मनोज बोगटी, कालिमन्युज, कालेबुङ, 31 मार्च।कालेबुङको 11 माइलमा एक 12 वर्षे बालकले आत्म ह्त्या गरेको कुराले कालेबुङ वासिन्दा चकित बनेका छन्‌। यस्तो घटना हिजो बिहान 8.30मा पृथ्वीराज प्रधानको शौचालयमा देखापर्योम। कालेबुङ थानाले पाएको सूचना अनि पत्रकारहरूलाई बताइए अनुसार बालकको नाम रिकेश भुजेल हो। बालक रिकेश सामसिङ निवासी निरेश भुजेलका छोरा हुन्‌ भने तिनी आफ्ना आमासित नै प्रधानको घरमा काम गर्न बसेका थिए।
दागोपापका इञ्जिनियर पृथ्वीराज प्रधान पनि तोपखाना नजिक  भाड़ाको घरमा बस्दै आइरहेका छन्।बिहान रिकेश शौचालय जान्छु भनेर गएका थिए। धेरैबेरपछि परिवारले रिकेशलाई शौचालयमा झुण्डिरहेको फेला पारेको थानाले जनाएको छ। हिजो नै कालेबुङ अस्पतालमा तिनको पोष्टमर्टम गरियो भने तिनको शव आज सामसिङ लगिएको छ। यता 12 वर्षे बालकले आत्महत्या गरेको कुरा निक्कै संशयपूर्ण् देखापरेको छ। वरिपरिका छिमेकीहरू चकित रहेको जान्नमा आएको छ। कसरी यति साना बालकले आत्महत्या गर्न सक्छन्‌? यो प्रश्न अहिले नगरवासीसित झुण्डिएको छ। थाना सुत्रले जनाए अनुसार यस मामिलाको छानबीन भइरहेको छ। पोष्टमोर्टम रिपोर्टको आधारमा नै थानाले मृत्युको रहस्य खोलिने जनाइएको छ।

गोर्खालीग उम्मेद्वार त्रिभुवन राईले  बुझाए नामाङ्‌कन पत्र -साझा उम्मेद्वारको निम्ति उचित निर्णय हुनसक्ने आशा गरिएको छ-खाती
मनोज बोगटी, कालिमन्युज,कालेबुङ, 31 मार्च।नामाङ्‌कन पत्र बुझाउने अन्तिम दिनमा गोर्खालीग उम्मेद्वार त्रिभुवन राईले नामाङ्‌कन पत्र बुझाए। नामाङ्‌कन पत्र बुझाउने तिनी नै अन्तिम उम्मेद्वार हुन्‌। अहिलेसम्म गोरामुमोबाट प्रकाश दाहाल, गोर्खा जनमुक्ति मोर्चाबाट डा.हर्कबहादुर छेत्री, कंग्रेसबाट शान्तिकुमार शर्मा अनि भाकपाबाट विक्रम छेत्रीले नामाङ्‌कन पत्र बुझाइसकेका छन्‌। उनीहरूलाई चुनाउ विभागले 4 अप्रेलको दिन नै चुनाउ चिह्न प्रदान गर्ने छन्‌ भने सबै उम्मेद्वारले सोही दिनदेखि चुनाउ प्रचार शुरू गर्ने छन्‌।

पहाड़मा गोरामुमोले शक्ति प्रदर्शनसित नै नामाङ्‌कन पत्र बुझाउने संस्कार शुरू गरेको थियो। मोर्चाले पनि त्यसैको अनुसरण गर्दै समर्थकहरू सड़कमा उतारेर नामाङ्‌कनपत्र बुझाएको थियो। यसरी नै गोर्खालीगले पनि आफ्ना समर्थकहरूलाई आज सड़क उतारे। कालेबुङमा धेरै समयपछि प्रथमपल्ट गोर्खालीगका समर्थकहरू सड़क उत्रेका देखिए। डम्बरचौकबाट लगभग सय समर्थकहरूले जुलूस निकालेर उम्मेद्वार त्रिभुवन राईलाई नगर परिक्रमा गराइ नामाङ्‌कन पत्र बुझाउन महकुमा कार्यालय पुगे। उनीहरूले लीगको झण्डा फहराउँदै मदन तामाङ अमर रहुन्‌, त्रिभुवन राई जिन्दावाद-को नारा लगाउँदै प्रदर्शन गरे। नामाङ्‌कन दर्ता गर्न त्रिभुवन राईसित लीग नेताहरू के.एन.सुब्बा, छिरिङ सुब्बा अनि प्रताप खाती साथ थिए।
लीगका पूर्व अध्यक्ष मदन तामाङ पहाड़का एक जुझारू नेता थिए, तर उनले कुनै पनि चुनाउमा प्रतिद्वन्द्विता गरेनन्‌। पहाड़मा गणतन्त्र बहाली अनि अलग राज्य कै मागमा 21 मई 2010मा दिन दहाड़ै तिनको हत्या भयो। हत्याराहरूको सुइँको अझसम्म पाइएको छैन भने हत्याकाण्डको जॉंचको निम्ति सीबीआई पनि अहिले मौन देखापरेको छ। यसपल्टको चुनाउमा तिनकै पत्नी भारती तामाङले दार्जीलिङ समष्टीबाट प्रतिद्वन्द्विता गर्नेछिन्‌। यसको साथै खरसाङ शाखाध्यक्ष शिवकुमार प्रधान अनि कालेबुङबाट शाखाध्यक्ष त्रिभुवन राईले चुनाउ लड्ने छन्‌। त्रिभुवन राई राजनैतिक क्षेत्रमा एक परिचित नाम हुन्‌। उनी 2004 देखि नै गोर्खालिगसित संलग्न छन्‌।
तिनी कालेबुङ गुम्बाहट्टा निवासी हुन्‌। उत्तरबङ्गाल विश्व विद्यालयबाट एम.ए.सम्म शिक्षार्जन गरेका राई पेशाले मल्ली जुनियर वेसिक स्कूलका प्रधानाध्यापक हुन्‌ भने तिनी लीगको टिकटमा प्रथमपल्ट चुनाउ लडिरहेका छन्‌। नामाङ्‌कनपत्र बुझाएपछि तिनी पत्रकारहरूसित धेरै बोलेनन्‌। तिनले 4 अप्रेलको दिन नै दलको घोषणापत्र सार्वजनिक गर्ने जनाए। गोजमुमोले साझा उम्मेद्वारको निम्ति गरेको बैठकलाई क्रामाकपा,यूजीआरएफ अनि लीगले नै षड़यन्त्र र स्वार्थी चलखेलको संज्ञा दिइसकेको छ भने मोर्चाले आफ्नै उम्मेद्वार दिने भएपछि क्रामाकपाले मोर्चा बाहेक अन्य दललाई लिएर साझा उम्मेद्वारमाथि बैठक गरेको थियो तर पनि त्यो असफल भएको क्रामाकपाले जनाइसकेको छ। यता गोर्खालीग केन्द्रिय समिति सदस्य प्रताप खातीसित यससम्बन्धमा प्रश्न गर्दा तिनले भने, बैठकको शिलशिला सकिएको छैन। अझसम्म पनि बैठकहरू भइरहेका  छन्‌। 4 तारिकसम्म अझ समय छ। यसबाट कुनै उचित निर्णय अघि आउने आशा गरिएको छ। तिनले लीगको मूल मुद्दा चुनाउमा गोर्खाल्याण्ड रहने अनि छैटौं अनुसूची र प्राधिकरणको विरोध रहने जनाए।

Rs 23 hike in tea wage
Vivek Chhetri, TT, Darjeeling, March 31: 
The Darjeeling Tea Association today inked a deal with the Gorkha Janmukti Morcha and other parties to increase the daily wage of hill garden workers by Rs 23, a day before the new agreement on the payment comes into force.

The Morcha had been demanding that the wage be increased from Rs 67 to Rs 120-150 a day, but the DTA and hill unions agreed to settle for Rs 90 at a meeting last night.The new pact will be in force for three years from tomorrow.
The hike is the highest in the history of the Darjeeling tea industry. Three years ago, the unions and garden owners had agreed on a cumulative hike of Rs 13. 10 spread over three years. As per the 2007 agreement, the wage was increased by Rs 4.10 from Rs 53.90 in the first year, followed by a hike of Rs 4.50 in the preceding two years.
However, the labourers will get a daily wage of Rs 90 throughout the three-year period under the new deal.
P.T. Sherpa, the president of the Morcha affiliated Darjeeling Terai Dooars Plantation Labour Union, said: “This is one of the highest wage hikes. We have also managed to hold the negotiations in Darjeeling for the first time. Earlier, the wage negotiations would always be held in Calcutta.”
The meeting was attended by the unions of the CPRM and the Congress also.
Of the 85 tea gardens in the hills, 62 are members of the DTA. Most of the remaining estates are either with the Indian Tea Association (ITA) or independent of any body of owners. The ITA and the individual gardens are yet to reach on an agreement on the wage revision with the unions.
Observers, however, said it was only a matter of time before the ITA, too, agreed to the same wage hike as there could not be a situation where the workers’ remuneration varied from one plantation to another in the hills.
Sources said representatives of the ITA were trying to meet the leaders of the Morcha union to hold talks on the wage hike. However, until that meeting takes place, the embargo on the despatch of the first flush of Darjeeling tea will continue in the non-DTA gardens. “We will lift the embargo once we get a word from them,” said Sherpa.
The embargo on the despatch of tea from the 62 gardens had been lifted on March 29.
Sandeep Mukherjee, the secretary of the DTA, said: “We honoured their long standing demand that wage negotiations should be held in Darjeeling. But we sat for the talks only after the embargo on the despatch of tea had been lifted.”
The DTA made the statement to suggest that the association had not held the negotiations with the unions at gunpoint.

Gardens reopen
Three tea gardens in the Dooars, two of which had been closed for six years, reopened on Thursday following their takeover by a Siliguri-based businessman.
Redbank, Surendranagar and Dharanipur gardens, located at Banarhat of Jalpaiguri district, were handed over to Roshanlal Agarwala and work will start from tomorrow.

प्रविण खालिंग, कालिमन्युज, गान्तोक,31 मार्च। सिक्किम विधानसभामा छु्ट्टै राज्य गोर्खाल्याण्डको समर्थनमा पारित ऐतिहासिक प्रस्तावले गोर्खाल्याण्ड आऩ्दोलनलाई महत्वपूर्ण सहयोग भएको बताउँदै गोर्खा जनमुक्ति मोर्चा (गोजमुमो) केन्द्रिय महासचिव रोशन गिरीको अगुवाईमा चार सदस्यीय प्रतिनिधि टोलीले मुख्यमन्त्री पवन चामलिङलाई उनको सरकारी आवास मिन्तोगाङमा भेट गरेर प्रस्ताव पारित गरिदिएकोमा कृतज्ञता पत्र चडायो।विहिबार अपराह्न 3.30 बजी मिन्तोगाङ आइपुगेका गोजमुमो टोलीले लगभग आधा घण्टासम्म मुख्यमन्त्री चामलिङसित भलाकुसारी गरे। मुख्यमन्त्रीसित भेट पछि पत्रकारहरूसित कुराकानी गर्दै महासचिव गिरीले भने, हामी मुख्यमन्त्रीलाई अभूतपूर्व गोर्खाल्याण्डको प्रस्ताव विधानसभामा पारित गरिदिनु भएकोमा अध्यक्ष महोदयको निर्देशमा कृतज्ञता ज्ञापन गर्न आएका थिय़ौं।
उनले अझ भने कृतज्ञता ज्ञापन संगै हामी मुख्यमन्त्रालाई प्रस्तावित गोर्खाल्याण्ड क्षेत्रमा बिराज जनसमावेशबीच नागरिक अभिनन्दन गर्नेछौ यसको निम्तो दिन पनि हामी आज यहाँ आएका हौ। तर तिनले अभिनन्दन गर्ने मिति भने अहिले नै तय नभइहालेको बताउँदै बंगालको विधानसभा चुनाउ पछि नै उक्त सम्मान कार्यक्रम आयोजन गरिने बताए। तिनलाई सोधिएको प्रश्नको जवाफमा भने, सिक्किमबाट विधानसभामा जुना ऐतिहासिक प्रस्ताव पारित भएको छ, त्यसले गोर्खाल्याण्ड आन्दोलनलाई बडो सहयोग पुग्नेछ भने सिक्किमबाट जुन पहल भएको छ त्यो बंगालबाट आशा गर्न सक्दैनौ त्यसैले गोर्खाल्याण्ड राज्यको माग नितान्त जायज माग हो भन्ने पुष्टि भएको छ। यसैगरि महासचिव गिरीले भने, सिक्किमबाट गोर्खाल्याण्डको मागलाई जायज ठहर गरिसकेपछि अब केन्द्र सरकारले यसलाई गम्भीरतासित लिनुपर्छ। उऩले भने यस प्रस्तावले भारत सरकारलाई पनि झकझकाएको छ।
मुख्यमन्त्रीसितको भेटघाट बडो सकरात्मक भएको बताउँदै महासचिव गिरीले भने, मुख्यमन्त्रीसित आजको भेटघाट सकारात्मक भयो अनि मुख्यमन्त्री चामलिङ सिक्किम र प्रस्वातिव गोर्खाल्याण्ड क्षेत्रको रगतको साइऩोलाई अझ बलियो पार्न चहान्छन्। मुख्यमन्त्रीले दुवै क्षेत्रका वासिन्दाहरूको सम्बन्ध अझ मधुर बनाउने चाहना व्यक्त गरेका छन्।
अर्कोतिर विधानसभामा प्रस्ताव पारित भइसकेपछि त्यसैको सिको गरेर राष्ट्रियस्तरमा अन्य राज्यहरूको विधानसभाबाट पनि गोर्खाल्याण्डको समर्थनमा प्रस्ताव जुटाउने पहल बारे सोधिएको प्रश्नमा उनले भने, अब हामी भारतभरि नै हाम्रो पार्टीको शाखाहरू मार्फत यो कार्य थाल्ने छौं। यसभन्दा अघि पनि हामीले असम र मिजोरममा यसबारेमा पहल गरिसकेका छौं। यसैगरि अन्य राज्यहरूमा पनि गोजमुमो शाखाद्वारा पहल शुरू गर्नेछौं।
तिनले आगामी 18 अप्रेलको दिन सम्पन्न हुने विधानसभा चुनाउमा आफ्नो मतदान प्रयोग गर्नको निम्ति सिक्किममा कार्यरत सबै गोर्खे सन्तानलाई छुट्टी लिएरै भए पनि आफ्नो गाउँ फर्किएर मतदान गरिदिने अपिल पनि गरे। गोजमुमोको प्रतिनिधि मण्डलीमा केन्द्रिय कोषाध्यक्ष दावा लामा, स्टडी फोरमका सदस्य एल बी परियार अनि प्राध्यापक अमर सिंह राई सामेल थिए।
प्रतिनिधि टोलीलाई आमरा बंगाली र अशोक भट्टचार्यको मन्तव्यबारे सोधिएको प्रश्नमा भने, विदेशीको लाक्षना लगाउने आमरा बंगाली र अशोक भट्टचार्य आफै विदेशी नागरिक भएको कारण यस्तो कुरा गर्दैछ। आरोप लगाउऩेहरूले आफू कहाँबाट आएको त्यो पहिला हेर्नुपर्छ।

स्थानीयहरूलाई नियुक्ति नदिएको मामिला क्षेत्रिय आर्युवेध अऩुसन्धान संस्थानमा सीबीआईको छापा 

प्रविण खालिंग, कालिमन्युज, गान्तोक,31 मार्च। केन्द्रिय जाँच ब्यूरो (सीबीआई)-ले विहिबार यहाँको तादोङस्थित क्षेत्रिय आर्युवेद अनुसन्धान संस्थानमा छापा माऱ्यो। आयुस मन्त्रालयको अधिनस्थ यो सिक्किम कार्यालयमा गैरकानुनी ढङ्गमा सी र डी वर्गको कर्मचारी नियुक्ति गरिएको विरोधमा दर्ता गरिएको याचिका माथि उच्च न्यायलयले सीबीआइ जाँचको निर्देश दिएपछि अन्तिम चरणको जाँचको निम्ति यो छापा मारिएको थियो। सीबीआईका दुइ सदस्य प्रतिनिधि टोली हिजो गान्तोक आइपुगेका थिए भने आज बिहान आर्युवेद संस्थानमा जाँचको निम्ति पुगेका थिए। सीबीआईका प्रतिनिधिहरूले विभिन्न प्रकारको जाँच गरे पनि मिडियामा उक्त जाँचको विस्तृत जानकारी भने दिएनन्। यद्यपी उनीहरूले यति भने बताए, जाँच गत 2099 सालदेखि चलिरहेको थियो जसको अहिले अन्तिम चरणको जाँच चलिरहेको छ। तिनीहरूले बताए अनुसार यसै अप्रेल-मई महिनामा जाँच पुरा हुनेछ भने यसै वर्ष भित्रमा सीबीआईले आफ्नो आरोपपत्र दर्ता गर्नेछ।
सीबीआईलाई 2006 सालमै सिक्किम उच्च न्यायालयद्वारा जाँचको आदेश दिइएको थियो। जब संस्थानमा सी र डी वर्गको सातवटा पदमा स्थानीय उम्मेद्वारहरूले परिक्षा बसे पनि नियुक्ति नदिइएपछि न्यायालयमा याचिका दर्ता गरिएको थियो। स्थानीय उम्मेद्वारहरूको याचिकामाथि फसेला सुनाउँदै न्यायालयले सीबीआई जाँचको आदेश दिएको थियो। याचिकामा तत्कालीन संस्थान प्रभारी डॉ. प्रताप माखिजा जो स्वयं चयन समितिका अध्यक्ष पनि थिएमाथि जाँचको माग गरिएको थियो।
सीबीआईद्वारा प्रारम्भीक चरणको जाँचमा उक्त नियुक्तिको निम्ति केन्द्रिय आर्युवेद अनुसंधान परिषद अनि सिधा नयाँ दिल्लीद्वारा विशेष नियुक्तिको निम्ति अनुसूचीत जाति अनि अनुसूचित जनजातिलाई विभिन्न संस्थानमा नियुक्तिको निम्ति विज्ञापन जारी गरेको थियो। परिषदको निर्देशन मुताबितनै तादोङ क्षेत्रिय संस्थानले पनि सातैवटा पदहरूको निम्ति विज्ञापन जारी गरेको थियो। जसमा ल्याब एसिस्टेन्ट, ल्याब टेक्निशियन तथा पिउनको पद खाली थियो। विज्ञापनमा स्पष्टरूपमा भनिएको थियो,स्थानीय उम्मेद्वारहरूलाई प्राथमिकता दिइऩेछ। तर उक्त चयन समितिका अध्यक्ष डॉ. माखीजीले सात पदमध्ये 4 वटा पदमा गैर सिक्किमेलाई नियुक्ति दिएको थियो भने तीनजना स्थानीय उम्मेद्वारलाई मौका दिएको थियो। जसमा हरियाणा निवासी मुखेश कुमार, उत्तर प्रदेश निवासी रामायण सिंह मिणा, राजिस्तान निवासी सुरेन्द्र मोहना सिहारा अऩि पश्चिम बंगाल निवासी जयदेव कोनाल रहेका छन्। अर्कोतिर सूत्रले बताएअनुसार डॉ. माखिजीद्वारा स्थानीय उम्मेद्वारलाई सक्षम भएरै पनि मौका दिएका थिएनन्।
सीबीआईले आरोपीहरू विरूद्ध 2006 को दिसम्बरमा प्राथमिकी दर्ता गरेको थियो। कोलकत्तामा दर्ता गरिएको प्राथमिकीमा प्रारम्भीक चरणमा आपराधिक षड्यन्त्र गरिएको, धोखाघडी, पदको दूरूपयोग गरेकोमा धारा 120-बी, 429, 471 भारतीय दण्ड संहिता तथा 13(1)(डी) पीसी एक्ट 1988 अन्तर्गत मामिला दर्ता गरिएको छ।
यसैगरि सूत्रले बताए अनुसार देशमा रहेको जम्मा 30 वटा अन्य संस्थानहरूमा पनि सोही प्रकारका पदहरूमा नियुक्ति गरिएको थियो
जसमा पूर्णरूपमा स्थानीय उम्मेद्वारले मौका पाएका छन्।प्रमुख आरोपी डॉ.माखिजीले सिक्किमा 2002 देखि 2006 सम्म सेवारत थिए। तिनलाई नियुक्तिमै धांधली भएको आरोपमा निलम्बीत गरिदिएको थियो भने अहिले अर्को ठाँउमा स्थान्तरण गरिएको छ। अर्कोतित नियुक्ति पाएका सातजनालाई पनि नोकरीबाट निष्कासनको आदेश न्यायालयले दिएपछि नियुक्ति रद्द भएको थियो। यद्यपी चार गैर सिक्किमेहरूले भने सेन्ट्रल एडमिनिस्ट्रेटिभ ट्रिबुनलमा अपिल गरेपछि काममा फर्काइएको थियो भने स्थानीय तीनजनाले भने त्यसबारे केही जानकारी नपाएपछि नोकरीबाट हात धुनु परेको थियो।
यसैगरि आरोपीहरू मध्ये एकजनाले सीबीआई जाँचको आदेश स्थगनको निम्ति सर्वोच्च न्यायलयमा याचिका दर्ता गरेको थियो जसलाई सर्वोच्च न्यायालयले 2009मा खारेज गरिदियो। अर्कोतिर क्षेत्रिय संस्थानले तीनजना स्थानीय उम्मेद्वारहरूको निम्ति पनि ट्रिवुनलमा मानताको आधारमा नोकरीमा पुनः नियुक्त गरिदिने आग्रह गरेको छ। यो संस्थानमा अहिले जम्मा 25 जना कर्मचारीहरू रहेका छन् जसमा एकजनामात्र स्थानीय कर्मचारी छन्।

प्रविण खालिंग, कालिमन्युज, गान्तोक, 31 मार्च। सिक्किम होटल एण्ड रेस्टुरेन्ट एसोसिएशन (सारा) ले सत्तारूढ सिक्किम डेमोक्रेटिक फ्रण्ट (एसडीएफ) द्वारा 4 र 5 अप्रेलको दिन डाकेको 48 घण्टे बन्दबाट होटल अनि पर्यटकहरूको वाहनलाई मुक्त राखिनु पर्ने अपिल गरेको छ। सारा द्वारा आयोजित पत्रकार सम्मेलनमा संगठनका अध्यक्ष भानु रसाईलीले भने, अप्रेल महिनादेखिनै सिक्किमा पर्यटनको मौसम शुरु हुन्छ। यस्तो स्थितिमा मौसमको शुरूआतमै बन्द हुँदा नकरात्मक प्रभाव पर्नजान्छ। जसले आगामी मौसमहरू पनि प्रभावित हुनेछ एसडीएफको भातृसंगठन सिक्किम प्रजातान्त्रीक मजदूर मोर्चाले हिज 48 घण्टे सिक्किम बन्दको घोषणा गरिसकोछ। जसले यहाँको विभिन्न औद्योगिक एकाईहरुमा कार्यरत सिक्किमे मजदूरहरूलाई गरिने भेदभावको कडा विरोध जनाएको छ। बन्द डाकेर ती एकाईहरूलाई स्थानीय बेरोजगार युवाहरूलाई रोजगार प्रदान गर्ने दबाउ सिर्जना गर्ने ध्येय पनि राखिएको छ।
अध्यक्ष रसाईलीले भने, हामी एसडीएफ पार्टीको सिक्किमेहरूको मुद्दामा लिइएको यो निर्णय प्रति खुसी छौ त्यसमा पनि निजी क्षेत्रहरूकमा स्थानीयहरूलाई अदेखा गरिन्छ भने दवाउने कार्य भइरहेको छ, तर हामी बन्दले कुन प्रकारको प्रभाव पर्छ त्यसबारे विशेष केन्द्रित छौं। यो पर्यटकीय मौसम भएकोले गर्दा सिक्किमको छवी पर्यटकमैत्री राज्यको रूपमा रहेको छ तर त्यो पछिलो दुइ दशकदेखि स्थापित मान्यतामाथि चोट लाग्नेछ,तिनले भने।
सारा अध्यक्षले बन्दलाई पूर्ण समर्थन जनाउऩे तर पर्यटनमा बन्दले पर्ने प्रभावलाई पनि पूर्णरूपमा अदेखा गर्न नमिल्ने बताए। तिनले भने, यदी पर्यटन सम्बन्धि सेवाहरूलाई बन्दबाट मुक्त राखिएमा हामी धेरै खुशी हुनेछौं। पर्यटन सेवा र पर्यटकहरूको वाहनलाई बन्दमुक्त राख्नु पर्छ, तिनले माग गरे। तिनले भने, पहिलेबाटै पर्यटकहरूले बन्दको खबर सुनेर बुकिङ रद्द गर्न थालिसकेका छन्। सिक्किम आएर पनि सिक्किमको सुन्दरता हेर्न नपाएपछि केही हुँदैन। साराले सिक्किमको शान्त राज्य भन्ने सन्देशलाई नै फैलाउन चाहिको ठोकुवा गरे। अहिले होटेलहरूमा विभिन्न क्षेत्र घुम्न चाहनेहरूले सोधखोज गरिरहेको बताए। तिनले भने, सिक्किममा केवल पर्यटन उद्योगमात्र एउटा यस्तो उद्योग हो जसले स्थानीय युवाहरूलाई मनग्गे रोजगारको अवसर प्रदान गरिरहेको छ। हामी स्थानीयहरूले होटल र रेस्टुरेन्ट चलाउँछौ त्यसैगरि हामी स्थानीय ट्यक्सी चालकहरूलाई नै पर्यटकहरूको निम्ति प्रयोग गर्छौ जसले धेरै मात्रमा स्थानीयहरूको रोजगारको मेलो भएको छ,तिनले थपे।
अर्कोतिर साराका अध्यक्षले निजी कम्पनीहरूलाई अनुरोध गर्दै भने, स्थानीय मानिसहरूको भावनालाई पनि कदर गर्नुपर्छ अऩि स्थानीयहरूलाई रोजगार साथै अन्य व्यावसाय पनि प्रदान गर्नुपर्छ। जुन विषयमा राज्य सरकारसित सहमती पनि भइसकेको विषय हो। तिनले भने, सिक्किमे नागरिकको अधिकार हो निजी कम्पनीहरूमा रोजगार पाउनु।

CBI raid in RRI of Ayurveda
Pabin Khaling, KalimNews, Gangtok, Mar 31: The Central Bureau of Investigation (CBI) today raided the office of Regional Research Institute (Ayurveda) under the AYUSH Ministry for Sikkim here at Tadong, Gangtok as part of its final round of investigations on alleged irregularities in appointment of four Group C and D level post in the institution.
The two-member CBI team had arrived at Gangtok yesterday and today visited the Regional Research Institute (Ayurveda) to conduct its investigations, the details of which was not disclosed to the media. However, it was informed that the investigations, which resumed from 2009, is on its final stage and charge sheet would be framed against the accused persons by April or May this year and submitted before a CBI designated court here in Gangtok.
The CBI had been directed to probe by the High Court of Sikkim in 2006 following a petition by a local candidate who had appeared for the seven posts for Group C and D advertised by the institute in 2005. The petitioner had prayed for an enquiry in the process of selection and appointment made by the then officer in-charge of the Regional Research Institute (Ayurveda) Dr Pratap Makhija who was also the then chairman of the selection committee.
A preliminary enquiry had been conducted by the CBI which revealed that the Central Council for Research in Ayurveda and Sidha (CCRAS), New Delhi had carried out a special recruitment drive for SC and STs at its various peripheral institutions. On the basis of directions of CCRAS, the Tadong regional institute had advertised vacancies for seven posts like lab technician, lab assistant and peons. The institute had advertised that priority will be given to the local candidates.
The selection committee chaired by Dr Makhija selected seven candidates, out of which four were non-local candidates Mukesh Kumar of Haryana, Ramayan Singh Meena of Uttar Pradesh, Surendra Mohan Sihara of Rajasthan and Joidev Konal of West Bengal.
It is also revealed that first three non-local candidates had ‘furnished fales information/certificates for proving their candidature and for establishing themselves as local candidates’. It is also alleged the Dr Makhija ‘actively’ worked for these candidates for ensuring their selection although they ‘were not possessing the essential qualifications/eligibility criteria’.
"It was prima facie established that Dr P Makhija being a public servant had abused his official position’ and in conspiracy with the non local candidates and others, got them appointed at various post at the Tadong regional research institute, the CBI said in its FIR lodged at Calcutta. Preliminary charges of suspected offence for criminal conspiracy, cheating, forgery and abuse of official position under section 120-B, read with 420, 471 of IPC read with 13(1)(d) PC Act 1988 had been registered in December, 2006.
Sources informed that Dr Makhija had deliberately kept out deserving local candidates from four out of the seven posts as advertised for. They also alleged that Dr Makhija had given appointments despite the non-local candidates having low qualification and experience as compared to some of the locals who had appeared for the posts.
“He did not follow the recruitment rules as the locals should had been inducted into the posts like it happened in all the other 30 other regional research institutes where only locals here given appointment. Only in Sikkim, non-locals managed to get appointments”, said a source.
Dr Makhija had served as the in-charge of the Tadong regional centre from 2002 till 2006. Following the CBI intervention after the High Court’s direction, he had been suspended for some time before he was re-instated and transferred elsewhere. The appointments of all the seven candidates consisting of four non-locals and three locals had also been terminated but the non-locals managed to get reinstated after they appealed to the Central Administrative Tribunal.
The locals did not approach the tribunal, reasons of which are unclear at this moment.
Meanwhile, a petition had been filed in the Supreme Court seeking a stay in the CBI investigations by one accused person that was finally dismissed by the court in 2009 prompting the CBI to reopen the case and resume the investigations.
However, the regional centre has also appealed the tribunal for reinstatement of the three local candidates on humanitarian grounds but the matter is still pending, it is informed.
The Tadong regional centre has 25 employees out of which only one is a local from Sikkim, it is informed.

मनोज बोगटी, कालिमन्युज,कालेबुङ, 30 मार्च।सिक्किम विधानसभाले गोर्खाल्याण्डको प्रस्तावना पारित गरेपछि गोर्खाल्याण्ड पक्षधरजमातमा खुशीको लहर देखापरेको छ। गोजमुमो कार्यकर्ताहरूले त सड़कमा उत्रेर नाचगान समेत गरेका थिए। पहिलोपल्ट सिक्किमका मुख्यमन्त्रीको जयजयकार पहाड़मा देखापर्‍यो। यसअधि चामलिङलाई नेपालको नागरिक बताइने अनि मीडियामा मुख्यमन्त्री चामलिङको नागरिकता प्रमाणपत्र देखाइने काम समेत भएको थियो। तर चामलिङले तिनी सम्पूर्ण गोर्खाहरूको एकमात्र इमान्दार मुख्यमन्त्री रहेको प्रमाण हिजो दिए। तिनले विधानसभामा सर्वभारतीय गोर्खाहरूको चिन्हारीसित जोड़िएको साझा दाबी गोर्खाल्याण्ड राज्य गठन हुनुपर्ने सम्बन्धमा सिक्किमको स्वीकृति आधिकारिकरूपमा देशलाई सुनायो। सिक्किमको विधानसभामा गोर्खाल्याण्ड राज्यको गठनको प्रस्तावना पारित गरिएपछि चामलिङप्रति पहाड़का सबै दल र सङ्घसंस्थाहरूले आभार जनाउने काम निरन्तर रहेको छ। चामलिङको यस पहललाई गोर्खाल्याण्ड आन्दोलनमा एक ऐतिहासिक प्रक्षेप मानिएको छ।
गोर्खाल्याण्डको निम्ति जङ्गल पसेका, भूमिगत भएका अनि जेलको हावा समेत खाएका एक क्रान्तिकारी नेता अजय दाहाल सिक्किमका मुख्यमन्त्री पवन चामलिङको प्रयासबाट नितान्तै हर्षित छन्‌। तिनले भने, चामलिङले जोखिमपूर्ण कामलाई सहजसित इमान्दारीपूर्ण सम्पन्न गरेर गोर्खाल्याण्डको निम्ति आफ्नो पक्षको योगदान स्पष्ट पारे। जब कि यताका नेताहरू जाति फुटाउने, दलीय फाइदाको निम्ति षड़यन्त्र गर्ने, आफ्नै दाजुभाईलाई खेद्ने, खेदाउने, मार्ने र खुट्टा तान्ने राजनीति गरिरहेका छन्‌। सम्पूर्ण गोर्खाहरूको निम्ति चामलिङ आभारका पात्र हुन्‌। यो तिनको गोर्खाल्याण्डप्रतिको इमान्दारिता हो। इमान्दारिता कामले देखाउँछ मुखले होइन। तिनले दार्जीलिङ, कालेबुङसित सिक्किमको ऐतिहासिक सम्बन्ध रहेको अनि खुनको नाता रहेको बताउँदै बङ्गालले दार्जीलिङ पहाड़मा गोर्खाहरूबीचको एकता फुटाउने षड़यन्त्र गरिहेको अनि हरेक षड़यन्त्रको सिकार सिक्किम पनि हुनुपरेको बताउँदै भने, चामलिङको यो प्रयास छैटौं अनुसूची, प्राधिकरण भन्नेहरूलाई गतिलो झापट हो।
सिक्किम राज्यको यो प्रयासबाट अन्य राज्य र त्यहॉंका गोर्खाल्याण्डप्रेमीहरूले पनि प्रेरणा लिनुपर्छ। दार्जीलिङमा जनताको आवाज दबाउन षड़यन्त्र भइरहेको छ। हरेकवर्गका षड़यन्त्रकारीहरूलाई चामलिङले इमान्दारिताको पाठ सिकाएका छन्‌। तिनले अझ भने, गोर्खाल्याण्डको नाममा आफ्नो दुनो सोझ्याउनेहरू, प्राधिकरण भन्ने मोर्चाका नेताहरू,चण्डालहरू, माफिया र ठेकेदारहरूले चामलिङबाट उचित शिक्षा लिनुपर्छ। यता गोरामुमो नेता प्रकाश दाहालले पनि भने, चामलिङको यो प्रयासबाट गोरामुमोलाई अझ बल पुगेको छ। गोरामुमोको माग पनि गोर्खाल्याण्ड नै हो तर कतिपय असुविधाको कारण दागोपाप थापिएको हो। गोर्खाल्याण्ड छिटो हुँदैन यसकारण जनतालाई दुख दिनु पहाड़को अर्थनीतिमाथिको अतिक्रमण हो। यसैकारण छैटौं अनुसूची अन्तर्गत 244-2 धारा अन्तरर्गत दार्जीलिङ हिल काउन्सिलको दाबी गरिएको हो। यसको आफ्नै विधानसभा हुन्छ। योपछि नै गोर्खाल्याण्ड पुग्ने लक्ष्य गोरामुमोले राखेको छ। चामलिङको यो प्रयासले हाम्रो मुद्दालाई सबैपक्षबाट शक्ति प्राप्त भएको छ।
कंग्रेस उम्मेदवार शान्ति शर्माले बुझाए नामाङ्‌कन पत्र
मनोज बोगटी, कालिमन्युज, कालेबुङ, 30 मार्च।जनाकांक्षा छुट्टैराज्य रहेको भए पनि युनियन टेरिटोरीको मुद्दा बोकेर पहाड़मा राजनीति गरिरहेको राष्ट्रिय दल कंग्रेसले पनि पहाड़को आसनमा डटेर विधानसभा चुनाउ लड्ने भएको छ। पार्टीको टिकटको निम्ति निक्कै खिचातानी र आन्तरिक द्वन्द्व चलेपनि आखिरमा शान्तिकुमार शर्मालाई कालेबुङ आसनको निम्ति कंग्रेस हाईकमाण्डले टिकट दियो। कालेबुङ आसनको निम्ति दिलीप प्रधान, ध्रुब गुरूङ अनि प्रवीण गुरूङको नाम अघि आएको थियो तर कसैलाई पनि टिकट दिएन। पार्टीको टिकट पाएपछि आज शान्तिकुमार शर्माले आफ्नो नामाङ्‌कन पत्र बुझाएका छन्‌। तिनले जनाकांक्षालाई विधानसभामा उठान गर्ने बचनबद्धता प्रकट गरे। सिन्देबुङ निवासी शान्तिकुमार शर्माले गोर्खा जनमुक्ति मोर्चाका डा.हर्कबहादुर छेत्री, गोर्खा राष्ट्रियमुक्ति मोर्चाका प्रकाश दहाल, गोर्खालीगका त्रिभुवन राई अनि भाकपाका विक्रम छेत्रीसित प्रतिद्वन्द्विता गर्ने छन्‌। यसपल्ट कंग्रेसलाई पहाड़को कुनै पनि क्षेत्रीय दलले समर्थन गरेन। कंग्रेसले आफ्नै बलबुतामा चुनाउ लड्नुपर्ने भएको छ।

Sikkim resolution on Gorkhaland unfortunate: Govt
ENS, Mar 31 2011, Kolkata: West Bengal Assembly Speaker Hasim Abdul Halim today termed the incident of passing a resolution by Sikkim Assembly in favour of Gorkhaland “unfortunate” and not in tune with Parliamentary norms and tradition. “I cannot call it unconstitutional but it is against Parliamentary norms,’’ Halim today told The Indian Express.
According to the law for bifurcation of a state, the Assembly of that state should pass a resolution for that purpose with two-thirds majority.
As news of the resolution reached Bengal, the state government condemned it. Speaking on behalf of the state government, Ashok Bhattacharya, minister for Urban Development, said it was unconstitutional.
The Trinamool Congress also condemned the move and said the Sikkim Assembly, by passing the resolution, violated parliamentary norms and vitiated federal spirit.
The Gorkha Janmukti Morcha (GJM) spearheading the movement for a separate Gorkhaland today decided to felicitate Pawan Chamling, Chief Minister of Sikkim, for taking up the initiative to pass the resolution. “We have decided to felicitate him and we have communicated this to his office,” Benoy Tamang, Morcha spokesman, today told The Indian Express over phone.He also said the Morcha will celebrate the gesture extended by the Sikkim legislature for five days from today. “We are organising rallies and processions to mark this great gesture of the Sikkimese people. We have asked workers of tea gardens to suspend work on Saturday and Sunday and join us in celebration,’’ Benoy further said.
CPRM to keep off ‘drama’ polls
Vivek Chhetri, TT, Darjeeling, March 30: The CPRM has dropped the idea of “consensus” candidates in the three hill Assembly seats and decided not to “participate” in the elections, saying that different political parties have turned the democratic process into a “drama” to fulfil their agendas.
The CPRM is considered to be a force to reckon with in the Kurseong Assembly constituency, where its absence from the electoral arena is likely to ensure a head-on clash between the GNLF and the Gorkha Janmukti Morcha.
Reeling off the reasons which shaped its decision, the CPRM accused the state government of stalling the democratic process in the hills.
“It (state government) did not allow the Morcha to take out a padayatra in the Dooars and refused to start a judicial inquiry into the Sibchu police firing. Besides, the state and the Centre were not ready to start negotiation on the Gorkhaland issue,” said CPRM president R.B. Rai.
The party did not spare the Election Commission either in its criticism.
“The Election Commission did not hear all voices before arriving at its decision (of certifying normalcy in the hills). Events leading to the release of the GLP members who were in possession of murder weapons (khukuris) also proves that there is no writ of administration in the hills,’ said Rai.
“In the given situation (where parties are fighting for the Sixth Schedule, interim council), the CPRM believed that the voices of Gorkhaland could not be heard through the elections,” said Rai. “Elections will only be a drama and the CPRM does not want to participate in this polls,” said Rai.
The CPRM had earlier tried to field common candidates with the ABGL in Darjeeling, Kalimpong and Kurseong. But all its efforts were in vain.
Observers believe that with the CPRM sensing little chances of winning the elections, it has taken a middle path like in the past. “In this elections, it has received very little importance not just from the Morcha but also from the ABGL, which announced its own candidates. This has forced the CPRM to keep away from the elections,” said an observer.
Battlelines drawn for crucial Bengal Assembly poll
DDI News: Sailing against a strong wind of change, the Left Front is facing the toughest test-ever challenge in its 35-year rule while Mamata Banerjee's Trinamool Congress in alliance with Congress and other fringe players is pulling out all stops to bring about 'paribartan' or change in the West Bengal Assembly polls.
The elections would be held in six phases with the first phase polling scheduled for 18th April in 54 constituencies in north Bengal. The sixth and the last phase is slated for 10th May.
Chief Minister Buddhadeb Bhattacharjee, who is leading the Left Front charge, and the Trinamool supremo have already hit the campaign trail either addressing meetings or participating in marches.
Bhattacharjee is seeking re-election from Jadavpur constituency on the southern fringe of the city while Banerjee, currently a member of the Lok Sabha from Kolkata South, is not contesting the polls.
For the ruling Left Front, it is a make-or-break election having tasted defeats in successive elections through panchayat, Lok Sabha and municipal elections since 2008.
Battling against anti-incumbency, the CPI-M leadership admitted that it was up against a strong challenge, but it could still bounce back.
"Trinamool-Congress alliance has bagged 11 lakh more votes than the LF in the last Lok Sabha polls, which can be made up if the Front managed to garner additional 10 votes in each of the 60,000 booths across the state," CPI-M central committee member and housing minister Gautam Deb said.
Riding on an apparent pro-change wave, Trinamool is confident of dethroning the Left.
"There will be polarisation between the Left Front and our alliance and there will be no other force. The people will vote for a change to end the 35-year 'misrule' of the CPI(M)-led government," Banerjee has said.
Undeterred by Trinamool's no-holds-barred thrust for taking over the Writers' Buildings, Bhattacharjee has launched a strong bid to return to power for the eight time in a row, though admitting the mistakes his party made.
"We have won election seven times we will win for the eight time too," he told a public meeting in his constituency Jadavpur recently.
"We have learnt lessons from our defeat in the last Lok Sabha poll and have taken up a rectification drive," he stated.
Putting up a brave face about the Trinamool-Congress alliance, he remarked, "Politics is not an arithmetic. Two and two may be a zero in politics."
Of the 294 seats in the state Assembly, Trinamool Congress alone has fielded candidates in 226 seats, leaving 65 for its ally Congress, two to Socialist Unity Centre of India (SUCI-Communist) and one to NCP. The Left Front has put up nominees in all the seats.
BJP, which did not have any member in the outgoing Assembly, has announced candidates in 280 seats.
In a minor jolt to the opposition alliance, Trinamool's ally SUCI(C) has announced that it would field candidates in 29 seats against Congress triggering the possibility of division of opposition votes.
This had irked the Congress with state party president Manas Bhuniya saying it was mysterious that an ally of Trinamool has fielded nominees against us.
BJP-GJM differ over seat sharing in north Bengal
DDI News:The GJM has dismissed BJP's claim of having left four seats, including three in Darjeeling, to the hill party in return for support to the saffron party in six seats in the plains and said it was prepared to support the national party in only one seat.
GJM general secretary Roshan Giri said his party would support the BJP in the Madarihat constituency in Jalpaiguri district in north Bengal.
"No, no! We will contest in the hill sub-divisions of Darjeeling, Kurseong, Kalimpong and Kalchini in Jalpaiguri district and support the BJP in the Madarihat seat," Giri said in Darjeeling on Tuesday.
He said regarding the other seats in north Bengal, the party would shortly take a decision after it received reports by GJM fact-finding committees.
West Bengal BJP president Rahul Sinha claimed that the Morcha would support the BJP for Matigara, Naxalbari, Kumarigram, Mal, Madarihhat and Dabgram-Phulbari Assembly segment in the state.
Asked about Giri's statement, Sinha said, "I have said this on the basis of discussion with GJM."
In the 2009 parliamentary elections, the BJP and the GJM went for an alliance and BJP leader Jaswant Singh was elected from Darjeeling seat with a big margin.
Meanwhile, PCC president Manas Bhuniya has refused to make any comment on the reported statement by the president of the Party's hill unit, K B Chettri, that it was looking at an electoral understanding with the GJM for the three hill Assembly segments of the district.
"I will rather not make any comment," Bhuniya said.
On whether the Congress high command will be agreeable to the idea of seeking an electoral tie-up with the GJM which is demanding a separate Gorkhaland state, Chettri said that the local leadership was already in favour of Union Territory status for the hills.
Asked if there was any possibility of a tie-up with the Congress, Giri did not rule it out, saying, "We will take a stand later on some other seats where we have not put up candidates as yet".
The GJM, a major force in the region, is yet to decide on whether to put up its own candidates or support an Independent or back nominees of a non-Left political party in the hills and in certain constituencies with a substantial Gorkha population in the north Bengal plains.
"The leadership has set up three fact-finding committees for Darjeeling, Terai and Dooars to seek the opinion of different political parties and groupings as well as a cross-section of the people to facilitate a decision regarding its position in the coming polls," senior GJM leader and member of the party's central committee Harka Bahadur Chettri said.
There are 54 seats in north Bengal out of a total 294 seats in West Bengal.
Elections would be held in six phases with the first phase poll for 54 seats in north Bengal scheduled for 18th April.
Sikkim bandh
TT, Gangtok, March 30: The Sikkim Democratic Front today called a 48-hour strike in the state from April 4 to pressure the private sector, including power plants and educational institutions, to provide employment to the local people.
The bandh has also been called to protest the “discrimination” against the local workers by the sector.

PTI, Hong Kong, 30 MARCH: Dilnaz Boga, an Indian reporter and photographer, received the Kate Webb Prize from Agence France-Presse today for her courageous investigative work in Indian-administered Kashmir.

Boga, 33, spent a year in Srinagar working for the respected news portal Kashmir Dispatch as well as a number of international publications and websites, the culmination of a decade covering the troubled region.She received a certificate and 3,000 euros (USD 4,200) in cash from Eric Wishart, AFP's regional director for the Asia-Pacific region, in a ceremony at the Foreign Correspondents’ Club of Hong Kong.
“Dilnaz Boga is a more than worthy recipient of the third Kate Webb Award, and her work stood out from a very strong field of applicants from across the region,” Mr Wishart said.
Boga said the prize money would help support her future coverage of Kashmir as an independent journalist.
“I, on behalf of my colleagues in Kashmir, would like to say that we will not stop telling the truth at any cost,” Boga said.
She vowed to “fight the battle against forgetfulness ~ for we know that there can be no peace without justice”. The Kate Webb Prize was launched in 2008 in honour of a legendary AFP correspondent in Asia who blazed a trail for women in international journalism.
India unites to celebrate victory over Pakistan

IANS, New Delhi, March 31 : An overjoyed Indian nation erupted in undisguised ecstasy Wednesday as Team India crushed Pakistan in a World Cup cricket semifinal that at one stage seemed going the other way.
Across hundreds of cities and smaller towns, innumerable thousands — perhaps millions — poured on to the streets dancing, shouting, screaming, beating drums and bursting firecrackers as the last Pakistani batsman fell in the final over at 10.45 p.m. in Punjab’s Mohali town.

In many places, impromptu processions were taken out. Complete strangers hugged one another, repeating parrot like: “We have done

 it! We have done it! We have defeated Pakistan!”
As the Pakistani challenge ended in the Punjab Cricket Association (PCA) stadium, watched by a cheerful Manmohan Singh and a glum Yousuf Raza Gilani of Pakistan, the Indian mood was epitomized by Congress president Sonia Gandhi who stood up and raised both hands in sheer joy.
At the same time, millions all across the country who had been glued to their televisions since afternoon — when India chose to bat — rose like one man for a boisterous celebration that continued beyond midnight.
Thousands of firecrackers exploded in city after city, lighting up the night sky. From Mohali to Thiruvananthapuram, from Mumbai to Shillong, from the young to adults, from soldiers on the India-Pakistan border to industrialists, from street corners to pubs, there was no stopping anyone, anywhere.
Bollywood joined them — with stars tweeting their joy over a victory that takes India to the final in Mumbai where they will face a determined Sri Lanka Saturday.
Bangalore and the rest of Karnataka saw some of the loudest celebrations. Young men zipped around on motorcycles and cars honking, whistling and shouting slogans hailing Indian captain M.S. Dhoni and his men.
Hyderabad was no different. The city’s skies lighted up with firecrackers soon after Misbah-ul-Haq was caught by Virat Kohli off the bowling of Zaheer Khan in the last over. Waving Indian flags, young men took to the streets raising slogans of “Bharat mata ki jai”.
“It is a great moment. I had kept my Diwali crackers ready for this victory. We have reached the World Cup final and have also beaten Pakistan. It is simply amazing,” entrepreneur Sunny Singh told IANS in Mohali which Wednesday was the epicentre of some explosive cricket.
Man of the Match Sachin Tendulkar’s hometown Mumbai was not to be left behind. There was veritable madness after Pakistan’s captain Shahid Afridi — a fighter to the core — was caught by Virender Sehwag off the bowling of Harbajan Singh.
The roar of firecrackers and the pounding of drums in Mumbai reached a peak when the game ended.
Similar celebrations were reported from Kolkata, Chandigarh, Delhi, Chennai, Panaji, Shillong, Guhawati, Bhopal, Raipur, Lucknow, Patna and of course Dhoni’s hometown Ranchi — and everywhere else.
The celebrations were in complete contrast to the stillness that enveloped India when the game began in Mohali.
For over seven of the eight hours when the match lasted, it wasn’t clear who would win — India or Pakistan. Streets across India thinned out while offices and workplaces reported poor attendance right from the morning.
Every Indian run was cheered and every four and six led to joyous eruptions. And there were tense moments when, at one time, it looked as if a resurgent Pakistan might outclass India.
But it was not to be — and India celebrated.

HARD ROAD AHEAD - A spell in opposition may be just what the Left Front needs
BHASKAR DUTTA, TT, Opinion, 31 March:In a few days’ time, voters in West Bengal will cast their verdict on the three decades of Left Front rule in the state. During all the previous elections after 1977, the only question on everyone’s lips was the size of the eventual majority for the ruling coalition — there was no doubt that the Left Front would come back to power. It is vastly different this year — most political pundits give the Left only a slim chance of returning to Writers’ Buildings.
Predictions about election results in India have often been wrong and they could also go awry this time around. But predictions are based on ground realities and this one is no exception. The initial euphoria dissipated long ago, only to be replaced by growing disenchantment with Left Front rule. This disenchantment was given concrete shape during the last Lok Sabha elections when the alliance led by the Trinamul Congress secured well over half the seats in the state.
Is this bitterness and disappointment of the typical voter in West Bengal unreasonable? How has his relative position changed compared to his brethren in other parts of the country?
The Left Front government started its innings in Sehwag-like fashion, blazing away with the launch of Operation Barga soon after coming to power. The successful implementation of this hugely important reform ensured legal protection to tenant farmers against eviction and also ensured that they got their rightful share of the produce. There is no doubt that Operation Barga made a tremendous difference to the lives of vast numbers of poor and marginal farmers. It has been the Left Front’s most impressive achievement.
Unfortunately, this has been virtually the only policy initiative of such major significance undertaken by the ruling coalition. It is difficult to think of any criterion according to which the Left Front will get more than a passing grade. Consider first the overall income criterion. In the early 1960s, Bengal’s per capita income was higher than that of India as a whole. The position of the state declined in the latter half of that decade during the first spell of Left Front rule, when there was a marked flight of capital out of the state. The ratio of the state’s per capita net domestic product to that of per capita net national product has remained virtually unchanged at just below one between 1977-78 and 2008-09.
At first sight, this may not seem so bad since it suggests that the state has kept up with the impressive rate of growth achieved by the Indian economy as a whole during the last three decades. However, much of the increase in state output has come from agriculture, which has actually performed very well. The flip side of the coin is that there has been a virtual de-industrialization of the state. This neglect of industry has been an almost deliberate act of state policy, and can have disastrous long-term consequences. The agricultural sector simply cannot grow as fast as the rest of the economy, and so the state’s relative position in the income ladder will slip if the industrial sector is not strengthened.
Supporters of the Left may claim that the Front should be judged on the basis of how the state has performed in terms of distributional criteria such as the incidence of poverty and indicators of human development. In 1978, the ratios of the rural and urban populations in the state below the poverty line were 56 and 38 per cent, while analogous figures for India as a whole were 51 and 41 per cent. The corresponding figures in 2005 are 38.2 (rural) and 24.4 (urban) per cent for West Bengal, while they are 41.8 (rural) and 25.7 (urban) per cent for India as a whole. In other words, the reduction in rural poverty in the state has been better than that for the country as a whole, perhaps because of Operation Barga and the impressive growth of the agricultural sector. The reduction in urban poverty has just about kept pace with the rest of the country. This is surely not a creditable achievement for a ruling coalition which claims that its USP is “caring for the poor”.
Life expectancy in the state is roughly the same as the all-India figure. However, the state has been able to achieve a much faster decline in infant mortality compared to the rest of the country. In contrast, its performance in the education sector has been pretty dismal for a state which takes great pride in its literary and cultural traditions. Bengal’s relative position in terms of literacy rates amongst the major states is much lower today than it was in 1981.
Can the Left Front come up with legitimate alibis and excuses which can possibly explain what has been at best a very mediocre performance? Throughout the three decades in power, a constant refrain of the ruling coalition has been the allegation that the Central government has been biased against the state. There is some truth behind this claim. There is ample empirical evidence that successive governments at the Centre use Central grants to the states to further their political objectives, discriminating against those states which are ruled by Opposition parties. It did not help the cause of West Bengal that an overwhelming majority of its members of parliament have also been from the Left.
However, this can only provide a partial explanation of the experiences during the last three decades. For example, the Left enjoyed a lot of clout with the first United Progressive Alliance government until it withdrew support over the nuclear deal. But there is no evidence suggesting that the state government used this influence to further the economic prospects of the state during this period.
Moreover, the Left Front has also enjoyed an advantage that should have more than offset what has often been labelled the “stepmotherly” treatment from the Centre. The coalition has been remarkably stable during this long period, in stark contrast to virtually all other coalitions that have been in power in other states. This political stability has meant that the state has been spared the populist policies and rent-seeking activities which are typically associated with unstable coalitions, and which have plagued many other states in India. In addition, the overwhelming majority of its leaders have been honest and upright — qualities that are not typically associated with Indian politicians.
Unfortunately, the Front has not been able to translate these advantages into concrete economic benefits for the state, almost entirely because of its doctrinaire mistrust of the capitalist system. Until very recently, there has hardly been any attempt to attract capital into the state — at a time when other Indian states were falling over each other to get fresh investment projects for themselves. No state in India possesses the financial resources to set up large public sector enterprises that can generate adequate levels of gainful employment. So the failure to attract private capital has meant that the growth process in the state has been almost solely dependent on agriculture. Unfortunately, the sector is structurally incapable of absorbing additional labour. Indeed, no large, overpopulated, land-scarce economy can grow without a sizeable industrial sector. West Bengal has been no exception. The leaders of the Left Front must have been extremely myopic and unbelievably naïve to believe otherwise.< Elections are a great disciplining device. The threat of losing power can induce good governance. The lack of any credible opposition has enabled the Left to come back to power repeatedly, and has resulted in arrogance and the inability to learn from past mistakes. Perhaps a spell on the opposition benches is just what the doctor should order for the Left. The author is professor of economics, University of Warwick

ANOTHER CLASS

TT, Opinion:Surveys of anything to do with sex usually yield conservative results, particularly in India. So the fact that the ministry of women and child development found 53 per cent of Indian children to be victims of sexual abuse in its 2007 study of child abuse in 13 states is an alarming indicator of the magnitude of the evil. From that study, the ministry has formulated the protection of children from sexual offences bill, 2011. The bill now awaits passage in Parliament.
Targeted chiefly at penetrative and non-penetrative sexual abuse of children, and the use of children for pornography, the proposed legislation is meant to include all those specific sexual offences not covered by any other law. Any law will have its weak points, but no critic would deny the long-felt need for the proposed legislation. It has taken many years and much talking for the Indian government to accept that the sexual abuse of minors, when absorbed into the law against homosexuality, for example, or that against custodial rape or even minor marriage, not only loses the specificity of the criminal act, but is also fragmented into secondary bits of broader crimes. And many forms of it vanish through the gaps. The crime needs to be regarded separately.
The child abuser is a criminal like no other. The evil is, and has always been, widespread. The Indian joint family environment and the value accorded to men, together with the culture of respect towards authority, have simultaneously nurtured and silenced this horror. Any law would help.
Inevitably, the bill has a number of problems. In a stretch of pragmatism, it qualifies abuse in the case of children between 16 and 18 years of age by basing it on the lack of consent. The confusion in Indian laws regarding the ages of consent, marriage, adulthood and so on throws long shadows. How soon do children have independent agency in sex? How is the notion of childhood affected by the sexual consciousness of the child?
These questions are never easy, even less so when they concern people of widely differing standards of education and income, of varied, many-layered cultures, caught in a time of rapid change. And that, perhaps, is the greatest difficulty of the bill. All societies, in cities and villages, must comprehend its full impact. Otherwise it will not be used, or be merely abused to punish innocent people. And it will completely miss the children who need it intensely — in shops, fields, factories and kitchens.

KalimNews, BGPMC, New Delhi, March 29, 2011: The Bharatiya Gorkha Parisangh welcomed the passing of a resolution by the Legislative Assembly of Sikkim urging for the formation of Gorkhaland.
In a press statement it said that the demand for a separate state has been a long-standing aspiration of the Gorkhas of India and is tied to the issue of their political identity as Indians. The Bharatiya Gorkha Parisangh holds that the wrongful identification of Indian Gorkhas as foreigners and settlers can only ever be resolved by the creation of a state for the Gorkhas under Article 3 (a) of the Constitution.
“We want to congratulate and thank Chief Minister Dr Pawan Chamling for initiating the resolution on Gorkhaland,” said Rev Dr Enos Das Pradhan, Working President of the Bharatiya Gorkha Parisangh.
Sikkim had earlier played a stellar role in the movement for the recognition of Nepali as a national language and its inclusion in the 8th Schedule of the Constitution. By becoming the first Chief Minister to pass a resolution on the creation of Gorkhaland, Dr Pawan Chamling has once shown again that Sikkim will not belie the hopes and expectations that Gorkhas across the country have from Dr Chamling and Sikkim.
The endorsing of Gorkhaland by the Sikkim Legislative Assembly, a constitutional body, proves that the separate state demand  is just, constitutional, legal, democratic and people-centred.
The BGP had asked its units in 22 states of India to endeavour to get the subject of a separate state for Gorkhas raised in their respective state Assemblies. “Sikkim is the first State Assembly to do so,” said Dr Pradhan, adding, “the Sikkim state unit of the BGP also needs to be congratulated for their effort.” He hoped that such support would be forthcoming from other states too.
On this historic occasion, the BGP also reiterates its appeal to political parties, organizations and the people at large to raise a collective voice for Gorkhaland since there is no alternative to a separate state in meeting the aspirations of the Gorkhas. Together, the Gorkhas can confront centuries of bias and calumny and look ahead to a dignified future as nation builders in this great country.

यता माकपा नेता तारा सुन्दासले भने सिक्किमभित्र गोर्खाल्याण्डको मुद्दालाई लिएर देखापरेको द्वन्द्वको कारण नै सिक्किम सरकारले गोर्खाल्याण्डको बील पारित गर्नु बाध्य परेको आरोप लगाए। तिनले भने, गर्नु नै थियो भने यस अघि किन गरेन? अर्कोतिर पूर्व सिरामो अध्यक्ष तथा वर्तमान भागोप प्रतिनिधि आर मोक्तानले पनि मुख्यमन्त्री चामलिङले बचन पूरा गरेकोमा आभार प्रकट गरे। तिनले भने, यो त गोर्खाल्याण्ड आन्दोलनको निम्ति एउटा शुरूवाती पहल हो।

SIKKIM PRESS CLUB AND KALIMPONG PRESS CLUB HOLD INFORMAL DISCUSSION ON VARIOUS TOPICS
KalimNews, Kalimpong, 29 March: The need of forming an umbrella body of the working journalists of Sikkim and Darjeeling-Terai-Duars remained as a central focus point during an informal talk held among the media fraternity today at the office of Kalimpong Press Club. 
A group of journalists under the aegis of Sikkim Press Club and Indian Federation of Small and Medium Newspapers's President Bijay Bantawa visited Kalimpong Press Club today and exchanged their views on various issues pertaining to the field of journalism. All the visiting members and their host KPC members felt the need of formation of an umbrella body of the working journalists of Sikkim and Darjeeling-Terai-Duars including North-Eastern region to understand the problems being faced by them while performing practical work in the field. They also viewed that the mediapersons of these areas should be aware of the problems of each other as they share similar emotions and viewpoints in different aspects.
To begin with the process of formation of the umbrella body, Kalimpong Press Club has taken over the responsibility to consult the like minded groups in the Darjeeling hills while Sikkimese mediapersons have decided to chalk out the programmes in their state. Similarly, to introduce the journalists of both the sides, it was decided to hold a friendly volleyball tournament on the bank of Rangpo river in the coming Winter season. Meanwhile, Kalimpong Press Club has decided to host a friendly get together at Deolo Tourist Lodge very shortly where the journalists from North-Eastern states would also be invited.
The members of Sikkim journalists included senior journalist and President of IFSMN Bijay Bantawa, Bishnu Pratap Karnel, Kamal Mukhia, Pranay Lamichaney, Nandu Dutraj, Prabin Khaling and others. while KPC was represented by its president and vice president Arun Rasaily and Samten Kabo respectively. The meeting was also attended by Manoj Rai and trainee journalists of KPC Sanjila Rai, Smriti Chhetri and Anjali Poudyal.
Sikkim favours Gorkhaland -
TT, Gangtok, March 29: The Sikkim Assembly today passed a resolution in favour of the creation of Gorkhaland, saying the separate state was a “genuine and legitimate” demand of the people of Darjeeling hills.
The motion proposed by chief minister Pawan Chamling also said Gorkhaland was needed to ensure peace and development of Sikkim and uninterrupted traffic on NH31A.
The resolution was passed three weeks after Gorkha Janmukti Morcha president Bimal Gurung had met the chief minister in Gangtok.
“The people of Darjeeling have been demanding Gorkhaland state…. The demand of the people of Darjeeling for formation of state is genuine, legitimate, legally justified and within the parameters of the Constitution of India. The Central Government may kindly consider the legitimate demands of the people of Darjeeling for statehood and take necessary steps as required under the Constitution,” reads the resolution.
Chamling said Gorkhaland was the “ultimate and permanent solution to ensure peace, security and development of Sikkim and the region and free movement on National Highway 31A”.
“Our government has given peace, communal harmony and security to the state and its people… In this peaceful atmosphere prevailing in the state, disturbances with no signs of normalcy and decrease taking place for so many years in the neighbouring areas of Darjeeling in West Bengal affecting our lifeline National Highway 31A clearly indicates that only a permanent solution is the remedy,” said the chief minister while moving the motion.
Without any rail link or an airport, the 96km long NH31A is the only communication link between Sikkim and the rest of India. The highway is frequently blocked whenever pro and anti-Gorkhaland parties call strikes in the Darjeeling hills and the plains. More than 50km of the road passes through the Kalimpong subdivision.
Chamling, who has led the Sikkim Democratic Front to victory in four successive polls, said smaller states like Gorkhaland would be well equipped to meet the aspirations of the people.
“Experience of past few decades has clearly suggested that smaller states are more conducive and better governed… Sikkim as a small state is a shining example of success in the entire country. My experience in the administration of the state for all these years corroborates this fact,” said the chief minister in the motion.
By getting the resolution endorsed by the House, Chamling has delivered on a long-pending promise. In 2004, he had offered to move a resolution in the Assembly, demanding that a separate state be created for the people of Darjeeling.
However, the chief minister did not take any initiative to propose the motion, citing the talks between the GNLF and the Centre on the conferment of the Sixth Schedule status on the hills.
Subsequently, the GNLF was reduced to a non-entity in the hills and the Morcha was formed in 2007. NH31A was disrupted frequently during the strikes called by the Morcha and the relationship between the hills and Sikkim became strained.
But Gurung’s talks with Chamling on March 2 smoothened the ruffled feathers and paved the way for the passage of the motion.
Accused refuse seats
TT, Jalpaiguri, March 29:
 Chhatray Subba, accused of masterminding the assassination bid on GNLF chief Subash Ghisingh in 2001 and currently in a Jalpaiguri prison, today refused to contest as a CPRM candidate in the coming polls, saying he was not aware of the “ground realities”.
Sharan Dewan, a co-accused in the case, has also refused the offer of Assembly candidature. The CPRM had proposed that Subba could be fielded in Kalimpong and Dewan in Kurseong.
“It is not possible for me to assess the organisational strength of the CPRM by sitting here in the prison. I don’t want to be a pawn in the hands of any political party without having any clear idea of the ground realities. That is why I have turned down their offer,” Subba said while being brought to the Jalpaiguri District Court for a hearing in the case.
However, two other prisoners of the Jalpaiguri Central Jail have initiated the process of filing their nominations.
Wilson Champramari, the Gorkha Janmukti Morcha-backed independent MLA, signed his election papers today to contest from Kalchini. He was arrested in connection with the Sibchu violence on February 8.
Rajesh Lakra, a leader of the dissident faction of the Adivasi Vikas Parishad known as the Dooars Terai Adivasi Vikas Parishad, also sent the nomination papers from the prison today. Lakra has been in judicial custody ever since he was arrested for being allegedly involved in an arson attack. He will contest from Nagrakata.
Dissidents file papers
One more Congress dissident on Tuesday filed nomination to contest as an Independent. Chittaranjan Roy, the sitting Congress MLA of Raiganj, will contest from the new Hemtabad constituency. The Congress has allotted the seat to the party’s North Dinajpur district president Mohit Sengupta.
Rakbul Baksh, a Trinamul Congress rebel, also submitted nomination to fight the polls from Itahar. Trinamul had initially picked Baksh to contest from Itahar, but later gave the seat to Amal Acharya, who had crossed over from the Congress.
Morcha lifts tea embargo -- Morcha asked to lift embargo on Darjeeling tea
TT, March 29: The Gorkha Janmukti Morcha tonight lifted the embargo on the first flush of Darjeeling tea from more than 60 gardens.
The decision was taken following a meeting between the Darjeeling Tea Association and tea trade unions of the Morcha, CPRM and the Congress in Darjeeling today.
The Morcha has been enforcing the embargo on the despatch of the first flush from 80-odd gardens in the Darjeeling hills for around a month, seeking the fulfilment of a charter of demands, including a hike in workers’ daily wages from Rs 67 to Rs 120-150.
“But the relief will be applicable to only 63 gardens, which are under the DTA,” said P.T Sherpa of the Darjeeling Terai Dooars Plantation Labour Union.
The Morcha exempted the DTA gardens from the purview of the embargo, as the association was ready to hold talks on the revision of wages in the hill gardens. The DTA move was contrary to the decision taken by the Consultative Committee of Plantation Associations, the apex body of tea planters in India, that no separate talks could be held on the revision of wages in the hill gardens.
Around 20 estates, whose business will continue to be crippled by the embargo, belong to the Indian Tea Association and other organisations.
In another development, a meeting convened by the state labour department in Siliguri today appealed to the Morcha to lift the embargo. The meeting also rejected the Morcha’s demand for separate talks on the revision of wages of hill labourers.
Subal Biswas, the additional labour commissioner of the state, presided over the meeting, which was attended by the CCPA and various trade unions, including the Citu and the Intuc. The Morcha union was also present.
The talks were held to discuss the wage revision of the garden workers in Bengal.“Morcha union leaders were requested by all of us to withdraw the embargo so that Darjeeling tea could be sold overseas and in the domestic market. Representatives of all other trade unions also said no separate talks could be held only for tea workers in the hills,” said Aloke Chakraborty, the Darjeeling district president of the Intuc.
“A general industry wide discussion, as it has been the practice over years, followed by an agreement, is necessary to maintain parity in wages.”
Monojit Dasgupta, the secretary general of the CCPA, spoke on similar lines. “We are serious about inking the new wage agreement at the earliest. The tripartite talks have proved to be fruitful in fixing the wages. The issue can be resolved amicably.”
Darjeeling dance greets resolution
TT, Darjeeling, March 29: The Darjeeling hills today plunged into celebrations when the news of the Sikkim Assembly’s resolution trickled in.
Sensing the people’s mood, the Gorkha Janmukti Morcha called for a five-day celebration across the hills to welcome the Sikkim support.
Men beat drums and women sang and danced as they took out a rally through the streets of Darjeeling under the banner of the Morcha. The residents were elated that their long-standing demand for a separate state carved out of Darjeeling hills had been accorded legitimacy with the passage of the resolution.
“It is a historic day for us. It is the first official document in favour of Gorkhaland. The document will be a major weapon for us to justify the demand for statehood before the Centre,” said Morcha chief Bimal Gurung.
Gurung believes the resolution will justify the creation of Gorkhaland from the “security point of view”. “Sikkim is a sensitive area which shares its borders with China. They, too, want Gorkhaland to be created and this proves that creation of Gorkhaland is good for the country from the security point of view,” he said.
He said the Morcha would now try and get similar resolutions passed by other north-eastern Assemblies. “Such resolutions will force the government to think on creation of Gorkhaland….In the 103 years of the agitation, this is the first major step forward,” said Gurung.
Rallies will be taken out in Darjeeling in the next few days as part of the celebrations. “Even the tea gardens will be closed on Friday, Saturday and Sunday so that workers can come and join in the celebrations for three days,” said Gurung.
He also said the Morcha would soon felicitate Chamling in Darjeeling.
GJM dismisses BJP's claim on seat sharing
PTI:The Gorkha Janmukti Morcha (GJM) on Tuesday dismissed BJP’s claim of having left four seats, including three in Darjeeling, to the hill party in return for support to the saffron party in six seats in the plains and said it was prepared to support the national party only in one seat.
GJM general secretary Roshan Giri said that his party would support the BJP in the Madarihat constituency in Jalpaiguri district of North Bengal. “We will contest in the hill sub-divisions of Darjeeling, Kurseong, Kalimpong and Kalchini in Jalpaiguri district,” he added.
He said the party would soon take a decision regarding the other seats in North Bengal after it received reports from the GJM fact-finding committees.
On Monday, Bengal BJP president Rahul Sinha had claimed that the Morcha would support the BJP for Matigara, Naxalbari, Kumarigram, Mal, Madarihhat and Dabgram-Phulbari Assembly seats in the state. A day after, Sinha said: “I had said this on the basis of a discussion with the GJM.”
Meanwhile, WBPCC president Manas Bhuniya today refused to make any comment on the reported statement by the president of the party’s hill unit, K B Chettri, that it was looking at an electoral understanding with the GJM for the three hill Assembly segments of the district.
Mujnai ‘owner’ fails to give papers
TT, Madarihat March 29: The Jalpaiguri district administration has declared that R.K Jha, who had claimed to have taken over Mujnai Tea Estate, has failed to produce ownership documents and he will not be allowed to sell tealeaves from the garden.
The administration has also said the estate will be handed over to the actual owner on April 2 and till then, plucking will remain stopped.
Jha had entered the garden in Jalpaiguri district, 59km from Alipurduar, on March 15 and had claimed that he had taken over the estate in October last year. Jha also paid the workers their salaries for November on March 22.
However, he failed to produce any documents proving the ownership of the estate.
Last evening, two trucks carrying green leaves from the estate were seized by the police. The leaves had been sold to Beech Tea Estate in Hasimara. Later at night, 100-odd workers gheraoed the officer in charge of Madarihat police station Pankoj Thapa, demanding the release of the vehicles and the drivers.
Heerak Mandal, block development officer of Madarihat, said the district magistrate would talk to the new management tomorrow and the garden would be handed over to them on April 2. “As Jha has failed to produce the documents, plucking will be stopped from tomorrow. I have requested the workers to be patient for three days. During this period, Jha will not be allowed to sell tealeaves,” he said.
However, Mandal could not say who the new owner was.
CITU leader Shukha Oraon said Jha should be given the charge of the garden. “He has assured us that the factory will soon start functioning and he will pay the wages of one more month. From tomorrow, we will not pluck tealeaves . Let us see what happens on April 2,” said Oraon.
The management had abandoned the garden with 999 workers in December last year.
Angalo Yo Maya Ko reaches Singtam Basibiyalo

The lead actors and actress are busy promoting the film in different places of the state.  Five members of the film units were present at Basibiyalo, a monthly literary meet to promote their film. Mahendra Gurung, the other lead actor after Prashant Tamang was present on the occasion along with Praja Pradhan (actor and Assistant Director), Gita Sharma (singer), Bindhya Singh and Payal Prasad (actresses).
Mohan Pradhan “Neeraj” from Basibiyalo Singtam welcomed the guests on the stage and introduced them to the gathered crowds. The five member film unit were offered Khadas by Ugyen T Gyatso Bhutia, Sikkim Government Chief Whip and MLA from Tumin-Lingee, the Chief Guest of the day. Speaking on the occasion Mahendra Gurung appealed to the gather audience to watch the Nepali film “Angalo Yo Maya Ko” that will be premiered on March 31st. Gurung went on to say that technically Angalo Yo Maya Ko is all set to make a record for becoming the first Silicon 2k HD Nepali Film to be made and released in India. The Surround Sound technique of the film is another new technology the people will be witnessing for the first time in a Nepali film in Sikkim, he said.
Talking about the theme of the film, Gurung went on to say that the film provides a social message beautifully woven in picturesque locations of Sikkim. The film deals with the relationship between parents and their children, their misunderstanding, their affection and the feelings they share for each other, said Gurung. Mahendra Gurung told that the best part of the film is its beautiful storyline and well supported film units that had worked hard. “The film is also special for me since it gave me an opportunity to act along with an International celebrity Prashant Tamang and I shall ever remain grateful to Kishore Dungmali Rai, the Producer of the film” said Gurung.
Except for Mahendra Gurung, rest of the four film unit members was from Singtam. Payal Prasad who had typed the entire script in nepali had also acted in a small role said that she was happy to be part of this movie but in jest said that it was easier to type rather than to act. Bindhya Singh, the budding actress from Singtam who had done couple of music videos found lost of words when asked about her reaction about the movie that is to be released in couple of day time.
Bindhya Singh told she is crossing her fingers and hoped that people appreciates her acting skills in the movie. Gita Sharma had sung a romantic duet with Sagar Bal in the movie and she said that the song is beautifully scored and she expects a lot from the song and wish that the film does well and also her song. She wish to thank Gangaa Mukhiya, noted singer composer from Singtam for helping her in this particular song. Praja Pradhan, the actor and the Assistant Director of the film said that the movie Angalo Yo Maya Ko gave him an opportunity to grow as an actor and made him learn more about film making.
TB Pradhan, representing Singtam Basibiyalo wished the entire team of Angalo Yo Maya Kofor a grand success and thanked the film unit for their presence at Basibiyalo.
Congress set to seek GJMM help to humble Left Front
SNS, SILIGURI, 29 MARCH: The Darjeeling district Congress (plains) is all set to seek electoral support from all the anti-Left forces, including the GJMM, to defeat the CPI-M candidate in the Matigara-Naxalbari Assembly seat. The Darjeeling district Congress (plains) president, Mr Shankar Malakar, who is also the candidate for the constituency, today made it clear that they would not hesitate to approach the Gorkhaland protagonists for supporting him in the constituency.
Mr Malakar said: “We are focused on the exclusive agenda to humble the Left Front in as many constituencies as possible by forging a grand alliance involving all the anti-Left political parties. We are eager to include the GJMM in the front no matter what its stance vis-à-vis Gorkhaland is,” he said.
“As far my knowledge goes, the GJMM would not field candidate for the Matigara-Naxalbari Assembly constituency,” he disclosed. Significantly, the GJMM had a somersault regarding the seat. Initially the Hill-based party evinced interests in fielding candidate for the constituency in view of the sizable presence of the Nepali-speaking people. But later, they changed tracks.
The GJMM general secretary, Mr Roshan Giri, said: “We would not field candidate for Matigara-Naxalbari seat. It is our decision till now. We would extend support to others on the basis of the report of our local committee. This may be the Congress as its candidate is in the fray”. He further said that his party would support the BJP candidate in the Madarihat Assembly constituency. The GJMM Siliguri-Terai convenor, Mr Shankar Adhikari, a former CPI-M member, claimed that he had already held a meeting with both the Congress leader, Mr Shankar Malakar and the Trinamul Congress leader, Mr Gautam Deb over the issue of extending outside support to the Opposition alliance.
However, taking a dig at the development with sinister significance for the long held Marxist redoubt in the region, the state urban development minister and a senior CPI-M leader, Mr Asok Bhattacharya said that it had confirmed their worst fears. “The Congress, the Trinamul Congress and the BJP have been playing second fiddle to these separatist forces, out to split the state into several fragments. We keep warning the people against such an unholy alliance. The electorate would decide the rest,” he said.
TELANGANA BETRAYED-Hidden chapter exposes Centre’s duplicity
SNS, March 29: WHEN the Justice BN Srikrishna Committee submitted its report on Telangana last December, no one suspected that the judge had included a chapter not to be made public to help the UPA government do nothing to resolve the 55-year-old agitation for  restoring statehood to the erstwhile territory of the Nizams of Hyderabad. Offering six open options, Justice Srikrishna, former Supreme Court judge, himself ruled out the first four unacceptable, including the one on maintaining status quo, and held out the fifth or the sixth option  as the “best way forward.” The fifth option, which came nearest to the aspirations of the people of Telangana, said: “However, the overall economic viability of Telangana with Hyderabad (as capital) is projected to be stable and as a matter of fact the GDP of this State will be much larger than many other States in the country.”  The report also said the continuing demand for a separate Telangana has some merit, though not totally unjustified. Chapter VIII, hidden  from  the  public  but  brought  out  by  an  order  of  Justice L Narasimha Reddy of the Andhra Pradesh High Court last week, paints a completely different picture of Telangana if statehood is conceded. It says that “most of the infrastructure in the fields of education and industries in the Telangana region has historically been owned by Seemandhra (Andhra and Rayalaseema regions) people and are located mostly within the limits of greater Hyderabad. The student community, which is spearheading the separate Telangana agitation, has been using these educational institutions for their agitational activities. This may lead to migration of the faculty as well as these institutions, impacting the availability of local people who can be productively engaged by industry/business houses.” How touching!
The secret chapter suggests “political management” to keep the Telangana movement under control. For this to happen, there is a need for providing strong and firm political leadership and placement of representatives from Telangana in key positions, may be as Chief Minister/Deputy Chief Minister. He gratuitously tells the government to send a message to the people of AP, on receipt of his secret words of wisdom, that the Centre will be open for detailed discussions of the committee report sans chapter VIII with the stakeholders in Telangana. That the honourable judge was in tandem with the Union home ministry is given away by one sentence in the secret chapter which says a representative from Telangana has already been made the Deputy Chief Minister. P Chidambaram made a wise decision in announcing the setting in motion of the process to form Telangana more than a year ago. It has been a long wait for the people of the region since then. The formation of Telangana will not drive Seemandhra people away, as Justice Srikrishna fears. Separation is only to fulfill their political aspirations and democratic rights. Mr Chidambaram must realise that he cannot fool all the Telanganites all the time.
