Sources galore for GTA to get funds - State to pay salaries of hill body staff

The promise of the unhindered funds flow to the GTA is in sharp contrast to the cash-strapped Darjeeling Gorkha Hill Council which could not even pay salaries to the employees.
The DGHC had to deduct the salaries of the 6,000 employees in 2003 to tide over a financial crisis.
However, a provision in the GTA bill sates that “the government shall provide non-plan grant, including provisions for bearing the additional non-plan expenditure for existing employees payable in two instalments in respect of the offices or departments transferred to the GTA”.
The provision will help the GTA administration immensely as the salaries of the employees come around Rs 102 crore per annum.
Apart from this provision, the memorandum of agreement signed on July 18 states that the Centre would provide a special assistance of Rs 200 crore per annum to the GTA for a period of three years.
The state has also to give a part of the plan funds to the GTA based on a formula to execute developments works. This money, too, will be released in two equal installments every year.
Another provision in the bill ensures a share of royalties accruing from forests, fees for grant of licence or lease (for extracting minerals which would include sands and stones) and land revenue for the new body. Section 56 of the bill says the percentage of the share has to be worked out by the government and the GTA once the body is made functional.
All amounts realised by the GTA and sent by the Centre and state have to be credited to the “Sabha fund”. The Sabha fund can be operated only according to the estimates given in the budget.
The new body has also been given the right to raise loans after opening a sinking fund and promised a share of electricity “subject to evolving a mutually agreeable formula with the state government”.
Bureaucrats, who had worked in the DGHC, said “financial provisions” granted to the GTA were strong. “The DGHC could not function properly because it had to depend solely on the grants that used to come from the state and Centre. Besides, the funds were often less than what had been promised and released late,” said an official.
The DGHC used to receive a central assistance of Rs 26 crore a year and the same amount was released by the state. The money was apart from the funds granted for various central and state government schemes.
K.B. Wattar, the Darjeeling district secretary of the CPM, said autonomy in its true sense had not yet been given to the GTA. “We welcome the idea of the GTA as it is on the lines of providing autonomy to the hill people. However, despite a lot of provisions, the ultimate control still lies with the state. We also think that both the state and the Gorkha Janmukti Morcha were in a hurry to ink the deal,” said Wattar.
Victory rally
The Morcha has decided to hold a victory rally at Chowk Bazar in Darjeeling tomorrow to celebrate the GTA bill’s passing in the Assembly.
A poster pasted in town by the party has requested all government employees, including those in banks and post offices, to attend the rally by keeping their offices closed.
Similar appeal has also been made to the educational institutions and many schools have already declared a holiday tomorrow.

SNS,SILIGURI, 5 SEPT: The state government will soon initiate action to re-organise and re-constitute the territorial jurisdiction involving the sub- divisions and the blocks across the Darjeeling Hills as a prelude to the GTA election once the relevant notification vis-à-vis the Gorkhaland Territorial Administration (GTA) Act is issued, a senior administrative official said today. The GTA Bill was passed in the state Assembly with several amendments on 2 September.
The Memorandum of Understanding signed by the Centre, state and the GJMM on 18 July, has stated that the GTA will consist of forty-five elected members.
The agreement has also stated that the area involving the GTA jurisdiction will comprise three sub divisions, Darjeeling, Kalimpong and the presently extended areas of Kurseong.
“Since the number of elected seats has increased as compared to the Darjeeling Gorkha Hill Council (the DGHC had 28 elected members) the delimitation is an imperative,” the senior official said.
Though the CPI-M leader and former state urban development minister, Mr Asok Bhattacharya, criticised the state government for not mentioning the definite agency to be entrusted with the conduct of the election, a senior IAS officer said: “ Conduct of election is a state government’s prerogative. It might assign an agency like the state election commission or it may transfer it to others. The assigned agency would initiative action to re-organise and reconstitute the territorial jurisdiction involving the GTA at the appropriate time.”
He said: “The election to the autonomous body and the identification process involving additional areas in the Terai-Dooars as initiated by the state government constituted high-powered committee are two separate things. These should not be muddled together.”
Bookings drop after first flight - Poor count Cloud on next take-0ff
TT, Calcutta, Sept. 5: A packed 18-seater plane from Cooch Behar landed at Calcutta airport this morning, raising hopes for a well-connected Bengal but the euphoria fizzled out by evening because of the poor passenger count for the return flight.
The inaugural Cooch Behar-Calcutta flight of Northeast Shuttles, a Guwahati-based airline, landed with 18 passengers.
The five-day-a-week flight marks a first in two decades and showed how demand for better connectivity has surged in the district towns whose voices often go unheard.
But airport sources said there was an uncertainty in the flight’s operations tomorrow.
“There was hardly any sale of tickets for Tuesday’s return flight from Calcutta and it’s uncertain whether the flight will operate tomorrow,” said an official at Calcutta airport. Even on the return trip today, only nine tickets had been booked.
According to schedule, the flight will not operate on Wednesdays and Sundays. “If the flight doesn’t operate on Tuesday, then there will be a gap of two days after the inaugural flight, which will send a wrong signal,” said the official.
Prasun Kanti Bardhan, the owner of Bardhan Travels, the ticketing agent for Northeast Shuttles, also said there was possibility of the flight not operating tomorrow.
“I have not sold any tickets to Calcutta for tomorrow’s trip and there is every chance that the flight could be cancelled,” said Bardhan.
Sources said the memorandum of understanding between the Bengal government and Northeast Shuttles says that the government will pay for eight seats each way if the flight is empty.
“However, there is no mention that the airline was committed to operate empty flights. Its up to the airline on whether to operate or not,” said a government official.
The city’s travel industry also said irregular operations would make the sector non-viable.
“To gain the confidence of passengers, a flight should operate regularly. Otherwise, it won’t gain faith of passengers,” said Anil Punjabi, chairperson of the Travel Agents Federation of India, eastern region.
The airline authorities, however, claimed that the flight would operate uninterrupted. “Today’s flight was smooth and we’ll operate as per schedule,” said Shoba Mani, managing director of Northeast Shuttles.
Today, the passengers, beaming on arrival, said how they had to undertake a punishing six-hour road trip to catch a plane from Bagdogra and how they hope the Cooch Behar-Calcutta service would continue.
“It was our long standing demand to have flight services to Calcutta. This will end our ordeal of travelling to Calcutta and we want the services to continue,” said Amar Chand Pugalia, 55, a chartered accountant from Cooch Behar who was one of the 18 passengers.

मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। गोर्खाल्याण्ड आन्दोलनलाई स्थगित गर्दै गोर्खाल्याण्ड मुनीको व्यवस्थामा पहाडको आन्दोलनकारीहरूले राज्य सरकारसित हात मिलाउने वित्तिकै झरीच्याउ झैं पहाड आएका बङ्गालका मन्त्रीहरूले झरीच्याउ झैं दिएका आश्वासनहरू अहिलेसम्म कुनै पनि कार्यरूपमा देखिएको छैन। केही महिनाको अवधीमा बङ्गालका प्राय सबै मन्त्रीहरू पहाड चढे। कहिल्यै पहाड नचडेका मन्त्रीहरूले पहाडको जुन अवस्था देखे, कसैले पनि मन थाम्न सकेनन्। फलस्वरूप उनीहरूले यतिविघ्न आश्वासन पहाडलाई दिए कि अहिलेसम्म कुनै पनि कार्यरूपमा आएको छैन। यसपालि यस्तो पनि भयो कि कहिल्यै पहाड नआएका मन्त्री पहाड आए अनि मङ्पूमा रवीन्द्रनाथ ठाकुरको पुण्य तिथी पनि पालन गरे। त्यसबेला केही महिना अघि मात्र छेउको रुख ढलेर मङ्पूको रवीन्द्र भवनलाई तहस नहस पारेको थियो।
धेरैदिनसम्म छानामाथि नै रहेको रूख निक्कैपछि मात्र हटाइएको थियो। भर्खर 8 अगस्तको दिन मङ्पूको रवीन्द्र भवनमा 72 औं रवीन्द्र पुण्य तिथी पालन गर्न उत्तरबङ्ग विकास मन्त्री गौतम देव नै आएका थिए। सोही अवसरमा मङ्पूकी कवि रेमिका थापालाई पनि सरकारको पक्षबाट सम्वर्द्धना जनाइएको थियो। रवीन्द्र भवनको अवस्था देखेर पग्लिएका मन्त्री गौतम देवले भवनको संरक्षणको निम्ति सरकारी पहल तीब्र गर्ने बताउँदै सात दिनभित्रमा नै रवीन्द्र भवनमा बिजुली पुर्याउने अनि एकजना रात चौकीदार राख्ने आश्वासन दिएका थिए। मङ्पूले साहित्यिक धरोहरकोरूपमा संरक्षण गरेर राखेको रवीन्द्र भवन झिलिमिलि हुने मात्र होइन उपद्रवीहरूबाट भवन जोगिने समेतको आशा सॉंचेको मङ्पूले महिनादिन बितिसक्दा पनि मन्त्रीको बचन पूरा भएको पाएको छैन। सात दिनमा नै चौकीदार र बिजुली दिने भनेर मन्त्रीले कार्यक्रममा सुनाउँदा मङ्पूवासी मक्ख परका मङ्पूबासी अहिले महिना दिन बितिसक्दा पनि मन्त्रीको आश्वासन पुरा नभएकोमा छक्क परिरहेका छन्।
मन्त्री दैवले त्यसै कार्यक्रमबाट रवीन्द्र्र भवनमा संग्रहित मूल्यवान वस्तुहरूको संरक्षणको निम्ति शीघ्र नै पहल गर्ने निर्देश अतिरिक्त जिल्लापाललाई दिए पनि अहिलेसम्म अतिरिक्त जिल्लापालको पहलको पनि अत्तोपत्तो छैन। तृणमूल सरकारले सरकार गठन गर्ने वित्ति कै वामफ्रण्ट सरकारले बन्द गरेको नेपाली एकाडेमी मङ्पूमा स्थापित गर्ने मुख्यमन्त्री ममता व्यानर्जीले घोषणा गरिसकेकी छन्। बङ्गालका मन्त्रीहरूले मङ्पूलाई कविगुरू रवीन्द्रनाथको प्रिय ठाउँ रहेकोले यस क्षेत्रसित नै रवीन्द्र भवनको संरक्षण र विकासको निम्ति पहल गर्ने सोंच राख्दै बङ्गालका मन्त्रीहरूले मङ्पूको भ्रमण गरेका थिए। वामफ्रण्ट सरकारकालमा मुख्यमन्त्री बुद्धदेव भट्टाचार्यले पनि रवीन्द्र भवनको भ्रमण गरेका थिए। उनले पनि त्यसबेला आश्वासन नै दिएका थिए तर कार्यरूपमा भने केही गरेनन्। त्यसअघि हर्टिकल्टर मन्त्रीले पनि आश्वासन नै दिएका थिए तर केही गरेनन्। सरकार परिवर्तन हुने वित्तिकै मुख्यमन्त्रीले नेपाली एकाडेमी मङ्पूमा स्थापित गर्ने अनि विकास मन्त्रीले रवीन्द्र भवनको संरक्षण गर्ने आश्वासन दिएका थिए।
रवीन्द्रनाथ ठाकुरकी विद्यार्थी मैत्री देवीको निमन्त्रणामा रवीन्द्रनाथ ठाकुर 1938 मा मङपू आएका थिए। त्यसपछि कविगुरू 1940सम्म मङ्पूमा चारपल्ट आएका थिए। उनले मङ्पूमा नै बसेर जन्मदिन शीर्षकको कविता लेखेका थिए जसलाई 1940 मा तिनको जन्मदिनको अवसरमा सारा आकाशवाणीले प्रसारण गरेको थियो। 1940को जन्म दिन पनि ठाकुरले मङ्पूमा नै मनाएका थिए। तिनकी विद्यार्थी मैत्री देवीको लोग्ने मङपूका व्यवस्थापक थिए भने उनीहरू बस्ने कोठीलाई नै पछिबाट रवीन्द्र भवनको रूप दिइएको थियो। अहिलेसम्म भवन चौकीदार विना अनि अंधकारमा रहेको छ।
कालेबुङको रेलवे आउट एजेन्सीमा धॉंधली- उपभोक्ताहरूले गरे मीडियामा खुलासा
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। कालेबुङको रेलवे आउट एजेन्सीमा भइरहेको धाधलीलाई उजागार गर्दै पीडित कस्टमरहरूले कालेबुङका मीडियालाई डाकद्वारा पत्र पठाएर गुनासो प्रकट गरेका छन्। मोठ चालीस जना कष्टमरहरूले हस्ताक्षर गरेको गुनासो पत्र अनुसार कालेबुङको रेलवे आउट एजेन्सीको सरकारसित रहेको सम्झौता 5 जुनमा नै सकिएको थियो। म्यानुअल सर्विस मात्र एजेन्सीमा रहेको अनि कम्प्युटराज्ड नरहेकोले रेलवे विभागले मियाद सकेकै दिनदेखि एजेन्सी बन्द गरेको थियो। यसलाई खोल्न हो भने सरकारी विधि अनुसार खुल्ला टेण्डर हुनुपर्छ। तर त्यसो नगरेर एजेन्सीका पुरानै एजेन्ट सुरेन्द्र पारेखलाई नै विभागले अचानक तीन महिना एजेन्सी चलाउने निर्देश गर्यो।
गुनासोकर्ताहरू अनुसार जुन एजेन्सीको विरुद्धमा धेरै गुनासो विभागलाई उपभोक्ताहरूहरूले गरिसकेका छन् अनि विभाग पनि कालेबुङ आउट एजेन्सीको कार्यक्षमताबारे अवगत छ उसैलाई एजेेन्सी दिनु अनि खुल्ला टेण्डर नगरी उसैलाई एजेन्सी दिनु न्यायपरक छैन। पत्रमा के लेखिएको छ भने, कालेबुङ आउट एजेन्सीमा उत्तम सेवा छैन, एजेन्सीले उपभोक्ताहरूलाई प्रशस्त ठगिरहेको छ अनि यसबारे गनासो गर्दा पनि विभागले अत्तोपत्तो दिएको छैन। के सुरेन्द्र पारेखको एजेन्सी निजी सम्पति हो? यसप्रकारको प्रश्नहरू उठाइएको पत्रमा कालेबुङको रेलवे आउट एजेन्सीमा भइरहेको धॉंधलीबारे खुलासा गर्दै पत्रमा के पनि लेखिएको छ भने विभागले कुन सरकारी नियम र काइदा अनुसार एउटै मान्छेलाई एजेन्सी दिइरहेको छ, त्यसबारे कालेबुङबासीलाई स्पष्ट बताइनुपर्छ। के पनि बताइएको छ भने कालेबुङमा रेलवे विभागले 32 वटा टिकट कोटा दिएको छ तर एजेन्सीले 18 वटा मात्र डिस्प्ले गर्छ।
अरू टिकट कता लॉंदैछ? कालेबुङलाई आएको कोटा कालेबुङको एजेन्सीले नदिएर सिलगढीबाट दिने अनि त्यसमा काफी कमिशन खाने गरेको आरोप पनि एजेन्सीलाई लगाइएको छ। त्यसमाथि पनि रिटर्न टिकट बनाउने अनुमति नभए पनि कमिशन खाएर बनाउने अनि कालेबुङका यात्रीहरूलाई सही सेवा नदिएको खुलासा पत्रमा गरिएको छ। आरोप के पनि लगाइएको छ भने कालेबुङको आउट एजेन्सीले 9 महिना चल्ने राजधानी एक्सप्रेसको कोटा नै दखाउँदैन जब कि यसको निम्ति कोटा निर्धारित गरिएको छ। कोटा नदेखाएर सिलगढीबाट मगाउने अनि त्यसमा कमिशन खाने कार्य भइरहेको छ। यसबाहेक पनि बङ्गोलरको निम्ति एसी थ्री टायरको पनि कोटा देखाउँदैन।
अर्को महत्वपूर्ण कुरा के पनि उल्लेख गरिएको छ भने कालेबुङको आउट एजेन्सीबाट दक्षिण भारत जाने गुहाटी-त्रिवेन्द्रम-गुहाटी कोचिनको टिकट नै पाउँदैन। किन पाइँदैन? भन्ने प्रश्न पनि एजेन्सी र विभागलाई तेर्साइएको छ। जाने टिकट बनाउने अनुमति रहेको एजेन्सीलाई फर्किने टिकट बनाउने अनुमति छैन। तरै पनि सेवा शुल्क 100 रुपियॉं लिएर फर्किने टिकट यहॉं बनाइन्छ जब कि यसको शुल्क केवल 25 रुपियॉं मात्र हो। यो एजेन्सीले कालेबुङका यात्रीहरूलाई ठग्ने काम गरेको छ-पत्रमा लेखिएको छ़।
दार्जीलिङ मेलको कोटाको टिकट बाहिर बिक्री गर्ने काम भइरहेको आरोप समेत लगाइएको छ भने यसरी बिकेको कुरा थाहा पाए पनि ढकढकाउने विभागको ढोका नै नरहेको गुनासो पनि गरिएको छ। यस सम्बन्धमा एजेन्सीका सुरेन्द्र पारेखलाई उनी विरूद्ध आएको पत्र अनि गुनासोहरूबारे प्रश्न गर्दा मुख खोल्न मानेनन्। तिनले भने, म केही पनि भन्न सक्दिन। जसरी चलिरहेको छ, त्यसरी नै चल्छ। तिनले ओंठे जवाब दिँदै पत्रकारहरूबाट पन्सिए। प्रश्न धेरैवटा गरे पनि तिनी पटक्क नै बोलेनन्।
पत्रकारहरूले आरोपप्रति कुनै त टिप्पणी होला केही बताइदिनुहोस् भन्दा आफू विरामी रहेको नाटक गर्दै तिनी पन्सिए। यता गुहाटी रेलवे विभागका सीसीएम पीएस नारेवालसित सम्पर्क गर्दा तिनी पनि केही बोल्न मानेनन्। यता सीपीआरओले भने एजेन्सीको निम्ति खुला टेण्डर हुनुपर्ने बताउँदै, कालेबुङको आउट एजेन्सीबारे विभागलाई कागज पठाइएको अनि विभागले नै यसबारे पहल गर्ने बताए। तिनले कालेबुङका आउट एजेन्सीका एजेन्टले 18 वर्ष एजेन्सी चलाएको अनि फेरि उनैलाई कसरी एजेन्सी दिइयो भन्ने प्रश्नको उत्तर दिएनन् न त एजेन्टमाथि लागेको आरोपहरूमाथि नै कुनै पनि टिप्पणी गरे। समय दैनिकलाई एक यात्रीले सोही एजेन्सीमा चलिरहेको मनपरीमाथि सोध खोज गर्दा सीसीएम नारेवालले जेल ठोकिदिने चेतावनी दिएको समेत बताएका छन्।
भुटान सरकारले दियो एसयुएमआईलाई 11 लाख
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। भुटान सरकारले कालेबुङका चर्चित विद्यालय एसयुएमआईलाई 11 लाख रुपियॉं अनुदान प्रदान गरेको छ। भुटान सरकारद्वारा प्रदान गरिएको अनुदान स्कूललाई हस्तान्तर गर्न भुटान सरकारका काउन्सिलेट जेनरल दासो छिरिङ बाङ्दा कालेबुङ आइुपुगेका थिए। ख्याती प्राप्त एसयुएमआइले धेरै उच्चस्थ पदाधीकारीहरू जन्माइसकेको छ। आज भुटान सरकारलाई प्रतिनिधित्व गर्दै आइरहेका काउन्सिलेट जेनरल दासो छिरिङ वाङ्दा पनि यसै विद्यालयका पूर्व विद्यार्थी हुन्। एसयुएमआईलाई कालेबुङमा मात्र सिमित नराखेर अन्य क्षेत्रमा पनि विस्तारण गर्ने योजनाले यहॉंको निम्बोङमा पनि शाखा स्थापना गर्न भुटान सरकारले विद्यालयलाई 11 लाख रुपिया अनुदान दिएको विद्यालयपक्षले जनाएको छ।
एसयुएमआईले यसपालिको शिक्षक दिवस भुटान सरकारलाई नै समर्पण गरेको थियो। यसै कारण भुटान च्याप्टरलाई लिएर नै शिक्षक दिवस कार्यक्रम गरिएको थियो। यसै कार्यक्रमबीच भुटान सरकारका प्रतिनिधि दासो छिरिङ वाङ्दाले 11 लाख रुपियॉं विद्यालयका प्राचार्य एनआर प्रधान अनि शिक्षाविद् पीआऱ प्रधानलाई हस्तान्तर गरे। दासो वाङ्दा कार्यक्रमका मुख्य अतिथि रहेका थिए भने उनैको बाहुलीबाट विद्यालयको झण्डा उत्तोलन गरेपछि कार्यक्रम गरिएको थियो। कार्यक्रममा भुटानका विद्यार्थीहरूले गीत, नृत्य आदि प्रस्तुत गरेका थिए। यसैबीच एसयुएमआई अनि बीएमसीका विद्यार्थीहरूले पनि विभिन्न कार्यक्रम गरेका थिए।
मुख्य अतिथि दासोले पनि आफूलाई पढाएका शिक्षकहरूलाई समर्पण गर्दै गीत प्रस्तुत गरेका थिए। तिनले आफ्नो सम्बोधनमा भुटानका मुख्यमन्त्रीले एसयुएमआईलाई लेखेको पत्र पढेर सुनाउँदै भने, तीसको दशकदेखि नै भुटानसित एसयुएमआईको साइनो छ। भुटानको निम्ति एसयुएमआईले धेरै गरेको छ अनि अहिले एसयुएमआईको निम्ति पनि भुटान सरकारले केही गर्ने सोचेको हो।
तिनले विद्यार्थीहरूलाई पनि सम्बोधन गर्दै समयसित नै विद्यार्थीहरू अघि बढ्नुपर्ने बताए। यता प्राचार्य एनआर प्रधानले पनि भने, निम्बोङ प्रिजेक्ट पूर्व विद्यार्थीहरूको सपना थियो, जसलाई भुटान सरकारले साकार पार्ने काम गरिदिएको छ, यसको निम्ति कालेबुङको आभार छ भुटान सरकारलाई।
कालेबुङ छिरेका बाहिरका मजदूरहरूको सर्वेक्षण गर्ने जुल्बोले
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। कालेबुङ ठगारहरुको निम्ति सुरक्षित क्षेत्र रहेको कुरा यहॉं हुने अपराधिक घटनाहरूले स्पष्ट पार्छ। कालेबुङमा को आए को गए केही पत्तो पाइँदैन। जसको घरमा पनि भाडामा कोठा पाइने भएकोले जतै पनि जो कोही पनि सजिलै बस्न सक्छन्। कसैले कसैलाई सोध्ने खोज्ने काम हुँदैन। पछि यस्तैबीच ठगार, लुटेराहरूले ठगेपछि भने हल्ला गर्ने अनि पछुतो गर्नै परम्परा विकास भइरहेको बेला अब कालेबुङमा मजदूरी गर्न आउनेहरूको सर्वेक्षण जुल्बोले गर्ने भएको छ। जनमुक्ति युनाइटेट वर्कर वेलफेयर अर्गनाइजेशन अथवा जुल्बोले कालेबुङमा काम गर्न ग्वारग्वार्ती आइरहेकाहरूको सर्वेक्षण गर्ने जुल्बोका अध्यक्ष डीबी प्रधानले बताएका छन्।
तिनले भने, जुल्बोले दैनिक खटिखाने मजदूरहरूको संख्यामा अचानक वृद्धि भएको थाहा पाएको छ। गतवर्षको तुलनामा यसवर्ष धेरै खटिखानेहरूको प्रवेश कालेबुङमा भएको छ। उनीहरूलाई चिह्नित गरिनु अनिवार्य भएको छ। जो जो पनि मजदूरहरू छन् उनीहरूलाई प्रामण पत्र दिइएको छ तर प्रमाणपत्र नहुने अनि चिह्नित नभएकाहरूको संख्यामा भएको वृद्धि सोंच्नुपर्ने कुरा भएको छ। उनीहरूको वृद्धिको कारण स्थानीय खटिखानेहरूको हक र अधिकार हनन् भइरहेको छ। तिनले कालेबुङ थानालाई ज्ञापन चढाएको बताउँदै बाहिरबाट आएका मजदुरहरू को हुन्? कहॉंबाट आए? किन आए? यसबारे सोधखोज हुनुपर्ने माग गरिएको छ। प्रधानले भने, हामीले थाहा पाएका छौं कि यसरी आएका मजदूरहरूले जाली नोटको धन्दा गरेको पनि थाहा पाएका छौं।
वाहन, अन्य सामाग्री चोरेर लगेको पनि थाहा पाएका छौं। गैरकानूनी काम गर्नेहरूको संख्यामा पनि वृद्धि भइरहेको छ। यस्तो हुँदा पनि प्रशासन गम्भीर नभए भविष्यमा आपत निम्तिने निश्चित छ। तिनले जुल्बोले अब उनीहरुबारे सर्वेक्षण गर्ने अनि उनीहरूको प्रामणपत्र,ठाउँ ठेगानाबारे सोधखोज गर्ने त सही मजदूरलाई प्रामण पत्र दिने त केही पत्तो नरहेकालाई भने प्रामण पत्र नदिइने पनि जनाएका छन्।
मोर्चाको विजय जुलूसमा बनवासी नरमाउने
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। जीटीएमा संरक्षित बन पसेन। यो खबर बनबस्तीबासीहरूको निम्ति नितान्तै पीडादायी हो। संगसंगै आन्दोलन गरेको चिया र कुलैनबारी जीटीएमा पसेको छ तर बनबस्ती पसेन। यसकारण मोर्चाले जीटीए पाएकोमा हर्ष मनाउँदै विजय जुलूस निकाले पनि हामी त्यसमा सहभागी हुन सक्दैनौं-यस्तो दुःखदायी पीडा सुनाएका छन् हिमालयन फरेष्ट भिलेज अर्गनाइजेशन जलढका रेञ्चका अध्यक्ष अर्जुन खवासले। भोलि अथवा मङ्गलबार गोर्खा जनमुक्ति मोर्चाले जीटीए पाएको खुशीमा स्कूल, कार्यालय जम्मै बन्द गर्दै बिजय जुलूस निकालिरहेको छ तर त्यो जुलूसमा वनबस्तीका कुनै पनि सदस्यहरू रहनेछैनन्।
खवासले जनाए अनुसार 2 सितम्बरको दिन कसैको निम्ति बिजय दिन भए पनि बनबस्तीबासीहरूको निम्ति हारको दिन सावित भयो। मोर्चाले जीटीएमा संरक्षित बन पस्ने कुरामा बनबासीहरूलाई प्रतिबद्धता प्रकट गरेको थियो तर मोर्चाको प्रतिबद्धता अन्तमा आएर सॉंचो बनेन। खवासले भने, कुलैनबारी र चियाबारीका श्रमिकहरूले पनि जित्यो तर संगै लडेका बनबस्तीबासीहरूले भने हार्नुपर्यो। हार्दाको तीतोपन जित्नेले अनुभव गर्न सक्दैन। यसकारण उनीहरू रमाउन्, हामी रमाउने छैनौं। तिनले अघि पनि वामफ्रण्ट सरकारले बनवासीहरूहरूको हीतमा कुनै कार्य नगरेको बताउँदै तृणमूलको सरकारले पनि केही गर्ने नदेखिएको बताउँदै भने, जीटीए क्षेत्रमा विकास र सहुलियतहरू आउँदा बनवासीहरूको अवस्था कस्तो होला? यो कसैले पनि सोंचेका छैनन्।
तिनले गोर्खा जनमुक्तिलाई शुभकामना दिँदै भने, मोर्चाले जितेकोमा हाम्रो शुभकामना छ। यदि गोर्खाल्याण्डको निम्ति् लड्नुपर्छ भने बनबस्तीबासी तयार छन्। तिनले अझ भने, जुन कुमानीको जङ्गलबाट आन्दोलन भयो, त्यही जङ्गलमा बस्नेहरूले केही पाएनन्। जुन प्राप्तिको निम्ति विक्कि लामा, विमला राई अनि नितु खवासले ज्यान दियो, त्यही ठाउँका मानिसहरूले केही पाएनन्। कुमानीमा मोर्चा हालेर बस्ने आन्दोलनकारीहरूलाई जङ्गलले नै पालेको थियो तर त्यही जङ्गलबासीहरू पछाडी पर्नुपर्यो। तिनले जीटीए बनवासीहरूको निम्ति नभएकोले भोलिको विजय जुलूसमा बनवासीहरू सहभागी नहुने बताएका छन्।
मौखिक आश्वासनमा नउठाउने भनिएको लेप्चा धर्ना- मुख्यमन्त्रीको आश्वासनले नै उठ्यो
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। 2 सितम्बरको दिन यता जीटीएको बील पारित गर्दै उता बङ्गालका मुख्यमन्त्री ममता व्यानर्जीले भनेकी थिइन्, दार्जीलिङका लेप्चाहरू आदिवासी हुन्। उनीहरूको संरक्षण अनिवार्य छ। यसै कारण उनीहरूलाई माग गरेको लेप्चा विकास परिषद गठन गरिने छ। तर लेप्चाहरूले भने, यस्ता मौखिक आश्वासनहरू त कति आयो गयो, तर हाम्रो हीत कहिल्यै भएन। हामी थुतुरवेद अथवा मुखबाजाहरूको विस्वास गर्दैनौं। मुख्यमन्त्रीले विधानसभामा भनेका कुराहरूको मिनट त होला नी, त्यही भए पनि हामीलाई देखाइयोस्। लिखितरूपले कुनै आश्वासन नआएसम्म धर्ना उठाउने छैनौं। लेप्चाहरूले एकपल्ट बोलेपछि त्यो पुरा गर्छ।
उनीहरूले यसो भनेको दुइदिनपछि मुख्यमन्त्री ममता व्यानर्जीले तिनपल्ट मैले बोेलेको लिखित बराबर हो, म पुरा गर्छु भनेर फेरि मौखित आश्वासन नै कोलकाताका लेप्चा प्रतिनिधिहरूलाई दिएपछि लेप्चाहरूले धर्ना उठाउन आज कर लाग्यो। लेप्चाहरूले तीनवटा माग गरेका थिए, त्यसमा मुख्य थियो लेप्चा विकास परिषदको गठन। सोही मुद्दालाई मुख्यमन्त्रीले विधानसभामा सम्बोधन गरेकी थिइन्। दुइवटा मागहरूबारे भने तिनले कुनै टिप्पणी गरेकी छैनन्। गोर्खाल्याण्ड माग्ने गोर्खा जनमुक्तिको आन्दोलनलाई समर्थन गर्ने लेप्चाहरूले जब मोर्चाले गोर्खाल्याण्डको साटो अहिलेको परिस्थितिलाई ध्यान राख्दै विकास गर्न जीटीए थाप्ने भएपछि नै लेप्चा विकास परिषदको माग चर्काएको थियो।
दागोपापमा पनि लेप्चाहरूको निम्ति कुनै प्रावधान उल्लेख गरिएको थिएन अनि अहिलेको जीटीएमा पनि कुनै प्रावधान जिल्लाका आदिवासीहरूको हितमा नराखिएपछि लेप्चाहरूले आफै नै आफ्नो हकको निम्ति आन्दोलन शुरू गरेका थिए। शुरूमा पहाडमा कुनै चहलपहल नगरी सोझै कोलकातामुखी कार्यक्रम गरिए पनि कोलकातामा आन्दोलनकारीहरूलाई पक्राउ गर्ने काम सरकारले गरेपछि भने पहाडमा पनि धर्ना र जुलूस शुरू गरेका थिए। भर्खर मात्र जीटीए थापेकोले धर्ना र जुलूस गर्ने काम मोर्चाले बन्द गरेको बेला लेप्चाहरूले धर्ना र जुलूस गरेका थिए जो सबैको दृष्टिकोण र चर्चामा रहेको थियो। जीटीएको बील पारित गर्दै लेप्चाहरूको मुद्दालाई पनि सम्बोधन गरिएकोले लेप्चा शिविरमा खुशियाली त छायो तर लिखितरूपमा केही नआएकोले धर्ना नउठाउने भएको थियो।
आज कालेबुङको धर्ना उठाउँदै लेप्चा राइट मुभमेन्टका सचिव पीटी सिमिकले भने, आज विहान कोलकाताका प्रतिनिधिहरूले ममता व्यानर्जीसित भेट गरे। लेप्चाहरूको समस्या अनि मुद्दाबारे मुख्यमन्त्रीलाई अवगत गराइयो। लेप्चाहरूको मागबारेमा सरकारीरूपले केवल सम्बोधन गर्ने काम गर्ने गरेको तर कहिल्यै पनि लेप्चाहरूको संरक्षणको पहल भने नगरेको बारे जनाइएको थियो। यस अवधी मुख्यमन्त्री व्यानर्जीले तीनपल्ट मैले बोलेको लिखित बराबर हो भनेपछि हामीले उनको बचनमाथि विश्वास गर्दै धर्ना उठाएका हौं। तिनले भने, ममता व्यानर्जीले जङ्गल महलको समस्या समाधान गर्ने काम गरेकी छन्। जीटीए पनि भयो। तिनले अहिलेसम्म जे जे पनि भनेकी छन् पुरा गर्दै आइरहेकी छन्। यसैकारण उनको बचनलाई यसपल्ट हामीले विश्वास गर्नै पर्छ। उनको बचनलाई कदर गर्दै धर्ना उठाइएको छ।

मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। स्थानीय दुःख निवारकको प्रेक्षागृहमा आज एक कार्यक्रमबीच एकता परिवारले 9 औं स्थापना दिवस पालन गर्यो। कार्यक्रममा विधायक डा.हर्कबहादुर छेत्री मुख्य अतिथि थिए भने कर्णल रमेश आले, सरिता राई, क्लुनी सिस्टर लगायत अन्य संघसंस्थाका प्रतिनिधिहरू कार्यक्रममा उपस्थित थिए। शिशु स्वास्थ्य अनि शिक्षामाथि कार्य गर्दै आइरहेको सामाजिक संस्था एकता परिवारको स्थापना दिवसको अवसरमा संस्थाले सामाजिक कार्य गर्दै आइरहेकी हिल सोसियल सोसाइटीका सचिव शोभा छेत्री अनि बाल सुरक्षा अभियान गर्दै आइरहेकी सिस्टर सुवेष्णा थापालाई सम्वर्द्धना जनायो।
हिल सोसियल वेलफेयर सोसाइटीकी सचिव शोभा छेत्रीको अनुपस्थितिमा सोसाइटीका एक सदस्यलाई कर्णल आले अनि परिवारका सभापति विनय घिसिङको बाहुलीबाट प्रसस्ती पत्र प्रदान गरियो। यसरी नै कालेबुङमा बालश्रम रोकथामको निम्ति कार्य गर्दै आइरहेकी सुवेष्णा थापालाई दोसल्ला अनि प्रसस्ती पत्र प्रदान गरियो। कार्यक्रमलाई सम्बोधन गर्दै सुवेष्णा थापाले परिवारले आफूलाई सम्मान जनाउन योग्य सम्झेकोमा आभार प्रकट गर्दै भनिन्, म खुशी छु तर जुन नानीहरूलाई बालश्रम गर्नबाट बचाएर पढाइरहेकी छु,उनीहरूको कारणले नै म यहॉं छु। कालेबुङमा बालश्रम बन्द गर्न अनिवार्य छ, कसैले पनि काम गर्ने बालकबालिका राख्नु उचित होइन। सम्झौतामा आएर यस्तो व्यावहार हुने गरेको छ, जसमा रोक लाग्नुपर्छ।
कानूनी कार्वाही नहुने भएकोले हामीले गरिरहेको कुनै पनि प्रयासले राम्रो परिणाम ल्याएको छैन। यसैबीच मुख्य अतिथि डा.हर्कबहादुर छेत्रीले पनि परिवारको पहललाई सराहना गर्दै शिक्षक दिवसको अवसरमा यसप्रकारको सम्मान गर्ने काम सराहनीय रहेको जनाए। तिनले भने, सुवेष्णा मेरी विद्यार्थी थिइन्, एक विद्यार्थीले समाजमा हुर्किएको अराजकता र रुडी हटाउन जुन प्रयास गरिरहेकी छन्, यसले मलाई पनि देरै उर्जा प्रदान गरेको छ। तिनले समाजिक मानसिकता सबैभन्दा ठूलो रहेको भन्दै सामाजिक कार्यकर्ताहरूको योगदान राजनैतिक कार्यकर्ताहरूको भन्दा ठूलो रहने पनि बताए।
कार्यक्रममा एकता परिवारले विधायक छेत्रीलाई पनि सम्वर्द्धना जनायो। कार्यक्रममा परिवारका उपसभापति प्रतीभा कुमाई, सचिव छिरिङ डेग्घा अनि सदस्यहरूको उपस्थिति थियो। यसै अवसरमा बाल कलाकारहरूले सांस्कृतिक कार्यक्रम प्रस्तुत गरेका थिए।
सिक्किम र दार्जीलिङका धावकहरूलाई प्रायोजना गरिने
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। सिक्किम र दार्जीलिङका धावकहरूलाई राष्ट्रियस्तरको म्याराथन दौडको निम्ति प्रायोजना गरिने भएको छ। मुम्बईको ठानेमा सम्पन्न भइरहेको 21 किलोमिटरको म्याराथन दौडमा सहभागी बन्न दार्जीलिङ र सिक्किमका धावकहरूलाई निमन्त्रणा गरिएको छ। 12 वर्षदेखि माथिका युवा-युवती धावकहरूलाई पूर्व अनुभवको आधारमा यस म्याराथनमा सहभागी हुने मौका दिइने छ। जो पनि यसभागी हुन चहान्छन् उनीहरूलाई प्रति व्यक्ति दस हजार रुपियॉं प्रायोजना पनि गरिने छ। पेदोङकी अन्तराष्ट्रीय धाविका रोशनी राईले एक विशेष योजना अनुरूप 200 सम्म धावकहरूलाई प्रायोजना गर्ने बताएकी छन्।
तिनले भनिन्, अहिले बीस जनालाई प्रायोजना गरिने छ तर बीसदेखि 200 सम्म प्रायोजना गर्नै योजना छ। तिनले जनाए अनुसार कालेबुङ प्रेस क्लब अनि भेटेरन्स क्लबसित दार्जीलिङ अनि सिक्किमका धावकहरूले मुम्बईमा म्याराथन गर्न सहभागी बन्न सम्पर्क गर्न सक्नेछन्। तिनले भनिन्, यसैको निम्ति 7 सितम्बरको दिन पेदोङमा विशेष तालिम दिइने छ। तिनी अनुसार कसरी असल जीवन बॉंच्न सकिन्छ भन्ने विषयमा पेदोङमा दिइने नेतृत्व विकास तालिमको निम्ति दिल्लीका ल्याण्डमार्क एजुकेशन कोच विवेक भाल उपस्थित रहनेछन्। उनैले यो तालिम प्रदान गर्नेछन्। अघिबाट नै म्याराथन दौडिएका धावकहरूले यस म्याराथन दौडमा भाग लिन सक्ने छन्। उनीहरूको निम्ति दस हजार रुपियॉं प्रायोजना गरिनेछ।
एसडीएफका विधायक मध्ये ग्याल्छेन र प्रधान मात्र योग्य - चामलिङले ल्याएको प्रजातन्त्र आउटडेटेडः नकुलदास राई
प्रविण खालिंग , कालिमन्युज, गान्तोक, 5 सितम्बर। मुख्यमन्त्री पवन चामलिङले पार्टीका मार्केटिङ एजेन्टहरूको कुरा सुनेर संस्थापक सदस्यहरूलाई पार्टीबाट निकालेर आफ्नै पतनको दिशा निम्त्याइरहेको पूर्व सांसद नकुलदास राईले भविष्यवाणी गरेका छन्। गान्तोकमा सोमबार आयोजित पत्रकार सम्मेलनलाई सम्बोधन गर्दै राईले सत्तारूढ एसडीएफ पार्टीले स्थापनाकालमा अवलम्बन गरेका सिद्धान्त र नीतिको उलंघन गर्दै अप्रजातान्त्रीक क्रियाकलापलाई प्रश्रय दिइरहेको आरोप लगाए।
गत 26 अगस्तको दिन एसडीएफबाट अन्य 16 जना लगायत तिनलाई पार्टीको संविधानको धारा 9 (क) को प्रयोग गर्दै पार्टी अध्यक्ष तथा मुख्यमन्त्री चामलिङले निष्कासनको घोषणा गरेका थिए। आफूलाई एसडीएफका संस्थापक सदस्य मात्र नरहेर पार्टी गठनकालका वास्तुकारको रूपमा सक्रिय रहेको बताउँदै राईले पार्टी अध्यक्षले वास्तविकता नबुझी चम्चेहरूको पोलझोसमा आफूलाई पार्टीबाट निष्कासित गरेको बताए।
एसडीएफ पार्टीको वर्तमान क्रियाकलाप प्रति प्रश्न चिन्ह खडा गर्दै उनले पार्टीको प्रजातान्त्रिक प्रणालीलाई परित्याक्त गर्दै गइरहेको बताए।
एसडीएफ अध्यक्षलाई सानो चित्तको मान्छेको संज्ञा दिँदै तिनले भने, मैले एसडीएफ पार्टीलाई आफ्नो समय, उर्जा, यौवन र सर्वस्व दिएको छु, मैले दिएको योगदान किनेर किन्न सकिन्दैन तर अहिले आएर मेरो कुनै गल्ती नभई पार्टी विरोधी काम गरेको बताउँदै निष्कासन गर्ने आदेश जारी गर्ने अध्यक्षले पार्टी विरोधी कार्य गरेको कुरोमाथि पनि कार्वाही हुनुपर्छ, किनभने पार्टीको संविधान भन्दा ठूलो अध्यक्ष होइन। यदी मेरो पार्टी विरोधी गतिविधि थियो भने मलाई किन कारण बताउ नोटिस जारी गरिएन तथा पार्टी अध्यक्षले किन मलाई सोधेन। यसले एसडीएफ पार्टीका अध्यक्षले आफूलाई पार्टीको संविधान भन्दा माथिको मान्दै राजा बन्ने प्रयास गर्दैछन् यस्तै कुरोहरूमा हाम्रो मतभिन्नता छ।
तिनले सोझै मुख्यमन्त्रीको व्यावहारलाई स्प्लीट एटिट्युड र विरामीग्रस्त भन्ने संज्ञा दिए। हरेक नागरिकलाई जनताको पक्षमा कुरा राख्ने प्रजातान्त्रिक अधिकार रहे तापनि सिक्किममा यस्तो गर्नेहरूलाई एसडीएफ अध्यक्षले जनविरोधी, महत्वकांक्षीको संज्ञा दिएर जनमुखी कार्य गर्न सधैं वाधित गर्ने गरेको बताए।
यसैसन्दर्भमा उनले हाल एसडीएफ पार्टीवाट 32 जना निर्वाचित नेताहरूमा के टी ग्याल्छेन र एनके प्रधान बाहेक कोही पनि समय सापेक्ष नेतृत्व गर्न सक्ने योग्यता भएको नेता नरहेको दावी गरे। तिनले भने, चामलिङले 1993 सालमा ल्याएको प्रजातन्त्र अहिले आउट डेटेड भइसकेको छ, युवाहरू नयाँ परिभाषायुक्त प्रजातन्त्रको अपेक्षा गरिरहेका छन् त्यसमा चामलिङको नेताहरू पुरै फेल छन्। यसकारण आगामी 2014 को चुनाउमा एसडीएफले 2009 सालमा जस्तो सजिलै सत्ता हत्याउने आशा नगर्दा हुन्छ तिनले भने। यसबारे अझ वैज्ञानिक तर्क राख्दै भने, आगामी 2014 सालमा सिक्किममा 30 प्रतिशत युवाहरूले मतदान गर्नेछन् जसले शिक्षित र योग्य नेताको नेतृत्वमा रहेको प्रजातन्त्रलाई मान्यता दिनेछन् यसगरि नरबहादुर भण्डारीको नेतृत्वमा पनि 33 प्रतिशत जनता रहेको छ यसकारण अबको चुनाउमा चामलिङको पार्टीमा कति प्रतिशत जनता रहला त्यो स्पष्ट छ।
अर्कोतिर तिनले प्रधानमन्त्री र राष्ट्रपतिलाई भारतीय जनता पार्टी (भाजपा) राष्ट्रिय अध्यक्ष नितिन गडकरी सिक्किमका मुख्यमन्त्रीलाई देशकै सबैभन्दा भ्रष्ट्राचारीको संज्ञा दिएर ज्ञापन पेश गरिसकेको खुलासा गरे। यदी भाजपा अध्यक्षले गलत बयान दिएका हुन भने एसडीएफ पार्टीले किन कार्वाही गर्दैन तिनले भने। यदी भ्रष्ट्राचार मुक्त छन् भने चामलिङले गडकरीलाई मानहानीको मुद्दा लगाएर देखाउनुपर्छ, तिनले भने। अर्कोतिर एसडीएफ पार्टीको मिख्खोलामा पहिलो एसडीएफको जनसभामा रहेका नेताहरूमा अहिले पासङ शेर्पा मात्र रहेको तथा अन्य सबै नेताहरू जीएम राई, नकुलदास राई, भोजराज राई, कहाँ छन् त्यसैले अहिले एसडीएफ गठन हुँदा ढुंगा मुडा गरेर मान्छे कुट्नेहरू रातो बत्तीमा हिँड्दैन छन्, तिनले भने। अर्कोतिर आफू मध्यम मार्गी भएर सत्ताको निम्ति नभई समग्र राजनैतिक दलहरूलाई नयाँ प्रजातन्त्रको निम्ति एक जुट भएर भोटे-लाप्चे-नेपाली-व्यापारी सरकार फेरौ यसपाली भन्ने नारालाई आत्मासात गर्दै युग सापेक्ष नेतृत्व तयार पार्ने घोषणा गरे।
उक्त दिन मन्त्री देवले संग्राहलयमा आजसम्म बिजुली बत्ती तथा रात्रीचौकिदार नभएकोमा आश्चर्य व्यक्त गर्दै आगामी ७ दिनभित्रै बिजुली जोड्ने अनि रात्री चौकिदार नियुक्ती गर्ने घोषणा गरेता पनि उक्त घोषणा आज महीना दिनसम्म पनि कार्य रुपमा परिणत भएको छैना । उनका घोषणाले हर्षित भएका जनताहरु आज उनिमाथि नै शंका गर्न थालेका छन् । कार्यक्रममा सबैलाई मख्ख पार्ने मन्त्रीले अब कहिले आफ्नो घोषणा पुरा गर्नेहुन् भनि हाल सबैले प्रश्न गरिरहेका छन् । उक्त विषयमा रवीन्द्र संग्राहलयमा कार्यरत कर्मचारी शिशिर रावतलाई प्रश्न गर्दा आजसम्म कुनै लिखित जानकारी नआएको तिनले बताए ।
मन्त्रीले दिएको आश्वासनको मियाद सकियो- तर बलेन रवीन्द्र भवनमा बिजुली
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। गोर्खाल्याण्ड आन्दोलनलाई स्थगित गर्दै गोर्खाल्याण्ड मुनीको व्यवस्थामा पहाडको आन्दोलनकारीहरूले राज्य सरकारसित हात मिलाउने वित्तिकै झरीच्याउ झैं पहाड आएका बङ्गालका मन्त्रीहरूले झरीच्याउ झैं दिएका आश्वासनहरू अहिलेसम्म कुनै पनि कार्यरूपमा देखिएको छैन। केही महिनाको अवधीमा बङ्गालका प्राय सबै मन्त्रीहरू पहाड चढे। कहिल्यै पहाड नचडेका मन्त्रीहरूले पहाडको जुन अवस्था देखे, कसैले पनि मन थाम्न सकेनन्। फलस्वरूप उनीहरूले यतिविघ्न आश्वासन पहाडलाई दिए कि अहिलेसम्म कुनै पनि कार्यरूपमा आएको छैन। यसपालि यस्तो पनि भयो कि कहिल्यै पहाड नआएका मन्त्री पहाड आए अनि मङ्पूमा रवीन्द्रनाथ ठाकुरको पुण्य तिथी पनि पालन गरे। त्यसबेला केही महिना अघि मात्र छेउको रुख ढलेर मङ्पूको रवीन्द्र भवनलाई तहस नहस पारेको थियो।
धेरैदिनसम्म छानामाथि नै रहेको रूख निक्कैपछि मात्र हटाइएको थियो। भर्खर 8 अगस्तको दिन मङ्पूको रवीन्द्र भवनमा 72 औं रवीन्द्र पुण्य तिथी पालन गर्न उत्तरबङ्ग विकास मन्त्री गौतम देव नै आएका थिए। सोही अवसरमा मङ्पूकी कवि रेमिका थापालाई पनि सरकारको पक्षबाट सम्वर्द्धना जनाइएको थियो। रवीन्द्र भवनको अवस्था देखेर पग्लिएका मन्त्री गौतम देवले भवनको संरक्षणको निम्ति सरकारी पहल तीब्र गर्ने बताउँदै सात दिनभित्रमा नै रवीन्द्र भवनमा बिजुली पुर्याउने अनि एकजना रात चौकीदार राख्ने आश्वासन दिएका थिए। मङ्पूले साहित्यिक धरोहरकोरूपमा संरक्षण गरेर राखेको रवीन्द्र भवन झिलिमिलि हुने मात्र होइन उपद्रवीहरूबाट भवन जोगिने समेतको आशा सॉंचेको मङ्पूले महिनादिन बितिसक्दा पनि मन्त्रीको बचन पूरा भएको पाएको छैन। सात दिनमा नै चौकीदार र बिजुली दिने भनेर मन्त्रीले कार्यक्रममा सुनाउँदा मङ्पूवासी मक्ख परका मङ्पूबासी अहिले महिना दिन बितिसक्दा पनि मन्त्रीको आश्वासन पुरा नभएकोमा छक्क परिरहेका छन्।
मन्त्री दैवले त्यसै कार्यक्रमबाट रवीन्द्र्र भवनमा संग्रहित मूल्यवान वस्तुहरूको संरक्षणको निम्ति शीघ्र नै पहल गर्ने निर्देश अतिरिक्त जिल्लापाललाई दिए पनि अहिलेसम्म अतिरिक्त जिल्लापालको पहलको पनि अत्तोपत्तो छैन। तृणमूल सरकारले सरकार गठन गर्ने वित्ति कै वामफ्रण्ट सरकारले बन्द गरेको नेपाली एकाडेमी मङ्पूमा स्थापित गर्ने मुख्यमन्त्री ममता व्यानर्जीले घोषणा गरिसकेकी छन्। बङ्गालका मन्त्रीहरूले मङ्पूलाई कविगुरू रवीन्द्रनाथको प्रिय ठाउँ रहेकोले यस क्षेत्रसित नै रवीन्द्र भवनको संरक्षण र विकासको निम्ति पहल गर्ने सोंच राख्दै बङ्गालका मन्त्रीहरूले मङ्पूको भ्रमण गरेका थिए। वामफ्रण्ट सरकारकालमा मुख्यमन्त्री बुद्धदेव भट्टाचार्यले पनि रवीन्द्र भवनको भ्रमण गरेका थिए। उनले पनि त्यसबेला आश्वासन नै दिएका थिए तर कार्यरूपमा भने केही गरेनन्। त्यसअघि हर्टिकल्टर मन्त्रीले पनि आश्वासन नै दिएका थिए तर केही गरेनन्। सरकार परिवर्तन हुने वित्तिकै मुख्यमन्त्रीले नेपाली एकाडेमी मङ्पूमा स्थापित गर्ने अनि विकास मन्त्रीले रवीन्द्र भवनको संरक्षण गर्ने आश्वासन दिएका थिए।
रवीन्द्रनाथ ठाकुरकी विद्यार्थी मैत्री देवीको निमन्त्रणामा रवीन्द्रनाथ ठाकुर 1938 मा मङपू आएका थिए। त्यसपछि कविगुरू 1940सम्म मङ्पूमा चारपल्ट आएका थिए। उनले मङ्पूमा नै बसेर जन्मदिन शीर्षकको कविता लेखेका थिए जसलाई 1940 मा तिनको जन्मदिनको अवसरमा सारा आकाशवाणीले प्रसारण गरेको थियो। 1940को जन्म दिन पनि ठाकुरले मङ्पूमा नै मनाएका थिए। तिनकी विद्यार्थी मैत्री देवीको लोग्ने मङपूका व्यवस्थापक थिए भने उनीहरू बस्ने कोठीलाई नै पछिबाट रवीन्द्र भवनको रूप दिइएको थियो। अहिलेसम्म भवन चौकीदार विना अनि अंधकारमा रहेको छ।
कालेबुङको रेलवे आउट एजेन्सीमा धॉंधली- उपभोक्ताहरूले गरे मीडियामा खुलासा
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। कालेबुङको रेलवे आउट एजेन्सीमा भइरहेको धाधलीलाई उजागार गर्दै पीडित कस्टमरहरूले कालेबुङका मीडियालाई डाकद्वारा पत्र पठाएर गुनासो प्रकट गरेका छन्। मोठ चालीस जना कष्टमरहरूले हस्ताक्षर गरेको गुनासो पत्र अनुसार कालेबुङको रेलवे आउट एजेन्सीको सरकारसित रहेको सम्झौता 5 जुनमा नै सकिएको थियो। म्यानुअल सर्विस मात्र एजेन्सीमा रहेको अनि कम्प्युटराज्ड नरहेकोले रेलवे विभागले मियाद सकेकै दिनदेखि एजेन्सी बन्द गरेको थियो। यसलाई खोल्न हो भने सरकारी विधि अनुसार खुल्ला टेण्डर हुनुपर्छ। तर त्यसो नगरेर एजेन्सीका पुरानै एजेन्ट सुरेन्द्र पारेखलाई नै विभागले अचानक तीन महिना एजेन्सी चलाउने निर्देश गर्यो।
गुनासोकर्ताहरू अनुसार जुन एजेन्सीको विरुद्धमा धेरै गुनासो विभागलाई उपभोक्ताहरूहरूले गरिसकेका छन् अनि विभाग पनि कालेबुङ आउट एजेन्सीको कार्यक्षमताबारे अवगत छ उसैलाई एजेेन्सी दिनु अनि खुल्ला टेण्डर नगरी उसैलाई एजेन्सी दिनु न्यायपरक छैन। पत्रमा के लेखिएको छ भने, कालेबुङ आउट एजेन्सीमा उत्तम सेवा छैन, एजेन्सीले उपभोक्ताहरूलाई प्रशस्त ठगिरहेको छ अनि यसबारे गनासो गर्दा पनि विभागले अत्तोपत्तो दिएको छैन। के सुरेन्द्र पारेखको एजेन्सी निजी सम्पति हो? यसप्रकारको प्रश्नहरू उठाइएको पत्रमा कालेबुङको रेलवे आउट एजेन्सीमा भइरहेको धॉंधलीबारे खुलासा गर्दै पत्रमा के पनि लेखिएको छ भने विभागले कुन सरकारी नियम र काइदा अनुसार एउटै मान्छेलाई एजेन्सी दिइरहेको छ, त्यसबारे कालेबुङबासीलाई स्पष्ट बताइनुपर्छ। के पनि बताइएको छ भने कालेबुङमा रेलवे विभागले 32 वटा टिकट कोटा दिएको छ तर एजेन्सीले 18 वटा मात्र डिस्प्ले गर्छ।
अरू टिकट कता लॉंदैछ? कालेबुङलाई आएको कोटा कालेबुङको एजेन्सीले नदिएर सिलगढीबाट दिने अनि त्यसमा काफी कमिशन खाने गरेको आरोप पनि एजेन्सीलाई लगाइएको छ। त्यसमाथि पनि रिटर्न टिकट बनाउने अनुमति नभए पनि कमिशन खाएर बनाउने अनि कालेबुङका यात्रीहरूलाई सही सेवा नदिएको खुलासा पत्रमा गरिएको छ। आरोप के पनि लगाइएको छ भने कालेबुङको आउट एजेन्सीले 9 महिना चल्ने राजधानी एक्सप्रेसको कोटा नै दखाउँदैन जब कि यसको निम्ति कोटा निर्धारित गरिएको छ। कोटा नदेखाएर सिलगढीबाट मगाउने अनि त्यसमा कमिशन खाने कार्य भइरहेको छ। यसबाहेक पनि बङ्गोलरको निम्ति एसी थ्री टायरको पनि कोटा देखाउँदैन।
अर्को महत्वपूर्ण कुरा के पनि उल्लेख गरिएको छ भने कालेबुङको आउट एजेन्सीबाट दक्षिण भारत जाने गुहाटी-त्रिवेन्द्रम-गुहाटी कोचिनको टिकट नै पाउँदैन। किन पाइँदैन? भन्ने प्रश्न पनि एजेन्सी र विभागलाई तेर्साइएको छ। जाने टिकट बनाउने अनुमति रहेको एजेन्सीलाई फर्किने टिकट बनाउने अनुमति छैन। तरै पनि सेवा शुल्क 100 रुपियॉं लिएर फर्किने टिकट यहॉं बनाइन्छ जब कि यसको शुल्क केवल 25 रुपियॉं मात्र हो। यो एजेन्सीले कालेबुङका यात्रीहरूलाई ठग्ने काम गरेको छ-पत्रमा लेखिएको छ़।
दार्जीलिङ मेलको कोटाको टिकट बाहिर बिक्री गर्ने काम भइरहेको आरोप समेत लगाइएको छ भने यसरी बिकेको कुरा थाहा पाए पनि ढकढकाउने विभागको ढोका नै नरहेको गुनासो पनि गरिएको छ। यस सम्बन्धमा एजेन्सीका सुरेन्द्र पारेखलाई उनी विरूद्ध आएको पत्र अनि गुनासोहरूबारे प्रश्न गर्दा मुख खोल्न मानेनन्। तिनले भने, म केही पनि भन्न सक्दिन। जसरी चलिरहेको छ, त्यसरी नै चल्छ। तिनले ओंठे जवाब दिँदै पत्रकारहरूबाट पन्सिए। प्रश्न धेरैवटा गरे पनि तिनी पटक्क नै बोलेनन्।
पत्रकारहरूले आरोपप्रति कुनै त टिप्पणी होला केही बताइदिनुहोस् भन्दा आफू विरामी रहेको नाटक गर्दै तिनी पन्सिए। यता गुहाटी रेलवे विभागका सीसीएम पीएस नारेवालसित सम्पर्क गर्दा तिनी पनि केही बोल्न मानेनन्। यता सीपीआरओले भने एजेन्सीको निम्ति खुला टेण्डर हुनुपर्ने बताउँदै, कालेबुङको आउट एजेन्सीबारे विभागलाई कागज पठाइएको अनि विभागले नै यसबारे पहल गर्ने बताए। तिनले कालेबुङका आउट एजेन्सीका एजेन्टले 18 वर्ष एजेन्सी चलाएको अनि फेरि उनैलाई कसरी एजेन्सी दिइयो भन्ने प्रश्नको उत्तर दिएनन् न त एजेन्टमाथि लागेको आरोपहरूमाथि नै कुनै पनि टिप्पणी गरे। समय दैनिकलाई एक यात्रीले सोही एजेन्सीमा चलिरहेको मनपरीमाथि सोध खोज गर्दा सीसीएम नारेवालले जेल ठोकिदिने चेतावनी दिएको समेत बताएका छन्।
भुटान सरकारले दियो एसयुएमआईलाई 11 लाख
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। भुटान सरकारले कालेबुङका चर्चित विद्यालय एसयुएमआईलाई 11 लाख रुपियॉं अनुदान प्रदान गरेको छ। भुटान सरकारद्वारा प्रदान गरिएको अनुदान स्कूललाई हस्तान्तर गर्न भुटान सरकारका काउन्सिलेट जेनरल दासो छिरिङ बाङ्दा कालेबुङ आइुपुगेका थिए। ख्याती प्राप्त एसयुएमआइले धेरै उच्चस्थ पदाधीकारीहरू जन्माइसकेको छ। आज भुटान सरकारलाई प्रतिनिधित्व गर्दै आइरहेका काउन्सिलेट जेनरल दासो छिरिङ वाङ्दा पनि यसै विद्यालयका पूर्व विद्यार्थी हुन्। एसयुएमआईलाई कालेबुङमा मात्र सिमित नराखेर अन्य क्षेत्रमा पनि विस्तारण गर्ने योजनाले यहॉंको निम्बोङमा पनि शाखा स्थापना गर्न भुटान सरकारले विद्यालयलाई 11 लाख रुपिया अनुदान दिएको विद्यालयपक्षले जनाएको छ।
एसयुएमआईले यसपालिको शिक्षक दिवस भुटान सरकारलाई नै समर्पण गरेको थियो। यसै कारण भुटान च्याप्टरलाई लिएर नै शिक्षक दिवस कार्यक्रम गरिएको थियो। यसै कार्यक्रमबीच भुटान सरकारका प्रतिनिधि दासो छिरिङ वाङ्दाले 11 लाख रुपियॉं विद्यालयका प्राचार्य एनआर प्रधान अनि शिक्षाविद् पीआऱ प्रधानलाई हस्तान्तर गरे। दासो वाङ्दा कार्यक्रमका मुख्य अतिथि रहेका थिए भने उनैको बाहुलीबाट विद्यालयको झण्डा उत्तोलन गरेपछि कार्यक्रम गरिएको थियो। कार्यक्रममा भुटानका विद्यार्थीहरूले गीत, नृत्य आदि प्रस्तुत गरेका थिए। यसैबीच एसयुएमआई अनि बीएमसीका विद्यार्थीहरूले पनि विभिन्न कार्यक्रम गरेका थिए।
मुख्य अतिथि दासोले पनि आफूलाई पढाएका शिक्षकहरूलाई समर्पण गर्दै गीत प्रस्तुत गरेका थिए। तिनले आफ्नो सम्बोधनमा भुटानका मुख्यमन्त्रीले एसयुएमआईलाई लेखेको पत्र पढेर सुनाउँदै भने, तीसको दशकदेखि नै भुटानसित एसयुएमआईको साइनो छ। भुटानको निम्ति एसयुएमआईले धेरै गरेको छ अनि अहिले एसयुएमआईको निम्ति पनि भुटान सरकारले केही गर्ने सोचेको हो।
तिनले विद्यार्थीहरूलाई पनि सम्बोधन गर्दै समयसित नै विद्यार्थीहरू अघि बढ्नुपर्ने बताए। यता प्राचार्य एनआर प्रधानले पनि भने, निम्बोङ प्रिजेक्ट पूर्व विद्यार्थीहरूको सपना थियो, जसलाई भुटान सरकारले साकार पार्ने काम गरिदिएको छ, यसको निम्ति कालेबुङको आभार छ भुटान सरकारलाई।
कालेबुङ छिरेका बाहिरका मजदूरहरूको सर्वेक्षण गर्ने जुल्बोले
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। कालेबुङ ठगारहरुको निम्ति सुरक्षित क्षेत्र रहेको कुरा यहॉं हुने अपराधिक घटनाहरूले स्पष्ट पार्छ। कालेबुङमा को आए को गए केही पत्तो पाइँदैन। जसको घरमा पनि भाडामा कोठा पाइने भएकोले जतै पनि जो कोही पनि सजिलै बस्न सक्छन्। कसैले कसैलाई सोध्ने खोज्ने काम हुँदैन। पछि यस्तैबीच ठगार, लुटेराहरूले ठगेपछि भने हल्ला गर्ने अनि पछुतो गर्नै परम्परा विकास भइरहेको बेला अब कालेबुङमा मजदूरी गर्न आउनेहरूको सर्वेक्षण जुल्बोले गर्ने भएको छ। जनमुक्ति युनाइटेट वर्कर वेलफेयर अर्गनाइजेशन अथवा जुल्बोले कालेबुङमा काम गर्न ग्वारग्वार्ती आइरहेकाहरूको सर्वेक्षण गर्ने जुल्बोका अध्यक्ष डीबी प्रधानले बताएका छन्।
तिनले भने, जुल्बोले दैनिक खटिखाने मजदूरहरूको संख्यामा अचानक वृद्धि भएको थाहा पाएको छ। गतवर्षको तुलनामा यसवर्ष धेरै खटिखानेहरूको प्रवेश कालेबुङमा भएको छ। उनीहरूलाई चिह्नित गरिनु अनिवार्य भएको छ। जो जो पनि मजदूरहरू छन् उनीहरूलाई प्रामण पत्र दिइएको छ तर प्रमाणपत्र नहुने अनि चिह्नित नभएकाहरूको संख्यामा भएको वृद्धि सोंच्नुपर्ने कुरा भएको छ। उनीहरूको वृद्धिको कारण स्थानीय खटिखानेहरूको हक र अधिकार हनन् भइरहेको छ। तिनले कालेबुङ थानालाई ज्ञापन चढाएको बताउँदै बाहिरबाट आएका मजदुरहरू को हुन्? कहॉंबाट आए? किन आए? यसबारे सोधखोज हुनुपर्ने माग गरिएको छ। प्रधानले भने, हामीले थाहा पाएका छौं कि यसरी आएका मजदूरहरूले जाली नोटको धन्दा गरेको पनि थाहा पाएका छौं।
वाहन, अन्य सामाग्री चोरेर लगेको पनि थाहा पाएका छौं। गैरकानूनी काम गर्नेहरूको संख्यामा पनि वृद्धि भइरहेको छ। यस्तो हुँदा पनि प्रशासन गम्भीर नभए भविष्यमा आपत निम्तिने निश्चित छ। तिनले जुल्बोले अब उनीहरुबारे सर्वेक्षण गर्ने अनि उनीहरूको प्रामणपत्र,ठाउँ ठेगानाबारे सोधखोज गर्ने त सही मजदूरलाई प्रामण पत्र दिने त केही पत्तो नरहेकालाई भने प्रामण पत्र नदिइने पनि जनाएका छन्।
मोर्चाको विजय जुलूसमा बनवासी नरमाउने
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। जीटीएमा संरक्षित बन पसेन। यो खबर बनबस्तीबासीहरूको निम्ति नितान्तै पीडादायी हो। संगसंगै आन्दोलन गरेको चिया र कुलैनबारी जीटीएमा पसेको छ तर बनबस्ती पसेन। यसकारण मोर्चाले जीटीए पाएकोमा हर्ष मनाउँदै विजय जुलूस निकाले पनि हामी त्यसमा सहभागी हुन सक्दैनौं-यस्तो दुःखदायी पीडा सुनाएका छन् हिमालयन फरेष्ट भिलेज अर्गनाइजेशन जलढका रेञ्चका अध्यक्ष अर्जुन खवासले। भोलि अथवा मङ्गलबार गोर्खा जनमुक्ति मोर्चाले जीटीए पाएको खुशीमा स्कूल, कार्यालय जम्मै बन्द गर्दै बिजय जुलूस निकालिरहेको छ तर त्यो जुलूसमा वनबस्तीका कुनै पनि सदस्यहरू रहनेछैनन्।
खवासले जनाए अनुसार 2 सितम्बरको दिन कसैको निम्ति बिजय दिन भए पनि बनबस्तीबासीहरूको निम्ति हारको दिन सावित भयो। मोर्चाले जीटीएमा संरक्षित बन पस्ने कुरामा बनबासीहरूलाई प्रतिबद्धता प्रकट गरेको थियो तर मोर्चाको प्रतिबद्धता अन्तमा आएर सॉंचो बनेन। खवासले भने, कुलैनबारी र चियाबारीका श्रमिकहरूले पनि जित्यो तर संगै लडेका बनबस्तीबासीहरूले भने हार्नुपर्यो। हार्दाको तीतोपन जित्नेले अनुभव गर्न सक्दैन। यसकारण उनीहरू रमाउन्, हामी रमाउने छैनौं। तिनले अघि पनि वामफ्रण्ट सरकारले बनवासीहरूहरूको हीतमा कुनै कार्य नगरेको बताउँदै तृणमूलको सरकारले पनि केही गर्ने नदेखिएको बताउँदै भने, जीटीए क्षेत्रमा विकास र सहुलियतहरू आउँदा बनवासीहरूको अवस्था कस्तो होला? यो कसैले पनि सोंचेका छैनन्।
तिनले गोर्खा जनमुक्तिलाई शुभकामना दिँदै भने, मोर्चाले जितेकोमा हाम्रो शुभकामना छ। यदि गोर्खाल्याण्डको निम्ति् लड्नुपर्छ भने बनबस्तीबासी तयार छन्। तिनले अझ भने, जुन कुमानीको जङ्गलबाट आन्दोलन भयो, त्यही जङ्गलमा बस्नेहरूले केही पाएनन्। जुन प्राप्तिको निम्ति विक्कि लामा, विमला राई अनि नितु खवासले ज्यान दियो, त्यही ठाउँका मानिसहरूले केही पाएनन्। कुमानीमा मोर्चा हालेर बस्ने आन्दोलनकारीहरूलाई जङ्गलले नै पालेको थियो तर त्यही जङ्गलबासीहरू पछाडी पर्नुपर्यो। तिनले जीटीए बनवासीहरूको निम्ति नभएकोले भोलिको विजय जुलूसमा बनवासीहरू सहभागी नहुने बताएका छन्।
मौखिक आश्वासनमा नउठाउने भनिएको लेप्चा धर्ना- मुख्यमन्त्रीको आश्वासनले नै उठ्यो
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। 2 सितम्बरको दिन यता जीटीएको बील पारित गर्दै उता बङ्गालका मुख्यमन्त्री ममता व्यानर्जीले भनेकी थिइन्, दार्जीलिङका लेप्चाहरू आदिवासी हुन्। उनीहरूको संरक्षण अनिवार्य छ। यसै कारण उनीहरूलाई माग गरेको लेप्चा विकास परिषद गठन गरिने छ। तर लेप्चाहरूले भने, यस्ता मौखिक आश्वासनहरू त कति आयो गयो, तर हाम्रो हीत कहिल्यै भएन। हामी थुतुरवेद अथवा मुखबाजाहरूको विस्वास गर्दैनौं। मुख्यमन्त्रीले विधानसभामा भनेका कुराहरूको मिनट त होला नी, त्यही भए पनि हामीलाई देखाइयोस्। लिखितरूपले कुनै आश्वासन नआएसम्म धर्ना उठाउने छैनौं। लेप्चाहरूले एकपल्ट बोलेपछि त्यो पुरा गर्छ।
उनीहरूले यसो भनेको दुइदिनपछि मुख्यमन्त्री ममता व्यानर्जीले तिनपल्ट मैले बोेलेको लिखित बराबर हो, म पुरा गर्छु भनेर फेरि मौखित आश्वासन नै कोलकाताका लेप्चा प्रतिनिधिहरूलाई दिएपछि लेप्चाहरूले धर्ना उठाउन आज कर लाग्यो। लेप्चाहरूले तीनवटा माग गरेका थिए, त्यसमा मुख्य थियो लेप्चा विकास परिषदको गठन। सोही मुद्दालाई मुख्यमन्त्रीले विधानसभामा सम्बोधन गरेकी थिइन्। दुइवटा मागहरूबारे भने तिनले कुनै टिप्पणी गरेकी छैनन्। गोर्खाल्याण्ड माग्ने गोर्खा जनमुक्तिको आन्दोलनलाई समर्थन गर्ने लेप्चाहरूले जब मोर्चाले गोर्खाल्याण्डको साटो अहिलेको परिस्थितिलाई ध्यान राख्दै विकास गर्न जीटीए थाप्ने भएपछि नै लेप्चा विकास परिषदको माग चर्काएको थियो।
दागोपापमा पनि लेप्चाहरूको निम्ति कुनै प्रावधान उल्लेख गरिएको थिएन अनि अहिलेको जीटीएमा पनि कुनै प्रावधान जिल्लाका आदिवासीहरूको हितमा नराखिएपछि लेप्चाहरूले आफै नै आफ्नो हकको निम्ति आन्दोलन शुरू गरेका थिए। शुरूमा पहाडमा कुनै चहलपहल नगरी सोझै कोलकातामुखी कार्यक्रम गरिए पनि कोलकातामा आन्दोलनकारीहरूलाई पक्राउ गर्ने काम सरकारले गरेपछि भने पहाडमा पनि धर्ना र जुलूस शुरू गरेका थिए। भर्खर मात्र जीटीए थापेकोले धर्ना र जुलूस गर्ने काम मोर्चाले बन्द गरेको बेला लेप्चाहरूले धर्ना र जुलूस गरेका थिए जो सबैको दृष्टिकोण र चर्चामा रहेको थियो। जीटीएको बील पारित गर्दै लेप्चाहरूको मुद्दालाई पनि सम्बोधन गरिएकोले लेप्चा शिविरमा खुशियाली त छायो तर लिखितरूपमा केही नआएकोले धर्ना नउठाउने भएको थियो।
आज कालेबुङको धर्ना उठाउँदै लेप्चा राइट मुभमेन्टका सचिव पीटी सिमिकले भने, आज विहान कोलकाताका प्रतिनिधिहरूले ममता व्यानर्जीसित भेट गरे। लेप्चाहरूको समस्या अनि मुद्दाबारे मुख्यमन्त्रीलाई अवगत गराइयो। लेप्चाहरूको मागबारेमा सरकारीरूपले केवल सम्बोधन गर्ने काम गर्ने गरेको तर कहिल्यै पनि लेप्चाहरूको संरक्षणको पहल भने नगरेको बारे जनाइएको थियो। यस अवधी मुख्यमन्त्री व्यानर्जीले तीनपल्ट मैले बोलेको लिखित बराबर हो भनेपछि हामीले उनको बचनमाथि विश्वास गर्दै धर्ना उठाएका हौं। तिनले भने, ममता व्यानर्जीले जङ्गल महलको समस्या समाधान गर्ने काम गरेकी छन्। जीटीए पनि भयो। तिनले अहिलेसम्म जे जे पनि भनेकी छन् पुरा गर्दै आइरहेकी छन्। यसैकारण उनको बचनलाई यसपल्ट हामीले विश्वास गर्नै पर्छ। उनको बचनलाई कदर गर्दै धर्ना उठाइएको छ।
Dharna off
Kalimpong: The Lepcha Rights Movement called off its five-day dharna here on Monday after chief minister Mamata Banerjee said her government was committed to forming a development board for the community. Bhupendra Lepcha, the convener of the movement, said a Lepcha team held an “informal meeting” with the chief minister in Calcutta on Monday and she re-assured them that she would keep the promise she had made in the Assembly on Friday.

मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। स्थानीय दुःख निवारकको प्रेक्षागृहमा आज एक कार्यक्रमबीच एकता परिवारले 9 औं स्थापना दिवस पालन गर्यो। कार्यक्रममा विधायक डा.हर्कबहादुर छेत्री मुख्य अतिथि थिए भने कर्णल रमेश आले, सरिता राई, क्लुनी सिस्टर लगायत अन्य संघसंस्थाका प्रतिनिधिहरू कार्यक्रममा उपस्थित थिए। शिशु स्वास्थ्य अनि शिक्षामाथि कार्य गर्दै आइरहेको सामाजिक संस्था एकता परिवारको स्थापना दिवसको अवसरमा संस्थाले सामाजिक कार्य गर्दै आइरहेकी हिल सोसियल सोसाइटीका सचिव शोभा छेत्री अनि बाल सुरक्षा अभियान गर्दै आइरहेकी सिस्टर सुवेष्णा थापालाई सम्वर्द्धना जनायो।
हिल सोसियल वेलफेयर सोसाइटीकी सचिव शोभा छेत्रीको अनुपस्थितिमा सोसाइटीका एक सदस्यलाई कर्णल आले अनि परिवारका सभापति विनय घिसिङको बाहुलीबाट प्रसस्ती पत्र प्रदान गरियो। यसरी नै कालेबुङमा बालश्रम रोकथामको निम्ति कार्य गर्दै आइरहेकी सुवेष्णा थापालाई दोसल्ला अनि प्रसस्ती पत्र प्रदान गरियो। कार्यक्रमलाई सम्बोधन गर्दै सुवेष्णा थापाले परिवारले आफूलाई सम्मान जनाउन योग्य सम्झेकोमा आभार प्रकट गर्दै भनिन्, म खुशी छु तर जुन नानीहरूलाई बालश्रम गर्नबाट बचाएर पढाइरहेकी छु,उनीहरूको कारणले नै म यहॉं छु। कालेबुङमा बालश्रम बन्द गर्न अनिवार्य छ, कसैले पनि काम गर्ने बालकबालिका राख्नु उचित होइन। सम्झौतामा आएर यस्तो व्यावहार हुने गरेको छ, जसमा रोक लाग्नुपर्छ।
कानूनी कार्वाही नहुने भएकोले हामीले गरिरहेको कुनै पनि प्रयासले राम्रो परिणाम ल्याएको छैन। यसैबीच मुख्य अतिथि डा.हर्कबहादुर छेत्रीले पनि परिवारको पहललाई सराहना गर्दै शिक्षक दिवसको अवसरमा यसप्रकारको सम्मान गर्ने काम सराहनीय रहेको जनाए। तिनले भने, सुवेष्णा मेरी विद्यार्थी थिइन्, एक विद्यार्थीले समाजमा हुर्किएको अराजकता र रुडी हटाउन जुन प्रयास गरिरहेकी छन्, यसले मलाई पनि देरै उर्जा प्रदान गरेको छ। तिनले समाजिक मानसिकता सबैभन्दा ठूलो रहेको भन्दै सामाजिक कार्यकर्ताहरूको योगदान राजनैतिक कार्यकर्ताहरूको भन्दा ठूलो रहने पनि बताए।
कार्यक्रममा एकता परिवारले विधायक छेत्रीलाई पनि सम्वर्द्धना जनायो। कार्यक्रममा परिवारका उपसभापति प्रतीभा कुमाई, सचिव छिरिङ डेग्घा अनि सदस्यहरूको उपस्थिति थियो। यसै अवसरमा बाल कलाकारहरूले सांस्कृतिक कार्यक्रम प्रस्तुत गरेका थिए।
सिक्किम र दार्जीलिङका धावकहरूलाई प्रायोजना गरिने
मनोज बोगटी, कालिमन्युज, कालेबुङ, 5 सितम्बर। सिक्किम र दार्जीलिङका धावकहरूलाई राष्ट्रियस्तरको म्याराथन दौडको निम्ति प्रायोजना गरिने भएको छ। मुम्बईको ठानेमा सम्पन्न भइरहेको 21 किलोमिटरको म्याराथन दौडमा सहभागी बन्न दार्जीलिङ र सिक्किमका धावकहरूलाई निमन्त्रणा गरिएको छ। 12 वर्षदेखि माथिका युवा-युवती धावकहरूलाई पूर्व अनुभवको आधारमा यस म्याराथनमा सहभागी हुने मौका दिइने छ। जो पनि यसभागी हुन चहान्छन् उनीहरूलाई प्रति व्यक्ति दस हजार रुपियॉं प्रायोजना पनि गरिने छ। पेदोङकी अन्तराष्ट्रीय धाविका रोशनी राईले एक विशेष योजना अनुरूप 200 सम्म धावकहरूलाई प्रायोजना गर्ने बताएकी छन्।
तिनले भनिन्, अहिले बीस जनालाई प्रायोजना गरिने छ तर बीसदेखि 200 सम्म प्रायोजना गर्नै योजना छ। तिनले जनाए अनुसार कालेबुङ प्रेस क्लब अनि भेटेरन्स क्लबसित दार्जीलिङ अनि सिक्किमका धावकहरूले मुम्बईमा म्याराथन गर्न सहभागी बन्न सम्पर्क गर्न सक्नेछन्। तिनले भनिन्, यसैको निम्ति 7 सितम्बरको दिन पेदोङमा विशेष तालिम दिइने छ। तिनी अनुसार कसरी असल जीवन बॉंच्न सकिन्छ भन्ने विषयमा पेदोङमा दिइने नेतृत्व विकास तालिमको निम्ति दिल्लीका ल्याण्डमार्क एजुकेशन कोच विवेक भाल उपस्थित रहनेछन्। उनैले यो तालिम प्रदान गर्नेछन्। अघिबाट नै म्याराथन दौडिएका धावकहरूले यस म्याराथन दौडमा भाग लिन सक्ने छन्। उनीहरूको निम्ति दस हजार रुपियॉं प्रायोजना गरिनेछ।
एसडीएफका विधायक मध्ये ग्याल्छेन र प्रधान मात्र योग्य - चामलिङले ल्याएको प्रजातन्त्र आउटडेटेडः नकुलदास राई
प्रविण खालिंग , कालिमन्युज, गान्तोक, 5 सितम्बर। मुख्यमन्त्री पवन चामलिङले पार्टीका मार्केटिङ एजेन्टहरूको कुरा सुनेर संस्थापक सदस्यहरूलाई पार्टीबाट निकालेर आफ्नै पतनको दिशा निम्त्याइरहेको पूर्व सांसद नकुलदास राईले भविष्यवाणी गरेका छन्। गान्तोकमा सोमबार आयोजित पत्रकार सम्मेलनलाई सम्बोधन गर्दै राईले सत्तारूढ एसडीएफ पार्टीले स्थापनाकालमा अवलम्बन गरेका सिद्धान्त र नीतिको उलंघन गर्दै अप्रजातान्त्रीक क्रियाकलापलाई प्रश्रय दिइरहेको आरोप लगाए।
गत 26 अगस्तको दिन एसडीएफबाट अन्य 16 जना लगायत तिनलाई पार्टीको संविधानको धारा 9 (क) को प्रयोग गर्दै पार्टी अध्यक्ष तथा मुख्यमन्त्री चामलिङले निष्कासनको घोषणा गरेका थिए। आफूलाई एसडीएफका संस्थापक सदस्य मात्र नरहेर पार्टी गठनकालका वास्तुकारको रूपमा सक्रिय रहेको बताउँदै राईले पार्टी अध्यक्षले वास्तविकता नबुझी चम्चेहरूको पोलझोसमा आफूलाई पार्टीबाट निष्कासित गरेको बताए।
एसडीएफ पार्टीको वर्तमान क्रियाकलाप प्रति प्रश्न चिन्ह खडा गर्दै उनले पार्टीको प्रजातान्त्रिक प्रणालीलाई परित्याक्त गर्दै गइरहेको बताए।
एसडीएफ अध्यक्षलाई सानो चित्तको मान्छेको संज्ञा दिँदै तिनले भने, मैले एसडीएफ पार्टीलाई आफ्नो समय, उर्जा, यौवन र सर्वस्व दिएको छु, मैले दिएको योगदान किनेर किन्न सकिन्दैन तर अहिले आएर मेरो कुनै गल्ती नभई पार्टी विरोधी काम गरेको बताउँदै निष्कासन गर्ने आदेश जारी गर्ने अध्यक्षले पार्टी विरोधी कार्य गरेको कुरोमाथि पनि कार्वाही हुनुपर्छ, किनभने पार्टीको संविधान भन्दा ठूलो अध्यक्ष होइन। यदी मेरो पार्टी विरोधी गतिविधि थियो भने मलाई किन कारण बताउ नोटिस जारी गरिएन तथा पार्टी अध्यक्षले किन मलाई सोधेन। यसले एसडीएफ पार्टीका अध्यक्षले आफूलाई पार्टीको संविधान भन्दा माथिको मान्दै राजा बन्ने प्रयास गर्दैछन् यस्तै कुरोहरूमा हाम्रो मतभिन्नता छ।
तिनले सोझै मुख्यमन्त्रीको व्यावहारलाई स्प्लीट एटिट्युड र विरामीग्रस्त भन्ने संज्ञा दिए। हरेक नागरिकलाई जनताको पक्षमा कुरा राख्ने प्रजातान्त्रिक अधिकार रहे तापनि सिक्किममा यस्तो गर्नेहरूलाई एसडीएफ अध्यक्षले जनविरोधी, महत्वकांक्षीको संज्ञा दिएर जनमुखी कार्य गर्न सधैं वाधित गर्ने गरेको बताए।
यसैसन्दर्भमा उनले हाल एसडीएफ पार्टीवाट 32 जना निर्वाचित नेताहरूमा के टी ग्याल्छेन र एनके प्रधान बाहेक कोही पनि समय सापेक्ष नेतृत्व गर्न सक्ने योग्यता भएको नेता नरहेको दावी गरे। तिनले भने, चामलिङले 1993 सालमा ल्याएको प्रजातन्त्र अहिले आउट डेटेड भइसकेको छ, युवाहरू नयाँ परिभाषायुक्त प्रजातन्त्रको अपेक्षा गरिरहेका छन् त्यसमा चामलिङको नेताहरू पुरै फेल छन्। यसकारण आगामी 2014 को चुनाउमा एसडीएफले 2009 सालमा जस्तो सजिलै सत्ता हत्याउने आशा नगर्दा हुन्छ तिनले भने। यसबारे अझ वैज्ञानिक तर्क राख्दै भने, आगामी 2014 सालमा सिक्किममा 30 प्रतिशत युवाहरूले मतदान गर्नेछन् जसले शिक्षित र योग्य नेताको नेतृत्वमा रहेको प्रजातन्त्रलाई मान्यता दिनेछन् यसगरि नरबहादुर भण्डारीको नेतृत्वमा पनि 33 प्रतिशत जनता रहेको छ यसकारण अबको चुनाउमा चामलिङको पार्टीमा कति प्रतिशत जनता रहला त्यो स्पष्ट छ।
अर्कोतिर तिनले प्रधानमन्त्री र राष्ट्रपतिलाई भारतीय जनता पार्टी (भाजपा) राष्ट्रिय अध्यक्ष नितिन गडकरी सिक्किमका मुख्यमन्त्रीलाई देशकै सबैभन्दा भ्रष्ट्राचारीको संज्ञा दिएर ज्ञापन पेश गरिसकेको खुलासा गरे। यदी भाजपा अध्यक्षले गलत बयान दिएका हुन भने एसडीएफ पार्टीले किन कार्वाही गर्दैन तिनले भने। यदी भ्रष्ट्राचार मुक्त छन् भने चामलिङले गडकरीलाई मानहानीको मुद्दा लगाएर देखाउनुपर्छ, तिनले भने। अर्कोतिर एसडीएफ पार्टीको मिख्खोलामा पहिलो एसडीएफको जनसभामा रहेका नेताहरूमा अहिले पासङ शेर्पा मात्र रहेको तथा अन्य सबै नेताहरू जीएम राई, नकुलदास राई, भोजराज राई, कहाँ छन् त्यसैले अहिले एसडीएफ गठन हुँदा ढुंगा मुडा गरेर मान्छे कुट्नेहरू रातो बत्तीमा हिँड्दैन छन्, तिनले भने। अर्कोतिर आफू मध्यम मार्गी भएर सत्ताको निम्ति नभई समग्र राजनैतिक दलहरूलाई नयाँ प्रजातन्त्रको निम्ति एक जुट भएर भोटे-लाप्चे-नेपाली-व्यापारी सरकार फेरौ यसपाली भन्ने नारालाई आत्मासात गर्दै युग सापेक्ष नेतृत्व तयार पार्ने घोषणा गरे।
Education in the top priority list of the State
Prabin Khaling, KalimNews, GANGTOK, September 5: Chief Minister Pawan Chamling today called for a collective responsibility from all for bringing quality education in the schools of Sikkim.
“The main thing is to be responsible and accountable. Each one of us has to be responsible with accountability. Improvement in education is taking daily and to maintain it, we all have to contribute whatever we can”, said the Chief Minister while addressing the Teachers’ Day function here at Chintan Bhavan.
Teacher’s Day is observed all over the country on September 5 to commemorate the birth anniversary of Dr Sarvapalli Radha Krishnan.Speaking as the chief guest on the occasion, Chamling told the gathering of teachers, headmasters and school heads about the sanctions accorded to infrastructural demands of schools during his recent tour of south, west and north districts.
“The State government has always been according top priority to the human resource development department by allocating 20 percent of its annual budget for education. We want education to be life-oriented and there should be no lack of resources for schools. This time, we have sanctioned hundred percent of the demands for toilets, playgrounds, auditoriums and new buildings for schools in Sikkim”, said Chamling.
The Chief Minister informed that ground works for these infrastructure building will commence within this month and urged all school heads to give their personal attention on the quality of works being undertaken. He also reminded the teachers about their huge responsibilities for creating ideal citizens from their students for a healthy society.
State human resource development minister NK Pradhan pointed out that ever since the Sikkim Democratic Front party came to power in 1994, Sikkim has seen tremendous improvement in every sector including education. “We have achieved a lot but we cannot be contended. As far as education is concerned, sky is the limit”, he said. Pradhan urged the teachers to understand the wider dimensions of their profession. “Teachers cannot afford to make mistakes as it will go deep into the minds of their students who will carry it for the rest of their lives”, he said.
State awards were presented to eight government school teachers onthe occasion. They were KB Subba (primary teacher, Mukrung secondary school) and PD Rai (headmaster, Rumbuk junior high school) from West district; Sonam Tshering Lepcha (headmaster, Malling primary school) and Tenzong Lecpha (primary teacher, Labi-Rangdam primary school) from North district; PL Sharma (headmaster, Rong secondary school) and Suk Tshering (primary teacher, Sripadam junior high school) from South district; Ranjana Pradhan (graduate teacher, Deorali senior secondary school) and Pemba Tshering Bhutia (primary teacher, Sonamati Memorial secondary school) from East district.
Fifteen teachers also received commendation awards on the occasion while Kyi-De-Khang secondary school and Melli Gumpa secondary school received the best performing school awards in government and private school category respectively.

PR, KalimNews: The Comptroller & Auditor General of India, Shri Vinod Rai arrived in Sikkim and would be visiting Sikkim till 8 September 2011. CAG would be putting up in Raj Bhavan as State Guest and would call on His Excellency, the Governor of Sikkim and the Hon’ble Chief Minister, Dr. Pawan Chamling during his brief stay in Sikkim. It is learnt that Comptroller and Auditor General of India would discuss on key strategic issues governing state finances and enhancing accountability.
>CAG will also inspect the local Accountant General office and interact with officers and staff on variety of issues and may also visit places of interest having historical importance and traditional value. His entourage is likely to include other senior officers such as Addl. Deputy CAG and senior officers from CAG office.
Mr. Vinod Rai took over as the Comptroller Auditor General of India in January 2008. He has wide experience of working in various capacities at both, the Federal and State Governments. His previous position was as Secretary in the Ministry of Finance, Government of India, where he was responsible for managing the Financial Services sector, including banks and insurance companies. He has been a Director on several Boards including the State Bank of India, ICICI Bank, IDBI Bank, Life Insurance Corporation of India and Infrastructure Development and Finance Company of India.
Mr. Rai was instrumental in setting up the India Infrastructure Finance Company and was also on the Board of this company. Mr. Rai has also been the Principal Secretary (Finance) in the State Government of Kerala, apart from holding senior positions in the Ministries of Commerce and Defence, Government of India.
Mr. Rai’s present responsibilities in the international arena include membership of the U.N. Panel of External Auditors and of the Governing Board of the International Organization of Supreme Audit Institutions (INTOSAI). He is also a member of the Professional Standards Committee and Sub-Committee on Compliance Audit of INTOSAI and of the working groups on Environmental Auditing and Public Private Partnerships. Mr. Rai is the Member of the Governing Board of the Asian Organisation of Supreme Audit Institutions (ASOSAI).
IS GORKHA TERRITORIAL ADMINISTRATION (GTA) A BIG LOLLIPOP?

The agitation muscled its way through a range of obstacles playing with the hopes and dreams of the people since 1980s. There were days when headless corpses were displayed in the marketplace, People were hanged and shooting was rampant. They have paid umpteenth price for the sake of statehood. The Central and the West Bengal government played active roles to thwart the movement numerous times however the drive for freedom propelled the agitation forward. People were killed, Children became orphans, schools were closed, the bandhs were frequent, there were inter-party clashes and political killing; Despite, an array of ordeals, The Gorkhas have finally got Gorkhaland Territorial Administration (GTA).
What is a Gorkhaland Territorial Administration (GTA)? How will it ease the life of the Hills and the Dooars? Why does the GTA exclude the Dooars area? These are prominent questions that the Gorkha leaders and the West Bengal government will have to answer. The new tripartite deal between Gorkha Janamukti Morcha(GJM), the West Bengal government and the Central Government of India has brought fresh hopes for Gorkhas. As Bimal Gurung had pointed that it is another milestone towards a full-fledged statehood, we still have to see what his statement imply? However, Mamta Banerjee had outrightly rejected the possibility of the formation of a separate Gorkha state thus this achievement should not be taken as a complete victory. Likewise, Benoy Tamang, a senior GJM member had said that it was a semi-final. The true status of GTA should sit somewhere amidst these verdicts. The semi-autonomous administrative setup for the Gorkhas is still on tenterhooks as the GTA bill has not been finalized. During the time of Subash Ghising, the Gorkhaland movement had been aborted with the formation of Darjeeling Gorkha Hill Council (DGHC) which was also termed as an autonomous body meant for the welfare of the hill. Is GTA, like the DGHC, just another name to escape from the big reality of Gorkhaland?
GTA definitely has to be big in its scope and approach. It has to accommodate the wishes of the people of Darjeeling and the Dooars who have given up everything for the sake of statehood. It should fulfill the dreams of all those martyrs who died for the cause of Gorkhaland. It should not be another big lollipop from the West Bengal government.
If the GTA becomes a replica or a moderate extension of Darjeeling Gorkha Hill Council, that would be another lethal blow for the people. The Gorkha leaders must take this pace as a stepping stone for the formation of an independent Gorkha state. Meanwhile the GTA must be able to address as much benefit as possible for the people of the Hills and the Dooars region. The Gorkhaland issue stands at a critical verge today and a small error can ruin the peace and prosperity of the entire region. The GTA agendas should be transparent.
Frequent animosities between the cadres of GJM, GNLF and the ABJL have weakened the overall strength of the Gorkhas. The inter-party turmoil has deferred the agenda for statehood. These abnormal fissures amongst various political parties will serve as a harbinger in dividing the Gorkha community. The leaders will have to forge a common consensus despite political differences and work for the bigger agenda of Gorkhaland.
The GTA Bill 2011 has to accommodate the hopes and aspirations of the people of the Dooars region to some extent. They have sacrificed as much as the people of the hills to make Gorkhaland a reality. Is this limited share of authority which excludes the Dooars, a tactic to weaken the fabric of Gorkha community? Excluding them from any form of major political developments would raise the possibility of intra-communal conflict.
GTA should be a regarded as a transition for Gorkhaland. The people have sacrificed so much to shape their destiny thus no further tantrums should obstruct their objective. Fight for statehood has been long and tiring. It has fractured the hills and severed developments. The nightmare should now be over in the Hills and the Dooars. Gurung had once said, ‘This is not the end of our struggle. “The main thing is to be responsible and accountable. Each one of us has to be responsible with accountability. Improvement in education is taking daily and to maintain it, we all have to contribute whatever we can”, said the Chief Minister while addressing the Teachers’ Day function here at Chintan Bhavan.
Teacher’s Day is observed all over the country on September 5 to commemorate the birth anniversary of Dr Sarvapalli Radha Krishnan.Speaking as the chief guest on the occasion, Chamling told the gathering of teachers, headmasters and school heads about the sanctions accorded to infrastructural demands of schools during his recent tour of south, west and north districts.
“The State government has always been according top priority to the human resource development department by allocating 20 percent of its annual budget for education. We want education to be life-oriented and there should be no lack of resources for schools. This time, we have sanctioned hundred percent of the demands for toilets, playgrounds, auditoriums and new buildings for schools in Sikkim”, said Chamling.
The Chief Minister informed that ground works for these infrastructure building will commence within this month and urged all school heads to give their personal attention on the quality of works being undertaken. He also reminded the teachers about their huge responsibilities for creating ideal citizens from their students for a healthy society.
State human resource development minister NK Pradhan pointed out that ever since the Sikkim Democratic Front party came to power in 1994, Sikkim has seen tremendous improvement in every sector including education. “We have achieved a lot but we cannot be contended. As far as education is concerned, sky is the limit”, he said. Pradhan urged the teachers to understand the wider dimensions of their profession. “Teachers cannot afford to make mistakes as it will go deep into the minds of their students who will carry it for the rest of their lives”, he said.
State awards were presented to eight government school teachers onthe occasion. They were KB Subba (primary teacher, Mukrung secondary school) and PD Rai (headmaster, Rumbuk junior high school) from West district; Sonam Tshering Lepcha (headmaster, Malling primary school) and Tenzong Lecpha (primary teacher, Labi-Rangdam primary school) from North district; PL Sharma (headmaster, Rong secondary school) and Suk Tshering (primary teacher, Sripadam junior high school) from South district; Ranjana Pradhan (graduate teacher, Deorali senior secondary school) and Pemba Tshering Bhutia (primary teacher, Sonamati Memorial secondary school) from East district.
Fifteen teachers also received commendation awards on the occasion while Kyi-De-Khang secondary school and Melli Gumpa secondary school received the best performing school awards in government and private school category respectively.
