धेरै दिनपछि बोले छत्र सुब्बा
'मलाई र छोरालाई थुन्दैमा आन्दोलन रोकिँदैन'
मनोज बोगटी, कालिमन्युज, कालेबुङ, 30 सितम्बर। अहिले आन्दोलनबारे केही सोंचेको छुइन भनिरहने छत्र सुब्बालाई आन्दोलनको मोह अझ पनि छ। अहिले नै आन्दोलन गर्ने विचारमा नरहे पनि छुट्टैराज्यको निम्ति आन्दोलन गर्नै पर्ने आवश्यकता छत्र सुब्बाले अनुभव गरेका छन्‌। तिनी अनुसार तिनी छुट्टैराज्य बाहेक कुनै पनि व्यवस्थाको विरोधमा छन्‌। आज पत्रकारहरूले तिनलाई सोधेको एक प्रश्नको उत्तर दिँदै तिनले भने, म नेता होइन, आन्दोलनकारी हुँ। जति दिन बॉंच्छु छत्रे नै भएर बॉंच्छु। 11 वर्ष जेलमा बसेकोले घर परिवार लथालिङ्ग छ। यसकारण अहिले नै आन्दोलन गर्ने पक्षमा छुइनँ। 
यता छत्र सुब्बाको मुक्ति हुन अघि नै तिनको छोरा सन्तोष सुब्बालाई कालेबुङमा बसमा स्टोभ बम पड्‌काएको आरोपमा पक्राउ गरियो। छत्रेको मुक्ति हुने निश्चित भएपछि मुक्तिपछि तिनले फेरि गोर्खाल्याण्ड आन्दोलन गर्ने डरको कारण सन्तोषलाई पक्राउ गरेर छत्रे सुब्बालाई मुंग्रो झुण्डाइदिएको त होइन भन्ने प्रश्न उठ्‌न स्वभाविक रहेको छ। यसै सन्दर्भमा जान्न चहॉंदा छत्र सुब्बाले भने, म र सन्तोषलाई पक्राउ गर्दैमा गोर्खाल्याण्डको आन्दोलन रोकिँदैन। तिनले अझ भने, यदि छत्रे सुब्बाको छोरा सन्तोषको दोष छ र तिनलाई दण्ड भएन भने त्यो छत्रको निम्ति धिक्कारको कुरा हुन्छ तर दोष छैन र पनि पक्राउ गरेर राख्छ भने छत्रेले त्यसलाई कहिले सहने छैन। तिनले अझ भने, कुन आधारमा पक्राउ गर्‍यो, त्यसको इनक्वारी किन गर्दैन? किन बेल हुँदैन? यसको सही जवाब पुलिस प्रशासनसित हुनुपर्छ। तिनले अभियोग लगाएपछि त्यसको सही छानबिन हुनुपर्ने बताउँदै  जुन पुलिसले पक्राउ गर्‍यो उसैलाई कठघरामा उभ्याउनुपर्ने पनि बताए। तिनले शंका गरे अनुसार यसमा बङ्गाल सरकार कै षडयन्त्र रहेको छ। 
छत्र सुब्बालई दोगापोपको बिरोध गरिरहेको बेला सुबास घिसिङलाई प्राणघातक आक्रमण गरेको आरोपमा पक्राउ गरेको थियो तर दोष प्रमाणित भएन। तिनलाई 11 वर्षसम्म जेलमा राखेर दागोपापपछि फेरि अर्को व्यवस्था जीटीएमा हस्ताक्षर भएपछि मुक्त गरिदिएको छ। तर तिनलाई मुक्त गरेर तिनको छोरालाई पक्राउ गरिएको छ। सुब्बाले यसैमा बङ्गालको षडयन्त्र रहेको बताएका छन्‌। अर्कोतिर तिनी गोर्खाल्याण्डको आन्दोलन अहिले नै गर्ने पक्षमा छैनन्‌। यता गोर्खा जनमुक्ति मोर्चाले पनि तिनलाई विश्राम गर्न दिनुपर्ने बताएको छ भने तिनीबाट छुट्टैराज्यको आन्दोलन भएको चहानेहरू पनि छन्‌। तिनले भुइँचालो पीडितहरूलाई सहानुभूति प्रकट गरे। तिनले भने, भुइँचालो पीडितहरूको अवस्था गम्भीर छ। उनीहरूले सही राहत पाउनुपर्छ।  स्मरणीय छ, छत्र सुब्बा 9 सितम्बरको दिन मुक्त बनेका थिए भने त्यसको 22 दिन अघि नै तिनको छोरा सन्तोष सुब्बालाई पक्राउ गरिएको थियो। तिनी विरूद्ध दुइवटा गैरजमानती मुद्दा दर्ता भएकोले आजसम्म पनि तिनको जमानत पाएका छैनन्‌। तिनलाई अब 7 अक्टोबरको दिन न्यायलयमा उभ्याइने छ।
बिजुलीपछि अब टेलिफोनको पालो - पार्न थाल्यो विभागले उपभोक्तालाई समस्यामा
मनोज बोगटी, कालिमन्युज, कालेबुङ, 30 सितम्बर। उपभोक्ताः हेल्लो, मेरो टेलिफोन सेवा काटिएको छ, के कारणले होला?
दुर सञ्चार निगम कार्यालयः बील। तपाईँले बील तिर्नु भएको छैन। यसकारण काटिएको हो। शीघ्र नै बील तिर्नु होला। पुनर्जडान हुनेछ। अहिले सन्तो संवाद शुरू भएको छ टेलिफोन उपभोक्ता अनि विभागीय कार्यालय अधिकारीबीच। दूर सञ्चार निगमका कालेबुङ कार्यालयसित सम्पर्क गर्दा सेवा सिलगढीबाट नै काटिएको स्पष्टिकरण दिएको छ। धेरै नै उपभोक्ताहरूको ल्याण्ड लाइन टेलिफोनको इन्कमिङ मात्र छ आउट गोइङ छैन। 
बीलको कारण उपभोक्तालाई समस्यामा पार्ने बिजुलीपछि अब टोलिफोनको पालो भएको छ। बिजुलीको बील कै समस्या सुल्झेको छैन अब फेरि टेलिफोनको बीलको झमेला शुरू भएको छ। छुट्टै राज्यको निम्ति गरेको आन्दोलनमा एउटा प्रभावकारी भन्दै गरिएको कार्यक्रम थियो-असहयोग आन्दोलन। यसले राज्य सरकारसित जोडिएको कर सम्बन्धित सबै सेवाको कर नतिर्ने  मूल आकांक्षा बोकेको थियो। गोर्खा जनमुक्ति मोर्चाले भनेपछि सबैले नै वाहनको कर, बिजुलीको बील, टेलिफोनको बील, जमीनको कर सबै नै तिर्न बन्द गरेको थियो। तर मोर्चाले छुट्टैराज्यको आन्दोलन अघि बढाउन सकेन। छुट्टैराज्यको आन्दोलनलाई स्थगित गरिएपछि असहयोग आन्दोलनमा सामेल उपभोक्ता अथवा जनता चपेटमा पर्न शुरू भयो। राजनैतिकरुपले उपभोक्तहरूको समस्या समाधान गर्ने बाचा गर्ने मोर्चाले पनि ठीक समस्याको समाधानको सूत्र निकाल्न सकेको छैन। 
छुट्टैराज्यको आन्दोलन अघि बढाउन राजनैतिक असक्षमताको कारण नसकेपछि मोर्चाले विकास गर्ने भन्दै जीटीए ग्रहण गर्‍यो। जीटीए दागोपाप जस्तै र त्यही क्षेत्रको निम्ति स्थापित गरिने व्यवस्था रहेको छ। मोर्चाले जीटीए थाप्ने बित्तिकै छुट्टैराज्यको निम्ति लड्‌ने र असहयोग आन्दोलन गर्ने जनता भटाभट चपेटमा पर्न थालेका छन्‌। जीटीए ग्रहण गर्ने वित्तिकै बङ्गाल सरकारले पहाडका बिजुली उपभोक्ताहरूलाई अप्ठ्यारोमा पार्न शुरू गर्‍यो। तीन वर्ष नतिरिएका बिजुलीका बीलहरू उपभोक्ताहरूको घर घर पुग्न थाल्यो। बीलको मोटो रकम देखेर उपभोक्ताहरूको खुन सुकेको छ। तर मोर्चाले हातमा तीन वर्षसम्मको मोटो रकम उल्लेख भएको बील बोकेर फुस्रुक्क परेका उपभोक्ताहरूलाई राहत दिँदै अगस्त महिनादेखिको  मात्र बील तिर्ने आदेश गर्‍यो। यो आदेशले अझ जनतालाई अन्योलतामा पार्‍यो। किन भने मोर्चाले घोषणा त गर्‍यो तर कार्यालयले त्यो घोषणाको डरले काम गरेन। 
कार्यालयले जम्मै बील नै उपभोक्तालाई पठाइरहेको छ। अन्तमा धेरै जस्ता उपभोक्ताहरू आन्दोलनको नाममा ठगिएको अनुभव गर्दै जम्मै बील तिर्नतिर लागिरहेका छन्‌। जसरी पनि उपभोक्तालाई असुविधा पार्ने काम कार्यालय वा निकायद्वारा भइरहेको छ। मोर्चा तर उपभोक्ताको असुविधामाथि गम्भीर छैन। बिजुली विभागले किन मोर्चाको घोषणा हुँदाहुँदै पनि यत्रो बील पठाइन्छ? भन्ने प्रश्नको ठाडे जवाब दिने गरेको छ, मोर्चा सरकार होइन। जबसम्म उच्च निकायबाट आदेश आउँदैन तबसम्म हामीले जिम्मेवारी पुरा गर्नै पर्छ। बील तिर्नु होस्‌ नतिर्नुहोस्‌, त्यो तपाईँको जिम्मा। हुन पनि अहिलेसम्म बङ्गाल सरकारले असहयोग आन्दोलनको कारण नतिरिएका बीलहरूलाई माफ गरिएको घोषणा गरेको छैन। न त मोर्चाले नै तिर्ने  घोषणा गरेको छ। 
जीटीएको निम्ति गठित रिब्यु कमिटीले यसबारे छलफल गरेको कुरा त मोर्चा महासचिव रोशन गिरीले जनाएका छन्‌ तर आधिकारिकरूपले केही भएको छैन। सरकारले नोटिफिकेशन जारी नगरेसम्म यो समस्याको समाधान छैन। बिजुलीको बीलको समस्या नै सुल्झेको छैन अर्कोतिर टेलिफोनको बीलको समस्या उपार्जन गरिएको छ। टेलिफोन विभागीय कार्यालयले पनि बिजुली विभागीय कार्यालयले झैं दिएको छ, अहिलेसम्म अगस्तदेखि उता मात्र बील तिर्नुपर्छ भनिएको सरकारी आदेश हामीलाई आएको छैन। यता रोशन गिरीले पनि भनेका छन्‌, रिब्यु कमिटीले यसबारे छलफल गरेको छ। शीघ्र्र नै सरकारी आदेश जारी हुनेछ। रिव्यु कमिटीले छलफल गरेको महिनादिन पुग्न लाग्यो अनि जब टेलिफोनको अर्को समस्या शुरु भयो तब रोशन गिरीले आदेश नै आउँने बताए। त्यो आदेश कहिले आउने हो स्वंय रोशन गिरीलाई नै थाहा छैन। 
यता मोर्चा अध्यक्ष विमल गुरूङले भने, काट्‌छ भने किन दुइचारजनाको काट्‌छ? सबैको काटोस्‌। सबैको काटेर हेरोस्‌। तिनले समस्याको समाधानको बाटोबारे नबताएर उल्टै विभागलाई नै धम्की दिएकोले पनि यो समस्याको समाधानको निम्ति उपभोक्ता नै अब सचेत रहनुपर्ने हो कि भन्ने परिस्थिति देखापरेको छ। बिजुलीको बील आए पनि सेवा काटिएको थिएन तर टेलिफोनको भने सेवा नै ठप्प पारिदिएको छ। त्यो पनि ठीक दशैंको मौका हेरेर टेलिफोन विभागले उपभोक्तालाई चपेटमा पार्ने काम गरेको छ। दशैंमा टेलिफोन सेवा नितान्तै अनिवार्य रहन्छ भन्ने कुरा थाहा रहेको विभागले यस्तो बेला नै सेवा काटिदिए बील तिर्न उपभोक्ता बाध्य हुनेछ भन्ने कुटनीति अप्नाएको स्पष्ट देखिएको छ। बिजुली र टेलिफोनले त अब सताउन शुरू गर्‍यो, यस्ता धेरैवटा असहयोग आन्दोलन छ, जसले समस्या खडा गर्न डल्लै बॉंकी छ। रोशन गिरीले रिब्यु कमिटीले गरेको छलफलस्वरूप यी जम्मै समस्याको समाधानको निम्ति विभागहरूलाई केही महिना (निश्चित छैन) पछि सरकारी आदेश आउने बताएपनि त्यतिञ्जेल भने विभागहरूले पैसा असुल्न अझ कस्ताकस्ता गोटी फ्यॉंक्ने हो, उपभोक्ताहरू यसैले पीडित बनेका छन्‌ ।
बाटो बनाउ मैला फ्यॉंक - अब टिस्टामा फ्यॉंक्ने कि भालूखोपमा?
मनोज बोगटी, कालिमन्युज, कालेबुङ, 30 सितम्बर। हरेक प्रश्नको उत्तर विकल्पमा नै ठोक्काउने कालेबुङ नगरपालिका अघि अब एउटा बलियो विकल्प उभिएको छ। कुनै विकल्प नभएकोले टिस्टामा मैला फ्यॉंक्न बाध्य छौं भन्ने अनि टिस्टामा नगरपालिकाले मैला फ्यॉंकेको समाचार प्रकाशित गर्दा रिसाउने नगरपालिकाले खोजेको विकल्प भालूखोपबासीले नै निकालि दिएका छन्‌। त्यो विकल्पलाई नगरपालिकाले मान्ने हो कि होइन, नागरिक सुरक्षा मञ्चले सोधिदिने भएको छ।  भालूखोपमा पक्का बाटो छैन, पक्का बाटो बनाइदिन्छ भने अस्थायीरुपले डम्पिङ गर्ने ठाउँ हामी दिन्छौं-भालूखोपका सूरज राई अनि जितबहादुर छेत्रीको बार्गेनिङ यस्तो छ। 
उनीहरूसित मैला फ्यॉंक्नको निम्ति पर्याप्त ठाउँ छ, जहॉं फ्यॉंकिएको मैलाले कसैलाई असर गर्दैन। भालूखोप जहॉं उनीहरू बस्छन्‌, त्यहॉं गाडी चल्ने बाटो नभएकोले जुन असुविधा छ, त्यसको समाधान खोज्दै जॉंदा नगरपालिकाको सधैँको गुनासो रहने विकल्पमा भेटियो। नगरमा नगरपालिकालाई कसैले नगरको मैला फ्यॉंक्ने ठाउँ दिँदैन।  नगरपालिकासित पनि जमीन छैन। भालूखोपमा मैला फ्यॉंक्न बन्द गरिएको छ। डम्पिङ बनाउने राशि पनि छैन। यता उताबाट तानतुन पारेर नगरपालिकाद्वारा नेवार गाउँमा नयॉं डम्पिङ त बनाइँदैछ तर त्यहॉंसम्म पुग्ने बाटो खराब छ। सानो पैह्रो धस्कियो कि निर्माण कार्य ठप्प। सुप्रिम कोर्टले खुला ठाउँमा डम्पिङ गर्न नपाइने आदेश दिइसकेको छ। खुला ठाउँमा डम्पिङ गरेको भेटियो कि मुद्दा लाग्ने छ। तर कालेबुङ नगरपालिकाले त टिस्टा नदीमा नै मैला फ्यॉंक्दै आइरहेको छ। किन टिस्टामा फ्यॉंकिएको हो? भनेर सोधिएमा कहॉं फ्यॉंक्नु त? भन्ने ठाडो जवाब नगरपालिका अधिकारीबाट आउने गरेको छ। 
कुनै विकल्प नरहेकोले नै टिस्टामा मैला फ्यॉंक्न नगरपालिका बाध्य छ। कुनै पनि सङ्घ संस्थाले नगरपालिकाको यस्तो अवैद्ध कार्यमा रोक लगाउन सकेको छैन किन भने मैला फ्यॉंक्ने विकल्प नै नगरपालिकासित छैन। क्रान्तिकारी मार्क्सवादी कम्युनिष्ट पार्टीले टिस्टामा मैला फ्यॉंक्दा विरोध गरिरहेको थियो तर त्यो पार्टी पनि अहिले चुपचाप छ। विकल्प नै नरहेपछि सबैको आवाजलाई दबाउनु सजिलो भएको छ नगरपालिकालाई। अब बाटो बनाइदिने शर्तमा भालूखोप बासीले नै नगरपालिकालाई विकल्प निकालिदिएको छ। नगरपालिकाले यो विकल्प मन पराउने हो होइन निश्चित छैन किन भने यो विकल्प मान्नुको निम्ति बाटो बनाइनुपर्छ। डम्पिङ बनाउने राशि नभएको नगरपालिकाले खासमहलमा कसरी बाटो बनाउने हो भन्न सकिँदैन। इच्छाशक्ति र नगरवासीको समस्याप्रति गम्भीर हुनु हो भने जुक्ति अनेकौं हुन सक्छन्‌। 
यसै पनि तत्कालीन जिल्लापालले बङ्गालको प्रदूषण नियन्त्रण पर्षदबाट 2 करोड 29 लाख डम्पिङ बनाउन अऩुमोदन गर्‍यो भनेर 2005 मा नै भनेको हो। जति बेला भालूखोपबासीले पुरानो डम्पिङमा मैला फ्यॉंक्न बन्द गरिदिएको थियो। अहिलेका महकुमा अधिकारीले त्यसरी राशि अनुमोदन भएको कुनै रेकर्ड नगरपालिकामा नरहेको जनाएर जिल्लापाल समेतको रवैयाको पोल खोलिसकेको छ। धेरै वर्षपछि त्यही भालूखोप जहॉंका नागरिकहरूले  पुरानो डम्पिङ ग्राउण्डमा मैला फ्यॉंक्न बन्द गरेको थियो, त्यहीँका दुइ नागरिकले विकल्प अघि ल्याएका छन्‌, तर टिस्टामा मैला फ्यॉंक्न पल्केको नगरपालिकालाई विकल्प पच्ने हो होइन,निश्चित छैन।
व्यर्थमा जीटीए थापेछु भन्ने मोर्चा अध्यक्षको पछुतोलाई - क्रामाकपाको स्वागत छ-तारामणि राई
मनोज बोगटी, कालिमन्युज, कालेबुङ, 30 सितम्बर। कमसेकम गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङलाई भुइँचालोको कारण भए पनि जीटीए थाप्नु गल्ती भएछ भन्ने कुरा थाहा भयो, तिनको पछुतोलाई क्रामाकपाको स्वागत छ-क्रामाकपा महासचिव तारामणि राईले आज पत्रकारहरूलाई बताए। 
गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङले भुइँचालोले दार्जीलिङ जिल्लाका विभिन्न क्षेत्रहरूमा व्यापक क्षति पुर्‍याएको भए पनि राज्यलाई चिलाइ न कनाइ भएकोमा राज्य सरकार अनि मुख्यमन्त्रीसित मन दुखाउँदै बारम्बार जीटीए थाप्नु गल्ती भएको अनुभव भएको कुरा पत्रकारहरूलाई जनाइरहेका छन्‌। हिजो पनि तिनले भनेका थिए, जुन क्षति पहाडलाई भएको छ अनि जुन क्षति गाउँबस्तीका मानिसहरुले भोग्नु परिरहेको छ अनि सरकार भने चुपचाप छ। यस्तो देख्दा व्यर्थैमा जीटीए थापिएछ जस्तो लागेको छ। तिनले यो कुरा कालेबुङका विभिन्न क्षतिग्रस्त क्षेत्रहरूको निरीक्षण गर्दै कालेबुङ आएदेखि धेरैपल्ट दोहोर्‍याइ सकेका छन्‌। गुरूङले जीटीए थाप्नुमा पछुतो गरेको भए पनि जीटीएलाई भने लत्याउने कुरा गरेका छैनन्‌। तिनले राज्य सरकार र केन्द्र सरकारले दार्जीलिङमा धेरै क्षति हुँदा पनि कुनै प्रकारको क्षतिपुर्ती र यसको निम्ति निरीक्षण नगरेकोले राज्य भएको भए सबैले हेर्ने थिएछ भन्ने कुरा गरिरहेका छन्‌।
तिनले राज्य र केन्द्रसित बारम्बार मन दुखाए पनि राज्य र केन्द्रलाई लुतो न कनाइ भएपछि बरू छुट्टैराज्य नै हुनुपर्ने रहेछ, यस्तो जीटीएले त नहुने रहेछ भन्ने अनुभव भएको कुरा गरेका हुन्‌। आज क्रामाकपा महासचिव तारामणि राईले अब भने विमल गुरूङले पनि छुट्टैराज्यको अर्थ बुझेको बताए। ढिलै भए पनि तिनले जीटीएप्रति गरेको पछुतोलाई क्रामाकपाले हार्दिक स्वागत गरेको कुरा पनि राईले बताएका छन्‌। क्रामाकपाले जीटीएले चिह्नारी नबन्ने कुरा गर्दै सानासाना व्यवस्था सबै टालटुले प्रमुख समाधान छुट्टैराज्य भन्दै आइरहेको छ। यता गोर्खा जनमुक्ति मोर्चाले गोर्खाल्याण्ड राज्य बन्न अहिले नै नसक्ने भन्दै केन्द्र र राज्य सरकारको सुझावमा जीटीएमा हस्ताक्षर गरिसकेको छ। 
यता भर्खर कालेबुङमा आफ्ना कार्यकर्ताहरूलाई सम्बोधन गर्दै विमल गुरूङले आफूले जीटीएमा हस्ताक्षर नगरेको अनि जहिले पनि त्यसलाई लत्याउन सक्ने बताएका थिए। भुइँचालाले दार्जीलिङमा पनि हजारौं करोडको क्षति गरेको छ तर पनि राज्य र केन्द्रले एकैपल्ट पनि दार्जीलिङ अथवा जीटीएको नाम लिएको छैन। यस्तो हुँदा सरकारले कसरी हेप्दा रहेछन्‌ भन्ने कुरा विमल गुरूङले राम्ररी अहिले अनुभव गरिरहेका छन्‌। तर तिनले पनि अहिले अनुभव मात्र गरिरहेका छन्‌, अनुभव भएको कुरालाई सफल गर्न जीटीएलाई त्याग्ने कुरा नगरेकोले वास्तवमा नै विमल गुरूङले गोर्खाल्याण्ड राज्यको मुद्दालाई कसरी बुझेका छन्‌ भन्ने कुरा राम्ररी खुलेको छैन। यता क्रामाकपा महासचिव तारामणि राईले मोर्चाले अहिले सही कुरा उठाएको भन्दै मोर्चाले गरेको राज्य र केन्द्रले दार्जीलिङको निम्ति पनि गतिलो राहत कोष दिइनुपर्ने कुरा पनि स्वागत योग्य रहेको जनाएका छन्‌। तिनले राज्य र केन्द्रको दृष्टिकोण गोर्खाहरूलाई लिएर राम्रो नरहेकोले नै गोर्खाहरूलाई देशमा चिह्नारीको संकट रहेको अनि यसैको समाधानको निम्ति गोर्खाहरूको निम्ति छुट्टैराज्य हुनुपर्ने माग क्रामाकपाले गर्दै आइरहेको पनि जनाएका छन्‌।

TNN, Sep 30, 2011, 11, KOLKATA: Mamata Banerjee is likely to discuss issues related to Bengal-Bhutan border with the country's Prime Minister Jigmi Y Thinley at a scheduled meeting at Raj Bhavan on Friday. According to sources in the Royal Bhutan consulate, Thinley is scheduled to arrive in the city late Thursday night. He would attend the annual meeting of Maha Bodhi Society of India on Friday. He would also be present at a lunch hosted by governor M K Narayanan before meeting the chief minister.
One of the worrying factors on the Bengal-Bhutan border is the activity of militant groups. While the Kamtapur Liberation Organization (KLO) has a history of taking shelter in the jungles of Bhutan in the past, for Bhutan the real cause of concern is the activities of Nepal Maoists in the border region. KLO militant had been driven out of Bhutan in an operation by the Bhutan army in 2003.
Bhutan is also known to keep tabs on the process of formation of the Gorkhaland Territorial Council in Darjeeling. With inclusion of areas in the Dooars, the territory of GTA could abut the Bhutan border.
Among the other issues that can figure in the talks is the bilateral trade between Bengal and Bhutan.
The Bhutan prime minister would also meet on Friday joint secretary (north) of external affairs ministry Akhilesh Mishra, who would receive Thinley at Dum Dum airport on Thursday night on behalf of the Centre. Earlier this month, India and Bhutan in an official talk in Delhi had discussed at length about security and border management, threat perception and sharing of real-time information. Bhutan is considered an important partner in ensuring India's external security.
Highway to Nathu-la cleared - villagers keen on tourists before lean season sets in
BIJOY GURUNG, TT, Gangtok, Sept. 30: The Jawaharlal Nehru Marg has been restored for traffic, allowing the army and people from the half a dozen villages that dot the route to Nathu-la to come down here to replenish their supplies — more than 10 days after the earthquake cut off the road link.
However, the Sikkim government is yet to take a call on whether to allow visitors at Chhangu Lake, Baba Mandir and the international border — tourist destinations in East district. Trade with the Tibetan Autonomous Region through Nathu-la or the border pass at 14,400ft has also stopped since the September 18 earthquake.
The army had set up relief camps at Kyongnosla and Chhangu where the villagers had been provided with food, shelter and medical attention for all these days.
Twenty-two landslides, minor and major, and the huge boulders brought down by them had blocked 52km of JN Marg. Three stretches of the road had been washed away in the rain.
Project Swastik, which looks after the highway connectivity in Sikkim, engaged seven hydraulic excavators, two bulldozers and four air-compressors (to power the drilling machines) and more than 50 labourers to clear the debris. They also rebuilt the roads at three points and finally JN Marg opened yesterday afternoon.
One of the points is a 55-metre stretch at Km 22.1 that had been peeled off along with a 70m portion of the hillside. Similar breaches of shorter length occurred at two more points on the way to nearest settlement at Kyongnosla, 25km before Nathu-la.
“We had managed to crush and sweep away boulders by September 23 to reach these road breaches. The breach at Km 22.1 was most severe and we used two excavators and two air-compressors from both ends to cut inside the hill and create a new road. By 1pm yesterday, JN Marg was ready,” said Sachin Kumar, the officer in charge of 422 road maintenance platoon of Project Swastik.
The restoration work had been hampered by inclement weather in the first few days after the quake and fog, which descends in high-altitude areas (ranging from Gangtok at 5500ft to Nathu-la) almost every afternoon. Along with early dusk, working hours were restricted to five-six hours in a challenging terrain.
“We had to cope with the weather and also fresh slides. To keep the machines working, we deployed a team from the mechanical workshop that we have in Gangtok. They were stationed along this stretch with spare parts so that the heavy machines could be repaired on the spot,” said Kumar.
The BRO personnel had to keep a constant eye on the hills as loose boulders could slip down any time, crushing the workers below.
“We had watchers on both sides and they used to blow whistles if any boulder was about to slip down,” said BRO junior engineer Ravindar Kumar.
The BRO personnel, already deployed along the JN Marg for road widening, were among the first to come to rescue after the tremor. Landslide had hit a local taxi near Kyongnosla, killing two people on the spot on the evening of September 18.
“We called the local people for help and managed to reach the damaged vehicle. There were two people dead inside. We recovered five injured persons and took them to the nearby army hospital for treatment. We cleared the landslide the next day,” said junior engineer V. John Wilson.
There was light movement of army and civilian vehicles along JN Marg today. Most of the civilians were from the sparse settlements in the border area and were on their way to Gangtok to replenish stocks.
“We have communicated to the civil administration that the JN Marg is open for traffic. The decision to allow tourists to ply on this route lies with the government,” said the officer in charge of the 422 road maintenance platoon.
Villages along this route, especially Kyongnosla (at 10,400 ft) and Chhangu Lake (at 12,400ft and 34km from Gangtok) which depend on tourism for livelihood, were prompt to demand that tourists be allowed on JN Marg.
“Our earnings have been hit so far because of the road blockades.. Tourists are our major source of livelihood. We want them back,” said Phurba Tshering Sherpa, a resident of Kyongnosla.
There are around 18 shops at Kyongnosla, where tourists take a break on their way to Nathu-la. Six of the shops, which sell snacks and souvenirs, have suffered extensive damage. Four have been washed away.
“We appeal to the tourists to visit Sikkim. The road to Chhangu Lake and Nathu-la is open and even if they are stranded while returning, we are ready to take care of them as we had done in past,” said Phurba Tshering .
Liku Doma, whose shop has been damaged, said if the tourists don’t come, “we will all suffer”.
Eight kilometres above Kyongnosla, the 49 shops below Chhangu Lake sport a deserted look. Only two shops are open. The lake is a popular tourist destination with 250-300 taxis making it here daily during the peak seasons.
Around 20 vehicles full of tourists come here even during the off-season.
April-May is the first peak season followed by October to early November.
“All the shops are closed here as no tourists have come. Most of our people have gone to Gangtok today to buy essential commodities now that the road is open. Tourists should be allowed to come here as the livelihood of some 200 families depends on them. They eat and shop. The local people also earn money by offering yak rides to tourists around the lake. We have around 50 yaks,” said K. Sherpa, who lives in one of the villages near the lake.
There was no damage in the Chhangu villages.
“If no tourists come this October, we will have to wait till next April,” said K. Sherpa
Government spokesperson K.S .Topgay said the decision on allowing tourists up to Nathu-la would be taken tomorrow.
Footage leads to arms - 24 9mm pistols, AK series on list

ANIRBAN CHOUDHURY, TT, Kalchini, Sept. 30: A key suspect in a Siliguri jewellery shop heist caught last night on the basis of a CCTV footage today led police to a huge cache of arms, which included among others two AK series rifles and twenty-four 9mm pistols.
The presence of so much arms and explosives in a speeding vehicle on NH31C and in Kalchini — a small Jalpaiguri town 170km from Siliguri — has prompted the police to seek help from its counterparts in Assam, suspected to be one of the hideouts of the gang.
Six persons, including a resident of Bihar, have been arrested. Seven others have fled. The gang is believed to be behind the robbery of the jewellery shop in Siliguri on September 19. Six assailants had come on a bike around 8.30pm on that day, gunned down one of the security guards and decamped with gold and cash in the shop.
A police source said the CCTV footage from the shop had helped the force identify one of the robbers. “We came to know that Amirul Islam alias Jallad, a resident of Jaigaon near the Bhutan border and a history-sheeter, was involved in the crime,” a police officer said.
Under instructions from the inspector-general of police of north Bengal, D.T. Lepcha, the force chalked out a strategy to track down Jallad. Basudeb Sarkar, the officer in charge of Bhaktinagar police station, kept tabs on Jallad.
Yesterday, the police came to know about Jallad’s presence in Kalchini and his plan to sneak into Assam. Sarkar, accompanied by a force from Jaigaon, arrested him last night.
During interrogation, Jallad spilled the beans on the vehicle that would carry him and his companions to Assam, 65km away. Accordingly, the Mahindra Scorpio (WB74S5170) was intercepted on NH31C — the link to Assam — at Kalchini. Four persons were arrested.
On the basis of information provided by them, police launched extensive raids and seized arms and ammunition from the house of an LIC agent in Hamiltongonj, a kilometre from here. He has been arrested.
At the Kalchini police station, the IGP said: “This is the first time that such a large number of firearms have been recovered in a single operation, along with ammunition, gold and cash. The gang was involved in robberies across the region, including Siliguri, Mathabhanga and Pundibari in Cooch Behar district and Falakata in Jalpaiguri.
“On the list of seized arms are twenty-four 9mm pistols, two Ak-47 rifles, two carbines, 13 gelatin sticks, detonators, gun powder, 270 rounds of live cartridges, 24 empty magazines, Rs 3.50 lakh in cash and 744gm of gold worth Rs 19.34 lakh,” he said.
Those arrested include Pankaj Misra alias Pandit, a resident of Munger district in Bihar and a suspected firearms dealer who had been staying in Hamiltonganj for past nine months. “On June this year, Raju Rava was arrested and a carbine and two magazines containing 16 rounds of live cartridges were recovered from him,” the IGP said. “Raju had admitted that he had purchased the arms from Pandit. Since then, we were in search of him.”
The other four has been identified as Prakash Sarkar, the LIC agent from Hamiltonganj, Makshedul from Cooch Behar, Raj Kumar Paswan of Jaigaon and Amit Oraon of Satali Tea Estate.
The IGP said the possession of sophisticated arms by what apparently seemed to be a bunch of robbers was being probed.
“It is a major haul of so many sophisticated arms. We need to find out if this gang has any links with militant outfit in other states. We appreciate the work our officers and our personnel have done to round them up,” Lepcha said.

Safe message for visitors
AVIJIT SINHA, TT, Siliguri, Sept. 30: Tour operators in north Bengal have assured tourists through a campaign that the region was safe and all facilities in place for visitors.
According to the operators, roads leading to different destinations across the hills, except North Sikkim, are open and visitors can travel in the region during Puja without any problems.
Representatives of the Eastern Himalaya Travel and Tour Operators’ Association (EHTTOA), who held a seminar on Tuesday to mark World Tourism Day, said helpdesks would be set up in six places from October 1 to 8 to guide tourists who would visit the region during Durga Puja.
The counters that would be set up in New Jalpaiguri railway station, Bagdogra airport and Tenzing Norgay Central Bus Terminus, among other places, will be manned by tour operators and hotelliers.
“North Bengal development minister Gautam Deb has insisted that our members should be posted at the helpdesks to extend co-operation to tourists reaching any of the entry points during Puja holidays,” Raj Basu, an adviser to the EHTTOA, said.
According to Basu, the industry has suffered an annual loss of 65 per cent in the past three-four years because of the political disturbance in the hills.
“Things were favourable this season, which would commence from this weekend, and the season was historical considering the rate of inquiries and the bookings. Things, however, were affected to some extent because of the recent earthquake but we want to pass (on) a clear message to the visitors that the situation is perfectly normal here and there is nothing to worry,” he said.

The EHTTOA introduced an “any time auto” service in town yesterday to handle the rush of visitors.
“Any person can call up (9434891056) and ask for an auto-rickshaw that would be available round the clock,” Samrat Sanyal, the EHTTOA president, said.
He added that the service has started with a few auto-rickshaws that are being parked along Hill Cart Road.
But later more vehicles would be introduced depending on the demand, he said.
Praise for army, cry for NH55 handover

VIVEK CHHETRI,TT, Darjeeling, Sept. 30: The army’s commendable job in putting together a 140-feet bridge over Lebong Cart Road within 24 hours of a landslide has raised the pitch for handing over NH55 to the Border Roads Organisation.
The 113 engineering regiment had started constructing the bridge yesterday morning and by this afternoon district magistrate Saumitra Mohan was able to drive his car across it along with Brigader Ravi Raut, the commanding officer.
The public works department had said earlier that it would take around two to three months to permanently restore Lebong Cart Road that was damaged in a landslide on Monday. Till the PWD completes its job, the bridge will connect Darjeeling to Singamari, Tukvar, Singla, Lebong and Jorethang in Sikkim.
The swiftness with which the army completed the job prompted even the Gorkha Janmukti Morcha to demand that NH55 should be handed over to the BRO just like NH31A, which connects Siliguri with Gangtok.
NH55 links Darjeeling to Siliguri.
The BRO looks after the Siliguri-Gangtok stretch and despite numerous landslides along the route, the army always managed to clear debris in a short span of time, the Morcha said.
Trilok Dewan, the Morcha’s MLA from Darjeeling, said: “NH55 is in a mess and it is clear that the National Highways Authority is finding it difficult to maintain the road which is very important for Darjeeling. This road must be handed over to the BRO which is much more efficient.”
National Highway 55 or Hill Cart Road has been closed for most of the time since June 2010 and with a fresh landslide on Thursday near Tindharia, after which a stretch of the road caved in, there is little chance of the road opening this year.
“Alternative routes like Pankhabari, Rohini, Mungpoo or Mirik had not been constructed to handle heavy vehicles and since the national highway is closed, these roads are in a terrible condition because heavy vehicles are forced to ply on these routes,” said Dewan.
The Morcha leader added that he had raised the issue of handing over NH55 to the BRO with Bengal governor M.K. Narayanan during his recent visit to the hill town.
“I have requested him to look into the matter,” said Dewan, who is also a member of the board of administrators of the Darjeeling Gorkha Hill Council.
He added that DGHC had also sent a Rs 194 crore proposal to the state to construct an alternative highway to NH55 through Bungkulung in Mirik.
“I had also suggested that the construction and repair of the alternative road should be taken up by the BRO. I hope Darjeeling MP Jaswant Singh takes up the matter with the appropriate authorities in Delhi,” said Dewan.
The MLA said he would ask the NH-IX division to attend the DGHC board meeting on October 15.
“We want to know in detail about the state of the highway and how long it would take to restore the patch if they start work immediately,” said Dewan.

THE SMELL of rotting human flesh that mingles with the noxious diesel fumes of army bulldozers signals the end of the road here. In north Sikkim’s Toong, men of the General Reserve Engineers Force (GREF) are at their wits’ end in the persistent drizzle; their bulldozers and drillers, after days of pounding on 20-tonne boulders, manage to conjure just enough hydraulic power to keep the work going. A road once existed below the rocks that have now tumbled like freshly baked biscuits from the impact of the 6.8 magnitude shallow earthquake that struck Sikkim on 18 September. Its epicentre just a few miles from where the men are trying to force an opening.
Beyond the mist-covered mountains further north of Chungthang, Lachen and Lachung, an occasional army chopper appears on the horizon and flies over the rescue workers as a stark reminder of the gargantuan task that lies ahead in finding that elusive patch of tar below the debris for another 40 km. What is ironical here is that the very mountain whose debris the GREF is clearing has a tunnel running right through it — one of the many ‘hollow mountains’ all along the right bank of the roaring sediment-laden Teesta river. The 14.6 km-long tunnel constructed by Teesta Urja Pvt Ltd — a consortium of four private contractors — is meant to divert the waters of the river through the mountain to be dropped on turbines that generate electricity.
“Teesta Urja has messed up big time,” says a GREF officer overseeing the clearing work at Toong, “but at least they are letting us use their machines to do the job. It’s going to take another month to clear it all up till Chungthang and Lachen.” Teesta Urja too is flying select reporters to its tunnels to show that nothing has happened to its investments and staff. Any possible impact of the tunnelling, blasting and reservoirs in inducing seismicity had been dismissed by Sikkim Chief Minister Pawan Kumar Chamling on 26 September as a “rumour”.

Hills seek special quake aid

RAJEEV RAVIDAS, TT, Kalimpong, Sept. 29: The Gorkha Janmukti Morcha today demanded a special package for the hills on the lines of the Rs 1,000 crore announced by the Prime Minister for Sikkim earlier in the day.
Morcha president Bimal Gurung, in the presence of Darjeeling MP Jaswant Singh, accused both the Centre and the state government of step-motherly treatment to the hills in the aftermath of the earthquake.
The MP said he has directed the district magistrate to sanction Rs 50 lakh to the Morcha relief committee from his local area development fund. He also announced assistance of nearly Rs 70 lakh from the MPLAD scheme for schools and hospitals damaged by the quake.
“I would like to request the MP to write to the Prime Minister and the state government and demand a special package for the hills,” said Gurung.
Asked what was the amount they were seeking, Singh said it shouldn’t be a “competitive situation” vis-à-vis Sikkim. “The question is not about competitive figures. The question is about relative understanding of the dynamics of the problem,” he added.
Trying to put into perspective the “hurt” expressed by the Morcha leaders, Singh said: “There should be no sense of either discrimination or Darjeeling district’s natural interest not being taken into account…Don’t make the distinction between Darjeeling and India. This is a vital part of India.”
The MP said he was in touch with at least three corporate houses, seeking aid for the hills. “I will also meet the collector (read district magistrate) and request him to sanction Rs 50 lakh from LAD to the Gorkha Janmukti Morcha’s relief committee,” he said. Singh said Rs 20 lakh each will be given to the Seed Farm Junior High School, Gidubling High School, and the Leprosy Hospital, all of them in Kalimpong. “Rs 10 lakh will be given to the Kalimpong sub-divisional hospital,” he said. Under the MPLAD scheme, MPs can suggest projects worth Rs 2 crore a year to the district administration to be taken up in their respective constituencies.
Singh said he had discussed with a corporate house the prospects of adopting quake-hit villages similar to Latur in Maharashtra and Bhuj in Gujarat. Singh has donated Rs 3 lakh from his own account to buy food for the affected families.

मनोज वोगटी, कालिमन्युज, कालेबुङ, 29 सितम्बर। बुधबार बेलुकी कालेबुङ आइपुगेका लोकसभा सांसद जसवन्त सिंहलाई मोर्चा अध्यक्ष गुरूङले आज कालेबुङको विभिन्न भुइँचाला प्रभावित क्षेत्रहरूको भ्रमण गराए। भ्रमणपछि मोर्चासँग बैठक बसेर सांसद सिंहले पहाड़को भुइँचालो प्रभावित क्षेत्र अनि पीडितहरूको निम्ति एकमुष्ट राशि प्रदान गर्ने घोषणा गरे। सासंद जसवन्त सिंहले पत्रकार सम्मेलन गर्दै आज दार्जीलिङ क्षेत्रमा एमपील्याडबाट मोठ 1 करोड 20 लाख रुपियॉं खर्च गरिने घोषणा गरे भने आफ्नो पक्षबाट भुइँचालो पीडितहरूको सहयोगको निम्ति बेग्लै 3 लाख रुपियॉं प्रदान गर्ने बताएका छन्‌। तिनले घोषणा गरे अनुसार गोर्खा जनमुक्ति मोर्चाको भुइँचालो पीडितहरूको सहयोगको निम्ति तयार पारिएको राहत समितिलाई पीडितहरूको निम्ति 50 लाख रुपियॉं दिइने छ। यो राशि राहत समितिसित सरसल्लाह गरेर कलेक्टरद्वारा प्रदान गराइने बताइएको छ। यसैगरी कालेबुङ महकुमा अस्पताललाई मरम्मति गर्न 10 लाख रुपियॉं दिने घोषणा गरेका छन्‌ भने लेप्रोसी अस्पताललाई 20 लाख, सीडफार्म स्कूललाई 20 लाख, गीतडाब्लिङ स्कूललाई 20 लाख दिइने भएको छ।
सासद सिंहले कलेक्टरलाई रिपोर्ट गरेपछि घोषणा गरिएको राशिहरू तीनदिनपछि आधिकारिकरूपले रिलिज हुने बताएका छन्‌। यसबाहेक पनि तिनले पहाडमा आर्थिक सहयोग गर्नको निम्ति तीनवटा कम्पनीहरूसित आफ्नो कुराकानी भइसकेको जनाउँदै सांसद सिंहले भने, यहॉंको एनएचपीसी कालेबुङसित जोडिएको छ। एनएचपीसीले पनि लगभग 1 करोड रुपियॉं भुइँचालो पीडितहरूलाई सहयोग गर्ने छ। यसबाहेक पनि कम्पनीको नाम नरहेको चित्रे ए परिसङ्घले पनि हप्ताभित्र पीडितहरूको निम्ति एनएचपीसीले भन्दा अधिक राशि सहयोग पुर्‍याउनको निम्ति काम यही हप्ताभित्र शुरू गर्नेछ। यस्तै एउटा अर्को कम्पनीसित पनि मेरो कुराकानी भइसकेको छ, जसले पनि अधिक राशि पीडितहरुलाई राहत पुर्‍याउनको निम्ति सहयोग गर्ने छ। सिंहले यसबाहेक पनि पीडितहरूको निम्ति पॉंच हजारवटा कम्बलको व्यवस्था पनि शीघ्र नै गरिने जनाएका छन्‌। पीडितहरूको निम्ति सांसद सिंहले औषधीहरूको व्यवस्था पनि मिलाएको बताउँदै जिल्ला कार्यालयबाट औषधीहरूको सूची प्राप्त भएपछि औषधी झिकाउने पनि बताएका छन्‌।
सांसद सिंहले भुइँचालो पीडित क्षेत्रहरूलाई एडप्ट गर्नको निम्ति दुइदिनभित्रमा नै कलेक्टरसित बैठक गर्ने पनिे जनाएका छन्‌। तिनले जसरी लाटुर र भूजमा भुइँचालो आउँदा गाउँलाई नै एडप्ट गर्ने जुन प्रयोग गरिएको थियो, त्यसलाई पहाडमा पनि लागू गर्नको निम्ति कलेक्टरसित कुराकानी गर्ने जनाए। तिनले हिजो तीनधारेमा गएको भीषण पैह्रोको पनि निरीक्षण गर्ने बताउँदै तिनले राजमार्ग 55 लाई चॉंडै नै खुला गर्न आफ्नो पक्षको पहल गर्ने जनाए। तिनले भने, यो पैह्रोले रेलवे मार्गलाई क्षति पुर्‍याएको छ। जसले दार्जीलिङलाई विश्वविख्यात बनाएको छ। विश्वमा धेरै ठूला इञ्जिनियरिङ कम्पनीहरू छन्‌, ती कम्पनीहरूसित आज मैले कुराकानी गरिसकेको छु। अन्तराष्ट्रियस्तरको सहयोग लिएर मार्ग खुलाउने विषयमा कार्य गर्नेछु। मलाई आशा छ कि मेरो यो प्रयास सफल बन्नेछ।
तिनले यसबाहेक पनि सिलगढी र दार्जीलिङका विद्यार्थीहरू जो पढ्‌नमा राम्रो छ अनि धेरै पढेर उन्नति गर्न चहान्छन्‌ तर आर्थिक कारणले उनीहरूले आफ्नो सपना पुरा गर्न सक्दैनन्‌ उनीहरूलाई पनि सांसदले आफ्नो खर्चमा पढाउने घोषणा गरेका छन्‌। तिनले अहिले सिलगढीका एकजना अनाथ विद्यार्थीलाई जलपाइगुढीमा पढाइरहेको पनि बताए। पहाडमा आर्थिक बहाली गर्ने काम शुरुवात मात्र रहेको बताउदै सांसद सिंहले भने, पहाडका मानिसहरूको जुन कर्तव्यपरायनता छ, यसले मलाई धेरै उर्जा दिएको छ। गोर्खा जनमुक्ति मोर्चाले पनि खुबै उत्साहको साथ काम गरिरहेको छ। यी सबै देख्दा जस्तै त्रासदीलाई पनि पहाडका मानिसहरूले सामना गर्ने सामर्थ जुटाइरहेको अनुभव भएको छ। सासद सिंहले आज कालेबुङका अलगढा, डा.ग्राहम्सहोम्स, लेप्रोसी आदिको निरीक्षण पनि गरे। सांसद सिंहले सिक्किमलाई पनि सहानुभूति देखाए। तिनले दार्जीलिङ अनि सिक्किमलाई भुइँचालोले जुन क्षति पुर्‍याएको छ, त्यसमा दुःख प्रकट गरे। आजदेखि शुरू भएको नवरात्रीको शुभकामना पनि तिनले सबैलाई दिएका छन्‌। आज तिनले कालेबुङको निरीक्षण गरिसकेका छन्‌ भने भोलि तिनी दार्जीलिङ जानेछन्‌। दार्जीलिङमा जिल्ला अधिकारीसित भुइँचालो सम्बन्धलाई लिएर बैठक गर्ने अनि भुइँचालो प्रभावित क्षेत्रहरूको निरीक्षण गर्ने भएका छन्‌। दार्जीलिङपछि तिनले तीनधारेको निरीक्षण गर्ने जनाएका छन्‌।
PM announced Rs. 1000 crore relief package for earthquake hit Sikkim
PIB, KalimNews, Gangtok, 29th September: Prime Minister Dr. Manmohan Singh today announced Rs. 1000 crore from the Centre to meet the requirement of relief and rehabilitation in Sikkim in the aftermath of a massive earthquake that struck the state on 18 of September. Talking to newsmen in Gangtok this afternoon the Prime Minister has assured all help from the central Government to rebuild and reconstruct the lives in the state in the aftermath of the quake. Prime Minister said special emphasis would be given to reconstruct sacred monasteries which have suffered extensive damages. 
He said particular attention will also be given to rebuilding schools and houses and expressed hope that the people of Sikkim will see new vitality to manage effectively the task of reconstruction and rehabilitation. Dr. Singh said the people and the government of India are behind the Government and people of Sikkim in this hour of crisis and will render all possible assistance to the state. The Prime Minister said that he was impressed by the manner in which all segments of the government including the Army, Border Roads Organization (BRO), and state administration had joined hands in rescue and rehabilitation measures.
Earlier, on his arrival, the Prime Minister went on an aerial survey of the worst affected North District and later visited the earthquake victims undergoing treatment at Sir Tashi Namgyal Memorial (STNM) Hospital in Gangtok. He also held a review meeting with the Chief Minister and senior army and civil officials on the relief and rehabilitation works. It may be recalled that several lives were lost and property of worth crores of rupees were damaged in the earthquake measuring 6.8 on Richter scale that struck Sikkim and its neighbouring areas on 18th of September.
Mass protest rally held at Lakhimpur against D voters issue 

PR, KalimNews, Lakhimpur, 29th Sept 2011: Gorkhas of Assam demonstrated and took out a protest rally at Lakhimpur at the call of All Assam Gorkha Students’ Union (AAGSU) in aegis of Lakhimpur Distreict Unit of All Assam Gorkha Students Union (AAGSU)condemning the deletion of a Gorkha of Assam branding him as a Bangladeshi. Half a thousand members of AAGSU, Gorkha youths lead by Lakhimpur Dist. AAGSU president Pawan Bhardwaj and gen secretary Bharat Chetry, rallied across Lakhimpur town beginning from Khelmati Shiva Mandir to DC Office where in a memorandum was submitted to the prime minister of India Dr. Manmohan Singh through the Deputy Commissioner, North Lakhimpur.
AAGSU stated that a genuine Indian citizen, a resident of Tezalpati under Sootea police station in Sonitpur Indra Bahadur Rai was served a notice by the government branding him as illegal Bangladeshi. Copies of the memorandum have been marked to Chief Minister of Assam Tarun Gogoi, Leader of the Opposition in Lok Sabha Smti Sushma Swaraj, Chief Election Commissioner and Assam Accord Implementation Minister Himanta Biswa Sarma and all DCs of the state.
The protest rally was organized to register strong protest against branding of Gorkhas as illegal Bangladeshi like settlers in Assam, megadams construction in Assam, illegal Indo-Bangla land swap treaty, intrastate border dispute that has caused disharmony with the neighbouring states, flood and erosion that have caused heavy loss of lives and property and price rise that have broken the backbone of the mioddle class and BPL families in India.
Addressing a gathering at Khelmati information and publicity secretary Nanda Kirati Dewan said, ‘The ‘D’ voters cases amongst the Gorkha community have gone abruptly high over the years and the genuine Indians have been harassed in the subject of proving their nationality time and again which is in bad vibe and is being operated by a organized group of police, small polticians and corrupt officials who can demand cash for removing the ‘D’ from the victim’s name in the voterlist. "We condemn all such incident in the toughest of words and the AAGSU have organized this mass protest march against the ‘D’ voter issue of the Gorkhas", Dewan said. Gorkhas have settled in Assam over two hundred years and actions as such from the government is uncalled for and we decry it in strongest term. A vigorous democratic movement will break out in entire districts of Assam if this issue is not addressed at the earliest, he added.
Reacting sharply on the Indo-Bangla land swap deal wherein Assam had to surrender more than 2000 bighas of land to the neighbouring country Bangladesh the AAGSU General Secretary Keshab Sharma squarely slammed the UPA government at the centre and the congress govt in the state. Coming down heavily on the Chief minister Tarun Gogoi he said, ‘Thousands of indegenious Assamese people are loosing land every day due to flood and erosion in Dhemaji and Lakhimpur dist of Assam and government have shown no interest in giving adequate relief and rehabilitations to people, where as readily agreed to give large stretch of land to the Bangladeshi without even discussing it in the Assembly or in the cabinet. This is total autocratic rule and sheer betrayal with the people of Assam who gave them absolute majority just hundred days back. ‘We condemn it in the strongest word vehemently and shall be a part of any joint movement throughout.
Jagadish Khanal president AAGSU addressing the gathering informed the role of Gorkhas in the nation building process since pre-independence and in Assam Agitation and SPCDC and Gorkha Autonomous Council movement. Slamming the state government for failing to provide security to lives and property along the Assam-Nagaland border in around Merapani and the Assam-Meghalaya border at langpih he said, ‘Administration have totally failed in controlling the dispute and aggression of Nagas’,he further added,’Gorkhas being the frontier savers will not tolerate to give away even a single inch of land to Nagaland undemocratically’. He appealed both the state government to settle the border disputes amicably with a honourable solution.
The rally also was also seen as solidarity march with all the democratic organization like the AASU, KMSS, AJYCP and others whom the government of Assam have tagged as professional agitators for registering democratic protest against illegal-Indo Bangla land swapping treaty, mega dams construction, intra-state border dispute, inflation and in support of declaring the floods of Assam as ‘national problem’. All these issues were included in memorandum with demands primarily highlighting reddressal of ‘d’ voters issue.

मनोज वोगटी, कालिमन्युज, कालेबुङ, 29 सितम्बर। गोर्खा जनमुक्ति मोर्चाको कालेबुङ महकुमा शाखाको सभा शुरू हुन अघि रामकृष्ण रङ्गमञ्चमा सजाएर राखिएका खाली कुर्सीहरूको दृश्य हो यो। जीटीएमा हस्ताक्षर गरिएपछि पहिलोपल्ट भइरहेको साङ्गठानिक भेलालाई सम्बोधन गर्न उपस्थित पदाधिकारीहरूको निम्ति सजाएर राखिएका खाली कुर्सीहरूले आफ्नो पार्टीका पदाधिकारीहरूको प्रतीक्षा गरिरहेको भए पनि पार्टी कै अध्यक्ष विमल गुरूङले अहिले कुर्सीमा बस्नेहरू भोली कुर्सीको निम्ति चुनाउ लड्‌न पाइँदैन भन्ने आदेश जारी गरेपछि वर्तमानमा कुर्सीमा आसिनहरूले कुर्सीमोह कसरी त्याग्ला त्यो दृश्य अझ रोचक र घतलाग्दो हुने देखिएको छ। त्यस सभामा उनीहरूले खाली कुर्सीमा आशन ग्रहण गर्न त पाए तर नगरपालिकाको कुनै पनि कुर्सीमा उनीहरू बस्न पाउने छैनन्‌। पार्टी पनि त्यही, झण्डा पनि त्यही हो, कुर्सी पनि त्यही हो, नेता पनि त्यही हो तरै पनि एउटा प्रश्न उठेको छ, कुर्सीमा बस्ने चॉंही को? नेताहरू बस्न पाउने छैनन्‌, जो पार्टीमा खटिरहेका छन्‌।
नेताबाहेक अरूलाई नै टिकट दिनु द्वन्द्व रोप्नु समान देखिएको छ। जो नगरपालिका चुनाउमा उठ्‌छन्‌ उनीहरूसित ती नेताहरूको सम्बन्ध सुमधुर रहला भन्न सकिन्न। किन भने कालेबुङमा अहिले नै पार्टीभित्र द्वन्द्व शुरू भइरहेको छ, जसलाई मत्थर गर्न नै मोर्चा अध्यक्षले केही दिन अघि अचानक बैठक बोलाएर पार्टीको काइदा सिकाएका छन्‌। पार्टीमा जुन जुन पनि पदमा आसिन नेताहरू छन्‌, उनीहरूले कुनै पनि चुनाउ लड्‌न नपाउने कुरा गुरूङले दार्जीलिङबाट नै केही दिन अघि गरिसकेका हुन्‌‌‌। तिनले यसो भनेको पहिलो पल्ट होइन। तिनले मोर्चा गठन हुने वित्तिकै पनि भनेका छन्‌, हामी कुर्सीको निम्ति आएका होइनौं। छुट्टैराज्यको निम्ति आएका हौं। अहिलेसम्म पनि गुरूङसित यो आचार संहिता कायम नै छ के त भन्ने शंका उठिरहेको बेला केही दिन अघि फेरि त्यही कुरा दोहोर्‍याएपछि  पार्टीको कुर्सी सम्हालेर बस्नेहरूले नगरपालिकाको कुर्सी नपाउने कुरा पक्का भएको छ। चुनाउ आयोगले भनेको छैन कि दार्जीलिङको चारवटा नगरापलिकामा चुनाउ हुनेछ।
तर यता मुख्यमन्त्रीले भनिसकेकी छन्‌। चुनाउको हाउले दार्जीलिङ पहाडलाई छोप्न राम्रो गरी पाएको छैन। कारण छ भुइँचालो। त्यो भुइँचालो, जसको असर परेको छ ग्रामीण क्षेत्रलाई। त्यो ग्रामीण क्षेत्र जहॉं 2005 देखि नै ग्राम पञ्चायत चुनाउ भएको छैन। पञ्चायत नभएकोले जति दुःख ग्रामवासीले भोग्नु परेका छन्‌, त्यति नगरवासीले भोग्न परेको छैन। तरै पनि ग्रामवासीलाई भन्दा शहरवासीलाई नै कुर्सीको आवश्यकता धेर भएर हो कि कसो पञ्चायत भन्दा पहिला नगरपालिका चुनाउ गर्न सरकार र पार्टी दुवैले हतार गरिरहेको छ। हिजो विमल गुरूङले भने, चुनाउ गराउने उनीहरूको(सरकारको) काम हो, हुँदै गर्छ। भुइँचालो आयो, बॉंच्नेहरूले चुनाउ त लड्‌नै पर्‍यो नी। अहिलेसम्म नै पिराले काम चलाउनु पर्ने गाउँबस्तीमा कुर्सीको के नै आवश्यकता पर्‍यो र, तरै पनि 21 औं शताब्दीमा पनि बिजुली, बाटो र पानी जस्तो आधारभुत अधिकारहरूदेखि बञ्चित हजारौं गाउँहरूलाई विकास कुन चराको नाम हो थाहा छैन।
यता अहिले राजनैतिक दलहरूलाई भुइँचालोको कारण नगरपालिकाको कुरा गर्नुमा कुर्सीमोह ज्यादा देखिने हो कि भन्ने भय त छँदैछ, यस्तोमा पनि चुनाउ गरेर नै छोड्‌ने पक्षमा उभिएको मोर्चाभित्र यसै चुनाउले निक्कै नै अन्तरद्वन्द्व स्थापित गराउने हो भन्ने कुराको सम्भावनालाई पनि उपार्जन गरेको छ। मोर्चा अध्यक्षले आफ्ना नेताहरूलाई सपष्ट भाषामा चुनाउमा उठ्‌न नपाउने बताए पनि तिनको आदेशलाई तिनका नेताहरूले कतिको पालना गर्ने हो, त्यो उनीहरूले अप्नाउने मोर्चाको आचार संहितामा नै निर्भर रहनेछ। कालेबुङका नेताहरूलाई अध्यक्षले गाली गर्दै पार्टीको गणतन्त्रलाई सम्मान गर्ने निर्देश दिइसकेका छन्‌ भने बाटो भटि्‌कनेहरूलाई सहसचिव विनय तामङले पार्टीको संविधान नै पठन गरेर सुनाइसकेका छन्‌। नगरपालिका चुनाउ हुने भए पनि ग्राम पञ्चायतको कुनै सुरसार नै छैन। किन भने मोर्चाको जीटीए सम्झौता पत्र अऩुसार जीटीएको चुनाउसित नै त्रिस्तरीय ग्राम पञ्चायतको चुनाउ पनि हुनेछ। तर त्रिस्तरीय ग्राम पञ्चायत चुनाउ हुनको निम्ति कानून संशोधन गरिनुपर्छ
दागोपाप स्थापना गर्दा सिलगढीमा महकुमा परिषद कानून बनाएर नै स्थापित गरिएको छ भने पहाडमा त्रिस्तरी चुनाउ हुन्छ भने सिलगढी, दार्जीलिङ, खरसाङ अनि कालेबुङ महकुमा नै हुनुपर्छ। तर जीटीएमा जम्मै पुरानो सिलगढी पस्न नसक्ने भएपछि नै गोर्खाबाहुल तराईका क्षेत्र जीटीएमा हालिने कुरा चलिरहेको छ। यसैबाट अनेकौं असुविधाहरू उत्पन्न भएको छ। सम्झौता भइसकेको चुनाउ यी नै कानूनी अड्‌चनहरू देखाएर नहुन सक्ने अनि भएमा दुइस्तरीय चुनाउ नै हुने सम्भावना व्यापक छ। यस्तो भयो भने जीटीए र दागोपापमा कुनै भिन्नता रहने छैन। दागोपाप झैं अवस्था जीटीएको पनि भएमा मोर्चालाई ठूलो जोखिम आइपर्ने शंका पनि गरिएको छ। कुर्सीको निम्ति नआएको बताउने मोर्चा कुर्सी कै कारण बिथोलिने हो कि यस्तो शंका मोर्चाको अन्तरद्वन्द्वले उपार्जन गरेको अनुमान गरिएको छ|

Man who bit cobra survives
TT, Alipurduar, Sept. 29: A tea garden worker, who had bitten a king cobra into pieces after the snake dug its fangs on his hands, was discharged from the hospital today.
Ratan Singh, a resident of Cooch Behar Tea Estate in Falakata, received a grand welcome when he returned home after his release from the Jalpaiguri district hospital.
While some of his fellow workers called him God, children and women touched his feet to take blessings. Ratan, however, is grateful to all those who had taken him to hospital. “When my turn comes, I, too, will take a snake bite victim to hospital and not to any ojha or witch doctor,” the 49-year-old bachelor said.
On Tuesday, Ratan was bitten by a king cobra that he had picked up from a road in the garden. After the snake buried its fangs on Ratan’s hands, the worker had torn the cobra into pieces with his teeth. As the crowd watched in horror— some people also clicking the scene on their cellphones — Ratan, not known to be a snake charmer, slumped to the ground. He was taken to the Falakata hospital, 3km from the garden.
Later he was shifted to the Jalpaiguri district hospital.
“The snake kept blocking my path. I got irritated and lifted it up. Then I started playing with it and strung it around my neck. When the snake bit me, I got very angry and tore it into pieces. Suddenly, I felt sleepy and fell to the ground. I woke up in the hospital,” Ratan said today.
He said it was the third time that he had caught a snake.
“This is the first time that I caught a king cobra and also the first time that I got bitten by a snake.”
Sahodeb Oraon, a resident of the garden, said: “We never thought Ratan would return. We think he had divine powers which helped him survive. We are very happy that Ratan is well and he is back.”
Sukhomoy Sarkar, the doctor at the Falakata rural hospital who had attended to Ratan, said: “If the snake is a cobra then the patient must be admitted within half an hour because the poison attacks the nervous system very fast. Ratan was brought a little late but his body resistance was high and he could survive.”
Wanted: logos for hill fest - contest pointer to all’s well

VIVEK CHHETRI, TT, the working president of the organising committee of the fest, said: “We have kept aside Rs 15,000 for the competitions and we are inviting every interested individual to come up with a logo, slogan and a mascot for the festival.”
He added that participants can start sending their entries from tomorrow and the last date for submission is October 10. Logos, slogans and images of the mascot can be sent either through emails at darjfest@gmail.com or by post to Thupden Lama, the deputy magistrate, at the Darjeeling district magistrate’s office.
The 15-day Darjeeling Tea and Tourism Festival will be held in Kalimpong, Kurseong, Mirik and Darjeeling, from December 20 to January 5 simultaneously .
“The mascot for the festival will be a red panda and people will have to use their creativity to make the (image of the) mascot. The person whose mascot is selected will be awarded Rs 5,000. Similarly, the person whose one-line slogan (tag line) is selected will also get Rs 5,000 and the same amount has been kept aside for the logo winner,” said Pradhan.
According to the organisers, the details of the festival are being worked out and there are plans to bring in performers from across the country.
“We want to project the festival as an international event and we are working towards maintaining a very high standard in terms of performance,” said Pradhan.
Apart from getting a taste of adventure sports like paragliding and a trip on hot airballons, the visitors can enjoy flower shows, cultural dances, photography exhibitions and an exhibition on the Gorkha regiment
They can also participate in the Darjeeling run and land rover rallies.
The organisers will also arrange for different activities in the tea gardens and well-known personalities from the hill town would be felicitated during the fest.
“We are working to make the festival a one-of-its-kind event and are working to create a theme song for the event,” said Sonam Bhutia, the deputy magistrate and a member of the organising committee.
“Plans are afoot to make this event an annual feature,” he said.

क्षतिबारे केन्द्रमा कुरा राखिनेछ-राज्यपाल
प्रज्जवल छेत्री, कालिमन्युज, कालेबुङ, 27 सितम्बर। दार्जीलिङ अनि खरसाङमा भुइँचालोले पारेको क्षयक्षतिको निरीक्षण गर्दै दिउँसो बङ्गालका राज्यपाल एमके नारायनन कालेबुङ आइपुगे। तिनीसित जिल्लापाल, एसपी, महकुमा अधिकारी पनि साथमा थिए। यसैबीच राज्यपालसित गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङले पनि भेटघाट गरे। राज्यपाल नारायननले भुइँचालोले ढल्काइदिएको ट्रेजरी कार्यालय अनि डा.ग्राहम्स होम्सको निरीक्षण गरे। तिनले भने, निरीक्षण गर्दैछु। यसबारे केन्द्रसित कुरा राख्नेछु। भुइँचालोले दार्जीलिङलाई धेरै प्रभाव पारेको छ। यसबाहेक तिनले सरकारले यसको निम्ति गर्नसक्ने पहलबारे केही खुलाएनन्‌ न त तिनले कुनै आश्वासन नै दिए। तिनलाई बारम्बार प्रश्न गर्दा रिपोर्ट केन्द्रमा राखिने मात्र बताए।
डा. ग्राहम्स होम्सका सीईओ फिलिप्स गिब्सन अनि वर्सर डेभिड फोनिङले होम्सका क्षतिग्रस्त 19 वटा छात्रबास भवनको निरीक्षण गराएका थिए। यसरी राज्यपालको निरीक्षणले केही सरकारीरूपको सहयोगको आशा पलाएको कुरा वर्सर डेभिड फोनिङले बताए। तिनले भने, होम्स मात्र होइन धेरै ठाउमॉं धेरै नै क्षयक्षति भएको छ। सबैतिर निरीक्षण गरेर पीडितहरूलाई सही राहत होस्‌। यता मोर्चा अध्यक्ष विमल गुरूङले राज्यपाललाई आफूले निरीक्षण गरेको अनि थाहा पाएका प्रभावित क्षेत्रहरूबारे पनि अवगत गराए। तिनले शीघ्र नै पीडितहरूलाई राहत हुनुपर्ने सम्बन्धमा पनि कुरा राखे। राज्यले दार्दीलिङलाई अवहेलना गरेको बताउँदै गुरूङले भने, उनीहरू निरीक्षणमा आउन नै पर्छ। किन भने यो राज्यकै एउटा अङ्ग हो। सरकारबाट कुनै ठोस पहल गर्ने आशा गरिएको छ। यता राज्यपालले पहाडको निरीक्षण गरेपनि क्षयक्षतिबारे के गर्न सकिन्छ भन्ने कुरा आफ्नो पक्षबाट केही बताउन सकेनन्‌। मोर्चाले भने राज्यपालको निरीक्षणले कुनै परिणाम ल्याउने आशा गरेको छ।
राज्यलाई दार्जीलिङबारे कुनै चासो छैन-गुरूङ
प्रज्जवल छेत्री, कालिमन्युज, कालेबुङ, 27 सितम्बर। राज्यपाल नै आए पनि गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङ राज्यका मुख्यमन्त्री ममता व्यानर्जीको रवैयादेखि खुशी छैनन्‌। यसबारे तिनले राज्यपालसित त कुरा गरेनन्‌ तर पत्रकारहरूसित कुराकानी गर्दै भने, बङ्गाललाई दार्जीलिङबारे कुनै चासो नै छैन। मुख्यमन्त्रीले खरसाङको एउटा दुङ्गा हेरेर फर्किइन्‌। कालेबुङ सबैभन्दा प्रभावित क्षेत्र रहेको छ। तर मुख्य मन्त्रीलाई कुनै पर्वाह छैन। किन पहाडलाई जहिल्यै पनि यसरी अन्देखा गरिन्छ? 
तिनी होम्स आउन सक्थिन्‌। होम्स दार्जीलिङको धरोहर हो। यसलाई बँचाउनुपर्छ। यहॉं धेरै ठाउँबाट आएका विद्यार्थीहरू पढ्‌छन्‌। उनीहरूलाई भुइँचालोले धेरै क्षति गर्न सक्थ्यो। तिनले अझ भने, शिक्षा दार्जीलिङको आयस्रोत हो। यसलाई बँचाउनु अनिवार्य छ। तर बङ्गाल सरकार र मुख्यमन्त्रीलाई कुनै चासो नै छैन। यस्तै व्यवहार गरिएको कारण गोर्खाल्याण्डको आन्दोलन गरौं कि जस्तो लागेको छ। हामीले त्यसै गोर्खाल्याण्ड राज्य मागेका होइनौं। 
राज्य भएको भए यस्तो गर्ने थिएन। तिनले राज्य सरकारको रवैया दार्जीलिङको निम्ति अहिले परिवर्तन भइरहेको अनुभव धेरै दिनदेखि गर्दै आइरहेका छन्‌। तिनले घरिघरि छुट्टैराज्यको आन्दोलन गरेको भए हुनेथिएछ भन्ने जस्तो हतासा पनि व्यक्त गरिरहेका छन्‌। तिनले जीटीएको गठन ढिलो भइरहेको अनुभव गरिएको पनि बताइरहेको छन्‌। तर अहिलेसम्म गुरूङले जीटीए छोडेर फेरि छुट्टैराज्यको आन्दोलन गर्ने सम्बन्धमा स्पष्ट केही बताइरहेका छैनन्‌। ता नगरपालिकाको चुनाउ हुने पनि बताइरहेका छन्‌ भने उता मुख्यमन्त्रीसित दंग्याइपनि रहेका छन्‌। घरिघरि मुख्यमन्त्रीसित मन दुखेको कुरा गरेर तिनी के भन्न चहान्छन्‌? घरि घरि गोर्खाल्याण्ड मागेको भए हुनेथिएछ भनेर तिनले के भन्न खोजेका हुन्‌, स्पष्ट छैन। तर तिनले बारम्बार नै मुख्यमन्त्रीलाई आरोप लगाउने कार्य गरिरहेका छन्‌।
मोर्चाको निम्तोपछि आइपुगे सांसद -सीबीआईको नोटिश आएकोले दिल्ली गएँको थिएँ-जसवन्त
प्रज्ज्वल छेत्री, कालिमन्युज, कालेबुङ, 27 सितम्बर। भुइँचालोले तहस नहस पारेको दार्जीलिङ पहाड निरीक्षण गर्न आज लोकसभा सांसद जसवन्त सिंह कालेबुङ आइपुगे। भुँइचालो आएको 10 दिनपछि तिनले आफ्नो सासदीय क्षेत्र दार्जीलिङ पहाडमा पाइला टेकेका हुन्‌। दार्जीलिङ पहाडमा छाएको आपतकालीन स्थितिमा पनि हेभिवेट सांसद साथ नहुँदा पहाडवासीले निराशा व्यक्त गर्न थालिएको थियो। सांसदको उदासीनताप्रति पनि धेरै प्रश्नहरू उठिरहेको थियो।
आज कालेबुङ आइपुगेका सासंद जसवन्त सिंहले पत्रकारहरूसँगको छोटो भटघाट अवधी तिनीविरूद्ध भइरहेका प्रतिक्रियाहरूको सहजै खण्डन गरिदिए। पत्रकारहरूले सोधेको प्रश्नमा तिनले भने, भुइँचालो आएको दिन म दार्जीलिङमा नै थिएँ। तर टू जी स्पेक्ट्रम काण्डमा सीबीआई छानबीनको निम्ति सुप्रिम कोटर्र्र्को आदेश पाएर म दार्जीलिङबाट फर्कें। अहिले फेरि भुइँचालोले पुर्‍याएको क्षतिको जायजा लिन आइपुगेको छु। तिनले दार्जीलिङ पहाडमा भुइँचालोले पुर्‍याएको क्षतिको निरीक्षण गरी केन्द्रलाई विस्तृत रिपोर्ट बुझाउने बताए। बीजेपी नेता जसवन्त सिंहलाई गोर्खाल्याण्डको निम्ति सांसद बनाइएको थियो तर तिनले छुट्टै राज्य गोर्खाल्याण्डको निम्ति खासै काम नगरिदिएकोले अहिले गोर्खाल्याण्डको मुद्दा जीटीएमा आइपुगेको आरोप छ। तिनले संसदमा सांसदहरूलाई गोर्खाल्याण्डको निम्ति सहमति बटुल्न सक्थे तर तिनले एकपल्ट संसदमा बजेट सत्रमा पहाडको समस्या समाधान नगरिएकोले नै त्यहॉं छुट्टै राज्यको आवाज उठेको बताएका थिए। त्यसपछि भने तिनले संसदमा छुट्टैराज्यको निम्ति कुनै पनि कुरा गरेका छैनन्‌।
तर यता मोर्चा अनि सांसद आफैले भने गोर्खाल्याण्डको निम्ति नै धेरै काम गरिसकेको बारम्बार बताउने गरेका छन्‌।
आज पनि सांसद जसवन्त सिंहलाई गोर्खाल्याण्डको सन्दर्भमा कुनै काम नगरेको आरोप लागिरहेको सम्बन्धमा प्रश्न गर्दा तिनले उल्टै भने, मैले जति गोर्खाल्याण्डको कुरा कसैले उठाएको छैन। मैले जति गोर्खाल्याण्डको निम्ति काम गरेको छु त्यति पछिल्लो तीसवर्षमा कसैले पनि गरेका थिएनन्‌। मेरै योजना अनुरूप गोर्खाल्याण्डको माग आज यो स्थितिमा पुगेको छ। तिनको भनाइको आशय अनुसार अहिले गोर्खाल्याण्डको आन्दोलनलाई शिथिल गर्दै गोर्खाल्याण्डको निम्ति नै जीटीए थापिएको हो।
सांसदले पनि जीटीए मार्फत नै छुट्टैराज्य पुग्न सक्ने आशय यसरी व्यक्त गरेपनि तिनलाई जीटीएबाट कसरी गोर्खाल्याण्डसम्म पुगिन्छ? भनेर प्रश्न गर्दा तिनले भने, जति कम्ति प्रश्न तपाईँहरू सोध्नु हुन्छ त्यति नै छिटो गोर्खाल्याण्ड पुग्न सम्भव हुन्छ। यसबेला सांसदलाई पत्रकारहरूले व्यापकरूपले प्रश्नहरू तेर्साइरहेका थिए। धेरै प्रश्नहरू सोधिएकोले नै तिनले जीटीएबाट गोर्खाल्याण्ड पत्रकारहरूले थोरै प्रश्न गरे मात्र पुगिन्छ भन्दै कुरा टार्न खोजे। सांसद जसवन्त सिंह हिजो नै सिलगढी आइपुगेका भए पनि आज दिउँसो सॉंढे एक तिर मात्र कालेबुङ आइपुगे।
तिनलाई पहाड आउन कुनै हतारो नदेखिएपनि कालेबुङ आइपुगेपछि तिनले दुइदिन कालेबुङमा नै बसेर भुइँचालो प्रभावित क्षेत्रहरुको निरीक्षण गर्ने बताएका छन्‌। सधैँ झैं आज पनि गोर्खा जनमुक्ति मोर्चाका प्रतिनिधिहरूले आफ्नो सासंद यत्रोदिन पछि कालेबुङमा आएकोमा खदा लगाएर स्वागत जनाए। यता मोर्चा अध्यक्ष विमल गुरूङले पनि आजदेखि नै सांसदलाई प्रभावित क्षेत्रहरुको भ्र्रमण गराउने बताउँदै मध्यान्ह आइपुगेका सांसदलाई डा.ग्राहम्स होम्स घुमाउने अनि यहॉं भएका क्षतिहरू बेहोर्न सहयोग पुर्‍याउन अनुरोध गरिने बताए। सांसद जसवन्त सिंहले धेरैबेर पत्रकारहरूसित कुराकानी नगरेपनि भोलि पत्रकार सम्मेलन गरेर पत्रकारहरुसित कुराकानी गर्ने भएका छन्‌। सांसद दार्जीलिङमा आएका दिनहरू औंलामा गन्न सकिने भए पनि तिनले पहाडको निम्ति के के गरे त्यो भने गन्न सकिन्न। किन भने तिनले अहिलेसम्म कुनै पनि याद राख्न सकिने विकास कार्यमा आफ्नो कोष खर्च गरेका छैनन्‌। तिनको कोषहरूबाट जति पनि विकास कार्यको सूची बनाइएको छ सबै सम्पन्नहरूको निम्ति नै धेर खर्च गरिने देखिएकोछ। 

सांसद जसवन्त सिंहले पहाडमा घर नै बनाएर दार्जीलिङका जनताको सेवा गर्ने बताएको भए पनि तिनी पाहुना जस्तो गरेर आफ्नो सांसदीय क्षेत्र आउने गरेका छन्‌। भुइँचालोले व्यापक क्षति पुर्‍याउँदा पनि सांसद पहाड नआउँदा सबैले सांसदलाई विभिन्न आरोप लगाइरहेका थिए। यता मोर्चालाई अन्तमा हामी सांसदलाई बोलाउँछौं भन्न कर लागेको थियो। मोर्चाको बोलावटपछि आएका सांसद कालेबुङमा दुइदिन बसेर निरीक्षणमा जुट्‌ने भएका छन्‌।
जता सजिलो उतै भीआईपी
प्रज्ज्वल छेत्री, कालिमन्युज, कालेबुङ, 27 सितम्बर। भुइँचालो गएको ठीक 11 दिनपछि राज्यपाल एमके नारायनन कालेबुङ आइपुगे। तिनी आउन त आए तर शहरवरिपरिका सजिलो क्षेत्रहरूको मात्र निरीक्षण गरेर फर्किए। अहिले भुइँचालो भीआईपीहरूलाई अनुहार देखाउने सजिलो मुद्दा बनेको छ। जो पनि भीआईपी आउँछन्‌ सजिलो छान्दै घुम्छन्‌। शहर वरिपरि कता भत्किएको छ अनि कता सजिलो छ, त्यतात्यतै कुदेर महकुमा भरिका क्षतिहरुको आलकन गर्दै फर्किने भीआईपीहरूको सूचीमा राज्यपालले पनि आफ्नो नाम थपेका छन्‌‌‌। अझ राज्यपालले त पीडित गरीब र आर्थिक विपन्न क्षेत्रहरूको दौडाहा त पटक्कै गरेनन्‌।
तिनी आए अनि सोझै होम्स पुगे। होम्समा 19 वटा छात्राबास भुइँचालोले चर्काएको छ। जहॉं विद्यार्थीहरूलाई राख्न सकिएको छैन। कालेबुङका सबैभन्दा ठूलो क्षति भनेको कित त लेप्रोसी डॉंडी कित होम्स बनेको छ किन भने यो शहरदेखि नजिकमा छ। भुइँचालो गयो भनेको सुनेर जिल्ला बाहिरबाट आउने सांसद होस्‌, कि विधायक, राज्यपाल होस्‌ कि वाम नेताहरू कालेबुङ आइपुगेपछि कता निरीक्षण गर्न जाने भनेर पिरोलिन्छन्‌, तर उनीहरूलाई बाटो देखाउनेहरूले उनीहरूको स्वस्थ्य अनि असक्षमतालाई ठीक नापतौल गरेर सबैभन्दा नजिकका प्रभावित क्षेत्रहरू नै घुमाउँछन्‌। जब कि कालेबुङ कृषि क्षेत्र हो, यहॉं कुनै बगानहरू छैनन्‌। खेती गेरेर खानेहरू शहरमा बस्दैनन्‌ तर भीआईपीहरू शहर मात्र धाउँछन्‌। 

राज्यको मुख्य मन्त्री ममता व्यानर्जीले त भुइँचालोले पहाडलाई नै तहस नहस गर्दा समेत पहाडलाई भनेर केवल पॉंच मिनट समय दिएका थिए। कालेबुङमा भुइँचालोमा परेर चारजनाले ज्यान गुमाएका थिए भने हजारौंको संख्यामा बेेघर बनेका छन्‌। धेर जस्तो नै कृषकहरूले खेती गर्ने जमीन गुमाएका छन्‌। जो पनि भीआईपीहरू आउँछन्‌ क्षेत्रीय प्रशासनलाई राम्रो रिपोर्ट बनाउनु भनेर फर्किन्छन्‌। अहिले क्षेत्रीय अधिकारीहरूको रातको निद्रा हराएको छ। कालेबुङका विधायक डा.हर्कबहादुर छेत्रीले त अझ अल्छे पञ्चायतकर्मीहरूलाई थर्कमान नै पारेका छन्‌। तिनी 24 नम्बर समष्टीको विभिन्न क्षेत्रको दौडाहा गर्दा कोही पनि पञ्चायत कर्मीहरूलाई प्रभावित क्षेत्रमा निरीक्षण गर्न नगएको भेटेपछि तत्कालै खण्ड विकास अधिकारीलाई रिपोर्ट गरेका थिए। तिनले यस्ता अल्छे कर्मीहरूलाई शीघ्र्र नै कार्वाही गर्नुपर्ने माग नै गरेका छन्‌। यता गोर्खा जनमुक्ति मोर्चाका अध्यक्ष विमल गुरूङले पनि कालेबुङका विभिन्न क्षेत्रहरूका निरीक्षण गरिरहेका छन्‌। कालेबुङका विधायक पनि सकेजति जम्मै क्षेत्रहरूको निरीक्षणमा छन्‌ भने अतिथि सासंद जसवन्त सिंहले आज मात्र आफ्ना जनतालाई अनुहार देखाएका छन्‌। भुइँचालो जॉंदा तिनी पहाडमा नै थिए तर भोलि पल्ट नै तिनले दिल्ली हानिएका थिए। 
विमल गुरूङले परेको बेलामा नै जनाताको साथमा नेताहरू हुनुपर्ने भए पनि कोही क्षेत्रीय नेताहरूलाई प्रभावित क्षेत्रमा नभेटेपछि अनिवार्य बैठक बोलाएर झाप्न पर्‍यो। तिनले कन्ट्राक्टर गर्न अनि पर्सन्टेज खान मात्र नेताहरूको काम नरहेको बुझाउँदै कालेबुङका प्रतिनिधिहरूलाई स्वार्थी रहेको समेत बताएका थिए। जसकोमा दल बाहेक केही पनि छैन उनीहरू भने दुर्गमभन्दा दुर्गमस्थल समेतमा निरीक्षण गरिरहेका छन्‌ तर सरकारको पक्षबाट भने कोही पनि वरिष्ट अधिकारीले प्रभावित क्षेत्रको निरीक्षण गरेका छैनन्‌। आज- नै राज्यपालसित जिल्लापालले कालेबुङमा अनुहार देखाएका थिए। भीआईपीहरूले पनि केवल शहरनजिक मात्र भुइँचालोको प्रभाव खोज्दै रिपोर्ट संग्रह गरिरहेका छन्‌। आज आइपुगेका सांसद जसवन्त सिंहले पनि नगरवरिपरि घुमेर यस्ता खाले भीआईपीहरूको सूचीमा आप्नो नाम थप्ने हुन्‌ कि?
भुइँचालो पीडितहरूलाई निःशुल्क मट्टितेल दिनुपर्छ-माकपा
प्रज्ज्वल छेत्री, कालिमन्युज, कालेबुङ, 27 सितम्बर। माकपाले भुइँचालो पीडितहरूलाई निःशुल्क मट्टितेल बॉंडिनुपर्ने माग गरेको छ। यस सम्बन्धमा कालेबुङ माकपा प्रतिनिधि तारा सुन्दासले जिल्ला खाद्य नियन्त्रण अधिकारीलाई राज्यसभा सांसद सुरज पाठकको नेतृत्वमा ज्ञापन चढाएको जनाएका छन्‌। सोही ज्ञापनका प्रतिलिपि जारी गर्दै माकपा नेता तारा सुन्दासले भने, भुइँचालोले दुर्गम क्षेत्रका मानिसहरू बढी प्रभावित छन्‌। धेरैको ज्यानमालको हानी भइसकेको छ। यस्तोमा सरकारीपक्षले विभिन्न ठाउँहरूमा त्राण सामाग्री पनि पुगिरहेको छ। तर यता उनीहरूलाई दिइने राशनबारे कसैले पनि ध्यान लगाइरहेका छैनन्‌।
भुइँचालोको कारण उनीहरूले राशिन समेत थाप्न पाइरहेका छैनन्‌। दुुर्गम क्षेत्रमा बिजुली समेत पुगेको छैन। त्यहॉंका मानिसहरू धिप्रीमा भरपर्छन्‌। यस कारण पीडितहरूलाई निःशुल्क मट्टितेल उपलब्ध गराइनुपर्ने सम्बन्धमा भेटघाट गर्दै खाद्य नियन्त्रकलाई ज्ञापन दिइएको छ। यसबारेमा तिनले शीघ्र नै पहल गर्ने आश्वासन दिएका छन्‌। यता दशै नजिक आइरहेकोले पीडितहरूलाई धेरै चपेट परिरहेको बताउँदै उनीहरूलाई उचितरूपले राशिन वितरण गर्नुपर्ने सम्बन्धमा पनि माकपाले माग गरेको छ। तिनले जनाए अनुसार यसको निम्ति अधिकारीले जिल्ला कार्यालयबाट कुन कुन प्रभावित क्षेत्रमा कुन कुन कुराको आवश्यकता पर्छ त्यसको सूची आए राशिन र मट्टितेल त्राण शिविरसम्म पुर्‍याउन पहल गर्न सकिने बताएको जानकारी दिएका छन्‌। तिनले अहिले राशिन वितरण प्रणालीलाई धीमा गरिएको आरोप लगाएका छन्‌। तिनले भने, दशैं आयो, यस्तो बेला चिनी पॉंच हप्तादेखि वितरण गरिएको छैन। किन यस्तो ढिल्याईँ हुँदैछ? एपीएललाई 29 अनि बीपीएललाई 13 रु.50 पैसामा चिनी बेच्ने बताइएको छ। तर बीपीएलले पाएका छैनन्‌। दार्जीलिङ र खरसाङमा बीपीएल नै छैनन्‌।
तिनले 2012 को मार्च महिनासम्मको निम्ति वितरण गरिने राशिनको सरकारी मुल्य समेत निर्धारण गरिसकेको पनि बताउँदै राशिन कार्डको फारम नेपाली भाषामा हुनुपर्ने सम्बन्धमा पनि माग गरिएको जनाएका छन्‌।

PR, KalimNews, Guwahati (28th Sept 2011): A genuine Indian citizen, a resident of Tezalpati under Sootea police station in Sonitpur Assam, Indra Bahadur Rai was served with quit India notice branding him as illegal Bangladeshi and such cases and the ‘D’ voters issues are on the rise amongst the Gorkha community in Assam. All Assam Gorkha Students’ Union (AAGSU) apex organization of Gorkha students and youths of Assam during a press conference at Tezpur last Saturday provided details of Rai stating that this is a conspiracy to harass and drive away the true Indian Gorkhas from Assam, one by one.
During a media interaction, information and publicity secretary of AAGSU Nanda Kirati Dewan said, ‘The ‘D’ voters cases amongst the Gorkha community have gone abruptly high over the years and the genuine Indians have been harassed in the subject of proving their nationality time and again which is in bad vibe and is being operated by a organized group of police, small polticians and corrupt officials who can demand cash for removing the ‘D’ from the victim’s name in the voterlist.

BIJOY GURUNG, TT, Gangtok, Sept. 28: The reception that is being arranged for Prime Minister Manmohan Singh when he comes here tomorrow has not gone down well with a section of people here.
Usually a visiting VVIP gets to see colourful gates and freshly painted pavement railings. Potholes on the road that the guest is supposed to travel on, too, disappear overnight to ensure a smooth ride.
This time, however, the sight of pavement railings along the 2km Deorali-Gangtok stretch getting a fresh coat of green and the Border Roads Organisation working hard to cover the craters on NH31A have enraged a lot of people.
Some have vented their feelings through a group a social networking site.
“So sad that inspite of all the terror n destruction faced by da people....da gov is still trying to present an image of a happy beautiful place......”, one person wrote on the wall where a picture of two workers painting railings has been uploaded.
A VVIP visiting Gangtok usually lands in the army helipad at Libing and proceeds towards Deorali to take NH31A to reach the state capital.
“hope govt. (whoever is incharge) will not ask students to line up along the road holding tricolor to welcome the PM. Stop impressing at least at this time of moment,” wrote a user.
“how can we ask for 1 lakh crore for damages when PM sees gangtok so shiny and new..wonder who’s bright idea it was..,” posted another member of the group that was created after the recent quake.
To facilitate the repair, Gangtok-bound vehicles have been diverted from Indira bypass to meet NH31A at Hospital Dara. The detour takes 30 minutes extra. Traffic leaving the town has to travel via Nam Nang to meet the national highway at Deorali.
Bhandari on quake
Former chief minister and Pradesh Congress Committee president Nar Bahadur Bhandari has said the magnitude of the damage in Sikkim caused by the earthquake on September 18 has been “contributed” by the Chamling government’s thrust on hydel policy.
“The magnitude of damage has been contributed by the thoughtless, selfish and myopic policy of the present SDF government under the leadership of chief minister Pawan Chamling….Ruthless deforestation in the project areas, extensive use of explosives by the power developers have directly or indirectly contributed to the present disaster..,” Bhandari said in a memorandum faxed to the Prime Minister yesterday.
The remark comes two days after Chamling said the hydel plants in the state could not be blamed for the recent tremors. A faculty member of the geology and geophysics department of IIT Kharagpur had also echoed him. “Hydel projects do not cause earthquakes and the chief minister is correct...,” he had said.
Bhandari has demanded that the Centre should “immediately scrap” all mega power projects “if it wanted Sikkim to exist as a state.
“How could the chief minister declare damage of 1 lakh houses and loss of Rs 1 lakh crore immediately after the disaster struck? He could not have collected information immediately after the calamity particularly when his administration was paralysed for almost 48 hours,” the memorandum reads.
Cave-in on Darjeeling road

BIRESWAR BANERJEE, TT, Siliguri, Sept. 28: A fresh landslide has caused a cave-in on NH55 at Tindharia this morning, creating uncertainty over the opening of the highway that connects Darjeeling with Siliguri and has been shut since June 16 last year.
The road along with the toy train tracks has collapsed along a 150-metre stretch, a repetition of what had happened at Paglajhora last year. At Paglajhora, a known sink zone, the road had given away along a stretch of 500 metres.
Since the earthquake on September 18, there have been instances of boulders and slush slipping down the hillside on NH55.
PWD engineers said the restoration would be difficult because though it takes only a few hours to clear debris, the road has altogether disappeared at Tindharia, like it did in Paglajhora.
“This will disrupt road connectivity between Siliguri and Tindharia through NH55,” Nirmal Mondal, the executive engineer of NH-IX division of the state PWD, said today.
“After a similar damage in Paglajhora last year, people from Siliguri could at least reach Tindharia through NH55. After today, this road cannot be used altogether. Unlike other places where debris can be cleared within hours, there is no sign of the road here.”

Paglajhora is about 35km from here and 5km from Tindharia.
The road at both the spots have to be built from below till the highway level, engineers said.
Since last year, all small vehicles have been travelling on the Sukna-Simulbari-Rohini-Kurseong route to reach Darjeeling. Although the route takes a little more than three hours — almost like NH55 — the road is narrow and dotted with potholes.
The problem is greater for heavy vehicles that have to go through the Sevoke-Mungpoo route to Darjeeling, the broadest after NH55 but it is more time and fuel-consuming. It takes at least six hours to reach Darjeeling through this route.
Mondal said if the rain continued, it would be difficult to restore the road by this year.
“We had almost finished working on the stretch at Paglajhora and had planned to allow traffic from September 25, but before that the earthquake struck. Since then, the frequency of debris and stones rolling down the hillside has increased in the area, creating pressure on the sink zone. If the downpour continues, the situation will worsen. It will be difficult for us to work in this weather. We have serious doubts if the highway can be opened by 2011,” Mondal said.
Scared by the fresh landslide at least 10 families with houses along the highway have shifted to “safer” places.
“This morning, around 10am when it was raining heavily, suddenly we heard a noise like something huge tumbling down. We rushed out of our homes and found that the road had gone down,” said Esther Sharma, who lives near the Hill Cart Road in Tindharia.

One fourth of bidi workers in Madhya Pradesh are kids: Government estimates say one fourth of bidi workers in the state are children below 14, which means of the estimated 14 lakh bidi workers, 3.5 lakh are children. Fascination with gold hampering India’s growth story: According to World Gold Council, India's gold imports rose 60% in April-June 2011 from a year ago, as people snapped up the time tested hedge against inflation. India has always been a huge gold consumer, but the yellow metal is now our second-biggest import, behind crude, up from fifth place in 2007-08. But, this fascination with gold could be a reason why growth seems to be flagging. Money locked up in the yellow metal effectively disappears from the economy to become jewellery or sits idle in bank lockers. As money has flowed into gold, India's household savings have moved away from productive financial assets, falling to 9.7% of GDP during 2010-11 compared with 12.1% in the previous year. Gold imports are up nearly half a percentage point of the GDP in the last three years, implying that much more of savings is getting locked up in an unproductive asset. That much of the gold is imported also worsens the current account deficit. The hunger for gold seems to have been triggered by increased risk aversion after the global financial crisis. Kerala consumes 5,000 tonnes of meat every day: Kerala, which leads the country in several indicators including literacy, is also the highest consumer of meat with a daily requirement of 5,034.96 tonnes, according to the state animal husbandry department. 80 percent of the state's residents are non-vegetarians. The domestic production of meat (beef, mutton and chicken) is just around 264.31 tonnes, the rest comes from nearby states. The survey finds chicken to be the most preferred. In fact, from a mere six percent share in 1990, it now accounts for 45 per cent of the meat consumed in Kerala. With a large number of IT professionals working in key centres, the fast food habit has picked up hugely. Hence meat is the most preferred item. In fiscal 2009-10, Keralites spent a staggering Rs 2,844 crore on chicken, of which Rs 1,752 crore went to poultry farms outside the state. Kottayam, Thrissur and Malappuram lead the state's 14 districts in meat consumption. In fiscal 2009-10, a record 6.1 million cattle came into the state through various check posts; another 1.8 million are estimated to have entered unchecked. Of the 33 million people in Kerala, according to Vijaykumar, Christians and Muslims together constitute around 47 per cent and most of the meat-eaters are from these communities. 6. 35,000 malnourished kids in Nashik alone: Even as 1,700 kids starved to death in last one year, electronic machines supposed to be provided by the state to weigh them are either inaccurate or absent, officials claim.Even as the metropolis is spending enormously to wipeout malaria, typhoid and other diseases from within city limits, villages and tribal areas beyond are ailing with emaciated children.Latest reports from Nashik cite that there are 16,662 severely malnourished children and 18,228 moderately malnourished children between 0-6 years of age.These undernourished children, living in tribal and non-tribal villages, are roughing it out in unhygienic conditions, with little to eat.The scarcity and hard life claimed 1,104 children in tribal areas and 619 in non-tribal areas in the district between August 2010 and August 2011. The State Women and Child Development department sanctioned Rs 1.66 crore for 4,631 electronic weighing machines for Nashik, which fall short of the requirement of the 4,776 anganwadis in the district.Moreover, while the machines have not reached most of the anganwadis yet, claim officials, those that are there give inaccurate measurements, defeating the purpose they were bought for. MiD DAY found that most of the anganwadis in Harsul taluka, which has a large population of malnourished children, did not have these electronic machines. Only the primary health centre in Shirasgaon village had them, but they had precision problems. 7. Resting on rails, MTC says no more buses are needed: The ongoing Metro Rail works and the proposed monorail seem to have made Metropolitan Transport Corporation (MTC) think of a temporary freeze on getting new buses. MTC officials say they have no plans to expand their fleet, but for introduction of smaller feeder buses. The roads are already so congested and our buses will just add to the chaos, according to officicals. Experts state that the congestion is caused by private vehicles and measures need to be taken to reduce their numbers. At least 1,000 more buses are required to serve the existing customers comfortably. Each bus occupies the road space equivalent to three cars. So adding 3,000 cars is not a big jump if you consider that there are 4 lakh cars in the city. Official figures show that Chennai has 34 lakh vehicles, of which 26 lakh are two-wheelers and the rest, buses, autos and others. Experts feel that the need of the hour is to reduce the number of private vehicles. Only one bus is required to remove 12 cars from the roads. Chennai and London in terms of land area and population density are similar. London has 8,000 buses and ideally Chennai should also have the same number. 8. Uniform Shortage: The country is facing a shortage of 6.89 lakh primary teachers and 5.30 lakh police personnel. According to M. Ramchandran, Minister of State, Home Affairs, while the total sanctioned strength of state police forces is 20.56 lakh, the actual strength is only 15.53 lakh. Uttar Pradesh Police is the worst off, with vacancies outnumbering the actual strength. While its total sanctioned strength is 3.68 lakh policemen, the actual number is merely 1,44,200. Most states facing a shortage of police personnel are also Naxalite-hit. Andhra Pradesh has a shortage of 20,340 policemen while Bihar has a shortage of 25,540. In Chhattisgarh, the sanctioned strength is 46,403 but the actual figure is only 32,979, leaving a shortage of 13,502 policemen. Jharkhand, on the other hand, has a shortage of 12,620 policemen. Even Delhi has a shortage of 7,102 policemen. Education also seems to be low on the Government's list of priorities. Though Kendriya Vidyalayas, Indian Institutes of Technology (IIT) and other Indian universities face a shortage of staff across the country, the shortage at the primary level is grave. Schools in India are short of of 6.89 lakh teachers. The Centre had given states permission to hire 18.89 lakh teachers by March 31, 2011 to spread primary education but so far only 12 lakh teachers have been appointed. The record on teacher recruitment is abysmal across states. In Uttar Pradesh, there is a shortage of 1.40 lakh at the primary level while in Bihar it is 2.11 lakh. In Madhya Pradesh, the shortage of teachers stands at 72,980 while West Bengal needs 86,116 more teachers under ssa. 9. Premature deaths by non-communicable disease high in India: WHO: India ranks very high among the nations struck by the rising wave of “premature deaths” caused by non-communicable diseases, mainly heart and blood ailments, the WHO said in its latest report. Cardiovascular diseases, cancer, chronic respiratory problems, blood pressure and diabetes are an offshoot of growing affluence of the middle classes as well as worsening health conditions among people below poverty line. “Exposure to the four main behavioural risk factors that contribute to NCDs — tobacco use, physical inactivity, harmful use of alcohol and unhealthy diets, remains high worldwide and is increasing in the majority of low-and middle-income countries,” said Ala Alwan, WHO’s Assistant Director General. India is placed in the “lower middle” income group. Barring Afghanistan, India is worst affected by what are often described as NCDs (non-communicable diseases) in South Asia with around 38 per cent of premature deaths of males and 32.1 per cent of females below 60 years. The total number of NCD deaths are estimated at around 2967.6 (000s) in males and 2273.8 (000s) females. NCDs are estimated to account for 53 per cent of all deaths. Rising incomes and insecurity caused by the stress factors have contributed to 24 per cent cardio-vascular diseases which are primarily centred on stroke and heart attack. The second high death component in the CVDs is due to respiratory diseases, primarily lung and pulmonary diseases, which claimed around 11 per cent of lives. Deaths from other NCDs and diabetes account for 12 per cent. India also ranks among the top 10 countries burdened with highest mortality arising from countries of communicable diseases, especially tuberculosis, as well as high maternal and child mortality. Around 37 per cent of deaths in India are caused due to communicable, maternal, prenatal and nutritional conditions. In sharp contrast, India’s neighbours such as China, Pakistan, Sri Lanka and Bangladesh are among other nations having low proportion of premature deaths due to NCDs. The report said “common, preventable risk factors” are a leading cause of the death and disability burden in nearly all countries regardless of economic development. In India and elsewhere, the leading risk factor for mortality is blood pressure (responsible for 13 per cent of deaths globally), followed by tobacco use (9 per cent), raised blood glucose (6 per cent), physical inactivity (6 per cent), and overweight and obesity (5 per cent). With changing food habits and growing consumption of tobacco among population aged 15 or older, deaths from NCDs are bound to engulf the world, said medical professionals. In addition, rising physical inactivity in which the percentage of the population aged 15 or older engaging in less than 30 minutes of moderate activity per week or less than 20 minutes of vigorous activity three times per week, raised blood pressure, raised blood glucose, overweight, obesity, and raised cholesterol, are transforming India into a NCD country. 10. 16,000 juvenile cases pending in Bihar: There are 16,000 juvenile cases pending in Bihar courts, the majority of which are in Patna district, according to the state Social Justice Department. Patna accounts for more than 1,500 cases till March 31 last. By and large, the similar situation prevails in other districts with Gaya and Saran having 618 and 676 cases respectively. There were 661 juvenile cases in Begusarai, while Sitamarhi, East Champaran, Vaishali, Gopalganj, Samastipur, Rohtas, Aurangabad, Munger, Banka, Darbhanga, Jehanabad, Arwal Katihar have 661, 596, 4498, 474, 442, 409, 403, 366, 347, 321, 305 and 300 respectively. In the other districts the number varies between 297 and 67. The cases are pending for a long time despite section 14 of the Juvenile Justice Act, 2000 mandates disposal of such cases within four months of registration. For juveline delinquents in Bihar, there are 16 Supervision Homes, Special Homes, Remand Home and Protection Homes where around 1,000 of them are lodged at present. It is a matter of concern that all these homes are being run in rented premises the physical condition of which is miserable. Department sources said the state government had sanctioned construction of Child Protection Homes in every district and the necessary funds have been made available to the state Building Construction Department. Out of the proposed buildings for Protection Homes, construction work has been completed for four, while the work is in progress for the other four. Steps are on to make available land for construction of remand homes in other 30 places. The department officials, however, expressed optimism that the trial of juvenile cases would be fastracked in the districts following constitution of the juvenile justice tribunal in all districts. Besides, appointment of the judicial magistrates and allied infrastructure have been put in place to expeditiously dispose of such cases, the sources revealed. To accommodate the offenders, 19 additional remand homes would be built in the state, they said. Girls face bias in heart surgery too: A study conducted by doctors at the AIIMS has found that among children who require heart surgery, boys have a much better chance of undergoing the procedure than girls. Even when faced with life-threatening ailments, girls are discriminated against in India. A study conducted by doctors at the All India Institute of Medical Sciences and published in the medical journal Heart, has found that among children who require heart surgery, boys have a much better chance of undergoing the procedure. Parents of 405 children aged up to 12 years who had been advised to undergo elective pediatric cardiac surgery at AIIMS were interviewed. When their status was reviewed after a year, doctors found 44% (59/134) of the girls had undergone surgery against 70% (189/271) of boys. The study estimates that for every 70 boys who undergo an operation for congenital heart defect, only 22 girls undergo the surgery. The families of 31 out of 134 girls (23.1%) felt the need to conceal the illness of their child from relatives and friends compared with just 4 out of 271 (1.5%) boys' families. A post-operative scar on the chest of the child was perceived as a problem for the parents of 62% of girls (83/134) as compared with only 6% of boys (16/271). Around 65% of parents of girls feared that surgery might dampen the matrimonial prospects of their child, while just 2% of the boys' parents felt so. More than 80% of children in the upper and upper-middle classes had undergone surgery, as compared with less than 60% of patients in the lower-middle and upperlower classes. The percentage of patients undergoing surgery progressively decreased from the upper class (90%) to the upper-lower class (21.3%). Similarly, low educational level of the head of the household was associated with poorer compliance with surgery. Also, younger children in the family had lower probability of having the surgery. In India, around 1.8 lakh children are born with congenital heart disease (CHD) each year, of whom 60,000-90 ,000 require early intervention. However, the actual number of children undergoing surgery is far lower. Pushed into Ganga by husband, woman swims 40km, files dowry FIR: Defying a deadly push off a bridge into the swollen Ganga, angered by a deadlier combination of caste prejudice and greed for dowry that led Amrita Kumari’s husband and in-laws to allegedly push her to what seemed certain death, a young wife swam 40km throughout the dark night and lived to tell. When Amrita, daughter of an Aurangabad jeweller, fell in love with Adarsh Kumar Singh of Chapra and married him in December 2009 in Ludhiana, where Singh worked in a call centre, she didn’t realise her in-laws’ opposition to the intercaste marriage and the absence of dowry would prove so dangerous. She said she was thrown off Patna’s Gandhi Setu by Singh and his uncle on 2 September 2011 evening. Fishermen at Rasalpur Ganga Ghat in Samastipur district, over 40 km away, saw her floating senseless the next morning and rescued her. “My husband, his uncle, my mother-in-law and a family friend of theirs took me to the Ganga bridge in the evening in a car. My husband and his friend grabbed my hands while my husband’s uncle and his friend grabbed my feet to throw me down into the Ganga to die,” Kumari told a magistrate on Saturday. She said Singh’s family was planning to get him remarried to a rich man’s daughter with a dowry of Rs 15 lakh. With an FIR against her in-laws for attempt to murder and dowry harassment, the accused are absconding. India hopes to achieve WHO’s doctor-people ratio by 2028: India will take at least 17 more years before it can reach the World Health Organization's ( WHO) recommended norm of one doctor per 1,000 people. The Planning Commission's high-level expert group (HLEG) on universal health coverage (UHC) - has predicted the availability of one allopathic doctor per 1,000 people by 2028. It has suggested setting up 187 medical colleges in 17 high focus states during the 12th and 13th five-year Plan to achieve the target. HLEG estimates that the number of allopathic doctors registered with the Medical Council of India (MCI) has increased since 1974 to 6.12 lakhs in 2011 - a ratio of one doctor for 1,953 people or a density of 0.5 doctors per 1,000 people. The nation has a density of one medical college per 38.41 lakhs. There are 315 medical colleges that are located in 188 of 642 districts. There is only one medical college for a population of 115 lakhs in Bihar, Uttar Pradesh (95 lakhs), Madhya Pradesh (73 lakhs) and Rajasthan (68 lakhs). Kerala, Karnataka and Tamil Nadu each have one medical college for a population of 15 lakhs, 16 lakhs and 19 lakhs, respectively. The HLEG has proposed a phased addition of 187 colleges. It expects that by 2015 under phase A, 59 new medical colleges will admit students in 15 states like Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Jammu and Kashmir, Jharkhand, Madhya Pradesh, Maharashtra, Meghalaya, Orissa, Punjab, Rajasthan, Uttar Pradesh and West Bengal. By 2017, 13 of these states will have an additional 70 medical colleges, and by 2022, another 58 institutes will be built in two additional phases (2017-2020 and 2020-2022). By 2022, India will have one medical college per 25 lakh population in all states except Bihar, Uttar Pradesh and West Bengal. The implementation of HLEG's recommendations will enable the additional availability of 1.2 lakh doctors by 2017, and another 1.9 lakh doctors between 2017 and 2022. The World Health Statistics Report (2011) says, the density of doctors in India is six for a population of 10,000. India is ranked 52 among 57 countries facing human resource crunch in healthcare. Between 2001 and 2005, India had a doctor: population ratio of 0.5 per 1,000 population in comparison to 0.3 in Thailand, Sri Lanka (0.4), China (1.6), the UK (5.4), the US (5.5) and Cuba (5.9). The nation has the largest number of medical colleges in the world, with an annual churning rate of over 30,000 doctors and 18,000 specialists. However, the average annual output is 100 graduates per medical college in comparison to 110 in North America, Central Europe (125), Western Europe (149) and Eastern Europe (220). China, which has 188 colleges, produces 1,75, 000 doctors annually, with an average of 930 graduates per institute. UP truck driver beaten to death by RTO men: A truck driver was allegedly clubbed to death with canes by Regional Transport Office (RTO) employees at the UP-Bihar border on 26 September and according to the driver's son, his only crime was failing to stop the truck when signalled to do so. The incident at Naubatpur check-post in Chandauli district of Uttar Pradesh triggered angry protests by truckers who blocked the highway. Police fired on a mob of drivers and villagers who pelted bricks and attacked the cops. Half of world's PCs use pirated software: A Business Software Alliance (BSA) survey showed 47 percent of PC users globally believe there is nothing wrong with using unauthorised copies of software programs. This includes buying a single licence for multiple installations or downloading programs from peer-to-peer networks, BSA said. The survey of 15,000 PC users in 32 countries showed Chinese users have the most relaxed attitude to piracy.As many as 86 percent of computer users in the country acquire their software illegally most or all of the time, the survey showed. "The survey makes it clear that the global software piracy epidemic is spreading fastest in China, which is now the worlds biggest market for new PCs," said BSA president and chief executive Robert Holleyman. The Washington-based BSA is an industry group that works for copyright protection and counts among its members some of the world's biggest technology companies, including Apple, Microsoft, Symantec and Adobe. Pirated software installations cost the industry nearly $59 billion globally last year, a BSA report said in May.It said in terms of value, China was the world's second-largest culprit behind the US, installing $7.78 billion of stolen programs last year.The commercial value of pirate computer software used in the US was estimated at $9.5 billion. America's 'lost decade': More poor people now than in 1960: Another 2.6 million people slipped into poverty in the United States last year, the Census Bureau reported on Tuesday, and the number of Americans living below the official poverty line, 46.2 million people, was the highest number in the 52 years the bureau has been publishing figures on it. And in new signs of distress among the middle class, median household incomes fell last year to levels last seen in 1997. The past decade was also marked by a growing gap between the very top and very bottom of the income ladder. Median household income for the bottom tenth of the income spectrum fell by 12 percent from a peak in 1999, while the top 90th percentile dropped by just 1.5 percent. Overall, median household income adjusted for inflation declined by 2.3 percent in 2010 from the previous year, to $49,445. That was 7 percent less than the peak of $53,252 in 1999. Part of the income decline over time is because of the smaller size of the American family. The census report said that the percentage of Americans living below the poverty line last year, 15.1 percent, was the highest level since 1993. (The poverty line in 2010 for a family of four was $22,314.) Minorities were hit hardest. Blacks experienced the highest poverty rate, at 27 percent, up from 25 percent in 2009, and Hispanics rose to 26 percent from 25 percent. For whites, 9.9 percent lived in poverty, up from 9.4 percent in 2009. Asians were unchanged at 12.1 percent. An analysis by the Brookings Institution estimated that at the current rate, the recession will have added nearly 10 million people to the ranks of the poor by the middle of the decade. Joblessness was the main culprit pushing more Americans into poverty, economists said. Last year, about 48 million people ages 18 to 64 did not work even one week out of the year, up from 45 million in 2009, said Trudi Renwick, a Census official. Median income fell across all working-age categories, but was sharpest drop was among the young working Americans, ages 15 to 24, who experienced a decline of 9 percent. Poverty has also swallowed more children, with about 16.4 million in its ranks last year, the highest numbers since 1962, according to William Frey, senior demographer at Brookings. That means 22 percent of children are in poverty, the highest percentage since 1993. The report also said the number of uninsured Americans increased by 900,000 to 49.9 million. More people obese than hungry: Geneva-based humanitarian group focused on nutrition in its annual World Disasters Report, stressed there were 1.5 billion people suffering obesity worldwide last year, while 925 million were undernourished. 15 percent of humanity are hungry while 20 percent are overweight. Excess nutrition now kills more than hunger. The problem of hunger existed not because there was a lack of food globally, but because of poor distribution, wastage and rising prices that made food unaffordable. Food prices have spiked globally in 2011, raising fears of a re-run of the crisis seen in 2008 which led to riots and political instability in many countries. Melbourne world's best city to live, Mumbai among worst: Survey: Australian city Melbourne has been named as the world's most liveable city, while India's business capital Mumbai placed at 116th position in an annual survey that assessed living conditions in 140 global cities. According to the Economic Intelligence Unit's new Global Liveability Survey, Melbourne dislodged Vancouver to become the best city in the world to live. The Canadian capital city that topped the survey since 2002, fell this year to third place behind Vienna, the Sydney Morning Herald reported. India's commercial hub Mumbai is ranked 116th, one place up from its previous year's ranking. In 2010, Mumbai was ranked 117th while Delhi was at 113th position. Though Delhi figured in the new survey, its current ranking was not mentioned in the media report. Other Australian cities in the top 10 included Sydney, which is placed at 6th, while Perth and Adelaide ranked eighth and ninth. The top 10 liveable cities included Toronto, which is placed at 4th, followed by Calgary (5th), Helsinki (7th) and Auckland (10th). London was ranked 53, while at 26 position, Honolulu was the top US city. The worst places to live among the 140 locations surveyed by EIU were Port Moresby in Papua New Guinea, Bangladesh's Dhaka and Zimbabwe's Harare. Scores in Europe had been pushed slightly down by the eurozone crisis, while the Arab Spring had affected ratings across the Middle East and North Africa. The cities were gauged on five categories -- political and social stability, healthcare, culture and environment, education and infrastructure. They were scored out of 100 and the report noted that the top 10 cities were only separated by 1.8 percentage points.
