मनोज वोगटी, कालिमन्युज, कालेबुङ, 24 अगस्त।गोर्खा जनमुक्ति मोर्चाले हस्ताक्षर गरेको जीटीए अब समस्याको आखडा बन्ने देखिएको छ। हस्ताक्षर भइसकेपछि यसको लागू नभएकोले गोर्खा जनमुक्ति मोर्चा अध्यक्ष छटपट्टीमा छन्। तिनले बारम्बार भनिरहेका छन्, हस्ताक्षर गरेर मात्र हुँदैन, लागू पनि गर्नुपर्छ। यदि लागू गर्दैन र ढिलो गर्छ भने अब जीटीए पनि मारो गोली हुनेछ। जीटीए थन्काएर गोर्खाल्याण्डको आन्दोलन गर्नेछु। अध्यक्षलाई जति नै हतार लागेपनि जीटीएको निम्ति कसरत गरिरहेका मोर्चाका तीन विधायकहरूलाई भने पटक्कै हतार छैन।
विधायक डा.हर्कबहादुर छेत्रीले त आफ्नै अध्यक्षको हतारको समेत खण्डन हुने टिप्पणी गर्दै आफूहरू विधानसभामा जीटीएको कुरा नै नउठाउने बताइसकेका छन्। तिनले आफूहरूलाई जीटीएको निम्ति हतार नै नभएको पनि स्पष्टै पारिसकेका छन्। तिनले भनेका थिए, जीटीए मोर्चाको समस्या होइन, सरकारको बाध्यताहो। विधानसभामा हामी जीटीएको कुरा उठाउन गएका होइनौं। यसबारे हामी कुनै पनि कुरा उठाउने छैनौं किन भने जीटीए मोर्चाले मागेको कुरा होइन। यो सरकारको बाध्यता हो। हस्ताक्षर भइसकेको छ। तिनले तर विधानसभा सत्र सकिनु लाग्दा पनि जीटीएको बील नलाइनुको कारणबारे चित्तबुझ्दो उत्तर नै दिएनन्। तिनले भनेका थिए, अहिले त अन्य विकासकै कुरा चलिरहेको छ, त्यसपछि जीटीएको कुरा हुनसक्ला। मोर्चाभित्र जीटीएको सन्दर्भलाई लिएर निक्कै आन्तरिक द्वन्द् शुरू भएको पनि गन्ध पाइएको छ।
कोलकाताको विशेष सूत्रले बताए अनुसार मोर्चाले हस्ताक्षर गरेको सम्झौता पत्रमा रहेको 26 नम्बरमा रहेको त्रिस्तरीय पञ्चायतको कुराले गर्दा नै बील ल्याउनमा ढिलाई भएको हो। किन भने जीटीए अलगै व्यवस्थाभित्र अर्को व्यवस्थाको औचित्य अनि यसभित्र रहेको अन्तरसमस्या बील नलाइनुको मूल कारण देखिएको छ भने हस्ताक्षर गरिएको सम्झौता पत्रमा यस्ता धेरै कुराहरू अझ छन् जहॉं संविधान शंसोधनको अनिवार्यता पर्छ। त्रिस्तरीय पञ्चायतको कुरा आउँदा सिलगढीको महकुमा परिषद् भङ्ग गरेर जीटीएमा गाभ्नुपर्ने बाध्यता सरकारलाई हुने भएकोले पनि सरकारले अहिले बील ल्याउन आनाकानी गरिरहेको छ। सूत्रले बताए अनुसार निस्किएको यो समस्या समाधान गर्न मोर्चाको एक प्रतिनिधि अहिले कोलकातामा छन्। यसै पनि सम्झौतापत्रमा धेरै भूलहरू रहेको अहिले वुद्धिजीवी र विषयज्ञाताहरूले खुलाउन थालेका छन्। विपक्षले जीटीएलाई महाधोकाको संज्ञा दिइसकेको छ। अर्कोतिर सम्झौता भइसकेको जीटीए दुरूस्तै लागू हुने सम्भावना पनि कम्ति छ। यसको निम्ति कानूनीरूपले असुविधा हुने विषयहरू सम्झौताबाट हटाइए मात्र बील ल्याउन सुविधा हुने अनि मात्र बील पारित हुने सम्भावना रहने पनि सूत्रले बताएका छन्।
जीटीएको बील विधानसभामा नआएको सम्बन्धमा मोर्चाका प्रतिनिधिहरूले मुख खोलिरहेका छैनन्। सम्झौतापत्रमा धेरै असुविधा गर्ने विषयहरू रहेकोले नै बील नआएको सूत्रको दाबी छ। डा.हर्कबहादुर छेत्रीले जीटीए सरकारको बाध्यता हो, उनीहरूले नै बील ल्याउनुपर्छ भनेर दिएको टिप्पणीले पनि विधानसभामा जीटीएको बील आउनमा असुविधाहरू रहेको संकेत दिएका छन्। सूत्रले अनुमान गरे अनुसार सम्भवत यसपल्टको विधानसभा सत्रमा जीटीएको बील आउने छैन।
जीटीए पोलिटिकल ब्लण्डर - तर अहिले विरोधको औचित्य छैन-अजय दाहाल
मनोज वोगटी, कालिमन्युज, कालेबुङ, 24 अगस्त। डुवर्सका आदिवासीहरूले जीटीएमा डुवर्सको अन्तरभुक्तिको बिरोध गरेपछि अब जीटीएमा डुवर्सको अन्तरभुक्तिको सवालले बहसकोरूप लिइरहेको छ। के देखिँदैछ भने डुवर्समा विरोध भयो भने जीटीएमा अन्तरभुक्ति सम्भव छैन। चलिरहेको यो विवादलाई समस्या नमानेर यूजीआरएफ चीफ अजय दाहालले संयुक्त षडयन्त्रको प्रकटिकरण मानेका छन्। आज धेरै दिनपछि मुख खोल्दै दाहालले डुवर्स नै जीटीएमा पस्ने कुरा शंकास्पद रहेको बताएका छन्। तिनले भने, डुवर्स जीटीएमा पस्दैन, यो अघिबाट नै तय छ। अब जीटीएमा डुवर्स र तराईलाई अन्तभुक्त नगर्न खेलिएको षडयन्त्रहरू प्रकट हुन थाल्दैछ। तिनले मोर्चा बाध्यतामा रहेकोले जीटीए थाप्न परेको अनि मोर्चाका नेताहरूलाई डुवर्स र तराई पस्दैन र पसे कुनकुन क्षेत्र पस्छ भन्ने कुरा अघिबाट नै थाहा रहेको अनि कमिटी नाटक रहेको बताउँदै भने, तृणमूल सरकार चहॉंदैन कि डुवर्स जीटीएमा पसोस्। यसकारण डुवर्स अन्तरभुक्तिको विरोधमा यस्ता शक्तिहरूलाई सक्रिय गरिसकेको छ, जो अब प्रकटमा आउनेछ। यसमा राज्य सरकार मात्र होइन, राष्ट्र मात्र होइन अन्तरराष्ट्रिय हस्तक्षेप छ। भुटान पनि पनि विरोधमा लागेको हुनसक्छ।
अर्कोतिर कोही पनि सोफामा बस्दा बस्दै पिरामा बस्न चहॉंदैनन्। किन भने उत्तरबङ्गालमा जुन प्रशासन छ त्यो भन्दा हजार गुणा घटिया व्यवस्था हो जीटीए। त्यो जीटीए जसलाई लिएर पहाड नै खुशी छैन त्यहॉं उनीहरूलाई अन्तरभुक्त गरिनु कतै पनि उचित त होइन नै। कोही पनि देख्दादेख्दै समस्यामा हाम फाल्न चहॉंदैनन्। आदिवासीहरू सय वर्षदेखि बङ्गालीहरूबाट शोषित रहेको बताउँदै तिनले बङ्गालीपछि अब गोर्खाहरूबाट शोेषित हुने कुरा थाहा पाएकोले नै आदिवासीहरूले विरोध गरेको हुनसक्ने बताए। तिनले जीटीएलाई पोलिटिकल ब्लण्डरको संज्ञा दिँदै अझ भने, मोर्चाले जानीजानी यो भूल गर्यो। जानीजानी गर्नेलाई इतिहासले माफ गर्ने छैन, अञ्जानमा गर्नेलाई पनि इतिहासले छोड्दैन। तिनले मोर्चाका नेताहरूलाई ब्लण्डरबारे थाहा रहेको तर उनीहरूले पार्टीमा कुरा नै राख्न नसक्ने गणतन्त्र रहेको पनि किटान गरे।
तिनले भने, जतिलाई थाहा छ उनीहरू बोल्न सक्दैनन्, जो बोल्छन् उनीहरूले खुलेर विरोध गर्न सकेका छैनन्। जनताको ठूलो जमातलाई भने भ्रममा राखिएको छ र भनिएको छ कि गोर्खाल्याण्ड मात्र होइन टेरिटोरियल पनि पाइएको छ अनि एड्मिनिष्ट्रेशन पनि पाइएको छ। यसलाई गोर्खाल्याण्ड भन्दा ठूलो भनेर बुझाइएको छ। जसलाई बुझाइएको छ उनीहरूलाई वास्तविकता थाहा नै छैन।
तिनले मोर्चाको जीटीएको विरोध गर्न आफूले मोर्चा खडा नगरेको अनि खुलेर अघि नआइरहेको सम्बन्धमा पनि स्पष्ट पार्दै भने, जबसम्म जनताबाट यो भ्रम हट्दैन तबसम्म सबै विरोध बेकार हो। भ्रम हट्न जीटीए मोर्चाले चलाउनुपर्छ। चलाउन थालेपछि नै जनताले धोका थाहा पाउने छन्। तिनले त्यसबेला मोर्चाका नेताहरू जो अझ पनि अन्धो छन् उनीहरूको आँखाबाट पनि पट्टी खोेलिने बताउँदै भने, तबसम्म अरूले भनेको जुनै पनि सत्य मोर्चाका नेताहरूलाई असत्य लाग्नेछ। यस्तोमा विरोधको महत्व हुँदैन। यसकारण यूजीआरएफले समय लगाएर काम गर्दैछ। लेख्ने काम भइरहेको छ। मानिसहरूलाई भेेट्ने काम भइरहेको छ। मोर्चा आफ्नै ब्लण्डरले नष्ट हुनेछ। मोर्चाका नेताहरूको पाखुरा जब गल्छ अनि जनताले पनि लगाइदिएको पट्टी आँखाबाट खोल्छ तब गरिएको काम महत्वपूर्ण हुन्छ। हामी अहिले यसैमा जुटेका छौं।
अनियमित बिजुलीले बाल्यो विभाग र उपभोक्ताबीच झगडा
मनोज वोगटी, कालिमन्युज, कालेबुङ, 24 अगस्त। गोर्खाल्याण्डको निम्ति भन्दै असहयोग आन्दोलन गर्ने मोर्चाले आन्दोलनभरि बील नतिर्ने भए पछि उपभोक्ताहरूले शुरू गरेको बिजुली दुश्प्रयोगले अहिले समस्याहरू खडा गर्न थालेको छ। बील तिर्नु पर्दैन भन्दै अवैद्ध जडान गर्नेहरूको संख्यामा वृद्दि भएपछि वर्षमा 35 वटा जस्तो पडि्कने ट्रान्सफर्मर अहिले महिनामा 25 भन्दा धेर पडि्कन थालेपछि शुरू भएको बिजुली अनियमितताले उपभोक्तालाई त समस्यामा पारिरहेकै छ, बिजुली नभएको रन्कोमा आक्रोसित रहेका उपभोक्ताहरूको रोषको शिकार बिजुली विभागका कर्मचारीहरू पनि बन्न परिरहेको छ।
आज विभागीय अधिकारीहरूले मीडिया बोलाएर कर्मचारीहरू उपभोक्ताहरूको दुर्व्यवहारको शिकार बन्न परेको खुलासा गरेपछि बिजुली सम्बन्धमा नयॉं समस्या शुरू भएको छ। हिजो 3 माइलमा केही दिनदेखि बिग्रिएको ट्रान्सफर्मर बनाउन जॉंदा कर्मचारीहरू उपभोक्ताहरूको अभद्र व्यवहारको शिकार बनेको कुरा आज सहायक अभियन्ता पी. शेर्पाले खुलाएका छन्। बनाउन जॉंदा उपभोक्ताहरूले पहिले त कर्मचारीहरू चढेको विभागीय वाहनको चाबी खोसिदियो। जबसम्म बिजुली बनिँदैन तबसम्म चाबी नदिने घोषणा उपभोक्ताहरूले गरे।
उपभोक्ताहरूको आरोप के थियो भने कार्यालयका कर्मचारीहरू छेउको सडक भएर ओहोरदोहोर गर्दा पनि झरेर बिजुली बनाइदिएन। यसैको रोष कर्मचारीहरूसित प्रकट गरियो। उपभोक्ताहरूको यस्तो व्यवहारले कर्मचारीहरू असुरक्षित बनेपछि आज विभागीय अधिकारीहरूले पत्रकार सम्मेलन डाक्दै कार्यालीय पीडा राखे। पी.शेर्पाले भने, अहिले भटाभट ट्रान्सफर्मर बिग्रिरहेको छ अनि यसको मूल कारण छ, अवैध जडान। यसरी जडान गरेर सुङ्गुरको चारो, रक्सी बनाउने काम भइरहेको छ। यस्तो नहोस् भनेर हामीले ट्रान्सफर्मर कमिटी पनि बनाइदिएका छौं तरै पनि उपभोक्ताहरूले विभागीय परिस्थिति बुझ्दैनन् अनि कर्मचारीहरूप्रति अभद्र व्यवहार गर्ने गर्छन्। यस्तो व्यवहारले समस्याको समाधान हुँदैन। विभाग कर्मचारी अनि उपभोक्ताहरूको सम्बन्ध प्रगाड हुनुपर्छ। कर्मचारीहरूसित यस्तो व्यवहार गरिन्छ भने अब विभागले कार्वाहीपक्षलाई कडा पार्ने छ। तिनले थोरै कर्मचारी र ठूलो क्षेत्र रहेकोले यसै पनि व्यवस्थापनमा असुविधा भोग्नु परिरहेको बेला कर्मचारीहरूलाई अभद्र व्यवहार गरिनु ठीक नरहेको बताए। कर्मचारी नै छैन भने कसरी समस्या समाधान हुन्छ? सबैको सहयोग र सहकार्यमा नै बिजुलीको समस्या समाधान गर्न सकिने बताउँदै तिनले उप्रान्त कार्वाही पक्षलाई बलियो पार्दै अवैद्ध जडान गर्नेहरूलाई शसक्त कार्वाही गर्ने घोषणा पनि गरेका छन्।
अधिकारीहरूले समस्याको जड अवैद्ध जडान रहेको बताएको छ। अवैद्ध जडान हुनुमा मोर्चाको असहयोग आन्दोलन दायी रहेको छ अथवा उपभोक्ताहरूले आन्दोलनको फाइदा उठाउँदै सुङ्गुरको दाना पकाउन पनि बिजुली जडान गर्यो। यसो गर्दा ट्रान्सफर्मर फडि्कयो अनि ट्रान्सफर्मर दिने कार्यालय नै सिलगढी सारियो। यसैको फलस्वरूप विभाग र उपभोक्ताबीच अहिले लडाईँ नै छेँडिएको छ। बिजुली धेरै दिन जानु व्यवसायीहरूको निम्ति लाखौंको क्षति हुनु स्पष्ट रहेपनि विभागीय क्षमताले उपभोक्ताहरूको सेवा गर्न नभ्याएपछि बिजुलीले झगडा बालेको हो।
1 अप्रेलको दिन कालेबुङको बिजुली कार्यालय अनि उपकरण कार्यालय नै सिलगढी सारेको छ। कुनै पनि बिग्रिएको उपकरणको निम्ति सिलगढी धाउनुपर्छ अनि मागिएको उपकरण आउन समय लाग्छ। यता धेरै दिन बिजुली नबलेपछि उपभोक्ताहरूको रोषले जरा हाल्दै लान्छ, अहिलेसम्म यस्तै भइरहेको छ। विभागीय अधिकारीहरूले भने, कार्यालय सिलगढी सार्नु समस्या होइन। कार्यालय सार्दा कर्मचारीलाई अतिरिक्त भार हुन्छ तर उपभोक्तालाई समस्यामा पारेको छैन?
उपभोक्ताहरूले समस्याको कारण कर्मचारीहरूप्रति अभद्र व्यवहार गरेको पीडा सुनाउन नै पत्रकार सम्मेलन डाक्ने अधिकारीहरूले कार्यालय सिलगढी सर्नुलाई ठूलो कारण नमाने पनि जनमुक्ति कर्मचारी सङ्गठनले सोझै अधिकारीहरूको बॉंच्ने मेलोप्रति खण्डन गर्दै कार्यालय सर्नु नै समस्या शुरू हुनु रहेको दाबी गरेको छ। जकसका अध्यक्ष खड्कबिक्रम सुब्बाले भने, सबडिभिजनल कार्यालय र स्टोर कार्यालय सिलगढी सार्नु नै समस्याको विरूवा रोप्नु हो। यसको विरोध हामीले गर्यौं तर यसरी समस्या हुन्छ भनेर जान्दाजान्दै पनि कार्यालय सिलगढी सारियो। अब हामी ती कार्यालयहरू कालेबुङ फर्काउनुपर्छ भन्ने माग गर्दै आन्दोलन चर्काउनेछौं। सचिव अनुप लामाले भने, कार्यालय कालेबुङ ल्याइयो भने 90 प्रतिशत समस्याको समाधान भइहाल्छ। उपभोक्ता, अधिकारी, कर्माचारी अनि जनमुक्ति कर्मचारीबीच शुरू भएको यो लडाईले अब कस्तो परिणति ल्याउने हो निश्चित छैन, तर एउटा कुरा त स्पष्ट छ किन समस्याको समाधान अहिले नै हुनेवाला छैन।
जन्मुक्ति पार्क समितिको बैठक
मनोज वोगटी, कालिमन्युज, कालेबुङ, 24 अगस्त। डम्बचौक नजिक रहेको जनमुक्ति पार्क समितिको बैठक पार्कमा नै सम्पन्न भयो। प्रेम कुमार तामङको अध्यक्षतामा सम्पन्न बैठकमा मूल सचिव एस.सी प्रधानले पार्कको सुन्दरीकरण सम्बन्धमा प्रस्तावहरू लिइएको जनाएका छन्। पार्कमा रहेका समस्या अनि यसको सुन्दरीकरणको सम्बन्धमा क्षेत्रका विधायकसित भेटघाट गर्दै कुरा राख्ने अनि दागोपाप प्रशासक अनि महकुमा अधिकारीलाई नै पार्कको समस्याबारे अवगत गराउँदै सुन्दरीकरणको निम्ति सरकारी पदक्षेपको अपील गर्ने भएको जनाएका छन्। सभामा कुबेरसिंह गुरूङ, एल.नाम्चु, शरण खाती, सुमन मोथे, मोहनलाल सन्दास, बीबी प्रधान तथा अन्यले पनि सम्बोधन गरेका थिए।

प्रविण खालिंग, कालिमन्युज, गान्तोक,24 अगस्त। सिक्किम डेमोक्रेटिक फ्रन्ट (एसडीएफ) सरकारद्वारा विधानसभामा पेश गरिएको कथित कालो बीलको प्रतिवाद गर्दै नागरिक अधिकार सुरक्षा संगठन,सिक्किम (नास) ले डाकेको विराट प्रतिवाद जुलुसमा उक्त बीलको खेस्रा जलाएर कड़ा प्रतिवाद जनाइयो। यहॉंको देउरालीको मेनलाइऩ ट्याक्सी स्ट्याण्ड नजिकबाट शुरुभएको हजारौंको संख्यामा उपस्थित सिक्किमका आम नागरिकहरूको जुलुसले कालो बीलको प्रतिवादमा गगनभेदी नारा लगाइरहेका थिए भने भ्रष्ट्राचारको विरोधमा देशव्यापी आन्दोलनलाई अघि ल्याउने अन्ना हजारेको समर्थनमा आवाज बुलन्द गरिएको थियो। लगभग तीन घण्टा लामो यात्रा पछि पाल्जोर स्टेडियम नजिक फिस पोण्डमा पुगेर जुुलुस जनसभामा परिणत भयो। जनसभालाई सम्बोधन गर्दै नासका अध्यक्ष टीएन ढकालले संगठनको पॉंच सूत्रीय प्रस्तावको घोषणा गरे। तिनले आफ्नो सम्बोधनमा पटक-पटक ठोकुवा गरेर नास नितान्त गैर राजनैति संगठन रहेको बताउँदै भने, हामी यहॉं जनताको आवाज निमोठ्न खोज्ने कालो बील र भ्रष्ट्राचारको विरोध भेला भएका हौ यसमा कुनै हिडन एजेण्डा छैन्। तिनले भने, यदी राजनीति गर्न परेको खण्डमा हामी यो संस्थाबाट राजीनाम दिएर खुल्ला रूपमा राजनीतिमा उत्रने छौं तर यसलाई राजनैति रंगले हेर्नेहरूले जनताको आवाज दबाउन राजनीतिले प्रेरित बताउने गरेको छ त्यसको भत्सर्ना गर्दछौ।
यसै गरि अध्यक्ष ढकालले भने, हामी यहॉं कसैले गोजीमा पैसा हालि दिएर बोल्न आएका होइनौं संविधानले दिएको अधिकारको हनन हुँदा आवाज लिएर आएका हौं। तिनले भने सिक्किममा मिड डे मिल र शिक्षामा भ्रष्टाचार गरिएको छ त्यसको निम्ति सरकारले सुनियोजित ढंगमा सरकारी शिक्षामा गरीबको छोराछोरी पढ्ने पाठशालामा मिड डे मिलमाथि नै भ्रष्ट्राचार गरिएको छ जसको लोभमा जाने विद्यार्थीहरूले गुणस्तरीय शिक्षा पाउन बाट बञ्चित बनेका छन्। यसैगरि प्रधानमन्त्री ग्रामीण सडक योजनामा पनि उत्तिकै भ्रष्ट्राचार भएको तथा सिक्किमको टुप्पोबाटै भ्रष्ट्राचार मौलिएर आएको दावी गरे।

Prabin Khaling, KalimNews, Gangtok,24 August It has now become quite apparent that the State Government is going to formally withdraw the Sikkim Prevention and Control of Disturbance of Public Order Bill 2011 when the State Legislative Assembly resumes its sitting, the day after tomorrow, after a two week long recess.
According to the sources with the Assembly, besides introduction of the Sikkim Chardham Temple Bill and the Sikkim Municipalities ( Amendment ) Bill, the House will also discuss and decide on the Notice of Motion for withdrawal of the Sikkim Prevention and Control of Disturbance of Public Order Bill 2011 on that day.
It may be recalled that the Bill ,introduced on the 11th of this month, had attracted strong reactions from opposition parties and social organizations in the State. Later, in the wake of an advice from the Governor, the State Government had announced about its decision to withdraw the Bill.
Soreng 24 August West District Congress Committee organized its District level meeting at Soreng, West District today the 24th August, 2011. The meeting was chaired by the Vice President, SPCC, Shri Pema Kinzang Bhutia. The members of PCC from West District, members of DCC, West District and a large number of party supporters participated in the meeting as per the programme drawn on the 5th of August, 2011.
The meeting attacked the SDF Government and its Chief Minister, Pawan Chamling for leading Sikkim towards its doom. In the name of development rampant corruption has become the order of the day under the present ruling Government. Sikkim has been given special protection under Article 371F but the Chief Minister, Pawan Chamling and his Government has left no stone unturned in facilitating passage to innumerable Central Acts in Sikkim in total violation of the provisions of Article 371F as a consequence of which Sikkim is gradually losing its unique identity, the members expressed with deep concern. What was the intention behind hurriedly bringing Central Income Tax Act, Central Employment Exchange Act, Municipality Act, VAT, Central Forest Act, etc. in Sikkim? Does the Chief Minister, Pawan Chamling realize that Sikkim and its people are in no position to bear huge burden resulting from the enforcement of various taxes on them, the members questioned.
The meeting also raised serious doubts on the sincerity of the Chief Minister in protecting the democratic rights and privileges of the people. Introduction of the Sikkim Prevention and Control of Public Order Bill, 2011 is certainly not a measure to protect the democratic rights and aspirations of the people. In fact introduction of such Black Bill is an attempt to curtail the Fundamental Rights of the citizens so as to ensure that there is no opposition to the present ruling government against its authoritarian and dictatorial rule in the State, the members expressed. Trinamul tea union on anti-bandh drive - NREGS shows way to Rs 130 daily wage cry
AVIJIT SINHA, TT, Siliguri, Aug. 24: The Trinamul Congress has started an anti-bandh campaign in the tea gardens in the foothills through its trade union, asking workers to refrain from strikes and embargoes and instead fight for their rights through talks.
The Trinamul Tea Plantation Workers’ Union also said it would ask the government to help negotiate with planters so that garden labourers in the Dooars and Terai got a revised daily wage of Rs 130, the same amount paid under the 100-day central job scheme (see chart).
The Trinamul trade union’s anti-bandh drive kicks off a day after party chief and chief minister Mamata Banerjee requested all political outfits to refrain from bandhs and blockades as they affected livelihood.
“We are not in favour of calling strikes or stopping despatch of tea. So, we have started campaigns against such activities. Our chief minister has time and again insisted that strikes, bandhs and blockades should be discouraged. On our part, we are trying to take more and more people into our confidence. They should surely fight for their rights but not resort to any action that might affect the tea industry,” said Trinamul trade union leader Joachim Buxla.
The Trinamul trade wing is a constituent of the Defence Committee for Plantation Workers’ Rights that had called a three-day strike in the industry earlier this month. Today, however, Trinamul claimed that it had opposed the bandh then.
“We had instructed our supporters to report for duty,” said Buxla, who switched over to Trinamul from the RSP in 2009.
Trinamul admitted that as far as trade unionism was concerned it had far to go and had managed to form units in only 30 or so gardens. Citu and Intuc are dominant in most gardens, followed by the Akhil Bharatiya Adivasi Vikas Parishad-backed labour union.
“We had started from scratch and right now, we have units in more than 30 gardens in the Dooars. Every week, we are opening new units,” said Buxla. “In terms of forming a trade union base, we have a long way to go but nonetheless, we have started working on our agendas to ensure that tea workers are not deprived of their rights.”
Last week, the trade unions scaled down their demand for revised wage to at least Rs 91. The root of the stand-off in the plains is a deal of Rs 90 a day that the Gorkha Janmuki Morcha managed to clinch for workers of the Darjeeling tea industry. The plains workers now get Rs 67.
“As there is no fixed minimum wage in the state, we consider the NREGS rate as the base for calculation of other daily wages. We have told the labour minister that workers would feel deprived if they are paid less than Rs 90. The revised wage should be Rs 130 or above,” Buxla, today, said.
A deal less than Rs 90, many trade union leaders believe, would upset the 2 lakh or so casual workers more than the permanent labourers. “The 2.5 lakh permanent workers, who get additional benefits like bonus, PF, gratuity, housing, ration and free medical aid, is not much attracted to the national job scheme. But for casual workers, who don’t get these benefits, the Rs 130 a day for at least 100 days is surely more attractive,” said Chitta Dey, a trade union leader.
Union leaders said the low wages in the tea industry had forced many youths to migrate to the north and south Indian states where they earn even up to Rs 250 per day.
Absenteeism is a problem in most gardens in the hills and plains. Hill planters blame the higher wage of the National Rural Employment Guarantee Scheme for irregular attendance — one of the reasons why operations in the Darjeeling gardens are frequently hit, they say. The job scheme is open to all, including permanent workers.
Hill planters said the fringe benefits given to the permanent workers in the industry and daily wage together makes it Rs 130. Plains garden owners put the figure at Rs 120 or so but refused to blame the national rural job scheme for the truancy trend.
“There is a trend mostly among male workers to stay away from gardens. This is because of a number of reasons but it would be wrong to attribute it to NREGS,” said Sanjay Bagchi, the assistant secretary of the Dooars Branch of the India Tea Association, a body of planters.
The garden owners, however, could not provide a break-up of the fringe benefits in monetary units. “We cannot translate for example a housing benefit or a hospital benefit or firewood given for each worker. But when calculated on a larger scale, it comes to around Rs 120 a day if we add the daily wage of Rs 67 to it,” Monojit Dasgupta, secretary general of the Indian Tea Association.
Ransack & blockade to protest cattle haul
TT, Siliguri, Aug. 24: Two vehicles of the Sashastra Seema Bal and a police jeep were ransacked today after some residents of a Naxalbari village had an altercation with the border guards who allegedly thrashed them and seized their cattle.
The protesters blocked the Naxalbari-Panighata road for more than three hours demanding the release of the cattle heads.
According to police, this morning, few SSB jawans patrolling near the border challenged two-three persons from Totaramjote who were going towards Naxalbari with few cattle heads. The jawans allegedly accused them of smuggling the cattle and seized the animals. The border guards had an altercation with the villagers when they wanted the cattle back.
Totaramjote in Naxalbari block is close to the India-Nepal border.
Around 9am, local people, who alleged that the border guards had also thrashed the villagers, blocked the Naxalbari-Panighata road at Panighata More demanding the release of the cattle heads.
The protesters also ransacked two SSB vehicles and a police jeep.
Around 11am, Sunil Ghosh, a member of Naxalbari panchayat samity, led a demonstration near the Naxalbari police station demanding the release of the animals and action against the jawans who allegedly beat up the villagers.
The blockade was lifted around 1pm after SSB officials and the police assured the protesters that they would probe the incident. The SSB has filed a police complaint after the incident. “We have started an investigation. Steps will be taken against those who damaged the vehicles,” said Amit P. Javalgi, the additional superintendent of police, Siliguri.
विधायक डा.हर्कबहादुर छेत्रीले त आफ्नै अध्यक्षको हतारको समेत खण्डन हुने टिप्पणी गर्दै आफूहरू विधानसभामा जीटीएको कुरा नै नउठाउने बताइसकेका छन्। तिनले आफूहरूलाई जीटीएको निम्ति हतार नै नभएको पनि स्पष्टै पारिसकेका छन्। तिनले भनेका थिए, जीटीए मोर्चाको समस्या होइन, सरकारको बाध्यताहो। विधानसभामा हामी जीटीएको कुरा उठाउन गएका होइनौं। यसबारे हामी कुनै पनि कुरा उठाउने छैनौं किन भने जीटीए मोर्चाले मागेको कुरा होइन। यो सरकारको बाध्यता हो। हस्ताक्षर भइसकेको छ। तिनले तर विधानसभा सत्र सकिनु लाग्दा पनि जीटीएको बील नलाइनुको कारणबारे चित्तबुझ्दो उत्तर नै दिएनन्। तिनले भनेका थिए, अहिले त अन्य विकासकै कुरा चलिरहेको छ, त्यसपछि जीटीएको कुरा हुनसक्ला। मोर्चाभित्र जीटीएको सन्दर्भलाई लिएर निक्कै आन्तरिक द्वन्द् शुरू भएको पनि गन्ध पाइएको छ।
कोलकाताको विशेष सूत्रले बताए अनुसार मोर्चाले हस्ताक्षर गरेको सम्झौता पत्रमा रहेको 26 नम्बरमा रहेको त्रिस्तरीय पञ्चायतको कुराले गर्दा नै बील ल्याउनमा ढिलाई भएको हो। किन भने जीटीए अलगै व्यवस्थाभित्र अर्को व्यवस्थाको औचित्य अनि यसभित्र रहेको अन्तरसमस्या बील नलाइनुको मूल कारण देखिएको छ भने हस्ताक्षर गरिएको सम्झौता पत्रमा यस्ता धेरै कुराहरू अझ छन् जहॉं संविधान शंसोधनको अनिवार्यता पर्छ। त्रिस्तरीय पञ्चायतको कुरा आउँदा सिलगढीको महकुमा परिषद् भङ्ग गरेर जीटीएमा गाभ्नुपर्ने बाध्यता सरकारलाई हुने भएकोले पनि सरकारले अहिले बील ल्याउन आनाकानी गरिरहेको छ। सूत्रले बताए अनुसार निस्किएको यो समस्या समाधान गर्न मोर्चाको एक प्रतिनिधि अहिले कोलकातामा छन्। यसै पनि सम्झौतापत्रमा धेरै भूलहरू रहेको अहिले वुद्धिजीवी र विषयज्ञाताहरूले खुलाउन थालेका छन्। विपक्षले जीटीएलाई महाधोकाको संज्ञा दिइसकेको छ। अर्कोतिर सम्झौता भइसकेको जीटीए दुरूस्तै लागू हुने सम्भावना पनि कम्ति छ। यसको निम्ति कानूनीरूपले असुविधा हुने विषयहरू सम्झौताबाट हटाइए मात्र बील ल्याउन सुविधा हुने अनि मात्र बील पारित हुने सम्भावना रहने पनि सूत्रले बताएका छन्।
जीटीएको बील विधानसभामा नआएको सम्बन्धमा मोर्चाका प्रतिनिधिहरूले मुख खोलिरहेका छैनन्। सम्झौतापत्रमा धेरै असुविधा गर्ने विषयहरू रहेकोले नै बील नआएको सूत्रको दाबी छ। डा.हर्कबहादुर छेत्रीले जीटीए सरकारको बाध्यता हो, उनीहरूले नै बील ल्याउनुपर्छ भनेर दिएको टिप्पणीले पनि विधानसभामा जीटीएको बील आउनमा असुविधाहरू रहेको संकेत दिएका छन्। सूत्रले अनुमान गरे अनुसार सम्भवत यसपल्टको विधानसभा सत्रमा जीटीएको बील आउने छैन।
जीटीए पोलिटिकल ब्लण्डर - तर अहिले विरोधको औचित्य छैन-अजय दाहाल
मनोज वोगटी, कालिमन्युज, कालेबुङ, 24 अगस्त। डुवर्सका आदिवासीहरूले जीटीएमा डुवर्सको अन्तरभुक्तिको बिरोध गरेपछि अब जीटीएमा डुवर्सको अन्तरभुक्तिको सवालले बहसकोरूप लिइरहेको छ। के देखिँदैछ भने डुवर्समा विरोध भयो भने जीटीएमा अन्तरभुक्ति सम्भव छैन। चलिरहेको यो विवादलाई समस्या नमानेर यूजीआरएफ चीफ अजय दाहालले संयुक्त षडयन्त्रको प्रकटिकरण मानेका छन्। आज धेरै दिनपछि मुख खोल्दै दाहालले डुवर्स नै जीटीएमा पस्ने कुरा शंकास्पद रहेको बताएका छन्। तिनले भने, डुवर्स जीटीएमा पस्दैन, यो अघिबाट नै तय छ। अब जीटीएमा डुवर्स र तराईलाई अन्तभुक्त नगर्न खेलिएको षडयन्त्रहरू प्रकट हुन थाल्दैछ। तिनले मोर्चा बाध्यतामा रहेकोले जीटीए थाप्न परेको अनि मोर्चाका नेताहरूलाई डुवर्स र तराई पस्दैन र पसे कुनकुन क्षेत्र पस्छ भन्ने कुरा अघिबाट नै थाहा रहेको अनि कमिटी नाटक रहेको बताउँदै भने, तृणमूल सरकार चहॉंदैन कि डुवर्स जीटीएमा पसोस्। यसकारण डुवर्स अन्तरभुक्तिको विरोधमा यस्ता शक्तिहरूलाई सक्रिय गरिसकेको छ, जो अब प्रकटमा आउनेछ। यसमा राज्य सरकार मात्र होइन, राष्ट्र मात्र होइन अन्तरराष्ट्रिय हस्तक्षेप छ। भुटान पनि पनि विरोधमा लागेको हुनसक्छ।
अर्कोतिर कोही पनि सोफामा बस्दा बस्दै पिरामा बस्न चहॉंदैनन्। किन भने उत्तरबङ्गालमा जुन प्रशासन छ त्यो भन्दा हजार गुणा घटिया व्यवस्था हो जीटीए। त्यो जीटीए जसलाई लिएर पहाड नै खुशी छैन त्यहॉं उनीहरूलाई अन्तरभुक्त गरिनु कतै पनि उचित त होइन नै। कोही पनि देख्दादेख्दै समस्यामा हाम फाल्न चहॉंदैनन्। आदिवासीहरू सय वर्षदेखि बङ्गालीहरूबाट शोषित रहेको बताउँदै तिनले बङ्गालीपछि अब गोर्खाहरूबाट शोेषित हुने कुरा थाहा पाएकोले नै आदिवासीहरूले विरोध गरेको हुनसक्ने बताए। तिनले जीटीएलाई पोलिटिकल ब्लण्डरको संज्ञा दिँदै अझ भने, मोर्चाले जानीजानी यो भूल गर्यो। जानीजानी गर्नेलाई इतिहासले माफ गर्ने छैन, अञ्जानमा गर्नेलाई पनि इतिहासले छोड्दैन। तिनले मोर्चाका नेताहरूलाई ब्लण्डरबारे थाहा रहेको तर उनीहरूले पार्टीमा कुरा नै राख्न नसक्ने गणतन्त्र रहेको पनि किटान गरे।
तिनले भने, जतिलाई थाहा छ उनीहरू बोल्न सक्दैनन्, जो बोल्छन् उनीहरूले खुलेर विरोध गर्न सकेका छैनन्। जनताको ठूलो जमातलाई भने भ्रममा राखिएको छ र भनिएको छ कि गोर्खाल्याण्ड मात्र होइन टेरिटोरियल पनि पाइएको छ अनि एड्मिनिष्ट्रेशन पनि पाइएको छ। यसलाई गोर्खाल्याण्ड भन्दा ठूलो भनेर बुझाइएको छ। जसलाई बुझाइएको छ उनीहरूलाई वास्तविकता थाहा नै छैन।
तिनले मोर्चाको जीटीएको विरोध गर्न आफूले मोर्चा खडा नगरेको अनि खुलेर अघि नआइरहेको सम्बन्धमा पनि स्पष्ट पार्दै भने, जबसम्म जनताबाट यो भ्रम हट्दैन तबसम्म सबै विरोध बेकार हो। भ्रम हट्न जीटीए मोर्चाले चलाउनुपर्छ। चलाउन थालेपछि नै जनताले धोका थाहा पाउने छन्। तिनले त्यसबेला मोर्चाका नेताहरू जो अझ पनि अन्धो छन् उनीहरूको आँखाबाट पनि पट्टी खोेलिने बताउँदै भने, तबसम्म अरूले भनेको जुनै पनि सत्य मोर्चाका नेताहरूलाई असत्य लाग्नेछ। यस्तोमा विरोधको महत्व हुँदैन। यसकारण यूजीआरएफले समय लगाएर काम गर्दैछ। लेख्ने काम भइरहेको छ। मानिसहरूलाई भेेट्ने काम भइरहेको छ। मोर्चा आफ्नै ब्लण्डरले नष्ट हुनेछ। मोर्चाका नेताहरूको पाखुरा जब गल्छ अनि जनताले पनि लगाइदिएको पट्टी आँखाबाट खोल्छ तब गरिएको काम महत्वपूर्ण हुन्छ। हामी अहिले यसैमा जुटेका छौं।
अनियमित बिजुलीले बाल्यो विभाग र उपभोक्ताबीच झगडा
मनोज वोगटी, कालिमन्युज, कालेबुङ, 24 अगस्त। गोर्खाल्याण्डको निम्ति भन्दै असहयोग आन्दोलन गर्ने मोर्चाले आन्दोलनभरि बील नतिर्ने भए पछि उपभोक्ताहरूले शुरू गरेको बिजुली दुश्प्रयोगले अहिले समस्याहरू खडा गर्न थालेको छ। बील तिर्नु पर्दैन भन्दै अवैद्ध जडान गर्नेहरूको संख्यामा वृद्दि भएपछि वर्षमा 35 वटा जस्तो पडि्कने ट्रान्सफर्मर अहिले महिनामा 25 भन्दा धेर पडि्कन थालेपछि शुरू भएको बिजुली अनियमितताले उपभोक्तालाई त समस्यामा पारिरहेकै छ, बिजुली नभएको रन्कोमा आक्रोसित रहेका उपभोक्ताहरूको रोषको शिकार बिजुली विभागका कर्मचारीहरू पनि बन्न परिरहेको छ।
आज विभागीय अधिकारीहरूले मीडिया बोलाएर कर्मचारीहरू उपभोक्ताहरूको दुर्व्यवहारको शिकार बन्न परेको खुलासा गरेपछि बिजुली सम्बन्धमा नयॉं समस्या शुरू भएको छ। हिजो 3 माइलमा केही दिनदेखि बिग्रिएको ट्रान्सफर्मर बनाउन जॉंदा कर्मचारीहरू उपभोक्ताहरूको अभद्र व्यवहारको शिकार बनेको कुरा आज सहायक अभियन्ता पी. शेर्पाले खुलाएका छन्। बनाउन जॉंदा उपभोक्ताहरूले पहिले त कर्मचारीहरू चढेको विभागीय वाहनको चाबी खोसिदियो। जबसम्म बिजुली बनिँदैन तबसम्म चाबी नदिने घोषणा उपभोक्ताहरूले गरे।
उपभोक्ताहरूको आरोप के थियो भने कार्यालयका कर्मचारीहरू छेउको सडक भएर ओहोरदोहोर गर्दा पनि झरेर बिजुली बनाइदिएन। यसैको रोष कर्मचारीहरूसित प्रकट गरियो। उपभोक्ताहरूको यस्तो व्यवहारले कर्मचारीहरू असुरक्षित बनेपछि आज विभागीय अधिकारीहरूले पत्रकार सम्मेलन डाक्दै कार्यालीय पीडा राखे। पी.शेर्पाले भने, अहिले भटाभट ट्रान्सफर्मर बिग्रिरहेको छ अनि यसको मूल कारण छ, अवैध जडान। यसरी जडान गरेर सुङ्गुरको चारो, रक्सी बनाउने काम भइरहेको छ। यस्तो नहोस् भनेर हामीले ट्रान्सफर्मर कमिटी पनि बनाइदिएका छौं तरै पनि उपभोक्ताहरूले विभागीय परिस्थिति बुझ्दैनन् अनि कर्मचारीहरूप्रति अभद्र व्यवहार गर्ने गर्छन्। यस्तो व्यवहारले समस्याको समाधान हुँदैन। विभाग कर्मचारी अनि उपभोक्ताहरूको सम्बन्ध प्रगाड हुनुपर्छ। कर्मचारीहरूसित यस्तो व्यवहार गरिन्छ भने अब विभागले कार्वाहीपक्षलाई कडा पार्ने छ। तिनले थोरै कर्मचारी र ठूलो क्षेत्र रहेकोले यसै पनि व्यवस्थापनमा असुविधा भोग्नु परिरहेको बेला कर्मचारीहरूलाई अभद्र व्यवहार गरिनु ठीक नरहेको बताए। कर्मचारी नै छैन भने कसरी समस्या समाधान हुन्छ? सबैको सहयोग र सहकार्यमा नै बिजुलीको समस्या समाधान गर्न सकिने बताउँदै तिनले उप्रान्त कार्वाही पक्षलाई बलियो पार्दै अवैद्ध जडान गर्नेहरूलाई शसक्त कार्वाही गर्ने घोषणा पनि गरेका छन्।
अधिकारीहरूले समस्याको जड अवैद्ध जडान रहेको बताएको छ। अवैद्ध जडान हुनुमा मोर्चाको असहयोग आन्दोलन दायी रहेको छ अथवा उपभोक्ताहरूले आन्दोलनको फाइदा उठाउँदै सुङ्गुरको दाना पकाउन पनि बिजुली जडान गर्यो। यसो गर्दा ट्रान्सफर्मर फडि्कयो अनि ट्रान्सफर्मर दिने कार्यालय नै सिलगढी सारियो। यसैको फलस्वरूप विभाग र उपभोक्ताबीच अहिले लडाईँ नै छेँडिएको छ। बिजुली धेरै दिन जानु व्यवसायीहरूको निम्ति लाखौंको क्षति हुनु स्पष्ट रहेपनि विभागीय क्षमताले उपभोक्ताहरूको सेवा गर्न नभ्याएपछि बिजुलीले झगडा बालेको हो।
1 अप्रेलको दिन कालेबुङको बिजुली कार्यालय अनि उपकरण कार्यालय नै सिलगढी सारेको छ। कुनै पनि बिग्रिएको उपकरणको निम्ति सिलगढी धाउनुपर्छ अनि मागिएको उपकरण आउन समय लाग्छ। यता धेरै दिन बिजुली नबलेपछि उपभोक्ताहरूको रोषले जरा हाल्दै लान्छ, अहिलेसम्म यस्तै भइरहेको छ। विभागीय अधिकारीहरूले भने, कार्यालय सिलगढी सार्नु समस्या होइन। कार्यालय सार्दा कर्मचारीलाई अतिरिक्त भार हुन्छ तर उपभोक्तालाई समस्यामा पारेको छैन?
उपभोक्ताहरूले समस्याको कारण कर्मचारीहरूप्रति अभद्र व्यवहार गरेको पीडा सुनाउन नै पत्रकार सम्मेलन डाक्ने अधिकारीहरूले कार्यालय सिलगढी सर्नुलाई ठूलो कारण नमाने पनि जनमुक्ति कर्मचारी सङ्गठनले सोझै अधिकारीहरूको बॉंच्ने मेलोप्रति खण्डन गर्दै कार्यालय सर्नु नै समस्या शुरू हुनु रहेको दाबी गरेको छ। जकसका अध्यक्ष खड्कबिक्रम सुब्बाले भने, सबडिभिजनल कार्यालय र स्टोर कार्यालय सिलगढी सार्नु नै समस्याको विरूवा रोप्नु हो। यसको विरोध हामीले गर्यौं तर यसरी समस्या हुन्छ भनेर जान्दाजान्दै पनि कार्यालय सिलगढी सारियो। अब हामी ती कार्यालयहरू कालेबुङ फर्काउनुपर्छ भन्ने माग गर्दै आन्दोलन चर्काउनेछौं। सचिव अनुप लामाले भने, कार्यालय कालेबुङ ल्याइयो भने 90 प्रतिशत समस्याको समाधान भइहाल्छ। उपभोक्ता, अधिकारी, कर्माचारी अनि जनमुक्ति कर्मचारीबीच शुरू भएको यो लडाईले अब कस्तो परिणति ल्याउने हो निश्चित छैन, तर एउटा कुरा त स्पष्ट छ किन समस्याको समाधान अहिले नै हुनेवाला छैन।
जन्मुक्ति पार्क समितिको बैठक
मनोज वोगटी, कालिमन्युज, कालेबुङ, 24 अगस्त। डम्बचौक नजिक रहेको जनमुक्ति पार्क समितिको बैठक पार्कमा नै सम्पन्न भयो। प्रेम कुमार तामङको अध्यक्षतामा सम्पन्न बैठकमा मूल सचिव एस.सी प्रधानले पार्कको सुन्दरीकरण सम्बन्धमा प्रस्तावहरू लिइएको जनाएका छन्। पार्कमा रहेका समस्या अनि यसको सुन्दरीकरणको सम्बन्धमा क्षेत्रका विधायकसित भेटघाट गर्दै कुरा राख्ने अनि दागोपाप प्रशासक अनि महकुमा अधिकारीलाई नै पार्कको समस्याबारे अवगत गराउँदै सुन्दरीकरणको निम्ति सरकारी पदक्षेपको अपील गर्ने भएको जनाएका छन्। सभामा कुबेरसिंह गुरूङ, एल.नाम्चु, शरण खाती, सुमन मोथे, मोहनलाल सन्दास, बीबी प्रधान तथा अन्यले पनि सम्बोधन गरेका थिए।

प्रविण खालिंग, कालिमन्युज, गान्तोक,24 अगस्त। सिक्किम डेमोक्रेटिक फ्रन्ट (एसडीएफ) सरकारद्वारा विधानसभामा पेश गरिएको कथित कालो बीलको प्रतिवाद गर्दै नागरिक अधिकार सुरक्षा संगठन,सिक्किम (नास) ले डाकेको विराट प्रतिवाद जुलुसमा उक्त बीलको खेस्रा जलाएर कड़ा प्रतिवाद जनाइयो। यहॉंको देउरालीको मेनलाइऩ ट्याक्सी स्ट्याण्ड नजिकबाट शुरुभएको हजारौंको संख्यामा उपस्थित सिक्किमका आम नागरिकहरूको जुलुसले कालो बीलको प्रतिवादमा गगनभेदी नारा लगाइरहेका थिए भने भ्रष्ट्राचारको विरोधमा देशव्यापी आन्दोलनलाई अघि ल्याउने अन्ना हजारेको समर्थनमा आवाज बुलन्द गरिएको थियो। लगभग तीन घण्टा लामो यात्रा पछि पाल्जोर स्टेडियम नजिक फिस पोण्डमा पुगेर जुुलुस जनसभामा परिणत भयो। जनसभालाई सम्बोधन गर्दै नासका अध्यक्ष टीएन ढकालले संगठनको पॉंच सूत्रीय प्रस्तावको घोषणा गरे। तिनले आफ्नो सम्बोधनमा पटक-पटक ठोकुवा गरेर नास नितान्त गैर राजनैति संगठन रहेको बताउँदै भने, हामी यहॉं जनताको आवाज निमोठ्न खोज्ने कालो बील र भ्रष्ट्राचारको विरोध भेला भएका हौ यसमा कुनै हिडन एजेण्डा छैन्। तिनले भने, यदी राजनीति गर्न परेको खण्डमा हामी यो संस्थाबाट राजीनाम दिएर खुल्ला रूपमा राजनीतिमा उत्रने छौं तर यसलाई राजनैति रंगले हेर्नेहरूले जनताको आवाज दबाउन राजनीतिले प्रेरित बताउने गरेको छ त्यसको भत्सर्ना गर्दछौ।
यसै गरि अध्यक्ष ढकालले भने, हामी यहॉं कसैले गोजीमा पैसा हालि दिएर बोल्न आएका होइनौं संविधानले दिएको अधिकारको हनन हुँदा आवाज लिएर आएका हौं। तिनले भने सिक्किममा मिड डे मिल र शिक्षामा भ्रष्टाचार गरिएको छ त्यसको निम्ति सरकारले सुनियोजित ढंगमा सरकारी शिक्षामा गरीबको छोराछोरी पढ्ने पाठशालामा मिड डे मिलमाथि नै भ्रष्ट्राचार गरिएको छ जसको लोभमा जाने विद्यार्थीहरूले गुणस्तरीय शिक्षा पाउन बाट बञ्चित बनेका छन्। यसैगरि प्रधानमन्त्री ग्रामीण सडक योजनामा पनि उत्तिकै भ्रष्ट्राचार भएको तथा सिक्किमको टुप्पोबाटै भ्रष्ट्राचार मौलिएर आएको दावी गरे।

Prabin Khaling, KalimNews, Gangtok,24 August It has now become quite apparent that the State Government is going to formally withdraw the Sikkim Prevention and Control of Disturbance of Public Order Bill 2011 when the State Legislative Assembly resumes its sitting, the day after tomorrow, after a two week long recess.
According to the sources with the Assembly, besides introduction of the Sikkim Chardham Temple Bill and the Sikkim Municipalities ( Amendment ) Bill, the House will also discuss and decide on the Notice of Motion for withdrawal of the Sikkim Prevention and Control of Disturbance of Public Order Bill 2011 on that day.
It may be recalled that the Bill ,introduced on the 11th of this month, had attracted strong reactions from opposition parties and social organizations in the State. Later, in the wake of an advice from the Governor, the State Government had announced about its decision to withdraw the Bill.
Soreng 24 August West District Congress Committee organized its District level meeting at Soreng, West District today the 24th August, 2011. The meeting was chaired by the Vice President, SPCC, Shri Pema Kinzang Bhutia. The members of PCC from West District, members of DCC, West District and a large number of party supporters participated in the meeting as per the programme drawn on the 5th of August, 2011.
The meeting attacked the SDF Government and its Chief Minister, Pawan Chamling for leading Sikkim towards its doom. In the name of development rampant corruption has become the order of the day under the present ruling Government. Sikkim has been given special protection under Article 371F but the Chief Minister, Pawan Chamling and his Government has left no stone unturned in facilitating passage to innumerable Central Acts in Sikkim in total violation of the provisions of Article 371F as a consequence of which Sikkim is gradually losing its unique identity, the members expressed with deep concern. What was the intention behind hurriedly bringing Central Income Tax Act, Central Employment Exchange Act, Municipality Act, VAT, Central Forest Act, etc. in Sikkim? Does the Chief Minister, Pawan Chamling realize that Sikkim and its people are in no position to bear huge burden resulting from the enforcement of various taxes on them, the members questioned.
The meeting also raised serious doubts on the sincerity of the Chief Minister in protecting the democratic rights and privileges of the people. Introduction of the Sikkim Prevention and Control of Public Order Bill, 2011 is certainly not a measure to protect the democratic rights and aspirations of the people. In fact introduction of such Black Bill is an attempt to curtail the Fundamental Rights of the citizens so as to ensure that there is no opposition to the present ruling government against its authoritarian and dictatorial rule in the State, the members expressed. The SDF Government’s repeated demand for Peace Bonus and introduction of the draconian Black Bill are totally contradictory in nature which also speaks of the law and order situation in Sikkim.
Trinamul tea union on anti-bandh drive - NREGS shows way to Rs 130 daily wage cry
AVIJIT SINHA, TT, Siliguri, Aug. 24: The Trinamul Congress has started an anti-bandh campaign in the tea gardens in the foothills through its trade union, asking workers to refrain from strikes and embargoes and instead fight for their rights through talks.
The Trinamul Tea Plantation Workers’ Union also said it would ask the government to help negotiate with planters so that garden labourers in the Dooars and Terai got a revised daily wage of Rs 130, the same amount paid under the 100-day central job scheme (see chart).
The Trinamul trade union’s anti-bandh drive kicks off a day after party chief and chief minister Mamata Banerjee requested all political outfits to refrain from bandhs and blockades as they affected livelihood.
“We are not in favour of calling strikes or stopping despatch of tea. So, we have started campaigns against such activities. Our chief minister has time and again insisted that strikes, bandhs and blockades should be discouraged. On our part, we are trying to take more and more people into our confidence. They should surely fight for their rights but not resort to any action that might affect the tea industry,” said Trinamul trade union leader Joachim Buxla.
The Trinamul trade wing is a constituent of the Defence Committee for Plantation Workers’ Rights that had called a three-day strike in the industry earlier this month. Today, however, Trinamul claimed that it had opposed the bandh then.
“We had instructed our supporters to report for duty,” said Buxla, who switched over to Trinamul from the RSP in 2009.
Trinamul admitted that as far as trade unionism was concerned it had far to go and had managed to form units in only 30 or so gardens. Citu and Intuc are dominant in most gardens, followed by the Akhil Bharatiya Adivasi Vikas Parishad-backed labour union.
“We had started from scratch and right now, we have units in more than 30 gardens in the Dooars. Every week, we are opening new units,” said Buxla. “In terms of forming a trade union base, we have a long way to go but nonetheless, we have started working on our agendas to ensure that tea workers are not deprived of their rights.”
Last week, the trade unions scaled down their demand for revised wage to at least Rs 91. The root of the stand-off in the plains is a deal of Rs 90 a day that the Gorkha Janmuki Morcha managed to clinch for workers of the Darjeeling tea industry. The plains workers now get Rs 67.
“As there is no fixed minimum wage in the state, we consider the NREGS rate as the base for calculation of other daily wages. We have told the labour minister that workers would feel deprived if they are paid less than Rs 90. The revised wage should be Rs 130 or above,” Buxla, today, said.
A deal less than Rs 90, many trade union leaders believe, would upset the 2 lakh or so casual workers more than the permanent labourers. “The 2.5 lakh permanent workers, who get additional benefits like bonus, PF, gratuity, housing, ration and free medical aid, is not much attracted to the national job scheme. But for casual workers, who don’t get these benefits, the Rs 130 a day for at least 100 days is surely more attractive,” said Chitta Dey, a trade union leader.
Union leaders said the low wages in the tea industry had forced many youths to migrate to the north and south Indian states where they earn even up to Rs 250 per day.
Absenteeism is a problem in most gardens in the hills and plains. Hill planters blame the higher wage of the National Rural Employment Guarantee Scheme for irregular attendance — one of the reasons why operations in the Darjeeling gardens are frequently hit, they say. The job scheme is open to all, including permanent workers.
Hill planters said the fringe benefits given to the permanent workers in the industry and daily wage together makes it Rs 130. Plains garden owners put the figure at Rs 120 or so but refused to blame the national rural job scheme for the truancy trend.
“There is a trend mostly among male workers to stay away from gardens. This is because of a number of reasons but it would be wrong to attribute it to NREGS,” said Sanjay Bagchi, the assistant secretary of the Dooars Branch of the India Tea Association, a body of planters.
The garden owners, however, could not provide a break-up of the fringe benefits in monetary units. “We cannot translate for example a housing benefit or a hospital benefit or firewood given for each worker. But when calculated on a larger scale, it comes to around Rs 120 a day if we add the daily wage of Rs 67 to it,” Monojit Dasgupta, secretary general of the Indian Tea Association.
Ransack & blockade to protest cattle haul

The protesters blocked the Naxalbari-Panighata road for more than three hours demanding the release of the cattle heads.
According to police, this morning, few SSB jawans patrolling near the border challenged two-three persons from Totaramjote who were going towards Naxalbari with few cattle heads. The jawans allegedly accused them of smuggling the cattle and seized the animals. The border guards had an altercation with the villagers when they wanted the cattle back.
Totaramjote in Naxalbari block is close to the India-Nepal border.
Around 9am, local people, who alleged that the border guards had also thrashed the villagers, blocked the Naxalbari-Panighata road at Panighata More demanding the release of the cattle heads.
The protesters also ransacked two SSB vehicles and a police jeep.
Around 11am, Sunil Ghosh, a member of Naxalbari panchayat samity, led a demonstration near the Naxalbari police station demanding the release of the animals and action against the jawans who allegedly beat up the villagers.
The blockade was lifted around 1pm after SSB officials and the police assured the protesters that they would probe the incident. The SSB has filed a police complaint after the incident. “We have started an investigation. Steps will be taken against those who damaged the vehicles,” said Amit P. Javalgi, the additional superintendent of police, Siliguri.
