KalimNews : It was the birth anniversary of late Pandit Jawaharlal Nehru, the first Prime Minister of free India and the occasion was usual Basibiyalo which is held every month by the local literary figures in Kalimpong. However the occasion turned to be a special one due to variety of presentation apart from recitation of regular poems etc. during the Basibiyalo function held at Club Royale (Green Hills), here this afternoon.
Samsher Ali, a senior story writer, conducted the programme by welcoming the guests who included Harish Moktan 'Allarey' of Melli, South Sikkim (Chief Guest ) and B.R. Chhetri (Ex-Principal, Govt. Primary Teacher's Institution), Sanumati Rai and Rajen Banerjee, Counsellor. After lighting the lamp in front of portrait of Pt. Nehru by the guests a brief poetry session was organised which was followed by a brainstorming talk by Rajen Banerjee on the role of the guardians to uplift the psyche of the children in modern society.
A collection of Children's poems titled Darjeelingko Saano Rail, penned by Basant kumar Shilal, a retired teacher and recipient of BR Ambedkar Fellowship was released by the chief guest 'Allarey'. Hira Chhetri introduced the chief guest 'Allarey' with the audiences who included senior citizens, the young writers and a section of educated group and intellectuals of Kalimpong. Sahadeo Giri, publisher of the book highlighted the role of Charitra Prakashan which published four books in a sequential manner this year from Kalimpong. Other programmes included presentation of dance items by children and solo songs by senior citizens.

ROCKVALE - AHLIS OVERALL CHAMPION FOR THIRD TIME IN A ROW

For the past 7 years, this trophy is presented to the school which garners the maximum points from the various activites conducted under its banner throughout the year. The activities are volleyball, basketball, table tennis , badminton for both the girls and boys and futsal, mini football, elocution, debate, spell bee, quiz, essay writing and power point presentation.
Rockvale has been the winner of the AHLIS overall Championship trophy for the past three years in a row.
National Press Day in Sikkim
KalimNews,Gangtok, November 14: The Press Club of Sikkim (PCS) is celebrating National Press Day on November 16 at Nepali Sahitya Parishad (Sikkim) Bhavan at Development Area. The event is being sponsored by State Information and Public Relations department.
The Press Council of India has given the theme of the National Press Day as ‘Media and Corporate World-Challenges and Opportunities’ and hence, the Press Club of Sikkim would be celebrating the occasion on the same theme.
State IPR minister CB Karki has kindly consented to attend the celebrations as the chief guest. PCS chief advisor CD Rai would be chairing the function.
Sikkim Now! editor Pema Wangchuk will be speaking on the theme during the function. The State IPR department will also be distributing the annual financial incentives to five selected journalists of Sikkim.
The PCS heartily invites all media persons to attend the National Press Day celebrations at Nepali Sahitya Parishad (Sikkim) Bhavan.

KalimNews, Gangtok, 14 November :Childrens day was observed in an official function today here at Chintan Bhawan, Gangtok. The Chief Guest of the Days function was the Chief Minister Mr. Pawan Chamling. The function was also attended by the Speaker, SLAS, Dy. Chairman of State Planning Commission, Cabinet Minister, MLA’s, Chief Secretary, Director General of Police, Heads of various departments amongst others.
Earlier, HE the Governor of Sikkim and the Chief Minister offered Khadas and paid their rich tribute to Pd. Nehru at Zero Point, Gangtok.
Adressing the hall packed audience of the government officials at Chintan Bhawan the Chief Minister while talking about the life and achievements of Pd. Nehru referred him as a pioneer of modern India. It was his vision and policy towards the country which made India a rich and self sufficient in many fields, he said. Many institutions and industries were established during his period as the Prime Minister of the country, he said. Five year planning programme which started during his period gave a forum for many long term developmental programmes which still exist and play a major role for the over all development of the country, he added. Taking about the various activities of the state government to improve the quality of the human resource of the state the Chief Minister highlighted about the various activities initiated by the government targeting the students of the state. Prerna Yogna, Small Family Scheme, Special Scholorship programme are few to mention, he added. The state government has also started many educational institutions in the state to improve the quality of the students. The state government is spending 20% of the state budget in education sector which is a land mark decision taken by the state government for the betterment of the education sector vis-à-vis improving the quality of human resources of the state. The Chief Minister urged the students to take full advantage of the present educational scenario of the state and prepare themselves for the future.The Chief Minister also launched the Mukhya Mantri Smaran Shakti yogna initiated by Health Department and distributed Behind the ear Hearing Aid to some of the beneficiaries. A documentary film on the life of Pd. Jawaharlal Nehru produced by Information and Public Relations Department was also screened on the occasion. The programme also included singing of patriotic songs by the students of various schools.
Sikkim officers in Shimla
KalimNews, Shimla 12 November: The Hon’ble Chief Minister of Himachal Pradesh, Professor Prem Kumar Dhumal, met with the forty Sikkim Civil Services Officers who are currently on a six month training programme in the State, in the Old Secretariat building at Shimla today and enquired about their training and well being. Shri T.G. Negi, IAS, Principal Secretary Training, who had accompanied the group, briefed him on the details of the training schedule of the past fortnight and others to come. The Sikkim Officers offered the Hon’ble Chief Minister the traditional khada as a token of respect and thanked him for his keen interest on the training programme and the hospitality and guidance being provided by the State. The Hon’ble Chief Minister also exchanged ideas with the trainee officers on both the states –their programmes and ideals and objectives after which the officers also visited the Governor of Himachal Pradesh, Smt.Karuna Singh in her official residence at Shimla.

सिक्किम सब्जेक्ट बचाउ कमेटीको राज्यपाललाई ज्ञापन
रेसिडेन्सियल सर्टिफिकेटको अधिसूचना काम लाग्दैनः भण्डारी
KalimNews, गान्तोक,14 नोभेम्बर। राज्य सरकारद्वारा 26 अप्रेल 1975 भन्दा अघि सिक्किममा बस्ने गैर सिक्किम सब्जेक्टधारी सिक्किमेहरूलाई सिक्किम सब्जेक्ट तथा सर्टिफिकेट अफ आइडेन्टिफिकेशनकै समतुल्य अधिकार सुनिश्चित गर्ने भऩि दुइवटा अधिसूचना जारी गरेर राज्यका जिल्लापालहरूलाई रेसिडेन्सियल सर्टिफिटेक जारी गर्ने अनुमति प्रदान गरेको थियो। 26 अक्टोबर 2010 को दिन जारी अधिसूचना संख्या 590 अनि 591 लाई राज्यका विपक्षी दल तथा गैर राजनैतिक संगठनहरूले राज्यको मूल पहिचानलाई खतरा अनि सिक्किम सब्जेक्टको प्रावधान विरूद्ध रहेको ठहर गर्दै रद्द गर्ने माग राज्यपालसमक्ष पेश गरेको छ। लगातार तीन दिनसम्म राज्यका विपक्षी दल तथा गैर राजनैतिक संगठनका प्रतिनिधिहरूबीच भएको चर्चा पछि अधिसूचनालाई खाँटी सिक्किमेको हित विरोधी ठहर गर्दै सिक्किम सब्जेक्ट बचाउँ समिति गठन गरेर आन्दोलन तिब्र पारेको छ।
राज्यको पूर्व मुख्यमन्त्री तथा सिक्किम प्रदेश कांग्रेस समिति के अध्यक्ष नरबहादुर भण्डारीको प्रमुख संयोजनमा गठन भएको यस समितिले आज राज्यपाल बीपी सिंहलाई राजभवनमा भेट गरेर एउटा ज्ञापन पेश गरेको छ।
ज्ञापन पेश गरिसकेपछि पत्रकारहरूसित कुराकानी गर्दै राज्य सरकारको उक्त अधिसूचनाले राज्यका खाँटी सिक्किमेको मर्यादामा पुऱ्याउने चोटहरूको वेलिविस्तार लगाउँदै अधिवक्ता तथा समितिको उपसंयोजक हेमलाल भण्डारीले अधिसूचनाको कानुनी आधार नरहेको स्पष्ट पारे। उनले भने यो अधिसूचनाले राज्यको खाँटी नागरिकहरूलाई भारतमा विलय हुँदा संविधानले दिएको विशेष सुरक्षाको प्रावधान 371 एफ अनि सिक्किम सब्जेक्टको आधारलाई खतरा उत्पन्न गर्छ। उनले अधिसूचनाको बुँदाहरु केलाउँदै भने, 591 अधिसूचनाको बुँदा 3 र 4 अनि 6 राज्यको खाँटी नागरिकहरूको निम्ति हानीकारक छ किनभने सिक्किमे महिला जसको सिक्किम सब्जेक्ट अनि सर्टिफिकेट अफ आइडेन्टीफिकेशन छ तिनको गैरसिक्किमे परिवार तथा सन्तानलाई पनि यसले सिक्किमको सबै हक अधिकार प्रदान गर्ने रेसिडेन्सियल सर्टिफिकेट प्रदान गर्ने व्यावस्था गरेर राज्यमा अनुप्रवेशको ढोका खुल्ला गरिदिएको छ यो सरासर राज्यको खाँटी नागरिकहरूको अधिकार विरूद्ध छ। यसै गरि राज्य सरकारको अधिनमा कार्यरत गैर सिक्किम कर्मचारीहरूको परिवारका सदस्य र आफन्तहरूलाई पनि यो रेसिडेन्सियल सर्टिफिकेट प्रदान गर्न सकिने बुँदा पाँचले बताएको हुनाले यो आइपीएस, आइएएस तथा अन्य उच्च पदाधिकारीहरूलाई राज्यमा ल्याएर त्यसै प्रशासनीकरूपमा राज्यको खाँटी नागरिकहरूको अधिकार हनन भइरहेको अवस्थामा अझ उनको परिवारका सदस्यलाई पनि सिक्किमे बराबरको आधिकार प्रदान गरेर सिक्किमेको अस्तित्व मास्ने बन्दोबस्त गरिएको ठोकुवा गरे। यसै गरि बुँदा 8 मा भारतीय नागरिकता भएका सबै सिक्किममा बस्ने नागरिकले रेसिडेन्सियल सर्टिफिकेट प्राप्त गर्न सक्ने भएकोले झनै राज्यको खाँटी नागरिकहरूको अधिकार र अस्तित्व संकटमा परेको बताए। यसका साथै यो सत्तारूढ दल एसडीएफ पार्टीको बोट ब्याङ् वृद्धि गर्नु अनि राज्यमा अनुप्रवेश बडाएर सिक्किमेको अस्तित्व समाप्त गर्ने सुनियोजित षडयन्त्र रहेको उनले दावी गरे।
प्रमुख संयोजक भण्डारीले आफ्नो स्पष्टिकरण दिँदै नवगठीत समितिको अडान स्पष्ट पारे। उनले भने,सरकारले निकालेको यो अधिसूचनाको कुनै कानुनी आधार छैन् किनभने सिक्किम सब्जेक्टको च्याप्ट 1969 मैं बन्द भइसकेको छ। भारतमा विलय भएपछि सिक्किम सब्जेक्ट रेगुलेशन एक्ट 1961 रद्द गरिसकिएको छ भने त्यसपछि छोडिएकाहरूलाई सर्टिफिकेट अफ आइडेन्टिफिकेसन प्रदान गरिसकिएको छ। तर अब रेसिडेन्सियल सर्टिफिकेट बाड्ने अधिसूचना जारी गर्ने कुनै आधार छैन्। उनले कडा अनि विश्वस्त भएर राज्य सरकारले यो अधिसूचना रद्द गर्न बाध्य हुनुपर्ने संकेत दिँदै भने, हामीलाई थाहा छ यो राज्य सरकारले रद्द गर्छ किनभने यो रद्द हुनै पर्छ अर्को विकल्प छैन। उनलाई पत्रकारहरूले यदी यो रद्द नभएमा समितिको प्रतिक्रिया के हुनेछ भन्ने प्रश्न गर्दा उनले दृढ भएर भने यो रद्द हुन्छै हुन्छ राज्यपालले हामीलाई सकरात्मक आश्वासन दिएका छन् अनि आज आइतबारको दिन भएर पनि यो मुद्दा गम्भीर भएकोले राज्यपालले हामीसित भेट गरे। उनी भोलि दिल्ली जाँदैछन् यो मुद्दा माथि कार्वाही हुन्छ। अर्कोतिर उनले भने यो अधिसूचना जारी गर्ने कानुनी आधार नभएकोले यदि सरकारले चहाएको भए विधानसभामा विधेयक ल्याएर सबैको सहमति लिएर कानुन बनाउन सक्थ्यो तर प्रशासनीक रूपमा राज्यको खाँटी नागरिकको अधिकार हनन गर्ने कार्य गर्दै सिक्किमेको अस्तित्व मेटाउन कार्य गरेको ठोकुवा गरे। उनले मुख्यमंत्रीलाई हाँक दिंदै भने, चामलिंङले यसको स्पष्टिकरण दिनुपर्छ।
यसै गरि राज्यका पुरानो रैथाने भएर पनि सिक्किम सब्जेक्ट पाउनबाट बञ्चित रहेकाहरूलाई भने दिँदा हुने तर यसको निम्ति प्रेम गोयलको नागरिक सुरक्षा समितिले तोकेको 4 सय परिवारलाई चिन्हित गरिनु पर्ने बताए। तर यसको निम्ति पनि कानुन पारित गर्नु पर्ने बताए।
अर्कोतिर गैर राजनैतिक संगठन सिक्किमिज भोटिया लेप्चा एपेक्स कमेटी (सिब्ल्याक) का संयोजक अनि समितिका समन्वयक छितेन टासी भोटियाले राज्यका आइपीएस आइएएस जस्ता नोकरशाहहरूको मनमानीले गर्दा अनि राज्यका जनताको प्रतिनिधिहरू विधानसभामा गएर पनि सिक्किमे जनता र सिक्किम प्रति इमान्दार नभएकै कारण राज्यको खाँटी नागरिकहरूको अधिकार समाप्त पारिन्दै गरिएको तथा अस्तित्व संकटमा परेको बताए। उनले भने, यदि सिक्किममा बस्नु छ भने आइपीएस र आइएएसहरूले सिक्किमेहरूको सुरक्षा गर्ने पुरानो कानुन अध्ययन गर्नु र त्यसको सम्मान गर्नुपर्छ। यसै गरि समितिको संयोजक तथा पूर्व संसद पहलमान सुब्बाले राज्यमा छोडिएका भन्ने व्यापारी समुदायले शुरुमा राजाले सिक्किम सब्जेक्ट बाड्दा नलिएको तथा त्यसलाई सानो देशको नागरिकता भनेर लत्याएको तर अहिले देशमा गाभिएपछि पाउने फाइदा देखेर राल काड्दै अधिकारको कुरा गरेको बताए। उनले राज्य सरकारले जारी गरेको अधिसूचना पूर्णरूपमा सिक्किम विरोधी रहेको बताउदै यो झट्ट रद्द गर्नुपर्ने नत्र अहिलेसम्म हात थामेर बसेको सिक्किमका शिक्षित युवाहरूले नछाड्ने चेताउनी दिए । उनले भने अब युवाहरूलाई चुप लागेर बस भन्न सकिन्दैन सिक्किम एउटा सीमावर्ती राज्य हो यो सम्वेदनशीलतालाई बुझेर यो सिक्किम विरोधी अधिसूचना रद्द गर्नुपर्छ। अऩि व्यापारीहरूले पनि दिँदा नखाने राती कोल चाट्ने प्रवृति छोड्नु पर्छ उनले भने।
सिक्किम सब्जेक्ट बचाउ समितिमा राज्यको सत्तारूढ दल एसडीएफ र भारतीय जनता पार्टी बाहेक अन्य सबै दल अनि केही गैर राजनैतिक संगठनका प्रतिनिधिहरू रहेका छन्। जसमा सिहिराप पार्टीका अध्यक्ष डॉ. एडी सुब्बा, एसएनपीपी पार्टीका अध्यक्ष विराज अधिकारी, पवित्र भण्डारी, पूर्व न्यायाधिश उदय पी शर्मा, अखिल सिक्किम शिक्षत स्वरोजगार तथा बेरोजगार संगठनका अध्यक्ष नवीन किरण, मयलमित लेप्चा, रिञ्जिग नामग्याल, सीसी साङ्गदर्पा, टीका छेत्री, एम प्रसाद शर्मा, तारा भट्टराई, रितेश राई,खगेन्द्र ढकाल, मोहन राई, सविता तामाङ, दीपक राई अनि विभान्सु बस्नेत विभिन्न पदाधिकारीको रूपमा मनोनित भएका छन्।

KalimNews, गान्तोक। राज्यमा 26 अप्रेल 1975 सालदेखि अघिदेखि बस्दै आएका पुराना बासिन्दाहरूको निम्ति सिक्किम सब्जेक्ट समतुल्य अधिकार उपलब्ध गराउने रेसिडेन्सियल सर्टिफिकेटको अधिसूचनालाई पूर्ण समर्थन गर्दै राज्यका मुख्यमन्त्री पवन चामलिङले मोहर लगाइ दिएका छन्। एकातिर राज्यका विपक्षी दल अनि केही गैर राजनैतिक संगठनहरूले यसको तिब्र विरोध गरिरहेको अवस्थामा उनले यहाँको चिन्तन भवनमा आयोजित बालदिवसको कार्यक्रममा आफ्नो सम्बोधनमा भने, 1975 भन्दा अघि देखि सिक्किममा बसोबासो गर्दै आएका जनताको निम्ति सम्मान हो रेसिडेन्सियल सर्टिफिकेट.। उनले अझ यसको परिभाषा स्पष्ट पार्दै भने, सिक्किममा खान पाउने देखेर बाहिरबाट धेरै मानिसहरू आए, यहाँको अवसरहरूलाई उपयोग गर्न आए तर अब उसो यहाँको अवसर र सुविधा जतिछौ त्यतीले मात्रै उपभोग गरौं भनेर यहाँ भनेर यो प्रमाणपत्र वितरण गर्न लागेका हौ। यसले राज्यमा बड्दो अनुप्रवेशलाई रोक्नेछ। तर यहाँ प्रतिक्रियावादीहरूले यसलाई मुद्दा बनाएर सिक्किम सब्जेक्ट उडाउन आट्यो भन्दै हल्ला गर्दैछ। तर हामी यो रेसिडेन्सियल सर्टिफिकेट बाडेर सिक्किमेहरूलाई सुरक्षीत गर्न चहान्छौ र बाहिरबाट छिर्ने सबै दुलो बन्द गर्न चहान्छौ। जब कुनै अवसर बाचेन भने बाहिरबाट मान्छे आउदैन सरकार सितै जनताले पनि अब राज्यमा बाहिरको मान्छे भित्र्याउनबाट रोक्नुपर्ने आह्वान गरे।
