Mamata’s Hill truce may hit Centre hurdle

Maneesh Chhibber, IE, June 27, New Delhi: Chief Minister Mamata Banerjee’s decision to set up a new Gorkhaland Autonomous Authority to resolve the decades-long impasse may run into rough weather.

In her hurry to claim credit for resolving the problem, Banerjee had entered into an agreement with the Gorkha Janmukti Morcha (GJM) to set up a new autonomous body for Gorkhaland immediately after coming to power and wants the Bill to be passed in the next Assembly session.

The CM also wants the Union Ministry of Home Affairs (MHA) to be one of the signatories to the agreement.

However, her proposal is likely to get struck at the Centre as the MHA is learnt to be of the opinion that some clauses of the plan could be unconstitutonal and, hence, illegal.

The MHA is likely to seek the opinion of Attorney General Goolam E Vahanvati. Sources said Union Home Minister P Chidambaram has also favoured getting a legal opinion.

Sources told The Indian Express that a final decision on the agreement would be conveyed to the state government only after it is confirmed that there is no unconstitutionality connected to it.

Mamata’s ambitious plan, which, sources said, she didn’t discuss with the MHA, provides for holding direct elections to elect the proposed Gorkhaland Autonomous Authority. The Authority will have legislative, financial, executive and administrative powers.

The West Bengal government also wants that a committee comprising representatives of the state and central governments and the GJM be constituted to decide which Gorkha-dominated areas would come under the jurisdiction of the proposed autonomous authority. A senior MHA official pointed out that no other Authority, including the present Darjeeling Gorkha Hill Council and the Ladakh Autonomous Hill Development Council, in the country has been bestowed with such vast powers, particularly legislative authority.

“If the Central Government, as is being sought by the West Bengal Chief Minister, appends its signature to any such agreement, it would become responsible for every decision involving the Authority and its formation. We feel some of the proposals are not as per the Constitution. That is why we are seeking a legal opinion,” said an officer.

Hint at ‘neutral’ panel head

VIVEK CHHETRI, TT, Darjeeling, June 26: The Centre and the state might preferably appoint a retired judge, in keeping with the Gorkha Janmukti Morcha’s demand for a neutral chairperson, to head the committee that would determine the territorial jurisdiction of the new administrative set-up envisaged for the hills.

The Morcha wants the new administrative set-up for the Darjeeling hills to have territorial jurisdiction over the Gorkha-dominated areas of the Terai and the Dooars as well. During an earlier agreement between the state officials and the Morcha, a consensus had been reached to form a committee that would look into the party’s demand.

The panel will have four representatives of the hill party and three of the state government. The Centre would be represented by the director of census. The district magistrates of Darjeeling and Jalpaiguri would be also on the committee.

Anil Verma, the administrator of the Darjeeling Gorkha Hill Council that now runs the hills, will be the convener of the committee.

The details on the chairperson had not been disclosed. Sources in the home ministry, however, maintained that the state wanted a retired judge to head the committee.

L.B. Pariyar, who is likely to be one of the four Morcha members on the committee, said: “We have not heard anything from the state government as of now. However, the state had earlier talked about appointing a neutral person to head the committee.”

The nomination of a “neutral” person acceptable to the Morcha could be an issue. “The Morcha would definitely want to be doubly sure that the person heading the committee is not seen toeing the state’s line on the issue. Territory after all is a major issue for the hill party now,” said an observer.

The agreement on the new administrative set-up is likely to be signed only after the committee on territory is finalised. Asked if the process of forming the committee on territory was getting delayed because of the chairperson issue, Pariyar answered in the negative. “I don’t think it is really getting delayed as the committee has been given time till December to submit its report,” said Pariyar.

The Morcha is also treading carefully and has not yet announced the names of its members to be on the committee. The Terai unit of the party has, however, endorsed the name of Pariyar and Shankar Adhikari, the party’s Terai convener, as the region’s representative. There is no word about the representatives from the Dooars as yet.

At the moment, the Morcha does not seem to be in a hurry to go in for a settlement. “The state is in a hurry… but we are not as our objective is to ensure that whatever we want is granted to us irrespective of the time it takes,” said Harka Bahadur Chhetri, Morcha MLA from Kalimpong.

Till the new body is formed, the Morcha is willing to help run the DGHC. The three MLAs from Darjeeling, Kalimpong and Kurseong have already joined the board of DGHC administrators on June 22. 
CPRM to start agitation from 29 June
KalimNews: CPRM will hold an anti setup programme and expediate the demand of Gorkhaland on and from 29 June. It has alleged that Bimal Gurung has made people of hills confused. During a meeting of the CPRM held in Darjeeling it also demanded an enquiry on the expenditure of Rupeese 120crore made  after the exodus of Subhas Ghising and during the AILA relief.

गोर्जमान गुरूङ : गोर्खा जनमुक्ति मोर्चा के निम्ति जन्मिएको हो? यो प्रश्नको सोझो जवाब विमल गुरूङले गोर्खाल्याण्ड भनेर दिन्छन्‌। तर कसैले पनि यो कुरालाई ध्यान लगाएर हेर्दा भेट्‌न सक्छ कि विमल गुरूङले गोर्खाल्याण्ड भनेर राज्यको कुरा गरेको होइनन्‌। जनताले भन्दै गरेको गोर्खाल्याण्ड भनेको राज्य हो तर विमल गुरूङले भन्दै गरेको गोर्खाल्याण्ड परिषद नै थियो, हो र रहनेछ। गुप्ती रिपोर्ट गोर्खाल्याण्ड राज्यको निम्ति थिएन, परिषदको निम्ति थियो।
गोर्खा जनमुक्ति मोर्चाले 27 जनवरी 2010 को दिन केन्द्रिय गृहमन्त्री पी.चिदम्बरमलाई मोर्चाले जुन प्रस्ताव पठायो, त्यो यही परिषद्को निम्ति थियो, जसमा दागोपापको विकल्प मोर्चाले मागेको थियो। त्यसबेला त विपक्ष र मीडियाले मोर्चाले दागोपापलाई नै बढोत्तरी गरिएको व्यवस्था मागेको भनेर बताएको सॉंचो कुरालाई मोर्चाको पक्षबाट डा.हर्कबहादुर छेत्री र विमल गुरूङले सोझै नकारेका थिए। डा. छेत्रीले त्यसबेला मिडियाले माकपाको भूमिका निभाएको आरोप पनि लगाएका थिए। त्यसबेला मोर्चाको गोप्य कुरा फुकाल्ने विपक्ष र मिडिया वास्तवमा सॉंचो थियो भन्ने कुराको प्रमाण अहिलेको स्थिति हो। जतिबेला पनि मोर्चाले दागोपाप नै थापिरहेको कुरा मिडियामा आयो त्यतित्यतिबेला मोर्चाले त्यसकुरालाई भर्त्सना गर्‍यो। मै हुँ भन्ने पाठकहरूलाई म केवल 30 जनवरी र 13 फरवरीका नेपाली तीनवटा समाचार पत्रिका पढ्‌ने सुझाव दिन्छु।
वास्तवमा मोर्चाले तेस्रो वार्तादेखि नै गोर्खाल्याण्डको मुद्दा छोड़ेर परिषदको निम्ति कुराकानी तेज गरेको थियो। 27 जवनरीको दिन चिदम्बरमलाई पठाएको प्रस्तावमा दागोपापलाई क्षमता वृद्धि गरेर मात्र मागिएको छैन, जहॉं गोर्खाल्याण्डको विरोध छ, त्यो क्षेत्र परिषद्मा नहाल्ने सहमति पनि पठाएको छ। त्यसबेला हिमालय दर्पणले प्रस्तावित गोर्खाल्याण्डको सीमालाई मोर्चाले अझ सानो गरेको समाचार छापेको थियो। मोर्चाले त्यसबेला हिमालय दर्पणलाई गाली गरेको थियो।
जनसभामा पनि हिमालय दर्पण नपढ्‌नु भनेर क्याडरहरूलाई आग्रह मात्र गरेन यो कुरालाई व्यापकरूपले फैलाउन मोबाइल म्यासेज पनि पठाउने काम गरेको थियो। जहॉं विरोध हुँदैछ, त्यो परिषदमा नहाल्ने कुरा मोर्चाले फिर्ता लिएको छैन। यसको सोझो अर्थ तराई र डुवर्स परिषद्मा पस्दैन। पस्यो भने गोर्खाबाहुल मात्र पस्छ। सबै जान्छन्‌ कि तराई र डुवर्समा लहरै मिलेर बसेको गोर्खाबाहुल क्षेत्र छैन। टुक्रा टुक्रा डुवर्स रहेकोले परिषद्मा दाबी गरिएको सबै मौजा पस्दैन। राज्य सरकारले ( ममता सरकारले होइन) 23 वटा मौजा तय गरेर राखेको छ, जो ममताले स्वीकृति दिइसकेको छ। जुन मौजाहरू पस्छ, त्यो गोर्खाल्याण्ड राज्यको दाबीको निम्ति पर्याप्त छैन। मोर्चालाई पनि वास्तवमा थाहा छैन कि राज्य हुनको निम्ति कति क्षेत्रफल चाहिन्छ? परिषद्मा कति क्षेत्र पस्यो भने राज्य हुन्छ? जुन क्षेत्र वास्तवमा राज्यको होइन भन्ने प्रमाण इतिहासले गर्छ, त्यो क्षेत्रमा भारतमा अघिबाट नै गाभिएका क्षेत्रहरू देशकै नरहेको भूमिमा पस्नु गम्भीर कुरा हो। 

इतिहास सम्बन्धमा मोर्चालाई आर.मोक्तान र सलिम तामङले पर्याप्त शिक्षित गराइसकेको छ, यदि मोर्चामा पढ्‌न्ते नेताहरू र समर्थकहरू छन्‌ भने। चिदम्बरमलाई पठाएको पत्रमा केवल दागोपापलाई लिएर सेटअप गठनको दाबी गरिएको छ। त्यो प्रस्तावमा विमल गुरूङको हस्ताक्षर छ। विरोध हुने ठाउँ डुवर्समा आदिवासी विकास परिषद्ले छैटौं अनुसूचीको माग मोर्चाले गुप्ती रिपोर्ट पठाएदेखि नै चर्काएको हो। आज पनि चर्काएको छ। भर्खर 6-7 जुनमा भएको चुक्तिमा पनि सीमाङ्‌कनको कुरालाई ममता व्यानर्जीले औपचारिकता मात्र मेटिने कुरा मोर्चालाई बताइसकेको छ अनि यसमा रोशन गिरीले सहमति दिइसकेका छन्‌। चुक्ति र सहमति अनुसार सीमाङ्‌कनको कुरा गर्दा त्यसक्षेत्रको टिप्पणी, समर्थन वा विरोधलाई बढी प्राथमिकता दिइनेछ। कुनै पनि विवादको कारण ममताले तराई र डुवर्समा आफ्नो छवि विगार्न चहॉंदैनन्‌। उत्तर बङ्गालको राजनैतिक शिविरमा रहेको तराई र डुवर्सको जति महत्व ममतालाई थाहा छ, त्यति मोर्चालाई थाहा छैन। अघिबाट नै समर्थित वा सहमत गोर्खाबाहुल क्षेत्रलाई मात्र परिषदमा हाल्ने कुरा त विमल गुरूङ आफैले चिदम्बरमलाई पठाएको प्रस्तावमा उल्लेख छ। इच्छुकहरूले विमल गुरूङलाई त्यो प्रस्ताव मागेर पढ्‌दा हुन्छ, यदि दियो भने। मलाई त लाग्छ विमल गुरूङले त्यो प्रस्ताव नपढी हस्ताक्षर गरेका छन्‌। आखिर तिनी स्टडी फोरमको कठपुतली हुन्‌। यता अहिलेदेखि नै आदिवसी विकास परिषद्लाई मोर्चा र ममताले परिषद्को विरोधमा उतार्न शुरू गरिसकेको छ। सीमाङ्‌कन नमिले पनि मोर्चाले परिषद् थाप्छैथाप्छ। यो किटान होइन मोर्चाको राजनैतिक बाध्यता हो। बाध्यता के हो त्यो तल्तिर लेख्दै जानेछु।

चिदम्बरमलाई चिठ्‌टी पठाएको ठीक 16 दिनपछि मुख्य मन्त्री बुद्धदेव भट्टाचार्यले मिडियामा गोर्खाल्याण्ड नभएर दागोपापलाई नै अधिक क्षमता दिने कुराको घोषणा गरेका छन्‌। बुद्धदेवले भनेका थिए त्यसबेला-मोर्चाले गोर्खाल्याण्ड हुँदैन भन्ने कुरा बुझिसकेको छ। यसकारण दागोपापलाई नै अधिक क्षमता दिने कुरामा सहमति भइरहेको छ। तर मोर्चाले आफ्नो क्षमताभन्दा धेर कुरा मागेकोले कुरा मिलेको छैन। स्पष्ट छ, माकपा सरकारसित सहमत हुन नसकेका कुराहरू ममतासित सहमति भयो। अर्थात्‌ स्पष्ट छ, गोर्खाल्याण्ड होइन परिषद्को निम्ति मोर्चाको सहमति भयो।

सीमाङ्‌कनको कुरालाई मोर्चाले जति गम्भीर पारेको छ वास्तवमा उती गम्भीर कुरा होइन। कुरा परिषद्को गरेर सीमाना गोर्खाल्याण्ड राज्यको निम्ति मागिएको भन्नु मुर्ख कुरा हो। जमीन विषयमा रहेका जम्मै ऐतिहासिक विवादहरूलाई साम्य नगरी परिषद्मा तराई -डुवर्स पस्नु सरकार र मोर्चा दुवैले जनताको सपनामामाथि खेलाइँची गरेको त सोझै बुझिन्छ नै यो राजनैतिक जुक्तिको उमेर साह्रै छोटो रहेको कुराको प्रमाण पनि हो। दिने नदिने कुराको तय नै भएको छैन, संसदमा सहमति जुटाउने काम नै भएको छैन, संसदमा बील ल्याउने सम्भावना कतैबाट पनि छैन, यता गोर्खाल्याण्डको निम्ति सीमाना बनाउने भन्नु मुर्ख कुरा हो। मोर्चाको आइपीएस र चीफ सेक्रेटेरीलाई यति पनि थाहा छैन कि सीमाना मोर्चाले तय गर्नुपर्दैन, यो त सरकारले गर्छ। मोर्चाको काम हो दाबी गर्नु। 

राज्य नै बनाउनु हो र क्राइटेरियाकै कुरा गर्नु हो भने तीनवटा महकुमा पनि प्रश्स्त छ। तराई र डुवर्सका जनताले नि गोर्खाल्याण्डको आन्दोलन गरिरहेका छन्‌, यसकारण मोर्चाले बनाएको मानचित्रमा छ। जुन मानचित्र बोकेर आन्दोलन गरिएको छ, के त्यो नै प्रशस्त होइन र? त्यो नै गोर्खाल्याण्डको सीमाना होइन र? नत्र किन फेरि मोर्चाले मानचित्र बनाउनु? मानचित्र छ, वाइ गोर्खाल्याण्ड भन्ने पुस्तक पनि छ, गोर्खाल्याण्डको निम्ति पठाएको मरुभूमिका ऊँठ जस्ता जसवन्त सिंह पनि छन्‌, तीन जना महत्वाकांक्षी विधायकहरू पनि छन्‌, जो गोर्खाल्याण्डको कुरा भएन भने राजीनामा गर्न तयार छन्‌, जनता पनि गोर्खाल्याण्डको निम्ति हरेक प्रकारका आन्दोलन गर्न तयार छन्‌ फेरि के भयो? गोर्खाल्याण्डको कुरा अघि बढ्‌न कहॉं बाधा भयो? जनताको अवस्था खराब भयो भने पनि ममता व्यानर्जीले स्वीट्‌जरल्याण्ड बनाउने भइहालेकी छन्‌। तिनको काम नै हो पहाड़को विकास गर्नु। फेरि मोर्चालाई के पर्‍यो त्यस्तो र जनता थाक्यो भनिरहेको छ?

मलाई लाग्छ, निकोल तामङको कुरा अघि आयो कि मोर्चाका नेताहरूको ब्लडपेसर बढिहाल्छ। मदन तामङको कुरा आयो कि खोकी लागिहाल्छ।ज्वरो आइहाल्छ काम छुटिहाल्छ। सरकारले कहॉं निचोर्दा विमलको गठ्ठेपन ठेगानमा आउँछ भन्ने कुरा बुझेको छ। अहिले दिपेन माले देखाउँदा नै परिषद् थाप्नुपर्छ भने मोर्चालाई यस्ता देखाउनुपर्ने कुरा सरकारले धेरै राखेको छ, जसको कारण परिषद् त के नगपपालिका मात्र पनि थाप्न मोर्चालाई कर लाग्छ। हत्या जसले पनि गरेको होस्‌, मदन तामङले न्याय पाउनुपर्छ। तर सरकारले मदन तामङ हत्याकाम्डलाई गोर्खाहरूको मुद्दालाई ठोगानमा लगाउने चाबीकोरूपमा प्रयोग गरिरहेको छ। यस हिसाबले तरवार उचाल्ने सरकार र मोर्चाका बहादुरहरू नै हुनुपर्ने संकेत मिल्छ। यसै पनि हत्याकाण्डमा मोर्चा बाहेक अरू कुनै दलको नाम नै छैन। मलाई थाहा छ, सिलगढ़ीमा एकदिन मदन तामङ दाजुले मलाई भनेका थिए, म मोर्चाले गोप्यरूपले गरेको कर्तुत छिट्टै राख्नेवाला छु। मैले यो कुरा जनतामा राख्छ भनेर उनेरलाई(मोर्चाका नेता)थाहा छ। मलाई रोक्ने कोशिश हुनसक्छ। तर म राखेरै छोड्नेछु।

तर तिनले राख्न पाएनन्‌। मलाई लाग्छ, तिनलाई त्यही कुरा बताउन नदिएको हो कि? मदन तामाङले मोर्चाले यो परिषद् ताप्छ भन्ने कुरा पहिल्यै बताइदिएका थिए। त्यसबेला मोर्चाले मदन तामङको विरोध गर्‍यो, तर थाप्न त मदन तामङले भनेकै थापिरहेको छ नी, होइन र? तपाईंहरू पढन्ते हो भने छातीमा हात राखेर भन्नुहोस्‌ त मदन तामङले त भनेकै हुन्‌ नी, मोर्चाले दागोपाप नै थाप्दैछ भनेर। गोजमुमोलाई दोस्रो वार्तामा नै बताइएको थियो कि कुनै पनि परिस्थितिमा राज्य दिइने छैन, जसको निम्ति किन सम्पूर्ण सामारिक शक्ति नै खर्च गर्न परोस्‌। त्यसबेला मोर्चाको स्टडी फोरमले विमल गुरूङलाई यही कुरा राखेर डर देखाउने काम गरेको थियो। वास्तवमा विमल गुरूङले आफ्ना नेताहरूको चालामालालाई पारदर्शी गराउने काम गरेको भए तिनी फँसिने थिएनन्‌। विमल गुरूङलाई ममता म्याजिकमा पूर्णरूपले फँसाइसकिएको छ।

मोर्चालाई फँसाउनेहरूलाई मदन तामङको हत्याकाण्डपछि नै सफा गर्न सकिन्थ्यो। पार्टीका दोषीहरूलाई ठेगानमा लगाउन सकिनेथियो। तर डरछेरुवा र राजनैतिक चेतना नभएको विमललाई यस्तो कुरा सुझ्ने त कुरै आएन। विमलले केन्द्रिय कमिटीलाई केहीसमयको निम्ति भङ्ग गरेर जबसम्म मदन हत्याकाण्डको छानबिन हुँदैन तबसम्म गठन गरिनेछैन भनेको भए दोषीहरू अहिले जेलको हावा खाइरहेका हुन्थे अनि विमललाई आन्दोलन इमान्दारहरूलाई लिएर अघि बढाउन सजिलो हुन्थ्यो।

अब जतै फर्किए पनि अफ्ठ्यारो छ। यता फर्किए मदन तामङ उता फर्किए निकोल तामङ। प्रशान्त तामङबाट शुरू मोर्चा दुइ तामङबाट अन्त। ममताले शुरूमा नै दीपेन मालेलाई पक्रिएर मोर्चालाई परिषद्मा झुकाउने काम गरिसकेको छ। अहिले देशभरिबाट परिषद्को विरोध हुँदा मोर्चाले कुनै पनि निर्णय गर्न सक्छ कि भनेर निकोल तामङलाई जिउँदै देखाइदिएको छ। अब हेर्दै जाउँ सत्यलाई डोकोले छोप्दा हुँदैन। घिसिङको बिचल्नी फेरि दोहोरिन पनि सक्छ। किन भने मोर्चाले दिएको धोका र जनताको भावनासित खेलवाड़ गरेर गरेको अपराधको जवाब समयले नै दिन्छ।

सन्दर्भःनिकोल तामङ - वास्ताविकता के हो?

मनोज वोगटी, कालिमन्युज, कालेबुङ, 26 जून। दार्जीलिङको राजनीतिमा हत्याको इतिहासले जुन क्षेत्र ओगटेको छ त्यसलाई गान्धीवादले पनि भत्काउन सकेन। गोर्खाल्याण्ड आन्दोलन-2 मा चर्चित हत्याकाण्ड भनेको मदन तामङ हत्याकाण्ड रह्यो। आन्दोलन-1 मा सिरियल हत्याकाण्डले जनमानसमा जुन आतङ्‌क उत्पन्न गर्‍यो, त्यो आन्दोलन-2मा  पनि कायम नै रह्यो। हत्या राजनैतिक कारणले हुने भएकोले आन्दोलनकालमा भएका हत्याहिंसा समेतमा छुट माग्दै चौतारीको निम्ति सम्झौता हुने पनि दार्जीलिङको राजनैतिक इतिहासले कायम राखेको परम्परा रहेको छ। हत्याकाण्डमा कानून र न्यायपालिकाको भूमिका पनि दार्जीलिङको सम्बन्धमा सबैभन्दा विवादास्पद् बनेको सबै जान्दछन्‌।
मदन तामङको हत्याकाण्डको जॉंच सीआईडीले गर्‍यो तर हत्याको मूल आरोपी निकोल तामङलाई हातैबाट उम्काएको घटना देखाइएपछि जिम्मा सीबीआईले लिएको छ। तर भर्खर नै सीआईडीले 23 जुनको दिन हाइकोर्टमा बुझाएको रिपोर्टले निकोल तामङ जिउँदो रहेको सूचना त सार्वजनिक गर्‍यो तर सीबीआईको रिपोर्टमाथि निकोल तामङ परिवारले लगाएको आरोपले सीबीआर्ई समेतलाई शंकाको घेरोमा हालिदिएको छ।
सीबीआई अनुसार निकोल तामङ नेपालमा छन्‌। परिवारले यसैकुरामा ठाड़ो प्रतिक्रिया जनाउँदै भनियो, नेपालमा छ भने के हेरिरहेको छ, पक्राउ गर, कमसेकम छोरो र लोग्ने जिउँदै रहेकोमा सन्तोक गर्न त सकिन्छ। परिवारबाट आएको यसप्रकारको मन्तव्यले निकोल तामङ जिउँदो नरहेको कुरालाई इङ्गित गरेको छ। के सॉंच्चै निकोल तामङ जिउँदै छन्‌ त? अहिले यो प्रश्न सबैतिर मडारिरहेको छ। 
पिन्टेल भिलेजबाट सजिलैसित भागेको घोषणा सीआईडीले गरेर आफ्नो कार्यक्षमताको लाजस्पद् परिचय त दियो नै तर यसप्रकारको घटनाबाट षड़यन्त्रको गन्ध आएको नै धेरैले अनुमान गरिरहेका छन्‌। कुनै पनि गम्भीर मुद्दासित संलग्न वा आरोपी यति सजिलै सीआईडी र बङ्गाल पुलिसको हातबाट उम्किनु पचाउन सकिने कुरा थिएन। यतिबेला निकोल तामङ जिउँदो नरहेको कारण भगौडेको संज्ञा दिएको मात्र हुनसक्ने शंका मोर्चाले नै गरेको थियो। यसै शंकाको भरमा मोर्चाले निकोल निकाल आन्दोलन नै मच्चाएको थियो। पुलिसले न त निकोल निकाल्यो न त जिउँदो वा मृत केही रहेको सूचना नै दियो तरै पनि निकोल निकाल आन्दोलन मोर्चाले थन्काइदियो।

सीआईडी कस्टडीबाट हराएको निकोल आखिर कहॉं छन्‌? यही प्रश्नको उत्तर खोज्न आएको सीबीआईले निकोल नेपालमा रहेको रिपोर्ट हाइकोर्टलाई दिएपछि शंका अझ चर्किएर गएको छ। सीबीआई अनुसार निकोल जिउँदै छन्‌ अनि नेपालमा आफन्तकोमा छन्‌। तर परिवारले निकोलले सम्पर्क गरेको कुरालाई सोझै नकारीदिएको छ। यदि परिवारले सही कुरा गरेको हो भने सीबीआईको रिपोर्ट झुटो हो अनि यदि सीबीआईको रिपोर्ट सही हो भने परिवारको वयान झुटो हो। परिवार सॉंचो हो कि सीबीआई? अब यही कुराबाट पर्दा उठेपछि नै सबै कुरा छर्लङ्ग बन्नेछ। यसै पनि पहाड़मा सीबीआई बद्नाम नै छ। किन भने कुनै पनि मुद्दालाई सीबीआईले चुडान्त गरेको छैन। सीआईडी होस्‌ कि सीबीआई सबै राजनैतिक शक्तिको कठपुतली रहेको अहिलेसम्मको इतिहास ममता सरकारले पनि दोहोर्‍याउने हो होइन,  दुइ महिनाभित्र नै पत्तो पाइने देखिएको छ।

गान्तोक, २६ जून |: अगस्त, २००५-देखि अनवरत आयोजित भइरहेको मासिक साहित्यिक कार्यक्रमद्वारा साहित्य तथा कलाको क्षेत्रमा योगदान पुर्‍याउँदै आइरहेका व्यक्तित्वहरूलाई सम्मानस्वरूप अभिनन्दन एवं अभ्यर्थना जनाउन शुरु गरेको छ| अहिलेसम्म कुनै पनि महिना नबिराई कार्यक्रम सम्पन्न गर्न सफल प्रतिभा मिलनद्वारा यस महिनाको कार्यक्रम अथवा ७१ औं संस्करणमा आएर दोस्रोपल्ट आज कला तथा साहित्य जगतका तीन ब्यक्तित्वलाई अभ्यर्थना जनायो|

संयोजकद्वय अमर बानियॉं 'लोहोरो' र चन्द्र दुलालको सतप्रयासमा सम्पन्न आजको कार्यक्रममा वरिष्ठ साहित्यकार एवं पत्रकार अर्जुन पीयूष, बहुप्रतिभाशाली व्यक्तित्व तथा साहित्यकार भुवनेश्‍वर बरुवा र साहित्यिक व्यक्तित्व एवं चित्रकार होमनाथ मिश्रलाई सभाध्यक्ष डा. पुष्प शर्मा तथा मुख्य अतिथि केएन शर्माको बाहुलीबाट अभिनन्दन जनाइयो|

यस अवसरमा कार्यक्रमलाई सम्बोधन गर्दै सभाध्यक्ष डा. पुष्प शर्माले विश्‍वजनिन कुराहरू तथा विश्‍वमा घटिरहेका कुराहरूलाई आजको पिँढीले अप्नाइरहेको बताउँदै सिक्किममा नेपाली साहित्य धेरै मौलाइरहेको, धेरै विकसित बनिरहेको मन्तव्य पोखिन्|

यसरी नै मुख्य अतिथि एवं साहित्यिक व्यक्तित्व केएन शर्माले समर्पणको भावनाले सॉंचो साहित्य सिर्जना हुनसक्ने बताए| यसरी नै प्रतिभा मिलनले आदर्शमय काम गरिरहेको बताउँदै सबैका निम्ति प्रतिभा मिलन पथ-प्रदर्शक बनिरहेको पनि बताए| यसका साथै नव-प्रतिभाहरूलाई पनि स्थान दिइरहेको उनले बताए|

कार्यक्रमको अर्को मुख्य आकर्षणस्वरूप दार्जीलिङ सरकारी महाविद्यालयका प्रा. नवीन पौड्यालको वार्ता रहेको थियो| सिक्किमेली कविता साहित्यमाथि वार्ता प्रस्तुत गर्दै प्राध्यापक पौड्यालले कविताले पाठकलाई आनन्द दिनुपर्ने बताए| उनले कविता कहिलै नमर्ने अनि कविताको अस्तित्व कविता आफैमा बॉंच्छ भने| 

आफ्नो वार्ताको क्रममा उनले भने, दार्जीलिङले नेपाली साहित्यको जुन पगरी पहिरिएको छ अथवा पाएको छ त्यो सिक्किमतिर हस्तान्तरण हुँदैआएको जस्तो लाग्छ| यद्यपि, सिक्किम र दार्जीलिङ एउटै सिक्काका दुइ पाटासरह रहेको अवगत गराउँदै दुवै ठाउँको कथा-व्यथा एकै रहेको पनि उनले बताए| अर्कोतिर, दार्जीलिङ भेकमा नयॉं-नयॉं प्रयोगको जुन धाराप्रवाह छ त्यो सिक्किममा कम देखिएको पनि उनले बताएका छन्|

कार्यक्रमलाई आज अभिनन्दित तीनै व्यक्तित्वले पनि सम्बोधन गरेका थिए भने प्रतिभा मिलनका संयोजक-२ चन्द्र दुलालले प्रतिभा मिलन कार्यक्रम विषय जानकारी गराउँदै निरन्तरता दिने बताए|

यसरी नै कार्यक्रममा सधैंझै चन्द्र दुलाल, शिव दर्नाल, टीका प्रसाद शिवाकोटी, भूपाल कौशिक, भीम प्रधान, एसबी कार्की र पूर्ण जोञ्जनले कविता वाचन गरेका थिए| कार्यक्रममा साहित्यकार प्रद्युम्न श्रेष्ठ, भीम ठटाल, रवि अदृश्य, प्रेस क्लब अव सिक्किमका पूर्व महासचिव भीम रावत तथा अन्य गन्यमान्य व्यक्तित्वको उपस्थिति रहेको थियो|
Train injures elephants - Slow run fails to avert accident

TT, Alipurduar, June 26: Two elephants, one of them a 15-year-old, were injured by a train near Banarhat station last night although the driver had been informed minutes before about a herd’s movement in the vicinity of the tracks.
The accident occurred barely a week after a meeting had been held between the railways and the forest department to discuss ways to avert animal deaths on tracks.
Sumita Ghatak, the divisional forest officer of wildlife II, said the Diana range officer had informed the control room of the Northeast Frontier Railway’s Alipurduar division at 9.10pm yesterday that a herd of elephants was close to the tracks near Red Bank tea estate, 8km from Banarhat.
“But around 9.30pm, the Asansol Express on its way to Siliguri hit two elephants. A female aged around 15 was hit on the left side of the waist and it can neither sit nor move. The other elephant, also a female aged around 35, has suffered injuries on the leg,” she said
The foresters could not take any immediate steps as other members of the herd were around and it was difficult to identify the injured animals at night. “At 11am today, the sub-adult female was lifted with the help of a crane onto a truck and taken to the Gorumara National Park for treatment,” said the DFO. The adult elephant was being treated by vets near the accident spot.
The additional divisional railway manager of Alipurduar, Indrajit Singh, said it was true that the forest department had intimated them about the herd’s movement.
“As soon as we got the information, we alerted the driver of the Asansol Express. At 9.14pm, the train left Banarhat station at a very slow pace. But the train hit two elephants as it was raining heavily and visibility was low.”
Banarhat is around 190km from here.
Sources said ever since the 167km-long track between Siliguri and Alipurduar had been converted into broad gauge in 2004, 27 elephants had been mowed down by trains.
A joint meeting of the railways and forest officers was held in Alipurduar on June 18 and it was decided that a committee would be formed to exchange feedback on the movement of wild animals along the tracks in the Dooars.
Forest minister Hiten Barman and north Bengal development minister Gautam Deb also attended the meeting.
A goods train knocked down seven elephants in Moraghat on September 22 last year — the largest jumbo death toll in a single incident.
Left mulls bandh to protest price hike
TT, Calcutta, June 26: The Left Front today said it might call a Bangla bandh “if necessary” to protest the hike in the prices of petro products and other essential items.
The proposal to call a bandh was broached by RSP leader Monoj Bhattacharya and was supported by all front partners at a meeting in Alimuddin Street this evening.
“We discussed the various modes of agitation we can undertake to protest the price rise. Next month, we will organise demonstrations throughout the state. A proposal was mooted that if necessary, we should call a Bangla bandh to highlight the anti-people policies of the UPA II government at the Centre. The Trinamul Congress is hardly doing anything to protest these policies even though it is part of the Union government. All the allies agreed to the proposal,’’ a front leader said.
The last time the Left had called a Bangla bandh was in June 2008. At that time too, the agenda was increase in petro prices. Buddhadeb Bhattacharjee, who is opposed to the CPM calling bandhs, did not attend today’s meeting.
During the meeting, it was decided that the central leaderships of the front constituents and the Left trade unions would be asked to consider the option of a bandh as the price rise had “hit the common man”.
Front chairman Biman Bose refused comment on the bandh plan but said: “We have discussed higher forms of agitation on the price rise. If necessary, we will opt for them.’’
Asked about Mamata Banerjee’s move to withdraw her government’s 4 per cent sales tax on domestic LPG, Bose said: “Rather than speaking to the media about such steps, the chief minister should write to the Prime Minister demanding a rollback of the price hike of diesel, LPG and kerosene. She should protest the hike.’’
He said that in 2008, the Centre was forced to withdraw a petro price hike following a demand by the Left.
The Left today decided to organise street-corner meetings in the districts between July 4 and 10. On July 11, demonstrations will be held in front of central government offices and post offices in Calcutta.
