित सम्झौता गर्दै गोर्खा जनमुक्ति मोर्चाले यो गठजोडलाई केवल विकासको निम्ति भनेर शुरूमा नै अन्तरविरोध खडा गरेको छ। मोर्चा स्पष्ट छैन छुट्टैराज्यको निम्ति नै आविपसित गठजोड भएको हो कि विकासको निम्ति। केवल विकासको निम्ति हो भने मोर्चाको गठनको औचित्य नै विवादमा पर्ने देखिन्छ। छुट्टैराज्यको निम्ति हो भने आविपले मोर्चालाई समर्थन गर्ने छैन। शुरू छुट्टैराज्यको मागबाट गरेर मुद्दाको अन्त विकासमा गर्ने मोर्चाको आशय स्पष्ट देखिएको छ। आविपसितको मित्रता केवल दुइ समुदाय र क्षेत्रको विकासको निम्ति हो भने सीमाङ्कनको अवधारणा नै विवादमा पर्ने देखिन्छ। सीमाङ्कन प्रस्तावित राज्यको निम्ति गरिएको मोर्चाको मूल अडान थियो। अहिले त्यो अडान छैन। ममता व्यानर्जीले क्षेत्रमा शान्ति स्थापना गर्नु भनेकोले अहिलेसम्म नमिलेका दुइ दल आदिवासी विकास परिषद् र मोर्चाबीच मित्रता गॉंसिएको छ। दुवै क्षेत्रको विकासको निम्ति दुइ दलको संयुक्त दाबी अघि बढनेछ-बिमल गुरूङले भनेका छन्।
तिनको भनाइमा कहॉं अन्तरविरोध देखिएको छ भने दुइदलबीचको अमेलको कारण मोर्चाले छुट्टैराज्यको सीमाङ्कनको निम्ति गरेको दाबी थियो। मोर्चाले जीटीए छुट्टैराज्यसम्म पुग्ने खुड्किलो भन्दै तराई र डुवर्सका गोर्खा बाहुल क्षेत्रहरू मानचित्रमा सामेल गर्न हाइपावर कमिटीको गठनको माग गरेको थियो। यता छुट्टैराज्यको मानचित्रको निम्ति मोर्चाले गरिरहेको सीमाङ्कन र तराई र डुवर्समा गरिरहेको हस्तक्षेपको विरोध आविपले गरेको थियो। दुइदलबीचको अमेलको कारण एउटै थियो-त्यो थियो छुट्टैराज्यको मुद्दा। मोर्चाले छुट्टैराज्यको मुद्दासित सम्झौता विकाससित गरेको कुरा आविपलाई बुझाएपछि नै आविप र मोर्चाको राजनैतिक सिद्धान्त मिल्यो। त्यो सिद्धान्त थियो क्षेत्रको विकास। आविपका राज्य समितिका सचिव तेजकुमार टोप्पोले यसकारण भनेका छन्,आविपलाई थाहा भयो कि छैटौं अनुसूची हुन समय लाग्छ अनि आविपसित यति लामो आन्दोलन गर्ने शक्ति छैन। यसरी नै विमल गुरूङलाई पनि थाहा छ कि गोर्खाल्याण्ड राज्य हुन सक्दैन, यसैले दुवैको विकासको अवधारणा मिल्यो, यसकारण आविप र मोर्चाको मिलन विकासको निम्ति हो।
छुट्टैराज्यको निम्ति हो भने आविपको विरोध
ममता व्यानर्जीले बङ्गबङ्ग होबेना भनेर पिण्टेल भिलेज अनि चौरास्ताबाट स्पष्ट भनिसकेकी छन्। तिनको यो अडानलाई गोर्खा जनमुक्ति मोर्चाले सयप्रतिशत समर्थन जनाइसकेको छ। यसैकारण नै 'बङ्गभङ्ग होबेना'लाई मोर्चाले ताली मारेर स्वागत जनाइसकेको छ। मोर्चाले जीटीए ग्रहण गर्नु, बङ्गबङ्ग हुँदैन भन्ने कुरालाई समर्थन गर्नु अनि मोर्चाले छुट्टैराज्यको निम्ति आन्दोलन नै गरेको थिएन भनेर घोषणा गर्नुले स्पष्ट पारिसकेको छ कि मोर्चाले छुट्टैराज्यको मुद्दालाई छोडिसकेको छ।
जीएलओ नेता छत्र सुब्बाले भनेका छन्, कुनै पनि परिषद्को निम्ति हस्ताक्षर गर्नेले छुट्टैराज्यको आन्दोलन गर्न सक्दैन, यसकारण मोर्चाको आन्दोलन सकियो। सुबास घिसिङले पनि परिषद्मा नै हस्ताक्षर गरेकोले सोझै छुट्टैराज्यको कुरा गर्न सकेका थिएनन्। यता मोर्चाले सैद्धान्तिकरुपमा छुट्टैराज्यको मुद्दा छोडिसकेको भए पनि व्यवहारिकरुपमा छुट्टैराज्यको मुद्दालाई जनसमर्थन जुटाउन प्रयोगमा ल्याइरहेको छ। राज्य सरकार त छुट्टैराज्यको पक्षमा छैन नै आविप पनि छैन। जबसम्म मोर्चासित छुट्टैराज्यको मुद्दा थियो तबसम्म आविप र मोर्चा दुश्मन थियो। जुन दिनदेखि मोर्चासित केवल विकासको मुद्दा आयो तबदेखि आविपसित मित्रता गॉंसियो। तरै पनि आविपले मोर्चामाथि पुरा भरोसा गरेको छैन। आविपका तेजकुमार टोप्पोले स्पष्ट पारेका छन्, यदि मोर्चाले छुट्टैराज्यको आन्दोलन गर्छ भने, यसलाई धोका मानिनेछ अनि सम्बन्ध विच्छेद गरिनेछ।
अन्योलता कि षडयन्त्र?
मङपङमा भएको आविप र मोर्चाको संयुक्त पत्रकार सम्मेलनमा आविप क्षेत्रीय समितिका अध्यक्ष जोन बारलाले भनेका थिए, मोर्चासित भएको सहमतिबारे आविपको राज्य समितिलाई बताइएको छ। यसकारण नै राज्य समितिका सचिव तेजकुमार टोप्पो राज्य समितिको प्रतिनिधिकोरुपमा यहॉं उपस्थिति छन्। तर सहमति भएको भोलिपल्ट नै राज्य समितिका अध्यक्ष बिरसा तिर्कीले भने, राज्य समितिलाई कुनै खबर अनि सहमति नमागी गरिएको मोर्चा र क्षेत्रीय आविपबीचको सहमतिलाई मान्य गरिने छैन।
यता मोर्चा प्रवक्ता डा.हर्कबहादुर छेत्रीले भनेका छन्, आविपका बिरसा तिर्कीले जीटीएमाथि समर्थन दिल्लीमा नै दिइसकेका छन्। यता टोप्पोले पनि भनेका थिए, आविपको राज्य समितिलाई जनाइएको छ। तर बिरसा तिर्कीले आविपको राज्य समितिलाई कुनै कुरा नजनाइएकोले मोर्चा आविपबीचको गठजोडभित्र लुकेको षडयन्त्र केलाउने अनि जोन बारलालाई कारण बताउ नोटिश दिनेसम्मको चेतावनी दिइसकेका छन्। आविप जीटीएमा बस्ने कुरा मान्य हुनै नसक्ने तिर्कीको भनाइ छ। जोन बारलाले मोर्चासित व्यक्तिगत सम्झौता गरेको समेत तिनको दाबी छ। आविपभित्रको यो द्वन्द्व सुनियोजित हो कि सॉंच्चै नै आविपभित्र मतभेद शुरू भयो, यो चाख लाग्दो कुरा रहेको छ। मोर्चासितको क्षेत्रीय गठजोडले आविप टुक्रिने लक्षण त देखापरिरहेको नै छ, विस्तारै यो द्वन्द्वले जीएण्ड एटीएको मार्गमा बाधा खडा गर्ने पनि स्पष्ट छ। वास्तवमा चलिरहेको अन्तरविरोध र अन्योलता सॉंच्चिकै हो कि यसभित्र कुनै षडयन्त्रको चलखेल छ, अब रहस्य चर्किएर जाने देखिएको छ।
जीटीए र जीएण्ड एटीएलाई लिएर आविप र मोर्चाबीच मतभिन्नता
मोर्चा प्रवक्ता डा. हर्कबहादुर छेत्री अनुसार आविप जीटीएमा नै बस्न चहान्छ, जीटीए क्षमतामा आएपछि मात्र नाम परिवर्तन गरिनेछ। नाम परिवर्तन गरिएपछि मात्र तराई, डुवर्स र पहाडमा क्षमता शक्तिलाई नियन्त्रित गरिनेछ। डा. छेत्री अनुसार आविप जीटीएमा पस्नेछ। जीटीए गठन हुने छ। जीटीएको चुनाउ हुनेछ। किन भने जीटीएको एक्ट बनिसकेको छ। जीटीएको चुनाउपछि निर्वाचित सदस्यहरूकोे हाउसले जीएण्ड एटीए-नामको प्रस्ताव ल्याउने छ अनि यसलाई बीलकोरुपमा पारित गरिनेछ। यता आविपका तेजकुमार टोप्पोले भने जीटीएलाई रद्द गरेर जीएण्ड एटीए गठन गर्नुपर्ने सम्झौता मोर्चासित भएको बताइएको छ। आविप जीटीएमा पस्ने कि जीटीएको एक्ट रद्द गरेर जीएण्ड एटीए गठन गरिने? आविप र मोर्चाबीच यहीँ कुरा मिलेको छैन। डा. हर्कबहाडुर छेत्री अनुसार जीटीएको सम्पूर्ण सञ्चालन शक्ति पहाडसित हुनेछ यसकारण तराईमा रहेका अल्प संख्यक गोर्खाहरू असुरक्षित हुने छैनन्। यता टोप्पो अनुसार पहाड र तराई-डुवर्समा जीएण्ड एटीएको छुट्टा छुट्टै सेल गठन गरिने छ। यही पनि मोर्चा-आविपबीच कुरा मिलेको छैन। टोप्पो अनुसार छुट्टा छुट्टै सेल गठन गरिएपछि तराई र डुवर्सको शासनको डोरी उनीहरूको हातमा हुनेछ।
ममतालाई चुनौती
गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङले भने, मुख्यमन्त्री ममता व्यानर्जीले पहाड, तराई र डुवर्समा शान्ति बनाइराख्ने आह्वान गरेकोले मोर्चा र आविपले शान्ति स्थापना गर्न नै यो सम्झौता गरेको हो। यता जोन बारलाले पनि भने, शान्तिको निम्ति गरेको काममा मुख्यमन्त्री ममता व्यानर्जी अवश्य नै खुशी बन्नेछिन्। दुवैको भनाइ क्षेत्रको विकास नै शान्तिको कारण हो। विकास भएन भने शान्ति हुने छैन अनि विकास गर्न आविप र मोर्चाले शान्ति स्थापना गरिरहेको छ। अब पालो मुख्यमन्त्रीको हो। किन भने क्षेत्रमा शान्ति राख्ने आह्वान तिनैको हो। तिनले विकासको निम्ति बनेको जीएण्ड एटीए गठन गर्नुपर्छ। ममता व्यानर्जीको आशमा मोर्चा र आविपले संयुक्तरुपमा घोषणा गरेको जीएण्ड एटीएलाई मुख्यमन्त्री आफैले कसरी हेर्ने हुन्, केहीदिनमा स्पष्ट हुनेछ।
हाइपावर कमिटी के हुन्छ?
जीएण्ड एटीएको कुराले हाइपावर सर्वेक्षण कमिटीको औचित्यमाथि प्रश्न चिह्न खडा भएको छ। तर डा. हर्कबहादुर छेत्री अनुसार हाइपावर कमिटीको काम अझ सहज बनेको छ। कमिटीलाई क्षेत्र छुट्टाइ बस्ने झञ्झट छैन। तर यता मोर्चा अध्यक्ष विमल गुरूङले भने हाइपावर कमिटीलाई सरकारले विघटन गर्नसक्ने बताएका छन्। प्रवक्ता र अध्यक्षबीच देखापरेको अन्तरविरोधले मोर्चा पनि जीएण्ड एटीएप्रति स्पष्ट नरहेको संकेत दिएको छ। जीटीएको निम्ति गठित हाइपावर कमिटी जीएण्ड एटीएको कुरा आएपछि अर्थहीन त देखापरेको छ नै तर यहीँ भित्र लुकेको अन्तरविरोधले भने आविप र मोर्चाबीच अनबन शुरू हुने देखिएको छ। आविपले मोर्चासित सम्झौता गरेको कारण हो जीटीए रद्द गरेर जीएण्ड एटीए गठन गर्न। तर मोर्चाको भनाइ छ जीटीएले नै जीएण्ड एटीए नाम परिवर्तन गर्नेछ। यसै कारण नै मोर्चाका नेताहरूबीच हाइपावर कमिटीलाई लिएर स्पष्ट उत्तर नै छैन।
छुट्टैराज्यको कुरा पछिको हो, अहिले जीटीए बनोस्-डा.छेत्री
मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 नोभेम्बर। आदिवासी विकास परिषदले मोर्चासित सम्झौता गर्ने बित्तिकै आविपभित्र नै अन्तरकलह शुरू भएको छ। आविपको क्षेत्रीय नेताहरूसित मोर्चाको सम्झौता भए पनि आविपको राज्य समितिबाट नै विरोध भएपछि सम्झौता फलप्रद हुने कम्ति लक्षण देखापरेको छ तर मोर्चाका प्रवक्ता डा.हर्कबहादुर छेत्री यस्तो ठान्दैनन्। तिनी अनुसार आविपसितको पहिलो बैठकमा बिरसा तिक्री स्वयं उपस्थित थिए, त्यसबेला तिनको विरोध थिएन। यो सम्झौता हुन जति साह्रो थियो असफल हुन पनि त्यति नै गाह्रो रहेको डा. छेत्रीको भनाइ छ। यदि असफल भएमा डुवर्सको राजनीतिमा नै अस्थिरता आउने बताउने डा. छेत्रीले आदिवासीहरूले यस्तो गल्ती नदोहोर्याउने ठोकुवा पनि गरेका छन्। तिनले भने, यदि आदिवासीहरूले गल्ती दोहोर्याए आदिवासीहरू टुक्रिने छन्। यस्तो दोष लाग्ने कार्य आदिवासीहरूले गर्ने छैनन्। तिनी अनुसार सम्झौता फलप्रद नहुँदा जति असर मोर्चालाई हुन्छ त्यो भन्दा धेर असर आदिवासीहरूलाई हुने छ।
मोर्चासित जुन सम्झौता भएको छ, त्यही अनुसार नै मोर्चाले कार्य गर्नेछ। आविपभित्रको अन्तरकलह उनीहरूको हो जसको समाधान पनि उनीहरूले नै गर्नेछन्। डा छेत्री अनुसार आन्दोलनमा जोडिएर आदिवासीहरूलाई न्याय माग्ने मौका पाएको छ। किन भने उनीहरू एक्लै लड्न सक्दैनन्, अब लड्ने मौका पाएको छ। विकासको निम्ति आविपसित मोर्चाले सम्झौता त गर्यो तर मोर्चाको जीटीएको लक्ष्य गोर्खाल्याण्ड रहेको कुरा आविपलाई पनि थाहा छ। यसैकारण सम्झौतापछि पनि पत्रकार सम्मेलन गर्दै आविप प्रतिनिधिहरूले मोर्चाले गोर्खाल्याण्ड राज्यको माग गरे साथ छोड्ने घोषणा गरेका छन्। यस सम्बन्धमा डा. छेत्रीसित मोर्चाले उसोभए छुट्टैराज्यको मुद्दा छोडेको हो त भन्ने प्रश्न गर्दा तिनले भने, छुट्टैराज्य पछिको कुरा हो, अहिले जीटीए बनोस् न। एउटा कुरा बनेको छैन, त्यसले जनताको आकांक्षा पुरा गर्छ गर्दैन पत्तो पाइएको छैन। राजनीति वर्तमानलाई हेरेर गरिन्छ। वर्तमानलाई ठीकसित प्रयोग गरेमात्र भविष्य ठीक हुन्छ।
वर्तमान भुलेर भविष्यको कुरा गरे सबै यथार्थहरूलाई भुलिपठाइने छ। यसकारण आविपसित वर्तमानलाई हेरेर नै सम्झौता गरिएको हो। तिनले अझ भने, भविष्य सोंच्नुपर्छ तर वर्तमानलाई आँखा चिम्लेर होइन। वर्तमानको परिस्थितिलाई नकारेर भविष्यबारे बोल्न पनि वर्तमानको राम्ररी ज्ञान हुनुपर्ने बताउँदै वर्तमानको ज्ञान नहुनेले गरेको भविष्यको कुरा काम नलाग्ने पनि तिनले बताए। तिनीसित हाइपावर कमिटीबारे देखापरेको अन्योलपरक कुराबारे पनि तिनले स्पष्टिकरण दिए। जीटीएको हाइपावर कमिटीलाई अध्यक्षले विघटन हुन्छ भनिरहेका थिए भने प्रवक्ता आफैले भने कमिटीको काम सजिलो भयो भनिरहेका थिए। तिनको आफ्नै टिप्पणी अनि अध्यक्षको टिप्पणीबीच आएको मदभेदबारे स्पष्टिककरण दिँदै भने, हाइपावर कमिटी विघटन हुन्छ नै। हाइपावर कमिटीको कार्यालयको काम 31 अक्टोबरसम्म अन्तिम दिन थियो, अब कार्यालय बन्द भयो।
हाइपावर कमिटीको काम भनेको तृणमूलस्थिति निरीक्षण गर्नुथियो। दाबी गरिएको भूभागहरूमा असुविधा छ छैन हेर्नु थियो। आविपले हामी साथमा छौं भने पछि हाइपावर कमिटीको काम सकिएको बराबर हो। विरोध गर्ने आविप नै थियो, अविप नै मोर्चासित मिलेपछि हाइपावर कमिटीको औेचित्य रहेन भनेर अध्यक्षले भन्न खोजेको पनि तिनले बताए। यता भागोपको गोर्खाल्याण्डको निम्ति गरिरहेको पहललाई डा.छेत्रीले बधाई दिएका छन् भने उता क्रामाकपाले केन्द्र र राज्यसित मिलेर षडयन्त्र गरिरहेको भनेर लगाएको आरोप सम्बन्धमा क्रामाकपाको जति योग्यता छ उति नै बुझेको बताए।
मोर्चाको आन्दोलनकालभरिमा घरिघरि फेरिने मुद्दाको कारण जनतामा आउने अन्योलता प्रमुख दोष मानिएको छ। गोखाल्याण्ड, सेटअप, प्राधिकरण, गोखार्र्-आदिवासी प्रदेश, जीटीए अनि अहिले जीएण्ड एटीएसम्म मोर्चा आइपुगेको छ। अब त नाम फेरिँदैन होला भन्ने सम्बन्धमा डा. छेत्रीसित प्रश्न गर्दा तिनले भने, हाम्रो अन्तिम लक्ष्य त गोर्खाल्याण्ड नै हो। मुद्दा फेरिनु भनेको परिस्थितिको कारण हो। यो नै स्थायी भन्ने कुरा हुँदैन। घरिघरि मुद्दा फेरिनु भनेको घरिघरिको परिस्थितिको कारण हो। आन्दोलनको प्रथम अध्याय जीटीएमा सकियो, दोस्रो अध्याय कहिले शुरू गर्नुपर्ने हो, त्यसमा के लेखिन्छ परिस्थितिमा नै निर्भर पर्छ। अहिले नै केही भन्न सकिन्न।

मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 नोभेम्बर। बिजनबारीमा भएको पुल दुर्घटनाले राजनैतिक मोड लिइसकेको भए पनि अहिले आविप-मोर्चाको सम्झौताले बिजनबारी काण्ड छायामा पर्दै गइरहेको छ। तर केही राजनैतिक दलहरूले बिजनबारी घटनालाई ताजा राख्दै घटनामाथि न्यायिक जॉंच हुनुपर्ने माग गरिरहेको छ। मोर्चाले गरेको राजनैतिक जनसभा, अनि मोर्चाले नै गरेको सांस्कृतिक कार्यक्रममा उदय-मनिला सोताङको गीत सुन्न गएकाहरू दुर्घटनामा परेका थिए। दुर्घटनाले तर पछिबाट अर्कै मोड लियो। पुलसित नै सरकारको अनुमति विना गरिएको कार्यक्रममा अवैद्धरुपले जडान गरेको बिजुलीको तार पनि खोलामा झर्दा करेन्ट लागेर धेरैको ज्यान गएको अनि त्यसैलाई लुकाउन पोष्टमर्टम नगरिएको घटना अघि आएको छ। यता मोर्चालाई बँचाउन नै मुख्यमन्त्रीले घटनामाथि न्यायिक जॉंच नगरेको आरोप पनि विपक्षले लगाएको छ।
यस सम्बन्धमा मोर्चा सहसचिव विनय तामाङ अनुसार घटना मोर्चाको कारणले भएको होइन न कि मोर्चाको कार्यक्रमको कारणले भएको हो। तिनले भने, मोर्चाको कार्यक्रम त सकिएको थियो। जहॉं दुर्घटना भयो त्यो ठाउँ र कार्यक्रम भएको ठाउँमा आकास पातालको फरक छ। मोर्चालाई तर घटनाको जिम्मेवार बताइने काम भइरहेको छ जो गलत हो। दुर्घटना भएदेखि मोर्चाका प्रतिनिधिहरू घाइतेहरूलाई अस्पताल लैजानु, देखरेख गर्नु खटिरहेका छन्। जसले एउटा घाइतेलाई एउटा विस्कुट धरी दिएका छैनन् उसले मोर्चामाथि आरोप लगाउनु हॉंस्यास्पद कुरा हो- तामाङले क्रामाकपालाई लक्ष्य गर्दै भने। तिनी अनुसार दुर्घटना हुनुमा सरकारको दोष छ। तिनले भने, हुनसक्छ पुल भुइँचालोको कारण धरापमा थियो। भुइँचालोले ब्रिटिशकालीन पुललाई धराशयी बनाइसकेको थियो अनि धेर भार थेग्न नसकेर चुट्टियो। यस घटनाको न्यायिक जॉंच हुनुपर्छ भन्छ भने हाम्रो पनि यही माग छ। तर यसमा मोर्चाको कुनै दोष छैन। न्यायिक जॉंच भयो भने सरकारलाई नै अपठ्यारो पर्ने छ। तिनले क्रामाकपालाई आरोप लगाउँदै भने, जुन ठाउँमा दुर्घटना भयो, त्यहॉं पहिले क्रामाकपा माकपा थियो। आफ्नो शासनमा किन क्रामाकपाले पुल बनाएन त? किन दोष मोर्चालाई दिन्छ? दोष लगाउनु सजिलो छ। कर्म गर अनि दोष्याउ।
Mamata brokered territory deal: CPM - Asok asks CM and Deb to come clean on Morcha-Parishad tie-up
AVIJIT SINHA, TT, Siliguri, Nov. 1: The CPM today alleged that the deal between the Gorkha Janmukti Morcha and the Akhil Bharatiya Adivasi Vikas Parishad on territory had been brokered by minister Gautam Deb with the blessings of Mamata Banerjee.
Former minister and CPM leader Asok Bhattacharya asked the chief minister to come clean about her government’s stand on the inclusion of the Dooars and the Terai in the Gorkhaland Territorial Administration.
“The chief minister had time and again claimed that her government had resolved the Darjeeling hill issue with the GTA agreement. She should take responsibility for the new situation arising from the Parishad’s consent to the transfer of the Terai and the Dooars to the GTA. The government should say loud and clear if its wants the two regions to be brought under the ambit of the GTA,” said Bhattacharya.
The Parishad’s units in the Dooars and the Terai had announced on Sunday that they were backing the inclusion of the regions in the GTA. Earlier, the Parishad had been opposing tooth and nail the Morcha’s claim to 199 mouzas in the plains and there were frequent skirmishes between the supporters of both the outfits.
The CPM leader said the silence maintained by Mamata and north Bengal development minister Deb raised suspicion that both were privy to the parleys between the Parishad and the Morcha.
“Mamata’s silence and her cabinet colleagues’ refusal to speak on the deal make us suspect the entire development has taken place with her knowledge. We strongly feel that Mamata Banerjee had prior information on the Parishad-Morcha tie-up and Gautam Deb played the role of interlocutor in the parleys between the two sides. In fact, Deb had met leaders of the Parishad and the Morcha many times,” said Bhattacharya.
“(Morcha president) Bimal Gurung’s confidence during the joint news conference with Parishad leaders on Sunday that they would achieve the goal (inclusion of the Terai and the Dooars in the GTA) also strengthens our suspicions,” he added.
Deb refused comment yesterday when The Telegraph asked him about the deal between the hill and the tribal outfits.
Bhattacharya said he feared that the tie-up between the Morcha and the Parishad would embolden other outfits seeking statehood to up their ante.
“The deal will have ramification for the entire north Bengal and an uncertainty looms over the formation of the GTA now.”
Deb was reticent about the deal today too. “We have not received any formal proposal and it is not possible for me to make comments based on media reports. Nonetheless, the government wants to make it very clear that it is sincere in maintaining the integrity of north Bengal,” he said.
Told about Bhattacharya’s charges, Deb said: “He is making desperate attempts to grab media attention. I would prefer to ignore such statements."
Mamata masterminded GATA move: Asok
SNS, SILIGURI, 1 NOV: Former state urban development and municipal affairs minister, Mr Asok Bhattacharya, today alleged that chief minister Miss Mamata Banerjee had inspired GJMM president Mr Bimal Gurung and a section of ABAVP leaders to go for the Gorkhaland and Adivasi Territorial Administration (GATA).
“We are invincibly convinced that the chief minister has masterminded the move from behind to ensure trouble free inclusion of the contentious lands in the Terai-Dooars region into the geographical jurisdiction of the Gorkhaland Territorial Administration,” he said in Siliguri today.
Expressing concern over the new understanding involving the GJMM and ABAVP, Mr Bhattacharya said that the conspicuous silence on the part of the chief minister had deepened the mystery about the fount of the dangerous move.
“We are apprehending that the move will result in a fresh spell of inter-ethnic unrest in ethnically-volatile north Bengal. The fissiparous forces active in the region in the form of the Kamtapur and Suryapur movements will definitely get a boost as a result of the recent move. The demands for carving several states out of the present territory of West Bengal will be raised with renewed vigour to the detriment of the territorial integrity of the state,” the CPI-M leader warned.
“We are of the view that the GATA move had been envisaged during the chief minister’s recent visit to the Hills and the Dooars. The north Bengal development affairs minister, Mr Gautam Deb, might have played an instrumental role in the matter,” he said.
Accusing the state government of “dangerously appeasing: the GJMM, Mr Bhattacharya said that the refusal of the chief minister to visit the accident spot in Bijanbari, while she was in Darjeeling, had showed up her desperation to keep the GJMM in good humour at all costs.
Meeting on electricity outstanding in Hills
DARJEELING, 1 NOV: A meeting was held between the GJMM leadership and district electricity officials in Darjeeling today regarding the electricity outstanding in the Hills today. GJMM general secretary Mr Roshan Giri said that the people of the Hills would start clearing up the bills from August this year as the cut-off month. “Those who have received the bills for the months of June, July and August should pay only the August bill. This is as per the GTA agreement,” he said. Notably, a majority of the people of the Darjeeling Hills had not paid the electricity bills along with the municipal and other taxes since July 2008 as part of the non-cooperation movement launched by the GJMM in support of Gorkhaland. The district magistrate, Mr Soumitra Mohan, however, said that they had received an order from the state government regarding August having been made the cut-off month. “But we have received no official instruction yet about the waiving of the outstanding accumulated since July 2011,” he said. Meanwhile, the district administration has hinted that the process of filing nomination for the 11 December civic body elections might commence on 8 November. The process might be completed by 16 November, a senior district official said.
Secretariat site with blood history rejected
TT, Siliguri, Nov. 1: The chief minister has scrapped the plan to build the north Bengal secretariat in a portion of an erstwhile tea estate after she was told that two workers were killed in police firing while protesting the take-over of the garden almost a decade back.
North Bengal development minister Gautam Deb, who had shown Mamata Banerjee the five-acre plot of what was once Chandmoni Tea Estate in July, is now scouting for a new site for the secretariat.
“The chief minister had approved the land adjacent to Uttarayon. But when she visited north Bengal at the time of the Bijanbari bridge collapse last month, she came to know that it is a portion of the land where two tea workers had fallen to police bullets she immediately scrapped the proposal,” said Deb.
“She has said she will not build her office on land soaked with the blood of tea workers, specially since our politics is based on ma, mati and manush,” the Trinamul minister said.
On June 26, 2002, the police under the Left Front government had gunned down two workers of Chandmoni garden on the outskirts of Siliguri while they were protesting the uprooting of the tea bushes. The Left government had then stood by the management of the loss-running Chandmoni tea estate that had agreed to hand over garden land to Bengal Ambuja to build the Uttorayon township. The tea workers who were rendered jobless because of the management decision had tried to prevent the takeover.
The management asked police for help. The force opened fired killing two workers, who were trying to stop the uprooting of the tea bushes. Later, using a huge contingent of police force, the plantation was cleared. The Uttarayon Township, City Centre and a unit of the Software Technology Parks of India stand on the garden land now.
The CM’s secretariat had been planned on a five-acre vacant plot that belongs to Laxmi Township, earlier known as Laxmi Tea Company that owned Chandmoni.
“Based on the chief minister’s earlier approval, the Darjeeling district magistrate had asked the district land and land reforms department to acquire the five-acre plot. However, everything has come to a halt,” a senior administrative officer said.
Deb said a number of factors had to be kept in mind while choosing the new site. “Proper communication and drinking water facilities are a must. There are plots at Kawakhali and along NH-31 after Darjeeling More. Let’s see.”
The secretariat will be a two-storied building and will also house Deb’s department, north Bengal development. “The designs and plans are ready. If the choice of site had not been scrapped, we would have finished the construction of at least one floor of the building.”
Repair eludes Ging monastery
VIVEK CHHETRI,TT,”Ging (Darjeeling), Nov. 1: The 193-year-old Sangchhen Thong Delling Gompa in Darjeeling is crumbling after the September 18 earthquake and the Sikkim government has taken no initiative yet to restore the structure.
The monastery was set up by Pemayangtse monastery in West Sikkim in 1818, much before the East India Company took possession of Darjeeling.
The September 18 earthquake has done much damage to the monastery with cracks appearing in the walls and the pillars.
Subin Pradhan, an architect, said: “The structure has been damaged extensively. Work must start immediately to restore the monastery.”
Even though the king of Sikkim leased Darjeeling to the East India Company in 1835, the monastery’s control was restored to Pemayangtse monks on February 28, 1879. After that, the royal court of Sikkim had been running the monastery till the kingdom became a part of India in 1975.
The ecclesiastical department of the Sikkim government is in charge of the monastery now. However, the head lama of the Ging monastery is deputed by Pemayangtse.
Local people say the monastery was actually established at Mall in Darjeeling in 1818 and was later shifted to Ging, 10km away.
The monastery is functioning without a head lama following the incumbent’s death in January. Phintso Wangdi, the son of the late head lama Phutuk Bhutia, said: “My father died on January 25, 2011, and no replacement has been made. We are in constant touch with the Pemayangtse monastery.”
Wangdi said the monastery had been damaged extensively during the September 18 earthquake. “I have been told by the Pemayangtse monks to keep the structure in its present form and hence, have not cleared the debris. Until my father’s death, the Sikkim government used to provide Rs 6,000 as expenses to run the monastery and Rs 5,000 to run classes for the monks.”
Pemayangtse monastery management committee member Yapo S. Yongda said there had been encroachment on the premises of the Ging monastery.
“The Sikkim government must take steps to preserve and protect our monastic properties in Darjeeling,” he said
Officials of the ecclesiastical department could not be reached.
Wangdi said local people were trying to form a committee to maintain the monastery. “We want to preserve this place which bears testimony to Darjeeling’s history.”
TT, Gangtok: A youth was arrested from Arithang on Tuesday for allegedly trying to extort money from a businessman who runs a hardware shop at MG Marg. Police said Prashant Subba, 25, had been demanding Rs 2 lakh from Ramesh Agarwal since October 29. He had written letters and had made several phone calls to Ramesh to ask for the money. Subba had also threatened to kill Ramesh’s 8-year-old son if the amount was not paid. On Tuesday Ramesh lodged a police complaint after he got a call from Subba asking him to drop the money at a shop in Arithang. Policemen in mufti were on watch where Subba had come to collect the money. He was arrested from a tailor’s shop in Arithang.
ABAVP leaders who joined hands with GJM may face expulsion
ENS, Kolkata, 2 Nov:The Akhil Bhartiya Adivasi Vikash Parishad (ABAVP) is mulling “stern disciplinary action” against five senior leaders of the outfit who joined hands with Gorkha Janmukti Morcha leaders and announced the merger of their group with the ABAVP on Sunday.
The senior leadership of ABAVP hinted that the five leaders, including John Barla, Tezkumar Toppo and Nicodin Minze, are likely to be expelled from the party.
“We will be holding a meeting of the working committee of the ABAVP on Wednesday and decide on the issue of expulsion of th e five leaders. We will initiate disciplinary action against those who shared the dais with GJM president Bimal Gurung,” said Birsa Tirkey, president of ABAVP.
“According to rules and regulation of the ABAVP, no leader can take any individual decision without communicating it to the party, and the decision cannot be announced unless it is approved by the party. The ABAVP executive committee and the working committee did not have any hint of the five leaders decision to join hands with the GJM,” added Tirkey.
Meanwhile, local committee of tribals held meeting in 12 areas of Terai and Dooars. They passed a resolution saying that they will not withdraw their objection on inclusion of mouzas of Terai and Dooars in the Gorkhaland Territorial Administration (GTA).

गठजोड विकास कि छुट्टैराज्यको निम्ति ?
अहिले आएर आविपसित सम्झौता गर्दै गोर्खा जनमुक्ति मोर्चाले यो गठजोडलाई केवल विकासको निम्ति भनेर शुरूमा नै अन्तरविरोध खडा गरेको छ। मोर्चा स्पष्ट छैन छुट्टैराज्यको निम्ति नै आविपसित गठजोड भएको हो कि विकासको निम्ति। केवल विकासको निम्ति हो भने मोर्चाको गठनको औचित्य नै विवादमा पर्ने देखिन्छ। छुट्टैराज्यको निम्ति हो भने आविपले मोर्चालाई समर्थन गर्ने छैन। शुरू छुट्टैराज्यको मागबाट गरेर मुद्दाको अन्त विकासमा गर्ने मोर्चाको आशय स्पष्ट देखिएको छ। आविपसितको मित्रता केवल दुइ समुदाय र क्षेत्रको विकासको निम्ति हो भने सीमाङ्कनको अवधारणा नै विवादमा पर्ने देखिन्छ। सीमाङ्कन प्रस्तावित राज्यको निम्ति गरिएको मोर्चाको मूल अडान थियो। अहिले त्यो अडान छैन। ममता व्यानर्जीले क्षेत्रमा शान्ति स्थापना गर्नु भनेकोले अहिलेसम्म नमिलेका दुइ दल आदिवासी विकास परिषद् र मोर्चाबीच मित्रता गॉंसिएको छ। दुवै क्षेत्रको विकासको निम्ति दुइ दलको संयुक्त दाबी अघि बढनेछ-बिमल गुरूङले भनेका छन्।
तिनको भनाइमा कहॉं अन्तरविरोध देखिएको छ भने दुइदलबीचको अमेलको कारण मोर्चाले छुट्टैराज्यको सीमाङ्कनको निम्ति गरेको दाबी थियो। मोर्चाले जीटीए छुट्टैराज्यसम्म पुग्ने खुड्किलो भन्दै तराई र डुवर्सका गोर्खा बाहुल क्षेत्रहरू मानचित्रमा सामेल गर्न हाइपावर कमिटीको गठनको माग गरेको थियो। यता छुट्टैराज्यको मानचित्रको निम्ति मोर्चाले गरिरहेको सीमाङ्कन र तराई र डुवर्समा गरिरहेको हस्तक्षेपको विरोध आविपले गरेको थियो। दुइदलबीचको अमेलको कारण एउटै थियो-त्यो थियो छुट्टैराज्यको मुद्दा। मोर्चाले छुट्टैराज्यको मुद्दासित सम्झौता विकाससित गरेको कुरा आविपलाई बुझाएपछि नै आविप र मोर्चाको राजनैतिक सिद्धान्त मिल्यो। त्यो सिद्धान्त थियो क्षेत्रको विकास। आविपका राज्य समितिका सचिव तेजकुमार टोप्पोले यसकारण भनेका छन्,आविपलाई थाहा भयो कि छैटौं अनुसूची हुन समय लाग्छ अनि आविपसित यति लामो आन्दोलन गर्ने शक्ति छैन। यसरी नै विमल गुरूङलाई पनि थाहा छ कि गोर्खाल्याण्ड राज्य हुन सक्दैन, यसैले दुवैको विकासको अवधारणा मिल्यो, यसकारण आविप र मोर्चाको मिलन विकासको निम्ति हो।
छुट्टैराज्यको निम्ति हो भने आविपको विरोध
ममता व्यानर्जीले बङ्गबङ्ग होबेना भनेर पिण्टेल भिलेज अनि चौरास्ताबाट स्पष्ट भनिसकेकी छन्। तिनको यो अडानलाई गोर्खा जनमुक्ति मोर्चाले सयप्रतिशत समर्थन जनाइसकेको छ। यसैकारण नै 'बङ्गभङ्ग होबेना'लाई मोर्चाले ताली मारेर स्वागत जनाइसकेको छ। मोर्चाले जीटीए ग्रहण गर्नु, बङ्गबङ्ग हुँदैन भन्ने कुरालाई समर्थन गर्नु अनि मोर्चाले छुट्टैराज्यको निम्ति आन्दोलन नै गरेको थिएन भनेर घोषणा गर्नुले स्पष्ट पारिसकेको छ कि मोर्चाले छुट्टैराज्यको मुद्दालाई छोडिसकेको छ।
जीएलओ नेता छत्र सुब्बाले भनेका छन्, कुनै पनि परिषद्को निम्ति हस्ताक्षर गर्नेले छुट्टैराज्यको आन्दोलन गर्न सक्दैन, यसकारण मोर्चाको आन्दोलन सकियो। सुबास घिसिङले पनि परिषद्मा नै हस्ताक्षर गरेकोले सोझै छुट्टैराज्यको कुरा गर्न सकेका थिएनन्। यता मोर्चाले सैद्धान्तिकरुपमा छुट्टैराज्यको मुद्दा छोडिसकेको भए पनि व्यवहारिकरुपमा छुट्टैराज्यको मुद्दालाई जनसमर्थन जुटाउन प्रयोगमा ल्याइरहेको छ। राज्य सरकार त छुट्टैराज्यको पक्षमा छैन नै आविप पनि छैन। जबसम्म मोर्चासित छुट्टैराज्यको मुद्दा थियो तबसम्म आविप र मोर्चा दुश्मन थियो। जुन दिनदेखि मोर्चासित केवल विकासको मुद्दा आयो तबदेखि आविपसित मित्रता गॉंसियो। तरै पनि आविपले मोर्चामाथि पुरा भरोसा गरेको छैन। आविपका तेजकुमार टोप्पोले स्पष्ट पारेका छन्, यदि मोर्चाले छुट्टैराज्यको आन्दोलन गर्छ भने, यसलाई धोका मानिनेछ अनि सम्बन्ध विच्छेद गरिनेछ।
अन्योलता कि षडयन्त्र?
मङपङमा भएको आविप र मोर्चाको संयुक्त पत्रकार सम्मेलनमा आविप क्षेत्रीय समितिका अध्यक्ष जोन बारलाले भनेका थिए, मोर्चासित भएको सहमतिबारे आविपको राज्य समितिलाई बताइएको छ। यसकारण नै राज्य समितिका सचिव तेजकुमार टोप्पो राज्य समितिको प्रतिनिधिकोरुपमा यहॉं उपस्थिति छन्। तर सहमति भएको भोलिपल्ट नै राज्य समितिका अध्यक्ष बिरसा तिर्कीले भने, राज्य समितिलाई कुनै खबर अनि सहमति नमागी गरिएको मोर्चा र क्षेत्रीय आविपबीचको सहमतिलाई मान्य गरिने छैन।
यता मोर्चा प्रवक्ता डा.हर्कबहादुर छेत्रीले भनेका छन्, आविपका बिरसा तिर्कीले जीटीएमाथि समर्थन दिल्लीमा नै दिइसकेका छन्। यता टोप्पोले पनि भनेका थिए, आविपको राज्य समितिलाई जनाइएको छ। तर बिरसा तिर्कीले आविपको राज्य समितिलाई कुनै कुरा नजनाइएकोले मोर्चा आविपबीचको गठजोडभित्र लुकेको षडयन्त्र केलाउने अनि जोन बारलालाई कारण बताउ नोटिश दिनेसम्मको चेतावनी दिइसकेका छन्। आविप जीटीएमा बस्ने कुरा मान्य हुनै नसक्ने तिर्कीको भनाइ छ। जोन बारलाले मोर्चासित व्यक्तिगत सम्झौता गरेको समेत तिनको दाबी छ। आविपभित्रको यो द्वन्द्व सुनियोजित हो कि सॉंच्चै नै आविपभित्र मतभेद शुरू भयो, यो चाख लाग्दो कुरा रहेको छ। मोर्चासितको क्षेत्रीय गठजोडले आविप टुक्रिने लक्षण त देखापरिरहेको नै छ, विस्तारै यो द्वन्द्वले जीएण्ड एटीएको मार्गमा बाधा खडा गर्ने पनि स्पष्ट छ। वास्तवमा चलिरहेको अन्तरविरोध र अन्योलता सॉंच्चिकै हो कि यसभित्र कुनै षडयन्त्रको चलखेल छ, अब रहस्य चर्किएर जाने देखिएको छ।
जीटीए र जीएण्ड एटीएलाई लिएर आविप र मोर्चाबीच मतभिन्नता
मोर्चा प्रवक्ता डा. हर्कबहादुर छेत्री अनुसार आविप जीटीएमा नै बस्न चहान्छ, जीटीए क्षमतामा आएपछि मात्र नाम परिवर्तन गरिनेछ। नाम परिवर्तन गरिएपछि मात्र तराई, डुवर्स र पहाडमा क्षमता शक्तिलाई नियन्त्रित गरिनेछ। डा. छेत्री अनुसार आविप जीटीएमा पस्नेछ। जीटीए गठन हुने छ। जीटीएको चुनाउ हुनेछ। किन भने जीटीएको एक्ट बनिसकेको छ। जीटीएको चुनाउपछि निर्वाचित सदस्यहरूकोे हाउसले जीएण्ड एटीए-नामको प्रस्ताव ल्याउने छ अनि यसलाई बीलकोरुपमा पारित गरिनेछ। यता आविपका तेजकुमार टोप्पोले भने जीटीएलाई रद्द गरेर जीएण्ड एटीए गठन गर्नुपर्ने सम्झौता मोर्चासित भएको बताइएको छ। आविप जीटीएमा पस्ने कि जीटीएको एक्ट रद्द गरेर जीएण्ड एटीए गठन गरिने? आविप र मोर्चाबीच यहीँ कुरा मिलेको छैन। डा. हर्कबहाडुर छेत्री अनुसार जीटीएको सम्पूर्ण सञ्चालन शक्ति पहाडसित हुनेछ यसकारण तराईमा रहेका अल्प संख्यक गोर्खाहरू असुरक्षित हुने छैनन्। यता टोप्पो अनुसार पहाड र तराई-डुवर्समा जीएण्ड एटीएको छुट्टा छुट्टै सेल गठन गरिने छ। यही पनि मोर्चा-आविपबीच कुरा मिलेको छैन। टोप्पो अनुसार छुट्टा छुट्टै सेल गठन गरिएपछि तराई र डुवर्सको शासनको डोरी उनीहरूको हातमा हुनेछ।
ममतालाई चुनौती
गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङले भने, मुख्यमन्त्री ममता व्यानर्जीले पहाड, तराई र डुवर्समा शान्ति बनाइराख्ने आह्वान गरेकोले मोर्चा र आविपले शान्ति स्थापना गर्न नै यो सम्झौता गरेको हो। यता जोन बारलाले पनि भने, शान्तिको निम्ति गरेको काममा मुख्यमन्त्री ममता व्यानर्जी अवश्य नै खुशी बन्नेछिन्। दुवैको भनाइ क्षेत्रको विकास नै शान्तिको कारण हो। विकास भएन भने शान्ति हुने छैन अनि विकास गर्न आविप र मोर्चाले शान्ति स्थापना गरिरहेको छ। अब पालो मुख्यमन्त्रीको हो। किन भने क्षेत्रमा शान्ति राख्ने आह्वान तिनैको हो। तिनले विकासको निम्ति बनेको जीएण्ड एटीए गठन गर्नुपर्छ। ममता व्यानर्जीको आशमा मोर्चा र आविपले संयुक्तरुपमा घोषणा गरेको जीएण्ड एटीएलाई मुख्यमन्त्री आफैले कसरी हेर्ने हुन्, केहीदिनमा स्पष्ट हुनेछ।
हाइपावर कमिटी के हुन्छ?
जीएण्ड एटीएको कुराले हाइपावर सर्वेक्षण कमिटीको औचित्यमाथि प्रश्न चिह्न खडा भएको छ। तर डा. हर्कबहादुर छेत्री अनुसार हाइपावर कमिटीको काम अझ सहज बनेको छ। कमिटीलाई क्षेत्र छुट्टाइ बस्ने झञ्झट छैन। तर यता मोर्चा अध्यक्ष विमल गुरूङले भने हाइपावर कमिटीलाई सरकारले विघटन गर्नसक्ने बताएका छन्। प्रवक्ता र अध्यक्षबीच देखापरेको अन्तरविरोधले मोर्चा पनि जीएण्ड एटीएप्रति स्पष्ट नरहेको संकेत दिएको छ। जीटीएको निम्ति गठित हाइपावर कमिटी जीएण्ड एटीएको कुरा आएपछि अर्थहीन त देखापरेको छ नै तर यहीँ भित्र लुकेको अन्तरविरोधले भने आविप र मोर्चाबीच अनबन शुरू हुने देखिएको छ। आविपले मोर्चासित सम्झौता गरेको कारण हो जीटीए रद्द गरेर जीएण्ड एटीए गठन गर्न। तर मोर्चाको भनाइ छ जीटीएले नै जीएण्ड एटीए नाम परिवर्तन गर्नेछ। यसै कारण नै मोर्चाका नेताहरूबीच हाइपावर कमिटीलाई लिएर स्पष्ट उत्तर नै छैन।
छुट्टैराज्यको कुरा पछिको हो, अहिले जीटीए बनोस्-डा.छेत्री
मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 नोभेम्बर। आदिवासी विकास परिषदले मोर्चासित सम्झौता गर्ने बित्तिकै आविपभित्र नै अन्तरकलह शुरू भएको छ। आविपको क्षेत्रीय नेताहरूसित मोर्चाको सम्झौता भए पनि आविपको राज्य समितिबाट नै विरोध भएपछि सम्झौता फलप्रद हुने कम्ति लक्षण देखापरेको छ तर मोर्चाका प्रवक्ता डा.हर्कबहादुर छेत्री यस्तो ठान्दैनन्। तिनी अनुसार आविपसितको पहिलो बैठकमा बिरसा तिक्री स्वयं उपस्थित थिए, त्यसबेला तिनको विरोध थिएन। यो सम्झौता हुन जति साह्रो थियो असफल हुन पनि त्यति नै गाह्रो रहेको डा. छेत्रीको भनाइ छ। यदि असफल भएमा डुवर्सको राजनीतिमा नै अस्थिरता आउने बताउने डा. छेत्रीले आदिवासीहरूले यस्तो गल्ती नदोहोर्याउने ठोकुवा पनि गरेका छन्। तिनले भने, यदि आदिवासीहरूले गल्ती दोहोर्याए आदिवासीहरू टुक्रिने छन्। यस्तो दोष लाग्ने कार्य आदिवासीहरूले गर्ने छैनन्। तिनी अनुसार सम्झौता फलप्रद नहुँदा जति असर मोर्चालाई हुन्छ त्यो भन्दा धेर असर आदिवासीहरूलाई हुने छ।
मोर्चासित जुन सम्झौता भएको छ, त्यही अनुसार नै मोर्चाले कार्य गर्नेछ। आविपभित्रको अन्तरकलह उनीहरूको हो जसको समाधान पनि उनीहरूले नै गर्नेछन्। डा छेत्री अनुसार आन्दोलनमा जोडिएर आदिवासीहरूलाई न्याय माग्ने मौका पाएको छ। किन भने उनीहरू एक्लै लड्न सक्दैनन्, अब लड्ने मौका पाएको छ। विकासको निम्ति आविपसित मोर्चाले सम्झौता त गर्यो तर मोर्चाको जीटीएको लक्ष्य गोर्खाल्याण्ड रहेको कुरा आविपलाई पनि थाहा छ। यसैकारण सम्झौतापछि पनि पत्रकार सम्मेलन गर्दै आविप प्रतिनिधिहरूले मोर्चाले गोर्खाल्याण्ड राज्यको माग गरे साथ छोड्ने घोषणा गरेका छन्। यस सम्बन्धमा डा. छेत्रीसित मोर्चाले उसोभए छुट्टैराज्यको मुद्दा छोडेको हो त भन्ने प्रश्न गर्दा तिनले भने, छुट्टैराज्य पछिको कुरा हो, अहिले जीटीए बनोस् न। एउटा कुरा बनेको छैन, त्यसले जनताको आकांक्षा पुरा गर्छ गर्दैन पत्तो पाइएको छैन। राजनीति वर्तमानलाई हेरेर गरिन्छ। वर्तमानलाई ठीकसित प्रयोग गरेमात्र भविष्य ठीक हुन्छ।
वर्तमान भुलेर भविष्यको कुरा गरे सबै यथार्थहरूलाई भुलिपठाइने छ। यसकारण आविपसित वर्तमानलाई हेरेर नै सम्झौता गरिएको हो। तिनले अझ भने, भविष्य सोंच्नुपर्छ तर वर्तमानलाई आँखा चिम्लेर होइन। वर्तमानको परिस्थितिलाई नकारेर भविष्यबारे बोल्न पनि वर्तमानको राम्ररी ज्ञान हुनुपर्ने बताउँदै वर्तमानको ज्ञान नहुनेले गरेको भविष्यको कुरा काम नलाग्ने पनि तिनले बताए। तिनीसित हाइपावर कमिटीबारे देखापरेको अन्योलपरक कुराबारे पनि तिनले स्पष्टिकरण दिए। जीटीएको हाइपावर कमिटीलाई अध्यक्षले विघटन हुन्छ भनिरहेका थिए भने प्रवक्ता आफैले भने कमिटीको काम सजिलो भयो भनिरहेका थिए। तिनको आफ्नै टिप्पणी अनि अध्यक्षको टिप्पणीबीच आएको मदभेदबारे स्पष्टिककरण दिँदै भने, हाइपावर कमिटी विघटन हुन्छ नै। हाइपावर कमिटीको कार्यालयको काम 31 अक्टोबरसम्म अन्तिम दिन थियो, अब कार्यालय बन्द भयो।
हाइपावर कमिटीको काम भनेको तृणमूलस्थिति निरीक्षण गर्नुथियो। दाबी गरिएको भूभागहरूमा असुविधा छ छैन हेर्नु थियो। आविपले हामी साथमा छौं भने पछि हाइपावर कमिटीको काम सकिएको बराबर हो। विरोध गर्ने आविप नै थियो, अविप नै मोर्चासित मिलेपछि हाइपावर कमिटीको औेचित्य रहेन भनेर अध्यक्षले भन्न खोजेको पनि तिनले बताए। यता भागोपको गोर्खाल्याण्डको निम्ति गरिरहेको पहललाई डा.छेत्रीले बधाई दिएका छन् भने उता क्रामाकपाले केन्द्र र राज्यसित मिलेर षडयन्त्र गरिरहेको भनेर लगाएको आरोप सम्बन्धमा क्रामाकपाको जति योग्यता छ उति नै बुझेको बताए।
मोर्चाको आन्दोलनकालभरिमा घरिघरि फेरिने मुद्दाको कारण जनतामा आउने अन्योलता प्रमुख दोष मानिएको छ। गोखाल्याण्ड, सेटअप, प्राधिकरण, गोखार्र्-आदिवासी प्रदेश, जीटीए अनि अहिले जीएण्ड एटीएसम्म मोर्चा आइपुगेको छ। अब त नाम फेरिँदैन होला भन्ने सम्बन्धमा डा. छेत्रीसित प्रश्न गर्दा तिनले भने, हाम्रो अन्तिम लक्ष्य त गोर्खाल्याण्ड नै हो। मुद्दा फेरिनु भनेको परिस्थितिको कारण हो। यो नै स्थायी भन्ने कुरा हुँदैन। घरिघरि मुद्दा फेरिनु भनेको घरिघरिको परिस्थितिको कारण हो। आन्दोलनको प्रथम अध्याय जीटीएमा सकियो, दोस्रो अध्याय कहिले शुरू गर्नुपर्ने हो, त्यसमा के लेखिन्छ परिस्थितिमा नै निर्भर पर्छ। अहिले नै केही भन्न सकिन्न।
बिजनबारी दुर्घटनामाथि न्यायिक जॉंच भए सरकारलाई नै अप्ठ्यारो पर्छ-विनय तामङ
मनोज बोगटी, कालिमन्युज, कालेबुङ, 1 नोभेम्बर। बिजनबारीमा भएको पुल दुर्घटनाले राजनैतिक मोड लिइसकेको भए पनि अहिले आविप-मोर्चाको सम्झौताले बिजनबारी काण्ड छायामा पर्दै गइरहेको छ। तर केही राजनैतिक दलहरूले बिजनबारी घटनालाई ताजा राख्दै घटनामाथि न्यायिक जॉंच हुनुपर्ने माग गरिरहेको छ। मोर्चाले गरेको राजनैतिक जनसभा, अनि मोर्चाले नै गरेको सांस्कृतिक कार्यक्रममा उदय-मनिला सोताङको गीत सुन्न गएकाहरू दुर्घटनामा परेका थिए। दुर्घटनाले तर पछिबाट अर्कै मोड लियो। पुलसित नै सरकारको अनुमति विना गरिएको कार्यक्रममा अवैद्धरुपले जडान गरेको बिजुलीको तार पनि खोलामा झर्दा करेन्ट लागेर धेरैको ज्यान गएको अनि त्यसैलाई लुकाउन पोष्टमर्टम नगरिएको घटना अघि आएको छ। यता मोर्चालाई बँचाउन नै मुख्यमन्त्रीले घटनामाथि न्यायिक जॉंच नगरेको आरोप पनि विपक्षले लगाएको छ।
यस सम्बन्धमा मोर्चा सहसचिव विनय तामाङ अनुसार घटना मोर्चाको कारणले भएको होइन न कि मोर्चाको कार्यक्रमको कारणले भएको हो। तिनले भने, मोर्चाको कार्यक्रम त सकिएको थियो। जहॉं दुर्घटना भयो त्यो ठाउँ र कार्यक्रम भएको ठाउँमा आकास पातालको फरक छ। मोर्चालाई तर घटनाको जिम्मेवार बताइने काम भइरहेको छ जो गलत हो। दुर्घटना भएदेखि मोर्चाका प्रतिनिधिहरू घाइतेहरूलाई अस्पताल लैजानु, देखरेख गर्नु खटिरहेका छन्। जसले एउटा घाइतेलाई एउटा विस्कुट धरी दिएका छैनन् उसले मोर्चामाथि आरोप लगाउनु हॉंस्यास्पद कुरा हो- तामाङले क्रामाकपालाई लक्ष्य गर्दै भने। तिनी अनुसार दुर्घटना हुनुमा सरकारको दोष छ। तिनले भने, हुनसक्छ पुल भुइँचालोको कारण धरापमा थियो। भुइँचालोले ब्रिटिशकालीन पुललाई धराशयी बनाइसकेको थियो अनि धेर भार थेग्न नसकेर चुट्टियो। यस घटनाको न्यायिक जॉंच हुनुपर्छ भन्छ भने हाम्रो पनि यही माग छ। तर यसमा मोर्चाको कुनै दोष छैन। न्यायिक जॉंच भयो भने सरकारलाई नै अपठ्यारो पर्ने छ। तिनले क्रामाकपालाई आरोप लगाउँदै भने, जुन ठाउँमा दुर्घटना भयो, त्यहॉं पहिले क्रामाकपा माकपा थियो। आफ्नो शासनमा किन क्रामाकपाले पुल बनाएन त? किन दोष मोर्चालाई दिन्छ? दोष लगाउनु सजिलो छ। कर्म गर अनि दोष्याउ।
Mamata brokered territory deal: CPM - Asok asks CM and Deb to come clean on Morcha-Parishad tie-up
AVIJIT SINHA, TT, Siliguri, Nov. 1: The CPM today alleged that the deal between the Gorkha Janmukti Morcha and the Akhil Bharatiya Adivasi Vikas Parishad on territory had been brokered by minister Gautam Deb with the blessings of Mamata Banerjee.
Former minister and CPM leader Asok Bhattacharya asked the chief minister to come clean about her government’s stand on the inclusion of the Dooars and the Terai in the Gorkhaland Territorial Administration.
“The chief minister had time and again claimed that her government had resolved the Darjeeling hill issue with the GTA agreement. She should take responsibility for the new situation arising from the Parishad’s consent to the transfer of the Terai and the Dooars to the GTA. The government should say loud and clear if its wants the two regions to be brought under the ambit of the GTA,” said Bhattacharya.
The Parishad’s units in the Dooars and the Terai had announced on Sunday that they were backing the inclusion of the regions in the GTA. Earlier, the Parishad had been opposing tooth and nail the Morcha’s claim to 199 mouzas in the plains and there were frequent skirmishes between the supporters of both the outfits.
The CPM leader said the silence maintained by Mamata and north Bengal development minister Deb raised suspicion that both were privy to the parleys between the Parishad and the Morcha.
“Mamata’s silence and her cabinet colleagues’ refusal to speak on the deal make us suspect the entire development has taken place with her knowledge. We strongly feel that Mamata Banerjee had prior information on the Parishad-Morcha tie-up and Gautam Deb played the role of interlocutor in the parleys between the two sides. In fact, Deb had met leaders of the Parishad and the Morcha many times,” said Bhattacharya.
“(Morcha president) Bimal Gurung’s confidence during the joint news conference with Parishad leaders on Sunday that they would achieve the goal (inclusion of the Terai and the Dooars in the GTA) also strengthens our suspicions,” he added.
Deb refused comment yesterday when The Telegraph asked him about the deal between the hill and the tribal outfits.
Bhattacharya said he feared that the tie-up between the Morcha and the Parishad would embolden other outfits seeking statehood to up their ante.
“The deal will have ramification for the entire north Bengal and an uncertainty looms over the formation of the GTA now.”
Deb was reticent about the deal today too. “We have not received any formal proposal and it is not possible for me to make comments based on media reports. Nonetheless, the government wants to make it very clear that it is sincere in maintaining the integrity of north Bengal,” he said.
Told about Bhattacharya’s charges, Deb said: “He is making desperate attempts to grab media attention. I would prefer to ignore such statements."
Mamata masterminded GATA move: Asok
SNS, SILIGURI, 1 NOV: Former state urban development and municipal affairs minister, Mr Asok Bhattacharya, today alleged that chief minister Miss Mamata Banerjee had inspired GJMM president Mr Bimal Gurung and a section of ABAVP leaders to go for the Gorkhaland and Adivasi Territorial Administration (GATA).
“We are invincibly convinced that the chief minister has masterminded the move from behind to ensure trouble free inclusion of the contentious lands in the Terai-Dooars region into the geographical jurisdiction of the Gorkhaland Territorial Administration,” he said in Siliguri today.
Expressing concern over the new understanding involving the GJMM and ABAVP, Mr Bhattacharya said that the conspicuous silence on the part of the chief minister had deepened the mystery about the fount of the dangerous move.
“We are apprehending that the move will result in a fresh spell of inter-ethnic unrest in ethnically-volatile north Bengal. The fissiparous forces active in the region in the form of the Kamtapur and Suryapur movements will definitely get a boost as a result of the recent move. The demands for carving several states out of the present territory of West Bengal will be raised with renewed vigour to the detriment of the territorial integrity of the state,” the CPI-M leader warned.
“We are of the view that the GATA move had been envisaged during the chief minister’s recent visit to the Hills and the Dooars. The north Bengal development affairs minister, Mr Gautam Deb, might have played an instrumental role in the matter,” he said.
Accusing the state government of “dangerously appeasing: the GJMM, Mr Bhattacharya said that the refusal of the chief minister to visit the accident spot in Bijanbari, while she was in Darjeeling, had showed up her desperation to keep the GJMM in good humour at all costs.
Meeting on electricity outstanding in Hills
DARJEELING, 1 NOV: A meeting was held between the GJMM leadership and district electricity officials in Darjeeling today regarding the electricity outstanding in the Hills today. GJMM general secretary Mr Roshan Giri said that the people of the Hills would start clearing up the bills from August this year as the cut-off month. “Those who have received the bills for the months of June, July and August should pay only the August bill. This is as per the GTA agreement,” he said. Notably, a majority of the people of the Darjeeling Hills had not paid the electricity bills along with the municipal and other taxes since July 2008 as part of the non-cooperation movement launched by the GJMM in support of Gorkhaland. The district magistrate, Mr Soumitra Mohan, however, said that they had received an order from the state government regarding August having been made the cut-off month. “But we have received no official instruction yet about the waiving of the outstanding accumulated since July 2011,” he said. Meanwhile, the district administration has hinted that the process of filing nomination for the 11 December civic body elections might commence on 8 November. The process might be completed by 16 November, a senior district official said.
Secretariat site with blood history rejected

North Bengal development minister Gautam Deb, who had shown Mamata Banerjee the five-acre plot of what was once Chandmoni Tea Estate in July, is now scouting for a new site for the secretariat.
“The chief minister had approved the land adjacent to Uttarayon. But when she visited north Bengal at the time of the Bijanbari bridge collapse last month, she came to know that it is a portion of the land where two tea workers had fallen to police bullets she immediately scrapped the proposal,” said Deb.
“She has said she will not build her office on land soaked with the blood of tea workers, specially since our politics is based on ma, mati and manush,” the Trinamul minister said.
On June 26, 2002, the police under the Left Front government had gunned down two workers of Chandmoni garden on the outskirts of Siliguri while they were protesting the uprooting of the tea bushes. The Left government had then stood by the management of the loss-running Chandmoni tea estate that had agreed to hand over garden land to Bengal Ambuja to build the Uttorayon township. The tea workers who were rendered jobless because of the management decision had tried to prevent the takeover.
The management asked police for help. The force opened fired killing two workers, who were trying to stop the uprooting of the tea bushes. Later, using a huge contingent of police force, the plantation was cleared. The Uttarayon Township, City Centre and a unit of the Software Technology Parks of India stand on the garden land now.
The CM’s secretariat had been planned on a five-acre vacant plot that belongs to Laxmi Township, earlier known as Laxmi Tea Company that owned Chandmoni.
“Based on the chief minister’s earlier approval, the Darjeeling district magistrate had asked the district land and land reforms department to acquire the five-acre plot. However, everything has come to a halt,” a senior administrative officer said.
Deb said a number of factors had to be kept in mind while choosing the new site. “Proper communication and drinking water facilities are a must. There are plots at Kawakhali and along NH-31 after Darjeeling More. Let’s see.”
The secretariat will be a two-storied building and will also house Deb’s department, north Bengal development. “The designs and plans are ready. If the choice of site had not been scrapped, we would have finished the construction of at least one floor of the building.”
Repair eludes Ging monastery

The monastery was set up by Pemayangtse monastery in West Sikkim in 1818, much before the East India Company took possession of Darjeeling.
The September 18 earthquake has done much damage to the monastery with cracks appearing in the walls and the pillars.
Subin Pradhan, an architect, said: “The structure has been damaged extensively. Work must start immediately to restore the monastery.”
Even though the king of Sikkim leased Darjeeling to the East India Company in 1835, the monastery’s control was restored to Pemayangtse monks on February 28, 1879. After that, the royal court of Sikkim had been running the monastery till the kingdom became a part of India in 1975.
The ecclesiastical department of the Sikkim government is in charge of the monastery now. However, the head lama of the Ging monastery is deputed by Pemayangtse.
Local people say the monastery was actually established at Mall in Darjeeling in 1818 and was later shifted to Ging, 10km away.
The monastery is functioning without a head lama following the incumbent’s death in January. Phintso Wangdi, the son of the late head lama Phutuk Bhutia, said: “My father died on January 25, 2011, and no replacement has been made. We are in constant touch with the Pemayangtse monastery.”
Wangdi said the monastery had been damaged extensively during the September 18 earthquake. “I have been told by the Pemayangtse monks to keep the structure in its present form and hence, have not cleared the debris. Until my father’s death, the Sikkim government used to provide Rs 6,000 as expenses to run the monastery and Rs 5,000 to run classes for the monks.”
Pemayangtse monastery management committee member Yapo S. Yongda said there had been encroachment on the premises of the Ging monastery.
“The Sikkim government must take steps to preserve and protect our monastic properties in Darjeeling,” he said
Officials of the ecclesiastical department could not be reached.
Wangdi said local people were trying to form a committee to maintain the monastery. “We want to preserve this place which bears testimony to Darjeeling’s history.”
W. Bengal tribal outfit distances itself from separate Gorkhaland state demand
ANI,Siliguri, Nov 1: The Akhil Bharatiya Adivasi Vikash Parishad (ABAVP), a non-political tribal outfit in West Bengal, which joined hands earlier with the Gorkha Janmukti Morcha (GJM), has now distanced itself from the separate state demand.
The two outfits that joined hands together on Sunday seemed to have developed different opinions in a days' time.
Interacting with mediapersons, John Barla, the President of the Dooars Committee of ABAVP, said that if the GJM again raises their voice for a separate Gorkhaland state, they will not support the GJM.
"We just want to say that the compromise that we have made today among ourselves is for the peace and development of Dooars and the other people living in the region. This is the only thing we are concentrating on and we don't want to get into politics, the only thing we want is the development of Dooars and Terai people," said Barla.
Both outfits had been at the loggerheads till now as the Adivasi Vikas Parishad had threatened to agitate over the demand of GJM for the merging of 199 areas each from the Dooars and Terai region in the Gorkhaland Territorial Administration.
"This is about our identity, our demands and we came together to resolve this deviation from our goal and now we will together press our demands to the state government and the central (federal) government," added Barla.
A renewed demand for a separate Gorkhaland region, which would include Darjeeling and some contiguous areas of Jalpaiguri District, has created fresh turmoil over the past few months.
The Gorkha population in West Bengal is estimated to be around a million.
Adivasi front divided on inclusion in Gorkha autonomous council
IANS, Monday 31st October, 2011 : A section of Adivasi Vikas Parishad (AVP) leadership Monday opposed the proposal of including the tribal-dominated Terai and Dooars in West Bengal's Darjeeling hills under the proposed Gorkha Territorial Administration (GTA).
The Communist Party of India-Marxist (CPI-M) has also expressed opposition to the move.
The Gorkha Janmukti Morcha (GJM) Sunday forged a pact with a section of AVP leadership, and demanded GTA's name be changed to Gorkhaland and Adivasi Territorial Administration (GATA) after bringing the tribal areas of Terai and Dooars under it.
But the entire AVP was not happy with the decision.
'Yesterday (Sunday), John Barla without any discussion with the AVP leadership has declared that AVP wants formation of GATA. The AVP from the very beginning is opposed to inclusion of Terai and Dooars under GTA. We are still opposed to it. We don't want Gorkhas to rule the Adivasis,' senior AVP leader Biswa Tirkey told IANS.
Barla Sunday announced that AVP has no problem in the inclusion of Terai (plains) and Dooars (Himalayan foothills) if the name of GTA be change to GATA.
Tirkey felt there was something 'fishy' in Barla's announcement.
'I don't know why he announced such thing against the interest of the Adivasis and the party. I think there is something fishy behind this whole thing,' he said.
On July 18, a tripartite agreement was signed between the GJM and the state and central governments for setting up a new autonomous, elected GTA, a hill council armed with more powers than its predecessor Darjeeling Gorkha Hill Council (DGHC) formed in the late 1980s. The AVP had opposed the agreement.
An expert committee was set up under the agreement to survey the Gorkha-dominated parts of Siliguri, Terai (plains of Darjeeling) and Dooars (foothills of the eastern Himalayas) and examine if areas from these places could be brought under the GTA. The committee is expected to give its report in six months.
The AVP from the very beginning had opposed the formation of the area demarcation committee and had vowed not to share a piece of tribal dominated areas with Gorkhas.
The CPI-M also felt that renaming of GTA to GATA will only aggravate the problem.
'We have earlier said that GTA will create problem and now this GATA will also create problem as a large section of Adivasis don't support GATA. This is a ploy to create a rift between Adivasis and create problem in the hills. It is going towards a dangerous juncture,' Leader of Opposition Surya Kanta Mishra said.
