Hill civic polls on Dec 11
VIVEK CHHETRI, TT, Darjeeling, Sept. 26: Elections to the four hill municipalities will be held on December 11, more than two years after polls could not be held following stiff resistance from the Gorkha Janmukti Morcha and nobody coming forward to file nominations.
So long, Darjeeling, Kalimpong, Kurseong and Mirik municipalities had been run by a board of administrators.
District magistrate Saumitra Mohan said: “We have received a notification from the state government and elections to all the four hill municipalities will be held on December 11.” The schedule for the election has, however, not been finalised but is expected in a day or two.
The elections to the municipalities were scheduled for June 28, 2009 last time. But following opposition from the Morcha which demanded that the state government first implement a three-tier panchayat system in the hills, nobody filed nominations.
The Darjeeling municipality was set up in 1850 and is the second oldest in Bengal with 32 wards. Kalimpong has 23 wards followed by 20 wards in Kurseong and nine in Mirik.
Since July 14, 2009, a day after the five-year term of the hill municipalities came to an end, the civic bodies have been run by a board of administrators with the SDOs of the respective subdivisions as chairpersons of the board.
After the memorandum of agreement was signed between the Centre, the state government and the Morcha on July 18 this year to set up the Gorkhaland Territorial Administration, provisions were included to ensure that the three- tier panchyat system was brought back in the hills.
Following the insertion of the clause, the Morcha is now eager to hold the municipal elections. The state government has, however, made it clear that the three-tier panchayat system would be in place only after the GTA is implemented. The Morcha, too, had agreed to the state government proposal.
This time too the Constitution has to be amended. It was amended once in 1992, soon after the DGHC was formed. The amendment was necessitated to implement a two-tier rural system for the Darjeeling hills since no two zilla parishads — the highest rung in the panchayati system — could exist in one district. So while the plains of the Darjeeling district had a Mahakuma Parishad (equivalent to the zilla parishad), the hills had a two-tier system without the zilla parishad.
This clause will now have to be amended to put in bring back the three-tier panchayat system in the hills.
Sikkim govt shuts schools till October 10
BIJOY GURUNG, TT, Gangtok, Sept. 26: All schools across Sikkim will reopen on October 10 after Puja (or Dasain) vacation, the government has announced after taking stock of the widespread damage that educational institutions suffered in last Sunday’s quake.
Classes in the 779 government schools and some of the 325 private institutions had been suspended since September 19. But some unsuccessful attempts in the past few days to resume classes in alternative rooms and a gloomy weather prompted the government today to officially announce a break till October 1, when the Puja holidays start.
“All government schools are closed till October 1. They will reopen on October 10 after the Puja holidays. We had tried for a couple of days to resume classes but could not do it as the schools were not in good condition and weather continues to remain bad. We don’t want to take any chances,” said state human resource development secretary C.S. Rao.
Rao said the schools would have to take extra classes in winter to make up for the loss. “Earlier it was scheduled that the schools would close on December 17 for winter break but now it will close only on December 22,” he said. “We have also conveyed our decision to the private schools but if some of them want to continue with the classes, we have no objection,” Rao said.
He said there were around 1.18 lakh students in the government schools and 24,000 in the 325 private institutions. Nearly 430 government schools have suffered major damage. Of them, 54 schools have totally or partially collapsed, according to a preliminary report collected by the department.
“The school heads will be available during this break to consult with the local panchayats and school managing committees to make alternative arrangement so that classes can start from October 10,” said Rao.
The chief minister has given Rs 50 lakh as immediate relief for restoration of the school buildings, he said.
Rain break for schools
VIVEK CHHETRI, TT, Darjeeling, Sept. 26: Continuous rain in the hills for the past 48 hours prompted many schools to suspend classes today and others to advance their Puja vacation by three days.
A stretch of about 20 metres of the 18 Lebong Cart Road in Darjeeling caved in around 10.30 last night, disrupting traffic between the town and areas like Singamari and Lebong on the fringes and even to Jorethang in Sikkim.
Although there is an alternative route through the Padmaja Naidu Himalayan Zoological Park to bypass the cave-in, St Joseph’s School (North Point) decided to close down for the Puja vacation today itself.
The Puja holiday was earlier scheduled from September 30.
“Even though there is an alternative route to reach our school, we thought it would be too much of an inconvenience to ask students to use that congested stretch. This is why we decided to advance the Puja vacation,” said Father Kinley Tshering, rector of North Point School in Singamari, around 3km from Darjeeling town. The day scholars come to school in buses or cars. Some of them also walk to school. Classes will resume after vacation on October 16, as scheduled.
Father Tshering said the parents of the boarders have been informed. The school has around 600 boarders from the hills, Siliguri, Calcutta, Bihar, Sikkim, Nepal, Bhutan, Bangladesh and even Thailand.
Mount Hermon School, which is situated in the same area as North Point, however, did not suspend classes today.
“If the rain persists we may think of closing down for a day or two,” said George Fernandez, principal of Mount Hermon.
Asked if the Puja holidays, scheduled from October 1, would be advanced, Fernandez said: “With the earthquake, then the landslide and the rains the general spirit is very low. I personally would have wanted to close down for vacation but again if we do so the parents will be inconvenienced as most of them have already booked tickets for October 1. Rescheduling their tickets during tourist season would be difficult.”
Mount Hermon authorities, however, said they might allow boarders from nearby areas like Sikkim to leave earlier if the rain persisted.
Many schools like Ramakrishna Siksha Parisad and St Robert’s Higher Secondary, located in the heart of the town, also suspended classes because of the rain.
Weather experts have warned that a low pressure had developed in the region and there could be more rain in the days to come
“A low pressure trough is hovering over north Bengal and adjoining Bihar at 5.8km above the sea level. This would cause heavy to very heavy rainfall in Darjeeling, Jalpaiguri and Cooch Behar districts in the next 24 hours,” Indranil Sengupta, the assistant meteorological officer of the Regional Met Office in Jalpaiguri, said.
The stretch of 18 Lebong Cart Road that caved in is likely to take almost a month to be restored.
District magistrate Saumitra Mohan said: “Engineers from the public works department are trying to get the road temporarily restored but it will take about a month to permanently repair the stretch.”
CM hits out at hydel link to quake - Caution on rumours

To refute the allegations and allay fears, the chief minister also cited the example of Canada and Switzerland, countries that he claimed were dotted with hydel projects but were safe.
Experts from IIT Kharagpur, too, said hydel projects could not be blamed for earthquakes.
“It has been 10 years since our government initiated power projects in Sikkim. Earlier, too, such earthquakes happened in Sikkim but at that time there was not even electricity, forget power projects. There are whispers floating in Gangtok blaming hydel power projects for the earthquake, which was a natural calamity. This is one proof that such propaganda is false,” Chamling said while distributing ex gratia to the 400 earthquake victims of East Sikkim at Chintan Bhavan here.
Sikkim will have 31 hydel projects by 2015 and they are expected to generate Rs 1,500 crore annually.
“Second, Canada and Switzerland have the highest number of mega hydel power projects and tunnels, and revenue from hydro power make these countries rich and self-sufficient. If the power projects are reason for earthquakes then these two countries would have been devastated much earlier,” Chamling said.
As a third argument, the chief minister said the tunnels related to the projects were all 100 feet below the ground but Sunday’s quake originated 2,000km below the surface of the earth. “Hence, there is no connection between the tunnels and the quake,” he said. He also took recourse to history to allay fears triggered by rumours of another immediate quake hitting Sikkim. “Everyone knows that Sikkim experienced an earthquake after a long gap. We had earthquakes in history and according to the scientific data and our experience, another major quake in Sikkim is possible only after 15-20 years,” said Chamling.
A faculty member of the geology and geophysics department of IIT Kharagpur said Chamling was correct when he said hydel projects had not triggered the earthquake. “Hydel projects do not cause earthquakes and the chief minister is correct on that count. However, the earthquake of September 18 took place at a depth of 19.7km below the surface. He must have meant 20km. Earthquakes do not take place below depths of 700km,” he said.
Despite the scientific facts, the chief minister said, “irresponsible people” were circulating text messages about another immediate impending quake triggered by hydel power projects.
“Our people must be conscious and on guard against such rumours. I have not initiated power projects to trigger earthquakes but to provide a perennial source of revenue for Sikkim and its development and to remove poverty,” said Chamling.
The chief minister said most of the labourers and engineers working at the power project sites had fled. “This will lead to a delay of one year in the completion of projects and Sikkim will lose Rs 500 crore. No one has given a thought to this and anti-people elements are busy spreading rumours,” he said.
The chief minister has already distributed ex gratia in South, West and North districts. While the death compensation is Rs 5 lakh (the official toll is 77), Rs 50,000 was given for serious injuries and Rs 25,000 for minor ones.
“We are not discriminating between victims on the basis of whether he or she is a Sikkimese or not… We may be a small state with six lakh people but we have a large heart. Non-locals had died more than local people. They had died while working for Sikkim’s development,” said Chamling.
Later in the day, government spokesperson KS Topgay said Prime Minister Manmohan Singh, who was supposed to visit Sikkim tomorrow, has cancelled his trip.

मनोज वोगटी, कालिमन्युज, कालेबुङ, 26 सितम्बर। अब शीघ्र नै कालेबुङको ट्राफिकमा व्यापक परिवर्तन देखिने भएको छ किन भने यसको निम्ति महिनौं लगाएर महकुमा प्रशासनले सबैको सहमतिमा तयार पारेको ट्राफिकको ब्लुप्रिन्टलाई जिल्ला शासक समक्ष पठाएको थियो। त्यसलाई जिल्ला शासकले अनुमोदन गरेर शीघ्र नै कार्यान्वयनको निर्देश कालेबुङ महकुमा अधिकारीलाई दिएका छन्। जिल्ला शासकद्वारा अनुमोदित ट्राफिकको चुडान्त प्रस्तावनालाई महकुमा अधिकारीले सम्बन्धित सङ्घसंस्था अनि निकायसमक्ष प्रेषित गरिसकेको छ। कालेबुङको गाडे घाउ समान बनेको ट्राफिकको समस्या समाधान गर्न वर्षौंदेखि महकुमा अनि नगरपालिका प्रशासनले प्रयास गरिरहेको थियो। यसको निम्ति बेलाबखतमा विभागले विभिन्न नियम कानून बनाएर त्यसलाई लागू गर्ने कोशिष पनि गरेको थियो। दुइचार दिन नयॉं नियम लागू भएपनि केही समयपछि त्यसको उलङ्घन हुने र र पुरानै अवस्थामा ट्राफिकको समस्या आउने क्रम धेरैपल्ट चलिसकेको छ।
यसपल्ट भने महकुमा प्रशासन अनि नगरपालिकाले कालेबुङको गाडे घाउलाई सधैँको निम्ति निको पार्नको निम्ति प्रतिबद्ध ओप्रेशन शुरू गरिसकेको छ। यसको निम्ति निकायले कालेबुङका सम्पूर्ण राजनैतिक दल अनि सामाजिक संस्थाहरूको सहमति पनि लिइसकेको छ। 22 अगस्तको दिन महकुमा अधिकारीले सबैलाई सामेल गराएर नयॉं ट्राफिक व्यवस्थाको रुपरेखाबारे बुझाएका थिए। महिनौं दिनसम्म यसबारे विभिन्न चरणमा बैठकहरू बसेर सम्पूर्ण समस्याहरूको निदान गरेर एउटा चुडान्त योजना तयार पारेको थियो। सोही योजनाको चुडान्त खेस्रा जिल्लाशासकलाई अनुमोदनको निम्ति पठाइएको थियो।
जिल्ला शासकले खेस्रालाई उपयुक्त मान्दै शीघ्र नै नयॉं ट्राफिकको नयॉं परिचालना शुरू गर्ने निर्देश कालेबुङ महकुमा अधिकारीलाई दिइसकेका छन्। नयॉं ट्राफिक व्यवस्था अनुसार वाहनहरूको रखरखाउमा व्यापक परिवर्तन गरिएको छ। भीड कम गराउनको निम्ति कालेबुङका सम्पूर्ण सानाठूला स्ट्याण्डमा राख्ने वाहनहरूलाई सुनिश्चित गराइएको छ भने उप्रान्त ट्राफिकको नियम पनि परिवर्तन गरिएको छ। यसकोनिम्ति क्षेत्रीय परिवहन अधिकारीले पनि नोटिफिकेशन जारी गर्दै नयॉं नियमहरूलाई शीघ्र नै कार्यान्वयन गराइनुपर्ने जनाइसकेका छन्।
कतिवटा स्ट्याण्डमा कतिवटा वाहन राख्न सकिन्छ अनि प्राइवेट वाहनहरूलाई पनि त्यहॉं कसरी व्यवस्थित गराइनुपर्ने हो त्यसबारे पनि प्रभावकारी नियमहरू तयार पारिएको छ। नियमका प्रमुख बुँदाहरू अनुसार उप्रान्त बिहान 6 बजीदेखि 9 बजी अनि अपरान्ह् 2 बजीदेखि 4 बजीसम्म ट्रकहरूले शहर पस्न पाउने छैनन्। तोकिएको समय अघि र पछि मात्र ट्रकहरूलाई नगरमा प्रवेश दिइने छ। पसल र घरमा सामान पुर्याएर झार्ने काममा पनि नयॉं नियमले प्रतिबन्ध लगाएको छ। यसमा ग्यास, अन्न अथवा खाद्यान्न अनि पेट्रोल बोक्ने वाहनलाई भने छुट दिएको छ। सधैँ जहिले सुकै शहर पस्ने र ट्राफिकमा समस्या उत्पन्न गर्ने मेन लाइन ट्रकहरू शहरबाट 9 बजी निस्केर बेलुकी 4 बजी मात्र शहर पस्न पाउने छन्।
उप्रान्त पसलहरू अघि रहेको जम्मै ट्राफिक कोन डिभाइडरहरू पनि निकालिने भएको छ। बाहिरबाट आएका सबै वाहनले यात्रुहरूलाई वर्तमान मोटर स्ट्याण्डमा उतारेर नयॉं मोटर स्ट्याण्ड(नोभेल्टी हल परिसर)मा बिसाउने छ भने वान वे-को ट्राफिक नियममा पनि फेरबदल ल्याइएको छ। उप्रान्त एम्बुलेन्स सेनाका साना वाहन, रातो बत्ती भएका अनि अधिकारीका वाहनले पनि ट्राफिकको नियम पालन गर्नुपर्ने भएको छ। मुख्य गरी सेनाका वाहनहरूले शहरमा ट्राफिक समस्या उत्पन्न गर्ने गरेको थियो। अबदेखि नगरपालिका क्षेत्रमा कुनै पनि ठूला वाहनहरू बाटो छेउमा रोकेर राक्न नपाइने भएको छ। नयॉं व्यवस्थापन अनुसार ठाउँठाउँमा नै नो पार्किङ जोन तयार गरिएकोछ जसलाई सबैले नै पालन गर्नुपर्ने भएको छ। घर निर्माणका सामाग्रीहरू उतारेपछि अति शीघ्र सामानहरू उठाइ हाल्नुपर्ने भएको छ भने अबोप्रान्त मा सुपर मार्केट अघिको दुइचक्के स्ट्याण्डलाई पुलिस क्वार्टर र सिल्भरओक्स छेउको बाटोमा सारिने छ। पुरानो मोटर स्ट्याण्डमा 6 वटा बस अनि तोकिएको संख्यामा प्रत्येक लाइनका साना वाहनहरूमात्र राखिने भएको छ। य उप्रान्त पनि धेरै टाउँमा नो पार्किङ अनि शुल्क पार्किङलाई पनि स्थापित गरिने भएको छ।

केन्द्रिय कमिटीका नेताहरूले चप्पल चुट्टिएको समेतको पोल हाल्ने बानी अनि क्षेत्रीय प्रतिनिधिहरूको आफ्नो स्वार्थका कार्यहरूले रुष्ट बनेका अध्यक्षले उनीहरूलाई पार्टीको काइदा बुझाउँदै हॉंसी हॉंसी भक्कुचुर गाली गरे। कार्यकर्ताहरूप्रति रूष्ट हुँदै तिनले भने, भुइँचालोले जिल्लाभरि नै क्षति पुर्याएको छ, त्यसमा पनि सबैभन्दा धेर क्षति कालेबुङमा भएकोले दार्जीलिङको निरीक्षण नगरी म कालेबुङ आएँ, गाउँबस्ती डुलें। खानु नपाएर, बस्तीका मानिसहरू भुइँचालोले हरिबिजोक बनेको देखें। कोही आँखै नदेख्ने, कोही कानै नसुन्ने पीडितहरू क्याम्पमा तिर्पलको सहारामा बसिरहेका छन् तर जोनका प्रतिनिधिहरू भने उनीहरूको हाल खबर सोध्न समेत गएनन्। म बस्ती पुग्दा मलाई अनुहार देखाउन नसक्ने प्रतिनिधिहरू पनि भेटें। यस्तो दुःख पर्दा पार्टीले खास काम गरेको हुनुपर्ने, हामी पनि जनताको डाडु पन्यू हौं। यहॉंका मानिसहरूले भोट देवोस् नदेवोस्, तर परेको बेला उनीहरूलाई सहयोग पुर्याउनुपर्छ। यसो गर्ने सॉंचो नेता हुन्छ। तर कसैले पनि यसरी सोंचेर काम गरेको देखिएन।

केन्द्रिय कमिटीले याद राख्नुपर्छ, फाल्टो कुरामा लाग्दा आफू पनि चिप्लिएला। यस्तो खाले राजनीति कालेबुङमा बारम्बार हुँदैछ। जनता सही ठाउँमा छन्। जनतालाई उठाएर घरि यता घरि उता लाने काम हुँदैछ। यस्तो काम नेताहरूबाट भइरहेको छ। यस्तो काम कसैले पनि नगरिदिनु। म काम गर्ने मान्छे हुँ, ठग्नेहरूलाई सहनु सक्दिन। केन्द्रिय समितिलाई दुइहात जोडेर विन्ति गर्छु, जनतालाई हसाउँनु पनि पाप हो रुवाउनु पनि पाप हो। यस्तो गर्नु हुँदैन।
तिनले कालेबुङमा दादागिरी शुरू भइहाल्ने जनाउँदै व्यङ्ग्य पनि गरे। तिनले आफू छेउमा आएर उभिएर फोटो खिच्ने अनि फोटो लगेर कन्ट्राक्टरहरूलाई देखाएर पर्सन्टेज असुल्नेहरू धुर्तहरू पनि कालेबुङमा प्रशस्तै भेटिएको बताउँदै भने, म त बिमल गुरूङको खास मान्छे भन्दै फोटो देखायो अनि पैसा खायो। यस्तोहरू पनि कालेबुङमा छन्। तिनले यस्तो प्रतिनिधिहरूदेखि वाक्कदिक्क बनिसकेको बताउँदै कतिपय जोनल कमिटी विघटन गरी नयॉं बनाउने अनि समष्टी पनि बनाएर प्रतिनिधिहरूलाई आफ्नो काम जिम्मा लगाउने पनि बताए। कालेबुङमा पार्टीको अन्तरकलह र अनियन्त्रित तालमेलको भेद खोल्दै अझ भने, बिमल, आशा गुरूङ आउँछन्, जनताको हालखबर सोध्छन्। यहीकाले त्यसो किन गर्दैनन्? यहॉं किन भित्रभित्र नै विवाद मात्र हुन्छ? किन कलह मात्र हुन्छ? किन पोल हालाहाल मात्र हुन्छ।

गोर्खाल्याण्ड टेरिटोरियल एड्मिनिष्ट्रेशनको गठनपछि पहाडको विकास चौतर्फी हुने बताइएको छ। सोही पर्यटनलाई सुगम र व्यवस्थित गर्न अहिले जीटीएबाट नगरहरूको ट्राफिकलाई उच्चस्तरीय बनाइने योजनालाई पहिलो सूचीमा राखिएको छ। 18 सितम्बरको दिन आएको भुइँचालोले सिक्किमको पर्यटनलाई पूर्णरूपले तहस नहस गरेकोले अहिले पर्यटकहरूले दार्जीलिङ जिल्लातिर हेर्न थालेका छन्। यसैकारण दुइ महिना अघि नै गरिएका होटल बुकिङहरू अहिलेसम्म पनि रद्द गरिएको छैन। राज्यका मन्त्रीहरूले दार्जीलिङ जिल्लामा भुइँचालोले पारेको असरमाथि कुनै पनि चिन्ता व्यक्त नगरेकोले पर्यटकहरूलाई दार्जीलिङ जिल्लामा भुइँचालोबाट जोगिएको र दार्जीलिङ घुम्न जॉंदा खतरा छैन भन्ने भ्रम परेको छ। आन्तरिकरुपले भुइँचालोको ताण्डव दार्जीलिङ जिल्लामा व्यापक पारेको छ तर सरकारी तौरमा यहॉंका नोक्सानी र असरलाई सम्बोधन नगरिएको अथवा वास्ता नराखिएकोले दार्जीलिङ सुरक्षित नै रहेको पर्यटकहरूले ठानेका छन्।
मुख्य मन्त्री दार्जीलिङमा केही मिनट मात्र उभिएर सिक्किमतिर नै चिन्तित बनेकोले अनि राष्ट्रीय मीडियाले दार्जीलिङ जिल्लाको भुइचालो असरलाई प्रकाश नल्याएकोले पनि पर्यटकहरूलाई दार्जीलिङ सुरक्षित रहेको सन्देश गएको छ। तर वास्तविकता भने अर्कै रहेको यहीँका बासिन्दाहरूलाई मात्र थाहा छ।
कालेबुङ होटल एशोसिएसनले दुइ महिना अघि गरिएका कुनै पनि बुकिङ अहिलेसम्म रद्द नभएको पुष्टि गरेको छ। संयोगिता सुब्बाले जनाए अनुसार एसोसिएसन अन्तर्गत रहेका 47 वटा होटलहरूमा कुनै पनि बुकिङ रद्द भएको छैन।
त्यसबाहेक एसोसिएसन अन्तर्गत नरहेका होटलहरूमा पनि बुकिङ रद्द छैन। यसले पर्यटकहरूले यो सिजनमा कालेबुङ घुम्ने मन बनाएको स्पष्ट छ। नगर वरिपरिका क्षेत्रहरू सुरक्षित नै छन् तर कुनै गाउँबस्ती भने भुइँचालोको प्रकोपको कारण सुरक्षित छैन। भुइँचालोले डॉंडाकॉंडामा रहेका जम्मै गाउँलाई चर्काइ दिएको छ भने राजमार्ग वरिपरिका क्षेत्रहरू पनि व्यापकरूपले चर्किएर गएको छ। यस्तोमा कुनै पनि बेला राजमार्ग अवरूद्ध हुन सक्छ। भुइँचालो गएदेखि पहाडमा अतिवृष्टि शुरू भएको छ। चर्किएका ठाउँहरू यस्तोबेला अत्यन्तै खतरामा परेका छन्। ती क्षेत्रहरूमा व्यापकरूपले पैह्रो जान सक्ने सम्भावना त छँदै छ, धेरैवटा क्षेत्र नै प्रकोपमा पर्नसक्ने सम्भावना पनि छ। दार्जीलिङ जिल्लालाई खतरा छ भने भुइँचालो र पैह्रोबाट नै खतरा छ। भुइँचालोले त आफ्नो ताण्डव देखाइसकेको छ अब पैह्रोको पालो रहेको छ। दुइदिनदेखि अविरलरूपले परेको झरिले कुनै पनि अनिष्ट गर्ने सम्भावना छ।
यस्तोमा दार्जीलिङ केन्द्रित रहेका पर्यटकहरू पनि असुविधामा पर्न सक्छन्। यता यसपालिको पर्यटन सिजनबाट मुनाफा कमाउने आशा गर्ने पक्ष धेरै छन्। होटल व्यवसायीहरू पनि पर्यटककै आशामा छन् भने बजार र चालकहरू पनि उनीहरूमा नै आश्रित छन्। यस्तोमा पर्यटकहरूको आगमनमा पातलोपन आउनथाल्यो भने निश्चय नै यसपल्टको पर्यटन घाटामा पर्ने छ। यसै पनि पर्यटकहरूलाई आकर्षित गर्न पर्यटन उत्सव र नाचगान नै भरपर्दो आकर्षण रहेको छ। भुइँचालोले चिरा पारेको जमीन पैह्रोमा रुपान्तर बनेमा उत्सव पनि हुन सम्भव छैन। भुइँचालोबाट बॉंचेको पर्यटन अब पैह्रोबाट बाच्ने हो होइन भन्ने कुरा निक्कै चिन्तनीय रहेको छ।

Gurung’s charge is an echo of the pressure tactics that the Gorkha Janmukti Morcha frequently adopts to remind the government about its clout in the hills.
The Morcha president also said the chief minister had committed a “sin” by paying a cursory visit to Kurseong the day after the quake on September 18.
Mamata was in Kurseong only for five minutes before she headed to Sikkim and “we felt hurt”, he said. “This is a sin against us,” he told party workers and supporters at the Town Hall here today. He also added that such an attitude was the reason for demanding a separate state of Gorkhaland.
This is not the first time after the signing of the tripartite agreement for the formation of GTA on July 18 that Gurung had announced that Gorkhaland was far from being dead and buried. He had often claimed that the tripartite agreement mentioned that the GTA was being set up without dropping the statehood demand.
“The Morcha president will use the Gorkhaland card as a double-edged sword—against his opponents without (outside the party) and irritants within as and when the need arises,” said an observer.
In fact, in his address, Gurung reminded those “who were only angling for contracts” not to forget that he had not personally signed on the GTA agreement, suggesting he was not greedy for power and would nip any sort of greed in the bud.
During the last few days, Gurung toured the sub-division extensively, sometimes trekking for miles to see the extent of damage in villages caused by the earthquake. “We will form a relief committee. It will go to the villages and provide relief to the affected people,” he said. The panel, he said, will be formed after a meeting of the party’s central committee in the next few days.
The Morcha president also accused his party’s zonal committee members of non-performance. “It is not only the job of the SDOs and BDOs to report the damage. It is the responsibility of every individual to collect information and submit it to the party’s subdivisional and central committees.”

अब छुट्टै राज्यको निम्ति नै हामी लड्न पर्छ’’ – उक्त कुरा गोजमुमो प्रमुख बिमल गुरुगंले स्थानीय टाउन हलमा पार्टीको सांगठनिक सभालाई सम्बोधन गर्दै भनेका हुन् । गत केहि दिन अघि कालेबुगं महकुमा त्रमा भुँइचालोले पारेको नोक्सानहरुको जानकारी लिन आएका मोर्चा प्रमुख गुरुगंले आफ्ना पार्टी कार्य कर्ताहरुलाई भुँइचालो प्रभावीत इलाकाहरुको निरिक्शण गर्नु भनि निर्देश दिए । आफुले बिभिन्न ठाउँहरुको भ्रमण गर्दा आफ्ना पार्टी कार्यकर्ताहरु एंव शाखा प्रसाखाका अधीकारीहरु नभेटेको बताउँदै दुखको समयमा जनताको साथमा हुनुपर्ने जनाए। हामीले उनीहरुलाई हिरा मोति वा महलहरु दिनु पर्छ भन्ने होइन तर दुखको समयमा आत्मियता बाँड्नुपर्च भनेका हौं भनि गुरुगंले थपे ।
पञ्चायतहरुले राम्रो कार्य गर्नुपर्छ
मोर्चा प्रमुख गुरुगंले सम्बोधन गर्दै गाउँ घरमा भुँइचालोले पारेको निक्सान पञ्चायत कर्माचारीहरुले सही जानकारी बटुल्नु पर्ने जनाए । प्रत्येक ग्रामवासीहरुको घर घरमा गएर पञ्चायत कर्मीहरुले सही रिपोर्ट बटुल्नु पर्ने बताउँदै कुनै पिडीतहरु पनि छुट्नु नहुने बताए।
जन प्रतिनिधीहरुले जनताको काम गर्नु पर्छ पार्टी कर्मीहरुलाई सम्बोधन गर्दै गुरुगंले जन प्रतिनिधीहरुले जनताको काम गर्नुपर्ने निर्देश दिए। तिनले यदि जनताको काम नगरे कान समात्ने पनि जनाए। गुरुगंले केहि दिन भित्रै सांसद जसवन्त सिंह पहाड आउने बताउँदै सांसदले पनि भुँइचालो प्रभावित इलाकाहरुको भ्रमण गर्ने बताए। सोहि अवधि सबैले सांसदलाई जनताको गुनासो पनि सुनाउँनु भनि जनाए। तिनले भुँचालो पिडीत कतिपय परिवारहरुको घर सांसद अनि विधायकका तर्फबाट बनाइदिने व्यवस्था पनि गरिदिनु पर्ने जनाए।
बर्सिए मोर्चाकै कतिपय नेताहरु संग बिमल आफ्नो सम्बोधनको क्रममा मोर्चा प्रमुख आफ्नै नेताहरु संग पनि बर्सिन चुकेनन् । गुरुगंले कसैको नाम नलिइकन कालेबुगंमा धेर बाठो नेताहरु छन् भन्दै कालेबुगं यदि छुट्न चाहे आफुलाई कुनै आपत्ति समेत नरहेको जनाए । घरमा पनि छोर छोरिले धेर दुख दिए आफ्ना आमा बाबुले गरेर खानु भनेर छुटाईदिने गरेको बताउँदै परिवारलाई धेर दुख दिँदा आफैले दुख पाउँछ भनि तिनले जनाए। आज कतिपय नेताहरुले जनतालाई लत्याउँने काम गरिरहेको बताउँदै यो हानिकारक हुने बताए। जनताले आफनो काम गरोस भनेर पठएका नेताहरुले जनताकै काम गरेन भने त्यो सहन योग्य नहुने पनि तिनले जनाए। आफु राजनीति गर्न नआएको तर जनताको उन्मुक्ति गर्न आएको बताउँदै नेताहरुले नराम्रो राजनीति गर्नुनहुने पनि तिनले जनाए।
२ नम्बर कामको पछि नलाग्ने गुरुगंको निर्देश
गोजमुमो प्रमुख गुरुगंले यसपल्ट आईलामा जस्तो २ नम्बरको काम नगर्नु भनि निर्देश दिएका छन् । नेताहरुलाई झोडा र देवलको पछि तथा टेणडरको पछि नलाग्ने निर्देश दिंदै जनताको सेवा गर्नु भने। झोडा र टतणडरको पछि कुदेको मोर्चालाई आरोप लाग्नु नहुने बताउँदै दुखको समयमा जनता संग आत्मियता बाँड्नु जानु भनि तिनले जनाए। यसै क्रममा गुरुगंले कतिपयले आफु संग फोटो खिचेर कामको प्रतिशत बटुल्न जानेहरुलाई पनि प्रहार गर्दै होशियारी गराए। यसले पार्टीको बद्नाम हुने जनाउँदै पार्टीको बदनाम गर्नेहरुलाई अब कुदाउँने बताए।
राहत समिति बनाईदिने
भुँइचालो पिडीतहरुलाई राहत सामग्रीहरु सही प्रकारले वितरण गर्न गुरुगंले कालेबुगं महकुमामा राहत समिति बनाइदिने घोसना गरे। उक्त समितिले बिभिन्न ठाउँहरुमा राहत कार्य पुर्याउँने काम गर्नुपर्ने तिनले निर्देश दिए। सोहि क्रममा गुरुगंले चाँडै समश्टी कमेटीहरु पनि बनाइदिने अनि जनताको सेवा गर्न सबैलाई आ आफ्नो इलाकाहरु पनि छुट्टाईदिने जनाएका छन् ।

डी के वाइबा, कालिमन्युज, कालेबुगं २६ सितम्बर: ‘आज भुँइचालोले सिक्किम सँगै दार्जीलिगं पहाड पनि तहस नहस पारेको छ। भुँइचालोले पहाडको जन जीवन प्रभावित पार्दा राज्यका मुख्य मंन्त्री ममता ब्यानर्जीले खरसांगमा ५ मिनट भ्रमण गर्दैमा समस्याको समाधान हुँदैन। गाँउ गाँउमा जनताहरु बेघर भएका छन्। बेघर जनताको दुखेसो बुझ्नको साटो ५ मिनट खर्सागं भ्रमण मुख्य मंन्त्रीको सानी आमाको व्यवहार हो। यो पाप मात्र अपराध् पनि ठान्छौ हामी। मुख्य मन्त्रीको उक्त व्यवहारले हामीलाई फेरी एक्पल्ट छुट्टै राज्य हुनुपर्ने महशुस भएको छ। यदी छुट्टै राज्य भएको भए आज हाम्रा मुख्य मन्त्री जनताको दुखेसो बुझ्न गाउँमा हुने थिए ।

मनोज वोगटी, कालिमन्युज, कालेबुङ, 26 सितम्बर। क्लुनी महिला महाविद्यालयका नेपाली विभागले कालेबुङका कथाकारहरूका परिचायिक अध्ययन विषयमा एक सङ्गोष्टी सम्पन्न गर्यो। महाविद्यालय कै प्राचार्य डा.आरबी भुजेलको अध्यक्षतामा सम्पन्न यस कार्यक्रममा निमन्त्रित कथाकार शमशेर अलि अतिथि रहेका थिए। कालेबुङका कथाकारहरूका परिचायिक अध्ययन विषय अन्तर्गत विद्यार्थी प्रस्तोताहरूले कथाको प्राथमिक, माध्यमिक तथा आधुनिककालका नेपाली कथाको विकासक्रममाथि तीनजना विद्यार्थीहरूले सङ्गोष्टी पत्र प्रस्तुत गरे।
कार्यक्रमलाई अघि बढाउँदै कालेबुङ महकुमाभित्रका नेपाली कथाकारहरू हाइमनदास राई किरात, सञ्जय विष्ट, प्रदीप गुरूङ, शमशेर अलि, ज्ञान सुतार, देव भण्डारी, मिङ लिवाङ, इन्द्रबहादुर छेत्री आदिका कृति तथा प्रवृतिमाथि परिचायिक अध्ययन गरिएका सङ्गोष्टी पत्रहरू प्रस्तुत गरिएको थियो। कार्यक्रमलाई विद्यार्थीहरूका प्रश्नोत्तरले अनि सांस्कृतिक कार्यक्रमले अझ रोचकता थपेको थियो। यस सङ्गोष्टीमा ऋतु परियार, निर्मला छेत्री, पन्दिमित लेप्चा, सङ्गीता गुरूङ, सुमित्र सुब्बा, प्रेरणा तामङ, प्रशान्ति छेत्री, साहरा राई, मन्दिरा भुजेल, सुसन्ना छेत्री, भेलेन्टिना राईले सङ्गोष्टी पत्र प्रस्तुत गरे भने स्वागत भाषण अनिता सुन्दासले राखेकी थिइन्।
कार्यक्रमलाई सम्बोधन गर्दै नेपाली विभागका प्राध्यापक दिलु दर्जीले यस सङ्गोष्टीको मुख्य उद्देश्य विद्यार्थीहरूमा पुस्तक पठन गर्ने बानी बसाउनु तथा कालेबुङका कथाकारहरू चिनाउन रहेको बताए। यसै क्रममा प्राध्यापक मेहरमान सुब्बाले पनि आफ्नो सम्बोधनमा कताका उत्पति र विकास आदिबारे संक्षिप्त परिचय राखे। शमशेर अलिले आफ्नो सम्बोधनमा खुबै रोचक ढङ्गमा आफूले कथा कसरी लेखे भन्ने बारे प्रकाश पारे। तिनले यसै अवसरमा कविता पनि पठन गरे।
Governor to visit quake-hit areas
TNN, Sep 27, 2011, KOLKATA: West Bengal Governor M K Narayanan left for Siliguri on Monday to visit the quake-hit areas of Kurseong, Kalimpong and Darjeeling. The Governor will meet officials at Kurseong on Tuesday and also take stock of the relief operations in Kalimpong.
Narayanan's visit to north Bengal comes within days of chief minister Mamata Banerjee touring the quake-hit areas of north Bengal and Sikkim.
Landslide cuts off road in Darjeeling
Deep Gazmer, TNN, Sep 27, 2011, Darjeeling: Just when the life of people in the Hills was are limping back to normalcy after the 6.8 magnitude earthquake shook the entire eastern India, a massive landslide devoured a 30-metre stretch of Lebong Cart Road late Sunday night, cutting off connectivity with the northern parts of Darjeeling. However, no casualties have been reported in the incident.
Lebong Cart Road connects the town with places like Singamari and tea gardens of Phoobsering, Banesbuck, Singla, Ging and also the army cantonment at Lebong. All vehicular movement has now been diverted from the Birch Hill Road.
"Incessant rain in the past 24 hours has damaged a vast stretch of Lebong Cart Road. We have diverted all traffic flow to the north side of the town from the upper stretches. It will take about a month to repair the road," said Darjeeling DM Soumitra Mohan.
No property has been damagedin the incident that occurred
. However, according to civil defense officials, more rain could prove to be dangerous. "The September 18 earthquake in Sikkim has also affected the Hills. Cracks have appeared on several roads that need to be plastered to avoid water seepage," warned Gopal Rai, a senior government official. Incidentally, the road was already damaged and repair work had started prior to the earthquake and rainfall.
Several schools in the northern half of the town asked students to return home because of persistent rainfall. One school declared Puja holiday before schedule.
"We did not want to take any chance. So we declared the Puja holiday from today itself. The situation is quite precarious in the Hills with the recent earthquake and now this incessant rainfall," said Father Kinley, rector of St Joseph's School at Singamari.
Vacation at the school was supposed to start from Friday.
With the road cut off, the residents of Singamari may face difficulties in getting their drinking water, which is supplied by tankers.
"The Birch Hill Road is too narrow and a one-way lane. Traffic system will be in disarray from now with heavy vehicles, including that of the army and water supply,plying on this road. Besides, it will be difficult to travel more than 2 km on foot everyday to reach town for work," said Mohan Tamang, a resident of Singamari.
